Under cover of the Syrian ceasefire that went into effect Saturday, Feb. 27, and the Russian air umbrella, Iran’s Revolutionary Guards Corps finally managed to secretly install hundreds of armed Palestinian terrorists on the Syrian-Israeli border face-to-face with the IDF’s Golan positions.

This is reported exclusively by DEBKAfile’s military and intelligence sources.

These Palestinians belong to Al-Sabirin, a new terrorist organization the Iranian Guards and Hizballah are building in the refugee camps of Lebanon and the Gaza Strip. Their agents clandestinely recruited the new terrorists from among young Palestinians who fled the Yarmouk refugee camp outside Damascus and sought refuge in Lebanon. Hizballah organized their return to Syria through south Lebanon – but not before training and arming them for penetration deep inside Israel to carry out mass-casualty assaults on IDF positions, highways and civilians.

So Iran and Hizballah have finally been able to achieve one of the most cherished goals of their integration in the Syria civil war, namely, to bring a loyal terrorist force right up to Israel’s border.

Israel’s military planners went to extreme lengths to prevent this happening. Last December, Samir Quntar, after being assigned by Tehran and Hizballah to establish a Palestinian-Druze terror network on the Golan, was assassinated in Damascus.

Twelve months before that, on Jan. 18, an Israeli air strike hit an Iranian-Syrian military party surveying the Golan in search of jumping-off locations for Hizballah terror squads to strike across the border against Israeli targets. The two senior officers in the party, Iranian General Allah-Dadi and Hizballah’s Jihad Mughniyeh, were killed.

The hubbub in the run-up to the Syrian truce, coupled with Russia’s protective military presence, finally gave the Islamic Republic and its Lebanese proxy the chance to outfox Israeli intelligence and secretly bring forward a terrorist force to striking range against Israel

This discovery was one of the causes of Prime Minister Binyamin Netanyahu’s urgent phone call to President Vladimir Putin Wednesday, Feb. 24, two days before the ceasefire went into effect. He reminded the Russian leader of the understandings they had reached regarding the deployment of pro-Iranian terrorists on the Syrian-Israeli border. He also sent emissaries to Moscow to intercede with Russian officials.

Putin’s answers to Israel’s demarches were vague and evasive, on the lines of a promise to look into their complaints.

He also tried to fob Netanyahu off by inviting President Reuven Rivlin for a state visit to Russia. Putin promised to use that occasion for a solemn Russian pledge of commitment to upholding Israel’s security in a tone that would leave Tehran in no doubt of Moscow support for the Jewish state.
The Rivlin visit has been scheduled for March 16.

But it is clear that the prime minister and defense minister Moshe Ya’alon were too slow to pick up on the new terrorist menace Iran had parked on Israel’s border. Now their hands are tied, say DEBKAfile’s sources. An IDF operation to evict the pro-Iranian Palestinian Al-Sabirin network from the Syrian Golan, before it digs in, would lay Israel open to the charge of jeopardizing, or even sabotaging, the inherently fragile Syrian ceasefire initiated jointly by the US and Russia.

Prime Minister Binyamin Netanyahu phoned President Vladimir Putin Wednesday Feb. 24, to find out how the partial Syrian ceasefire due to go into effect Saturday Feb. 27 will affect Israel’s northern border security. According to the Kremlin statement, “The two leaders discussed the Middle East and reached agreement to hold a number of high-level contact meetings.”

Agreement was also reached on “a range of contact [meetings] on the high and highest level, taking into consideration the 25tyh anniversary of the establishment of diplomatic relations between the two countries,” the communiqué went on to say.

The language and content of this communiqué struck DEBKAfile’s diplomatic sources as oddly off the point compared with statements that came after past conversations.

It is hard to believe that the Russian President, while deeply immersed in tense exchanges with President Barack Obama and Iran’s Hassan Rouhani for tying up the ends of the approaching Syrian ceasefire, would give his attention to the celebration of a historic event.

The words did however convey the impression that the Russian leader was making an effort to calm Israel’s apprehensions about the coming stage of the Syrian crisis.

According to our sources, Netanyahu put in the call to Putin when he learned that the Russian and American presidents had agreed to get the partial ceasefire started in southern Syria, namely on the front closest to the borders of Israel and Jordan.

Israeli and Jordanian military officials have been trying to get a picture of how these arrangements would work and affect their national security, but Washington and Moscow are similarly tightlipped on information. This is also the reaction the Israeli Foreign Ministry’s Director General Dore Gold found when he called on Russian Foreign Minister Sergei Lavrov in Moscow on Feb. 18. The minister was polite but avoided direct answers to questions.

Israel is most deeply troubled by the possibility that Syrian army, Iranian and Hizballah forces currently in offensive momentum in South Syria will exploit the cessation of hostilities to advance towards its Golan border with hostile intent.

With only three days to go before the truce goes into effect, Israel has still not received any clear answers about whether the Russian air force will continue to strike Syrian rebel elements deemed “terrorists” unabated in close proximity to its northern borders.

US officials have tried in the last 24 hours to assuage Israel’s concerns, but they are no more forthcoming with clear information than the Russians.

Netanyahu therefore picked up the phone to the Russian president, with whom he maintains a friendly dialogue, to find out what was ahead in the wake of the truce and to ask for guarantees that Syrian, Iranian and Hizballah forces would not permitted to take advantage of the lull to gain ground.

The prime minister also asked Putin about the huge $14bn arms deal in negotiation with Tehran.

He is most unlikely to have been appeased by the bone the Russian president threw him about a joint celebration of an anniversary. The record is not assuring. In early January, Putin promised Netanyahu that he would make sure that Hizballah forces would not be part of the Russian-backed Syrian army offensive in the South. But then, on Jan. 27, a large Hizballah force entered the southern town of Daraa and Russian air strikes drew ever closer to the Israeli border, until explosions could be heard in Israel from a distance of no more than a few hundred meters.

While Syrian war reporting focused over the weekend on the battles around Aleppo and along the Turkish border in the north, Russia since Saturday, Feb. 20 has ramped up its air bombardment of southern cities and towns, especially Daraa and Nawa. Thousands of fleeing rebels with their families and other civilians have meanwhile been turned away from the locked Jordanian border and are heading towards the Golan opposite the Israeli border.

The heaviest Russian air strikes seen hitherto in Syria have two strategic goals.

1. To retake the key southern town of Daraa from rebel hands and restore it to Syrian President Bashar Assad’s full control.

2. To crush rebel resistance in the South and force them to accept surrender, collapse or escape in the direction of the Jordanian or Israeli borders.

The intense Russian sorties are opening the door to Syrian, Iranian and Hizballah forces to move into the South and reach the Israeli borders. Prime Minister Binyamin Netanyahu sent Dr. Dore Gold to Moscow last week as his special emissary to explain how this affected Israel’s security. But he was unable to persuade the Russians to scale down their attacks in this sensitive border region.

Those attacks have a third goal, which is to encircle the Jebel Druze region with a “shield of fire” as protection for this ethnic minority of 750,000, most which inhabit mountain villages.

This unusual operation, the first of its kind in the Syrian war, has three objectives:

A. To shield the Druzes villages against ISIS attack from the east, namely Deir az-Zour.

B. To shut the door against fleeing rebels seeking sanctuary in the Druze enclave.

C. To show other Syrian minorities, especially the Kurds in the north, the great advantage of allying themselves with Moscow. Word of Russian protection of the Druzes has undoubtedly spread to Syria’s other minorities.

As for the rebels and refugees, Jordanian troops moved into the border crossings evacuated by Syrian rebels and closed the last crossing at Ramtha.

The exodus from southern Syria is now heading towards the Golan on Israel’s doorstep.

Israel has imposed a media blackout on this development. However, DEBKAfile’s sources warn that it will soon be impossible to keep it dark. Within a few days, many thousands of Syrian refugees will be massing at Israel’s Ein Zivan gate opposite Quneitra. Like Turkey and Jordan, Israel will have to supply large numbers of distressed Syrian refugees with tents, food, water and medicines.

In view of the crisis building up on the southern Syrian-Israeli border, Prime Minister Binyamin Netanyahu decided immediately on his return home from Berlin early Wednesday, Feb. 17, to send a special  emissary to Moscow to ask for clarifications. Tuesday, Intensified Russian air strikes came to within 6 km of the Israeli border, sparking a growing exodus of Syrian refugees heading towards the Qoneitra border crossing to Israel.

DEBKAfile’s sources reveal that the envoy is Dr. Dore Gold, director-general of the Foreign Ministry and one of the prime minister’s few trusted confidantes.

It was still not clear whom Gold will meet in the Russian capital, but it is assumed that it will be one of Moscow’s senior decision-makers in the loop on its military operation in Syria.

The fact that Netanyahu decided to dispatch a top diplomat rather than a senior military or intelligence officer is a sign that the prime minister is not of one mind with the IDF’s intelligence assessments of the situation on the ground.

Netanyahu’s concerns grew after after the Russian air force on Tuesday widened its massive bombing of southern Syria from the city of Daraa to the Golan town of Quneitra, in order to help the Syria army’s 7th armored division push the rebels east, so they will not attempt to cross the border and seek shelter in Israel.

DEBKAfile’s military sources report that that 12 of the 15 targets bombed by the Russian air force across from the Israeli border were new rebel positions that had not been attacked before, even by the Syrian army. Military sources monitoring the war said Tuesday night that there is no doubt that the Russians are in the process of wiping out the rebel positions along the Israeli border by means of an offensive comparable to their operations in the northern Aleppo sector.

Our sources report that Israel’s concerns grew when, as the Russians bombing raids neared the Israeli border, Syrian officials threatened Jordan with serious consequences if Amman gave the Saudi air force a base for attacking eastern or southern Syria.

The threats began Tuesday, after Jordanian forces took over the Syrian-Jordanian border crossings formerly held by Syrian rebels, as a measure to stem the volume of Syrian refugees in search of sanctuary in the Hashemite Kingdom. But this step was interpreted by the Syrians and their Russian ally as clearing the way for Saudi intervention in the Syrian conflict using Jordan as a jumping-off base.

Meanwhile, Western military sources reported a sub substantial presence Tuesday of both Russian and Israeli warplanes in the skies over and around southern Syria.

Israel’s military and political leaders became intensely anxious Tuesday, Dec. 29, when they saw how concentrated Russian air strikes were swiftly dislodging anti-Assad rebels from southern Syria and beginning to open the door for the Syrian and Hizballah armies to come dangerously close to the Israeli border.

DEBKAfile’s military and intelligence sources report that Russian air strikes in other parts of the country have tapered off. Instead, heavy Russian bombardments are giving the combined Syrian-Hizballah force its first chance to recover Sheikh Maskin, the southern town housing the Syrian Army’s 82nd Brigade which has been passing from hand to hand for months. If the rebels lose that fierce battle, the way will be clear for the combined pro-Assad force to advance on the two key southern towns, Deraa and Quneitra on the Golan.

The rebel groups assaulted by the Russian air force Tuesday included moderate, pro-Western, pro-Israeli militias, such as the Southern Front and the First Column. Both suffered heavy casualties.

IDF unease as a result of Russia’s aerial intervention in the fighting in southern Syria is rising in proportion to the current military tensions with Hizballah. If the Lebanese Shiite terrorists manage to get the late Samir Quntar’s anti-Israel terror Front for the Liberation of Golan up and running, the Israeli air force would be severely hampered in launching its own strikes against this enemy by the dozens of Russian bombers using the same patch of sky without pause.

Some Israeli official circles suspect that Moscow is deliberately bringing Israel under pressure to accept a deal for southern Syria. One of President Vladimir Putin’s main objects from the outset of Russian’s military buildup in Syria was to eradicate the rebels in the South and the threat they posed to the Assad regime in Damascus.

More than once, Putin suggested to Prime Minister Binyamin Netanyahu that they work out a Russian-Israeli deal for that part of Syria. The Israeli leader was unresponsive, mainly because Israel is bound by prior understandings to coordination with the US, Jordan and moderate Syrian rebel groups. A deal with Moscow would counter those understandings.

However, The concentrated air strikes in the border region is intended by the Kremlin, according to some views, not just to push the rebels out, but to twist Israel’s arm for settling the issue with Moscow.

Moscow may be giving Hizballah and Iran an umbrella for achieving their longstanding design to displace the Syrian rebels with Revolutionary Guards and Hizballah forces and deploy them along Israel’s Golan border.

On the outside, Israel is all smiles and full of praise for way the coordination with Moscow is working for averting clashes between its air force and Russian warplanes over Syria. This goodwill was conspicuous in the compliments Prime Minister Binyamin Netanyahu and President Vladimir Putin traded when they met on the sidelines of the Paris climate summit Monday, Nov. 30.

But the first disquieting sign appeared Tuesday, Dec. 1. Senior Russian and Israeli officers were due to meet in Tel Avid to discuss strengthening the cooperation between the two army commands. But no word from Moscow or Jerusalem indicated whether the meeting had taken place.

DEBKAfile’s military sources report that this week, the show of optimism is giving way to an uneasy sensation in the offices of the prime minister, Defense Minister Moshe Ya’alon and the IDF Chief of Staff Lt. Gen. Gady. They suspect an ulterior motive behind Russia’s military movements in southern Syria, especially its air strikes against Syrian rebels, just across from Israel’s Golan border.

In particular, Moscow may be giving Hizballah and Iran an umbrella for achieving their longstanding design to displace the Syrian rebels with Revolutionary Guards and Hizballah forces and deploy them along Israel’s Golan border.

This suspicion gained ground when Tuesday, Dec. 1, the day after the Putin-Netanyahu encounter, the combined Iranian-Syrian-Hizballah units expanded their thrust from the southern Syrian town of Deraa to the Golan town of Quneitra, within sight of Israel’s defense positions.

All that day, heavy battles raged over the rebel-held line of hills running from a point just south of Quneitra to the Israeli-Syrian-Jordanian border junction. The combined force was supported by Russian air strikes and heavy tanks and artillery, seen for the first time in this war arena.

When the fighting resumed Wednesday, the IDF placed its Golan units on high alert and an extra-vigilant eye was trained on this battle.

The Iranian-Syrian-Hizballah side is gaining a distinct advantage from the deep feud dividing rebel ranks. The Islamic State and the al-Qaeda-affiliated Syrian Nusra Front forces are tearing into each other with suicide bombers and explosive cars. Tuesday, an ISIS-rigged bomb car blew up at Nusra headquarters near Quneitra (see photo).

But this also means that an Islamic State force has come dangerously close to the Israeli border.

However, even more perils are in store if Bashar Assad’s army backed by Iran, Hizballah and Russia manages to capture the hills opposite the Golan:

1. Two years of unrelenting Israeli military and intelligence efforts to keep Hizballah and Iranian forces away from its Golan border will have gone to naught.

2.  Hizballah will open the door for Iranian Revolutionary Guards officers to set up a command center right up to the Israeli border.

3.  Israel’s steadfast policy and military action to prevent advanced Iranian weapons reaching Hizballah in Lebanon via Syria will be superseded. On the Golan, Hizballah will have gained direct access to any weapons it wants directly from Syria and be able to deploy them at far shorter distances from Israeli targets than from their firing positions in Lebanon.

4.  Vladimir Putin attaches extreme importance to recovering southern Syria from the rebel forces backed by the US and Israel, because he regards the threat to the Assad regime as great from the south as it is from the north or the center.

5.  Israel faces a grave dilemma between keeping up its “honeymoon” with Moscow by giving way on its essential security interests, or taking the bull by the horns and keeping the enemy at bay, whatever the cost to the understanding reached with Putin.

Officials in Jerusalem point out that the threat to Golan peaked just hours after the Russian leader met the prime minister in Paris. Putin is conducting a hands-on policy on Syria and keeps close track of the slightest occurrence on the battlefield. He must have been perfectly aware of the state of play on the Golan when he met Netanyahu, but nonetheless kept it out of their conversation.

1. High Tide/Low Tide. When the “Second Intifada” broke out in October 2000, IDF used to refer to the riots and terrorist attacks in the Judea and Samaria area, as well is inside the territory of the State of Israel as “High Tide/Low Tide”, as each wave of riots was followed by a period of relative quiet, and then a new trigger emerged, leading to a wave of renewed violence, and so on.

Eventually, the “High Tide/Low Tide” incidents assumed a pattern of a murderous terrorist offensive, which took the lives of more than a thousand Israelis through suicide attacks, until the Intifada finally subsided in 2004.

The wave of riots and terrorist attacks that erupted about 15 years later, in the fall of 2015, appears to be connected, in some way or another, to the state of instability that characterizes many areas throughout the Middle East. For the last few years, the lion’s share of the fighting takes place in Syria, where hundreds of thousands of people were killed and millions more became refugees.

The major question that arose within the Israeli defense establishment in the fall of 2015 was whether this latest wave of terrorist attacks marks the outset of a “Third Intifada”. Although outwardly the Israeli interest is to announce “This is not a new Intifada,” in effect, there is talk about a “new situation” and no one knows how it will evolve.

Analyses performed within the defense establishment point to a number of reasons that suggest that this is a significant wave of terrorism which could turn out to be prolonged, as well as to reasons that justify the claim “This is not a new Intifada”.

One of the reasons that this wave of attacks is serious and could be prolonged is the religious motive: the Israeli media does not speak about it too often, but the Arab world is raging around rumors or reports that Israel actually intends to change the status quo on Temple Mount.

Even when one attempts to fish only “comfortable” data out of the statistics of the latest terrorist attacks, it is impossible to ignore the increase, by tens of percent, in the number of violent incidents throughout the Judea and Samaria area as well as within the “Green Line” during the last few weeks.

On the other hand, one significant difference between October 2015 and “Black October” (following the outbreak of the Second Intifada 15 years ago), is that the Israeli security forces are currently operating freely throughout the Judea and Samaria area. Consequently, entering the hospital in Nablus did not call for tactical support by tanks and aircraft. During the Second Intifada, on the other hand, it took the IDF and ISA quite a long time before they succeeded in regaining control over the centers of the Palestinian cities, pursuant to Operation Defensive Shield, and even then, the control achieved was only partial.

The recent events erupted despite the fact that IDF and ISA operate continuously against terrorist detachments. In each of the last few years, 2,000-3,000 Palestinian inhabitants were arrested. 80% of them were sentenced by the courts to prison terms of several months minimum.

It is still difficult to predict how the events will evolve over the next few months, but in any case, it seems that we have “a new security situation” on our hands.

2. Vladimir Putin. Many people regard the regional instability as the direct result of the American strategy of minimizing US involvement in the region, due to separatism processes and shifting the focus of world attention to Eastern Asia and the Pacific region (among other things, owing to the reduced dependence on Arab oil).

The party that stepped very effectively into the vacuum left by the USA was Russian President Vladimir Putin, who currently positions himself as the regional “Sheriff”.

No one can overestimate the importance of the moves made by Russian President Vladimir Putin, who deployed military forces to Syria this fall and continues to position himself as the strong man of the Middle East who never abandons his allies, while the USA has “transmitted” that her allies cannot rely on US support (as the USA had abandoned Egyptian President Hosni Mubarak in 2011).

This fall, the Russians deployed to Syria fighter aircraft that attack targets of the rebels opposing the military of President Bashar al-Assad. These moves were carefully coordinated with Iran, which, for her part, deployed hundreds of troopers (who are currently helping Hezbollah withdraw some of its forces back to Lebanon).

The Russian-Iranian move may have been intended to exert pressure on Saudi Arabia that supports the rebels, as well as to raise the price of oil, which is important to the economies of both countries.

Complicated? Even if there is no connection between the moves in Syria and the energy market, there is a definite connection between the fighting in Syria and the war raging in the southern part of the Arabian Peninsula. A solution in Syria may project on the war over there, as in both regions Iran and Saudi Arabia support opposing sides, with the conflict between the Shi’ite and Sunni factions of Islam as the backdrop.

Behind the scenes of the latest developments in Syria there has always been a Russian plan to bring about the end of the civil war in Syria by dividing it into areas of influence, with about 30% of the territory, in the Tartus and Lattakia area, remaining under control of the Alawite community of the current President, Bashar al-Assad.

Russia is interested in the sea ports in this area, and much less in maintaining Assad in control over a part of the disintegrated country. The Russians will not yield to the American demand to remove Assad from power until they have guaranteed their important interests. The party expected to pay the price is Israel, which may find itself, within a few months, facing a de-facto Iranian and Hezbollah domination on the other side of the border with Syria on the Golan Heights.

This situation could evolve despite the fact that Israel and Russia coordinate some of their respective moves, as indicated by the trip made by Prime Minister Netanyahu’s to Moscow last September, accompanied by the IDF Chief of Staff, Lt. Gen. Gadi Eizenkot, and Head of the IDF Intelligence Directorate, Maj. Gen. Hertzi Halevi, during which they met with “Sheriff” Putin.

3. Meanwhile, in the South. The good news come from the south, where Egypt under Abdel Fattah el-Sisi is determined to defeat the forces of al-Qaeda and the Islamic State that operate throughout the Sinai Peninsula. Egypt, Israel and the USA cooperate closely in the context of this effort, owing to their shared interests.

El-Sisi regards Hamas in the Gaza Strip as an enemy, owing to the cooperation between Hamas and the Egyptian Muslim Brotherhood movement, which is engaged in an on-going conflict with his regime.

Hamas itself is under tremendous pressure from different directions: from Egypt, which cuts off the underground tunnels connecting the Gaza Strip with the Egyptian territory, as well as from al-Qaeda and elements identifying with the Islamic State, who urge the leaders of Hamas to renew the fighting against Israel and occasionally even launch a rocket into Israeli territory in order to motivate Israel (which regards Hamas as the party responsible for such launches) to attack Hamas.

The reality that emerged in the Gaza Strip is yet another example of the complexity in our region. Iran, encouraged by the signing of the nuclear agreement with the superpowers, has renewed its support for Hamas, both financially and militarily (despite the fact that Hamas identifies with the rebels fighting against Bashar al-Assad in Syria and in Iran itself).

The positive bottom line is that Hamas, owing to its own considerations, does its best to maintain the ceasefire agreement reached with Israel following Operation Protective Edge in the summer of 2014. That state of affairs remained in effect until the fall of 2015 but reality, as everyone knows only too well, is highly dynamic.

4. A Small Military. One of the most significant moves expected within IDF in November is the endorsement of the long-term plan for the coming five-year period, and the conversion thereof into an effective order for execution.

“Gideon” is the name of the new multi-year plan led by IDF Chief of Staff, Lt. Gen. Gadi Eizenkot. The plan is intended to rely on the long-term budget allocated to the IDF according to the recommendations of the Locker Committee, and will come into effect in 2016, after five years during which IDF have operated without a long-term plan, as the previous plan had ended as far back as during the tenure of Lt. Gen. Gabi Ashkenazi as Chief of Staff. The Gideon plan is intended to convert the IDF into a technological, cyber-based military organization, possessing fast maneuvering elements equipped with accurate, lethal weapons and enhanced sea and air branches. Above everything else, the most substantial investment will be made in intelligence.

The greatest concern among quite a few elements within the defense establishment pertains to the size of the military, as the new plan calls for the demobilization of quite a few units. One of the principles of Israel’s national security concept since the days of David Ben-Gurion is the need to maintain a strong, substantial military force, based on hundreds of thousands of reservists. The principle is still valid, but in effect, the emphasis is placed on intelligence, air power and commando operations. The substantial ground army, along with its massive tank OrBat, is reduced dramatically – which is inconsistent with the aforesaid principle.

5. Defense Exports. Nearing the end of 2015, the Israel Ministry of Defense and the Israeli defense industries embarked upon a massive sales effort. Between October and December, they will take part in not less than five major defense exhibitions in the USA, South Korea, Japan, Colombia and Thailand.

Even if that effort proves successful, the statistics for 2015 will indicate that Israeli defense exports still follow the downward trend that began in 2014. At best, the defense exports for 2015 will amount to US$ 5 billion, as opposed to US$ 7 billion in 2013.

The main reason for this decrease is the end of the global campaigns in Iraq and Afghanistan. Several major deals that are still on the agenda, mainly in India, can still change the picture before the end of 2015 and lead to a positive trend in terms of the scope of exports. In any case, the contribution made by the defense exports, which amounts to billions of dollars, to the Israeli economy and to the Israeli security resilience is immense. The massive proceeds enable the Israeli defense industries to continue to invest funds in research in order to develop products at the cutting edge of technology.

Syrian media reported an Israeli air force attack Sunday, Nov. 1, after two sorties Friday night against Syrian army and Hizballah bases in the Qalamoun Mountains on the Lebanese border. The IDF declined to confirm or deny these reports. Syrian sources described a large number of Israeli airplanes as bombing a Hizballah unit based in the village of El Ain in northern Lebanon and the arms depot of the 155thBrigade of the Syrian army at Al-Katifa to the east.

The two targets are 70 km apart. So these air strikes must have targeted two key points along the Iranian arms supply route to Hizballah.

They also raise three important questions:

1. Did Israel’s Tel Aviv command center use the hotline to Russian headquarters to give Moscow prior warning of air strikes against Syrian and Hizballah targets, explaining that no harm was intended to the Russian military in Syria?

Hardly likely; the Russians would not be expected to tolerate Israeli bombardments so close to their own military enclave in Latakia province.

2.  Did Russian surveillance planes and stations detect the approach of Israel’s bombers and decide not to interfere?

After all, Israel has turned a blind eye to repeated Russian air strikes in the last few days against rebel positions in the southern Syrian town of Deraa and Quneitra opposite IDF Golan positions. The two cases suggest a gentlemen’s agreement between Russia and Israel to abstain from interfering with each other’s air operations over Syria, so long as there are no direct clashes between the two air forces. This could easily have happened when Russian planes bombed Quneitra.

So is Moscow giving Israel enough aerial leeway to strike Iranian, Syria and Hizballah targets so long as there is no interference in Russian operations?

That too is unlikely because it would amount to permission for the Israeli air force to operate inside the anti-access/area denial bubble which the Russian air force has imposed over Syria.

3.  Did the Israeli air force use electronic warfare measures to jam the tracking systems installed in Russian spy planes and air defense missile systems in Syria?

DEBKAfile’s military sources have this answer: Israel and Russia have been conducting a clandestine electronic contest for 33 years, since the memorable episode in 1982, when the Israeli air force destroyed in a single strike the entire Russian air defense missile system installed in Syria.

Since then, the Russians have worked hard to develop electronic warfare measures for gaining on the Israeli edge, without much success.

This was strikingly demonstrated in September 2007, when the Russian-made electronic tracking and warfare systems, which were the backbone of Syria air defense missile batteries, missed the Israeli warplanes as they came in to bomb the North Korean-built Iranian-Syrian plutonium reactor going up in northern Syria.

This lapse may have recurred in the case of the Israeli air sorties Saturday.

The distance as the crow flies between Russia’s Syrian air base Al-Hmeineem near Latakia and its Iraqi host facility at Al Taqaddum Air base is 824 km (445 nautical miles). From the Latakia base to Israel, the distance is just 288 km or 155 nautical miles, a hop and a skip in aerial terms. Syria’s ruler Bashar Assad first let Moscow in with the use of a base where 30 fighter and bombing jets are now parked. Iraqi Prime Minister Haider al-Abadi followed suit Saturday, Oct. 24 by granting the Russian Air force the use of a facility 74 km from Baghdad.

Their presence in the two bases draws a strong arc of Russian aerial control at the heart of Middle East. By boosting its two extremities with state-of-the-art electronic warfare systems, Moscow has imposed a new reality whereby it will soon be almost impossible for any air or ground force, American or Israeli, to go into military action above or inside Syria or Iraq without prior coordination with the Russians.

The bricks of Russian domination are now almost all in place.

In the last week of September, two Ilyushin-20 (IL-20 Coot) super-surveillance planes stole into Syrian airspace, to provide a major upgrade for the Russian air fleet of Sukhoi-30 fighter jets, cargo planes and attack helicopters gathering for combat in Syria.

This was first revealed by DEBKA Weekly’s military and intelligence sources on Oct. 2.

The IL-20s, the Russian Air Force’s top-line intelligence-gathering aircraft, brought over from the Baltic Sea, have exceptional features as an intelligence platform. Their four turboprop engines enable it to stay airborne for over 12 hours, using its thermal and infrared sensors, antennas, still and video cameras, and side-looking airborne (SLAR) radar to collect a wide range of data from long distances, day or night, in almost any kind of weather.

The Coot-20 collates the data gathered and transmits it to intelligence or operational command centers in Moscow or its Latakia air base by powerful jam-resistant communications systems, satellites and other methods.

DEBKAfile’s military sources add that an Il-20 Coot has been sighted in the last few days at the Iraqi Al Taqaddum Air base near Baghdad.

Then, on Oct. 4, our sources reveal, another Russian super-weapon was brought to Syria by Russian cargo ships: Nine MT-LB armored personnel carriers fitted with the Borisoglebsk 2 electronic warfare systems, which are among the most sophisticated of their kind in the world.

These APCs were secretly driven aboard tank carriers to Nabi Yunis, which is the highest peak of the Alawite Mountains along the coastal plain of northwest Syria, and stands 1,562 meters (5,125 feet) above sea level. To render the highly complicated Borisoglebsk 2 device system impermeable to attack, our electronic warfare experts describe it as fitted into the interior and walls of the nine APCS, along with receivers that can pick up transmissions on a wide range of frequencies on the electromagnetic spectrum.

From their mountain aerie, its antennas and powerful transmitters are designed to intercept and jam almost any radio signal carried by the electromagnetic waves in military or civilian use.

Russian strategists posted this top-of-the-line system in Syria to enable the Russian air force to operate unhindered in Middle Eastern skies and, just as importantly, to neutralize US-led coalition special forces operating deep within Syrian territory, and block or disrupt the operations of rebel groups and Islamic State forces.

The Borisoglebsk 2 system has only just started rolling off top secret Russian assembly lines. It took five years to plan and manufacture the system, which went into service for the first time at the beginning of this year on the Ukraine battlefield.

From its vantage point in Syria, the Russian electronic warfare system could seriously impair the performance of Israeli intelligence and communication networks arrayed across the Golan and along the northern border in the upper and western Galilee. It could run interference against the IDF’s use of unmanned aerial vehicles (unless they were autonomous), the field operations of Israeli Special Operations forces and air and naval networks, which depend on communications networks in their defense of the country’s northern borders.

Israel should now be calculating the exact extent or subtlety with which it should consider communicating key portions of its nuclear posture and positions. Naturally, Israel should never reveal any too-specific information about its nuclear strategy, its nuclear hardening, or even its nuclear yield-related capabilities. Still, sometimes, the duty of finely-honed intelligence services should not be to maximize strategic secrecy, but rather, to carefully “share” certain bits of pertinent information.

How will Russia respond to any ramped up American uses of force in the Middle East, and, more plausibly, vice-versa?  One must assume that Jerusalem is already asking these key questions, and even wondering whether, in part, greater mutualities of interest could sometime exist with Moscow than with Washington.

To wit, Prime Minister Benjamin Netanyahu met with Russia’s President Vladimir Putin in September 2015. Among other things, the Israeli leader must  be calculating: 1)Will the Obama Administration’s incoherent retreat from most of the Middle East point toward a more permanent United States detachment from the region; and 2) If it does, what other major powers are apt to fill the resultant vacuum? Just as importantly, and as an obvious corollary to (2), above, the prime minister should be inquiring: “How will the still-emerging Cold War II axis of conflict impact America’s pertinent foreign policy decisions?”

There are some additional ironies yet to be noted. Almost certainly, ISIS, unless it is first crushed by U.S. and/or Russian-assisted counter-measures, will plan to march westward across Jordan, ultimately winding up at the borders of West Bank (Judea/Samaria). There, ISIS Jihadists could likely make fast work of any still-posted Hamas and Fatah forces, in effect, taking over what might once have become “Palestine.” In this now fully imaginable scenario, the most serious impediment to Palestinian statehood is not Israel, but rather a murderous band of Sunni Arab terrorists.[16]

What about the larger picture of “Cold War II?” Israeli defense planners will need to factor into their suitably nuanced calculations the dramatically changing relationship between Washington and Moscow. During “Cold War I,” much of America’s support for the Jewish State had its most fundamental origins in a perceived need to compete successfully in the Middle East with the then Soviet Union. In the progressive development of “Cold War II,” Jerusalem will need to carefully re-calculate whether a similar “bipolar” dynamic is once again underway, and whether the Russian Federation might, this time around, identify certain strategic benefits to favoring Israel in regional geo-politics.

In all such strategic matters, once Israel had systematically sorted through the probable impact of emerging “superpower” involvements in the Middle East, Jerusalem would need to reassess its historic “bomb in the basement.” Conventional wisdom, of course, has routinely pointed in a fundamentally different policy direction. Still, this “wisdom” assumes that credible nuclear deterrence is simply an automatic result of  physically holding nuclear weapons. By the logic of this too-simplistic argument, removing Israel’s nuclear bomb from the “basement” would only elicit new waves of global condemnation, and would likely do so without returning any commensurate security benefits to Jerusalem.

Scholars know, for good reason, that the conventional wisdom is often unwise. Looking ahead, the strategic issues facing Israel are not at all uncomplicated or straightforward.  Moreover, in the immutably arcane world of Israeli nuclear deterrence, it can never really be adequate that enemy states merely acknowledge the Jewish State’s nuclear status. Rather, it is also important that these states should be able to believe that Israel holds usable nuclear weapons, and that Jerusalem/Tel-Aviv would be willing to employ these usable weapons in certain clear, and situationally recognizable, circumstances.

Current instabilities in the Middle East will underscore several good reasons to doubt that Israel could ever benefit from any stubborn continuance of deliberate nuclear ambiguity. It would seem, too, from certain apparent developments already taking place within Mr. Netanyahu’s “inner cabinet,” that portions of Israel’s delegated leadership must now more fully understand the bases of any such informed skepticism.

In essence, Israel is imperiled by compounding and inter-related existential threats that justify its fundamental nuclear posture, and that require a correspondingly purposeful strategic doctrine. This basic need exists well beyond any reasonable doubt. Without such weapons and doctrine, Israel could not expectedly survive over time, especially if certain neighboring regimes, amid expanding chaos,  should soon become more adversarial, more Jihadist, and/or less risk-averse.

Incontestably, a purposeful nuclear doctrine could prove increasingly vital to coping with various more-or-less predictable strategic scenarios for Israel, that is, those believable narratives requiring preemptive action, and/or an appropriate retaliation.

Typically, military doctrine carefully describes how national forces should fight in various combat operations. The literal definition of “doctrine” derives from Middle English, from the Latin doctrina, meaning teaching, learning, andinstruction. Though generally unrecognized, the full importance of doctrine lies not only in the several ways that it can animate and unify military forces, but also in the uniquely particular fashion that it can transmit certain desired “messages.”

In other words, doctrine can serve an increasingly imperiled  state as a critical form of communication, one directed to its friends, and also to its foes.

Israel can benefit from just such broadened understandings of doctrine. The principal security risks now facing Israel are really more specific than general or generic. This is because Israel’s extant adversaries in the region will likely be joined, at some point, by: (1) a new Arab state of “Palestine;” and/or by (2) a newly-nuclear Iran. It is also because of the evidently rekindled global spark of “bipolar” or “superpower” adversity, and the somewhat corollary insertion of additional American military forces to combat certain new configurations of Jihadi terror.

For Israel, merely having nuclear weapons, even when fully recognized in broad outline by enemy states, can never automatically ensure successful deterrence. In this connection, although starkly counter-intuitive, an appropriately selective and thoughtful end to deliberate ambiguity could improve the overall credibility of Israel’s nuclear deterrent.  With this point in mind, the potential of assorted enemy attack prospects in the future could be reduced by making available certain selected information concerning the safety of  Israel’s nuclear weapon response capabilities.

This crucial information, carefully limited, yet more helpfully explicit, would center on the distinctly major and inter-penetrating issues of Israeli nuclear capability and decisional willingness.

Skeptics, no doubt, will disagree. It is, after all, seemingly sensible to assert that nuclear ambiguity has “worked” thus farWhile Israel’s current nuclear policy has done little to deter multiple conventional terrorist attacks, it has succeeded in keeping the country’s enemies, singly or in collaboration, from mounting any authentically existential aggressions. This conclusion is not readily subject to any reasonable disagreement.

But, as the nineteenth-century Prussian strategic theorist, Karl von Clausewitz, observed, in his classic essay, On War, there may come a military tipping point when “mass counts.” Israel is already coming very close to this foreseeable point of no return. Israel is very small.  Its enemies have always had an  undeniable advantage in “mass.”

More than any other imperiled state on earth, Israel needs to steer clear of such a tipping point.

This, too, is not subject to any reasonable disagreement.

Excluding non-Arab Pakistan, which is itself increasingly coup-vulnerable, none of Israel’s extant Jihadi foes has “The Bomb.”  However, acting together, and in a determined collaboration, they could still carry out potentially lethal assaults upon the Jewish State. Until now, this capability had not been possible, largely because of insistent and  persistently overriding fragmentations within the Islamic world. Looking ahead, however, these same fragmentations could sometime become a source of special danger to Israel, rather than remain a continuing source of  national safety and reassurance.

An integral part of Israel’s multi-layered security system lies in the country’s ballistic missile defenses, primarily, the Arrow or “Hetz.” Yet, even the well-regarded and successfully-tested Arrow, now augmented by the newer and shorter-range iterations of “Iron Dome,” could never achieve a sufficiently high probability of intercept to meaningfully protect Israeli civilians.[17] No system of missile defense can ever be “leak proof,” and even a single incoming nuclear missile that somehow managed to penetrate Arrow or corollary defenses could conceivably kill tens or perhaps hundreds of thousands of Israelis.[18]

In principle, at least, this fearsome reality could be rendered less prospectively catastrophic if Israel’s traditional reliance on deliberate ambiguity were suitably altered.

Why alter? The current Israeli policy of an undeclared nuclear capacity is unlikely to work indefinitely. Leaving aside a Jihadi takeover of already-nuclear Pakistan, the most obviously unacceptable “leakage” threat would come from a nuclear Iran. To be effectively deterred, a newly-nuclear Iran would require convincing assurance that Israel’s atomic weapons were both (1) invulnerable, and (2) penetration-capable.

Any Iranian judgments about Israel’s capability and willingness to retaliate with nuclear weapons would then depend largely upon some prior Iranian knowledge of these weapons, including their expected degree of protection from surprise attack, as well as Israel’s expected capacity to “punch-through” all pertinent Iranian active and passive defenses.

Jurisprudentially, at least, following JCPOA in Vienna, a  nuclear weapons-capable Iran is a fait accompli. For whatever reasons, neither the “international community” in general, nor Israel in particular, had ever managed to create sufficient credibility concerning a once-timely preemptive action. Such a critical defensive action would have required very complex operational capabilities, and could have generated Iranian/Hezbollah counter actions that might have a  very significant impact on the entire Middle East. Nevertheless, from a purely legal standpoint, such preemptive postures could still have been justified, under the authoritative criteria of anticipatory self-defense, as permitted under customary international law.

It is likely that Israel has undertaken some very impressive and original steps in cyber-defense and cyber-war, but even the most remarkable efforts in this direction will not be enough to stop Iran altogether. Earlier, the “sanctions” sequentially leveled at Tehran – although certainly better than nothing – could have had no tangible impact on effectively halting Iranian nuclearization.

Strategic assessments can sometimes borrow from a Buddhist mantra. What is, is. Ultimately, a nuclear Iran could decide to share some of its nuclear components and materials with Hezbollah, or with another kindred terrorist group. Ultimately, amid growing regional chaos, such injurious assets could find their way to such specifically U.S- targeted groups as ISIS.

Where relevant, Israeli nuclear ambiguity could be loosened by releasing certain very general information regarding the availability and survivability of appropriately destructive  nuclear weapons.

Israel should now be calculating the exact extent or subtlety with which it should consider communicating key portions of its nuclear posture and positions. Naturally, Israel should never reveal any too-specific information about its nuclear strategy, its nuclear hardening, or even its nuclear yield-related capabilities. Still, sometimes, the duty of finely-honed intelligence services should not be to maximize strategic secrecy, but rather, to carefully “share” certain bits of pertinent information.

What about irrational enemies? An Israeli move from ambiguity to disclosure would not likely help in the case of an irrational nuclear enemy. It is even possible, in this regard, that particular elements of Iranian leadership might meaningfully subscribe to certain end-times visions of a Shiite apocalypse. By definition, any such enemy would not necessarily value its own continued national survival more highly than any other national preference, or combination of preferences. By definition, any such enemy would present a genuinely unprecedented strategic challenge.

Were its leaders to become authentically irrational, or to turn in expressly non-rational directions, Iran could then effectively become a nuclear suicide-bomber in macrocosm.  Such a profoundly destabilizing strategic prospect is improbable, but it is also not inconceivable. A similarly serious prospect exists in already-nuclear Pakistan.

To protect itself against military strikes from irrational enemies, especially those attacks that could carry existential costs, Israel will need to reconsider virtually every aspect and function of its nuclear arsenal and doctrine. This is a strategic reconsideration that must be based upon a number of bewilderingly complex intellectual calculations, and not merely on ad hoc, and more-or-less presumptively expedient political judgments.

Removing the bomb from Israel’s basement could enhance Israel’s strategic deterrence to the extent that it would heighten enemy perceptions of the severe and likely risks involved. This would also bring to mind the so-called Samson Option, which, if suitably acknowledged, could allow various enemy decision-makers to note and underscore a core assumption. This is that Israel is prepared to do whatever is needed to survive. Interestingly, such preparation could be entirely permissible under governing international law, including the 1996 Advisory Opinion of the International Court of Justice.[19]

Irrespective of  its preferred level of ambiguity, Israel’s nuclear strategy must always remain oriented toward deterrence, not to actual war-fighting.[20] The Samson Option refers to a policy that would be based in part upon a more-or-less implicit threat of massive nuclear retaliation for certain anticipated enemy aggressions.  Israel’s small size means, inter alia, that any nuclear attack would threaten Israel’s very existence, and could not be tolerated. Israel’s small size also suggests a compelling need for sea-basing (submarines) at least a recognizably critical portion of its core nuclear assets,

From a credibility standpoint, a Samson Option could make sense only in “last-resort,” or “near last-resort,” circumstances. If the Samson Option is to be part of a convincing deterrent, as it should, an incremental end to Israel’s deliberate ambiguity is essential. The really tough part of this transformational process will lie in determining the proper timing for such action vis-a-vis Israel’s security requirements, and in calculating authoritative expectations (reasonable or unreasonable) of the “international community.”

The Samson Option should never be confused with Israel’s overriding security objective: To seek stable deterrence at the lowest possible levels of military conflict. As a last resort, it basically states the following warning to all potential nuclear attackers:  “We (Israel) may have to `die,` but (this time) we won’t die alone.”

There is a related observation. In our often counter-intuitive strategic world, it can sometimes be rational to pretend irrationality. The nuclear deterrence benefits of any such pretended irrationality would depend, at least in part, upon an enemy state’s awareness of Israel’s intention to apply counter-value targeting when responding to a nuclear attack. But, once again, Israeli decision-makers would need to be aptly wary of ever releasing too-great a level of specific operational information.

In the end, there are specific and valuable critical security benefits that would likely accrue to Israel as the result of a purposefully selective and incremental end to its historic policy of deliberate nuclear ambiguity.   The right time to begin such an “end”  has not yet arrived. But, at the precise moment that Iran verifiably crosses the nuclear threshold, or arguably just before this portentous moment, Israel should  promptly remove The Bomb from its “basement.”

When this critical moment arrives, Israel should already have configured (1) its presumptively optimal allocation of nuclear assets; and (2) the extent to which this preferred configuration should now be disclosed. Such strategic preparation could then enhance the credibility of Israel’s indispensable nuclear deterrence posture.

When it is time for Israel to selectively ease its nuclear ambiguity, a second-strike nuclear force should be revealed in broad outline. This robust strategic force – hardened, multiplied, and dispersed – would need to be fashioned so as to recognizably inflict a decisive retaliatory blow against major enemy cities. Iran, it follows, so long as it is led by rational decision-makers, should be made to understand that the actual costs of  any planned aggressions against Israel would always exceed any expected gains.

In the final analysis, whether or not a shift from deliberate ambiguity to some selected level of nuclear disclosure would actually succeed in enhancing Israeli nuclear deterrence would depend upon several complex and intersecting factors. These include, inter alia, the specific types of nuclear weapons involved; reciprocal assessments and calculations of pertinent enemy leaders; effects on rational decision-making processes by these enemy leaders; and effects on both Israeli and adversarial command/control/communications operations. If  bringing Israel’s bomb out of the “basement” were to result in certain new enemy pre-delegations of nuclear launch authority, and/or in new and simultaneously less stable launch-on-warning procedures, the likelihood of unauthorized and/or accidental nuclear war could then be substantially increased.

Not all adversaries may be entirely rational. To comprehensively protect itself against potentially irrational nuclear adversaries, Israel has no logical alternative to developing an always problematic conventional preemption option, and to fashion this together with a suitable plan for subsequent “escalation dominance.” Operationally, especially at this very late date, there could be no reasonable assurances of success against many multiple hardened and dispersed targets. Regarding deterrence, however, it is noteworthy that “irrational” is not the same as “crazy,” or “mad,” and that even an expectedly irrational Iranian leadership could still maintain susceptible preference orderings that are both consistent and transitive.

Even an irrational Iranian leadership could be subject to threats of deterrence that credibly threaten certain deeply held religious as well as civic values. The relevant difficulty here for Israel is to ascertain the precise nature of these core enemy values. Should it be determined that an Iranian leadership were genuinely “crazy” or “mad,” that is, without any decipherable or predictable ordering of preferences, all deterrence bets could then have to give way to preemption, and possibly even to certain plainly unwanted forms of war fighting.

Such determinations, of course, are broadly strategic, not narrowly jurisprudential. From the discrete standpoint of international law, especially in view of Iran’s expressly genocidal threats against Israel, a preemption option could still represent a permissible expression of anticipatory self-defense. Again, however, this purely legal judgment would be entirely separate from any parallel or coincident assessments of operational success. There would be no point for Israel to champion any strategy of preemption on solely legal grounds if that same strategy were not also expected to succeed in specifically military terms.

Growing chaotic instability in the Middle East plainly heightens the potential for expansive and unpredictable conflicts.[21] While lacking any obviously direct connection to Middle East chaos, Israel’s nuclear strategy must now be purposefully adapted to this perilous potential. Moreover, in making this adaptation, Jerusalem could also have to pay special attention not only to the aforementioned revival of  major “bipolar” animosities, but also, more specifically and particularly, to Russia’s own now-expanding nuclear forces.

This cautionary warning arises not because augmented and modernized Russian nuclear forces would necessarily pose any enlarged military threat to Israel directly, but rather because these strategic forces could determine much of the way in which “Cold-War II” actually evolves and takes shape. Vladimir Putin has already warned Washington of assorted “nuclear countermeasures,” and recently test launched an intercontinental nuclear missile.[22] One such exercise involved a new submarine-launched Bulava missile, a weapon that could deliver a nuclear strike with up to 100 times the force of the 1945 Hiroshima blast.

Current adversarial Russian nuclear posturing vis-à-vis the United States remains oriented toward the Ukraine, not the Middle East.[23] Nevertheless, whatever happens to U.S.-Russian relations in any one part of the world could carry over to certain other parts, either incrementally, or as distinctly sudden interventions or escalations. For Jerusalem, this means, among other things, an unceasing obligation to fashion its own developing nuclear strategy and posture with an informed view to fully worldwide power problems and configurations.

Whether looking toward Gaza, West Bank (Judea/Samaria), Iran, Lebanon, Iraq, Jordan, Egypt, or Syria, Israel will need to systematically prioritize existential threats, and, thereafter, stay carefully focused on critically intersecting and overriding factors of global and regional security. In all such meticulously careful considerations, both chaos and Cold War II should be entitled to occupy a conspicuous pride of place.

At the same time, current research into the U.S. Conventional Prompt Global Strike Program seeks to circle around INF Treaty limitations, by employing a delivery vehicle trajectory that is technically neither ballistic nor cruise.
