Russia will respond accordingly if neighboring Finland joins NATO, Russian President Vladimir Putin has said. However, he added that Moscow will try to begin a dialogue with NATO despite its expansion towards Russia’s borders.

“The Finnish president came up with the proposals today on the first steps aimed at enhancing confidence and preventing conflicts [in the Baltic airspace]. I have already said that I agree with this. We will try to begin the dialogue with NATO at the summit in Brussels,” Putin said on Friday.

Putin and Finnish President Sauli Niinisto agreed to develop a set of security measures to control flights over the Baltic Sea. Finland’s president said military flights should avoid turning off their identification devices in the region, which is frequented by both Russian and NATO planes.

We all know the risk with these flights and I have suggested that we should agree that transponders are used on all flights in the Baltic Sea region,” Niinisto said.

Putin, in turn, noted that NATO planes conduct flights over the Baltics with their transponders off twice as often as Russian planes.

“The number of NATO planes [with transponders off] is twice as high as that of Russian planes,” Putin said citing statistics.

“We welcome the Finnish President’s proposal [to ban flights over the Baltics with transponders off]. Upon my arrival back in Moscow I will order the Foreign and Defense Ministries to raise this matter at the upcoming Russia-NATO Council meeting, which is to take place after the Russia-NATO summit in Warsaw,” he added.

Putin said Russia will respect Finland’s choice if it decides to join NATO, but will have to respond accordingly.

Do you think we will continue to act in the same manner [if Finland joins NATO]? We have withdrawn our troops 1,500 [km from the border]. Do you think they will stay there?” he told reporters.

The remarks were made at a joint press-conference of the two heads of state following their talks at the Kultaranta summer residence of the Finnish president.

Russia intercepted several US aircraft over the Baltic Sea in close proximity to the country’s border in recent months, claiming the planes in question had their identification devices turned off.

A rocket fired from the Gaza Strip on Friday night exploded outside a preschool in the border town of Sderot, causing damage to property.

There were no direct casualties in the attack.

 A second rocket exploded in an open area in the Sha’ar Hanegev region, causing no damage.

The launches set off warning sirens throughout Sderot as well as other communities in the area.

Residents then reported hearing two loud explosions.

Channel 2 News reported several people in the vicinity of the Sderot impact site suffered from shock.

It was the first rocket attack reported in June. Earlier in the month Hamas test-fired dozens of short-range rockets in Gaza, with Israeli sources estimating that at least 30 projectiles were launched.

The rockets were aimed at areas not under Israeli control,

Israel has seen sporadic fire from the Gaza Strip, usually claimed by small Salafi groups engaged in a power struggle with Hamas, which is the de facto ruler of the strip.

Israel has said repeatedly that it views Hamas as solely responsible for such attacks. It regularly responds to rocket-fire with airstrikes on Hamas targets.

Following the June 28 triple suicide bombing at Istanbul’s Ataturk Airport, which killed 41 and injured more than 200, Pakistan’s largest Urdu-language daily Roznama Jang, published an editorial titled “Turkish Attacks: A Time of Alarm for the World of Islam!”

In the editorial, the daily insinuated that these attacks, as well as similar incidents that have occurred since 911, are part of a plot by Western countries. The editorial claims that after the defeat of the Soviet Union in Afghanistan, the then-NATO secretary-general (whose name is not given) had issued a policy statement saying that after communism, it was now Islam’s turn to be defeated.

Following are excerpts from the editorial:

“The recent suicide attacks that took place at the Ataturk airport in the city of Istanbul, Turkey are a cause for concern and worry for the entire world of Islam. This is because most of the unhappy incidents occurring in any part of the world since 9/11 are connected in some manner or another to Muslims, the world of Islam, or Pakistan, which is known as the fort of the Muslim world. After 9/11, the way most incidents have been linked to Islam, Muslims, and the Muslim world is a matter of amazement.

“In Western countries, even before 9/11, there had been incidents of indiscriminate shooting in public places by some individuals or [incidents] of collective suicides in the name of different philosophies by some groups, which were described as isolated incidents. The sad fact of the matter is that if a remote link between a Muslim and any incident emerged, it led to a series [of attempts] to connect Islam to terrorism; [attempts] that are seen with increasing suspicion, even by the educated class in the West.

“Some individuals who study history say that after the break-up of the Soviet Union, the then-NATO secretary-general issued a policy statement declaring Islam as their next enemy after the defeat of Communism. Subsequently, startlingly clear signs of sectarianism and differences based on language and race emerged in Muslim countries. Situations including corruption, mismanagement, lawlessness, the growing gulf between the rich and the poor, scarcity of energy, and shortages in agricultural and industrial production, emerged, leading to the public losing confidence in the system in most of Muslim countries.

“In Pakistan’s Northern Areas, especially Swat and Malakand Agency, efforts to turn people’s deprivations into religious slogans and religious extremism came to light. Through armed individuals [i.e. terrorists] coming from or brought from Afghanistan, attempts were made to weaken Pakistan’s control in these areas once again. Though peace and order has been established in Swat through military operations, the anti-Pakistan activities of [Tehreek-e-Taliban Pakistan chief] Fazlullah, the rebel enjoying the safe hospitality in Afghanistan, are still continuing.

“The strange point is that on the one hand, both old and new terrorist organizations spend all their energy causing damage to Muslim countries in every way; but on the other hand, the blame for terrorism also falls on Muslim countries. As per preliminary reports, the three suicide attacks on the night between Tuesday and Wednesday at the Istanbul airport killed 36 and injured 150, and these numbers are expected to increase.

“On Tuesday alone, reports say: 14 worshippers were killed after the Tahajjud [Ramadan nightly prayers] in a mosque in Zaydan near the Iraqi capital of Baghdad; 11 Kurdish fighters and three [Iranian] Pasdaran-e-Inquilab [fighters] were killed during clashes in the Iranian province of Kurdistan near the Iraqi border; 25 rebels were killed in airstrikes by Saudi allies in Yemen; 40 individuals were killed during clashes between rebels and government forces in South Sudan.

“The countries of the Muslim Ummah – most of which were caught in the bonds of slavery at the beginning of the 20th century – are divided into pieces today despite being independent and autonomous and are undergoing the most difficult circumstances. It is the responsibility of Muslim rulers, Islamic scholars, philosophers, and reformers to set aside their personal, familial, and group interests, and organize and unite to sustain the freedom of Muslim countries and to save the world from a new war…”[1]

WASHINGTON — Navy Secretary Ray Mabus announced today that all Navy personnel deploying to the Persian Gulf will be issued knee pads, effective immediately.

The new safety initiative follows in the wake of a widely-publicized incident in January, in which a commander of the riverine boat USS Bergdahl ordered his sailors to kneel for several hours, in violation of Navy, OSHA and Coast Guard regulations.

“Osteoarthritis is a real problem,” Mabus said. “We can’t have our guys spend this much time on their knees without appropriate ‘knee-pro.’”

“Have you ever knelt on non-skid [paint] on a rolling deck?” Mabus added. “It’s absolute agony.”

Chief of Naval Operations Adm. John Richardson noted that Navy leaders need to do a better job looking out for the joint health of sailors.

“And also their dignity, but we don’t have to shell out money to pay for restoration of dignity,” he said.

Capt. Kyle Moses, commodore of Commander Task Force (CTF) 56, whose boats were involved in the incident, was said to be “relieved.”

Mabus concluded the announcement by thanking the Marine Corps for volunteering to pay for the Navy’s kneepads out of the Corps’ birthday ball budget.

Gunmen stormed a restaurant frequented by foreigners in the diplomatic zone of Dhaka, Bangladesh, on Friday and took hostages, according to local reports.

Police engaged in a firefight with the attackers at the Holey Artisan Bakery cafe. The U.S. Embassy in Dhaka, Bangladesh, issued a shelter in place order to individuals in the area.

The Dhaka Tribune reported that at least 20 civilians, most of them foreigners, had been taken hostage inside the restaurant in Dhaka.

According to CNN, police officers in Dhaka engaged in a shootout with an unknown number of attackers at a restaurant. A police officer said that an unknown number of individuals were trapped inside.

The U.S. Department of State Bureau of Consular Affairs wrote on Twitter that a hostage situation was taking place at the Holey Artisan Bakery cafe in the diplomatic enclave. The department directed individuals to monitor local news reports.

A police officer who spoke to AFP could not confirm reports that the individuals had been taken hostage.

“Unknown number of people are still inside but we cannot confirm whether they are held hostage,” said police officer Sayedur Rahman.

The attackers were said to be throwing grenades at police officers. Three individuals, including two police officers, had been wounded in the gunfire, BBC reported.

A witness who works at the bakery and who escaped the attack told the Dhaka Tribune that 20 people, all of them foreigners, were inside when two attackers entered with small firearms. He reported that the attackers shouted “Allahu Akbar” when entering the bakery. These reports have not been confirmed.

Jewish Home chairman and Education Minister Naftali Bennett on Friday presented a plan to stop the latest terror wave against Israelis.

Prime Minister Binyamin Netanyahu announced that the Security Cabinet will convene on Saturday night at 10:00 p.m. following the shooting attack south of Hevron.

Bennett’s plan for stopping the terror is as follows:

1. Arrest and imprisonment for the families of the terrorists and perhaps even deportation. Justice Minister Ayelet Shaked has been working to promote the issue.

2. Immediately demolish the thousands of illegal Arab buildings which have been approved for demolition.

3. Impose a total curfew on the village from which the terrorists came and its surroundings.

4. Shut down Facebook, the internet and 3G in the entire Hevron area as preventive and not punitive action. Facebook is a central incitement tool in this viral wave of terrorism, noted Bennett.

5. Stop all Hamas activists in Judea and Samaria, as the IDF did during Operation Brother’s Keeper, after the kidnapping of the three yeshiva students two years ago.

6. Prevent the transfer of funds to the families of terrorist murderers, effective immediately.

7. Re-arrest terrorists freed in the Shalit deal who committed offenses in the past two years.

8. Resume the IDF’s military activities in Areas A and B.

9. Build two Jewish neighborhoods in Kiryat Arba.

10. A Mini “Operation Defensive Shield” in the Hevron area.

11. Stop Palestinian traffic on Highway 60.

“Viral terrorism cannot be stopped with a closure,” Bennett said Friday afternoon. “No barrier will stop terrorists who see that the family of the murderer is not paying the price. We cannot settle for the imposition of closures or stopping the funds to the Palestinian Authority as the family of the terrorist continues to receive payments. Without action, the family of the murderer of Hallel Ariel will receive its pension on the first of August.”

Bennett’s plan was presented hours after an Israeli was murdered in yet another shooting attack at the Adorayim Junction south of Hevron in Judea.

The attack came just hours after an attempted stabbing at the Tomb of the Patriarchs in nearby Hevron.

In that incident, a female Arab terrorist was shot dead when she drew a knife and attempted to stab Israeli soldiers guarding the holy site. There were no Israeli casualties in that incident.

Bloomberg’s Mark Halperin reported Friday that Loretta Lynch will not recuse herself from the investigation into Hillary Clinton’s private email server and reserves the right to overrule the guidance of prosecutors and FBI investigators.

Lynch set off a political firestorm this week when it was revealed she met privately with former president Bill Clinton on her plane in Phoenix, Arizona. She insisted repeatedly their conversation was innocent, but both sides of the aisle decried the appearances of their discussion. The New York Times reported Friday that she would accept recommendations by the FBI and career prosecutors over whether to file charges against Clinton, but Halperin’s revelation elaborates on that story:

Attorney General Loretta Lynch is reserving the right to overrule prosecutors and FBI investigators on whether to bring charges after their probe into Hillary Clinton’s personal e-mail server, but she is strongly inclined to follow their recommendation, a Justice Department official said.

The attorney general will discuss the inquiry during an appearance at the Aspen Ideas Festival in Colorado on Friday, according to the official, who asked not to be identified in advance of Lynch’s comments that are aimed at reaffirming that she will follow usual Justice Department practices. News of a private meeting between the attorney general and former President Bill Clinton sparked rebukes from Republicans and concern among some Democrats about perceptions of impropriety.

Because Lynch will stop short of recusing herself, debate may continue over whether she will exert influence over the case as an appointee of President Barack Obama, who has endorsed Hillary Clinton’s presidential bid. The New York Times reported earlier that Lynch would accept whatever recommendation career prosecutors and the FBI director made, and a Justice Department official confirmed the gist of that report to Bloomberg News but later clarified Lynch’s intentions.

In a clip flagged by Breitbart on Morning Joe, Halperin said the DOJ official was “playing down that this is anything new” and that Lynch wouldn’t apologize for her meeting.

“Quote, she’s not recusing herself, she’s not stepping aside, and does not expect that the Attorney General today will say it was a mistake to meet with Bill Clinton for 20 or 30 minutes privately,” Halperin said.

He said the logic was “confusing” for her to be in a half-way position of being in the chain while still saying she would likely accept recommendations.

“She’s turned this over to [James] Comey now, and again, that’s just not good news for the Clintons on any front,” MSNBC host Joe Scarborough said.

A battle on June 29 between ISIS and a pro-American Syrian rebel force near the Syria-Iraq border will go down as one of the most striking defeats ever suffered by an American-backed Syrian force trained in Jordan in the annals of the war on terror.

It was not the first, say DEBKAfile’s military and intelligence sources. In August 2015, a force from Al Qaeda’s affiliate Nusra Front destroyed a similar rebel force called Division 30. And 12 hours earlier, on June 28, ISIS suicide bombers murdered 44 people in a bloodbath at Ataturk international airport in Istanbul.

The following timeline of events is instructive:

1. In March and April of this year, military instructors from the CIA, together with Jordanian intelligence officers and special operations units, established a new militia to fight ISIS called the New Syria Army. Most of the recruits were from Syrian refugee camps. The US furnished the militia with funds and advanced weapons.

2. They were trained by US and Jordanian military instructors at Jordan’s al-Rukban base in the Berm area on the Syrian border.

3. In May, American commanders in Jordan decided that the militia would launch its first mission in eastern Syria near the border with Iraq.

4. In June, it became clear to the Americans and the Jordanians that the time had come for the new force to go into action.

There were five reasons:

A. After the capture of the Iraqi city of Fallujah from ISIS, the pro-Iranian Shiite militias that participated in the campaign, namely the Popular Mobilization Forces and the Badar Forces, had started moving west toward the Iraq-Syria border (see map).

B. Syrian army and Hizballah forces had embarked on a parallel eastward movement from the vicinity of Deir ez-Zor toward the Iraqi border (see map). Their goal was to link up with the Iraqi Shiite militias on the Syrian-Iraqi border and create a land bridge for the use of all pro-Iranian forces in the two countries.

C. Washington and Amman regarded this development as dangerous and resolved to preempt it.

D. To that end, the New Syria Army was to be sent into action to take the town of Abu Kamal near the border.

E. The commanders assumed that the loss of Abu Kamal would deal a blow to ISIS forces in eastern Syria and plant a pro-American wedge against the linkup of the two pro-Iranian forces and so foil their projected land bridge athwart Iraq and Syria. .

5. On June 21, an ISIS suicide bomber driving a stolen Jordanian military truck blew himself up in the area of Jordan’s al-Rukban base on the Syrian border, in an attempt to avert the coming Abu Kemal attack by inflicting heavy losses on the new militia.  Most of those killed were Jordanian border guards.

6. After the attack, US and Jordanian helicopters airlifted the new militia combatants to a forward base set up at al-Tanf inside Iraq, 230 kilometers from Abu Kamal. They were attacked twice by Russian air strikes in an effort to thwart the pro-US militia’s return to Syria.

7. On June 29, the new Syrian force nonetheless launched its attack, under the direction of Jordanian special operations and military intelligence officers, and the supervision of American elite forces officers at the US-Jordanian war room north of Amman.

8. However, the new Syrian militia was speedily ambushed by ISIS, which apparently was tipped off about the impending attack and its routes of approach. Dozens of Syrian militiamen were killed or wounded, and the force fled from the battlefield. Those unable to flee were shot dead or decapitated.

9. The Jordanian officers who commanded the force were among those who fled.

10. ISIS videos of the battle showed that advanced US military equipment provided the militiamen had fallen into the terrorist organization’s hands, recalling the sights from Iraq of two years ago, when ISIS captured as booty masses of American military hardware from fleeing troops.

The US and Jordan once again failed to establish a Syrian force capable of fighting ISIS. They also lost the chance to gain control of the situation in eastern and southern Syria.

No official in Washington was ready to comment on the battle.
