President Trump, in just eight months in office, has succeeded in upending U.S. refugee policy, cutting by more than half the 110,000-refugee target that the Obama administration had bequeathed him and dramatically shifting the demographics of who is accepted.

Gone is President Obama’s overwhelming focus on Muslims, and particularly on Syrians fleeing a civil war that his administration facilitated. Under Mr. Trump, the rate of Syrian refugees has been cut by more than 80 percent, and Christians have overtaken Muslims in total refugees resettled.

“It’s impossible to escape the clear message that there’s a new sheriff in town,” said Matthew O’Brien, research director at the Federation for American Immigration Reform, which advocates for stricter refugee controls.

 The Trump changes have reverberated around the globe, with the Office of the U.N. High Commissioner for Refugees drastically cutting the number of refugee candidates it submits to the U.S.

After recommending nearly 35,000 refugee candidates last year, the UNHCR submitted just 3,591 applications from January to July.

Refugee advocates say the U.S. is relinquishing its global leadership and moral standing and have challenged parts of the administration’s policy in the courts, pushing the country to move back toward the goals set by Mr. Obama.

The previous president called for up to 110,000 refugees to be admitted to the U.S. in 2017 and indicated that he wanted Syrians to be a large part of that, with the country on pace for more than 15,000 resettlements this year.

But Mr. Trump, as part of his first “extreme vetting” travel ban executive order, changed all that. He called for cutting the refugee cap from 110,000 to 50,000 and placed a four-month pause on the refugee program and a more lasting ban on Syrians.

Resistance by the courts, immigrant rights activists and Democrats on Capitol Hill dented those plans, but at the end of the fiscal year, it’s clear that the president mostly got his way.

As of Tuesday afternoon, with four days left in the fiscal year, the government had admitted slightly more than 53,000 refugees — less than half of Mr. Obama’s goal but slightly more than Mr. Trump wanted.

Perhaps the bigger impact was within the demographic breakdown, where Muslims dropped from nearly half of refugees under Mr. Obama to slightly more than a third. Christians, meanwhile, went from 43 percent to 53 percent under Mr. Trump.

Syrians, who represented a stunning 15 percent of all refugees under Mr. Obama, dropped to just 8 percent under Mr. Trump.

The State Department didn’t respond to an inquiry from The Times for this article.

Officials at the department are rushing to put together a recommendation for a refugee cap for fiscal year 2018, which begins Sunday.

Under the law, the administration is able to set an overall cap each year. It was set at 80,000 for the end of the Bush administration and beginning of the Obama administration, dropped to 70,000 in 2013, rose to 85,000 in 2016 and then to 110,000 this year.

Mr. Trump proposed cutting this year’s number to 50,000 and came close to fulfilling that, likely ending up just a few thousand over.

Courts had intervened, saying Mr. Trump couldn’t stop the arrival of refugees who had “close” ties to American entities, exempting them from his 50,000 cap.

The president is expected to suggest an even smaller refugee cap for 2018, analysts said. Several reports Tuesday put the figure at 45,000. The administration must conduct official consultations with Congress this week before finalizing the number.

Rep. Randy Hultgren, Illinois Republican and co-chairman of the Tom Lantos Human Rights Commission, said he was disappointed by the low figure.

“I believe we can balance both compassion and security and remain the world’s shining city on a hill,” he said in a statement, adding that he believed the U.S. should “trust our long-standing and rigorous vetting system” to weed out dangers while allowing the pipeline of refugees to flow.

Top Democrats, meanwhile, prodded the White House Wednesday over reports that it nixed a study that would have shown refugees were a net plus for the U.S. economy.

“It appears that the Trump Administration may have rejected these facts in order to present a biased, incomplete, and ultimately false political narrative,” the Democrats wrote in a letter demanding documents.

Advocates say the U.S. puts refugees through stricter screening than any other category of visitor or immigrant to the U.S. and that fears of terrorists using the program to exploit weaknesses are overblown.

But security analysts say countries such as Syria are so broken that the U.S. doesn’t have access to databases or on-the-ground information to vet the stories of would-be refugees.

Mr. O’Brien said his group doesn’t oppose refugees, which he said are part of America’s moral obligation. But he said the government simply can’t vet all cases.

“In those situations in the past, the default position has been to look to the interests of the refugee. I think after Sept. 11 that is an impossible circumstance,” he said. “There are some people where it’s just not going to be possible.”

Mr. O’Brien said Mr. Trump is flexing the powers that the law grants the president, learning that he doesn’t have to work through Congress to make major changes.

Even as some in the U.S. protest Mr. Trump’s changes, the rest of the world is adjusting.

The UNHCR — which screens and recommends to the U.S. potential refugees from some of the world’s hot spots — has drastically slowed the pipeline.

The number of Syrians submitted to the U.S. for resettlement screening is down more than 80 percent so far this year. Similar drops were recorded for Somalia, Iran and Afghanistan. Iraq had an even bigger drop in submission rate by the UNHCR.

All of the jihadis who murdered 130 people in Paris in November 2015 had just entered Europe as refugees? Is it racism and xenophobia to recall that in February 2015, the Islamic State boasted it would soon flood Europe with as many as 500,000 refugees? Or that the Lebanese Education Minister said in September 2015 that there were 20,000 jihadis among the refugees in camps in his country?

Meanwhile, 80% of migrants who have come to Europe claiming to be fleeing the war in Syria aren’t really from Syria at all. So why are they claiming to be Syrian and streaming into Europe, and now the U.S. as well? An Islamic State operative gave the answer when he boasted in September 2015, shortly after the migrant influx began, that among the flood of refugees, 4,000 Islamic State jihadis had already entered Europe. He explained their purpose: “It’s our dream that there should be a caliphate not only in Syria but in all the world, and we will have it soon, inshallah.” These Muslims were going to Europe in the service of that caliphate: “They are going like refugees,” he said, but they were going with the plan of sowing blood and mayhem on European streets. As he told this to journalists, he smiled and said, “Just wait.”

On May 10, 2016, Patrick Calvar, the head of France’s DGSI internal intelligence agency, said that the Islamic State was using migrant routes through the Balkans to get jihadis into Europe.

(CNSNews.com) – In its last full month in office, the Obama administration has admitted 1,307 more Syrian refugees – pushing the 2016 calendar year total to 15,479, a 606.1 percent increase from the numbers resettled in the U.S. in 2015.

Of the 15,479 Syrian refugees admitted by the end of Thursday:

–15,302 (98.8 percent) are Muslims – 15,134 Sunnis, 29 Shi’a, and 139 other Muslims

–125 (0.8 percent) are Christians – 32 Catholics, 32 Orthodox, five Protestants, four Jehovah’s Witnesses, and 52 refugees described only as “Christian” in State Department Refugee Processing Center data

–43(0.27 percent) are Yazidis

–eight are “other” religion and one is described as having “no religion”

–3,904 (25.2 percent) are males between the ages of 14 and 50

–3,521 (22.7 percent) are females aged 14-50

–7,428 (47.9 percent) are children under 14, of whom 3,824 are boys and 3,604 are girls.

Last year’s intake of Syrian refugees was considerably smaller – 2,192 in total – although the religious ratio was similarly skewed: 2,149 Muslims (98 percent) and 31 Christians (1.4 percent).

The last month of 2016 has seen 1,307 Syrian refugees arrive, of whom 1,278 (97.7 percent) were Muslims, 24 (1.8 percent) were Christians, and five (0.3 percent) were Yazidis.

The administration has determined that atrocities against Christians, Yazidis and other religious minorities by the Islamic State of Iraq and Syria (ISIS/ISIL) in areas under its control amount to genocide.

At the same time, however, it has rejected calls by Republican lawmakers and others to prioritize vulnerable religious minorities among refugee applicants. President Obama said that would amount to a “religious test.”

Sunni Muslims do account for a majority of Syria’s population – an estimated 74 percent when the civil war began in early 2011.

Even so, the proportion of Sunnis among the refugees admitted into the U.S. has been much larger than that: 97.7 percent of those resettled in 2016, and 97.15 of the total number of Syrian refugees admitted since the conflict began (17,513 out of 18,026)….

Obama is big on making up his own laws and rules. He rules by executive order and he’s gotten into the truly illegal habit of unilaterally signing treaties with foreign governments.

This is a very basic problem. And in the context of his deal to take in Muslim migrants rejected by Australia, he is being warned once again that his actions are grossly illegal and unconstitutional.

The U.S. government has agreed to accept refugees being held in Nauru and Papua New Guinea’s Manus Island, Prime Minister Malcolm Turnbull said Sunday. Mr. Turnbull didn’t disclose how many were likely to resettled by the U.S. or on what terms, but he stressed the arrangement wouldn’t be repeated or be extended to asylum seekers not already in the camps.

The conservative government has maintained a tough line on asylum seekers who have sought to cross the dangerous waters between Asia and Australia but has moved to empty the offshore immigration detention centers that critics have called Australia’s “Guantanamo Bay.” Negotiations in recent months with various countries to resettle the refugees became more urgent in April when Papua New Guinea’s highest court ordered the closure of Manus, ruling that hundreds of asylum seekers were being held there illegally on Australia’s behalf.

We’re not even being told the total numbers who will shortly be making their way to our shores, but the Journal notes that two of the camps located on Naru and Manus Islands currently hold a combined total of more than 1,300 of them. And where do these migrants come from? The majority are from Afghanistan, Pakistan, Iraq, Iran and Sri Lanka.

Some Republicans are challenging the legality of the deal.

“This situation is concerning for many reasons,” the letter states. “First, your department s negotiated an international agreement regarding refugees without consulting or notifying Congress. Such information was not disclosed to Congress during the annual refugee consultation that occurred on September 13, 2016, even though your staff confirmed that the agreement had, at the time, been negotiated ‘for months.’ Second, the agreement and the number of refugees to be resettled has been deemed by your departments as classified, thus the American people are left in the dark as to the rationale for this agreement.”

Why exactly should it be classified? The only people the numbers need to be hidden from are the American people.

The United States and Australia are close to announcing a deal in which the U.S. would resettle hundreds of asylum seekers banished by Australia to Pacific island camps, a newspaper reported today.

The U.S. had agreed to accept up to 1,800 refugees held for up to three years at Australia’s expense in camps on the impoverished island nations of Nauru and Papua New Guinea, The Australian newspaper reported.

Most of the asylum seekers are Muslims from the Middle East, Africa and Asia.

Prime Minster Malcolm Turnbull declined to comment on negotiations with the United States.

Rebecca Gardner, spokeswoman for the U.S. Embassy in Australia, would not comment on the newspaper report, saying the State Department did not “comment on or discuss diplomatic negotiations.”

Senior government minister Christopher Pyne praised the prospect of such an agreement being finalized before the Obama administration ends.

“There certainly is time _ two and a half months is plenty of time _ and if that’s the case, it will be a great achievement for the Turnbull government,” Pyne told Nine Network television.

Senior opposition lawmaker Anthony Albanese said “if this occurs, that will be a good thing.”

The opposition center-left Labor Party criticized a previous deal struck between Australia and the United States in 2007 to swap refugees, arguing that the prospect of U.S. resettlement would attract more asylum seekers to Australian shores.

Under that deal, up to 200 refugees a year held on Nauru could have been swapped for Cubans and Haitians intercepted at sea while trying to get to the U.S. and held at the U.S. Navy base at Guantanamo Bay, Cuba. But no refugee was ever traded under that deal.

Turnbull announced at Obama’s Leaders’ Summit on Refugees in September that Australia would participate in the U.S.-led program to resettle Central American refugees from a camp in Costa Rica. Australia would also increase its refugee intake by 5,000 to 18,750 a year.

Turnbull said at the time that the agreement to resettle Central Americans was “not linked to any other resettlement discussions” involving Australia’s refugees.

Immigration Department Secretary Chief Michael Pezzullo told a parliamentary committee today that “today we are closer than we were yesterday” to resettling asylum seekers from Nauru and Papua New Guinea.

In the course of a trial concerning a related issue, a federal judge chastised the Obama administration for allowing in to the U.S. such a small number of Christian refugees from war-torn Syria, as reported by The Daily Signal.

While the administration exceeded by almost 1,000 its goal of admitting 10,000 Syrians to the U.S. (during the 2016 fiscal year), only 56 were Christian.

“To date, there has not been a good explanation for this perplexing discrepancy,” wrote Judge Daniel Manion.

“It is well‐documented that refugees to the United States are not representative of that war‐torn area of the world. Perhaps 10 percent of the population of Syria is Christian, and yet less than one‐half of one percent of Syrian refugees admitted to the United States this year are Christian,” he added.

Thus, he concluded, we “remain in the dark as a humanitarian catastrophe continues.”

In addition, Manion pointed out that while the Obama administration demanded a high-level of evidence from states objecting to the resettling of refugees due to security concerns, it kept that information secret from those states.

In addition, the government is not forthright about telling the public or individual states what steps are taken to ensure terrorists are not posing as refugees with the goal of infiltrating the U.S.

Between a half- and one-million Syrian Christian have left the country since the outbreak of the war that has seen their communities targeted for genocide by the Islamic State (ISI/ISIL) and other radical Islamist groups.

Manion clarified his comments were made “not to suggest that any refugee group is more or less welcome: quite the contrary,” but rather to point out the Obama administration is not willing to provide states with information about the refugees allowed to enter.

“It is at least possible that incidental affiliation with some Christian militia could lead an immigration officer to deny entry to Syrians on this basis. That would be a dubious consequence,” he wrote.

Like a warped Islamic version of Santa Claus, Obama had a secret Muslim list. And his people checked it at least twice. The list was of Muslims who were prospects for important jobs and appointments.

It included a Muslim who had described Israel as an “Apartheid State,” Iran’s “go-to guy in New York financial circles” and a number of figures linked to the Muslim Brotherhood.

It was the ultimate religious test from an administration that had vocally rejected them.

Obama had claimed that having religious tests for migration was “shameful” and “not American.”

“When I hear folks say that, well maybe we should just admit the Christians but not the Muslims,” he huffed from Turkey. His Muslim host country was run by a bigoted sponsor of Islamic terror.

“We don’t have religious tests,” he insisted.

Except we did and we do. Obama also had religious tests. His religious tests excluded Christians and favored Muslims. That is why his Syrian refugees were between 98% and 99% Muslim with only 68 Christians and 24 Yazidis, even though both groups are real victims of the Muslim religious war.

Syria is 10% Christian and hundreds of thousands have been displaced. Yet only 68 have made it past Obama’s iron curtain. That’s either an Islamic religious test or the world’s greatest coincidence.

But would the man who piously lectured us on the evils of religious tests really have a religious test?

Of course he would.

The hacked emails include a list of “Muslim American candidates for top Administration jobs, sub-cabinet jobs, and outside boards/agencies/policy committees.”

The list was sent to John Podesta who headed the Obama-Biden Transition Project. It had been put together by a woman who had sat on the Commission on International Religious Freedom, but boasted that she had, “Excluded those with some Arab American background but who are not Muslim (e.g., George Mitchell). Many Lebanese Americans, for example, are Christian.”

How “shameful.” How “not American” of Barack Hussein Obama.

“Most who are listed appear to be Muslim-American, except that a handful (where noted) may be Arab American but of uncertain religion (esp. Christian),” she assured Podesta.

Religious tests are only out of line when they exclude Muslims. Not when they exclude Christians.

That’s the pattern which emerged from the Obama-Biden Transition Project and Obama’s refugee policy. There has been a clear pattern of administration bias against Christians and Jews. And in favor of Muslims. That bias has been obvious in a foreign policy which backed Islamic supremacist groups such as the Muslim Brotherhood over more moderate governments at the expense of non-Muslim populations.

This policy led to the displacement and death of countless Christians, and the persecution of entire communities, by an administration which then denied safe harbor to the victims of its own policies.

Administration bias replicated that same bigoted policy at home when it favored Islamic candidates.

Obama appointed Farooq Kathwari, the first name on the “Muslim list” sent to Podesta, to the President’s Advisory Commission on Asian Americans and Pacific Islanders.

The “Muslim list” email had warned that, “Kathwari’s then 19-year-old American-educated son Irfan (aka Imran), was killed in 1992 fighting Jihad against the Russians in Afghanistan.” The actions of his son, who may have been with the Mujahedeen but was also apparently outraged over India’s defense of Kashmir, is of less relevance than Kathwari’s appearance at an ISNA conference and another conference co-sponsored by the Muslim Students Association. Both groups are linked to the Muslim Brotherhood.

He co-chaired the American Muslim Task Force whose members included Salam Al-Marayati, Director of the Muslim Public Affairs Council, which has defended Hamas and Hezbollah, Yahya Basha, president of the American Muslim Council and a former board member of the Muslim Public Affairs Council, and assorted other Islamists.  Its report complained that Muslims were inhibited from donating to “charities” run by Islamic terrorist groups such as Hezbollah. Yahya Basha also appeared on Obama’s Muslim list.

Also listed was MPAC’s Aslam Abdullah who had claimed that “Zionists,” Christians and Hindus were behind the War on Terror. He had described Israel as an “apartheid state” and a “racist state.”

The second Muslim on the list, Cyrus Amir-Mokri, was named assistant treasury secretary. He became the first Iranian to be named to such a high position and defended the Iran nuclear sellout. Mokri attended a meeting with members of the Iran Lobby at the White House. He also reportedly advised Obama on Iranian sanctions.

Obama had famously told NASA boss Bolden that one of his three tasks at the space agency was Muslim self-esteem. But Bolden almost didn’t make it in. The Muslim list included two alternative candidates for NASA administrator. One of them, Dr. Charles Elachi of JPL was dismissed as “possibly Christian.” Indeed Elachi, who grew up admiring John Wayne and believes that American success is possible because it isn’t “held back by the long-standing, ingrained systems and beliefs found in the Middle East” would have been a rather poor fit. But it is deeply shameful and un-American that his potential NASA appointment questioned his religion. That is an inappropriate religious test that Obama must apologize for.

The other name on the list however is Firouz Naderi, an Iranian board member of the Public Affairs Alliance of Iranian Americans which advocated in support of the Iran nuke sellout.

Eboo Patel, whose name would frequently appear on lists of Islamists in the Obama administration, first made an appearance on the Muslim List. Despite his Islamist ties, he got the posting at the Advisory Council on Faith-Based Neighborhood Partnerships. Also listed were Keith Ellison, Andre Carson and Larry Shaw. Shaw sits on the board of CAIR.

Dilawar Syed, the first name to appear on the list of possible appointments, was named to Obama’s Advisory Commission on Asian Americans and Pacific Islanders. Syed is a co-founder and chair of the Asian Americans and Pacific Islander Victory Fund which has come out for Hillary Clinton. The secret Muslim list describes him as “animated by policy issues relating to the Muslim world.” A similar description is appended to the bio for Kashif Zafar who served as a Co-Chair of the South Asian American Leadership Council at the DNC.

Also on the list was Hamid Biglari. Bloomberg described Biglari as “Iran’s Man in New York” and as the Iranian president’s “go-to guy in New York financial circles.” Biglari was a key Iran Lobby figure.

The recently revealed secret Muslim list is deeply troubling. There should be no religious test for political appointments. Yet Obama had one. And his people sought to screen out Christians and favor Muslims.

This represents behavior that is in Obama’s own words, “shameful” and “not American.” One can’t help but conclude that, based on his own principles, Obama is shameful and not American.

President Obama criticized Israel for constructing new settlements in what Israel calls Judea and Samaria and what the Palestinians call the West Bank.

In an uncommonly harsh statement, the State Department “strongly condemned” the move, asserting that it violated Israel’s pledge not to construct new settlements and ran counter to the long-term security interests Israel was seeking to protect. …

The new settlement, one of a string of housing complexes that threaten to bisect the West Bank, is designed to house settlers from a nearby illegal outpost, Amona, which an Israeli court has ordered demolished.

Settlements have poisoned the relationship between Mr. Obama and Mr. Netanyahu from the earliest days of the administration. Mr. Obama demanded that Israel halt construction as a gesture to draw the Palestinians back to the bargaining table. Mr. Netanyahu complained that the president of the Palestinian Authority, Mahmoud Abbas, frittered away most of the 10-month moratorium before sitting down to talk.

Jews have lived in Judea and Samaria for thousands of years.  In more recent times, the area became depopulated because of repeated pogroms, or massacres, of Jews by the Palestinians.  Now Jews are moving back to Judea.  They are not taking any homes from Palestinians; rather, they are setting up shop on empty hilltops, turning barren desert into homes, farms, schools, and businesses.

Obama sees that as a threat.  He isn’t bothered by Arabs living in Israel, but he wants territory he has unilaterally decided belongs to the Palestinians to be Judenrein, or free of Jewish people.

Curiously, Obama also has no problem with Muslim settlements in America.  In fact, he aggressively pushes them.  He has given green cards to over a million Muslims in his eight-year presidency.  Many of these Muslims live in insular communities one could call “settlements.”

The differences between these Muslim settlements in America and Jewish settlements in the Middle East are striking.  The Israelis are moving into and developing unoccupied land.  The Muslims coming here are taking homes that could be occupied by Americans.  The Israelis support themselves and do not take money from their Arab neighbors. Many of the Muslims who come here go on welfare and are supported by the American taxpayer.  And most importantly, the Israelis in settlements do not go out and kill people.  Nor do they impose their religion on others.  That is an important difference from some of the Muslim immigrants we take here.

And yet Obama has no qualms about expanding Muslim settlements in America.  As their numbers grow, we will start to have “no go” zones like Muslim enclaves in Paris and London.  Obama calls the Jewish homes a threat to peace, but it is some of the Muslims in America who are a threat to peace, as we have seen in mall shootings, workplace shootings, and bombings, just to take a few of the most recent examples.

The hypocrisy of Obama pushing this kind of “diversity” in America while declaring Judea Judenrein is inescapable.
