IN MAY 2014, President Obama promised a new U.S. effort to train and equip moderate Syrian rebel forces. The next month, the administration asked Congress for $500 million to fund the effort, with the aim of deploying 5,000 U.S.-backed fighters a year for three years. Numerous analysts quickly pointed out two big flaws in the plan: The new force was too small to make a significant difference on Syria’s multi-sided battlefield, and the administration was hamstringing it by insisting that it target only the Islamic State and not the regime of Syrian President Bashar al-Assad. As so often in his handling of Syria, Mr. Obama dismissed proposals for a more robust approach.
Now, once again, the president is reaping the consequences of his half-measures. On Tuesday, Defense Secretary Ashton B. Carter reported the pitiful result of the training program: After a year, he told the Senate Armed Services Committee, just 60 Syrians were enlisted. Meanwhile, Gen. Martin Dempsey, chairman of the Joint Chiefs of Staff, testified that Israel and Jordan “very much believe [in] the possibility” that the Assad regime could soon collapse, touching off “a foot race” of al-Qaeda and Islamic State forces “converging on Damascus.”
Since the United States has failed to train or support a moderate Syrian force capable of countering the extremists, it has no ready way to prevent that disaster. “I won’t sit here today and tell you that I have the answer to that,” Gen. Dempsey told the committee.
The latest U.S. failure in Syria is particularly striking because, as Mr. Obama emphasized in an appearance Monday at the Pentagon, the foundation of his policy in Iraq and Syria is to train local forces that the United States can support. The president conceded that “this aspect of our strategy was moving too slowly”; in fact, it has failed in both countries. According to Mr. Carter, the 3,500 U.S. personnel deployed in Iraq since last year had trained just 8,800 Iraqi army and Kurdish militia soldiers. Just 1,300 Sunni tribesmen have been recruited, though Mr. Carter said such Sunni forces were essential to retaking cities captured by the Islamic State.
Administration officials have a penchant for blaming Iraqi and Syrian Sunnis for lacking the “will” to fight, without considering why that might be. A couple of the principal reasons are the product of Mr. Obama’s policies. Sunni leaders don’t trust the United States to defend them against the Iranian-backed Shiite militias that operate in concert with the Iraqi government. They wonder why the White House still refuses to deploy Special Operations forces advisers or tactical air controllers to the front lines with Iraqi units, even though, as Gen. Dempsey testified, that “would make them more capable.”
Syrian Sunni fighters want to join a force that will take on the Assad regime as well as the Islamic State, but the Obama administration won’t even commit to defending the fighters it is training if they are subjected to the regime’s signature “barrel bomb” attacks. “That decision will be faced when we introduce fighters into the field,” Mr. Carter told the Senate panel. Unless Mr. Obama is prepared to make a more decisive commitment to training and defending U.S.-allied forces, there won’t be many of them.
U.S. stockpiles powerful bunker-buster bombs in case Iran nuclear talks fail
By W.J. HENNIGAN For The L.A. Times July 3, 2015

Loading the MOP during a 2007 test in New Mexico [Source: Unknown]
(Happy 4th of July everyone! – LS)
As diplomats rush to reach an agreement to curb Iran’s nuclear program, the U.S. military is stockpiling conventional bombs so powerful that strategists say they could cripple Tehran’s most heavily fortified nuclear complexes, including one deep underground.
The bunker-busting bombs are America’s most destructive munitions short of atomic weapons. At 15 tons, each is 5 tons heavier than any other bomb in the U.S. arsenal.
In development for more than a decade, the latest iteration of the MOP — massive ordnance penetrator — was successfully tested on a deeply buried target this year at the White Sands Missile Range in New Mexico. The test followed upgrades to the bomb’s guidance system and electronics to stop jammers from sending it off course.
U.S. officials say the huge bombs, which have never been used in combat, are a crucial element in the White House deterrent strategy and contingency planning should diplomacy go awry and Iran seek to develop a nuclear bomb.
Obama has made it clear that he has no desire to order an attack, warning that U.S. airstrikes on Iran’s air defense network and nuclear facilities would spark a destabilizing new war in the Middle East, and would only delay Iran by several years should it choose to build a bomb.
“A military solution will not fix it,” Obama told Israeli TV on June 1. An attack “would temporarily slow down an Iranian nuclear program, but it will not eliminate it.”
Secretary of Defense Ashton Carter, speaking to reporters Thursday at the Pentagon, sought to downplay the likelihood or the utility of an attack. He said no plan under consideration, including use of the bunker-busters, could deliver a permanent knockout blow to Iran’s nuclear infrastructure and enrichment plants.
“A military strike of that kind is a setback, but it doesn’t prevent the reconstitution over time,” he said. “And that basically has been the case as long as we’ve had those instruments and those plans, and I don’t think there’s anything substantially changed since then.”
U.S. officials have publicized the new bomb partly to rattle the Iranians. Some Pentagon officials warned not to underestimate U.S. military capabilities even if the bunker-busters can’t eliminate Iran’s nuclear program.
Gen. Martin Dempsey, chairman of the Joint Chiefs of Staff, suggested at the same Pentagon news conference Thursday that airstrikes might be ordered multiple times if Iran tries to build a bomb.
The military option “isn’t used once and set aside,” he said. “It remains in place. … We will always have military options, and a massive ordnance penetrator is one of them.”
A dynamic of escalation, action, and counteraction could produce serious unintended consequences that would … lead, potentially, to all-out regional war.
With negotiators in Vienna facing a self-imposed deadline of Tuesday, the White House views a layered military response as a potential fallback if the emerging deal — which would block Iran’s nuclear weapons capability for at least a decade in exchange for easing of economic sanctions — collapses and evidence shows that Iran is building a bomb.
Contingency plans include airstrikes by cruise missiles and stealth bombers on Iran’s major nuclear facilities, including the uranium enrichment plant at Natanz, a heavy-water reactor at Arak and a nuclear enrichment site at Fordow, which is inside a mountain and fortified with steel and concrete.
B-2 stealth bombers would be required to drop the MOP, which is designed to burrow 200 feet underground before it detonates. Multiple MOPs probably would be aimed at the same target to bore deeper and achieve maximum destruction.
The U.S. began secretly developing the MOP in 2004 after U.S. forces scoured caves in eastern Afghanistan in the hunt for Osama bin Laden. They discovered some sites so deeply buried they appeared impervious to existing bombs.
The Air Force and bomb builder Boeing Co. flight-tested the GPS-guided MOP in 2008 at the White Sands range, where the first atomic bomb was tested during World War II. The 20-foot-long bombs were dropped on multistory buildings with hardened bunkers and tunnels.
But development ramped up in 2010 after Fordow was uncovered and concern about Iran’s nuclear capabilities rose. Since then, the military has spent at least $400 million — including $40 million this year — to build and upgrade 20 bombs, according to budget documents.
Analysts offered mostly pessimistic predictions of how Iran would respond to a U.S. attack on its nuclear facilities.
“A military strike would result in the worst of all worlds,” said Dalia Dassa Kaye, director of the Center for Middle East Public Policy at the nonpartisan Rand Corp. “It may eliminate some facilities. But it would not eliminate Iranian scientists’ technical know-how and would likely further incentivize Iran to pursue a weapon at all costs.”
Iran could increase support for regional militant groups, such as Hezbollah, and perhaps back a terrorist attack on the United States, she said. U.S. forces battling Islamic State fighters in Iraq could find themselves targeted by Iranian-backed militias who are in tacit alignment in the war against the Sunni extremists.
A U.S. attack also could spark a broader war in the world’s most volatile region. Iran has hundreds of medium-range missiles capable of hitting Israel, Jordan and other American allies, according to defense intelligence estimates.
“A dynamic of escalation, action, and counteraction could produce serious unintended consequences that would … lead, potentially, to all-out regional war,” according to a recent study by the Woodrow Wilson International Center for Scholars that was endorsed by 32 high-ranking former military and government officials.
Iran’s nuclear program has already been attacked through covert digital action. In 2010, the U.S. and Israel reportedly slipped a destructive computer worm called Stuxnet into Iranian computer systems controlling the fast-spinning centrifuges that enrich uranium.
The cyberattack destroyed centrifuges and delayed enrichment, but Tehran soon recovered, according to the International Atomic Energy Agency, the United Nations nuclear watchdog agency.
Stuxnet did not lead to overt Iranian retaliation. U.S. airstrikes, and the casualties they would cause, almost certainly would spark a different response.
“It would create huge problems,” said Michael E. O’Hanlon, a military analyst at the Brookings Institution. “That said, it’s hard to rule out if talks fail.”
Israeli border troops, US Mid East forces on alert after massive ISIS assault on Egyptian forces in Sinai, DEBKAfile, July 1, 2015
ISIS attacks Egyptian Sinai positions
The Islamic State of Iraq and the Levant moved ominously close to Israel’s borders Wednesday, July 1 – not as predicted in the north, but in the south, from the Sinai Peninsula. There, ISIS followed up on its Ramadan terror outrages in France, Tunisia, Kuwait and Kobani, with a massive assault on Egyptian forces in the northern Sinai region of Sheikh Zuwaid close to the Israeli and Gaza Strip borders.
Not just a terrorist attack, ISIS launched a full-scale military assault, starting with mortar fire and suicide bombings against five Egyptian military checkpoints.
Using a tactic similar to that employed in the capture of the Iraqi town of Ramadi last month, ISIS gunmen followed this initial assault by riding in on minivans, backed by heavy mortar fire, to storm the positions held by stunned Egyptian troops. Altogether some 20 Egyptian army positions were attacked in and around Sheikh Zuwaid.
Egyptian troop reinforcements setting out from El Arish to the northeast to aid the beleaguered force, went up on mine and bomb traps secretly planted around their camps and police stations. Egyptian Apache assault helicopters striking the ISIS force themselves faced ground fire from shoulder-borne anti-air missiles.
Egyptian forces are reported to have sustained heavy casualties, at least 64 dead and many more wounded. The Islamists are additionally said to have taken Egyptian prisoners as hostages.
As the fighting grew fierce during Wednesday, Israel to shut its border crossings with Egypt and the Gaza Strip, and sent reinforcements south in case the jihadis launched an attack on Israel from northern Sinai.
Our military sources also report that US Middle East forces located in Jordan and at Sharm el-Sheikh are on the ready in case the Islamic State decides to attack the US officers and men at the Multinational Force facility in Sinai, which is located near the Sheikh Zuwaid battlefield.
The ISIS Sinai offensive is part and parcel of the reign of terror launched last Friday by Yassin Sahli when he beheaded his French boss, and Seifeddine Rezgui, who murdered 39 holidaymakers on a Tunisian beach. Standing ready for the Islamist offensive in Sinai were the jihadis of the Ansar Beit al-Maqdis, which recently declared Sinai a province of the Islamic State and took an oath of allegiance to Abu Bakr al-Baghdadi.
ISIS draws on two additional major sources for its fighting manpower: the infrastructure it established in turbulent Libya for training and arming jihadis to cross the Egyptian border into Sinai; and the fatal attraction its radicalizing ideology holds for young Muslims who are taught that the brutal murder of Islam’s foes is a cleansing and purifying act.

Iranian Regime Gives Green Light to Qods Force, Proxies to Initiate Plans Against US and its Allies, ISIS Study Group, June 1, 2015
In Yesterday’s article titled “Arabian Pensinsula Violence Escalates After Second IS Bombing in Saudi Arabia,” we stated that our sources in the region have been reporting back that movement appears to be underway towards targeting westerners – mainly Americans. Specifically, we’ve been informed that the Qods Force may have directed Hezbollah, Kitaib Hezbollah (KH) and the Houthis to begin making plans for conducting William Buckley-style abductions Americans in Iraq, Saudi Arabia and Yemen. Furthermore, reporting from various media outlets have already begun covering the Americans taken hostage by the Houthis and a Hezbollah plot disrupted in Cyprus. None of these are a “coincidence.” Its all by design and timed with the nuclear weapons negotiations. Why do this if the Obama administration is prepared to give them everything without having to sacrifice anything on their end? It all comes down to the fact that the Iranian regime views the US government is weak – and they will be able to be much more “assertive” by escalating their belligerence. Thus far the Obama administration has done nothing to prove otherwise.

We’ve been warning about the Qods Force working to expand their influence in Yemen and model the Houthis after Lebanese Hezbollah. In “Iranian Regime Consolidates Yemeni Gains, Begins Work on Forming Houthi Intel Proxy” we laid out how such work has already been underway. Furthermore, a consistent theme we’ve been touching on in our Arabian Peninsula reporting has been how intelligence collection against US State Department (DoS) personnel and American citizens in the country had dramatically increased with the influx of Hezbollah and Iranian military personnel into the country – so none of this is “new,” although the Obama administration would like to make you think it is, and that the Qods Force doesn’t exercise any control over the Houthis. The inconvenient truth is that they do, and the man calling the shots in the country is Qods Force External Operations Division (Department 400) BG Aboldreza Shahlai.

Regarding BG Aboldreza Shahlai, we first introduced him to our readers in our 04 APR 15 article titled, “AQAP and Qods Force Make Their Moves in Yemen as Saudis Struggle to Maintain Coalition.” At the time our sources inside the country had came across information on the presence of a senior Qods Force External Operations Division official had set up shop in the Sadah-area and tasked with overseeing overall operations in the country. We followed this up with an article a month later (“Failed State: Saudi Coaltion Increases Ground Presence as Iran Begins Targeting the Kingdom, US”) revealing his identity. Most westerners have never heard of the guy, but Iranian expats opposed to the regime know all about him. Shahlai was the architect of the Qods Force’s lethal aid program to Shia proxy forces in Iraq during OIF and was also one of the primary planners for the 2007 attack on the Karbala Provincial Joint Coordination Center (PJCC) that killed five US Servicemen. Known as “Suleimani’s Fist,” he holds considerable influence in the Qods Force commander’s inner-circle for advocating “outside the box” solutions to problems – most of which call for directly targeting America and Israel abroad. He was also the mastermind of the plot to assassinate the Saudi Ambassador to the US in New York City that involved his contacts within the Mexican drug cartel known as Los Zetas. His family member Mansur Arbabsiar was the lead-facilitator for the operation. Perhaps more important is Shahlai’s close ties to Abdul Malik al-Houthi and establishment of alternate weapons smuggling routes coming from Africa.

BG Shahlai’s Yemen assignment is a good indicator that the Iranian regime intends to carry out a campaign targeting American, Israeli and to lesser extent Saudi nationals. With this and Shahlai’s relationship with the Houthis in mind, nobody should be in the least bit surprised that four of our fellow Americans are being held hostage in Yemen. The Houthis have already proven to be very efficient proxies for the Iranians inside Yemen. That said, we will likely see them conducting more operations increasing in complexity and scale within the next 6-9 months across the border into Saudi Arabia itself. They’re already conducting rocket attacks against Saudi border towns and outposts.

Its the same situation in Iraq, where we’ve heard from our Baghdad-based contacts reports of an attack being planned by Kataib Hezbollah (KH) targeting the US Embassy. Again, this should surprise no one with the high concentration of Qods Force personnel and proxy forces present inside the country and the capital in particular. We’ve also heard that KH has sympathizers within the Iraqi Security Force (ISF) ranks who are being tapped to assist in the attack. There’s also a considerable anti-air threat in and around BIAP these days coming from both IS and KH fighters. Fortunately, the American forces on the ground are already well aware of this – whether DoS or the Obama administration actually takes the threat serious is another matter entirely.

Unfortunately these operations aren’t limited to just the Middle East. Security forces in Cyprus recently arrested a man reportedly involved in a line of Hezbollah operations targeting Israeli interests in Europe. When the Cypriot police arrested him, they also confiscated close to two tons of “suspicious materials” in his basement. Although no additional details on the materials has been made public as of this writing, our source informed us that the materials are for producing explosives (ammonium nitrate was the he saw mentioned). The guy they detained was born in Lebanon but had a Canadian passport, which tends to fit the profile of the kind of personnel Hezbollah’s special operations wing and the Qods Force prefers to recruit into their ranks.

Qods Force and Hezbollah operations have spiked considerably since 2009 with attacks being executed in places like Bulgaria, India and Thailand along with the disrupted plot that was planned for New York City mentioned earlier. Of these, the NYC and Burgas, Bulgaria plots had the direct involvement of BG Shahlai. The telltale signs are how both plots called for using some of his preferred methods of using third parties to do the dirty work and targeting westerners in areas not known for Iranian activity. In fact, the attack in Burgas also involved a Lebanese Arab in possession of Canadian travel documents. The bombings in New Delhi and Bangkok utilized personnel from the IRGC-Qods Force Department 5000 – which is the equivalent to the US Army’s 1st Special Forces Group in that both units are geographically aligned to the Asia/Pacific region.

Bibi Netanyahu was absolutely right to visit America and appear before Congress to air his concerns about the Iranian threat. The events that have occurred over the last few months have added strength to his concerns. Unfortunately, the Obama administration has been downplaying the Iranian threat and the American mainstream media let them get away with it by not holding their feet to the same fire that they did to the Bush administration. Sure, a few American media outlets have finally begun asking some national security questions of substance, but far too many seem to be concerned with covering Bruce Jenner’s hormone therapy and President Obama’s March Madness brackets than they are about things that will have a profound impact on our way of life a lot sooner than people think.
The American media needs to start asking the Obama administration, “why are we seeing such a surge in external operations by the IRGC-Qods Force and their proxies if the current engagement strategy with the Iranian regime is “working,” as they claim?” Indeed members of our staff have worked the Iranian problem-set for some time, but it doesn’t require a whole lot in the way of burning calories to connect the dots between this surge in external operations and the ongoing negotiations over Iran’s nuclear weapons program. Had the media truly cared to search for the truth instead of protect an administration they’ve compromised their journalistic integrity for, they would’ve already put out several articles and investigative specials on the subject. If they want to save face and salvage what’s left of their credibility, then we recommend they do some digging on the current threat to the US Embassy in Baghdad coming from KH and their ISF supporters based in the Green Zone. We can assure you that DoS is fully aware of the threat coming from Shia militias that are now being painted to the American people as “the good guys.”
They should also start peppering John Kirby and Marie Harf about the recent counter-terror raid in Cyprus and hammer them about whether the administration ever thought about demanding that the Iranian regime release our citizens in Yemen and US Marine veteran Amir Hekmati during these nuclear weapon talks. We assess that the Qods Force and their proxies are going to continue escalating their actions against our people and our allies for as long as they think they can get away with it. Don’t buy into the Administration’s talk that the regime can’t “control” the Qods Force, because if they say that they’re either lying, extremely ignorant or both. How so? The IRGC as a whole is made up only the most loyal followers of Ayatollah Khameini’s militant ideology. The IRGC-Qods Force are the “most loyal” of those serving in the IRGC – with GEN Suleimani answering only to Khameini. More importantly, the Shia proxy forces won’t take action against the US and its allies unless given authorization to do so by their Qods Force handlers. Make no mistake, this is only the beginning. There will be more attacks coming down the pipe from these guys. Our current national security strategy and foreign policy has set our country on a collision course – is anybody truly paying attention? More importantly, is this administration willing to sacrifice American lives for the appearance of obtaining “peace” with an Iranian regime that has no interest in pursuing normal relations? Something to think about.

Exclusive: ISIS columns heading from Syria toward Jordan, first targeting the border crossing, DEBKAfile, May 24, 2015
ISIS on the march to Jordan
The Islamic State in Iraq and the Levant – ISIS – was on the move Sunday, May 24, from central Syria to the Jordanian border, DEBKAfile’s exclusive military sources report. They were advancing from the central town of Palmyra, which they seized last week, in columns of US-made tanks and armored cars taken booty in Iraq. No Syrian military force was there to block their advance on the border.
Our sources report that the initial ISIS mission is to take control of the eastern section of the border, including the meeting point between the Syrian, Jordanian and Iraqi frontiers. They are estimated to cover the 250 km from Palmyra to the Jordanian border byTuesday, May 26, passing through Deir el-Zour in the east, which they already occupy.
After the border crossing, ISIS is expected to seize villages and towns in northeastern Jordan, especially Ar Ruwayshid, where 800,000 Syrian refugees shelter.
The Jordanian army, our sources report, had the foresight earlier this month to reinforce its western frontier against a potential ISIS assault on the frontier from point where it links with the Israeli and Syrian borders and up to the Tanaf border crossing, However, the Islamists are heading for the eastern sections whic the Jordanian army did not fortify with extra troops.
It is important to note that the United States maintains in the Kingdom of Jordan 7,000 special operations troops and an air force unit to guard its northwestern border with Syria. Most are stationed at Jordanian military bases in Mafraq, opposite the central sector of the border with Syria.
By reaching Jordan’s doorstep, the Islamic State is posing a challenge to President Barack Obama and forcing him to reach a decision, avoided thus far, about sending US troops to confront the terrorists.
The ISIS approach may stir into action the clandestine cells the group maintains in the towns of central Jordan with strong local support. ISIS is popular in the kingdom, especially in the southern regions abutting on Israel and Saudi Arabia. Ma’an is seen as an Islamic State stronghold in southern Jordan.
