♦ The 450,000 Palestinians in Lebanon are still banned from several professions, especially in the fields of medicine and law. They refer to these restrictions as apartheid measures. The Lebanese apartheid measures against Palestinians are rarely mentioned in the Western media and international human rights groups. The UN does not seem overly concerned about this discrimination.

♦ Palestinian refugee camps in Lebanon have become in the past few decades bases for various innumerable militias and terrorist groups.

♦ The United Nations Relief and Works Agency for Palestinian Refugees, UNRWA, is formally in charge of the refugee camps in Lebanon, including those that are now providing shelter to Islamist terrorists.

♦ The Lebanese authorities are increasingly running out of patience with the growing Islamist threat.

ISIS is on the mind of the Palestinian Authority (PA) leadership. Top PA officials have expressed concern that jihadi groups, including ISIS, have managed to infiltrate Palestinian refugee camps in Lebanon.

Lebanese authorities are also worried — so worried that they have issued a stiff warning to the Palestinians: Stop the terrorists or else we will take security into our own hands.

According to Lebanese security sources, more and more Palestinians in Lebanon have joined ISIS and the Al-Qaeda-affiliated Al-Nusra Front, a Sunni Islamist militia fighting against Syrian government forces. In response, the Lebanese security forces have taken a series of measures in a bid to contain the problem and prevent the two Islamist terror groups from establishing bases of power in the Palestinian refugee camps in Lebanon.

According to some reports, dozens of Palestinians from Lebanon who joined ISIS and Al-Nusra Front have been killed or wounded in Syria in recent months. Most of those who were killed have been buried in Syria, the reports said.

Alarmed by the success of ISIS and Al-Nusra Front in recruiting dozens of Palestinians to their ranks, the Palestinian Authority leadership this week sent Azzam Al-Ahmed, a senior advisor to President Mahmoud Abbas, to Beirut for urgent talks with Lebanese government officials on ways of containing the escalation. The PA leadership fears that the heightened activities of the two terrorist groups in the refugee camps will force the Lebanese army to launch a massive military operation to get rid of the terrorists, who pose an immediate threat to Lebanese national security.

Al-Ahmed, who is in charge of the Lebanon Portfolio in the Palestinian Authority, held a series of meetings with Lebanese government officials in a bid to avoid a security showdown between the Lebanese army and the Palestinians living in the country’s refugee camps. Following a meeting with Lebanese Interior Minister Nihad Al-Mashnouk, the Palestinian envoy said that the talks focused on the need to take “joint steps to ensure security stability in the Palestinian refugee camps.” According to Al-Ahmed, the talks also dealt with ways to prevent certain parties, especially ISIS and Al-Nusra Front, from exploiting the Palestinian refugee camps to threaten Lebanon’s security interests.

Lebanese security officials have reported direct contacts between ISIS leaders in Syria and some senior Islamist figures in the Ain Al-Hilweh refugee camp, the largest camp in Lebanon, with a population of more of than 120,000 — half of them refugees who fled Syria since 2011. The officials said that one of the commanders of ISIS in Syria, Abu Khaled Al-Iraqi, has stepped up his contacts with Palestinians in Ain Al-Hilweh in recent weeks, in preparation for launching terrorist attacks against Lebanese targets. The Lebanese have named a number of Palestinians from Ain Al-Hilweh evidently serving as ISIS representatives in Lebanon: Emad Yasmin, Helal Helal, Abed Fadda, Nayef Abdullah and Abu Hamzeh Mubarak.

Last week, Palestinian sources revealed that one of the jihadi leaders in Ain Al-Hilweh, Omar Abu Kharoub, nicknamed Abu Muhtaseb Al-Maqdisi, was killed while fighting alongside ISIS in Syria. The sources said that he is only one of hundreds of Palestinians from Lebanon who have joined ISIS and the Al-Nusra Front.

The Lebanese government has informed the Palestinian Authority leadership in Ramallah that at least 300 jihadi terrorists are now barricaded inside Ain Al-Hilweh. “The situation has become intolerable and we can no longer turn a blind eye to this threat,” the Lebanese warned the PA.

The Islamist terrorists who have found shelter inside Ain Al-Hilweh have repeatedly warned the Lebanese authorities against launching a military attack against the refugee camp.

In a recent sermon for Friday prayers, Sheikh Abu Yusef Aqel condemned Lebanon’s mistreatment of its Palestinian population. He pointed out that under Lebanese law, Palestinians are banned from working in 72 professions. Referring to reports in the Lebanese media about the threats emerging from the Palestinian camps, Sheikh Aqel said:

“If these (Lebanese) media outlets were really affiliated with the resistance, as they claim, they would have focused on the suffering of a people that was displaced from its homeland more than 70 years ago. They would also have focused on the fact that Lebanon bans this people from working in 72 professions.”

Aqel is referring to the circumstance that until a decade ago, a total of seventy-two professions were restricted to Lebanese only. The Lebanese government issued a memorandum on June 7, 2005 permitting Palestinians refugees to work in fifty of these seventy-two professions. However, Palestinians in Lebanon are still banned from several types of jobs, especially in the fields of medicine and law. The 450,000 Palestinians living in Lebanon refer to these restrictions as apartheid measures.

The Lebanese apartheid measures against Palestinians are rarely mentioned in the Western media and international human rights groups. The United Nations does not seem overly concerned about this discrimination, apparently because it is practiced by an Arab country against Arabs.

Lebanon has never been comfortable with the presence of the Palestinians on its soil. That is precisely why the authorities have turned the twelve Palestinian refugee camps in Lebanon into ghettos. These ghettos are off-limits to the Lebanese security forces. As a result, these camps have become in the past few decades bases for various innumerable militias and terrorist groups. Until a few years ago, the major Palestinian Fatah faction was the dominant group controlling the refugee camps in Lebanon. No longer. Today, it has become evident that many other groups such as Hamas, Islamic Jihad, ISIS and Al-Qaeda have established bases of power inside the camps.

It is worth mentioning that the United Nations Relief and Works Agency for Palestinian Refugees (UNRWA) is formally in charge of the refugee camps in Lebanon, including those that are now providing shelter to Islamist terrorists.

Back to PA anxiety. Undoubtedly, the Palestinian Authority leadership is concerned that many of its erstwhile loyalists in Fatah have defected to the various jihadi terror groups. These groups are now posing a major threat not only to Lebanon’s security and stability, but also to the PA and its president, Mahmoud Abbas, who feel helpless in the face of the Islamist tsunami sweeping the Palestinian refugee camps in Lebanon.

Abbas and his PA have clearly lost control over the millions of Palestinians living in the neighboring Arab countries, including Lebanon, Syria and Jordan. This is in addition to the fact that Abbas and the PA have nearly no control over Palestinian refugee camps in the West Bank and Gaza Strip, where various jihadi groups and other secular militias and gangs are now in control.

The hands of the Palestinian Authority leadership are now tied: the PA cannot regain control over the refugee camps in the West Bank, Gaza Strip and the Arab countries. There is also nothing that Abbas can do to stop the residents of these camps from joining ISIS, Al-Qaeda, Hamas and Islamic Jihad.

All what is left for Abbas to do is to try and prevent a catastrophe from falling on the heads of the Palestinians in these camps, especially Lebanon, where the Lebanese authorities are increasingly running out of patience with the growing Islamist threat.

“The Lebanese army will not allow terrorism to find a safe place in Ain Al-Hilweh or any other part of Lebanon,” cautioned a Lebanese security source. “We will not allow Ain Al-Hilweh to become a hotbed for terrorism and be used as a launching pad to explode the situation in Lebanon. We will face any such attempt with force and firmness.”

The Palestinians’ biggest fear now is that Ain Al-Hilweh will meet the same fate as the Nahr Al-Bared refugee camp in Lebanon, which was almost entirely destroyed by the Lebanese army in 2007. Then, the presence of Islamist terrorists belonging to the Fatah Al-Islam group inside Nahr Al-Bared triggered heavy clashes during which the Lebanese army used artillery and helicopter gunships to attack the camp, home to some 40,000 Palestinians. At least 158 people were killed and hundreds wounded in the fighting, which also left many families homeless.

Busy with more pressing issues, Abbas was unable to make the trip to Lebanon himself. What is the urgent business that prevented him from showing up in person to try to prevent catastrophe for his people in Lebanon? His grand tour, an end-game bid to win support for an international Middle East peace conference that would choke Israel into submission.

Abbas is next slated for Paris, where on July 22 he is scheduled to meet with President François Hollande to discuss the latest French initiative to “solve” the Israeli-Palestinian conflict. Hollande might do better to turn inward to consider how his own country will manage the latest wave of Islamist terrorism. Abbas, for his part, is unlikely to broach with Hollande the incendiary situation in the Palestinian refugee camps, where ISIS and Al-Qaeda are gaining the upper hand.

Both houses of Congress are at work to modify funding bills for the United Nations Relief and Works Agency (UNRWA), as part of an effort to investigate the very legitimacy of the decades-old agency, Michael Wilner reported in the Jerusalem Post Friday. Both the House and the Senate want the State Department to, once and for all, define the term “Palestinian refugee,” and while they’re at it, reveal how many are receiving aid from UNRWA.

UNRWA was established in 1948 to assist the 750,000 Palestinians who had left Israel. Since then UNRWA has been a promoter of the Palestinian cause, funding as many as 5 million “refugees,” the majority of whom never left the homes where they were born in the Gaza Strip, the “West Bank,” eastern Jerusalem, or other Arab countries, to the tune of $1.23 billion annually, $250 million of which is donated by US taxpayers.

Many in Congress have been saying, since about 2012, that the majority of Palestinians are permanently settled, and should not be under the jurisdiction of a refugee agency.

Needless to say, Wilner points out, “such a finding would fundamentally change the narrative of the decades-old conflict.”

The first Palestinian census was completed 15 years ago, and the head of the Palestinian Central Bureau of Statistics (PCBS) admitted then that the census was, in effect, “a civil intifada” rather than a scientific survey. In 2011 the Bureau attempted to correct that blatant misrepresentation, claiming that 2.6 million Palestinian Arabs inhabit Judea and Samaria.

But Israeli demographer Yoram Ettinger challenged those numbers, claiming they overstated the real number of Arabs there by as much as 66%. He explained that the PCBS’s total counts 400,000 Palestinians living overseas, and double-counts 240,000 Jerusalem Arabs. It also undercounted Palestinian emigration.

In 2014, UNRWA came up with the figure of 5 million Palestinian refugees living in Gaza, Judea and Samaria, Jordan, Syria and Lebanon, and the US responded by providing hundreds of millions of dollars for UNRWA’s health, education, and social service programs.

“UNRWA is sort of becoming an entitlement program of the Middle East, and the desire is to increase transparency on who actually are refugees relevant to that conflict,” a senior Senate aide familiar with the language told Wilner, suggesting the new bill “goes to the heart of the debate over UNRWA funding.”

Republicans in both houses have launched parallel efforts to compel the State Department to go on the record with who qualifies as a “Palestinian refugee,” and the combined version of the law, once passed, will compel the secretary of state to provide “a justification of why it is in the national interest of the United States to provide funds to UNRWA.”

The bill’s language continues: “Such justification shall include an analysis of the current definition of Palestinian refugees that is used by UNRWA, how that definition corresponds with, or differs from, that used by UNHCR, other UN agencies, and the United States Government, and whether such definition furthers the prospects for lasting peace in the region.”

And, naturally, “the committee directs that such report be posted on the publicly available website of the Department of State.”

Finally, it should be noted that there are two distinct definitions of the term “refugee” in international law.

A refugee, according to the United Nations Convention relating to the Status of Refugees, is a person who is outside their country of citizenship because they have well-founded grounds for fear of persecution because of their race, religion, nationality, membership of a particular social group or political opinion, and is unable to obtain sanctuary from their home country or, owing to such fear, is unwilling to avail themselves of the protection of that country; or in the case of not having a nationality and being outside their country of former habitual residence as a result of such event, is unable or, owing to such fear, is unwilling to return to their country of former habitual residence.

It is rare for a refugee status to extend beyond the lifetime of the original refugee, because normally it is expected that their offspring will have settled someplace else.

Not so regarding Palestinian refugees, according to UNRWA’s definition of the term, which includes the patrilineal descendants of the original “Palestinian refugees,” limited to persons residing in UNRWA’s areas of operation in the Palestinian territories, Lebanon, Jordan and Syria.

Members of US Congress have launched an investigation into incitement to terrorism in the UN Relief and Works Agency schools.

David Bedein, director of the Jerusalem-based Center for Near East Policy Research, provided material to Congress about UNRWA, which in fact has a long history of terrorism that has been underreported. Bedein has been on its trail for some time. Two years ago, he revealed in a documentary video entitled “UNRWA Goes to War” that there was a close symbiotic relationship between UNRWA and the jihad terror group Hamas, which, of course, promotes virulent hatred against Jews and incites Muslims to violence.

Steven Rosen, former director of foreign policy issues for the American Israel Public Affairs Committee, corroborated Bedein’s evidence when he referred to UNRWA as “one of the worst UN agencies, an organization that harbors terrorists, teaches militant conflict with Israel and anti-Semitism in its schools, and perpetuates the Palestinian refugee issue as a source of tension”.

Despite evidence against UNRWA’s link to terrorism, UNRWA spokesman Chris Gunness unsurprisingly denies all claims. Yet the preponderance of evidence suggests that he is not being truthful.

Bedein’s organization has released yet another video recently, entitled “The UNRWA Road to Terror: Palestinian Classroom Incitement.” Here’s one UNRWA student’s testimonial, among others, that you’ll read in the article below, taken from the video: “They teach us in school that Jews are fickle, bad people. I am ready to stab a Jew, and drive [a car] over them.”

Members of the US House of Representatives are investigating incitement to terrorism in the UN Relief and Works Agency schools, Rep. Doug Lamborn (CO) told The Jerusalem Post on Monday.

“Congress has been asking questions about UNRWA for years, and it is important that we continue to do so until we are sure that the curriculum used and the teaching the children receive does not poison their minds,” Lamborn said.

“Textbooks and other materials that delegitimize Israel, denigrate the Jewish people, promote the ‘right of return’ through violent struggle, and glorify martyrdom must be banned.”

David Bedein, director of the Jerusalem- based Center for Near East Policy Research – which has provided material to Congress about UNRWA incitement – said, “Congress is going to begin an official investigation of UNRWA using some of our material to look at creating new standards for the organization.

While they cannot defund or get rid of UNRWA, which is ensconced in the UN,” they can advocate changes be made said Bedein, who also heads the center’s affiliated Israel Resource News Agency established in 1987.

Bedein sees getting rid of the agency as unrealistic and so is pushing for reform, particularly with its education system which promotes “war with Israel.”

The Center for Near East Policy is continually investigating UNRWA to promote accountability and transparency for the organization that serves the purpose of “keeping the Palestinian refugees as such by keeping alive the promise of return.”

Bedein’s organization released a new video, “The UNRWA Road to Terror: Palestinian Classroom Incitement,” showing youth that purportedly attend UNRWA schools voicing support for terrorism against Jews.

One UNRWA student named Arafat, from the Jerusalem neighborhood of Shuafat, says in the video, “They teach us in school that Jews are fickle, bad people. I am ready to stab a Jew, and drive [a car] over them.”

Another UNRWA student from Kalandia says, “Stabbing and running over Jews brings dignity to the Palestinians. I’m going to run them over and stab them with knives.”

Nur Taha, an UNRWA student in Kalandia, commented, “With Allah’s help, I will fight for ISIS, the Islamic State.”

UNRWA spokesman Chris Gunness responded to the charges, telling the Post, “As with many of Bedein’s previous films, in this latest he takes non-UNRWA facilities and falsely claims they belong to UNRWA. He shows teachers claiming they are from UNRWA when in fact they are not, and he plays the same tricks with students, often misrepresenting what they say in slanted translations.”…

At a facility in Judea of UNRWA, the UN body tasked with caring for “Palestinian refugees,” a festive ceremony was held on Monday honoring Abd al-Hamid Abu Srour, the 19-year-old Hamas terrorist who exactly a week ago bombed a bus in southeastern Jerusalem.

Journalist David Bedein, director of the Jerusalem-based Israel Resource News Agency as well as the Center for Near East Policy Research, told Arutz Sheva about the UN event to honor the terrorist who conducted the first bus bombing of the current terror wave, in which he died while wounding 15 victims.

The investigative journalist revealed that Israeli media consciously has been ignoring UNRWA’s ties to terrorism, and the Israeli government is culpable as well.

Bedein said he sent a film crew to capture “the festivities for the ‘martyr’ who fell victim, while encouraging the right of return,” in reference to how UNRWA works to keep “Palestinian refugees” from integrating in other countries as opposed to UN policy on all other refugees. UNRWA instead demands all five million descendants of Arabs who left Israel in the 1948 War of Independence be returned.

The event honoring Abu Srour took place “in a facility called Aida (near Bethlehem), a facility that at its gate has a huge monument of a lock and key symbolizing the hope of Palestinian return to the villages of 1948,” Bedein told Arutz Sheva.

This monument, noted the journalist, was paid for by funds that arrived from the German government, and a school at the facility was funded by the US, Canada, Sweden, Australia and other Western nations.

“The central topic of studies there is the right of return in context of the armed struggle,” he said, describing terrorist indoctrination at the site.

Bedein said that members of his film crew aren’t only documenting the UNRWA festivities celebrating the terrorist Abu Srour, but also are interviewing his family members. The movie they are preparing will soon be screened in front of American Congressmen.

“They are proud that he is a ‘martyr,'” the journalist said of the bus bomber’s family.

UNRWA ‘martyr’ schools

Speaking about documentation that his film crew previously conducted at an UNRWA school, he said the crew filmed and translated the textbooks studied at the organization’s educational institutions.

In the schools, “this entire topic of being a ‘martyr’ is thought to be very honorable. He (Abu Srour) graduated from the school there (at Aida), and all of his family members are studying there.”

“Currently there is quiet from the Israeli government, which is not stipulating the transfer of funds to UNRWA on the cancellation of the new study program that talks about the return in context of the armed struggled,” said Bedein.

He detailed how for the last 20 or so years there has been an alternate study program dealing with peace, but it has not been implemented in Palestinian schools at all and particularly not in UNRWA schools, because of the veto placed by the Palestinian Authority (PA) on the program.

“Shimon Peres talks about the alternate program all the time, but he just forgets to mention that as it happens it is not being implemented,” he added. “This is a program that was prepared as part of the Oslo (Accords) process as a study program meant to advance values of peace, but it is not being implemented.”

Israel blocking US law against terror indoctrination

Bedein also criticized Maj. Gen. (res) Amos Gilad, director of the Defense Ministry’s Political-Military Affairs Bureau.

He noted that Gilad “two weeks ago got up at the Truman Institute and spoke about (PA Chairman Mahmoud) Abbas’ aspirations for peace. I sent him a question (asking) what about the educational system, and he still hasn’t dealt with (the question).”

“There is no statement from the government of Israel demanding stipulation of this sort,” he said, calling for the transfer of funds to be conditioned on the end of the terror inciting educational program.

The journalist told Arutz Sheva that “this week there will be a hearing in the American Congress on the bill of the Chairman of the Middle East Committee in the House of Representatives to condition the transfer of funds to the Palestinian Authority on a change in the educational system.”

“The law still hasn’t been passed because the government of Israel still hasn’t given its support for it, and AIPAC is silent and in effect is killing the bill.”

Bedein concluded by noting that he sent a press release on the UNRWA celebrations for the terrorist Abu Srour to 600 journalists throughout Israel, and other than Arutz Sheva, not a single one contacted him back.

When he contacted them to confirm that the materials reached them, he was told that they did indeed arrive, but when he asked why they did not report on the celebrations he was not given an answer.

Strange. After Belgium there is a kind of silence. Those continuous Facebook posts blaming Israel and the Jews for everything have mostly gone underground, as journalists lie low, their opinions shattered into smithereens.

The War of Civilizations is well and truly here, right on our doorstep, for the entire world to see. These are not terror attacks. This is World War III in its incarnation of the enemy within: an asymmetric war that if not halted has the potential to go nuclear as Iran tests its long-range missiles with their leaders proclaiming “Death to the Jews” and “Death to Israel.”

Time has a way of blunting the past. Hitler was not a madman when he marshalled his people to carry out his plans. He had a carefully thought-out agenda which we later labelled the personification of evil. But before the Second World War politicians, intellectuals and decision-makers world-wide did not believe that he could possibly carry out his plans. No, appeasement was the solution until millions upon millions lay dead on the ground, burnt in ovens and even burnt and buried alive.

Then there were the genocides that the world ignored in Rwanda, Cambodia, Bosnia and Darfur. And the current war in Syria with millions dead, injured or displaced. Life is simply not valued.

Until now massive amounts of money have financed terror in all of its stages of growth.

Many madrassas are financed to promulgate a particular form of Wahhabism that teaches whole populations not to accommodate values that are not their own.

UNRWA finances millions who call themselves Palestinian refugees but are residents of Syria, Lebanon, Jordan and Gaza who were mostly born there. Most of this money is used for buying military materiel, training troops for warmongering and sending rockets into Israeli civilian areas, not for resettlement.

Part of the Arab minority in Israel are also financed by UNRWA with money used to brainwash whole generations in UN schools to hate Jews and Israel.

Then there is the Iranian nuclear industry now helped by a United States agreement with financing that is increasing the risk of nuclear war. There are millions being made in so many of these corrupt societies by those in control who stir up the pot, encouraging everyone except for their own children to die for their cause.

Now that the West is paying the price, the story is quite different. The West has the tools to stop this war in its tracks and allow the enemy to self-destruct. These tools are simply the control of money, the control of gold and the control of resources. Can large-scale murderous activities continue without money? Of course not. Even trading oil for black money can be stopped when the buyers are nations.

The average human being in most societies, we would like to hope, just wants to live out their life peacefully, not to be forced into a war situation. But either way, remove the money and most of the warmongering will self-destruct.

The world’s powers have obviously forgotten the mantra after World War Two and the Holocaust – “Never Again.” Or was it after the First World War – the Great War – The War to End All Wars?

This is the choice: Call it the War that it is, take action to cut the head off the snake by throttling its money and the resource supplies that it lives on. The alternative is that the West will be responsible for its own self-destruction.

Changing the mindset of its young resident enemy through re-education and tracking killers and their associates after events, as the West honestly believes is should do, is not the solution.

It is the weakness of the West.

TEL AVIV – Despite repeated promises to stop the incitement, United Nations teachers in the Palestinian territories are glorifying knife attacks against what they term “Jewish apes and pigs,” the Geneva-based NGO UN Watch reported.

The United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) has imposed temporary suspensions on some of its Palestinian educators but nevertheless many of them continue to incite to violence, including posting images on social media of Palestinians brandishing blood-soaked knives with epitaphs encouraging the murder of “Zionist and Jewish apes and pigs.”

Last year, UNRWA received a total of $1 billion US in funding, largely from the EU and US.

UN Watch’s executive director Hillel Neuer asserts that the disciplinary action that UNRWA is currently administering is clearly not working. “Giving a slap on the wrist sends the message that it’s business as usual. Instead, those who incite to racism or murder should be fired, under a zero tolerance policy,” he said in a statement.

UN Watch further called for donor countries, including the US and the UK, to establish an independent commission of inquiry to investigate UNRWA’s pervading culture of impunity for perpetrators of racism and incitement.

“The UN and top funders of UNRWA such as the United States government must act immediately to terminate employees who are inciting murderous anti-Semitism and fueling the deadly pandemic of Palestinian attacks against Israeli Jews that have claimed the lives of innocent men, women and children,” said Neuer.

Neuer continued, “It’s time to put an end to the pattern and practice of UNRWA school principals, teachers and staff members posting anti-Semitic and terror-inciting images, a recurring theme that suggests a pathology of racism and violence within UNRWA.”

He also slammed the practice of UNRWA Spokesman Chris Gunness to bury reports of incitement by boycotting newspapers and NGOs that dare to report on them. Gunness spearheaded a campaign to discredit the NGO, turning to Twitter in an “Appeal to journalists: Please don’t turn UN Watch baseless allegations about anti-Semitism into a ‘he said she said’ story. It is a non-story.”

According to Neuer, the educators’ incitement to violence is in “gross violation” of UNRWA’s own regulations. Recent examples on teachers’ Facebook pages include posts of graphic images of the bloodied corpses of Israelis and texts that extol the terrorists as sacred martyrs. One teacher posted an image of a woman wearing miniature knives as earrings and bore the caption, “New accessories for Palestinians.”

GENEVA, October 16, 2015 – UN staffers are using the imprimatur of their official positions to incite Palestinian stabbing and shooting attacks against Israeli Jews, with one UN-identified employee calling on Facebook to “stab Zionist dogs,” according to a new report issued today by UN Watch, the Geneva-based non-governmental organization that is accredited by the United Nations with the mandate to monitor the world body’s compliance with its charter.

UN Watch submitted the report today to UN Secretary-General Ban Ki-moon, UNRWA chief Pierre Krähenbühl, and U.S. Ambassador Samantha Power, whose government’s $400 million annual grant makes it the largest funder of UNRWA.

“The UN and top funders of UNRWA such as the United States government must act immediately to terminate employees who are inciting murderous anti-Semitism and fueling the deadly pandemic of Palestinian attacks against Israeli Jews that have claimed innocent men, women and children, aged 13 to 78,” said Hillel Neuer, executive director of UN Watch.

“Despite UNRWA’s promise, in the wake of our previous report, to take action and dismiss UNRWA perpetrators of incitement, there has been no accountability whatsoever,” said Neuer. “On the contrary, UNRWA’s main response has been to try and intimidate UN Watch.”

“We call once again on Ban Ki-moon and UNRWA to immediately terminate their employees who incite to murder. Moreover, we call for the establishment of an independent commission of inquiry, to include representatives of the U.S., the EU (gave $139 million), the UK ($95 million), and other top UNRWA funders, to investigate the culture of impunity for perpetrators of racism and incitement that pervades UNRWA.”

“UNRWA’s strategy of impunity, denial and deflection only enables more incitement and violence. It’s time to put an end to the pattern and practice of UNRWA school principals, teachers and staff members posting antisemitic and terror-inciting images, indicating a pathology of racism and violence within UNRWA that must be rooted out — and not buried, as UNRWA spokesman Chris Gunness has attempted to do by calling for boycotts of newspapers or NGOs that dare to report these incidents of hate,” said Neuer.

“We’re urging the UN to finally recognize that these despicable posts, published on Facebook accounts run by people who openly identify themselves as UNRWA officials, constitute a gross violation of the International Covenant on Civil and Political Rights, which prohibits incitement to discrimination, hostility or violence,” said Neuer.

The picture was deleted after it was first exposed by the blogger Elder of Ziyon, though UNRWA has never condemned the incitement or announced any punitive action.

Recommendation: UNRWA should fire Hiba Miari for using the name of UNRWA on an account that glorifies and romanticizes violent acts of terrorism.

4: UM KARAM, UNRWA TEACHER, GLORIFIES STABBING SERMON

Um Karam, who identifies himself on his Facebook page as a teacher at UNRWA (screenshot above), posted the infamous video of mosque sermon in which Sheikh Abu Rajab pulled out a knife and, with violent stabbing motions, exhorted Palestinians to murder Jews in the name of Islam.

Recommendation: UNRWA should fire Um Karam for using the name of UNRWA on an account that promotes murder and terrorism.

5: SOUHAIB FAYYAD

Souhaib Fayyad, who identified on Facebook as part of UNRWA, celebrated the stabbing of Israeli Jews by turning his Facebook profie picture, on October 12th, into an image of a dagger, morphed out of the Facebook “Like” icon. UN Watch captured the image below before it was removed. Fayyad’s actions were documented by the blogger Elder of Ziyon, and his UNRWA-linked Facebook page has since been deactivated. UNRWA has never condemned its employee’s incitement or announced any punitive measures.

Recommendation: UNRWA should fire Souhaib Fayyad for using the name of UNRWA on an account that promotes and condones murderous acts of terrorism.

Maen Dajani, identifying himself on his Facebook page as a teacher with UNRWA, joined in the PA-Hamas campaign to demonize Israeli self-defence against stabbings as “executions of teenagers,” when he shared a post on October 14th (screenshot below) purporting to illustrate that Israeli media had photoshopped a knife into the hand of a 15-year-old “martyr” who attempted to stab an Israeli. Dajani, who failed to reply to another user’s comment on his post in which the photoshop claim is conclusively refuted, was first exposed by the blogger Elder of Ziyon.

Recommendation: UNRWA should fire Maen Dajani for using the name of UNRWA on an account that excuses violence and terrorism.

On October 9th, this UN employee shared a post on his timeliine calling for a “Third Intifada” (see three hashtags below) and then, on the same day, turned his profile picture into the violent image of a masked stone-thrower (see below), as first exposed by the blogger Elder of Ziyon.

Most of the Palestinian camps in Lebanon and Syria have long served as large weapons warehouses controlled by various militias belonging to different groups. This has been happening while the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA), which is formally in charge of the refugee camps, continues to look the other way.
The 120,000 Palestinians living in Ain al-Hilweh are “unfortunate” because they are not being targeted by Israel. Otherwise, there would have been an international outcry and the UN Security Council would have held an emergency session to condemn Israel and call for an immediate cessation of hostilities. Instead, Ain al-Hilweh may soon fall into the hands of Al-Qaeda and Islamic State terrorists.
The Syrian Army has also been dropping barrel bombs on the camp almost on a weekly basis. But because Israel cannot be blamed, Palestinians killing Palestinians is not something that the international media and community are interested in.
Instead of admitting their responsibility for turning the camps into military bases, Palestinian leaders often prefer to blame others, preferably Israel, for the plight of their people.

Palestinians are once again paying a heavy price for allowing terror groups and armed gangs to operate freely inside their communities. But this is not happening in a refugee camp in the West Bank or the Gaza Strip. Rather, it is taking place in Lebanon, one of three Arab countries that host hundreds of thousands of Palestinians.

This explains why the international media and human rights organizations have shown little interest in what is happening inside the largest Palestinian refugee camp in Lebanon, Ain al-Hilweh.

For the past two weeks, dozens of Palestinian families from Ain al-Hilweh have fled their homes after fierce clashes that erupted between Fatah militiamen and terrorists belonging to a radical Islamist gang affiliated with Al-Qaeda and Islamic State.

The UN Security Council has clearly not heard of the fighting in Ain al-Hilweh. That is why it has not even issued a statement expressing “concern” over the plight of the Palestinians in the camp.

The international media, for its part, has thus far shown little interest in the story. Why? The answer, as usual, is simple: No Israeli involvement.

The 120,000 Palestinians living in n Ain al-Hilweh are “unfortunate” because they are not being targeted by Israel. Otherwise, there would have been an international outcry and the UN Security Council would have held an emergency session to condemn Israel and call for an immediate cessation of hostilities.

But, because Israel cannot be blamed, Palestinians killing Palestinians is not something that the international media and community are interested in.

The clashes in Ain al-Hilweh have so far resulted in the killing of four Fatah militiamen. At least 35 people were wounded in the fighting, which has been described as the worst in years. According to eyewitnesses, the rival parties have used various types of weapons to attack each other, including rocket-propelled grenades.

The four dead men have been identified as Fadi Khdeir, Ala Othman, Rabi Mashour and Hussein al-Saleh.

The latest round of fighting in Ain al-Hilweh began after Islamist terrorists tried unsuccessfully to assassinate Abu Ashraf al-Armoushi, a senior Fatah security commander. Earlier, the terrorists managed to kill another top Fatah official, Talal al-Urduni.

Palestinian refugee camps in Lebanon have always been considered “extraterritorial” zones, managed exclusively by various armed groups. The Lebanese police and army have no role in maintaining law and order inside the camps. As in most similar situations, where armed clashes have erupted inside refugee camps, all that is left for the Lebanese Army to do is monitor the situation from a distance.

In 2007, however, the Lebanese Army was forced to intervene to stop armed clashes at another refugee camp, Nahr al-Bared. Dozens of people, many of them soldiers, were killed in the fighting, which also resulted in the near destruction of the camp. Nearly 30,000 Palestinians were displaced, and Nahr al-Bared remains a closed military zone.

Residents of Ain al-Hilweh are worried that they will meet the same fate as Yarmouk refugee camp in Syria. Yarmouk was once home to some 200,000 Palestinians. Today, the number of the residents has dropped to 12,000. Hundreds of Yarmouk residents have been killed and injured in fierce fighting between rival militias during the past four years. The Syrian Army has also been dropping barrel bombs on the camp almost on a weekly basis.

Yarmouk, Nahr al-Bared and Ain al-Hilweh continue to pay an extremely heavy price for agreeing to turn their camps into military bases. Most of the Palestinian camps in Lebanon and Syria have long served as large weapons warehouses controlled by various militias belonging to different groups. As the fighting in Ain al-Hilweh shows, the Palestinians have once again fallen victim to what many of them describe as the “chaos of weapons.” It is this type of anarchy that allowed Hamas to expel the Palestinian Authority from the Gaza Strip in 2007. Refugee camps in the West Bank and Gaza Strip are also full of weapons and gunmen belonging to various groups, including Fatah and Hamas.

Maher al-Shawish, a Palestinian writer and political analyst from Lebanon, says that Ain al-Hilweh is now facing a serious humanitarian crisis due to the ongoing fighting. “If you see the destruction inside the camp, you will realize that it is facing a real catastrophe that needs to be stopped immediately,” al-Shawish said. “The clashes are disgraceful for the Palestinian cause.”

But instead of admitting their responsibility for turning the camps into military bases, Palestinian leaders often prefer to blame others, preferably Israel, for the plight of their people.

Ain al-Hilweh may soon fall into the hands of Al-Qaeda and Islamic State terrorists. Yet instead of facing this threat and calling on the international community to assist in foiling the terrorists’ plan, Gen. Subhi Abu Arab, a top Fatah security commander in Lebanon, chose to hold Israel responsible. Needless to say, Israel has nothing to do with the latest round of fighting in Ain al-Hilweh or the “chaos of weapons” inside Palestinian refugee camps.

Still, Palestinian officials such as Gen. Abu Arab never miss an opportunity to lay the blame at Israel’s door. They also continue to lie to their people by claiming that Israel is behind Islamic State. Referring to the clashes in Ain al-Hilweh, Gen. Abu Arab had no problem explaining that, “This is a Zionist scheme to eliminate the right of return, displace the Palestinians and stir trouble inside the camp by using a fifth column.”

As long as Palestinian and Arab leaders continue to believe conspiracy theories and refuse to wake up to the reality of the dangerous situation inside the refugee camps, the Palestinians of Ain al-Hilweh, like those of Yarmouk, sadly will face a bleak future.

The U.S. has provided approximately $5 billion to the Palestinians in bilateral aid since the mid-1990s and about $540 million this year. The EU added more than €500 million ($558 million), making it the largest single-year donor. Why should Palestinian Authority (PA) not have to pay the bill for its own savage behavior? And why is the U.S. so determined to protect it?
According to the deputy head of UNRWA, the organization needs $101 million in order to open schools on time. Why does the Hamas government not pay for its own children to go to school? And why does the Hamas government not pay for the repair of its own people’s houses? UNRWA and the U.S. government seem to believe that the PA and Hamas cannot be expected to spend their own funds — or donated funds — on the needs of their own people. Hamas can therefore use all its funds to make war.
As long as Hamas and the PA are permitted both to spend sponsors’ money on terrorism and warfare while escaping responsibility for the needs of their people, and as long as Iran is a key donor — with all the temptations, means and opportunity to “wipe Israel,” as it repeatedly threatens to do — the idea of a U.S.-led “peace process” is fantasy.

The Obama Administration has made it clear that it will not pursue Israeli-Palestinian “peace talks” while the Iran deal remains fluid. But as the President heads into his last year in office, the “two state solution” apparently remains an important political aspiration. The Iran deal and the “peace process” are linked by concerns over Iranian behavior on the non-nuclear front, and concerns about American willingness to remain the sort of ally Israel has found it to be in the past.

The following stories — all involving money and how it is spent — should be understood together:

First, the U.S. Department of Justice this week asked a judge to “carefully consider” the size of the bond he requires from the Palestinian Authority (PA) as it appeals the award of damages to the victims of six terrorist attacks that killed and injured Americans in Israel. Concerned about the possible bankruptcy of the PA, Deputy Secretary of State Antony J. Blinken added a statement to the Justice Department filing, saying, “A P.A. insolvency and collapse would harm current and future U.S.-led efforts to achieve a two-state solution to the Israeli-Palestinian conflict.”

The Palestinian Authority was proven in a U.S. court to have organized and paid for terrorist attacks that killed Americans and Israelis. The U.S. has provided approximately $5 billion to the Palestinians in bilateral aid since the mid-1990s and about $540 million this year. Second, UNRWA (United Nations Relief and Works Agency for Palestine Refugees in the Near East), which maintains camps for Palestinians in Gaza, Lebanon, Syria and parts of the West Bank, released a broadside last week entitled, “Infant Mortality Rises in Gaza for the First Time in 50 Years.” Subhead: “UNRWA’s Health Director says the [Israeli and Egyptian] blockade may be contributing to the trend.”

Such a rise would be a terrible thing, and Israeli culpability would be terrible also. But is it true? It takes only a few clicks of the computer keys to find out.

Palestinian infant mortality in the West Bank and Gaza has been on a straight downward slope since 1968. Using CIA Factbook figures, infant mortality was 158 per 1000 from 1950-55; 87 per 1000 in 1968 (using an Israeli government publication); 25 per 1000 in 1985-90; and is at 14 per 1000 today in Gaza. Where is the rising trend? The UNRWA release came from an article entitled “Increasing Neonatal Mortality among Palestine Refugees in the Gaza Strip,” published by PLOS ONE, an “open access” online journal.

The study itself notes, “These estimates are based on small numbers of deaths, and the confidence intervals are wide, so the infant mortality rate could in fact be stable or continuing to decline” (emphasis added). Yet its conclusion reads, “In conclusion, we have estimated that, for the first time in five decades, the mortality rate has increased among Palestine refugee newborns in Gaza, and this may reflect inadequate neo-natal care in hospitals.”

An Israeli website that evaluated the entire study caught the inherent contradiction. “They didn’t have enough data to reach the conclusion they did… Those two statements have no place in a serious scientific paper and would merit its immediate rejection.”

Third, having dispensed with scare mongering about infant mortality, let us turn to the other UNRWA broadside of the week: “Without New Cash, UNRWA Schools Won’t Open.” According to the deputy head of the organization, UNRWA needs $101 million in order to open schools on time.

Why does the Hamas government not pay for its own children to go to school?

This is similar to a story last January, in which UNRWA suspended the repair of Palestinian houses in Gaza because of a shortage of international donor money, and it raises the question: Why does the Hamas government not pay for the repair of its own peoples’ houses?

It is UNRWA’s belief — like that of the U.S. government, apparently — that Palestinian governments, including the one on the U.S. list of sponsors of terrorism, have to be protected from the consequences of their own war-making, support for terrorism, and thievery. UNRWA and the U.S. government seem to believe that the Palestinian Authority and Hamas cannot be expected to spend their own funds — or donated funds — on the needs of their own people.

Which brings us to Iran; the only country working assiduously to ensure that its client, Hamas in Gaza, gets the assistance it needs to meet its goals, and then meets those goals.

According to Israeli government sources, Iran’s most recent assistance includes “cash, military training for Hamas fighters, weaponry, and electronics equipment including for use against Israeli drones… Hamas has also been training fighters in the use of anti-tank and anti-aircraft missiles, and is training recruits to fly paragliders across the border.”

UNRWA and Iran, with a supporting role played by the United States, have long made it possible for Hamas and the PA to spend other people’s money building more tunnels, arming multiplemilitias, paying “salaries” to convicted terrorists in Israeli jails, and improving the quality of their rockets and missiles. They know — and Israel knows — that between the Israeli government and the international aid agencies including, but not limited to, UNRWA, no Palestinians will starve, no one will go without medical care, no one will go homeless (except those homeless because Hamas confiscated about 20% of the cement and steel meant to restore Gaza houses damaged in last year’s war). Hamas can therefore use all its funds to make war.

New documentary asserts Hamas has taken over UNRWA

The Center for Near East Policy Research displayed in a new documentary how Hamas exploits children, transforming them into terrorists, and has taken over UNRWA facilities in the Gaza Strip.

Utilizing children under the age of 15 as soldiers is a war crime according to the International Criminal Court at The Hague and is a clear human rights violation that goes contrary to the UN Convention on the Rights of the Child. However, a new documentary produced by the Center for Near East Policy Research titled Children’s Army of Hamas shows that Hamas is doing just that. In the firm, it is noted that 17,000 minors have been reportedly drafted from UNRWA schools in order to become Hamas terrorists. They are taught by Hamas how to use lethal weapons in special camps.

As one youngster stated in the video, “We’re being trained to be warriors to fight the evil Israeli presence. In this military camp, we studied jihad, determination, to trust Allah and other Islamic values.” Another Hamas child terrorist declared, “We learned weapons training and joined the War Games camp to end the Zionist aggression.” Still yet another child emphasized, “I was trained to be a warrior to liberate my land.” While a great many of the children in the video appear to be teenagers, others look much younger, like around elementary school age.

Hamas terror leaders have confirmed that they exploit children by utilizing them to wage war against Israel. Hamas Education Minister Osama al Mizini added, “Each year, we are progressing. We will develop our programs (war games) to a stage where youngsters will be skilled in weaponry.” Even more disturbingly, Hamas Minister of Religion Ismail Radwan demonstrated that UNRWA is cooperating with Hamas to pursue this cynical aim of exploiting children, proclaiming, “The Hamas Charter is part of the program that we teach—insurrection, faith, and education. The charter outlines our reason to fight. It represents our principles for liberation. Hamas’ relationship with UNRWA is good, very good! We assist UNRWA and Hamas cooperates with UNRWA on many levels. Now a direct connection exists between UNRWA and Hamas.”

“While the world focuses on the dangers of a nuclear Iran, few take notice of the takeover of UNRWA refugee facilities by Iran’s allies, which openly trade humanitarian supplies in exchange for munitions and cement to dig new attack tunnels, running schools whose curriculum is preparing UNRWA pupils for war,” the Center for Near East Policy Research told JerusalemOnline. “New Palestinian school books used by UNRWA explicitly indoctrinate half a million students to take up arms to liberate all of Palestine as the only solution to the Middle East conflict, imbuing them with a reverence for jihad and martyrdom.”

The Center for Near East Policy Research noted that the budget from UNRWA does not come from radical Islamists, but rather donor nations such as the United States, the United Kingdom, and Canada. Nevertheless, despite this fact, they emphasized that the Hamas terrorist organization has engaged in military training for children inside of UNRWA facilities and children studying at UNRWA schools are indoctrinated to support terrorism by being taught the values of “jihad, martyrdom, right of return and the liberation of Palestine, all of Palestine.”
