The barbaric and elusive Chechen commander who recruited British executioner “Jihadi John” has moved to Sirte, Libya to assume control of ISIS operations in the terrorist organization’s metastasizing Mediterranean caliphate.

The Investigative Project on Terrorism first learned about the movement of Abu Omar al-Shishani – among the world’s most-wanted terrorists – through its exclusive Middle East sources. Other news organizations later confirmed the account.

Al-Shishani is a former American-trained officer in the Georgian special forces. He developed a reputation for his ferocity and effectiveness while fighting against the Russians during the 2008 invasion of Georgia and later for ISIS against dictator Bashar al-Assad in Syria.

He established his presence not long after arriving in former dictator Muammar Gaddafi’s hometown Sirte by ordering one execution and chopping the limbs off another individual.

Western intelligence officials believe that up to 6,500 ISIS fighters – twice the number previously thought – have relocated to Libya as a result of coalition airstrikes on ISIS in the Middle East and new difficulties entering Syria.

Libya’s emergence as an ideal location in which to foster its new caliphate arose after NATO assisted radical jihadists in killing Gaddafi in 2011 and abruptly abandoned the country. Left in its wake were two rival governments competing for power, which created space for Islamists to turn Libya into a cesspool of extremism.

ISIS’s new caliphate along the Mediterranean coastline reaches as close as 200 miles from the vulnerable southern border of Europe. It exploits Libya as a base to export weapons, jihadists and ideology to Europe, Africa and the Middle East.

Benghazi and Derna have long been nests of radicalism. They provided more fighters per capita to Afghanistan and Iraq than nearly any other geographic area in the world. The difference between then and now is that Gaddafi kept the lid on the garbage can.

With al-Shishani hanging his hat in Sirte, Libya has become a safe haven for one of the most murderous leaders in the world today. The situation demonstrates the total failure of a Western foreign policy that “leads from behind.”

TEL AVIV – The Libyan branches of the Islamic State, Al-Qaida, and the Muslim Brotherhood are in discussions to complete a “mega merger,” the London-based A Sharq al Awsat newspaper reported.

Leaked documents have revealed that Libya’s biggest Islamist organizations are considering an alliance and the establishment of a joint council of sages, the Arabic language daily reported.

The prospective move comes in the wake of reports of an imminent international effort to form a unity government that would bring Libya’s numerous parties and militias together.

The paper said the Muslim Brotherhood is considering a united Islamic front even though the movement is officially in favor of forming a unity government. However, sources within the movement told the paper that their support for the international endeavor is merely tactical, and they’re waiting for it to collapse.

Negotiations between the three Islamic groups began because of reports of a rapprochement between the internationally recognized government based in Tobruk and the unrecognized government in the capital Tripoli, the paper said.

The groups wish to send a message to the forces coalescing around a unity government that they are not opposed by IS alone, but “all the Islamist opposition elements speak in one voice and should be treated as such,” a source said.

According to the documents, Muslim Brotherhood leaders said that Egyptian President Abdel Fatah al-Sisi’s regime “isn’t supported by the Americans because of his close relations with Russia. They can’t wait to see him leave the scene.”

The parties agreed to form a joint Shura (advisory) council and territories that are currently under Islamic control will be divided between them, echoing a similar agreement that is already underway in Benghazi.

Al-Qaida’s representative was quoted as saying that the move would inspire Islamists in Algeria and Egypt to follow suit.

This follows Breitbart Jerusalem’s own exclusive reporting on mediation efforts between the Muslim Brotherhood-aligned Hamas in Gaza and Salafists aligned with the Islamic State.

Breitbart Jerusalem previously reported that Shadi al-Menai, one of the leaders of Wilayat Sinai, the Islamic State branch in Sinai, visited Gaza in a bid to mediate between Hamas and local Salafi groups after clashes erupted, resulting in the arrests of dozens of jihadists by Hamas forces.

Earlier this month, a leading Salafi source revealed that Menai mediated a deal whereby Hamas would give the Gaza Salafi opposition groups more leeway in exchange for Wilayat Sinai’s help in bypassing the Egyptian army’s restrictions on smuggling rocket parts into Gaza

This is not the first report of Hamas-IS cooperation in arms smuggling.

A Middle East think tank charged last month that there is information Hamas has been paying off the Islamic State’s Sinai branch to smuggle weapons into Gaza. “Over the past two years, IS Sinai helped Hamas move weapons from Iran and Libya through the peninsula, taking a generous cut from each shipment,” stated a report by the Washington Institute for Near East Policy.

Despite the rapprochement between Hamas and IS-Sinai, tensions between the ruling faction and Salafi opposition groups in Gaza are rampant.

The Army of Islam, a Salafi group that aspires to become IS’s sole representative in Palestine, recently released an acerbic video in which it blames Hamas for straying from Sharia law and cooperating with anti-Islamic players, including Shi’ite Iran.

President Barack Obama resolved earlier this month, much to the surprise of Washington insiders, to open a third anti-terror front in Libya to eradicate the Islamic Front’s tightening grip on the country.

This top-secret decision was first revealed by DEBKA Weekly 692 on Jan. 1.

While collaborating with Russia in the Syrian arena, and with the Iranians and the Iraqi army and Sunnis in Iraq, Obama took his close aides by surprise by another decision – to lead the Libya campaign again in conjunction with Russia, as well as with concerned Western Europe allies.

The first step in this campaign took place this weekend: A group of US, Russian, French and Italian Special Forces quietly landed at a point south of Tobruk near the Libyan-Egyptian frontier. Standing by after preparing the ground were some 1,000 British SAS troops.

The landing area is located some 144 kilometers from Darnah, the main bastion of extremist Libyan Islamic groups linked to Al Qaeda or ISIS, of which the ultra-violent Ansar al Sharia is the most powerful.

The joint US-Russian war offensive building up in Libya, the first such collaboration in many decades, may be seen as an extension of their expanding military partnership in Syria, DEBKAfile’s military sources report.
Preparations for the campaign were assigned to two special operational commands set up at the Pentagon and at the US Central Command, CENTCOM, in Tampa, Florida.

According to the scenario sketched in advance by DEBKA Weekly, large-scale US air, naval and ground units are to spearhead the new coalition’s combined assault on the main Libyan redoubts of ISIS, Al Qaeda, Ansar al-Sharia and other radical Islamist organizations. Cruise missiles strikes will blast them from US, British, French and Italian warships on the Mediterranean.

At the peak of the assault, large-scale US, British and French marines will land on shore for an operation first billed as the largest allied war landing since the 1952 Korean War. The attachment of Russian forces was negotiated later.

According to this scenario, one group will be dropped ashore from the Gulf of Sidra (see attached map) to seize the town of Sirte, a city of 50,000, where ISIS has located its central military command center in Libya.

This group will then split up into two task forces.

One will head south to take over Tripoli and its oil fields 370 kilometers away and reinstate Libya’s central government, which had been exiled to Tobruk, at its seat in the capital.

On its way to Tripoli, the force will take control of three renegade towns: Misrata, Zliten and Khoms.

The second task force will head north to capture the eastern Libyan capital of Benghazi, seizing Ras Lanuf, 200 kilometers east of Sirte, en route. A second marine force will meanwhile land in eastern Libya to capture the radical Islamist stronghold of Darnah, a port city with 150,000 inhabitants.

The Obama administration will therefore be going into Libya for the second time in four years – only this time up front and on the ground – for three objectives:

1. Control of Libya’s oil and gas fields.

2. Stripping ISIS of its jumping-off base for terrorizing Europe, especially Italy, from across the Mediterranean.

3. Saving Tunisia, Algeria and Morocco from the noose ISIS and Al Qaeda are pulling around them from their back yard.

The Obama administration pursued a policy in Libya back in 2011 that ultimately allowed guns to walk into the hands of jihadists linked to the Islamic State (ISIS/ISIL) and al-Qaeda (AQ) in Syria, according to a former CIA officer who co-authored a report on behalf of the Citizen’s Commission on Benghazi (CCB), detailing the gun running scheme.

In Congress, the then-bipartisan group known as the “Gang of Eight,” at a minimum, knew of the operation to aid and abet America’s jihadist enemies by providing them with material support. So says Clare Lopez, a former CIA officer and the primary author of CCB’s interim report, titled How America Switched Sides in the War on Terror, speaking with Breitbart News.

The ripple effects of the illegal policy to arm America’s enemies continue to be felt as the U.S. military is currently leading a war against ISIS and AQ terrorists in Iraq and Syria, according to Lopez.

In late October, Defense Secretary Ash Carter said that the U.S. would begin “direct action on the ground” against ISIS terrorists in Iraq and Syria who may have reaped the benefits from the gun-running scheme that started in Libya.

“The Obama administration effectively switched sides in what used to be called the Global War on Terror [GWOT] when it decided to overthrow the sovereign government of our Libyan ally, Muammar Qaddafi, who’d been helping in the fight against al-Qaeda, by actually teaming up with and facilitating gun-running to Libyan al-Qaeda and Muslim Brotherhood [MB] elements there in 2011,” explained Lopez. “This U.S. gun-running policy in 2011 during the Libyan revolution was directed by [then] Secretary of State Hillary Clinton and [the late Libya Ambassador] Christopher Stevens, who was her official envoy to the Libyan AQ rebels.”

“In 2012, the gun-running into Libya turned around and began to flow outward, from Benghazi to the AQ-and-MB-dominated rebels in Syria,” Lopez added. “This time, it was the CIA Base of Operations that was in charge of collecting up and shipping out [surface-to-air missiles] SAMs from Libya on Libyan ships to Turkey for overland delivery to a variety of jihadist militias, some of whose members later coalesced into groups like Jabhat al-Nusra and ISIS [also known as IS].”

Jabhat al-Nusra is al-Qaeda’s Syrian affiliate.

“The downstream consequences of Obama White House decisions in the Syrian conflict are still playing out, but certainly the U.S. – and particularly CIA – support of identifiable jihadist groups associated with the Muslim Brotherhood, Jabhat al-Nusra, Ahrar al-Sham, the Islamic State and other [jihadists] has only exacerbated what was already a devastating situation,” declared Lopez.

Some of the other weapons that eventually ended up in Syria included thousands of MAN-Portable-Air-Defense-System (MANPADS) missile units, such as shoulder-launched SAMs, from late dictator Muammar Qaddafi’s extensive arms stockpiles that pose a threat to low-flying aircraft, especially helicopters.

“It’s been reported that President Obama signed an Executive Order on Syria in early 2012 [just as he had done for Libya in early 2011], that legally covered the CIA and other U.S. agencies that otherwise would have been in violation of aiding and abetting the enemy in time of war and providing material support to terrorism,” notes Lopez. “Still, such blatant disregard for U.S. national security can only be described as deeply corrosive of core American principles.”

Libya Amb. Stevens was killed by jihadists in Benghazi on September 11, 2012, along with three other Americans.

Echoing a Benghazi resident who provided a first-hand account of the incident, retired U.S. Air Force Lt. Col. Dennis Haney, a CCB member, suggested to Breitbart News that Hillary Clinton’s State Department armed some of the al-Qaeda linked jihadists who may have killed the four Americans in Benghazi.

“The reason the U.S. government was operating in Libya is absolutely critical to this debacle because it reflects where America went off the tracks and literally switched sides in the GWOT,” points out Lopez. “This is about who we are as a country, as a people — where we are going with this Republic of ours.”

“There can be no greater treason than aiding and abetting the jihadist enemy in time of war – or providing material – weapons, funding, intel, NATO bombing – support to terrorism,” she continued. “The reason Benghazi is not the burning issue it ought to be is because so many at top levels of U.S. government were implicated in wrong-doing: White House, Pentagon, Intel Community-CIA, Gang of Eight, at a minimum, in Congress, the Department of State, etc.”

The State Department and the CIA did not respond to Breitbart News’ requests for comment.

Clinton was asked about the gun running operation when testifying before the House Select Committee on Benghazi in October.

The Democratic presidential frontrunner claimed she was not aware of any U.S. government efforts to arm jihadists in Libya and Syria.

Clinton did admit to being open to the idea of using private security experts to arm the Qaddafi opposition, which included al-Qaeda elements, but added that it was “not considered seriously.”

According to Obama, ISIS has been contained. But the UN tells a different story. Not about Iraq, but Obama’s own war of choice in Libya.

Islamic State militants have consolidated control over central Libya, carrying out summary executions, beheadings and amputations, the United Nations said on Monday in a further illustration of the North African state’s descent into anarchy.

All sides in Libya’s multiple armed conflicts are committing breaches of international law that may amount to war crimes, including abductions, torture and the killing of civilians, according to a U.N. report.

Obama and Hilllary’s regime change plan for Libya really worked out. It worked so well that neither of them wants to talk about it.

Islamic State (IS) has gained control over swathes of territory, “committing gross abuses including public summary executions of individuals based on their religion or political allegiance”, the joint report by the U.N. High Commissioner for Human Rights and the U.N. Support Mission in Libya said.

It’s like the time that Hillary said, “We came, we saw, he died.” Except ISIS does that sort of thing for real.

But if you listen to the White House terrorsplain all this. ISIS attacked Paris because it’s weak. Obama is unable to defeat ISIS because he’s so strong. Black is white. Up is down. Lies are truth.

The last few days have been filled with a flurry of information regarding the downing of Flight 7K9268. Within the last 18 hrs we’ve received amplifying information from our sources in the country. Our sources within the Egyptian Directorate of Military Intelligence (DMI) confirmed that Russian investigators found the remnants of the explosive device we were talking about in our 03 NOV “Sinai Plane Crash Update.” Furthermore, the running theory of those investigators is that depressurization caused by an internal explosion tore off the tail section, causing the plane to flip over and send it to the ground. When we asked one of our sources if 500 grams of C4 could cause that, he answered back that it wouldn’t take much to bring a plane down, especially if the device was placed near the fuel line – which is what DMI assesses to be the case. Another source working with Russia’s Health Ministry Center for Forensic Medical Expertise confirmed that parts of an explosive device was uncovered.

As for the operative who emplaced the device on the plane, we’ve confirmed that the individual did not receive any assistance from a member of the security forces – because he’s a member of the security forces himself. The individual in question used his position to circumvent the 8 explosive detection systems and security checkpoints located at the airport in order to get to his target. DMI knew how this went down fairly quickly, although our sources couldn’t answer how this fell through the cracks, although they did imply that the security forces are plagued with serious internal issues due to the rising insider threat. However, Sharm al-Sheik Airport Chief Abdel-Wahab Ali was removed from his position due to these major security lapses. The fact that the British government aired these very same concerns LAST YEAR made the decision to remove him much easier.

Adding further weight to what we’ve been saying is that the Black Box reveals that the crash was not an accident. More importantly, the media (and some Western governments) are saying what we first mentioned in our “Sinai Plane Crash Update.” Excerpt:

European investigators who analyzed the two flight recorders from the Metrojet plane that went down last weekend in Egypt are categorically saying the crash is not an accident, CNN affiliate France 2 reported Friday.

The investigators said the cockpit voice recorder of Metrojet Flight 9268 shows an explosion and the flight data recorder confirms the explosion is not accidental — there is no sign of mechanical malfunction during the initial part of the flight, France 2 reported.

Everything is fine during the first 24 minutes, then in a fraction of a second there is a blackout and no more cockpit conversation, convincing investigators there was a bomb on board, according to France 2.

CNN Aviation Analyst Richard Quest said there would have been different data on the black boxes if there was a catastrophic failure than if there was an explosion. The key is what happened just before the data suddenly stops, he said.

“It’s this split second, and it’s a millisecond, where you hear an explosion of some description,” he said. “And you see all the parameters (on the recorders) go haywire before the power is completely lost. If this report is accurate, (investigators) have now analyzed that … heard it and they can identify it.”

If the plane had broken apart due to structural failure, there would have been more noise — and for a longer time, he said.

France’s air accident investigation agency, the BEA, told CNN that Egyptian officials will make an announcement about the crash investigation within the next 24 hours.

This wasn’t the first time WS gained access to an Egyptian airport either. Last year they recruited an employee at Cairo International Airport who provided Team Baghdadi with schematics of the facility, locations of guard postings and security procedures. Fortunately, DMI found out and arrested him before the attack plan was set into motion – which was the same plan carried out in Sharm al-Sheik. This was one of a long list of incidents – many of which were never reported by the country’s media outlets – that led to GEN Sisi authorizing the DMI to lead the crackdown on the insider threat within the security forces. From MAY 15 – JUL 15 several junior and mid-level officers within the Army were detained for either being sympathizers or full-fledged members of WS. There’s also been an increase in military personnel refusing to carry out missions against WS – not because they’re “scared” – because they “didn’t want to kill their Muslim Brothers” (which is a red flag since most Muslims would never consider IS as their “Muslim Brothers”). For the most part the military has been the main advocate for moderate Islam and secularism. Unfortunately, that all changed when the Muslim Brotherhood’s Muhammad Morsi rose to power, where he quickly began to sack “problematic” (read-those of moderate Islam or secular leanings) officers. Then he began to fill the ranks with those he reflected his values – in other words, guys with extremist views. The result was a new breed of officers in the junior and mid-level ranks who were very sympathetic to the ideologies of al-Qaida (of which the MB is closely-aligned) and IS. WS’ increase in capability is a good indicator of the success they’ve had in recruiting personnel with formal military experience (Check out “ISIS-Sinai Beheads Croatian Hostage – Just the Beginning” for additional info).

The bombing of that Russian airliner is the beginning of WS and IS’ Libya affiliate entering into a new phase of Team Baghdadi’s overall global campaign of conducting high-profile attacks outside of Syria and Iraq. WS followed up the plane bombing with another attack targeting an officer’s club that killed three policemen. But that’s just the start – WS fully intends to expand their operations to targeting Russians and Western tourists to both cripple Egypt’s tourism industry (which would result in significant economic damage) and retaliating for Russia’s Syria intervention. The indicators were all there with the sharp increase in the frequency and scale of attacks carried out by WS in Sinai throughout the year and this past summer in particular (Reference – “Sinai Under Siege Rising capabilities of Wilayat Sinai”). That said, the first real indicators of WS’ increased capabilities was seen as early as JAN 14 when they shot down an Egyptian military helicopter in the Sinai with a MANPAD that was traced back to one of the Qaddafi regime weapons depots that was raided by so-called “moderates” during the early days of the “Arab Spring.” In AUG 15 another attempt was made by WS to bring down an aircraft – this time a Thomson Airways airliner – as it was heading to Sharm al-Sheik Airport. Fortunately the pilot was able to perform evasive maneuvers and avoid being brought down (See the Guardian’s article titled, “Sharm el-Sheikh flight from Stansted dodged missile in August” and our initial piece on the Sinai crash, “Islamic State Claims to Have Shot-Down Russian Plane in Sinai – But Did They?”).

WS also wanted to show Baghdadi that they’re an effective force capable of achieving the objectives of his external operations campaign, but also to justify that their request for additional funding. This was also a bid for obtaining heavier weaponry from IS’ Libya affiliate, who sends weapons and supplies to Syria – some of which goes through Sinai (Check out “The Strategic Importance of Egypt to ISIS,” “2015: The Year of ISIS Expansion From Gaza to North Africa” and “The ISIS Expansion Into North Africa” for more details). We don’t think Libyan IS Emir Abu Nail will satisfy that request until after he seizes Darnah – which IS was driven out of back in JUN 15. As of this writing, IS-Libya has been busy consolidating its forces in the al-Fatayeh-area located Southeast of the city. That area is the likely staging-area from which the offensive to retake the town will be launched. The Libyan affiliate is facing a tough fight as they’re forced to take on several other opposition groups of varying jihadist flavors as well as the forces of the Egypt-back Libyan GEN Khalifa Haftar.

IS’ Libya affiliate is the terror organization’s most-developed branch and has become a critical part of Baghdadi’s vision of being able to project power outside of Syria/Iraq. Its worth noting that the Libya affiliate has been tasked with providing material support to other affiliates in North Africa in addition to WS and the main effort in Syria. WS actually receives a great deal of their financial support from the Libya affiliate. In fact so much influence has been placed on bolstering the Libya affiliate that some foreign fighters have actually been diverted there. Our sources report the presence of fighters from France, Germany, Egypt, Algeria, Sudan, Saudi Arabia, Canada and one unconfirmed report of Americans serving among the ranks. Recent reporting also suggests that a group of Indonesian jihadists are projected to be entering the country for this same purpose – other sources imply that they may have already arrived. Not only is Libya an alternative for foreign fighters who aspire to wage jihad but can’t make the trip to Syria, its a training ground for select personnel who get sent back to their countries of origin to establish their own attack networks and conduct the cell-based external operations that the IS leadership has been transitioning to over the last few months (For more info on this transition to cell-based external OPs, check out “Neil Prakash and Friends – an Update” and “Nail in the Coffin: ISIS’ Anwar al-Awlaqi BN Sends Fighters to Europe”). Think of it as IS’ way of “diversifying their terror portfolio” for their goal of launching such attacks in the West.

With all this happening, what’s next for Vlad? Make no mistake, he’s going to respond – and when he does, people are either going to die or “disappear.” The big mistake the IS mothership in Syria and the Sinai affiliate made is thinking that Vlad is as soft and flaccid as President Obama. They’re going to find out real quick just how big of a mistake they made once he expands his intervention in Syria (although there will be challenges-more on that in another article) followed by enhanced collaboration with the Sisi regime – which has been steadily moving away from America and getting closer to Russia for well over a year (Check out “Egypt Atmospherics” for more details). On the flip side we assess that IS’ Caucasus affiliate (made up mostly of remnants of Imarat Kavkaz or “IK”) are going to become very active in launching attacks inside Russia itself. Although the media seized on the fact that Syria is one of Vlad’s client states, what didn’t get any real coverage are the 2,500-3,000 Russian nationals currently fighting under the IS banner in Syria – many of which are of Chechen/Dagestani/Tajik ethnicity (Reference the following for additional info – “Russia Poised to Increase Military Presence in Middle East in Response to Islamic State’s Strength,” “Islamic State’s Expansion into the Caucasus Region,” “Gulmurod Khalimov Update – His Militant Views May Not Be a Recent Development” and “Introducing Tajik Special Police COL Gulmurod Khalimov: Islamic State Defector”). At some point those foreign fighters are going to return to Mother Russia. A few already have. So if you thought this high-profile attack was an “isolated incident” that only affects Egypt, you thought wrong.

By now the international community is praising the French government for finally doing what the US government refuses to do – completely destroy an Islamic State (IS) training camp. We have to ask ourselves, “How can there be a training camp left in Syria???” The US has been conducting airstrikes in the country for several months, these camps aren’t “hidden” – so how did this particular installation last long enough for the French to take it out? The answer is obvious – The Obama administration still has absolutely no real strategy to combat IS. Well, we take that back, they do have a strategy: Run out the clock and let it be the next President’s problem.

French President Hollande stated that the camp his military took out was a clear and present threat to the French people. He’s right. How so? Its one of several camps training personnel recruited by the Anwar al-Awlaqi Battalion for operations inside the European Union with a very special emphasis placed on France and the the UK. Our sources within the Parastin and YPG have informed us that 20 of these specially-trained foreign fighters were sent back to Europe within the last two weeks among refugees. This particular batch consists of mostly jihadists of Tunisian and Moroccan origin. These personnel are said to have received training in IED construction/TTP implementation and assassination operations in addition to the experience they obtained in small-unit tactics. According to our Parastin sources, these personnel are to return to their countries of origin and establish attack cells. The 20-man element is assessed to be split into two 10-man attack cells and set up in the UK and France, at which time they will lay low and begin the target development portion of their attack cycle. Many of these personnel have seen action against the Peshmerga along the Turkish border and along the Mari Line, so these aren’t just some clowns who’ve never fired a weapon in anger. If you thought this was that transition from lone wolves to sleeper cells that we warned about in “The Loss of Key ISIS External OPs Figures and the Anwar al-Awlaqi Battalion,” then you thought right.

This transition is something that we’ve been noticing since DEC 14 with the attacks in France and Denmark. We will continue to see lone wolves being inspired to carry out attacks, but now the paradigm has shifted to where we’re going to begin seeing more from guys who’ve returned from Syria and formed cells consisting of individuals they met on the front-lines. It’s the Afghan scenario from the 80s and 90s all over again. The Copenhagen shooting that went down earlier this year was an indicator of cell-based operations as the attacker received considerable support from a cell operating in the area. The recent stabbing of a Danish police officer by a Palestinian with pro-IS sympathies is a good indicator of how Denmark’s “let’s try to be everyone’s friend” policy isn’t working out as well as they hoped. France and Germany are just as bad with the police of both countries refusing to patrol in some neighborhoods – which as a result have become major hotbeds for IS recruitment.

We assess that IS’ External Operations Division is continuing to pursue several plots to target the US and Europe despite the loss of key figures over the last few months. The loss of personalities such as Hussein, Riyad Khan (and possibly Abu Khalid al-Amriki) is mitigated by the new emphasis being placed on Syria returnees who have begun to establish new networks inside Western countries. Not every recruit will be from the country they’ve been deployed to – but the leaders of these new networks will, and they will serve as the conduits to the IS leadership in Syria. But we shouldn’t be surprised at the fact that IS has been redeploying personnel to Europe among the refugees – after all they’ve been quite open about their intentions. And also remember that not all of these refugees are coming from Iraq and Syria either, as many are also coming from Libya. This reality has finally begun to sink-in with the French government. Unfortunately, its a case of “too little, too late.”

President Hollande is right to be concerned, but he waited far too long to take action. Elsewhere in the EU, the surge of refugees from IS-controlled areas since 2014 is leading to confrontations between the Jihadists and Neo-Nazi types in Germany (personally we feel these two hate groups deserve each other). For their part, IS has been exploiting these attacks to attract more recruits from the immigrant population in the country. In late – AUG 15 the Polizei disrupted an operation by IS facilitators to make contacts and proselytize in a shelter for unaccompanied refugee kids in Frankfurt. Another incident in Bavaria in mid-JUL 15 involved a refugee shelter where members were trying to recruit people to Baghdadi’s cause. This is bad for Angela Merkel’s government because their CT capability simply can’t keep up with the demands of the current threat. They’re completely underwater and they know it. Germany’s rising immigrant population is a particular concern since they’ve absorbed 218,000 since JAN 15, most of which came from Syria and Iraq accounting for up to 40% of all asylum applicants in the EU as of AUG 15. The migrant flow to Germany accelerated since 21 AUG when Merkel announced that they stopped enforcing the Dublin II procedures, which call for the deportation of asylum seekers to their countries of origin. The refugee camps in Saarland-Saarbucken receive 120-150 new refugees daily – and those locations are quickly becoming major recruiting centers for radicalization like the neighborhoods the Polizei have allowed Islamists to control.

Of course none of this surprises our loyal readers as they recall our 17 FEB 15 article “The Jews: Europe’s Canary in the Mine on the Growing Jihadist Threat,” where we discussed how the growing jihadist threat in the EU was leading to a migration of Jews from Europe. The Jews have seen this movie before – and have no desire to see how it ends again. That alone should be an indicator of just how dangerous its become on the continent. Unfortunately, the politically correct EU doesn’t want to “offend” the Muslim population so they continue to allow the radical elements to grow in influence, ultimately choking off the moderates. In the end, their very inaction has led to the very scenario that they wished to avoid. The reason this is so important to America is that Europe represents a peek into our own future. On 19 FEB 15 we discussed the Obama administration’s announcement to let more Syrian refugees enter our country in “Cultural Suicide: Why Allowing Syrian War Refugees to Enter Western Countries is a Pandora’s Box to More Attacks.” The administration claims that they will be “vetting” the people entering our country, but we find that less than comforting since the Department of Homeland Security (DHS) has already lost track of 6,000 people with expired student visas (check out “DHS Loses 6,000 With Expired Student Visas” for more details).

It would be one thing if these people actually wanted to assimilate into our society – but most don’t. what’s worse is that IS has been quite open about their plans for exploiting the US and Europe’s overly generous immigration policies. That’s not a good thing. We understand that the pictures of women and children in war zones tugs at the heart strings, but ask yourselves – why is it we’re seeing so many military-aged males in these waves of refugees? That alone should be a major red flag. If there’s someone we should be letting into our country who shares our values, it’s the Kurds, Yazidis and Christians who’ve been caught in the middle of all this – they’re really the only people we should be helping. Other than that, our own country and people need to come first. Period.

President Obama’s address to the U.N. General Assembly on Monday morning was a rambling journey through a fantasy world where his foreign policy hasn’t been an unmitigated disaster.

Perhaps the most bizarre moment came when he tried to tout his Libyan adventure as a success.

There was plenty of tough-guy posturing that intimidated absolutely no one.  The Russian and Iranian delegations were especially good at looking bored and unimpressed when he called upon them to do this-or-that because The World supposedly demanded it. Obama hasn’t figured out he’s the only leader at the U.N. eager to sacrifice his nation’s interests to please The World.

Obama made the weird decision to vaguely threaten Russia over its invasion of Ukraine by claiming that The World would not stand idly by and allow it… when that’s exactly what The World, and especially First Citizen of the World Barack Obama, has been doing.  He essentially pleaded with Iran to stop supporting terrorist proxies and pursuing its aggressive regional ambitions, and focus on their economy instead.  (Of course, in Obama’s vigorous imagination, the U.S. has been enjoying an economic boom under his stewardship, instead of an endless grinding non-recovery and limp, sporadic growth, after Obama’s spending doubled the national debt in a single presidency.)

It was bad enough that the President talked about American troops coming home from Iraq and Afghanistan as the triumphant conclusion of an effective policy, rather than the hideous blunder that allowed ISIS to create a terror state, al-Qaeda to rise from the ashes, and the Taliban to begin planning its return to power.  At the same moment Obama was speaking, the Taliban was conducting a major offensive in Afghanistan, on par with the importance of ISIS taking Mosul in Iraq.  Obama’s pitifully small “New Syrian Force” of U.S.-backed rebels just handed a good deal of its American equipment over to al-Qaeda, and no one really knows what became of the unit itself.  Their predecessors were destroyed by al-Qaeda’s Nusra Front in Syria, with less than half a dozen survivors still on the field.

When Obama boasted of the Libyan operation as the successful removal of a tyrant, jaws must have hit the floor around the room.  Libya is an unholy disaster, a wasteland of warlords fighting to keep ISIS off their turf.  It’s a key gateway for the incredible migratory tide blasting out of Africa and the Middle East and now surging across Europe.  And yet, Obama portrays it as [a] laudable example of tyrant removal… while modestly admitting that “our coalition could have, and should have, done more to fill a vacuum left behind.”

Of course he blamed everyone else in the “coalition” for the disaster in Libya. He’s Barack Obama.  The day may come when he takes responsibility for something, but today is not that day, and tomorrow isn’t looking good either.

The scary thing about Obama is that he believes so completely in the power of his own rhetoric.

He thinks he can reshape reality with his words.  When he scolds the Iranians for their “Death to America!” rhetoric by saying bloodthirsty chants don’t create jobs, he’s asking Iran to live up to the silly talking points he foisted off on the American people to cover the Iranian nuclear deal.  He’s commanding Iran to act like the enlightened, responsible nation-state he gambled the future of Israel, America, and much of the Western world on.

The Iranians, on the other hand, see no reason to knock off the “Death to America!” chants, disband their theocracy, and begin spending their days arguing about stimulus bills.  Belligerence has gotten them everything so far.  They’ve been rewarded for it… by Barack Obama.  They’ve got $150 billion in sanctions relief coming their way.  They can afford to send a few guys to sit in the U.N. General Assembly with pissy expressions on their faces while Obama rambles on about how geo-political crime does not pay.  They know for a fact it pays, quite handsomely.  The Iranians are already using their Obama loot to reinforce terror proxies like Hamas and Hezbollah, and secure Bashar Assad in power.

Ah, yes, Bashar Assad… the dictator Obama still blathers on about removing from power, even as his own diplomatic apparatus gets used to the idea Assad is not going anywhere.  The only really good part of Obama’s speech was when he spent five seconds glaring at the Syrian ambassador before launching into his denunciation of barrel bombs and chemical weapons.  But you know what?  That Syrian ambassador gets paid enough to take a few seconds of hairy eyeball from the ineffectual American president.  The Russians are smoothly replacing American influence across the Middle East, in partnership with Iran.  The new order is taking shape.  Obama isn’t going to reverse that process by telling aggressive, bare-knuckle conquerors they should be ashamed of themselves.

The other dangerous thing about this delusional President is his belief in the “judgment of history.”

He’s constantly hitting on the idea that all of the world’s villains are on the wrong side of history, and will find themselves buried in the sands of time any day now.  It’s a dodge, a way of Obama evading responsibility.  Bashar Assad is going to remerge from the Wrong Side of History in pretty good shape.  ISIS is very comfortable there, as is Iran.  Qaddafi didn’t assume room temperature because History caught up with him. Vladimir Putin has a lovely view of Crimea from the wrong side of history.  The history of Europe is being reshaped by the tramping of a million “refugee” feet.

In every example, Obama clings to the idea that he can change the world by talking and scoring debate points, while his adversaries seize territory and control the course of events.  It’s not as though Obama has some deep-seated reluctance to use deadly force – there have been a lot of deaths by drone strike since he won that Nobel Peace Prize.  What Obama lacks is commitment.  His foreign policy is all about gestures and distractions.  He cooks up half-baked plans that will blow up a terrorist here and there, so he can’t be accused of doing “nothing,” but he won’t do anything that could cost him political capital at home.  Even Libya was half-hearted and calculated for minimum risk, which is why the place went to an even deeper Hell after Qaddafi was overthrown.

Obama talks as if he’s taken action against numerous crises, but all he ever did was talk about them.  The men of action are stacking up bodies, and raising flags over conquered cities, while this President is writing speeches and trying to win applause from editorial boards.  The men of action know that Obama’s promises all have expiration dates, his vows of action always have escape clauses, and no matter how he loves to boast that he heads up the most powerful military the world has ever seen, he’s done everything he can to make it weaker.

President Obama is still clinging to a romantic vision of the “Arab Spring” as a flourishing of democracy, despite all evidence to the contrary.  He’s giving the same foreign policy speeches he gave in 2009 because he can’t bear to live in the world he made.  He talks about filling vacuums and voids… but those voids are already filled, by hard characters with plans to make the most of the extraordinary opportunity Barack Obama afforded them.

Approximately 104,460 asylum seekers arrived in Germany during the month of August, setting a new record. That makes 413,535 registered refugees and migrants coming to Germany in 2015 so far. The country expects a total of around 800,000 people to seek asylum in Germany this year. And that’s just Germany. The entire continent of Europe is being inundated with refugees at a rate unprecedented in world history. This is no longer just a “refugee crisis.” This is a hijrah.

Hijrah, or jihad by emigration, is, according to Islamic tradition, the migration or journey of Muhammad and his followers from Mecca to Yathrib, later renamed by him to Medina, in the year 622 CE. It was after the hijrah that Muhammad for the first time became not just a preacher of religious ideas, but a political and military leader. That was what occasioned his new “revelations” exhorting his followers to commit violence against unbelievers. Significantly, the Islamic calendar counts the hijrah, not Muhammad’s birth or the occasion of his first “revelation,” as the beginning of Islam, implying that Islam is not fully itself without a political and military component.

To emigrate in the cause of Allah – that is, to move to a new land in order to bring Islam there, is considered in Islam to be a highly meritorious act. “And whoever emigrates for the cause of Allah will find on the earth many locations and abundance,” says the Qur’an. “And whoever leaves his home as an emigrant to Allah and His Messenger and then death overtakes him, his reward has already become incumbent upon Allah. And Allah is ever Forgiving and Merciful.” (4:100) The exalted status of such emigrants led a British jihad group that won notoriety (and a shutdown by the government) a few years ago for celebrating 9/11 to call itself Al-Muhajiroun: The Emigrants.

And now a hijrah of a much greater magnitude is upon us. Evidence that this is a hijrah, not simply a humanitarian crisis, came last February, but was little noted at the time and almost immediately forgotten. The Islamic State published a document entitled, “Libya: The Strategic Gateway for the Islamic State.” Gateway into Europe, that is: the document exhorted Muslims to go to Libya and cross from there as refugees into Europe. This document tells would-be jihadis that weapons from Gaddafi’s arsenal are plentiful and easy to obtain in Libya – and that the country “has a long coast and looks upon the southern Crusader states, which can be reached with ease by even a rudimentary boat.”

The Islamic State did not have in mind just a few jihadis crossing from Libya: it also emerged last February that the jihadis planned to flood Europe with as many as 500,000 refugees. Now the number is shooting well beyond that in Germany alone. Of course, not all of these refugees are Islamic jihadis. Not all are even Muslims, although most are. However, no effort whatsoever is being made to determine the refugees’ adherence to Sharia and desire to bring it to their new land. Any such effort would be “Islamophobic.” Yet there are already hints that the Islamic State is putting its plan into effect: jihadis have already been found among the refugees trying to enter Europe. There will be many more such discoveries.

Eight hundred thousand Muslim refugees in one year alone. This will transform Germany, and Europe, forever, overtaxing the welfare economies of its wealthiest nations and altering the cultural landscape beyond recognition. Yet the serious public discussion that needs to be had about this crisis is shouted down by the usual nonsense: the Washington Post Wednesday published an inflammatory and irresponsible piece likening those concerned about this massive Muslim influx into Europe to 1930s Nazis ready to incinerate Jews by the millions. Hollywood star Emma Thompson accused British authorities of racism for not taking in more refugees – as if British authorities haven’t already done enough to destroy their nation.

And so it goes. If you don’t accept the brave new world that is sure to bring more jihad and more Sharia to Europe, you’re a Nazi and a racist. Meanwhile, no one is bothering even to ask, much less answer, one central question: why is it incumbent upon Europe have to absorb all these refugees? Why not Saudi Arabia or the other Muslim countries that are oil-rich and have plenty of space? The answer is unspoken because non-Muslim authorities refuse to believe it and Muslims don’t want it stated or known: these refugees have to go to Europe because this is a hijrah.

This is also Europe’s death knell.

President Obama may likewise offer King Salman all sorts of assistance for standing up to ISIS, but he will find no buyers in Riyadh for his failed policy of reliance on Saudi Arabia’s rival, Iran, for liquidating the Islamist threat looming against the oil kingdom from neighboring Iraq.  Neither is US aid much use for stemming the tide of pro-ISIS radicalism spreading among young Saudi men.

As matters stand today, therefore, the Islamic State faces no tangible threat – even if Iran does go ahead and achieve a nuclear bomb.

The war to stop the Islamic State in Iraq and the Levant (ISIS) has entered a dark tunnel. And with it the bottomless conflicts in Syria, Yemen, Libya and Iraq. The search for a ray of light moves next week from Moscow to Washington, when Saudi King Salman Bin Abdulaziz makes his first visit as monarch for talks with President Barack Obama.

The three worried Arab rulers received in the Kremlin Tuesday, Aug. 25, by President Vladimir Putin could only talk in circles: Egyptian President Abdel-Fatteh El-Sisi,is  embattled on three fronts, Sinai, his border with Libya and Cairo; Jordan’s King Abdullah II – is wedged between two wars; and UAE Crown Prince Sheikh Mohamed bin Zayed Al Nahyan, has sent his army to fight the Yemen insurgency alongside Saudi Arabia.

For them, resolving the Syrian conflict looked like the silver bullet, the key to ending all their troubles. But whichever Russian or Iranian plans and ideas they considered for a way forward, they were all forced to come back to the same impasse. Even Putin and Obama can’t get around or ignore two solid facts:

1. In the year since the US built an international coalition for fighting ISIS, the brutal Islamists have not been cut down; they have instead been empowered to seize more turf outside their Iraqi and Syrian conquests, such big oil fields in Libya, an ascending threat to Egypt and big plans for Lebanon.

2. A major letdown has followed on the high hopes reposed in Iran. The nuclear deal negotiated with the six world powers – and the elevated regional status conferred on Iran – hinged closely on US expectations that Tehran would put up effective military resources for tackling ISIS.

But the Revolutionary Guards, the popular Syrian and Iraqi forces the Guards established,and  the Afghan and Pakistani Shiite militias they imported – none have proved a match for ISIS and jihadi tactics.

In Syria, ISIS stands fast, unthreatened in the terrain, towns and oil fields they have captured, in the past year – excepting only on fringe fronts, where they have been forced back by local Kurdish rebel fighters.

Hizballah is a big part of the disappointment. It was supposed to serve as a bulwark against ISIS invading eastern Lebanon from Syria. Instead, these Lebanese Shiite fighters, allies of Assad’s army, are bogged down in a bitter battle for the strategic Syrian town of Zabadani, after failing to breach Syrian rebel defenses in forays from the south, the north or the center.

The door is therefore open for the Islamist State to march into Hizballah’s strongholds in the Lebanese Beqaa valley and head north to the port of Tripoli for a foothold on the Mediterranean.

Whether Bashar Assad stays or goes, which might have made a difference at an early stage of the Syrian insurgency, is irrelevant now that his army and allied forces are in dire straits.

In Iraq, the forces fighting ISIS are equally stumped. The jihadis are in control of a deadly string of  strategic towns, Ramadi, Faluja, the refinery city of Baiji, Mosul, and most of the western province of Anbar, including Haditha which commands a key stretch of the Euphrates River.

Here, too, the Islamist terrorist army’s lines remain intact, unbroken either by the undercover Jordanian Special Forces campaign 200 km inside Anbar, albeit backed by US and Israeli military and intelligence assistance; by the “popular mobilization committees” set up by the Iranian general Abu Mahdi al-Muhandis, deputy of the Al Qods chief Qassem Soleimani, or less still by US-trained Iraqi army units.

This week, the impasse spurred two combatants into chilling escalations:

— Iran began shipping its solid propellant missile, Zelzal-3B (meaning “earthquake”), across the border into Iraq, in the hope that this powerful projectile, with a range of 250km , would give the Revolutionary Guards their doomsday weapon for tipping the scales against ISIS.

— The Islamists, for their part, embraced a new tactic, known in the west as “SVBIED mobile defense.” Scores of armed vehicles are packed tight with hundreds of tons of explosives and loosed against military convoys on the move and static enemy positions and bases.

This tactic quickly proved itself by killing the 10th Iraqi Division’s chief, deputy and its command staff, as well as the deputy chief of Iraqi forces in Anbar.

In Moscow last week, Putin offered his three Middle East guests Russian nuclear reactors, arms, joint pacts for fighting terror and assorted ideas for the future of Bashar Assad. But he too had no practical proposals for bringing the Islamic State down.
