Democratic Senator Barbara Mikulski of Maryland has pushed President Obama’s nuclear appeasement deal with Iran over the top. With her decision to vote in favor of the deal, Obama now has the support of the 34 senators he needs to uphold his expected veto of a congressional resolution of disapproval. If enough craven Democrats back a planned filibuster to prevent a vote on the floor of the Senate, Obama will not even have to use his veto pen.

The nightmare of a financially secure nuclear armed Iran, legitimized by the Obama administration and its international partners, is about to envelop us.

Ironically, Obama warned in a speech he delivered on September 1st in Alaska that a potentially bleak future could lie ahead, in which “there’s not going to be a nation on this Earth that’s not impacted negatively.”

“People will suffer,” Obama said. “Economies will suffer. Entire nations will find themselves under severe, severe problems…more conflict.”

President Obama is right to be concerned about the future, but his stated reason for his concern is entirely misplaced. Obama was talking about climate change, which he considers to be a man-made disaster. In truth, Obama himself has created a far more imminent disaster with his nuclear deal.

In his climate change speech, Obama spoke about our “grandkids” who “deserve to live lives free from fear, and want, and peril.” He added that we need to prove “we care about them and their long-term futures, not just short-term political expediency.”

Obama, and the partisan loyalists who support him no matter what, are the ones letting down our grandkids. They are the ones who have sacrificed our grandkids’ long-term futures at the altar of short-term political expediency. The only long-term future that Obama is interested in is his own legacy.

By President Obama’s own admission, no later than 15 years from now – when my granddaughter will be just 18 years old – Iran will be in a position to develop enough enriched materials to produce nuclear bombs with virtually no “break-out” time. The deal’s major nuclear restrictions, such as they are, will have gone away, even assuming that Iran had not cheated in the meantime.

The deal’s inspection mechanism is a farce, including most notably, Iran’s self-inspection of its military site where it is suspected that nuclear weaponization research and development work was carried out. The military facility at Parchin is off-limits to onsite inspection by the International Atomic Energy Agency (IAEA). Yet the Obama administration continues to lie to the American people about how comprehensive the IAEA inspections will be. Secretary of State John Kerry tweeted this falsehood on September 2nd:  “With this #IranDeal, the IAEA can go wherever the evidence leads. No facility…will be off limits.”

The Iranian leaders also will get their hands soon on hundreds of billions of dollars. No doubt they will use some of their treasure trove from sanctions relief to fund their terrorist proxies all over the world. Obama admitted in his speech defending his deal last month at American University that monies from sanctions relief “will flow to activities we object to.” He acknowledged that “Iran supports terrorist organizations like Hezbollah. It supports proxy groups that threaten our interests and the interests of our allies – including proxy groups who killed our troops in Iraq. They try to destabilize our Gulf partners.”

Yet Obama tells the American people not to worry about such real-life risks. Instead, he diverts attention to his Chicken Little climate change hype that the sky will fall if we do not take urgent action now.

Much of the rest of the Iranians’ windfall from sanctions relief will go towards developing and acquiring, from North Korea, Russia and other sources, advanced military technology and long-range missiles.

Iran’s leaders have made it abundantly clear that they do not consider themselves bound by either the 5-year UN Security Council arms embargo or the 8-year missile embargo.  For example, Iran’s President Hassan Rouhani declared: “We will buy, sell and develop any weapons we need and we will not ask for permission or abide by any [U.N.] resolution for that.”

Iranian Defense Minister Hossein Dehghan said last month that “We are considering the design, research, and production of [missiles] that are highly destructive, highly accurate, radar evasive, and tactical.”

Brigadier General Amirali Hajizadeh, commander of the aerospace division of the Islamic Revolutionary Guard Corps (IRGC), said: “Some wrongly think Iran has suspended its ballistic missile programs in the last two years and has made a deal on its missile program.” To emphasize his point, the commander announced that Iran “will have a new ballistic missile test in the near future that will be a thorn in the eyes of our enemies.”

The head of Iran’s Islamic Revolutionary Guard Corps, Maj. Gen. Mohammad Ali Jafari, announced plans to expand the reach of Iran’s missiles.

The Iranian thugs are not limiting themselves to purely defensive weapons. “They (the US and the Zionists) should know that the Islamic Revolution will continue enhancing its preparedness until it overthrows Israel and liberates Palestine,” said Brigadier General Mohsen Kazzemeini, the IRGC’s top commander in the Tehran Province (as quoted by Iran’s Fars News Agency). “We will continue defending not just our own country, but also all the oppressed people of the world, especially those countries that are standing on the forefront of confrontation with the Zionists,” he added.

The Obama administration, which conceded as part of the nuclear deal to agree to unconditional term limits on the arms and missile embargoes, barely raised an eyebrow at Iran’s refusal to be bound by even these limited embargoes. In fact, Kerry went so far as to say that “they are not in material breach of the nuclear agreement for violating the arms piece of it.”

A sobering report was just released by the Iran Strategy Council, led by retired generals Chuck Wald (Commandant of Marine Corps) and James Conway (Deputy Commander of European Command). It warns of the deal’s likely dangers to America’s own national security and of the “cascading instability” it will produce in the Middle East region and beyond:

“The final agreement on Iran’s nuclear program, the Joint Comprehensive Plan of Action (JCPOA), has potentially grave strategic implications that directly threaten to undermine the national security of the United States and our closest regional allies. By allowing Iran to become a nuclear threshold state and enabling it to become more powerful and expand its influence and destabilizing activities – across the Middle East and possibly directly threatening the U.S. homeland – the JCPOA will place the United States in far worse position to prevent a nuclear Iran.”

The report’s authors predict that the “nightmare scenarios of WMD and terrorism on the soil of the United States and its allies will become more probable.”

Nevertheless, the Obama administration is spiking the ball, exulting over its evident victory in keeping enough Democratic senators on board to protect Obama’s deal.

The White House tweeted: “If your house is on fire, would you refuse to put it out because there could be another fire in 15 years?”

The question should be: “If your house is flammable, would you hand your enemy a match?”

Kerry, who turned on his own fellow soldiers during the Vietnam War, tweeted: “I have had the privilege of serving our country in times of peace and in times of war—and peace is better.”

When Neville Chamberlain returned from Germany with his infamous Munich Pact in hand, he declared: “I believe it is peace for our time…Go home and get a nice quiet sleep.”

The long nightmare of World War II ensued shortly thereafter. Thanks to Barack Obama and John Kerry, we are entering the nightmare leading inevitably to an emboldened, well-funded Iran equipped with nuclear arms and the missiles to deliver them.

Over the past few days, Iranian officials have confirmed that international inspections of its nuke sites will be severely limited if permitted at all. This post provides excerpts from recent articles quoting them. 

Iran’s nuke sites

The restrictions noted in this post are in addition to previously disclosed prohibitions on access by International Atomic Energy Agency (IAEA) inspectors to military sites, which Iran itself will inspect instead. Even The Daily Beast has mentioned this problem in reliance on an Associated Press article which states,

All IAEA member countries must give the agency some insight into their nuclear programs. Some are required to do no more than give a yearly accounting of the nuclear material they possess. But nations— like Iran — suspected of possible proliferation are under greater scrutiny that can include stringent inspections. [Emphasis added.]

The agreement in question diverges from normal procedures by allowing Tehran to employ its own experts and equipment in the search for evidence of activities it has consistently denied — trying to develop nuclear weapons. [Emphasis added.]

Olli Heinonen, who was in charge of the Iran probe as deputy IAEA director general from 2005 to 2010, said he could think of no similar concession with any other country.

Recent disclosures

According to an article by Adam Kredo at Washington Free BeaconNo international inspectors will be admitted to Iran unless approved by Iranian intelligence officials.

A senior Iranian official declared on Monday that international nuclear inspectors would only be permitted into the country once they receive approval from the Islamic Republic’s Intelligence Ministry, putting another roadblock between the International Atomic Energy Agency (IAEA) and Iran’s contested nuclear sites.

Sayyed Abbas Araqchi, Iran’s deputy foreign minister and one of the top negotiators in talks that led to the recently inked nuclear deal, told the country’s state-controlled press that Iran’s intelligence apparatus must approve of any inspector who is issued a visa to enter Iran. [Emphasis added.]

Acording to an article at DEBKAfileNo international inspectors will be given access to military sites unless they first submit acceptable evidence of prohibited nuke activities there.

International nuclear inspectors will only be permitted into the country after offering proofs of suspicious activity at the sites to be inspected, Iran’s Defense Minister Brig. Gen Hossein Dehqan said Tuesday. DEBKAfile: This condition is not contained either in the nuclear deal Iran signed with the six world powers last month or in its contract with the IAEA. How will the international watchdog obtain proofs if it is denied visits for inspections? [Emphasis added.]

According to another article by Adam Kredo at Washington Free Beaconthe head of the International Atomic Energy Agency (IAEA) was threatened with “harm” should he tell U.S. officials about the Iran – IAEA secret deal(s)

Iranian leaders prevented a top International Atomic Energy Agency (IAEA) official from disclosing to U.S. officials the nature of secret side deals with the Islamic Republic by threatening harm to him, according to regional reports. [Emphasis added.]

Yukiya Amano, IAEA director general, purportedly remained silent about the nature of certain side deals during briefings with top U.S. officials because he feared such disclosures would lead to retaliation by Iran, according to the spokesman for Iran’s Atomic Energy Organization (AEOI).

Amano was in Washington recently to brief members of Congress and others about the recently inked nuclear accord. However, he did not discuss the nature of side deals with Iran that the United States is not permitted to know about.

Iran apparently threatened Amano in a letter meant to ensure he did not reveal specific information about the nature of nuclear inspections going forward, according to Iranian AEOI spokesman Behrouz Kamalvandi.

“In a letter to Yukiya Amano, we underlined that if the secrets of the agreement (roadmap between Iran and the IAEA) are revealed, we will lose our trust in the Agency; and despite the US Congress’s pressures, he didn’t give any information to them,” Kamalvandi was quoted as saying Monday during a meeting with Iranian lawmakers, according to Tehran’s state-controlled Fars News Agency.

“Had he done so, he himself would have been harmed,” the official added. [Emphasis added.]

If these analyses are correct, and they appear to be, there will be no meaningful “anytime anywhere” international inspections of Iranian military sites. Although Obama has repeatedly said that the current nuke “deal” is not based on trust, that appears to its only basis, an absurd one.

Iran’s missiles

Acording to another DEBKAfile article, Iran’s missile research and development are continuing despite (or perhaps because of) the August 2015 “deal.”

Shortly before US Secretary of State John Kerry was due in Qatar Monday, Aug. 3, Iran’s highest authorities led by supreme leader Ayatollah Ali Khamenei Sunday launched a public campaign to support Tehran’s noncompliance with the Vienna nuclear accord and UN Security Council Resolution 2231 of July 20, on its ballistic missile program. The campaign was designed by a team from Khamenei’s office, high-ranking ayatollahs and the top echelons of the Revolutionary Guards, including its chief, Gen. Ali Jafari. [Emphasis added.]

The Security Council Resolution, which unanimously endorsed the Joint Comprehensive Plan of Action (Vienna nuclear accord) signed by Iran’s Foreign Minister Mohammed Javad Zarif, called on Iran not to undertake any activity related to ballistic missiles designed to be capable of delivering nuclear weapons, including launches using such ballistic technology until the date eight years after the JCPOA Adoption Day.” [Emphasis added.]

Tehran retorted that none of its ballistic missiles were designed to deliver nuclear weapons, and so this provision was void. Shortly after its passage, the foreign ministry in Tehran issued an assurance that “…the country’s ballistic missile program and capability is untouched and unrestricted by Resolution 2231.”

On July 30, Ali Akbar Velayati, Khamenei’s senior adviser on international affairs and member of the Expediency Council, told reporters, “The recent UNSC Resolution on Iran’s defensive capabilities, specially (sic) its missiles, is unacceptable to Iran.”

According to an August 16th article at the Iranian media site Tasnim, there is no impediment to continuation of Iran’s missile program.

TEHRAN (Tasnim) – Chief of Staff of the Iranian Armed Forces Major General Hassan Firouzabadi underlined that there are not any obstacles to the country’s missile program. [Emphasis added.]

“The Islamic Republic of Iran’s missile activities, as planned inside the country, will not face any obstacles,” the senior officer stressed on Sunday.

The general also reiterated that Iran’s missile tests are going to be carried out in a timely manner according to the plans endorsed by Supreme Leader of the Islamic Revolution Ayatollah Seyed Ali Khamenei.

Iran – North Korea nuke nexis

Nuke cooperation between Iran and North Korea was not considered during the P5+1 “negotiations.” The text of the current “deal” is silent on the subject. Kerry’s State Department has limited media contact with Douglas Frantz, his Assistant Secretary in charge of the Bureau of Public Affairs, to avoid releasing information on the Iran – North Korea nuke nexus. Mr. Frantz, formerly a highly respected journalist, had written extensively on North Korea’s nuclear program.

An honest accounting would quite likely reveal something that many press reports have alleged, but U.S. administration officials have never publicly confirmed: A history of nuclear weapons collaboration between Iran and nuclear-proliferating North Korea.

Drawing on “previously secret reports, international officials, independent experts, Iranian exiles and intelligence sources in Europe and the Middle East,” Frantz wrote that “North Korean military scientists recently were monitored entering Iranian nuclear facilities. They are assisting in the design of a nuclear warhead, according to people inside Iran and foreign intelligence officials.”

Perhaps Frantz should recycle that article to Secretary of State John Kerry, who while testifying to a congressional panel last month was asked about its allegations by Rep. Christopher Smith, and ducked the question.

. . . .

[I]t appears that as a State Department advocate of a free and well-informed press, Frantz himself is not free to answer questions from the press about his own reporting on North Korea’s help to Iran in designing a nuclear warhead. The State Department has refused my repeated requests to interview Frantz on this subject. Last year, an official at State’s Bureau of Public Affairs responded to my request with an email saying, “Unfortunately Assistant Secretary Frantz is not available to discuss issues related to Iran’s nuclear program.” [Emphasis added.]

Of course, the real problem for the Obama administration is that an officially confirmed story of Iran-North Korea collaboration on nuclear warheads could spell further trouble for winning congressional approval of this nuclear deal.

Conclusions

Assuming (a highly dubious assumption) that Kerry and Obama’s other P5+1 “negotiators” wanted to limit Iran’s Uranium enrichment to peaceful purposes, to terminate its nuke weaponization and to restrict its missile development and use they failed. It might have been entertaining to have watched Obama instruct Kerry on how to negotiate for magic carpets in a Persian market. The Persians saw Obama’s P5+1 “negotiators” as suckers and took all of their cash. They then took whatever honor they may once have had.

With international inspections permitted, if at all, only at Iran’s whim, and international sanctions “snap back” a fantasy, Iran has been given a bright green light to do whatever it pleases. What pleases Iran should not please even Obama, who envisions a new era of Middle East stability as a major fruit of His victory in getting the July 2015 “deal.”

Iran plans to “stabilize” Israel first. Israel is the only free and democratic nation in the Middle East; America was once her most reliable ally. No longer, but perhaps one fine day she will be again.

A conference of religious scholars features speaker after speaker calling Israel’s annihilation inevitable and promising that a “new phase” in that effort is about to begin. [Emphasis added]

While some in the United States and among its Western allies may hope that a nuclear weapons deal with Iran might steer the Islamic Republic in a new, more responsible direction, hardliners draw new lines and issue new threats.

On Monday, Iranian Supreme Leader Ali Khamenei took to social media to attack the United States and Israel. “We spare no opportunity to support anyone #FightingTheZionists,” wrote the ayatollah, whose regime supplies Hizballah and Hamas with rockets and other weapons of terror.

Here’s a recent video from Iranian television showing how Iran plans to eliminate Israel.

The July 2015 “deal” remains a mystery shrouded in secrecy and deception. Obama has tried to mislead the the American public and the Congress. He has threatened members who have voiced opposition and characterized them as disloyal. Congress should kill the “deal.” Those members whose ultimate loyalty is to America rather than to Obama will vote to do so and then to override his veto.

To appreciate the key paragraph in Senator Bob Corker’s Washington Post op-ed opposing the Iran deal, you need to review his extemporaneous remarks at the August 5 hearing of the Senate Banking Committee – addressed to both the witness, Under Secretary Wendy Sherman, and to his Democratic colleagues. Corker was one of the few Republican senators who did not sign Senator Tom Cotton’s letter to Iran, and he worked across the aisle to craft the Congressional review of the deal. On August 5, he spoke first to the Democratic senators sitting there: “I want to say that I think Senator Donnelly, Senator Heitkamp, Senator Warner, Senator Tester, Senator Schumer, Senator Menendez all know that I have been very open to supporting an agreement.” Then he recounted a Saturday phone conversation he had had the previous month with Secretary of State Kerry, when “I actually thought he was listening to what I was saying.”

I was standing in my driveway, and I emphasized the importance of these last pieces [of negotiations]. And I’m talking about the inspections. I’m talking about the … possible military dimensions [PMD]. We all know they’re involved militarily. And how important that was, not just from the standpoint of what it said, but the indication to us — that we were really going to apply these things, that we were really going to be tough and make this agreement stand.

And when I got the documents – and I’ve been through all of them extensively – I have to say my temperature rose very heavily. And then when I saw that we were lifting the conventional ban in five years, the missile ban in eight years, and on the front end, lifting the missile test ban on top of what these agreements said, I was very troubled. …

I was very discouraged with the final round … But I worked with Senator Cardin, my friend – I began with Senator Menendez – over an excruciating period of time to make sure that the way this agreement, the Iran Review Act, we got the documents, and we got them in a way that was acceptable to y’all. We spent all weekend with you, the White House, and others on this Iran Review Act, and we were to get all agreements, including the side agreements. Now, the very entity that we’re counting on to do the inspection – we can’t even get a copy of the side agreement that lays out how we’re gonna deal with Parchin. And I would say to everyone here, if you haven’t been down to the Intel area you ought to see what Iran is doing today, while we’re sitting here, in Parchin. …

We can’t even see the agreement that relates to how we’re gonna deal with the PMD. By the way, all sanctions relief occurs regardless of what they do with the PMD. All the IAEA has to write is a report. But if they “D-Minus” it, meaning they don’t tell us much … sanctions relief still occurs. … [T]hese issues that we have been so concerned about, we saw they were just punted on, negotiated away, issues that we, with great sincerity, talked with the administration about, and yet they were just punted on.

At that time, Senator Corker had not yet met privately with IAEA Director General Amano, or in executive session with Under Secretary Sherman, where he was promised oral explanations – but no documents – regarding the IAEA agreements with Iran. Corker’s statement today contains a revealing conclusion about what senators learned from those sessions:

[T]he inspections process is deeply flawed. Through verbal presentations regarding possible military dimensions, many in Congress are aware of the unorthodox arrangements agreed to by the International Atomic Energy Agency, the administration and our negotiating partners to keep from upsetting Ayatollah Ali Khamenei. Those actual agreements remain secret, but we know that at best they are most unusual and speak to the P5+1’s low commitment to holding Iran’s feet to the fire.

At the same hearing, Senator Cotton questioned Under Secretary Sherman about why the documents are classified: “This is not a U.S. government document, it’s not a covert action, it’s not subject to sensitive collection methods of our intelligence community, Iran knows what they agreed to, you know what’s in [them] … [and] U.S. law that was in fact signed in the middle of these negotiations required Congress to receive the text of all agreements, to include agreements to which the United States was not a party.” Sherman emphasized how important it is to safeguard confidential IAEA agreements with all countries. But the real reason may have been revealed in this colloquy:

COTTON: How long are these documents?

SHERMAN: Very short.

COTTON: Like the Roadmap itself?

SHERMAN: I’d have to stop and think back, but it’s very short.

The Road-map For the Clarification of Past and Present Outstanding Issues Regarding Iran’s Nuclear Program, with its reference to the two secret “separate arrangements,” is set forth on the IAEA website (you can also watch the smiling Iranians at the signing ceremony on YouTube). So we know exactly how long the Roadmap is: 398 words.

Perhaps what is most noteworthy about the side agreements is not the allegedly confidential nature of them, but the fact that they are scandalously short. At the Senate Foreign Relations Committee hearing on August 4 regarding the Iran deal, there was this colloquy between Ambassador Robert Joseph, who headed the negotiations with Libya in 2003 that dismantled Libya’s nuclear program, and Senator Corker:

JOSEPH: [I]n terms of what may or may not be in these secret agreements, my sense is that if these agreements did provide for a real way forward on PMD and on Parchin you’d see them.

CORKER: They’d be on the table.

JOSEPH: You’d see them. Why, you know, after four years of stonewalling on these issues by Iran, we for whatever reason could think that these are going to be resolved by a couple of side agreements and they’re going to be resolved by mid-December? My view is that’s just sheer fantasy.

Sheer fantasy, but under the Roadmap the fantasy will play out until the IAEA issues its report on December 15 – two months after Congress must vote on the deal.

The scale of Iran’s multibillion acquisitions from China and Russia – 550 warplanes in all so far – indicates that Tehran’s top spending priority upon receipt of the funds released by the removal of sanctions, is to be a spanking new air force.

Iran is about to conclude a transaction with China for the purchase of the Chengdu J-10 multirole jet fighter, known in the West as the Vigorous Dragon, according to an exclusive report from DEBKAfile’s military and intelligence sources. Beijing has agreed to sell Tehran 150 of these sophisticated jets.

While the Chinese J-10 is comparable to the US F-16, our sources report that it is virtually a replica of the Lavi, the super-fighter developed by Israel’s aerospace industry in the second half of the 80s. Israel sold China the technology, after Washington insisted on Its discontinuing the Lavi’s production. The US also objected to the sale of the Lavi’s avionics, claiming that it contained some American components.

The Chinese plane comes in two versions – the multirole single-seat J-10A and the two-seat J-10B, which serves for training, ground assaults and electronic warfare.

Iran has additionally weighing the purchase in Moscow of 250 highly-advanced Sukhoi-Su-30MK1 twinjet multirole air superiority fighters, known in the West as Flanker-H.

On Wednesday, July 29, an Indian Air Force Su-30MK1 took part for the first time in a British air maneuver, Rainbow, where it dueled with the European Typhoon fighter.

The sophisticated Flanker has been found to have a major shortcoming. To carry eight tons of ordnance, it must use both of its AL-31FP engines, and the transition from one to two – and the reverse – often causes engine failure.

The Indian Air Force has reported three such malfunctions in a month, as well another shortcoming: The time needed for making the aircraft serviceable is too long. As a result, only half of the Indian fleet can be airborne at one time.

In a confrontation, the Iranian Air Force may find that, because of these drawbacks, the Chinese Su-30MK1 is outmatched by its American and European counterparts in the service of the Israeli, Saudi and UAE air forces.

On July 22, DEBKAfile revealed that Moscow and Tehran had concluded a giant transaction for the acquisition of a fleet of 100 IL78 MK1 (Midas) in-flight refueling planes for extending the range of its warplanes up to 7,300 km and able to refuel 6-8 planes at once.

In defiance of the international arms embargo, Iran last week placed an order with Moscow for a huge fleet of 100 Russian IL78 MKI tanker aircraft (NATO: Midas) for refueling its air force in mid-flight, thereby extending its range to 7,300 km. This is reported exclusively by DEBKAfile from its military and intelligence sources. The transaction runs contrary to the terms of the nuclear accord the six world powers and Iran signed in Vienna earlier this month.

These tanker planes can simultaneously refuel six to eight warplanes. Their acquisition brings Israel, 1.200km away – as well the rest of the Middle East – within easy range of Iranian aerial bombardment. It also puts Iran’s air force ahead of Israel’s in terms of the quantity and range of its refueling capacity.

Whereas opponents of the Vienna deal have warned that Tehran will spend the billions of dollars released by sanctions relief as a bonanza for fueling its campaigns of terror in the region, it turns out that Iran’s first post-accord purchase is a heavy investment in the rearmament and upgrade of its armed forces’ aggressive capabilities.

The Israeli air force is familiar with the Russian airborne tanker from its use by the Indian air force with which Israel has close ties of cooperation. Its military engineers have also upgraded the Russian fuel tankers in service with the Uzbekistan air force.

Tuesday, July 21, DEBKAfile uncovered some of the tactics and escape clauses Iran has had built into its nuclear accord with the world powers for circumventing its provisions and commitments. The purchase of Russian refueling craft is a concrete example of this kind of evasion. Because the accord confirms the arms embargo in force until 2020, both Moscow and Tehran can maintain that the Russian aircraft industry will not be able to produce 100 new planes before the five years are up, and so the transaction is not a violation.

The huge Iranian-Russian military transaction therefore stands as the first palpable test of the Vienna accord, depending on whether US President Barack Obama or his Secretary of State John Kerry decides to make an issue of it. If they just let it go, it will set a precedent for the arms embargo clause of the nuclear accord to start unraveling.

Also Tuesday, Kerry gave an interview to the Al Arabia TV to prepare the way for his mission to the Gulf region on Aug. 3, which is to ease its rulers’ extreme unease over the ramifications of the nuclear accord. He asserted strongly to the interviewer: “I am not going to go through in great detail all the ways in which this agreement, in fact, makes the Gulf States and the region safer.”

Dealing from the Bottom

The current “deal” is based on a long-standing scam

Part I of this series, published on July 14, 2015, pointed out what should be a glaring consistency in the “Joint Comprehensive Plan of Action,” first made available on that date, and the November 24, 2013 Joint Plan of Actionneither provides for any “anytime -anywhere” inspections of Iran’s nuclear weaponization or missile sites. That consistency has been little remarked upon elsewhere.

Secretary Kerry now acknowledges that he never sought such inspections.

Leaving aside the twenty-four day lag between an IAEA request to inspect suspect facilities — which Kerry says is just fine — he claims that we now have a “unique ability” to get the U.N. Security Council to force inspections and reinstate sanctions. However, any effort to do so would almost certainly be vetoed by one or more Security Council members. The permanent members are China, France, Russia, the United Kingdom, and the United States — five of the members of P5+1 which approved the “deal.”

On July 16th, US Under Secretary of State Wendy Sherman said,

“I think this is one of those circumstances where we have all been rhetorical from time to time,” Sherman said in a conference call with Israeli diplomatic reporters. “That phrase, anytime, anywhere, is something that became popular rhetoric, but I think people understood that if the IAEA felt it had to have access, and had a justification for that access, that it would be guaranteed, and that is what happened.” [Emphasis added.]

Kerry also claimed that the massive financial boost for Iran resulting from the lifting of sanctions will not enhance Iran’s support for terrorism.

Speaking to the BBC after the nuclear agreement between Iran and six world powers was reached, Kerry said that the more than $100 billion that Iran is set to receive “is going to make all the difference in the world is just – it’s not true.”

Acknowledging Iran is an international player in wreaking terror across the globe, Kerry said, “What Iran has done for years with Hezbollah does not depend on money.” He similarly stated Iran’s support of the Houthi rebels against the government in Yemen has not “depended on money.” [Emphasis added.]

In its most recent report, the State Department wrote, “Iran has provided hundreds of millions of dollars in support of Lebanese Hezbollah in Lebanon and has trained thousands of its fighters at camps in Iran.”

In 2010 alone, State reported “Iran provides roughly $100-$200 million per year in funding to support Hezbollah.”

Secretary Kerry is almost certainly wrong, on that as on other aspects of the “deal.”.

Iran may reject the “deal.”

There are at least glimmers of hope that Iran may reject the “deal,” unanimously endorsed by the UN Security council today.

A UN Security Council resolution endorsing Iran’s nuclear deal that passed on Monday is unacceptable, the country’s Islamic Revolutionary Guards Corps commander Mohammed Ali Jafari was quoted as saying by the semi-official Tasnim News Agency.

“Some parts of the draft have clearly crossed the Islamic republic’s red lines, especially in Iran’s military capabilities. We will never accept it,” he was quoted as saying shortly before the resolution was passed in New York. [Emphasis added.]

The Iranian Parliament also has problems with the “deal.”

On Saturday, the Fars News Agency reported that the Majlis threatened to reject the agreement’s provision on ballistic missiles, which call for an international embargo on missile technology to be extended for eight years–a significant, last-minute concession by the U.S.

Iran wants unrestricted ballsitic missile development and access to conventional arms dealers abroad.

“The parliament will reject any limitations on the country’s access to conventional weapons, specially ballistic missiles,” said Tehran MP Seyed Mehdi Hashemi.

In addition, the nuclear deal says that the Majlis will ratify the Additional Protocol (AP) to the Non-Proliferation Treaty–but it does not say when.

The AP is the key to long-term monitoring of Iranian nuclear research and development by the International Atomic Energy Agency (IAEA). Without approval of the AP, Iran may hide key information about its nuclear activity, and may accelerate advanced centrifuge research immediately when the nuclear deal expires, among other hazards. (Even then, its commitments under the AP will be somewhat voluntary.) [Emphasis added.]

[W]hile the interim agreement of Nov. 2013 provided that Iran would ratify the AP within one year, there is no such deadline in the final Iran deal. The AP is merely to be applied “provisionally,” while the Majlis decides whether to accept it or not.

Meanwhile, if the Obama administration has its way, the U.S. Congress will have no opportunity to amend the deal–and will have to accept the lifting of international sanctions regardless of whether legislators accept or reject the agreement. [Emphasis added.]

Iranian leadership’s opposition to the “deal” appears to have come from Iran’s Supreme leader and the Iranian Parliament has the authority to reject the “deal.”

As expected, Ayatollah Ali Khamenei’s reaction to the nuclear deal was utterly different from that of President Hassan Rouhani. Right after the agreement was announced on July 14, Rouhani appeared on state television and praised the outcome. Yet when he and other officials visited Khamenei’s home a few hours later, the Supreme Leader did not say anything about the deal apart from a few lines thanking the negotiators. This reticence signaled to hardliners that they should increase their attacks on the agreement. [Emphasis added.]

America’s Supreme Leader, on the other hand, has been pushing vigorously to force the U.S. Congress to approve it, with no way to change it.

 

The “deal,” and Obama’s foreign policy in general, are rooted in His affinity for Islam

Obama may or may not be a Muslim. However, He thinks very highly of Islam and deems it the “religion of peace.” It would be ironic were Obama’s Iran “deal” to be rejected by Iran.

As observed in a Jerusalem Post article, with the thrust of which I agree, His affinity for Islam is at the root of His “deal.”

Obama is the first US president who genuinely conceives of Islam as not inherently opposed to American values or interests.

It is through this Islamo-philic prism that the Obama administration’s attitude to, and execution of, its foreign policy must be evaluated – including its otherwise incomprehensible capitulation this week on Iran’s nuclear program. [Emphasis added.]

The inspection mechanism provided for in the nascent deal make a mockery of Obama’s contention (July 14): “… this deal is not built on trust; it is built on verification,” and, “Because of this deal, inspectors will also be able to access any suspicious location… [They] will have access where necessary, when necessary.”

One can hardly imagine a more grossly misleading representation of the deal – so much so that it is difficult not to find it strongly reminiscent of the Muslim tactic of taqiya (the religiously sanctioned deception of non-Muslims). [Emphasis added.]

Indeed, immediately following the announcement of the agreement, Ben Rhodes, Obama’s deputy national security adviser, made a stunning admission to CNN’s Erin Burnett. Starkly contradicting the president’s contention of “access where necessary, when necessary,” Rhodes conceded, “We never sought in this negotiation the capacity for so-called anytime, anywhere,” which is diametrically opposed to the impression he conveyed in April this year when queried on this issue. [Emphasis added.]

In His capacity as America’s Imam in Chief, Obama has consistently claimed that the “religion of peace” has nothing to do with the Islamic State or with Islamic terrorism (of which he claims there is none) — such as the recent murder of four members of the U.S. Marines and one member of the U.S. Navy — committed in the name of Allah. The Daily Beast has posted some of the terrorist’s writings. They include these statements:

“I would imagine that any sane person would devote their time to mastering the information on the study guide and stay patient with their studies, only giving time for the other things around to keep themselves focused on passing the exam,” Abdulazeez wrote. “They would do this because they know and have been told that they will be rewarded with pleasures that they have never seen.”

This life is that test, he wrote, “designed to separate the inhabitants of Paradise from the inhabitants of Hellfire.”

“We ask Allah to make us follow their path,” Abdulazeez wrote. “To give us a complete understanding of the message of Islam, and the strength the live by this knowledge, and to know what role we need to play to establish Islam in the world.” [Emphasis added.]

Obama apparently considers the Islamic Republic of Iran to be Islamic — and therefore peaceful — despite its widespread support for its terrorist proxies. That may explain the credence He gives to Supreme Leader Khamenei’s alleged fatwa preventing Iran from obtaining nukes. Obama and Khamenei have frequently referred to it in support of that proposition, although no text been produced. According to a Washington Post article dated November 27, 2013,

Oddly, the Iranian Web site does not provide the text of the original fatwa — and then mostly cites Western news reports as evidence that Khamenei has reiterated it on several occasions. The fatwa does not appear to be written, but in the Shiite tradition equal weight is given to oral and written opinions.

Just about every Alfred Hitchcock thriller had what he called a “MacGuffin” — a plot device that gets the action going but is unimportant to the overall story. The Iranian fatwa thus appears to be a diplomatic MacGuffin — something that gives the Americans a reason to begin to trust the Iranians and the Iranians a reason to make a deal. No one knows how this story will end, but just as in the movies, the fatwa likely will not be critical to the outcome. [Emphasis added.]

Even if one believes the fatwa exists — and will not later be reversed — it clearly appears to have evolved over time. U.S. officials should be careful about saying the fatwa prohibits the development of nuclear weapons, as that is not especially clear anymore. The administration’s statements at this point do not quite rise to the level of  earning Pinocchios, but we will keep an eye on this issue. [Emphasis added.]

In March of this year Obama presented a Nowruz message to the people of Iran citing Khamenei’s alleged fatwa. Here’s a video from the White House.

Here are a few interesting excerpts:

“Our negotiations have made progress, but gaps remain,” he said. “And there are people, in both our countries and beyond, who oppose a diplomatic resolution. My message to you—the people of Iran—is that, together, we have to speak up for the future we seek. [Emphasis added.]

“As I have said many times before, I believe that our countries should be able to resolve this issue peacefully, with diplomacy,” Obama said. “Iran’s Supreme Leader Ayatollah Khamenei has issued a fatwa against the development of nuclear weapons, and President Rouhani has said that Iran would never develop a nuclear weapon. [Emphasis added.]

Isn’t that special! Why, in light of the alleged fatwa, does Iranian television broadcast simulations of nuclear attacks on Israel?

A short animated film being aired across Iran, shows the nuclear destruction of Israel and opens with the word ‘Holocaust’ appearing on the screen, underneath which a Star of David is shown, Israel’s Channel 2 reported on Tuesday.

Khamenei’s Death to America rants are considered an excellent reason to have a “deal.”

Similarly, the Reverend Jeremiah Wright was fond of saying “God Damn America.”

Obama apparently understood Khamenei’s words, but perhaps He didn’t understand Jeremiah’s words.

 

Conclusions

Elected on a platform of Hope and Change, Obama has brought us many changes; very few, if any, of those changes provide a basis for hope, at least until He has left office. Some will be difficult, if not impossible, even then to ameliorate. During His remaining time in office, He will continue to do His worst to eliminate any vestigial hope we may have. The “deal” with Iran is only one of the many changes for the worse that He has wrought.

Barack Hussein Obama is the first US president who is explicitly and overtly unmoored, both cognitively and emotionally, from the moorings of America’s founding Judeo-Christian cultural heritage, and who genuinely conceives of Islam as not inherently opposed to American values or American interests.

A question of cultural affinity?

It is through this Islamo-philic prism that the Obama administration’s attitude to, and execution of, its foreign policy must be evaluated – including its otherwise incomprehensible capitulation this week on Iran’s nuclear program.

Almost two years ago, I wrote a column titled, “Will the West withstand the Obama presidency?” (11/28/2013). In it I warned: “For anyone who understands that the US Constitution is not a Shari’a-compliant document…

it should be alarmingly apparent that the Obama incumbency is a dramatic and disturbing point of inflection in the history of America and its Western allies… whose political practices and societal norms are rooted in Judeo-Christian foundations in a cultural rather than in any religious sense.”

There is little alternative explanation to account for the metamorphosis that has taken place in how the US has approached resolving the impasse with Tehran, as starkly laid out by two former secretaries of state, Henry Kissinger and George Shultz.

In a Wall Street Journal opinion piece, “The Iran Deal and Its Consequences” (April 7), they note that the negotiation has been turned “on its head.” As they point out: “For 20 years, three presidents of both major parties proclaimed that an Iranian nuclear weapon was contrary to American and global interests – and that they were prepared to use force to prevent it. Yet negotiations that began 12 years ago as an international effort to prevent an Iranian capability to develop a nuclear arsenal are ending with an agreement that concedes this very capability.”

Risible inspection mechanism

Even before the specifics of the risible inspection mechanism, which one Israeli minister aptly described as “worse than worthless,” Kissinger and Shultz laid out the difficulties that would render any extended inspection endeavor ineffective: “In a large country with multiple facilities and ample experience in nuclear concealment, violations will be inherently difficult to detect.”

With considerable prescience, they warn: “Devising theoretical models of inspection is one thing. Enforcing compliance, week after week, despite competing international crises and domestic distractions, is another. Any report of a violation is likely to prompt debate over its significance – or even calls for new talks with Tehran to explore the issue.

Envisaging the problems likely to arise in enforcing any agreement, they caution: “Compounding the difficulty is the unlikelihood that breakout will be a clear-cut event.

More likely it will occur… via the gradual accumulation of ambiguous evasions. When inevitable disagreements arise over the scope and intrusiveness of inspections, on what criteria are we prepared to insist and up to what point? If evidence is imperfect, who bears the burden of proof? What process will be followed to resolve the matter swiftly?”

Reminiscent of taqiya?

You couldn’t make this stuff up

For as it turns out, it provides the Iranians with ample warning of impending inspections on any suspected violation, and ample ability to forestall the definition of any given suspicious event as a possible violation.

Thus in the case of a suspected infringement in any undisclosed (to the international community) site, the Iranians will have at least 24 days’ notice. Moreover, inspectors will not be able to conduct surprise visits but will be required to “provide Iran the basis for such concerns and request clarification.” No kidding!!! But wait, there’s more.

If Iran’s explanations do not adequately assuage international concerns, inspectors “may request access to such locations” to make sure no illicit activity has occurred. But first they need to “provide Iran the reasons for access in writing and will make available relevant information.” You can’t make this stuff up.

But here’s the kicker: Should the Iranians and the inspectors prove unable to “reach satisfactory arrangements,” Tehran will resolve any concerns “through necessary means agreed between Iran and the IAEA.” If there is still no agreement two weeks after the initial inquiry is filed, the crisis will be resolved by vote in the so-called Joint Commission – consisting of the six world powers, a representative of EU and – wait for it – Iran.

Like warning drug dealers of a bust

Astonishingly, nearly all the decisions of the Joint Commission, tasked with overseeing/ administering the implementation of the deal, are to be made by consensus – which in effect gives Iran veto power over them. In the case of inspection access, it is sufficient for two of its eight members (say China and Russia) to abstain for Iran to block any decision it dislikes.

It is thus difficult to dispute Benjamin Netanyahu’s characterization of the deal during his address in the Knesset when he likened it to giving drug dealers notice of an impending raid: “It’s like giving a criminal organization that deals drugs a 24-day warning before inspecting its drug lab.”

But worse – the deal requires the international inspectors to expose the sources of intelligence that lead to the detection of the possible infringement – thereby virtually ensuring the termination of their effectiveness.

As Netanyahu remarked: “The agreement also requires the world powers to… show Iran the very intelligence for which they want to conduct the inspections in the first place.”

It is possible that all this could be nothing more than mind-boggling incompetence and blatant lack of foresight? Or are these glaring loopholes the reflection of intent.

Devil not in details

After all, the more you think about the unenforceable, unverifiable agreement just concocted in Vienna, the more implausible it seems. As Alan Dershowitz points out in a Jerusalem Post opinion piece this week, “The devil is not so much in the details as in the broad outlines of this deal.”

Rather than the detailed minutiae of the deal, it is its deeply flawed overall structure that makes it so difficult to comprehend – unless the motives for its conclusion are reexamined.

For unless one is imbued with the child-like naiveté to believe that the tyrannical clergy who head the totalitarian theocracy in Tehran, on seeing their defiant intransigence vindicated and having vast additional resources placed at their disposal, will suddenly change their worldview, the picture of emerging realities is decidedly bleak and bewildering.

The spectacle unfolding before us is almost incomprehensible by any rational criterion.

Virtually the entire developed world, led by the only superpower on the planet, has for all intents and purposes conceded a legitimized path to weaponized nuclear status for a fanatical fundamentalist regime, ideologically bent on the destruction of America and its allies, and a major proliferator of terrorism, committed to attaining regional hegemony at the expense of relatively pro-Western governments.

Despite dwarfing Iran in terms of military might, economic wealth, physical size and population, Tehran’s interlocutors have provided it with vast resources to enormously enhance its nefarious pursuits across the region and beyond.

The New Middle East: Conflicts on steroids

The ominous consequences are not difficult to foresee.

As Ariel Ben Solomon, the Post’s Middle East correspondent, wrote in a recent report, “Iran deal to see Middle East conflicts go on steroids,” “A stronger Iran will translate into a more robust Hezbollah in Lebanon, Houthi movement in Yemen, and Shi’ite forces in Iraq and Syria, and increasing sectarian strife fueled by Shi’ite minorities or Iranian agents throughout the Arab world.” (July 16) There is precious little reason for believing any other outcome is plausible.

In a July 15 interview, New Jersey Democrat Sen. Bob Menendez lamented another aspect of the deal, relating to easing restrictions on conventional weapons to Iran: “When you lift the arms embargo to a country that is the major sponsor of… terrorism in the world and is already destabilizing the region in Yemen, Lebanon, Syria [and] Iraq, to give them – after they are going to get $100 billion-150b. in economic relief – the opportunity to buy conventional weapons and improve their missile technology doesn’t seem to me to be in the national interest of the United States.”

The intriguing question is, of course, does this seem to President Obama to be in the national interest of the United States? And if so, why so? If so, how so?

‘No alternative’: A mindless mendacious mantra

The almost Pavlovian response of the apologists for the Iran deal is that its critics have not offered a feasible alternative. This is a claim – for want of a better word – so feeble that it barely merits a response.

As Sen. Menendez points out: “We never tested the proposition that dismantling elements of Iran’s illicit nuclear infrastructure was possible. It is pretty hard for me to believe that the world powers, sitting on one side of the table, the five permanent members of the Security Council plus Germany and the European Union looking at the Iranians… suffering under staggering sanctions… and falling oil prices couldn’t get a deal that eliminated some of that infrastructure.”

Rebutting John Kerry’s claim that such a goal was achievable only in “a world of fantasy,” Menendez retorted, “I don’t know that that is a ‘world of fantasy.’ Isn’t it possible with all the world on one side of the table, and Iran reeling with economic challenges, that you couldn’t have done better as relates to eliminating that nuclear infrastructure.”

Of course if the underlying assumption is that alternatives are only feasible if Iran deigns to accept them, then the apologists may be right. However, if the rationale were not to accommodate the ayatollahs, but to coerce them, the alternative is clear: Enhanced sanctions backed by the credible threat of military action aimed at destroying Iran’s nuclear facilities and their attendant infrastructure.

Arab arms race or Arab client states

But despite the overwhelming preponderance of power in their favor, the US and its Western allies seem to have forsworn the use of force, or even the credible specter thereof. As Kissinger and Shultz remark: “The threat of war now constrains the West more than Iran.”

This will clearly have a devastating impact on both friend and foe in the region.

It will destroy the confidence of US allies who will therefore be compelled to either acquire their own appropriate arsenals, as they can no longer rely on America for their security, or to become compliant client states of a hegemonic Iran.

For Iran it sends an equivocal message that it can violate the terms of the deal with impunity – for if what it encountered at Vienna is all the West can throw at it, what does it have to fear? There can be little doubt that what happened in Vienna this week has shredded America’s standing in the Middle East.

Some might even suspect that that was the purpose of the exercise.

  • A generous person might say that this is unimportant — that in Iran, chanting “Death to America” is like throat-clearing.
  • Surely only an uncharitable person would wonder why Iran’s rulers are buying the technology they would need to repel any attack on their nuclear project at the same time as they are promising the Americans that they are not developing nuclear weaponry.

What exactly is it that the Obama administration thinks has changed about the leadership of Iran? Of all the questions which remain unanswered in the wake of the P5+1 deal with Iran, this one is perhaps the most unanswered of all.

There must, after all, be something that a Western leader sees when an attempt is made to “normalize” relations with a rogue regime — what Richard Nixon saw in the Chinese Communist Party that persuaded him that an unfreezing of relations was possible, or what Margaret Thatcher saw in the eyes of Mikhail Gorbachev, which persuaded her that here was a counterpart who could finally be trusted.

After all, the outward signs with Iran would seem to remain unpromising. Last Friday in Tehran, just as the P5+1 were wrapping up their deal with the Iranians, the streets of Iran were playing host to “Al-Quds Day.” This, in the Iranian calendar, is the day, inaugurated by the late Ayatollah Khomeini, when anti-Israel and anti-American activity come to the fore even more than usual. Encouraged by the regime, tens of thousands of Iranians march in the streets calling for the end of Israel and “Death to America”. Not only Israeli and American flags were burned — British flags were also torched, in a touching reminder that Iran is the only country that still believes Britain runs the world.

The latest in a long line of “moderate” Iranian leaders, President Hassan Rouhani, turned up at one of these parades himself to see the Israeli and American flags being burned. Did he intervene? Did he explain to the crowd that they had got the wrong memo — that America is now our friend and that they ought at least to concentrate their energies on the mass-burning of Stars of David? No, he took part as usual, and the crowds reacted as usual.

It was the same just a few weeks ago, when the Iranian Parliament met to discuss the Vienna deal. On that occasion, after some authorized disputation, the Iranian Parliament broke up, with the representatives chanting “Death to America.”

A generous person might say that this is unimportant — that in Iran, chanting “Death to America” is like throat-clearing. This is just what we are being told — that these messages are “just for domestic consumption,” and don’t mean anything.

Putting aside what they say for a moment, what is it about Iran’s actions that have changed enough to persuade the U.S. government that the Iranian regime might be a regime in transition?

Internally there has been no let-up in the regime’s campaign of oppression against their own Iranian people: hanging people for a range of “crimes,” from being gay to being a poet found guilty of “blasphemy,” continue.

Iran has hanged more than a thousand of these internal “enemies” in the last eighteen months alone, as negotiators sat in Vienna thrashing out a deal. In the wider region, Iran remains the most voraciously ambitious, and perhaps the only successfully outgoing, regional power. In the years since the “Arab Spring” began, only Iran has been able significantly to extend its reach and grip in the region. It now has a vastly increased presence and influence in Yemen, Iraq, Syria and Lebanon. It continues to arm its terrorist proxies, including Hezbollah, which in turn continues to increase its build-up of rockets and other munitions on the northern border of Israel.

Iran has not released the four American hostages it continues to hold — Pastor Saeed Abedini, for the crime of converting to Christianity; Washington Post journalist Jason Rezian, on the patently nonsensical charges of espionage; former U.S. Marine Amir Mirza Hekmati, who went to Iran to visit his grandmother; and retired DEA and FBI agent Robert Levinson, who was abducted eight years ago and has not been heard from since early 2013. This, in spite of last-minute requests from Iran to lift a ban on conventional weapons, acceded to by the members of the P5+1, wasting yet another abandoned opportunity actually to get something in return for their total surrender.

From the outside, it would seem that very little has changed in the rhetoric of Iran and very little has changed in the regime’s behavior. That is why the mystery of what change the U.S. administration and its partners see in the eyes of the Ayatollahs is so doubly curious.

Because the nature of the deal makes it exceptionally important that there is some change. In the next decade, in exchange for the supposed “managed inspections” of limited Iranian sites, the Ayatollas are going to enjoy a trade explosion with a cash bonanza of $140 billion unfrozen assets, just to start them off. Throughout that same decade, there will be a lifting of restrictions on — among other things — the sale and purchase by Iran of conventional arms and munitions. Iran will finally be able to purchase the long-awaited anti-aircraft system that the Russians (also of course present at the table in Vienna) want to sell them. This system — among the most advanced surface-to-air missile systems — will be able to shoot down any American, Israeli or other jets that might ever come to destroy Iran’s nuclear project. And surely only an uncharitable person would wonder why Iran’s rulers are buying the technology they would need to repel any attack on their nuclear project at the same time as they are promising the Americans that they are not developing nuclear weaponry.

And it is even more important that the signs of hope located by the U.S. administration are correct, because after all, barring an internal uprising — which the Vienna deal makes more unlikely than ever (having strengthened the diplomatic and financial hand of the regime) — it is safe to say that over the next decade and beyond the Mullahs will remain in charge in Iran.

In the U.S., Germany, France and Britain, by contrast, who knows who will be in charge? In Britain, the Labour party may have romped to victory with, at its head, Jeremy Corbyn MP (currently Labour leadership contender) — a man who has openly and repeatedly praised Hamas and Hezbollah as his “friends.” That would certainly change the dynamics.

But put aside such a potentially unlikely situation and assume that Britain and America simply do politics as usual. In ten years, there will have been four U.S. governments overseeing the implementation of this deal and scrutinizing the inspections-compliance of the Iranian regime.

In the UK, there will have been at least two new governments. Who is to say that all these different governments — of whatever party or political stripe — will pay the same attention, know what to look out for, and feel as robust about totally unenforceable “snapback sanctions” and other details of the implementation of this deal as the signatories to the deal appear to expect? Is it possible that the Iranians actually know this?

Perhaps, after all, there is something in the eyes of the Ayatollahs. Maybe US Secretary of State John Kerry and President Barack Obama really have looked into the Iranian leaders’ eyes and seen a smile. But whether it is for the reason they appear to believe is, of course, quite another matter.

The deal is done. Iran has sort-of promised it won’t build nuclear weapons, but even the promise has serious caveats: Iran can continue to build weapons platforms to deliver the non-existent weapons; it can cooperate with friendly countries to acquire enhancements to weapons delivery technology; and it can prevent entry to requested facilities by international inspectors for 24 days per request; it need not account for prior military activity. And Iran will be vastly richer.

Based on the world’s experience with the efficacy of multinational inspection regimes and with Iran specifically, it would be wise to assume that the Islamic Republic will move (continue?) covertly to build nuclear warheads, perhaps just leaving out the nuclear fuel. Iran will likely begin testing rockets so that they will be able to release a future nuclear weapon securely at the right moment to get the right blast effect.

The rocket is as important as the nuclear weapon it carries.

Allowing Iran to openly acquire ballistic missile technology can shorten the time from weapons acquisition to weapons use, increasing the relative nervousness of the neighbors — not a recipe for stability. Israel will have to try to interdict and disrupt Iranian ballistic missile testing on an active and overt basis. Because Israeli is not a signatory to the Iran deal, it can expect to be censured by its allies and everyone else. But Israel will have no choice.

If a nuclear weapon were to be fired at Israel, in the few minutes from launch to impact Israel could, in theory, launch its own nuclear weapons from diverse platforms including land-based intermediate range ballistic missiles (IRBMs), from F-4’s and F-15’s, and from the newer Israeli submarines. Iran would face annihilation. It potentially could mean the same for Israel, although Israel’s anti-missile system may be sufficient to block the Iranian strike. A lot will depend on how good the Iranian technology is, how well tested it is, and what Israel’s countermeasures are.

The above scenario suggests this might be the time for Israel to place whatever nuclear cards it holds on the table. Israel has long been a presumed nuclear power, including by the CIA since the 1970s, and Secretary Robert Gates said so explicitly in his confirmation hearings. But Israel’s official posture remains “nuclear ambiguity” and a vague statement that Israel would not be the first to use nuclear weapons in the region, hinting that the program was designed as a deterrent. But given that Iran is likely on its way to being a nuclear power as well, and has threatened Israel specifically and directly with annihilation, Israel’s deterrence may well be enhanced by a less ambiguous posture.

While the first of the deal’s unintended consequences is that it forces Israel to officially become a nuclear power, there are others.

The deal increases the chances of direct conventional warfare between Israel and an emboldened and wealthier Iran. It may come as a consequence of Israel’s “interdict and defeat” effort in Syria; too many Iranian missiles in the hands of Hizb’allah; the deployment of Iranian troops in Syria threatening Israel; a firefight in the Golan or southern Lebanon; or conflict on the high seas. The list is a long one.

And Israel is not the only country that views Iran with alarm. Egypt and Saudi Arabia will urgently step up their search for nuclear capability. Egypt has gone down this road before and the Saudis have been leaning on Pakistan for a bomb.  Neither Egypt nor Saudi Arabia is inherently stable, and instability runs different scenarios. Saudi Arabia has IRBM delivery systems and F-15s that can be used to deliver a nuclear weapon. Egypt does not presently have the rockets, but it has a good nuclear science base that it gained in cooperation with different international partners. How viable its nuclear science pool is today is unclear; but in the 1980s Egypt was working with Iraq on the creation of plutonium fuel for weapons (at the Osirak reactor, among other locales) and was partnered with Argentina and perhaps others in building a version of the American Pershing II mobile nuclear missile. It is not unreasonable to think these programs or variants of them will in some way be revived.

The U.S. administration may think the Sunni Arab states have nowhere to turn for technology, but that would be wrong. Russia, for example, and China are more than capable under the right circumstances of cynically supporting both sides in the region — greatly enhancing the chances of war.

In the short term, the Saudis and Egyptians will need to rely on under-the-table relationships with Israel to resist pressure from Iran, which will grow apace thanks to the Washington-led deal; whether this can be concretized and turned into a workable and useful collective security pact is an important consideration. At a minimum, given the substantial barriers to overt cooperation, Egypt, Saudi Arabia, and the Gulf States will be heavily exposed and at risk for some time.

The security consequences do not only accrue to the regional countries, but to the United States and our European allies as well.

The U.S.-led deal leaves the Islamic Republic on the road to nuclear weapons capability, now or in five years or in ten — we don’t actually know because the administration gave up its demand for information on Iran’s previous military activities. The cost of this, which we already are seeing, is further diminution of American power and influence in the Middle East as neither our Arab allies nor Israel believe we can protect them. This fuels Russian as well as Iranian ambitions. Europe, which needs oil from the Middle East, can consequently be expected to back away from NATO, encouraging Russian nibbling on the margins of Europe — Estonia is already panicked. The Atlantic Alliance system andPax Americana that emerged from the ashes of WWII will collapse.

In the face of that possibility, the U.S. — whether in this administration or the next — will find that it cannot stand aside. In some manner, however halting, the United States will have to agree to do what Israel by circumstance is being forced to do, namely move militarily to truncate Iran’s nuclear program.

That being the case, it would be wise for the U.S. to pick up the leadership gauntlet earlier rather than later, and to do so in the company of as many friends and allies as it can muster.

Tom Cotton Defies Obama: ‘I Believe That Congress Will Kill The Deal’

Sen. Tom Cotton (R-AR) denounced the Iranian nuclear deal hailed by President Obama early Tuesday morning, calling it a mistake.

“This proposed deal is a terrible dangerous mistake that’s going to pave the path for Iran to get a nuclear weapon while giving them tens of billions of dollars of sanctions relief,” he said in an interview on MSNBC’s Morning Joe.

Cotton, a freshman senator, has made his opposition to the deal the center of his emerging political career.

He described Iran as an “outlaw, terrorist sponsoring, anti-American regime” and criticized the deal for leaving its nuclear program intact.

Cotton appeared confident that Congress would oppose the deal, once the full details of the deal were released, exposing key provisions such as lifting the arms embargo on Iran, and the weakness of requirements of nuclear inspections.

“The American people will repudiate this and I believe Congress will kill the deal,” he stated.
