U.S. Immigration and Customs Enforcement (ICE) officers are planning a nationwide roundup of teenage gang members who entered the country illegally. Some of those being targeted include teens who entered as Unaccompanied Alien Children.

Calling the targeted enforcement action an expansion of  President Donald Trump’s crackdown on illegal immigrants, Reuters reported the action targets teenagers between the ages of 16- and 17-years-old.

Reuters cites an internal memo obtained from an unnamed source at ICE. The news service claims the move is an expansion of the deportation policy previously established under the Obama Administration where teens were only arrested for deportation if they had been convicted of a crime. The new action targets teens allegedly tied to criminal gangs.

The memo lists criteria for determining gang affiliation, Reuters stated. To be designated as a gang member the person must meet two of the following:

  • Having gang tattoos
  • Frequenting notorious gang locations
  • Wearing gang apparel

The targeted enforcement operation is scheduled to begin on Sunday, the memo states. While the agency does not officially comment on pending law enforcement actions, an unnamed official told Reuters the operation is still scheduled to begin Sunday but could be rescheduled.

Immigration lawyer David Leopold of Ulmer & Berne told Reuters they are concerned that innocent teens could be arrested during the operations.

“In many cases, children don’t freely decide to join a gang. They are threatened by older gang members and forced to get a gang tattoo if they live in a certain neighborhood,” he told the news service.

The memo states the operation will also target parents who crossed the border illegally with their children and who are the subject of an order of removal from an immigration judge, along with people who originally crossed the border illegally as children without their guardian and have since turned 18.

Enforcement and Removal Operations officers have been directed to identify people in their specific areas of operation who meet the above criteria.

President Trump and Attorney General Jeff Sessions have made the targeting of criminal gang members a priority. In April, Breitbart Texas reported Sessions sent a warning to MS-13 gang members, saying, “We are targeting you.”

“The MS-13 motto is kill, rape, and control,” Sessions said during a speech at the U.S. Courthouse in Central Islip, New York. “I have a message to the gangs that are targeting our young people: We are targeting you. We are coming after you.”

In June, an FBI official testified before the House Homeland Security Committee Subcommittee on Counterterrorism and Intelligence and called MS-13 the most violent and most organized criminal gang in America.

“MS-13 is not the largest street gang in the United States; it is increasingly the most violent and well-organized,” FBI Assistant Director for New York told the representatives.

On June 10, Breitbart Texas reported that the numbers of unaccompanied minors (UACs) being apprehended at our southern border with Mexico, particularly from El Salvador, was once again on the rise. Although there had been a six-month downtrend, 8,005 UACs from El Salvador have been apprehended after crossing the border illegally since October 1, 2016. There were 1,493 apprehended in May alone — nearly a fifty percent increase from the previous month.

MS-13 members frequently recruit children who are illegal immigrants. The FBI assistant director from New York told members of the Subcommittee on Counterterrorism and Intelligence that MS-13 members are “typically much younger than those connected to other street gangs.” They take “cues from the gang instead of relying on a productive family structure. Also, those emigrating from El Salvador to the United States are known to be exposed and desensitized to extreme violence at an early age.”

Immigrations and Custom Enforcement cannot account for all visa overstays due to inefficiencies in the agency, according to a new report.

ICE arrested just 0.4 percent of visa overstays it could account for, according to an audit by the inspector general.

The agency has 27 different databases used to investigate and track immigrants who remain in the country past the deadline issued on their temporary visas. The lack of a cohesive system has “produced numerous inefficiencies,” making ICE ineffective at catching visa overstays who may pose security risks, according to the audit.

“Department of Homeland Security IT systems did not effectively support ICE visa tracking operations,” the inspector general said. “ICE personnel responsible for investigating in-country visa overstays pieced together information from dozens of systems and databases, some of which were not integrated and did not electronically share information. Despite previous efforts to improve information sharing, the DHS Chief Information Officer (CIO) did not provide the oversight and centralized management needed to address these issues.”

The inspector general said ICE agents are not receiving proper training to use the systems, which can contain up to 40 different passwords for ICE officers to login.

“Because of these systems and management limitations, DHS could not account for all visa overstays in data it annually reported to Congress,” the inspector general said.

“Manual checking across multiple systems used for visa tracking contributed to backlogs in casework and delays in investigating suspects who potentially posed public safety or homeland security risks,” the inspector general added.

ICE reported to Congress there were 527,127 nonimmigrant overstays in 2015, but the numbers did not include student visas or anyone who crossed the border from Mexico or Canada.

“Because of unreliable collection of departure data at these ports of entry, the Department could not account for these potential overstays,” the inspector general said. “Therefore, the report was limited in that it only included individuals traveling to the United States by air or sea on business travel or tourism.”

Of the more than 500,000 identified overstays, only 3,402 were arrested, which amounts to less than 0.4 percent.

ICE’s databases also had inaccurate information recorded on those who were arrested.

“In some cases, the individuals arrested had been reported in DHS systems as having already left the United States,” the inspector general said. “Because this information was not recorded, ICE personnel were unable to provide an exact number when asked during our audit.”

The United States issued more than 10.8 million nonimmigrant visas in 2015. The inspector general said that although only a small percentage overstay their visas, those individuals could pose severe national security risks.

“For example, two of the 19 hijackers on September 11, 2001, were visa overstays,” the inspector general said. “This prompted the 9/11 Commission to call for the government to ensure that all visitors to the United States are tracked on entry and exit.”

The audit noted that the department has 27 different databases for handling visa overstays, leading ICE officers to be “unsure of which system to use.” There are 17 separate systems that are used only for conducting the initial part of the overstay investigation.

Even the most experienced officers have trouble navigating the ICE database system. One agent with over two decades of experience said he was not aware of a database that is often used for national security vetting of overstays.

Two leading advocates for reforming illegal and legal immigration enforcement were appointed by President Donald Trump to serve as senior advisors for the Department of Homeland Security (DHS).

Jon Feere, the former legal analyst for the Center for Immigration Studies, and Julie Kirchner, the previous executive director for the Federation of American Immigration Reform (FAIR), have both been appointed to senior positions.

Feere, who work with the Trump campaign and transition team on immigration policy, will serve as the senior adviser to the Immigration and Customs Enforcement (ICE) agency Director Thomas Homan.

Kirchner, a campaign alum as well, will serve as the senior adviser to Customs and Border Protection (CBP) Commissioner Kevin McAleenan.

Center for Immigration Studies Executive Director Mark Krikorian told Breitbart Texas that the Trump Administration appointed a person who “knows the ins and outs” of immigration when they chose Feere to serve.

“ICE needs somebody like Jon because he’s worked on immigration policy for many years,” Krikorian said. “After eight years of Obama, there were civil servants and people at ICE who weren’t as quite up to date on immigration enforcement.”

FAIR spokesperson Ira Mehlman told Breitbart Texas that Kirchner’s appointment is welcome news.

“They’re both people with long experience and deep knowledge and they’re highly qualified for their positions,” Mehlman said.

Both the Center for Immigration Studies and FAIR have long been advocates for increased border security, a wall, reforming foreign guest worker visas and lower levels of legal immigration to help American wages to rise.

The appointments have come with the usual media backlash that the Trump Administration has grown accustomed to.

CNN, for instance, has written that Feere and Kirchner’s appointments have “alarmed” the open borders lobby. The network propped up opposition to the appointments through the left-wing Southern Poverty Law Center, with Director Heidi Beirich claiming that that the Center for Immigration Studies and FAIR publish “racist” and “xenophobic” reports.

Krikorian, though, said the open borders lobby is only outraged because they know how effective both nominees could be.

“This isn’t a complaint about qualification,” Krikorian told Breitbart Texas. “Jon and these others know what they’re doing and that’s what the anti-borders groups are afraid of.”

Federal statistics show that “92 percent of the MS-13 affiliated aliens arrested were illegal aliens. Of those, 16 percent had entered illegally at least twice.” The report also continued to say, “While MS-13 affiliated aliens made up 13 percent of all the arrests, they accounted for 35 percent of the murderers arrested by ICE.”

The head of the union representing Immigration and Customs Enforcement (ICE) officers said in a statement Friday afternoon that Hillary Clinton’s immigration plan will endanger American communities.

“ICE officers on the front lines are witnessing a deluge of illegal immigration unlike anything we have seen before,” said Chris Chrane, president of the National Immigration And Customs Enforcement Council. The union has endorsed Donald Trump, Chrane continued on to say.

“Our officers are being ordered to release recent border-crossers with no idea what their intentions are or what they are planning. Gang members, drug cartels and violent smugglers are taking advantage of the situation and threatening American communities,” he said.

“The influx is overwhelming public resources, especially in poor communities — including Hispanic communities and immigrant communities bearing the economic brunt of the illegal immigration surge. Hillary’s pledge for ‘open borders’ will mean disaster for our country, and turn the present border emergency into a catacylsm. Hillary’s plan would unleash violent cartels and brutal transnational gangs into US communities and cause countless preventable deaths,” the ICE officer added.

A report released Friday by the Center for Immigration Studies, which advocates for decreased immigration, highlighted the increase of multi-national immigration gangs in the U.S., such as MS-13. CIS wrote, “Over a 10-year period (2005-2014) ICE arrested approximately 4,000 MS-13 members, leaders, and associates. This represents about 13 percent of all gang members they arrested nationwide (31,000) during that period.”

Obama turned those who should enforce our borders and our laws into coyotes smuggling his illegal alien backers into this country. It hasn’t won him and his political ideology any friends. And has not done Hillary any favors.

The union representing the nation’s Immigration and Customs Enforcement officers and staff is throwing its support behind GOP nominee Donald Trump.

It’s the first time ever that the National Immigration and Customs Enforcement Council has endorsed a candidate for president, according to a statement posted on Trump’s campaign web site Monday.

“Donald Trump reached out to us for a meeting, sat down with me to discuss his goals for enforcement, and pledged to support ICE officers, our nation’s laws and our members. In his immigration policy, he has outlined core policies needed to restore immigration security — including support for increased interior enforcement and border security, an end to Sanctuary Cities, an end to catch-and-release, mandatory detainers, and the canceling of executive amnesty and non-enforcement directives,” its statement says.

In contrast, the union says Democratic nominee Hillary Clinton supports furthering “amnesty” and is pushing a “radical” immigration plan that will lead to the loss of thousands of lives.

 But Hillary does have the support of millions of illegal aliens. That’s why she’s again Voter ID and why the Democrats are fighting tooth and nail, successfully in many cases, against any anti-fraud measures.

Refugee fraud is “easy to commit” and much tougher to detect, Homeland Security officials acknowledged in an internal memo made public by members of Congress Thursday that challenges the department’s own assurances as it seeks to increase the number of refugees from dangerous countries.

The U.S. has relaxed requirements for refugees to prove they are who they say they are, and at times may rely solely on testimony. That makes it easier for bogus applicants to conspire to get approved, according to the department memo, which was obtained by the House Judiciary and Oversight committees.

“Refugee fraud is easy to commit, yet not easy to investigate,” the undated memo says.

 The memo said there are clear instances where “bad actors … have exploited this program,” gaining a foothold in the U.S. through bogus refugee claims.

The revelation comes just a week after the administration said it was boosting the number of refugees it wants to accept next year to 110,000, up from 85,000 this year. Officials also said they’ll take more Syrians than the 12,000 they’ve accepted so far this year — and they are on pace to resettle as many as 30,000 in 2017.

Generally that high honor, the Secretary’s Award for Valor, is bestowed upon government employees who, acting on or off duty, put their lives at risk to save the lives of others.  It is not clear if she has been nominated in spite of her outrageous actions or because of them.

Perhaps in the twisted parallel universe of the Obama administration, Ms. Martin “stood up” to five armed ICE agents, thereby “protecting” an alleged accomplice of a massive deadly terror attack and his alien wife.  Today we not only have the lunacy of “sanctuary cities,” but apparently “Sanctuary DHS Agencies” where illegal aliens and criminals and terrorists are safe from detection and arrest.

I have written a follow-up article to my March 18, 2016 piece with the sarcastic title, “Are DHS Leaders Seeking an MVP Award From ISIS?The day after the San Bernardino terror attack, why exactly did USCIS managers block a team of ICE agents from entering their facility?

I began my original commentary by saying that I was not trying to go “over the top” with the title of my article and that I had not lost my mind but that I was infuriated that a manager of USCIS (United States Citizenship and Immigration Services) would block ICE agents from entering that facility.

It is worth noting that both USCIS and ICE are component agencies of the Department of Homeland Security (DHS).

At the time I wrote my original article, the actual identity of the manager who blocked five ICE (Immigration and Customs Enforcement) agents was not known, however, it has been disclosed that the manager is Irene Martin.

It must be noted that these ICE agents were assigned to the Joint Terrorism Task Force and the office that they sought to enter was located in San Bernardino, the very same city where less than 24 hours earlier, on December 2, 2015, Tashfeen Malik and Syed Farook carried out a terror attack that resulted in the murder of 14 and the wounding of 22 innocent victims.

Furthermore, Enrique Marquez, the individual the ICE agents were hoping to locate at the office, was believed to have provided the weapons used in carrying out that terrorist attack.  They had discovered that Marquez was scheduled to appear for an interview that day in conjunction with the application he filed for his wife to provide her with lawful immigrant status.

The agents were not only concerned about questioning and arresting Marquez because of the crimes he was alleged to have already committed in providing weapons and possibly other material support to the two terrorists, but the agents were greatly concerned that Marquez may have provided similar assistance to other terrorists who had not yet carried out additional attacks.  Time was obviously extremely critical and potentially innocent lives were hanging in the balance.  The clock was ticking and time was not on the side of the agents — or of possible additional victims, for that matter.

As for the supposed “marriage” between Marquez and his “wife” Chernykh, they have subsequently been charged with conspiracy to commit immigration/marriage fraud.  I addressed this issue in my May 3, 2016 article, “Immigration Fraud Linked to San Bernardino Jihadist’s Family.”

On April 28, 2016 ICE (Immigration and Customs Enforcement) issued a press release about this case,  “3 people tied to shooter in San Bernardino terrorist attack arrested on federal conspiracy, marriage fraud and false statement charges.”

Additionally, it must be pointed out that if ICE agents had information about anyone who was seeking an immigration benefit for an alien, even if terrorism is not a component of the case, the adjudications officers should welcome any information that would provide relevant information about the bona fides of the petition/application that is to be adjudicated.  Immigration fraud is a felony without any other factors being involved.  Furthermore the 9/11 Commission noted that immigration fraud and visa fraud were key entry and embedding tactics of terrorists.

I am intimately familiar with these issues inasmuch as I served as an adjudications officer for one year, many years ago.  I volunteered to be a part of a pilot project that paired adjudications officers with Criminal Investigators (Special Agents) of the former INS (Immigration and Naturalization Service) to uncover fraud.  During that assignment my colleagues and I collaborated closely with the agents.  When I became an INS Special Agent I worked closely with the adjudications officers who, back then, were referred to as Examiners.

However, in this case, Ms. Martin refused the ICE agents entry into her facility for reasons that have never been made clear.  This is especially insane given the nexus this all has with a terror attack that was conducted in the very same city as her office less than 24 hours earlier.

On March 16, 2016, Senator Ron Johnson, the Chairman of the Homeland Security and Government Affairs Committee (HSGAC), requested that the Office of the Inspector General (OIG) of the Department of Homeland Security conduct an investigation into the circumstances surrounding this monumental screw-up.  On June 1, 2016 the OIG report of the investigation was made public.

That OIG report noted, in part:

At approximately 12:20 p.m., December 3, 2015, less than 24 hours after the shooting, HSI was notified that the Joint Terrorism Task Force (JTTF), San Bernardino, CA, had developed information that Mariya Chernykh, a Russian national attempting to adjust her immigration status, was married to EnriqueMarquez, an associate of Syed Rizwan Farook, and that she had an appointment at 12:30 p.m. on December 3, 2015, at the USCIS Office, San Bernardino, CA.

The JTTF believed that Marquez might accompany her to the appointment. HSI dispatched a team to go to the USCIS office to prevent any possible further attacks as well as to detain Marquez and Chernykh for questioning.

The OIG report noted that the five ICE agents were wearing tactical gear and that they explained the importance of their mission and that time was critical.  They were delayed by approximately 30 minutes and when they were finally admitted into the offices, they were brought to an interview room.

This is how the GAO report described this meeting:

The Field Office Director told the agents they were not allowed to arrest, detain, or interview anyone in the building based on USCIS policy, and that she would need to obtain guidance from her superior before allowing them access. During this exchange, the agents also spoke by phone with the Acting Chief, Fraud Detection and National Security (FDNS), USCIS, Los Angeles. According to the HSI agents, he told the agents that it was USCIS policy not to arrest, detain, or interview on USCIS property.

The OIG report also noted that Ms. Martin made statements that were contradicted by statements made by others — she apparently lied to OIG investigators.  Such lies are felonies and also subject employees to dismissal.

USCIS adjudicates more than 6 million applications for various immigration benefits. This process has serious national security implications.

Page 47 of “9/11 and  Terrorist Travel: Staff Report of the National Commission on Terrorist Attacks Upon the United States” includes this paragraph that draws a clear nexus between immigration fraud and national security:

“Once terrorists had entered the United States, their next challenge was to find a way to remain here. Their primary method was immigration fraud. For example, Yousef and Ajaj concocted bogus political asylum stories when they arrived in the United States. Mahmoud Abouhalima, involved in both the World Trade Center and landmarks plots, received temporary residence under the Seasonal Agricultural Workers (SAW) program, after falsely claiming that he picked beans in Florida.” Mohammed Salameh, who rented the truck used in the bombing, overstayed his tourist visa. He then applied for permanent residency under the agricultural workers program, but was rejected. Eyad Mahmoud Ismail, who drove the van containing the bomb, took English-language classes at Wichita State University in Kansas on a student visa; after he dropped out, he remained in the United States out of status.

The administration has apparently decided to take action concerning Ms. Martin, however, it is not the action that would make sense. But then when has this administration taken actions that makes sense especially where immigration and terrorism are concerned?

In my March 18th article I sarcastically suggested that whoever interfered with the ongoing terror investigation should be given the Most Valuable Player Award by ISIS.  So far ISIS has not weighed in, but, unbelievably, on June 23, 2016 Fox News reported, “Immigration boss who barred feds from terror suspect up for award, but agency won’t say why.”
