Angela Merkel’s still-unexplained decision to throw open the nation she grew up hating to an invasion force from the Middle East in the guise of “humanitarianism” is now having the all-too-predictable domestic consequences one might expect:

The German government proposed a broad range of measures on Thursday to bolster security and combat terrorism, its strongest official response so far to two recent attacks by terrorists pledging loyalty to the Islamic State and a deadly shooting rampage in Munich.

Many of the measures, which include closer monitoring of refugees and enhanced surveillance, seem likely to win legislative approval but prompted concerns in a country that is deeply protective of privacy and civil liberties.

The package of proposals is the most comprehensive from the German government since Europe became a consistent target of terrorist attacks by the Islamic State, other radical groups and their followers. They were unveiled at a time when Chancellor Angela Merkel is facing accusations that the welcome she gave last year to migrants streaming to the Continent from Syria and other nations in the Middle East has compromised security.

“Accusations”? Four major attacks in six days by Muslims will do that.

Mr. de Maizière reiterated publicly concerns previously voiced privately by senior intelligence officials that Germany — and Europe — does not always know enough about migrants.

He noted that the recent decision to register air travelers in and out of Europe was an improvement, and he urged that all of Germany’s federal and state law enforcement and intelligence officials should have access to that information. “We see in recent months that these offices must know exactly who is coming to Europe, and who is leaving it,” he said.

Other measures he proposed included combing the social media profiles of refugees and other migrants to look out for signs of radicalization, as the authorities in the Netherlands, Norway and Sweden have done.

In a statement, Mr. de Maizière said that officials could have gleaned more information after a bomb threat at a mall in Dortmund if officials had had access to surveillance footage, which he said had been restricted by data protection officials. “Overall, we must extend and optimize our use of I.T.” he said, referring to information technology.

None of this will work. The correct course is for Europe to admit its soft-headed error, expel most of the “refugees” and try to restore some order to individual national borders. Merkel’s Folly was not simply confined to Germany, because once inside the tent, the North African Arabs and others can roam freely throughout the EU — and they do.

But Germany would rather die than admit error, and so it will. Along the way however, look for a larger police presence, more intrusive snooping, changing cultural mores, xenophobia and all the other attendant ills that Deutschland thought it had thrown off in April of 1945.

Father Josiah Trenham mentioned “intimidation” to the parishioners of St. Andrew Orthodox Church, and he was quite right: Islamic supremacists and jihadis routinely traffic in intimidation. That’s based on a Qur’anic command: “And prepare against them whatever you are able of power and of steeds of war by which you may strike terror in the enemy of Allah and your enemy and others besides them whom you do not know, whom Allah knows” (Qur’an 8:60).

When they practice this intimidation, they generally find Westerners — especially Christian leaders — unwilling and unable to do anything in response but submit to it: the Christians are anxious to show themselves to be charitable and loving to the Muslims, without realizing that as far as the Muslims are concerned, this equates to surrender. Hence the many Christian leaders who counseled that in the face of the jihad murder of cartoonists of Muhammad, the charitable thing for Christians to do would be to accept the Sharia blasphemy restrictions on speech, at least regarding criticism of Muhammad.

This is not to say that Christians shouldn’t be charitable and loving, but sometimes the most charitable thing to do is to refuse to allow the intimidator a victory for his intimidation. Giving in to intimidation only encourages more of it. Christians in the U.S. need to have a public discussion of this point, since one thing is certain: there are going to be many, many more incidents like this one at St. Andrew Orthodox Church.

As Father Josiah Trenham prepared to read the Gospel, several parishioners discreetly scooped up their babies, retreated up the aisles of St. Andrew Orthodox Church and out into the spring air, so as not to allow the crying of little ones to disturb the divine liturgy.

The time-honored tradition was shattered when a car passed by the Riverside, Calif., church, slowing down as the front passenger leaned out of his window and bellowed menacingly through a bullhorn, according to witnesses.

“Allahu Akbar!” the unidentified man repeated several times as the unnerved parents drew their infants close and exchanged worried glances.

Witnesses were able to give Riverside police a description of the green Honda Civic, but not of the three occupants. Some told police they believed one or more of the men may have been taking photographs, according to Officer Ryan Railsback. Although Trenham insisted multiple congregants heard the Arabic phrase, Railsback noted no mention of it was in the police report.

In omitting this, was the author of the police report running some politically correct interference for area Muslims?

Whatever the case, no law was broken – even if an unmistakable message was sent and received.

“Be calm and to keep a special vigilance over the property and our children while we are at church,” Trenham wrote in an email to parishioners in which he recounted the disturbing event. “Pray that these provocative young men might repent of their intimidation and be saved.”

Trenham told FoxNews.com last week the situation remains “tense and tenuous,” and said the church now has security officers on hand for all regular services.

“It is a deep sorrow to live this way in the ‘new America,’” he said.

The incident took place on April 12, some four months after a terror attack left 14 dead in nearby San Bernardino, and just over three months before a French priest was killed by ISIS-linked jihadists in his church. The events, whether far or near, underscore a grim new reality for pastors such as Trenham: Instead of offering sanctuary from evil, churches could in fact be attractive targets for terror….

In February, Khial Abu-Rayyan, 21, of Dearborn Heights, Mich., was arrested after he told an undercover FBI agent he was preparing to “shoot up” a major church near his home on behalf of ISIS. A month earlier, the Rev. Roger Spradlin of Valley Baptist Church – one of the biggest congregations in Bakersfield, Calif. – told attendees that they had received a threat written in Arabic.

“Undercover officers were then placed during worship services,” Valley Baptist spokesman Dave Kalahar said. “The FBI continues to investigate along with the local task force.”

Last September, an Islamic man clad in combat gear was charged with making a terrorist threat after entering Corinth Missionary Baptist Church, in Bullard, Tex., and claiming that God had instructed him to kill Christians and “other infidels.” A year earlier, police were called to Saint Bartholomew’s Catholic Church in Columbus, Ind., after the house of worship was vandalized with the word “Infidels!” along with a Koranic verse sanctioning death for nonbelievers. Similar graffiti was found that same night at nearby Lakeview Church of Christ and East Columbus Christian Church.

St. Bartholomew Pastor Clem Davis said he doesn’t know if the threat was legitimate, but said little can be done to harden a target whose mission is to welcome all.

“I don’t know that there is any real protection against the ‘lone wolf’ mentality, not without infringing on everybody’s freedoms,” Davis said. “We don’t have metal detectors, people go in and out. Churches are family-orientated, public, tax-supported spaces; so they may appeal to some as a target.”

Synagogues have faced increasing threats in recent years, too. Earlier this year, the FBI disrupted a plot by a Muslim convert to blow up the Aventura Turnberry Jewish Center, in Aventura, Fla. A 2014 audit by the Anti-Defamation League (ADL) found that anti-Semitic incidents rose 21 percent across the country that year.

Eastern Orthodox Christians, who in many cases suffered persecution at the hands of radical Muslims in their Middle Eastern homelands, believe they may be singled out because of their heritage. Mass at St. Andrew typically attracts up to 400 worshippers with roots in Syria, Iraq, Saudi Arabia, Jordan, Russia and Greece.

“We have guards now; we never used to have guards,” said St. Andrew attendee Solomon Saddi, a Syrian-American Christian. “They keep an eye on everyone and talk to the faces that aren’t familiar,” he continued, referring to the aftermath of the April incident. “It is a very dangerous time for us even in America.”…

Bundestag member Erika Steinbach and Iranian-born pastor Mahin Mousapour called for much stronger sanctions for Muslims who abuse Christians in Germany at a press conference on Monday.

Highlighting the fact Christians suffer violence, harassment, and death threats in migrant lodgings, Ms. Mousapour criticised Germany for granting Islam “too much respect”.  Declaring anti-Christian hate attacks an affront to German values, politician Erika Steinbach advocated the government deport migrants who insult or attack Christians.

At the press conference Ms. Mousapour, who converted to Christianity more than 25 years ago, reported that Christians face various forms of persecution in migrant housing.

Ms Mousapour warned that Christians living in migrant housing are told they are “impure as a dog” and deserved death for rejecting Islam.

“Toys of Christian children are being destroyed, Christian asylum seekers are told not only to wash their dishes after eating but also that they must clean the entire kitchen as it would otherwise be ‘unclean’. Many Muslim asylum seekers call all Christians unclean. Church services are held in secret, bibles and crucifixes have to be hidden,” she explained.

Ms Mousapour, pastor of the Evangelical Free Church, disclosed that even converts who no longer live in migrant housing attract Muslims’ ire, and recounted her experience of being threatened at knifepoint on the street.

The Christian Democratic Union (CDU) politician called the anti-Christian hate crimes “horrific attacks on our fundamental values and our Constitution.

“This kind of crime weighs on me more heavily than shoplifting. If we do nothing about it we will lose our foundations in this country,” she added.

Ms. Steinbach advocated deportation for Muslims who attack or insult Christian migrants on the basis of their religion.

A vocal critic of Chancellor Angela Merkel’s policy to open Germany’s borders, Ms. Steinbach called for the European Union to set up refugee camps outside the bloc’s external borders. Here, the popular MP said, migrants would “stay until the war is over, then go back home”.

The pastor said she felt that a “misconceived tolerance” had led Germany to be overly respectful to Islam, pointing to Ramadan arrangements as a “disastrous” example of this.

During the Islamic month of fasting, migrant shelters in Germany catered to Muslim eating schedules, with Christians receiving only leftovers. The timing saw Christians disturbed by Muslims eating and reciting surahs before sunrise and then staying up very late for dinner.

Ms. Steinbach called for the system to be overhauled for next year. She suggested migrant housing serve “”breakfast, lunch and dinner as usual”, and that people who want to fast can save their meal to eat later on.

Ms. Mousapour commented: “We are here in Germany, in a Christian country! We must not allow others to change that.”

♦ In Britain, mainstream Muslim organizations are “justice” through more than 85 sharia courts attached to mosques.

♦ Civil war in France is what the Islamic State is looking for: unleashing a blind repression so that the Muslim population will show solidarity with the revolutionary minority. Yet, there is still worse possible outcome: that nothing happens and we continue as is.

♦ Real “moderate Muslims” are silenced or murdered.

Last month, the Wall Street Journal published an interview with France’s director of domestic intelligence, Patrick Calvar. “The confrontation is inevitable,” Mr. Calvar said. There are an estimated 15,000 Salafists among France’s seven million Muslims, “whose radical-fundamentalist creed dominates many of the predominantly Muslim housing projects at the edges of cities such as Paris, Nice or Lyon. Their preachers call for a civil war, with all Muslims tasked to wipe out the miscreants down the street.”

These Salafists openly challenge France’s way of life and do not make a secret of their willingness to overthrow the existing order in Europe through violent means, terror attacks and physical intimidation. But paradoxically, if the Islamists’ threat to Europe were confined to the Salafists, it would be easier to defeat it.

There is in fact another threat, even more dangerous because it is more difficult to decipher. It has just been dubbed by the magazine Valeurs Actuelles,the quiet conquest“. It is “moderate” Islam’s sinuous project of producing submission. “Its ambition is clear: changing French society. Slowly but surely”.

That threat is personified in the main character of Michel Houellebecq’s novel, Submission:Mohammed Ben Abbes, the “moderate” Muslim who becomes France’s president and converts the state to Islam. And from where does President Ben Abbes start his Islamization? The Sorbonne University. It is already happening: Qatar recently made a significant donation to this famous university, to sponsor the education of migrants.

In France, the quiet conquest has the face of the Union of the Islamic Organizations of France (UOIF), which a Simon Wiesenthal Center report charged with “anti-Semitism, advocacy and financing of terrorism and call to Jihad… ”

Not only does UOIF not encourage the integration of Moslems in France,” the report states, “it actually provides a nursery for the most radical Islamist positions.”

In Italy we have just witnessed the strategy of this “moderate Islam.” The largest and most influential Islamic organization, l’Unione delle comunità ed organizzazione islamiche in Italia (Ucoii), sponsored Milan’s first Muslim councilwoman, Sumaya Abdel Qader, a veiled candidate of the center-left coalition. Qader’s husband, Abdallah Kabakebbji, openly called for the destruction of the State of Israel: “It is a historical mistake, a scam”, he wrote on Facebook. His solution? “Ctrl + Alt + Delete”.

Qader won the race over a real moderate Muslim, the unveiled Somali activist, Maryan Ismail. I met Mrs. Ismail at a pro-Israel forum in Milan. After losing the election, she broke with Italy’s Democratic Party in an open letter: “The Democratic Party has chosen to dialogue with obscurantist Islam. Once again, the souls of modern, plural and inclusive Islam were not heard”.

Take two “stars” of this French “moderate Islam.” The first one is Tariq Ramadan, the grandson of Hassan al-Banna, the founder of the Muslim Brotherhood, the motto of which is: “Allah is our objective; the Prophet is our leader; the Quran is our law; Jihad is our way; dying in the way of Allah is our highest hope.”

Ramadan does not hide in Raqqa or shoot at French citizens. By applying for French citizenship, he would like to become one of them. His office is in the Parisian suburb of Saint Denis; he has written 30 books and he has two million Facebook followers. Ramadan has academic chairs all over the world, he is the director of the Research Center for Islamic Law in Doha (Qatar) and the president of the European Muslim Network. He publicly campaigns for Islam along with Italy’s former prime minister, Massimo D’Alema. Ramadan recently explained his vision for Europe and France: “Islam is a French religion and the French language is a language of Islam”.

Ramadan’s project is not the hoped-for Europeanization of Islam, but the not-hoped-for frightful Islamization of Europe. He opposes the assimilation of Muslims into French culture and society. A few days before the election in Milan, Ramadan was in Italy to endorse the candidacy of Sumaya Abdel Qader.

The second French “star” is Dalil Boubakeur, the rector of the Grand Mosque of Paris. In 1989, Boubakeur justified the persecution of Salman Rushdie by Ayatollah Khomeini. In 2002, he testified for the prosecution against the writer Michel Houellebecq. In 2006, he sued Charlie Hebdo in court, after the publication of the Danish Mohammed cartoons. Last year, Boubakeur called for the conversion of churches into mosques and asked to “double” the number of mosques in France.

In the United Kingdom, mainstream Muslim organizations are dispensing “Islamic justice” through more than 85 sharia courts attached to mosques. Divorce, polygamy, adultery and wife-beating are only some of these courts’ matters of jurisprudence. In Germany, vice-chancellor Sigmar Gabriel criticized Saudi Arabia for financing Islamic extremism in Europe. It is the same kingdom which last year offered to build 200 new mosques in Germany.

Qatar, with its Al Jazeera television megaphone, is also very active in sponsoring Muslim Brotherhood Islamic radicalism all over Europe. The Qatari royal family, for example, in 2015 donated £11 million to Oxford’s St. Anthony’s College, where Tariq Ramadan teaches. Qatar also announced that it was willing to spend $65 million in the French suburbs, home to the vast majority of the six million Muslims in France.

Today in Europe, several scenarios are possible, including the worst. Among them, there is a civil war, which many are beginning to talk about, including Patrick Calvar, the director of domestic intelligence. This is what the Islamic State is looking for: unleashing a blind repression so that the Muslim population will show solidarity with the revolutionary minority. Yet, there is still worse possible outcome: that nothing happens and we continue as is.

The end is more important than the means. The Islamic State has the same goal as most of the members of so-called “moderate Islam”: domination under the sharia. Many supposedly “moderate Muslims”, even if they do not commit violent acts themselves, support them quietly. They support them by not speaking out against them. If they do speak out against them, they usually do so in coded terms, such as that they are “against terrorism,” or that what concerns them about violent acts by Muslims is the possibility of a “backlash” against them.

Violent jihadis, however, are not the only means of transforming Europe, and perhaps are even counterproductive: they could awaken the nations they attack. Soft and more discreet means, such as social pressure and propaganda, are even more dangerous, and possibly even more effective: they are harder to see, such as the West’s acceptance of dual judiciary and legal systems; sharia finance (if there had been a “Nazi finance” system, in which all financial transactions went to strengthening the Third Reich, what effect might that have had on World War II?), and the proliferation in the West of mosques and extremist Islamic websites. Although there are indeed many real “moderate Muslims”, there are also still many who are not.

To conservative Muslims, however, any Muslim who does not accept every word of Allah — the entire Koran — is not a true Muslim, and is open to charges of “apostasy”, the punishment for which is death. According to a leading Sunni theologian, Yusuf al-Qaradawi, based in Qatar, “If they [Muslims] had gotten rid of the punishment for apostasy, Islam would not exist today.”

That is why the late writer Oriana Fallaci once said to The New Yorker: “I do not accept the mendacity of the so-called Moderate Islam”. That is why real “moderate Muslims” are silenced or murdered.

This might summarize the current Islamic mainstream mentality: “Dear Europeans, continue to think about a shorter working week, early retirement, abortion on demand and adultery in the afternoon. With your laws, we will conquer you. With our laws, we will convert you”.

In Switzerland, the number of forced underage marriages has jumped since 2015 to five times the number reported in the last decade. 119 cases have now been reported. That’s a little over one every three days, and nearly 22% involved girls under 16. The minimum age of marriage is 18 in Switzerland. Most of the girls involved in underage marriages are from Iraq, Syria, Eritrea, Afghanistan and Somalia.

Yet in the UK, another troubling pattern was reported last year: a rise in “Sharia marriages,” of which two-thirds were polygamous.

There are reportedly 100,000 such marriages that are unrecognized under UK laws, and the women in them have no rights. But we don’t hear leftist feminists crying foul about that; nor are human rights groups intervening to put a stop to this outrageously abusive practice.

Sharia marriages are very easy to pull off. A lawyer specializing in Sharia law noted: “people can have a secret Nikah (Islamic ‘marriage’ ceremony) and no one will know about it.”

The West continues to contend with Muslim migrant crime, as well as creeping Sharia. Just yesterday, Jihad Watch reported about the British Parliament facing an alcohol ban because of its impending move to a building that is under Sharia finance laws; a committee voted to move the Parliament there while the Palace of Westminster was being refurbished. Now Sharia marriages and forced child marriages are taking place with increasing frequency on our soil, as we continue passively to accept Sharia violations to our own constitutions and freedoms.

Switzerland will soon have legislation specifically banning forced marriages, a social issue involving violence and isolation which raises tough questions about the integration of minorities from abroad.

Marriage “is not, has never been and cannot be a private matter”, wrote the anthropologist Claude Lévi-Strauss. For centuries, endogamy – the practice of marrying within a specific ethnic group, class or social group – was the dominant practice in almost all communities.

In Europe until a few decades ago, young people could be forced to marry for economic, cultural or political reasons. Today in Western countries, such compulsory unions are forbidden by law, but this does not mean the phenomenon has disappeared.

In 2005, the Council of Europe approved a resolution against forced marriages, and since then a number of states – Britain being the first – have adopted specific measures to combat the practice.

Under pressure from parliament and humanitarian organisations, the Swiss government published draft legislation on the issue early last year. Now being studied by the two houses of parliament, the bill would make marriages contracted under compulsion a criminal matter.

Victims would therefore no longer have to take legal action themselves and anyone responsible for such a criminal act could be imprisoned for up to five years. Forced marriages are currently lumped together with acts of coercion, which are subject to a penalty of three years.

Data lacking

No precise statistics on the phenomenon of forced marriages exist in Switzerland, and most scientific studies are at an early stage. In 2006, the “Surgir” foundation estimated that there were 17,000 cases, but the methodology used was questioned by other sources. So researchers are reluctant to name a figure.

At the zwangsheirat.ch advice centre, up to four calls come in a week about alleged cases of forced marriage, nine during the summer holidays. It can be young people of any age from 13 to 25, first- or second-generation immigrants.

But these figures are just the tip of the iceberg, according to Anu Sivaganesan, active in the organisation since 2005.

“The ones who come to us are the ones who have decided to rebel against decisions of their own families. But how many more are there in the shadows?” wonders the 24-year-old student at Zurich University’s law faculty.

For victims of forced marriage, the yearning for freedom often clashes with a sense of loyalty and family belonging, fear of physical or financial reprisals, or the real risk – for non-citizens – of being sent back to their country of origin, when their residence permit is attached to that of their spouse….

♦ Germany’s migrant rape crisis has now spread to cities and towns in all 16 of Germany’s federal states. Germany now finds itself in a vicious circle: most of the perpetrators are never found, and the few who are frequently receive lenient sentences. Only one in 10 rapes in Germany is reported and just 8% of rape trials result in convictions, according to Minister of Justice Heiko Maas.

♦ Up to 90% of the sex crimes committed in Germany in 2014 do not appear in the official statistics, according to André Schulz, the head of the Association of Criminal Police.

♦ “There are strict instructions from the top not to report offenses committed by refugees. It is extraordinary that certain offenders are deliberately NOT being reported about and the information is being classified as confidential.” — High-ranking police official in Frankfurt, quoted in Bild.

Sexual violence in Germany has reached epidemic proportions since Chancellor Angela Merkel allowed into the country more than one million mostly male migrants from Africa, Asia and the Middle East.

Gatestone Institute first reported Germany’s migrant rape crisis in September 2015, when Merkel opened up the German border to tens of thousands of migrants stranded in Hungary. A follow-up report was published in March 2016, in the aftermath of mass attacks against German women by mobs of migrants in Cologne, Hamburg and other German cities.

Germany’s migrant rape crisis has now spread to cities and towns in all 16 of Germany’s federal states. Germany is effectively under siege; public spaces are becoming increasingly perilous. Police have warned about a potential breakdown of public order this summer, when young male migrants are likely to see women lightly dressed.

During the month of July 2016, hundreds of German women and children were sexually assaulted by migrants (see Appendix below). The youngest victim was nine; the oldest, 79. Attacks occurred at beaches, bike trails, cemeteries, discotheques, grocery stores, music festivals, parking garages, playgrounds, schools, shopping malls, taxis, public transportation (buses, trams, intercity express trains and subways), public parks, public squares, public swimming pools and public restrooms. Predators are lurking everywhere; safety nowhere.

Dozens of women and children have been assaulted by migrants at summer festivals and public swimming pools — staples of ordinary German life.

In July, at least 24 women were sexually assaulted at the Breminale music festival in Bremen. Women were also assaulted at outdoor festivals in Aschheim, Balve, Gerolzhofen, Grenzach-Wyhlen Heide, Loßburg, Lütjenburg, Meschede, Poing, Reutlingen, Sinsheim, Wolfhagenand Wolfratshausen.

In July, women and children were also sexually assaulted at public swimming pools in Babenhausen, Dachau, Delbrück, Hamm, Hilchenbach, Kirchheim, Lörrach, Marklohe,Mönchengladbach, Mörfelden-Walldorf, Oberursel, Remagen, Rinteln, Schwetzingen andStuttgart-Vaihingen.

Most of the crimes were downplayed by German authorities, apparently to avoid fueling anti-immigration sentiments. Almost invariably, the crimes are said to be isolated incidents (Einzelfälle), not part of a nationwide problem. Information about sexual assaults can usually be found only in local police reports. Rapes are sometimes treated as local interest stories and covered by local or regional newspapers. Only the most spectacular incidents of rape and sexual assault make it into the national press.

Three rape cases did make it into Germany’s national media in July:

  • On July 24, a 40-year-old migrant from Eritrea raped a 79-year-old woman in a cemetery inIbbenbüren. The woman, who lives in a local nursing home, was visiting the grave of her late sister at 6AM when the attack occurred. The migrant, who has been living as a refugee in Germany since 2013, was arrested at the scene. He is unlikely to be deported, however, because Eritrea is considered a conflict zone.
  • On July 14, it emerged that one of the women raped by Muslim sex mobs in Cologne on New Year’s Eve became pregnant. She failed to report the attack to police because she felt ashamed.
  • On July 3, a 24-year-old woman raped by three migrants in Mannheim in January admitted that she lied about the identity of the rapists. Selin Gören, a Turkish-German woman, initially said that her attackers were German nationals, when in fact they were Muslim migrants.

In an interview with Der Spiegel, Gören, the spokeswoman of Germany’s left-wing youth movement, Solid, said she lied because she was afraid of fueling racism against migrants. She also posted a letter on Facebook to a fictional refugee:

“I am really sorry that your sexist and line-crossing treatment of me could help fuel aggressive racism. I am going to scream… I will not stand by and watch, and it can happen that racists and concerned citizens name you as the problem. You are not the problem. You are usually a wonderful human being who deserves as much as any other to be safe and free.”

German police and media have faithfully mirrored Gören’s efforts to protect migrant rapists. German police reports usually refer to migrant criminals with politically correct euphemisms such as “southerners” (Südländer), men with “dark skin” (dunkelhäutig, dunklere Gesichtsfarbedunklem Hauttyp) or a combination of the two: “southern skin color” (südländische Hautfarbe).

Germany now finds itself in a vicious circle: most of the perpetrators are never found, and the few who are frequently receive lenient sentences. Most will never be deported. Only one in 10 rapes in Germany is reported and just 8% of rape trials result in convictions, according to Minister of Justice Heiko Maas.

On July 7, the German parliament approved changes to the criminal code that expand the definition of rape and make it easier to deport migrants who commit sex crimes. Under the bill, also known as the “No Means No” (“Nein heißt Nein“) law, any form of non-consensual sex will now be punishable as a crime. Previously, only cases in which victims could show that they physically resisted their attackers were punishable under German law.

The reforms, which are designed to make it easier for victims of sexual assault to file criminal complaints, are unlikely to end Germany’s migrant rape epidemic. This is because Germany’s politically correct justice system is notoriously lenient when it comes to prosecuting, sentencing and deporting foreign offenders.

At the same time, reliable statistics on sex crimes committed by migrants are notoriously elusive. German authorities have repeatedly been accused of underreporting the true scale of the crime problem in the country. For example, up to 90% of the sex crimes committed in Germany in 2014 do not appear in the official statistics, according to André Schulz, the head of the Association of Criminal Police (Bund Deutscher Kriminalbeamter, BDK).

On February 25, the newspaper, Die Welt, reported that authorities in the German state of Hesse were suppressing information about migrant-related crimes, ostensibly due to a “lack of public interest.”

On January 24, Die Welt reported that the suppression of data about migrant criminality is a “Germany-wide phenomenon.” According to Rainer Wendt, the head of the German police union (Deutschen Polizeigewerkschaft, DPolG), “Every police officer knows he has to meet a particular political expectation. It is better to keep quiet [about migrant crime] because you cannot go wrong.”

On January 22, the newsmagazine, Focus, reported that the Federal Anti-Discrimination Agency (Antidiskriminierungsstelle des Bundes, ADS) put pressure on police in North Rhine-Westphalia (NRW) to remove a reference to “North African criminal groups” in a press release. According toFocus, the ADS wrote: “There is a danger that people from these countries are placed under a general suspicion. We encourage you to delete the reference to the North African origin from the press release.” NRW Police later removed the offending words because “it could not be excluded that our formulation in the press release could be misunderstood as a discriminatory statement.” The original article by Focus has since been removed from the magazine’s webpage.

On January 8, the newspaper, Bild, published an article titled, “Are the Police Being Prohibited from Telling the Truth?” The paper quoted a high-ranking police official in Frankfurt, who said:

“There are strict instructions from the top not to report offenses committed by refugees. Only direct requests from media representatives regarding specific crimes should be answered. … It is extraordinary that certain offenders are deliberately NOT being reported about and the information is being classified as confidential (nicht pressefrei).”

Meanwhile, Boris Palmer, the “progressive” mayor of Tübingen, thinks he has found a solution to the problem of migrants who are raping German women and children in public swimming pools. He wants migrants to become swimming pool superintendents. In a Facebook post, Palmer wrote: “Our municipality has embraced a great prevention and integration measure. We have a Syrian lifeguard who can make known in Arabic and with authority what behavior is allowed and what is not.”

Palmer’s first hire is a 24-year-old Syrian named Aiham Shalghin. In an interview with Schwäbisches Tagblatt, Shalghin portrayed migrants as the victims of their circumstances: “Many male refugees have never before swum with women. In Syria, most public swimming pools are separated by gender. Men do not want to see women in swimming attire.”

Gatestone Institute first reported Germany’s migrant rape epidemic in September 2015, and again in March 2016. The problem has now spread to cities and towns in all 16 of Germany’s federal states. Following are a few cases from July 2016:

 

July 1. A 25-year-old migrant from Pakistan sexually assaulted a 15-year-old girl in a public square in Perleberg. A “southern guy” (südländischer Typ) sexually assaulted a young woman in Nürnberg. A “dark-skinned” man (dunkelhäutig) groped a 15-year-old girl in Magdeburg. A 34-year-old migrant exposed himself to passersby in Oldenburg. A man speaking “broken German”sexually assaulted a 20-year-old woman in Ibbenbüren.

July 1. Police were searching for a “southern looking man” (südländisch aussehende Mann) who assaulted a 73-year-old man walking his dog in Sindelfingen. The migrant came up behind the elderly man, grabbed his crotch and demanded to have sex with him. The elderly man tried to get away by getting into his parked car, but the migrant jumped into the passenger seat and again demanded sex. The migrant ran away when a passerby walking her three dogs approached the parked car. Meanwhile, a 32-year-old migrant from Afghanistan photographed two girls, ages 12 and 14, who were swimming in the Iller River in Illertissen. As they got out of the water, the man offered to pay them for sex.

July 2. A 24-year-old migrant from Albania sexually assaulted several women on a suburban train in Hamburg. A 20-year-old “Black African” man (Mann aus Schwarzafrika) attempted to rape a 27-year-old woman in a women’s restroom in Freiburg.

July 3. A “dark-skinned” (dunkler Teint) man sexually assaulted a 44-year-old woman inKressbronn. A “southerner” (Südländer) attempted to rape a 21-year-old woman in Meppen. A man with a “southeastern European appearance” (südosteuropäischem Aussehen) sexually assaulted a 19-year-old woman in Kühlungsborn. A man with a “southeastern European appearance” exposed himself to a 40-year-old woman at a train station in Mannheim-Lindenhof.

July 4. A “southerner probably of Turkish origin” (Südländer, vermutlich türkischer Abstammungsexually assaulted a woman in Nordhorn. Police believe the perpetrator sexually assaulted another woman in the same area in late June. A 16-year-old migrant from Afghanistan exposed himself to a mother and her child in a park in Chemnitz. The man was arrested and released. A “dark-skinned” (dunklen Teint) man groped a woman in Düsseldorf. A 28-year-old Iranian sexually harassed an 18-year-old woman in Sundern.

July 5. A 27-year-old migrant from Pakistan groped a 33-year-old woman in Chemnitz. The woman, an off-duty police officer, reportedly gave the man a “painful integration course” by kicking him in the groin. After questioning by police, he was released. A “Black African” (Schwarzafrikaner) attempted to rape a 37-year-old female jogger in Dortmund.

July 6. Two migrants from Afghanistan were formally charged with sexually assaulting a 14-year-old boy at a public swimming pool in Delbrück. A 22-year-old asylum seeker from Afghanistan sexually assaulted two girls, ages 14 and 15, in Ravensburg. An “Arab-looking man” (arabisch aussehenden Mann) sexually assaulted a 20-year-old woman in Heilbronn. Two migrants attempted to rape a 25-year-old woman in downtown Mainz.

July 7. Two “dark-skinned” (dunkle Hautfarbe) men attempted to rape a woman in Friedrichshafen. A 20-year-old migrant from Pakistan was arrested for assaulting several women in Kirchheim. After questioning, he was released.

July 8. Two teenage migrants from North Africa sexually assaulted a woman at the central train station in Krefeld. They were arrested, questioned and released.

July 9. A 29-year-old migrant from Iraq raped a woman at a discotheque in Kiel. A 16-year-old migrant from Afghanistan sexually assaulted a 14-year-old girl at a music festival in Reutlingen. A 28-year-old migrant from Afghanistan sexually assaulted a woman at a festival in Lütjenburg. A migrant from Afghanistan sexually assaulted several women at a festival in Wolfratshausen. A 27-year-old migrant from Afghanistan sexually assaulted two 13-year-old girls at a public swimming pool in Rinteln. July 10. Two migrants from Iran sexually assaulted three women in downtown Munich. A 28-year-old Syrian asylum seeker exposed himself to a 48-year-old woman in Schweinfurt. A group of migrants from North Africa harassed several women in downtown Flensburg. When a passerby stepped in to help the women, the migrants used an electroshock weapon to incapacitate him. Two “foreigners” sexually assaulted to women in downtown Chemnitz. The attack led to a street fight between non-Germans and Germans, several of whom were injured. Police arrested a 19-year-old migrant from Libya for assaulting one of the women. After questioning, he was set free. A Turkish taxi driver attempted to rape an intoxicated 26-year-old female passenger in Heidelberg. A man “presumably of foreign origin” (vermutlich ausländischer Herkunft) groped a young girl in Hammelburg.

July 11. A “Black African” (Schwarzafrikaner) raped a 21-year-old woman who was jogging in a public park in Chemnitz. A “southern looking” (südländischen Teint) attempted to rape a woman in Falkensee. A “southern looking” (südländischen Teint) man exposed himself to a 52-year-old woman on a bike trail in Kleinmachnow. A “dark-skinned” (dunkelhäutig) man groped a 78-year-old woman in Kempten.

July 12. A 16-year-old migrant from Afghanistan sexually assaulted two women on a bicycle path in Kelheim. A “southern guy” (Südländischer Typ) exposed himself to a 56-year-old woman inStolberg. A 23-year-old migrant from Tunisia and a 30-year-old migrant from Kazakhstan assaulted several women in Olsberg. A “southern looking” (südländisches Aussehen) manattempted to rape a woman in Göttingen.

July 13. A 35-year-old man with a “southern phenotype” (südländischen Phänotyps) attempted to rape a 43-year-old woman in Mücheln. The woman escaped her attacker after she pepper-sprayed him in the face. A “southern looking” (südländisches Aussehen) man groped a 15-year-old girl in Meschede. A “dark-skinned” man exposed himself to a nine-year-old girl in Stuttgart. The girl was trying to cross the street when the man drove up in a car and asked her for directions. When she approached the car, she noticed that the man was not wearing pants and was fondling himself. A “foreigner” (Ausländer) sexually assaulted a woman at a bus stop inMarburg.

July 14. A 36-year-old migrant from Tunisia was charged with raping a 61-year-old woman inFreiberg. Police believe the man is responsible for at least three other sexual assaults in the town. A 27-year-old migrant sexually assaulted a 37-year-old woman at an outdoor festival inWolfhagen. At the same festival, a 25-year-old migrant from Algeria sexually assaulted a 34-year-old woman, and a 19-year-old migrant sexually harassed several women. A “dark-skinned” (dunkelhäutig) man assaulted two 18-year-old women in Friedrichsdorf. A 17-year-old unaccompanied minor migrant (unbegleitete minderjährige Flüchtlinge) assaulted several girls between the ages of 13 and 15 at a train station in Bensheim.

July 15. At least 24 women were sexually assaulted at a music festival in Bremen. The attacks were similar to the taharrush attacks in Cologne on New Year’s Eve. Police have found only five perpetrators, all of whom are migrants from Afghanistan. Harald Lührs, the lead investigator for sex crimes in Bremen said: “We have never experienced such massive attacks in Bremen. That groups of men surround women in order to grope them, this has never happened here in this magnitude. This is a new problem that the police have to deal with.”

July 15. A 22-year-old asylum seeker from Pakistan sexually assaulted a 19-year-old woman inMeppen. A migrant sexually harassed a 17-year-old girl on public transport in Ludwigsburg. A 36-year-old migrant from Syria groped two women at a supermarket in Rottenburg. A “dark-skinned” (dunkler Haut) man sexually assaulted a 28-year-old woman in Würzburg. A migrant sexually harassed four girls, ages 10 and 11, on a train in the Black Forest.

July 16. Five women were sexually assaulted at an outdoor festival in Sinsheim. A “Black African” raped a 21-year-old woman at a festival in Aschheim. Two North Africans attempted to rape two 18-year-old women at the central train station in Trier. A 25-year-old migrant from Afghanistan sexually assaulted a 30-year-old woman in Übersee. A 17-year-old migrant from Afghanistan sexually assaulted a 21-year-old woman in Meppen. Police say the migrant sexually assaulted four other women in Meppen in recent weeks. A 25-year-old migrant from Iraq repeatedly groped a 25-year-old woman at a discotheque in Landau. When a stranger intervened to protect the woman, the Iraqi went into a rage. The woman ended up with a broken nose. A “dark-skinned” (dunkle Haut) manattempted to rape a 45-year-old woman on a bicycle path in Rüsselsheim. A 38-year-old migrant exposed himself to two women in a parking lot in Würzburg. Three migrants groped a 15-year-old girl on a bus in Rostock. A 36-year-old migrant sexually assaulted a 34-year-old woman at an outdoor festival in Wolfhagen.

July 18. Three migrants sexually assaulted a 25-year-old woman as she was walking to work in downtown Saarlouis. A “dark-skinned” man (dunkelhäutigen Mann) sexually assaulted a 15-year-old girl in Grassau. Two “dark-skinned” men (dunkelhäutigen Männern) sexually assaulted two girls, ages 14 and 15, at the central train station in Gießen. A 25-year-old asylum seeker from Syria sexually assaulted a 16-year-old girl in Güsten. A 17-year-old migrant from Afghanistan sexually assaulted a 13-year-old girl at a public swimming pool in Hamm. July 19. Five migrants from Afghanistan and Eritrea sexually assaulted two women at a festival in Gerolzhofen. Two 17-year-old asylum seekers sexually assaulted two girls, ages 11 and 13, inTriptis. A “dark-skinned” (dunkler Hauttyp) man exposed himself to a 17-year-old girl inWeinheim. Police published a composite photograph of a “person from Syria or Lebanon” who sexually assaulted a woman in downtown Dortmund. Three migrants assaulted three women in downtown Oldenburg. When one of the women demanded that the migrants leave them alone, a 23-year-old Algerian punched her in the face. The three men were arrested and then released.

July 20. A group of men with “Arab roots” (arabischstämmig) sexually assaulted five girls, aged 10 to 14, at a public swimming pool in Kirchheim. The men, all between the ages of 20 and 30, groped the girls and tore off the tops and bottoms of their swimming suits. Mayor Angelika Matt-Heidecker, who said she was “horrified” by the assaults, revealed that she had given the migrants permanent pool passes, free of charge. Local citizens are required to pay €90 ($100) for the same pass.

July 20. A “dark skinned” man (dunkelhäutigen Mann) raped a 49-year-old woman in Oldenburg. A man “presumably originating from abroad” (mutmaßlich aus dem Ausland stammende Mann) attempted to assault a 17-year-old girl on a bus in Bietigheim-Bissingen. Police say a search for the perpetrator has been “unsuccessful.” Three migrants from Afghanistan sexually assaulted at least eight women at a public swimming pool in Mönchengladbach. A 52-year-old migrant from Afghanistan sexually assaulted a 12-year-old girl at a public swimming pool in Marklohe. A group of “Black Africans” (Schwarzafrikaner) sexually assaulted several women at a public swimming pool in Lörrach.

July 20. A 31-year-old asylum seeker from Syria was arrested for sexually assaulting a 17-year-old girl in Regensburg. Four “southern looking” (südländischem Aussehen) men assaulted a woman in Varel. A “Pakistani-looking” man sexually assaulted a 23-year-old woman at a grocery store in Lüneburg. A 34-year-old migrant from Iran sexually assaulted a 20-year-old woman on the subway in Munich. A 44-year-old migrant from Sudan sexually assaulted three children between the ages of 13 and 17 at a youth center in Aurich.

July 21. An Arab migrant (arabischen Raum stammende Mann) sexually assaulted an 11-year-old girl at a public swimming pool in Hilchenbach. Two “foreigners with dark skin” (Ausländer mit dunkler Hautfarbe) assaulted a 14-year-old girl in Wolgast. A “dark-skinned” (dunkelhäutig) man exposed himself to two 18-year-old women in Kempten. A 26-year-old migrant from Iraq exposed himself to a 64-year-old woman at the central train station in Dresden. Two “southern looking” (südländischen Aussehen) men sexually assaulted an 18-year-old woman on a train in Bestwig. . When her boyfriend intervened, the migrants attacked him. The altercation turned into fisticuffs in which windows on the train were shattered. After the train stopped, the migrants fled. They remain at large.

July 22. A 52-year-old migrant from Afghanistan sexually assaulted a 12-year-old girl at a public swimming pool in Marklohe. A 40-year-old asylum seeker was arrested for sexually assaulting a girl at a public swimming pool in Grenzach-Wyhlen. A 23-year-old migrant from North Africa raped a 26-year-old woman in Mannheim. The woman was seriously injured in the attack. The man was charged with attempted murder.

July 23. An unidentified migrant raped a 15-year-old girl at the central train station in Krefeld. While on a train from Duisburg, the girl noticed that a group of six migrants were staring at her. After arriving at her stop, she entered a public restroom. Upon exiting, one of the migrants grabbed her and raped her while the others stood by and watched. A passerby intervened to rescue the girl. The perpetrators escaped.

July 23. An 18-year-old migrant from Nigeria raped a 28-year-old woman in Kassel. A man with a “dark complexion” (dunkler Teint) sexually assaulted a 19-year-old woman in Recklinghausen. A “dark-skinned man” (dunkelhäutigen Mann) sexually assaulted a woman in Braunschweig. A group of “southerners” sexually assaulted at least four women at a festival in Meschede.

July 23. A group of migrants accosted a 40-year-old woman in front of the city hall in Kerpen. As she tried to run away, the mob followed her shouting, “We will f**k you, Lady.” After the woman wrote about her experience on Facebook, someone staked out the area in front of city hall and found that many female passersby were also being accosted. As it turns out, groups of migrant youth gather in front of the city hall because of a free wireless internet signal. City officials said they would install free internet access at a nearby refugee shelter in hopes that the migrants will no longer gather in front of the city hall.

July 24. A 40-year-old migrant from Eritrea raped a 79-year-old woman in a cemetery inIbbenbüren. The woman, who lives in a local nursing home, was visiting the grave of her late sister at 6AM when the attack occurred. The migrant, who has been living as a refugee in Germany since 2013, was arrested at the scene.

July 24. A group of between five and seven migrants from Albania sexually assaulted two teenagers at a beach in Travemünde. The men encircled the girls, aged 15 and 16, in order to separate them from the rest of their friends. One of the men then dragged the 16-year-old into the water and tried to remove the bottom of her bikini. All of the men managed to evade police.

July 24. Five “Black Africans” (Schwarzafrika stammenden Männern) sexually assaulted an 18-year-old woman at a festival in Loßburg. A “Black African” (Schwarzafrikaner) assaulted a woman at the train station in Maulburg. Two “dark skinned” (dunkler Hautfarbe) sexually assaulted at least three women at a festival in Balve.

July 24. A 23-year-old migrant from Afghanistan sexually assaulted a 16-year-old girl at a public swimming pool in Schwetzingen. The man denied assaulting the girl and the police let him go. A 24-year-old migrant groped a woman at a bar in Mainz. He was arrested after he began throwing bottles at cars parked outside the premises. A “dark skinned” (dunkelhäutig) man exposed himself to a 22-year-old woman in Mönchengladbach-Wickrath. A “dark skinned man” (dunkelhäutigen Mann) exposed himself to two women on a street in downtown Erlenbach.

July 25. Police released a composite sketch of a “southerner” who attempted to rape a woman inSchwarzenbek. Five “southern-looking” (südländischem Erscheinungsbild) men exposed themselves to women and children at a lake in Potsdam.

July 26. A 13-year-old Syrian and a 15-year-old Iraqi groped a 19-year-old woman at a water park in Wismar. Two migrants from Eritrea sexually assaulted a 45-year-old woman in downtownGera.

July 27. Four boys between the ages of 11 and 13 sexually assaulted a 12-year-old girl inKönigsbach-Stein. The boys, all of whom are children of Syrian and Iraqi asylum seekers, pinned the girl against the wall of a building and forced her to perform sexual acts on them. According to police, the boys are too young to be held criminally responsible for their behavior. Therefore, social workers have been instructed to help the boys “understand the wrongfulness of their actions” by means of “intensive conversations” about “values and the local understanding of gender roles.”

July 27. A man speaking “broken German” (gebrochenes Deutsch) sexually assaulted a 36-year-old woman on an intercity express train in Karlsruhe. He repeatedly groped the woman and demanded that she perform sexual acts on him. After the train arrived in Karlsruhe, the woman called police, but the perpetrator escaped before they arrived.

July 27. A 19-year-old migrant attempted to rape a 24-year-old volunteer at a refugee shelter inRöhrmoos. A “dark-skinned” (dunklen Teint) man sexually assaulted a 24-year-old woman inErfurt. Police released a composite sketch of a “southern-looking man” (südländischen Aussehens) who exposed himself to women on public transportation in Cologne.

July 28. A group of four migrants from Morocco harassed female passersby at the central train station in Düsseldorf. Police intervened and the migrants attacked the officers. The migrants all have lengthy criminal records. One with an outstanding deportation order was detained. The three migrants demanded that the police to release their compatriot: “You come out! We will crush you! We will slash you!”

July 29. A 29-year-old migrant from North Africa was charged with attempting to rape and murder a 26-year-old woman in Mannheim. A 40-year-old migrant (ausländischer Mann) assaulted two women in Cloppenburg. A 27-year-old migrant from Iraq groped a 17-year-old girl at the Alexanderplatz in Berlin.

July 30. Six Syrian migrants spiked the drinks of two women at a music festival in Heide. The women fell ill with symptoms of dizziness and were taken to a local hospital. The migrants escaped before police arrived. An 18-year-old “asylum seeker” from Morocco sexually assaulted a 22-year-old woman in Hamburg. He was arrested and then released. Although the Moroccan’s asylum request has been denied, he has not been deported. Instead, he has become a career criminal, with a long rap sheet, including assault and robbery charges.

July 30. A 40-year-old asylum seeker sexually assaulted an 11-year-old boy at a supermarket in the village of Ering. The perpetrator was arrested at the scene of the crime and released. Three migrants from Iraq were arrested for sexually assaulting several women at a train station in Berlin-Friedrichshain.

July 31. Four asylum seekers from Pakistan raped a 17-year-old girl in Wetzlar. The men plied the girl with alcohol until she became drunk and then took turns raping her. Five North Africans assaulted a 26-year-old woman in Rheine.

♦ Tommy Robinson was recently pictured at the Euro 2016 football championships in France wearing an anti-ISIS T-shirt and holding up a flag with “F**k ISIS” written across it. Upon his return to London, Bedfordshire Police immediately charged Robinson with inciting racial hatred.

♦ So, offending a murderous terrorist organization such as ISIS is apparently no longer protected by the rules of free speech and is now considered “inciting racial hatred” against Muslims.

In April, leaks from the review of extremism in prisons, which was commissioned by former British Justice Secretary Michael Gove and conducted by former prison governor Ian Acheson, revealed that Islamic hate literature — misogynistic and homophobic pamphlets and hate tracts endorsing the killing of apostates — is freely available on the bookshelves of British prisons. The hate literature is distributed to inmates by Muslim chaplains, who themselves are appointed by the Ministry of Justice.

According to the Daily Mail, a Whitehall source said that the material was kept in prison chaplaincy rooms and was available for anyone to come in and pick it up. The leaked review also found that chaplains at some prisons encouraged inmates to raise money for Islamic charities linked to international terrorism.

The review will finally be released to the public in August, after a long delay due, according to theDaily Mail, to the findings of the review sparking an urgent internal alert, because of the risk of “severe reputational damage” to the Ministry of Justice. Chris Phillips, the former head of the National Counter Terrorism Security Office, a police unit that works closely with the government on its counter-terrorism strategy, warned last year that staff shortages in prisons were making it harder to tackle Islamic radicalization, because extremists were not properly monitored. Then Home Secretary Theresa May rejected the claim by saying that the government was looking at “and continue to look at” preventative measures.

One former prison officer told the BBC that the “problem within prisons now is getting to a critical point”, with “many Muslim prisoners basically taking over the law of the prison.”

In June, a Muslim cleric told the BBC that a manual used by imams to teach prison inmates about Islam risks “turning people into jihadis.” Sheikh Musa Admani, who according to the BBC is a chaplain and expert in interpreting Islamic texts, and has worked extensively on anti-radicalization programs in the UK and abroad, told the BBC that the so-called Tarbiyah programme, used in English and Welsh prisons since 2011, could turn people towards violence and should be withdrawn. A section of the program is on jihad, and it says taking up arms to fight “evil” is “one of the noblest acts.” According to the BBC, the Tarbiyah program was co-written by a number of imams and Ahtsham Ali, a prisons adviser to the Ministry of Justice. According to Sheikh Musa Admani:

“This document sets out the steps and then addresses various forms of jihad and then goes on to emphasise a particular type i.e. the killing and the fighting. It incites people to take up arms… It prepares people for violence. It could turn people when they come out of prison, supposedly rehabilitated, back into violence.”

Notably, all this is happening despite the fact that the British government’s anti-extremism Prevent strategy requires prisons to stop extremists radicalizing inmates. Clearly, that is not going very well.

Ian Acheson presented his findings from the review for the first time on July 13 at a meeting in the Commons Justice Committee. According to the Daily Mail, Acheson said that he found staff lacked the training to confront and deter Islamist extremist ideology, and were often fearful that they would be accused of racism if they did.

Judging by Acheson’s words, the review is damning of the National Offender Management Service (the institution in charge of prisons): “The service had made no provision at all to forecast the return of jihadi fighters from Afghanistan or ISIS-controlled territory or anywhere else… I found that quite astonishing.”

He also said that there were countless examples of extremist literature being present, while the recruitment, training and supervision of prison imams was “seriously deficient.”

Acheson spoke of an “institutional timidity” in “confronting this problem front and central” adding that the “extremism unit” at the National Offender Management Service “lacked an actual strategy to deal with extremism.”

He also said, “It seemed more concerned with briefing and collating information than providing robust operational support to the front line.”

British authorities are indeed in trouble, if a fear of being called “racist” interferes with their willingness to deal with Islamism.

Hate speech, moreover, is not only being preached in prisons. The young and impressionable are also getting their fair doses at British universities where, in the words of the Express, “Red-carpets [are] laid out for Islam hate preachers at universities and no one challenges them.” According to the Express, 27 events at UK universities had radical speakers in just four months, a rise of 35% in just the last year. This welcome exists despite the requirement of all universities to comply with the government’s anti-extremist program, Prevent.

According to the Express, the messages peddled at these academic events were contemplations such as “Jews are evil”, and a man wanting to marry a Muslim woman, if he did not pray, “should be executed.” Those universities in the British capital that hosted the most extreme events were London’s School of Oriental and African Studies, King’s College, Kingston University, the Institute of Education and University College London.

Among those given a platform at these universities were former Guantanamo inmate Moazzam Begg, director of the lobbying group CAGE, which opposes the British government’s anti-terror program, and South African politician Julius Malema — convicted of a hate crime for claiming a rape victim must have had a “nice time.”

In 2014, at least 70 events with Islamic hate preachers took place at British universities.

Under the Prevent strategy, British universities have to put in place policies to stop extremists radicalizing students and ensure they have measures in place to recognize and respond to signs of radicalization among their students. That, too, does not seem to be working very well.

While the British authorities do not seem equipped to deal with Islamic hate speech, they are impressively efficient when it comes to dealing with what they perceive as “Islamophobia.” British police acted promptly when Tommy Robinson was recently pictured at the Euro 2016 football championships in France wearing an anti-ISIS T-shirt and holding up an English Saint George Cross flag with “F**k ISIS” written across it.

Upon his return to London, Bedfordshire police immediately charged Robinson with inciting racial hatred and brought an application for a “football banning order” against him. Robinson, a Pegida UK organizer, previously received a three-year football ban, which expired in 2014. He has not been known to be involved in football disturbances since. The application against him claimed that he

“poses a significant risk of both violence and disorder… This is especially so in terms of his established capacity to organise disorder from an anti-Muslim perspective… Despite… recently reported ‘good conduct’ at Luton Town Football Club, significant concerns remain regarding his intentions and influences upon others to inflame racial hatred in a country where tensions are already high.”

Offending a murderous terrorist organization such as ISIS is apparently no longer protected by the rules of free speech and is now considered “inciting racial hatred” against Muslims. Does this, then, mean that British police assume that all Muslims identify with ISIS and are thus in some way victims of “racial hatred” when someone wears a T-shirt or holds up a flag that says “F**k ISIS”?

Not only do British police know how to deal swiftly with other people’s “Islamophobia”, they also know how to censor their own speech, when need be, in order not to come across as “Islamophobic.” At one of the UK’s largest shopping centers, during a terror drill designed to be similar to the Paris and Brussels terror attacks, the Greater Manchester police had the fake suicide bomber shout “Allahu Akbar” before detonating a mock device.

For this realistic scenario — after all, that is what Muslim terrorists shout before they detonate themselves or their bombs — the Greater Manchester Police were subsequently criticized: The mayor of Greater Manchester and the area’s police and crime commissioner, Tony Lloyd, said the operation had been “marred by the ill-judged, unnecessary and unacceptable decision by organisers” to have those playing the parts of terrorists shout the Islamic phrase. “It didn’t add anything to the event, but has the potential to undermine the great community relations we have in Greater Manchester.”

The new British government has its work cut out for it.

♦ Europe is trapped in a no-win situation. European officials say that although Turkey has fulfilled most of their conditions, it has failed to relax its stringent anti-terrorism laws, which are being used to silence critics of President Erdoğan, especially since Turkey’s failed coup on July 15.

♦ The German newspaper Bild recently reported a confidential plan to house all migrants arriving from Turkey on Greek islands. Public transportation between those islands and the Greek mainland would be cut off to prevent migrants from moving into other parts of the EU.

♦ “No matter how uncouth, how merciless, how unscrupulous Western countries act, they have no chance of keeping the migration flows under control.” — Turkish President Recep Tayyip Erdoğan, quoted by German journalist Wolfram Weimer.

Turkey has threatened to back out of an agreement to stem the flow of migrants to the European Union if Turkish nationals are not granted visa-free travel to the bloc by October.

Although Turkish officials have repeatedly threatened to renege on the March 18 EU-Turkey deal, this is the first time they have set a deadline.

If the EU approves the visa waiver, tens of millions of Turks will gain immediate and unimpeded access to 26 European countries. If the EU rejects the visa waiver, and Turkey retaliates by reopening the migration floodgates, potentially millions of migrants from Africa, Asia and the Middle East could begin flowing into Greece this fall. Europe is trapped in a no-win situation.

The migration deal, which entered into force on June 1, was hastily negotiated by European leaders desperate to gain control over a crisis in which more than one million migrants poured into Europe in 2015.

Under the agreement, the EU pledged to pay Turkey €3 billion ($3.4 billion), grant visa-free travel to Europe for Turkey’s 78 million citizens, and restart accession talks for Turkey to join the bloc. In exchange, Turkey agreed to take back all migrants and refugees who reach Greece via Turkey.

Turkish officials have repeatedly accused the EU of failing to keep its end of the bargain.

In a July 25 interview with the German television broadcaster ARD, Turkish President Recep Tayyip Erdoğan said that Turkey had so far received only €2 million of the promised €3 billion: “European leaders are dishonest,” he said. “We have stood by our promise. But have the Europeans kept theirs?”

The EU insists that the €3 billion must be transferred through the United Nations and other international aid agencies in accordance with strict rules on how the money can be spent: “Funding under the Facility for Refugees in Turkey supports refugees in the country,” the EU said in a statement. “It is funding for refugees and not funding for Turkey.”

In a July 31 interview with the Frankfurter Allgemeine Zeitung, Turkish Foreign Minister Mevlüt Cavusoglu stressed that the Turkish government wants the EU to set a “specific deadline” for lifting the visa requirements: “It can be early or mid-October but we are waiting for an exact date,” he said.

Cavusoglu said that his words are “not a threat,” but added that “if there is no lifting of the visa restrictions, we will be forced to abandon the agreement struck on March 18.”

Under the agreement, European officials promised to fast-track visa-free access for Turkish nationals to the Schengen (open-bordered) passport-free zone by June 30, and to restart Turkey’s stalled EU membership talks by the end of July 2016.

To qualify for the visa waiver, Turkey had until April 30 to meet 72 conditions. These include: bringing the security features of Turkish passports up to EU standards; sharing information on forged and fraudulent documents used to travel to the EU and granting work permits to non-Syrian migrants in Turkey.

European officials say that although Turkey has fulfilled most of their conditions, it has failed to comply with the most important one: relaxing its stringent anti-terrorism laws, which are being used to silence critics of Erdoğan, especially since Turkey’s failed coup on July 15.

European Commissioner Günther Oettinger recently said he did not believe the European Union would grant visa-free travel for Turkish citizens this year due to Erdoğan’s post-coup crackdown.

Turkish authorities have arrested more than 15,000 people in connection with the coup attempt, and at least 60,000 civil servants, teachers, journalists, police officers and soldiers have been fired or suspended from various state-run institutions.

Turkey’s EU accession talks also have run aground after Erdoğan threatened to reinstate the death penalty in Turkey. Oettinger said: “The death penalty is irreconcilable with our order of values and our treaties. No country can become a member state of the EU if it introduces the death penalty.”

Erdoğan has indicated he is no longer interested in EU membership: “We’ll go our way, you go yours,” he said.

Meanwhile, Greek officials report a significant increase in the number of migrants arriving in Greece from Turkey since the coup attempt. Observers say Erdoğan is using the migrant flows to pressure Greece to extradite eight Turkish officers who participated in the coup and fled across the border to Greece. Athens has refused to hand them back.

As the migrant deal unravels, European officials are discussing a “Plan B.” The German newspaper Bild recently reported a confidential plan to house all migrants arriving from Turkey on Greek islands in the Aegean Sea. Public transportation between those islands and the Greek mainland would be cut off to prevent migrants from moving into other parts of the European Union.

The plan, which Bild says is being discussed at the highest echelons of European power, would effectively turn parts of Greece into massive refugee camps for many years to come. It remains unclear whether Greek leaders will have any say in the matter.

The European Union now finds itself in a Catch-22 situation. Large numbers of Muslim migrants will flow to Europe regardless of whether or not the EU approves the visa waiver.

Critics of visa liberalization fear that millions of Turkish nationals may end up migrating to Europe. The Austrian newsmagazine, Wochenblick, recently reported that 11 million Turks are living in poverty and “many of them are dreaming of moving to central Europe.”

Other analysts believe Erdoğan views the visa waiver as an opportunity to “export” Turkey’s “Kurdish Problem” to Germany. According to Bavarian Finance Minister Markus Söder, millions of Kurds are poised to take advantage of the visa waiver to flee to Germany to escape persecution at the hands of Erdoğan: “We are importing an internal Turkish conflict,” he warned. “In the end, fewer migrants may arrive by boat, but more will arrive by airplane.”

In a refreshingly perceptive essay, Wolfram Weimer, a well-known German journalist, wrote that Erdoğan is exploiting Europe’s strategic weaknesses to advance Turkish imperialism and his goal of Islamizing the continent:

“A few days ago Erdoğan said: ‘No matter how uncouth, how merciless, how unscrupulous Western countries act, they have no chance of keeping the migration flows under control.’ In short, he sees mass migration as a political weapon to put Europe under pressure. In diplomatic and military circles, the word that has been circulating for months is ‘migration weapon’ because the Turkish secret service has been deliberately and massively promoting the migration of Muslims to Europe.

“Turkey now earns tremendous amounts of money on all sorts of migration services and has allowed the refugee industry to blossom. At the same time Erdoğan is openly pursuing the Islamization of Europe. With its religious authority Diyanet [a branch of the Turkish government’s Directorate for Religious Affairs that runs hundreds of mosques in Europe], Europe (and especially Germany) are being Islamized in a planned manner; the refugees play a key role, as do mosques, to give a ‘home’ to the faithful in a foreign land.

“Erdoğan’s favorite quote comes from a poem by Ziya Gökalp [1876-1924, a father of Turkish nationalism]: ‘The mosques are our barracks, the minarets are our bayonets.’ Erdoğan sees himself both domestically and internationally as a religious cultural warrior — as the patron saint of Islamist expansion.”

A court in Münster has given permission for a far-right protest against Turkish President Erdogan to take place on Sunday in Cologne. Erdogan supporters will also be taking to the streets of the western German city.

A spokesman for the Higher Administrative Court in Münster confirmed on Saturday that it had rejected an appeal by Cologne police to ban an anti-Erdogan demonstration called by the far-right political party Pro NRW for Sunday.

The court upheld an earlier decision by a Cologne court to allow the demonstration to go ahead, despite police fears that violent members of the HoGeSa (Hooligans Against Salafists) group could join in the protest.

The demonstration is to take place under the motto “No tributes to Erdogan in Germany: Stop the Islamist autocrat from the Bosporus” in response to a planned rally by up to 30,000 Erdogan supporters in the city on the same day.

The Münster court, which is responsible for administrative disputes, also rejected an appeal by the organizers of the pro-Erdogan demonstration to be allowed to show the Turkish president live on a large screen during the event.

Police have voiced fears that such a presentation could cause participants to become over-excited.

Police in Cologne are planning to deploy 2,300 officers and have six water cannon on hand in case violence does break out at any of the demonstrations planned in the city on Sunday, which also include rallies by leftists and youth organizations affiliated with German parties.

In comments carried in the Saturday edition of the “Süddeutsche Zeitung” newspaper, Foreign Minister Frank-Walter Steinmeier called on participants in the pro-Erdogan demonstration to display moderation.

Steinmeier said it was “not permissible” to bring domestic political tensions from Turkey to Germany or to intimidate people with different political views.

The leader of the Greens, Cem Özdemir, also criticized alleged attempts at intimidation ahead of the demonstration, telling newspapers of the Funke media group that critics of President Recep Tayyip Erdogan among Germany’s Turkish community were being targeted.

Özdemir said that demonstrations for or against Turkish leaders had to take place “on the basis of the [German] legal system.”

“An atmosphere of fear must not be created,” he said.

Turkey in turmoil

Sunday’s demonstrations come as Erdogan continues with purges of the army, judiciary, the education system and the media following a failed coup on July 15.

Critics of the president fear that he might be using the coup as an excuse to increase his already tight political grip on the country.
