Despite an acknowledged problem with insufficient training, groups like the Council on American-Islamic Relations (CAIR) seek to censor any mention of Islamic radicalization from American law enforcement and military training.

In 2004, the FBI’s official definition of radicalization was “the process of attracting and possibly converting inmates to radical Islam.” They since have been pressured to change the term to “violent extremism.”

Removing warning labels from canisters containing caustic material does not render the substance inside harmless. It only increases the risk of a deadly incident. Toxic waste spills are often the result of carelessness.

Here in the United States, it is imperative that the Justice Department and the FBI revise the Correctional Intelligence Initiative Program to include the proper vetting of clergy and a post release component to track people who were radicalized or previously incarcerated for terrorist crimes. The initiative started in 2003 with a mission to “detect, deter, and disrupt efforts by terrorist and extremist groups to radicalize or recruit within all federal, state, territorial, tribal and local prison populations.”

The initial reports regarding Islamic terrorist Karim Cheurfi, the man responsible for the latest attack that killed French police officer Xavier Jugele and wounded several others, contained the all-too-familiar phrase – “known to authorities.”

What actually was known? Cheurfi had a predisposition for violence, animosity toward authority – he had tried to kill police officers twice before – and a sense of alienation. They also knew that he had spent a significant period of his life in a place that some authorities called a radicalizing cauldron, the French prison system. Inside those prisons, a small group of Islamic terrorists was effectively radicalizing other inmates who came in as petty criminals with no religious leanings, said Pascal Mailhos, past director of France’s domestic intelligence agency.

Mailhos’ warning proved prophetic as French prisons spawned terrorists like Mohammed Merah, who in 2012 murdered police officers and Jewish school children in Toulouse, and Amedy Coulibaly, who killed a police trainee before storming the Hyper Cacher kosher supermarket and killing four hostages. Charlie Hebdo attacker Said Kouachi, like Karim Cheurfi, came out of the joint radicalized and ready to kill law enforcement, military personnel and innocent civilians in the name of Allah.

This problem is not unique to France. Former inmates who turned to the violent path of jihad plotted or carried out terrorist attacks in the United States, Belgium, Canada, Denmark, Germany and the United Kingdom.

For some, particularly for those who have spent time in prison, the radicalization process from conversion to violence is more accelerated. “Some individuals, particularly those who convert in prison, may be attracted directly to jihadi violence…for this group, jihad represents a convenient outlet for (their) aggressive behavior,” the Central Intelligence Agency said in a report, “Homegrown Jihad – Pathway to Terrorism.”

When you combine the ingredients of violent aggressive behavior, animosity toward authority, incarceration, and radical Islamic ideology, you will almost certainly produce a deadly toxin. French prosecutor Francois Molins insisted that Cheurfi showed no signs of radicalization prior to the attack. Missing the signs could be the result of bad eyesight or, a lack of training. “We don’t have anyone trained for anti-radicalization,” said David Dulondel, the head of the union representing officers at France’s Fleury-Merogis maximum security prison. “We can’t say whether someone is in the process of radicalizing or not.”

Prison radicalization should not be treated this way. We must put the tools in place to monitor and control this threat. Others have done it. Following last month’s Westminster Bridge attack by Khalid Masood, British authorities announced the formation of a task force that will combine intelligence, law enforcement, corrections and probation personnel to look at literature, clergy, and other influences available in prisons. The task force will also closely monitor recently released inmates for changes in behavior or association with known radical mosques or people. France, which has suffered its share of jihadi violence carried out by ex-inmates, had to admit that its program to address prison radicalization had been an utter failure. Yet it has not made any significant changes.

Here in the United States, it is imperative that the Justice Department and the FBI revise the Correctional Intelligence Initiative Program to include the proper vetting of clergy and a post release component to track people who were radicalized or previously incarcerated for terrorist crimes. The initiative started in 2003 with a mission to “detect, deter, and disrupt efforts by terrorist and extremist groups to radicalize or recruit within all federal, state, territorial, tribal and local prison populations.”

Failure to effectively address the ongoing threat is not an acceptable option. At some point there will be a price to pay.

If one were to find a single question that defines the geo-politics of our age, it might well be the question Farhana Qazi has been asking herself for almost 20 years: why do so many Muslims kill in the name of their religion?

If she has not found all the answers, Qazi has done much to facilitate our understanding of the issues, primarily as they relate to Muslim women and the rise in women extremists. A Muslim herself, she has worked largely behind the scenes: at the Counter-Terrorism Center in Washington, D.C.; at the Rand Corporation think tank; as an instructor on terrorism for the U.S. military; and as an author. Her work has taken her back to her native Pakistan, where she has immersed herself in the lives of Muslim extremist women, met with the mothers of suicide bombers, come to know women who have endured imprisonment, and shared stories with women who, in her words, “have tried to break the barriers of patriarchy and patrilineal traditions.”

Born in Lahore, Pakistan, Qazi came to America with her mother at the age of 1, joining her father who was already working in Tennessee. Soon after, the family moved to Austin, Texas, which Qazi considers her hometown. Her work since then, both in the service of her country and as a beacon for moderate Muslims seeking to reconcile their beliefs with the violent extremism facing the world, has received lavish praise and numerous awards. She is now working on a book that examines why Muslims turn violent, and the ways in which recent political events contribute to violent extremism.

She told us her story in a recent interview, and shared her crucial insights on radical Islam, women terrorists, and where we stand now in the face of the radical Islamist threat.

Abigail R. Esman: Why did your family move to the U.S., and how old were you at the time?

Farhana Qazi: My father came to the U.S. because it was his dream since he was a child. He admired Western values and later, he worked with American clients when he was a young accountant in Lahore, Pakistan. He came to the U.S. (to the rolling hills of Tennessee to pursue an MBA), and thanks to Al Gore, my father was allowed to stay in this country to work after his student visa expired. Gore wrote a letter on my father’s behalf. I was a year old when I moved here with my mother. I barely remember my birth city, Lahore – the cultural nerve of Pakistan. I lived in a small town in Tenn. before moving to the capital city of Austin, Texas, my childhood home.

ARE: How important was religion to you growing up?

FQ: My parents were born Muslim but their practice was liberal, almost secular. My father is an intellectual and philosopher who admires all religions; he values the Ten Commandments that came from Moses. He idolizes the principles of Buddhism and he believes in the Christian concept of charity. My father has raised me to be a “humanist” rather than a Muslim. I embraced Sunni Islam later in life

ARE: Many women in Pakistan face oppression, forced marriage, and family violence. How do you explain the freedom you have had in your life?

FQ: I am blessed to be an American Muslim woman. My father often tells me he came to the U.S. for me; because I am a girl from a middle-class family in Pakistan who would not have had the same opportunities in life had I lived in a country with patriarchal norms, age-old customs, and traditions, most of which deny girls and women their basic rights in Islam. Culture trumps religion in Pakistan. But it’s not true in America, where I can practice faith openly or privately. Because I am free in America, I chose a male-dominated field – in the 1990s, counter-terrorism work was dominated and dictated by men mostly. Often, I was the only female speaker at international conferences and addressed why Muslims kill in the name of my religion. Now, there are more women in the CT field, but at the time, I was not only female, American, but also Muslim – the combination of the three made me stand alone, which is a blessing in disguise. I welcome the opportunity (and attention) for speaking on a subject that I understood. And that’s how my father raised me: to be a bridge between the East and the West. To learn from both worlds, both cultures and to close the gap of misunderstanding.

ARE: Was having that freedom part of what has guided you in your work?

FQ: Yes, my unique cultural and linguistic background made me marketable for the intelligence community. There were no female Muslims in the Counter-Terrorism Center. I believe I was hired to help the Center understand the extremists’ narrative, rhetoric, and recruitment patterns. Later, upon leaving the Center, I joined the RAND Corp as a policy analyst-researcher and traveled to the Muslim world to engage local communities. Because I understand both cultures, I have been able to speak to women who might have not been accessible to other American men or women. When I trained the U.S. forces as a senior instructor, I received the highest honor – the 21st Century Leader Award from The National Committee on American Foreign Policy (NCAFP) in 2012 for my service as an American Muslim woman – when I was presented with the award, I was told that because I knew how to serve the U.S. government as a woman and Muslim is the reason why I was chosen for the award.

ARE: You in fact began working in the area of counterterrorism and issues surrounding the lives of Muslim women very early in your career. What motivated this?

FQ: My mother is a war hero to me. She joined the Pakistani Army when she was barely 20 years old to fight for Kashmir. In the 1960s, Pakistan was at war with India for the second time to fight for the valley of Kashmir. My mama, barely five feet tall and a petite frame, volunteered for the Army and trained at Qaddafi stadium in Lahore, holding a British .303 rifle which was taller than she was. She often told me, “I wanted to prove to my country that women can fight, too.” She was raised in a country at a time when women and girls had few career choices and were often bound by familial responsibilities. But not my mother, who dreamed of being a politician had she not married my father and then settled in the U.S.

ARE: Mostly, you’ve focused your work on women.

FQ: I’d say my work focuses on understanding radical Islam and the divisions in the Muslim world today – a broken mass of billions blinded by age-old customs, traditions, and patriarchal norms steeped in ancient cultures. I’m trying to understand the way that Islam has been destroyed by splinter groups, religious fanatics, and hardline conservatives, issuing fatwas that oppose women’s rights. I’ve come to learn has that while terrorists claim to empower women, the reality is that women are cannon fodder or a ‘riding wave of terrorists’ success.’ In the end, women don’t matter, which begs the question: why do they join?

ARE: Then for many years you worked at Rand. What did you do there?

FQ: Research on Al Qaeda networks and the female suicide trend that began to capture headlines in the conflict in Iraq. I was the first to predict that there would be a series of bombings by women – I wrote my first op-ed on the subject in The Baltimore Sun, predicting more attacks. Women were an anomaly so no one paid attention, until females strapped on the bomb. And then a Newsweek piece caught the attention of multi-national forces in Iraq and the U.S. embassy. Suddenly, we began to pay attention to a trend that would continue to this day, though I have been saying this for the past 17 years: women are deadly, too.

ARE: And the Counter-Terrorism Center.

FQ: I was the first American Muslim girl to be hired. I was 25 years old.

ARE: How serious is the problem of Muslim women extremists right now? Is it a threat that is growing?

FQ: This is an ongoing threat that is shielded by men. We don’t hear of attacks by women because it is unreported. For example, I know from my U.S. military contacts that there were a number of Afghan women strapping on the bomb and I am writing about this in a chapter for my next book on female terrorists, but that phenomenon was not reported. Because we don’t hear of it in the news doesn’t mean it’s not happening. The real concern is women who support extremist men – women have done this since the Afghan jihad. Women write in jihadi magazines. Women raise their children to be terrorists. And women stand by their radical men. This is nothing new.

ARE: Are Muslim women in the West generally more or less likely to radicalize than their counterparts in the Islamic world?

FQ: Western women have different challenges; the main concern for a Muslim girl or woman in the West has to do with identity. Often, girls who join ISIS are trapped between two opposing cultures and societies – the life at home and their life outside the home (at school, for example).

One of my chapters in my new book is called “The Denver Girls” – I remember visiting with the community that was affected by the three East African girls who boarded a plane to join ISIS but were brought back home (the father of one of the girls reported his daughter missing). A Sudanese woman I interviewed told me that ISIS empowers our girls, and I can see why. Because many Muslim girls living in the West are still bound by cultural (read controlled) rules and have little freedom outside of their home environment; they aren’t allowed to ‘hang out’ with Western friends and these girls certainly don’t have the same opportunities as their brothers or male cousins. In these cases, girls look for alternatives, which terrorism provides.

Further, I believe the teachings of Islam (which I live by: peace, compassion and mercy) are not preached or taught at home. When Muslims have spiritual pride and believe that God’s love is only for the select few, then this teaching restricts children in many ways: they are unable to cope in a Western society and compelled to stay within their own communities, which makes girls more vulnerable to extremist recruitment and makes them feel they do not belong.

ARE: What are some of the major reasons you’ve found that explain the phenomenon of female Muslim terrorists?

FQ: No two Muslim female terrorists are alike. And while the motives will vary, I do believe that patterns don’t lie. Contextual clues are important indicators for violence, and by context, this would include a girl’s home (private) and public life; her exposure to violence or trauma or abuse; her access to violent messaging online and the time she spends reading and engaging with violent individuals in the digital space; a personal tragedy (did she lose someone to violence?); and much more. I’ve learned that there is no “aha” moment or trigger point but a sequence of triggers and “aha” moments that lead to the path of violence.

ARE: Based on your expertise, what do you think of Trump’s “Muslim ban” or travel ban?

FQ: The travel ban may have the adverse effect. I believe in protecting our country from external threats. What worries me is that the threat is already here. If we look back at attacks or attempted attacks over the past decade, radical Muslims have been living in our midst. [Orlando shooter] Omar Mateen, [San Bernardino killers] Syed and Tashfeen Farook, [Chattanooga shooter] Muhammad Youssef Abdulazeez, [Fort Hood shooter] Nidal M. Hassan, and more. Many of these terrorists were not from the countries listed in the travel ban. What we need is greater civic involvement and community policing.

ARE: Have you experienced threats of any kind in relation to your work?

FQ: I have been warned to change careers and not talk about Muslim terrorists. But to do that would be to ignore the realities of our time. As a devout Muslim woman, who still believes in Islam’s core message of peace, I have to acknowledge that there are Muslims who kill in the name of Islam, manipulating the faith for political or personal reasons. And these individuals, male or female, need to be stopped and countered by Muslims, too.

ARE: In the now-infamous words of Mitch McConnell, “she persisted.” Why do you persist?

FQ: My father taught me the word “persistence’ when I was a young girl in Texas. He often said, “every challenge is an opportunity,” which made the word “persist’ a positive term in my mind. To persist is to succeed and to succeed is to make a difference. I live by the maxim: lead a life of service – and the only way to do that is to persist.

In their zeal to “Jump on Trump,” is our media — not to mention their 9th Circuit cohorts — doing an immense disservice to the American public by obfuscating, effectively censoring, serious discussion of Islamic immigration and what to do about it?

It’s a global problem, surely, and we have a lot to learn from the mistakes of the Europeans who — according to the latest polls — are expressing serious regrets about their open-border immigration policies.

Several countries are beginning to return their migrants, sometimes offering economic incentives.  And you can see why, reading last Friday’s report from the Gatestone Institute:

Several young  gang-rapists started laughing in a Belgian court while yelling:

“women should not complain, they should listen to men.”

The seven ‘men’ were seen in a video where they are standing around an unconscious girl who is lying on a bed, then seen pulling down her pants and raping her. Also in the video, they are dancing around the victim and singing songs in Arabic.

I imagine they’ll be getting some “extreme vetting.”  Let’s hope so anyway.  But does this “extreme vetting” go far enough? In America’s case, it’s complicated by the fact that Trump’s original seven countries in his travel ban are rather circumscribed and arbitrarily limited, despite having been the seven singled out by Obama. As we have seen on multiple occasions, second-generation jihadists come from all over Western Europe, like two of the above un-magnificent seven, not to mention North Africa and the obvious omissions of Saudi Arabia and Pakistan.  They come from Russia and the Far East as well. Shouldn’t they all be on the list?  Yes, I realize the seven countries were chosen because at least some keep no verifiable records of who’s coming and going.  But I’m not sure that matters.  These days identities are more easily forged than ever.  The Daily Beast reports you can buy an undetectable UK passport from the Neapolitan Camorra.

So can “extreme vetting” finally do the job it’s supposed to do? What is the real extent of its capability?

Marine/contractor Steven Gern’s video from Iraq (before being asked to leave) is viral for a reason. Gern has an authenticity and seems to be telling the truth, two truths actually, and those truths are, to say the least, uncomfortable.  One is that many Iraqis (I would assume most Middle Easterners) hate Americans despite all we may have tried to do for them and would kill us if they had any opportunity. The second is that they are master dissemblers (remember taqiyya?) and are willing to wait years, all the while seeming perfectly pleasant, before acting on their hatred. This does not augur well for immigration, to put it mildly.

Given this dissembling/taqiyya that Gern speaks of, we do have some serious”extreme vetting” to do.  It’s almost impossible to see how it can be done without the most detailed attention. Obama, Hillary and Kerry did less than zero to improve the situation. They either exacerbated or ignored it, mostly the former.

Trump asked for a 120-day travel ban, a tiny length of time under the circumstances, to try, in his words, to figure out what’s happening.  But his rapacious opponents in the media (and the judiciary), slavering like a pack of morally narcissistic wolves, would have none of it. He was not to get one day.

Did they have another suggestion?  No, of course not.  Their suggestion comes down to this: anything but Trump.  Forget reason.  Forget what’s left of their own thoughtfulness.  Forget the safety of the American people and the world.  The Orange Man must pay.  He’s too vulgar… or something.  Maybe one of his daughter’s shoes gave someone a blister.  Or Stephen Miller was too rude to one of his high school teachers. Something significant like that.

Meanwhile, the media in its fact-finding mission does nothing to help us because it finds no facts, other than scurrilous gossip about Trump. That’s all they seem to look for. Their myriad liberal and progressive pundits make no suggestions either, contribute no fresh ideas (have you noticed?) to the fight, as if the status quo were just fine with them.  (This is true of many conservative pundits too — no thoughts on what to do about radical Islam.) It’s a mixture of selfishness and envy from which we all lose. Let our children or our children’s children deal with it.   (And they will.)  There may be a jihad in the big world, people being raped and having their throats cut, bombs going off, trucks driving into crowds of innocent tourists, but to our media, the only jihad worth fighting against is against Trump.

The good news is that there are plenty of non-profits, including Muslim ones with an unequivocal stand against Islamism that deserve the grant money. These organizations generally lack financial support from which to build a network, provide services, etc.

If certain Muslim nonprofits choose to put politics and ego above fighting extremism, then there are plenty of other options for these grants.

In a revealing trend, four nonprofits groups involved with the Muslim-American community have rejected federal funding for countering violent extremism. For these groups, their image — as well as making a political point – is a higher priority than fighting radical Islam and helping their communities.

The four Muslim groups had been privileged to receive Homeland Security grants to support their efforts to “counter violent extremism,” a generic and politically-correct term that the Obama Administration used to avoid verbiage related to Islam.

Now, these groups are willing to sacrifice that funding and cut their programs just to stick it to President Trump. Their form of protest is not to use their voices, but to try to show how bad President Trump is by increasing the suffering and danger for their constituents and country more broadly.

An organization for Somali youth in Minnesota named Ka Joog is rejecting $500,000 that was supposed to promote education, prevent radicalization, drug use and other harmful activities. Whether you agree with the premise that radicalization is caused by those problems or not, the fact is that Ka Joog chose to deny help to Somali youth in need.

Apparently unaware of how ridiculous his sentence sounded, executive director Mohamed Farah said the decision was made because President Trump is “promoting a cancerous ideology.” Yes, he actually said he’d decline an opportunity to fight the cancerous ideology of radical Islam because he is offended by the so-called “cancerous ideology” of President Trump.

One local Somali activist with a record of standing against radical Islam, Omar Jamal, said he disagrees with President Trump but “the community desperately needs the money” and it’s better to work with the government as best you can, regardless of politics.

A group in Michigan, Leaders Advancing and Helping Communities, won’t take $500,000 because it believes President Trump’s counter-extremism programs involve spying on Muslims. The group provided no evidence that accepting the money would actually require them to do that.

The organization’s programs involve public health, human services, youth development and education. They will suffer because of a hypothetical requirement that hasn’t happened yet or even been proposed by the Trump Administration.

The third group to join in, Unity Productions Foundation of Virginia, was offered $400,000 to develop films featuring Islamic scholars condemning terrorism and Muslim-Americans contributing to society.

Muslim-American leadership regularly complains that Islamic condemnations of terrorism do not get adequate attention and the public doesn’t seeing how Muslim-Americans are a positive part of the country.

This group was given a whopping $400,000 to do just that—but instead, it is responding to President Trump’s alleged anti-Muslim sentiment by rejecting money from his administration to combat anti-Muslim sentiment.

That makes absolutely no sense.

The Bayan Claremont Islamic school in California is the latest to join the trend, turning down $800,000 that was to be given to “improve interreligious cooperation, civic engagement and social justice.” About $250,000 of that would have been transferred to a dozen other nonprofits doing work for the Muslim-American community.

The school’s faculty includes some controversial Islamic leaders accused of spreading radicalism and ties to the Muslim Brotherhood. The staff includes Imam Suhaib Webb, Omid Safi and Ihsan Bagby.

Its president, Jihad Turk, said it was partially a response to reported plans by the Trump Administration to rename the Countering Violent Extremism programs to a title identifying radical Islam as the focus.

Keep in mind, Trump’s controversial plans—the travel pause (derided as a “Muslim ban”) designed to identify threats of radical Islam—don’t alter these services. These policies do not stop these groups from combating extremism on their own or from providing charity to those in need. You don’t have to agree with your president to help others and work to protect your country to the best of your ability.

By this logic, schools that dislike Education Secretary Betsy DeVos should punish their students by turning away federal funding.

Another element is at play here: Pressure from Islamists and their allies.

Fox News reports that two of the nonprofits “said they were rejecting grants they had already been awarded under the program because of concerns that it could damage their credibility or come with uncomfortable strings attached.”

Such attacks can make the Trump Administration lose Muslim partners, enabling Islamists to rally the community together like a single political party under their helm. An added bonus is that any danger and controversy that arises from the severed relationships can be blamed on Trump’s policies that these Muslim groups sabotaged.

It was reported Friday that “a trio of House Democrats say President Trump is making a mistake pushing for counter-extremism efforts to focus only on radical Islam….Friday’s letter was signed Democratic Reps. Bennie Thompson (Md.), Eliot Engel (N.Y.) and John Conyers (Mich.).”

Thompson, Engel and Conyers wrote: “Such a move is wrongheaded insofar as persons who commit acts of violent extremism are inspired by diverse political, religious and philosophical beliefs, and are not limited to any single population or region.”

In reality, there have been over 30,000 murderous jihad terror attacks worldwide since 9/11. What other political, religious and philosophical beliefs have been responsible for any comparable number? A widely publicized study purporting to show that “right-wing extremists” have killed more people in the U.S. than Islamic jihadis, and thus pose a greater threat, has been debunked on many grounds.

Islamic jihadis routinely cite the texts and teachings of Islam to justify their actions and make recruits among peaceful Muslims. The idea that Muslims who reject jihad terror will be enraged if the U.S. government takes note of this is absurd. If they reject jihad terror, they won’t embrace it because officials are saying things they don’t like; in fact, if they really reject it, they should welcome and cooperate with efforts to identify its causes and eradicate them. These Congressmen are recommending that we curtail our speech to avoid criticizing Islam, which is a Sharia blasphemy provision that the Organization of Islamic Cooperation (OIC) has been trying to foist upon the U.S. by means of “hate speech” laws for years. That the statements of Thompson, Engel and Conyers are simply today’s conventional wisdom is one indication of how successful these efforts have been.

Indeed, but the white supremacist threat has been wildly exaggerated by Soros-funded groups (which exaggerations have been pushed by Soros-funded media) that downplay and deny the jihad threat. What Trump is really doing here is reversing Obama’s bow to Muslim Brotherhood-linked groups in scrubbing counter-terror training materials of all mention of Islam and jihad. On October 19, 2011, Farhana Khera of Muslim Advocates delivered a letter to John Brennan, who was then the assistant to the president on National Security for Homeland Security and Counter Terrorism. The letter was signed by the leaders of virtually all significant Islamic groups in the United States: 57 Muslim, Arab, and South Asian organizations, many with ties to Hamas and the Muslim Brotherhood, including the Council on American-Islamic Relations (CAIR), the Islamic Society of North America (ISNA), the Muslim American Society (MAS), the Islamic Circle of North America (ICNA), Islamic Relief USA, and the Muslim Public Affairs Council (MPAC).

The letter denounced what it characterized as U.S. government agencies’ “use of biased, false and highly offensive training materials about Muslims and Islam.” Khera complained specifically about me, noting that my books could be found in “the FBI’s library at the FBI training academy in Quantico, Virginia”; that a reading list accompanying a slide presentation by the FBI’s Law Enforcement Communications Unit recommended my book The Truth About Muhammad; that in July 2010 I “presented a two-hour seminar on ‘the belief system of Islamic jihadists’ to the Joint Terrorism Task Force (JTTF) in Tidewater, Virginia”; and that I also “presented a similar lecture to the U.S. Attorney’s Anti-Terrorism Advisory Council, which is co-hosted by the FBI’s Norfolk Field Office.”

These were supposed to be terrible materials because I was supposedly bigoted and hateful. However, many of the examples Khera adduced of “bigoted and distorted materials” involved statements that were simply accurate. The only distortion was Khera’s representation of them.

For instance, Khera stated:

A 2006 FBI intelligence report stating that individuals who convert to Islam are on the path to becoming “Homegrown Islamic Extremists,” if they exhibit any of the following behavior:

“Wearing traditional Muslim attire”

“Growing facial hair”

“Frequent attendance at a mosque or a prayer group”

“Travel to a Muslim country”

“Increased activity in a pro-Muslim social group or political cause”

The FBI intelligence report Khera purported to be describing didn’t actually say that. Rather, it included these behaviors among a list of fourteen indicators that could “identify an individual going through the radicalization process.” Other indicators included:

“Travel without obvious source of funds”

“Suspicious purchases of bomb making paraphernalia or weapons”

“Large transfer of funds, from or to overseas”

“Formation of operational cells”

Khera had selectively quoted the list to give the impression that the FBI was teaching that devout observance of Islam led inevitably and in every case to “extremism.”

Despite the factual accuracy of the material about which they were complaining, the Muslim groups signing the letter demanded that the task force, among other actions:

“Purge all federal government training materials of biased materials.”

“Implement a mandatory re-training program for FBI agents, U.S. Army officers, and all federal, state and local law enforcement who have been subjected to biased training.”

They wished to ensure that all law enforcement officials ever learn about Islam and jihad would be what the signatories wanted them to learn — and Brennan was amenable to that. He took Khera’s complaints as his marching orders.

In a November 3, 2011, letter to Khera that — significantly — was written on White House stationery, Brennan accepted Khera’s criticisms without a murmur of protest and assured her of his readiness to comply. He detailed specific actions being undertaken, including “collecting all training materials that contain cultural or religious content, including information related to Islam or Muslims.” In reality, this material wouldn’t just be “collected”; it would be purged of anything that Farhana Khera and others like her found offensive. Honest, accurate discussion of how Islamic jihadists use Islamic teachings to justify violence would no longer be allowed.

The alacrity with which Brennan complied was unfortunate on many levels. Numerous books and presentations that gave a perfectly accurate view of Islam and jihad were purged. Brennan was complying with demands from quarters that could hardly be considered authentically moderate.

This Obama policy of the U.S. government ensured that numerous jihadists simply could not be identified as risks. The Obama administration was bound, as a matter of policy, to ignore what in saner times would be taken as warning signs. Now we can hope that Trump will reverse all that. Indeed, it is our only hope of defeating this scourge.

“Exclusive: Trump to focus counter-extremism program solely on Islam – sources,” by Julia Edwards Ainsley, Dustin Volz and Kristina Cooke, Reuters, February 2, 2017:

The Trump administration wants to revamp and rename a U.S. government program designed to counter all violent ideologies so that it focuses solely on Islamist extremism, five people briefed on the matter told Reuters.

The program, “Countering Violent Extremism,” or CVE, would be changed to “Countering Islamic Extremism” or “Countering Radical Islamic Extremism,” the sources said, and would no longer target groups such as white supremacists who have also carried out bombings and shootings in the United States.

Such a change would reflect Trump’s election campaign rhetoric and criticism of former President Barack Obama for being weak in the fight against Islamic State and for refusing to use the phrase “radical Islam” in describing it. Islamic State has claimed responsibility for attacks on civilians in several countries.

The CVE program aims to deter groups or potential lone attackers through community partnerships and educational programs or counter-messaging campaigns in cooperation with companies such as Google (GOOGL.O) and Facebook (FB.O).

Some proponents of the program fear that rebranding it could make it more difficult for the government to work with Muslims already hesitant to trust the new administration, particularly after Trump issued an executive order last Friday temporarily blocking travel to the United States from seven predominantly Muslim countries.

Still, the CVE program, which focuses on U.S. residents and is separate from a military effort to fight extremism online, has been criticized even by some supporters as ineffective.

A source who has worked closely with the Department of Homeland Security (DHS) on the program said Trump transition team members first met with a CVE task force in December and floated the idea of changing the name and focus.

In a meeting last Thursday attended by senior staff for DHS Secretary John Kelly, government employees were asked to defend why they chose certain community organizations as recipients of CVE program grants, said the source, who requested anonymity because of the sensitive nature of the discussions.

Although CVE funding has been appropriated by Congress and the grant recipients were notified in the final days of the Obama administration, the money still may not go out the door, the source said, adding that Kelly is reviewing the matter….
