Dear Chairman Grassley, Senator Feinstein, and Members of the Committee:

I am writing to you today to ask that you enthusiastically confirm Senator Jeff Sessions as Attorney General of the United States. I am an American Muslim, former U.S. Naval officer and the son of Syrian political refugees who escaped to the United States in 1966 and instilled in me a love and devotion for the U.S. Constitution, our Bill of Rights and this great nation of ours.

In addition to serving my nation in uniform for 11 years, I have also dedicated my life to countering what many of us Muslims believe to be the root cause of Islamist terror—political Islam or the global identity movements of Islamism. The mission of our American Islamic Forum for Democracy based in Phoenix, Arizona is to protect the U.S. Constitution, freedom and liberty thought the separation of mosque and state. This has led us to what we believe to the solution to the threat of global Islamism—our diverse, bipartisan led Muslim Reform Movement with Muslim leaders in the U.S., Canada, and Europe.

As an American patriot who loves this nation, it saddens me to no end to see American Islamist sympathizers like Mr. Khizr Khan and his bevy of enabling Islamist and partisan organizations falsely malign an honorable appointee for Attorney General not only on behalf of the far left’s political machinery but in the name of American Muslims and the free practice of the faith of Islam that I love. They have no shame in exploiting the appointment of a conservative, extraordinarily well-qualified Senator in order to speak on behalf of Islamists. They are intentionally spreading false fears of the impending victimization of American Muslims in order to derail Sen. Sessions’ appointment. There is no opportunity that Islamists will not exploit or fabricate in order to victimize, segregate, and collectivize Muslims into a single group. Make no mistake. Muslims are an ideologically, diverse community and Mr. Khizr Khan, CAIR and other Islamist grievance groups do not speak for all of us.

In fact I call upon you to look at the very records of this Judiciary committee to witness, in case you missed it, the long overdue “tough love” for Muslim communities that Sen. Sessions articulately defended when I testified in June 2016 to the Judiciary Subcommittee on Oversight, Agency Action, Federal Rights and Federal Courts on “Willful Blindness: Consequences of Agency Efforts To Deemphasize Radical Islam in Combating Terrorism” chaired by Sen. Ted Cruz (R-TX). He said,

“Dr. Jasser, I remember during the Civil Rights days, national TV networks, maybe they were atheist, maybe they were Jewish or whatever, going into churches in the south, sticking a camera in the face of a (white) preacher and asking them, can an African-American, can a black person worship in your church, yes or no? This was a difficult question and it was very tough. But I thought and in retrospect that kind of challenge caused people to realize the position was untenable and could not be defended in public debate. ” (1:53:41-1:57:21 CSPAN Video)

I then responded to him that it is in fact this kind of tough love that refuses to treat Muslim communities and their leaders with a bigotry of low expectations but rather with the respect of genuine equality. Senator Sessions agreed that we Muslim reformers should be given the space to call out the homophobia, anti-Semitism and anti-freedom beliefs of Islamist leaders at mosques and any Islamic institutions.

Sen. Sessions further concluded that,

“the Islamic world and the Muslim religion is a great religion. Millions of people follow its doctrines and don’t believe in these things.” (1:53:41-1:57:21 CSPAN Video)

This is the unvarnished non-partisan truth regarding my last very public interaction with Sen. Sessions on Muslims, Islam, Islamism, national security and religious freedom. I have testified repeatedly to Congress on no less than four occasions in the past five years of the need to shift the U.S. government away from the feckless mission to simply “Counter Violent Extremism (CVE)” to the more accurate mission of “Countering Violent Islamism (CVI)”. Such a move would not mean that we Muslims would ever agree to giving up one iota of our constitutionally protected civil rights. In fact, it is quite the opposite. Public monitoring of non-violent Islamist precursors of violent Islamist terrorists is perfectly appropriate and should be part of the public-private partnerships in honest counter-radicalization programs. It is incumbent upon us in the Muslim communities to reform against the theocratic ideas which radicalize our youth. Sen. Sessions has shown a profound understanding of that need and the fact that the government should not and cannot do that. Again, this is not to suggest any illegal intrusions upon privacy, religious freedom, or the intimidation or shuttering of any mosques that are not advocating imminent acts of violence in violation of the Supreme Court decision in Brandenburg v. Ohio.

I defy anyone, Muslim or non-Muslim, protesting the appointment of Sen. Sessions to find one iota of evidence that his policies and enforcement of the U.S. Constitution and our laws will violate the religious freedoms of Muslims or put us at risk. As I said to Sen. Sessions in the June 2016 hearing, there is no better way for Muslims to melt away any bigotry that may exist than for Americans to see us lead the battle of ideas against the theocratic ideas that radicalize our youth.  In fact, I believe Sen. Sessions would be a long overdue refreshingly honest partner with American Muslim communities with regards to the hard work we have yet to do against the radicalizing conveyor belt of political Islam (Islamism). That, in and of itself, uniquely qualifies him for the position.

Indeed the job of Attorney General includes a large portfolio with obviously many other interest groups and communities affected beyond the Muslim communities. I will let others speak to that. But I felt it very important that your committee understand that there are patriotic American Muslims who love our country and our faith and believe that Sen. Sessions will be unwaveringly loyal and true to lady justice. As Byron York recently reminded us, in Sen. Sessions own words when he grilled Attorneys General Reno or Gonzales, he asked them if they will have “the backbone to walk into the Oval Office, pound your fist on the desk and say, ‘Mr. President, you can’t do that.

It takes time to adjust. The Democrats may be counting on inertia and the media to slow the Republicans down and force them into a defensive crouch. Worked in the past. But here’s the thing about Trump: He doesn’t play defense.

Democrats have been in power for so long that they’ve forgotten how to oppose. Their party has been on a roll since 2005 when the botched Social Security reform, the slow bleed of the Iraq war, and Hurricane Katrina sent the Bush administration into a tailspin. The Democrats won the Congress the following year and the White House two years after that. And while they lost the House in 2010 and the Senate in 2014, Democrats still had the advantage of retaining the White House, a president seemingly immune from criticism, the courts, the bureaucracy, and large portions of the media. The correlation of forces in Washington has weighed heavily in favor of the Democrats for a decade.

No longer. The election of Donald Trump has brought unified Republican government to Washington and overturned our understanding of how politics works. Or at least it should have done so. The Democrats seem not to understand how to deal with Trump and the massive change he is about to bring to the nation’s capital. During the general election they fell for the idea that Trump can be defeated by conventional means, spending hundreds of millions of dollars in negative television advertising and relying on political consultants beholden to whatever line Politico was selling on a given day. This strategy failed Trump’s Republican primary opponents, but Democrats figured that was simply because the GOP was filled with deplorables. It was a rationalization that would cost them.

Republicans control the House, the Senate, 34 governor’s mansions, and 4,100 seats in state legislatures. But Democrats act like they run Washington. Nancy Pelosi’s speech to the 115th House of Representatives was a long-winded recitation of the same liberal agenda that has brought her party to its current low. Give her points for consistency I guess. Chuck Schumer is just being delusional.

Smarting from the failed nomination of Merrick Garland to the Supreme Court, the Senate minority leader pledged to oppose Donald Trump’s nominee weeks before inauguration day. “If they don’t appoint somebody good,” he said on MSNBC, “we’re going to oppose them tooth and nail.” That would “absolutely” include keeping the seat held by the late Antonin Scalia empty, he said. “We are not going to make it easy for them to pick a Supreme Court justice.”

I suppose it’s too much to expect a graduate of Harvard Law School to grasp the difference between majority and minority. Mitch McConnell was able to block Garland’s appointment because the Republicans controlled the Senate. The Democrats do not. And McConnell was able to hold his caucus together because he was on solid historical ground. Lyndon Johnson’s nomination of Abe Fortas as chief justice failed in the election year 1968, and the so-called “Biden Rule” of 1992 stipulated no Supreme Court replacements during the last year of a presidency. Schumer himself, in a 2007 speech, expanded the waiting period to the final 18 months of a president’s term. Now, despite a record of calling on the Senate to confirm the president’s nominees—as long as the president is a Democrat—Schumer has adopted the strategy of no Supreme Court confirmations at all. How does he think President Trump will respond? By caving?

An attempt to filibuster the Scalia replacement may force McConnell to change the rules so that Supreme Court vacancies can be approved by a majority vote. And where would Democrats be then? Not only will they have lost the Scalia seat, they will be completely vulnerable should another vacancy arise in the next two years. And Schumer has a reputation for political savvy.

The blanket opposition to president-elect Trump extends to his appointments at large. Democrats can thank Harry Reid for allowing executive branch officials and lower-court judges to be approved by a majority vote. But the Washington Post reports that Schumer wants to prolong the confirmation process so that some Trump cabinet officials are not confirmed until March. The reason: “Democrats have been troubled by a lack of personal disclosure by Cabinet choices that they say mirrors Trump’s refusal to disclose personal tax information during the presidential campaign.” The presidential campaign that, in case the Democrats have forgotten, Trump won.

Reviving the issue of the tax returns makes little sense. It generates headlines but doesn’t move votes. And though it’s entirely possible that one or more of Trump’s nominees won’t be confirmed, I seriously doubt it. In every incoming administration there is a personal revelation or atrocious hearing that dooms a cabinet appointment. But hearings begin next week, whether Chuck Schumer likes it or not, and so far the quality of the opposition research against Trump’s picks has been remarkably blah.

Yes, the first duty of the opposition is to oppose. And I don’t expect the Democrats to roll over for Trump. But I am surprised by their hysterics, and by their race to see who can be the most obnoxious to the new president. They seem to have been caught off guard, to say the least, by their situation. Take for example their willingness to stand on a podium beside a sign that reads, “Make America Sick Again.” By embracing this message, such as it is, the Democrats associated not Trump but themselves with illness. Who on earth thought that was a good idea?

On January 20, 2017 President Trump can and likely will end all of Obama’s illegal immigration executive orders, but he needs to do more.

For decades the effective enforcement of our nation’s immigration laws was hobbled by lack of resources in general and a particularly devastating failure to enforce the immigration laws from within the interior of the United States.

For decades the Border Patrol was perceived as the primary enforcement arm of America’s immigration laws and for the Border Patrol this worked out fine.  They got the lion’s share of publicity and, far more importantly, the funding while INS special agents and the interior enforcement mission were all but ignored

When the DHS (Department of Homeland Security) was created in the wake of the terror attacks of 9/11, the former INS was dismantled and broken into several components of the DHS and mixed in with other agencies, principally the U.S. Customs Service.

Bad as it was for INS agents to operate in the shadow of the Border Patrol, the creation of the DHS was disastrous and caused many of the INS agents nostalgic for “the good old days.”

On May 5, 2005 the House Subcommittee on Immigration, Border Security and Claims conducted a hearing on the topic, “New ‘Dual Mission’ Of The Immigration Enforcement Agencies.”

I was one of four witnesses who testified at that hearing.  In point of fact, I testified at several hearings that sought to understand the challenges that the creation of the DHS created for the effective enforcement of our nation’s immigration laws.

In my testimony I clearly articulated my concerns about the myriad issues created when the DHS was established and the former INS was dismantled.

Consider this excerpt from the testimony of then-Subcommittee Chairman John Hostettler in which he articulated the importance of immigration law enforcement and that was, however, hobbled by the creation of the DHS:

The first two Subcommittee hearings of the year examined in detail how the immigration enforcement agencies have inadequate resources and too few personnel to carry out their mission. The witnesses mentioned the lack of uniforms, badges, detention space, and the inevitable low morale of frontline agents who are overwhelmed by the sheer volume of incoming illegal aliens. If this were not enough, these ”immigration enforcement” agencies also face internal confusion resulting from dual or multiple missions in which immigration has all too often taken a back seat. Sadly, contrary to Congress’ expectations, immigration enforcement has not been the primary focus of either of these agencies, and that is the subject of today’s hearing.

The Homeland Security Act, enacted in November 2002, split the former Immigration and Naturalization Service, or INS, into separate immigration service and enforcement agencies, both within the Department of Homeland Security. This split had been pursued by Chairman Sensenbrenner based on testimony and evidence that the dual missions of INS had resulted in poor performance.

There was a constant tug-of-war between providing good service to law-abiding aliens and enforcing the law against law-breakers. The plain language of the Homeland Security Act, Title D, creates a ”Bureau of Border Security,” and specifically transfers all immigration enforcement functions of INS into it. Yet when it came down to actually creating the two: new agencies, the Administration veered off course. Although the service functions of INS were transferred to USCIS, the enforcement side of INS was split in two, what is now Immigration and Customs Enforcement, or ICE, to handle interior enforcement, and Customs and Border Protection (CBP) to guard our borders.

ICE was given all Customs agents, investigators, intelligence and analysis-from the Treasury Department, as well as the Federal Protective Service to guard Federal buildings, and the Federal Air Marshals to protect our airplanes, and finally the INS investigators.

CBP was given all Treasury Customs inspectors at the ports-of-entry, Agriculture Inspector from the Department Of Agriculture, and INS inspectors.

At no time during the reorganization planning was it anticipated by the Committee that an immigration enforcement agency would share its role with other enforcement functions, such as enforcement of our customs laws. This simply results in the creation of dual or multiple missions that the act sought to avoid in the first place.

Failure to adhere to the statutory framework established by HSA has produced immigration enforcement incoherence that undermines the immigration enforcement mission central to DHS, and undermines the security of our Nation’s borders and citizens.

It is not certain on what basis it was determined that customs and agriculture enforcement should become part of the immigration enforcement agency, except to require Federal agents at the border to have more expertise and more functions.

It is also unknown on what basis the Federal Air Marshals should become part of this agency, especially since it has been revealed that the policy is not to apprehend out-of-immigration status aliens when discovered on flights. If the mission of the Department of Homeland Security is to protect the homeland, it cannot effect its mission by compromising or neglecting immigration enforcement for customs enforcement.

The 9/11 terrorists all came to the United States without weapons or contraband—Added customs enforcement would not have stopped 9/11 from happening. What might have foiled al Qaeda’s plan was additional immigration focus, vetting and enforcement. And so what is needed is recognition that, one, immigration is a very important national security issue that cannot take a back seat to customs or agriculture. Two, immigration is a very complex issue, and immigration enforcement agencies need experts in immigration enforcement. And three, the leadership of our immigration agencies should be shielded from political pressures to act in a way which could compromise the Nation’s security.

It was clear that the Bush administration was eager to de-emphasize immigration law enforcement.  What was not noted in the testimony is that most of the management at ICE came from Legacy Customs and not from Legacy INS.

What would President Trump do if Khamenei passed from the scene, and millions of Iranians took to the streets again?  The president-elect has said he’s not a great enthusiast of regime change, but it’s hard to imagine he’d abandon the Iranians as Obama did seven years ago.  He ought to be thinking it through.

Yes, I know good news is hard to swallow, but we are living in a revolutionary moment, of which the Trump election is a dramatic symptom.  The crisis of the Islamic Republic would be a fitting end to the Obama era. He dreamt of a glorious strategic alliance with Iran, and a definitive lethal blow against Israel. How fitting with the Divine sense of humor to have the Palestinians and Iranians to wreck their own enterprises.

As I promised, as the days of Obama draw down, the jihadis are stepping up the terror tempo.  They know that there will be no reprisals from the Oahu links, and they fear Trump’s lineup of tough guys in the cabinet, so they’re in a hurry to kill infidels while the killing’s good. Therefore we, along with the other Western nations, are at maximum risk right now, until roundabouts January 20th.

And the killing’s plenty good, isn’t it?  Berlin,  Zurich, Ankara, Moscow, with a very nasty plot uncovered in Melbourne, and yet another involving terrorists in Detroit, Maryland, and Virginia.  Not to mention the ongoing slaughter in Syria, and, on Christmas day, Cameroon.

What does the “western world” do in response?  Declare the Western Wall “occupied territory.” This is no accident, since the jihadis believe that they have unleashed holy war against infidels.  That war will not end, in their view, until we infidels have been crushed and subjected to the will of a caliph.  They’ve got plenty of support from the Russians, without whom thousands of Iranians and Iranian proxies would have been killed in Syria and Iraq, and the Assad regime would have been destroyed.

That would have been a better world, but Obama did not want that world.  Nor did the feckless Europeans, who act as if profits on Iran trade compensate for the open subversion of public order.  Indeed, as Christmas arrived we were treated to the spectacle of the bishop of Rome—aka Pope Francis–blaming material misery for the jihadist assault on the West. Thus the first Jesuit pontiff surrenders the moral high ground to his mortal enemies.

Maybe Obama should convert and run for pope.

Paradoxically, the jihadis and their secular allies are launching their new assault just as they are suffering systematic setbacks on the battlefield, their own internal conflicts are intensifying, and there are signs of a religious and patriotic revival within the boundaries of their archenemy, the United States. Walter Russell Mead neatly catches the irony that, just as Obama handed the Palestinians a resounding political victory, a sober look at the situation suggests that the Palestinians have not been this weak, this divided, or this helpless in many decades.

In like manner, the Iranian regime, flush with its success in Aleppo, is increasingly riven.  Supreme Leader Ali Khamenei has had two medical events in the past 10 days, and the scrambling for the succession has resumed.  You may have noticed that General Qasem Soleimani has returned to the front pages, which invariably happens when the leader is ill; the Revolutionary Guards want him as the strongman of the next regime (he can’t be supreme leader for lack of theological standing, but he could still be a dominant figure). And it isn’t all peaches and cream for Soleimani, as recent demonstrations in Tehran against the rape of Aleppo make clear. Iranian apologists love to tell us that Persian nationalism  overwhelms internal tribal and sectarian divisions, but Iran has lost thousands in Syria, and the Persian nationalists don’t like their husbands and sons dying to save Bashar Assad.

President-elect Donald Trump’s cabinet picks plan on moving the country “far to the right,” and not just any far right but the “Israeli far right,” according to the latest reports from the New York Times.

The Grey Lady introduced readers to David Friedman, Trump’s nominee to serve as ambassador to Israel, with the ominous warning that he is a “hard-liner” who could “could end up undercutting the security of Israel and the United States,” as one “left-leaning” expert told the Times on Dec. 15. Friedman was described in the first paragraph as a “bankruptcy lawyer aligned with the Israeli far right.”

“Far right” has become a staple of the New York Times lexicon since Trump’s upset victory over Hillary Clinton. The paper has used the term in connection to Trump 158 times since Election Day, tying him to everything from Europe’s rising nationalist parties to a Klu Klux Klan stabbing and profiles of internet-based white nationalist trolls. The term “far left” was used in connection to President Obama, by contrast, 431 times over the past eight years.

Friedman is not the only Trump cabinet nominee who threatens the balance of American politics. On Dec. 5 the paper stated that Trump’s “Cabinet Picks Portend a Shift Far to the Right.” As evidence of these far right tendencies, the paper cited that many of the president-elect’s nominees “have long records opposing the current administration on social programs, wages, public lands, veterans and the environment.”

The Times pointed to Trump’s Labor Secretary nominee, fast food restaurateur Andrew Puzder, as an example of the shift away from the center. Puzder “has been extremely critical of the Obama administration’s labor policies, including its push for a higher minimum wage and for new overtime rules for workers.”

The Times does not say that the Democratic Party platform’s embrace of a $15 minimum wage—more than double the current rate of $7.25—originated from one of the most liberal wings of the party: union powerhouse Service Employees International Union. On Nov. 22, a federal judge appointed by Obama blocked the new overtime rules because they are “contrary to the statutory text and Congress’s intent” of the Fair Labor Standards Act. The article does not say if the Obama administration’s policies—such as his efforts to “shut down fossil fuel production”—constitute a turn to the “far left.”

Trump’s nominees stand in stark contrast to those of President Obama, who according to the New York Times has never nominated anyone from the far left to a cabinet position or federal court. Dating back to Obama’s Nov. 4, 2008 election victory, the Times has used the word “far left” to describe “nominee” in about 140 instances, according to Lexis Nexis. The use of the term was more likely to help readers navigate photo captions—82 times—than provide context as to a politician or prospective Democratic cabinet member’s political leanings. The Times obituary 0f communist dictator Fidel Castro, for example, employed the phrase just once: “REVOLUTIONARY: Far left, Fidel Castro in 1968.”

The rare appearance of “far left” in the New York Times typically comes in the form of a quote from Republican politicians, rather than a news or headline writer’s copy. The paper’s journalists work hard to provide important context for its readers. When New Jersey Republican Steven Lonegan called now-Sen. Corey Booker “a far left liberal extremist,” Times reporters added that Booker “is frequently criticized in his own party for his moderate views.”

The paper used “far left” twice while covering the nomination of now-Supreme Court Justice Elena Kagan. When she cleared the Senate Judiciary Committee on a near party-line vote—Sen. Lindsey Graham was the only Republican to vote for her—the Times reported that “Senator Charles E. Grassley, Republican of Iowa, complained of Ms. Kagan’s ‘strong commitment to far left ideological beliefs.’”

In 2010, when I was on the staff of the House Permanent Select Committee on Intelligence, I attended a committee hearing on the North Korean nuclear program. That hearing epitomized the failure of post-9/11 reforms of U.S. intelligence and showed why the Trump administration must take aggressive steps to streamline American intelligence. Only then can it can return to being the great institution that provides the intelligence support our presidents need to protect our nation against national-security threats facing our nation today.

This process should start by sharply scaling back or eliminating the Office of the Director of National Intelligence (ODNI).

The lead witness at this hearing, seated at the center of a long witness table, was the ODNI North Korea issue manager. Seated next to him on each side were the ODNI issue manager for WMD proliferation and the director of the ODNI National Counterproliferation Center.

Joining them were the National Intelligence Council (NIC) officers for WMD proliferation and East Asia, both part of the ODNI. The CIA sent two witnesses, from its proliferation and North Korea–analysis offices. The Defense Intelligence Agency (DIA), the State Department, and the Department of Energy sent one witness each.

In addition to these 10 witnesses, other senior intelligence officials attended as backbenchers. There also was a gaggle of aides, handlers, and congressional liaison staffers. There were so many that they could not all fit into the hearing room.

The hearing seemed to go on forever, since the lead witness kept inviting all his colleagues to weigh in on every question asked by committee members. Some of the backbenchers spoke too. This became monotonous, since every witness (except for the one from DIA) parroted the same watered-down consensus view. Making this worse, the witnesses’ consensus statements were proven to be completely wrong a few months later.

This mob of intelligence officials spouting the same watered-down pablum exemplified why the reform of U.S. intelligence mandated by the 2004 Intelligence Reform and Terrorism Prevention Act (IRTPA) has been an utter failure. Although IRTPA created the position of the director of national intelligence as a new official to oversee all U.S. intelligence agencies, to ensure that these agencies would cooperate and share information, the Office of the Director of National Intelligence has developed into a huge additional layer of bureaucracy, with far too many officials, that has made American intelligence analysis and collection less efficient and more risk-averse.

This is in part due to blowback from 9/11 and Iraq War intelligence failures, but also is a typical situation for a 70-year-old, multi-billion-dollar bureaucracy that has become complex and complacent. As is true with many established government bureaucracies, political factors and fear of being wrong weigh heavily on the operations of U.S. intelligence agencies. While America still has the world’s best and most capable intelligence service, it has lost the “can-do” intrepid spirit of its predecessor, the heroic World War II-era Office of Strategic Services.

The ODNI has made this problem much worse — not just because it is an additional layer of stifling bureaucracy, but also because it has become a 17th intelligence agency, with its own intelligence analysts, thousands of employees, and a huge — and ever growing — budget.

In 2007, House Intelligence Committee members were so disturbed about the rapid growth of the ODNI bureaucracy that they approved, on a bipartisan basis, an amendment to the 2008 intelligence authorization bill to freeze the ODNI staff to the number working for it as of May 1, 2007. I drafted this amendment, which was co-sponsored by Congressmen Mike Rogers (R., Mich.) and Alcee Hastings (D., Fla.).

Hastings said at the time about this amendment:

We will not give you a blank check with which you could continue to grow a new bureaucracy before we know what you are doing with what you already have. A bigger bureaucracy does not make better intelligence.

Although Hastings was right, the Hastings/Rogers amendment was never implemented, since Congress did not pass an intelligence authorization bill that year. I hate to think how many times the ODNI staff has doubled since the House Intelligence Committee attempted to halt its growth in 2007.

The IRTPA reforms have hurt U.S. intelligence in other ways. The President’s Daily Brief (PDB), which used to be a lean and effective daily intelligence publication for the president produced by the CIA, has become an ODNI publication, weighed down with bureaucracy to make it “fair” so that all 17 intelligence organizations can participate and use it to publish articles justifying their budget requests to Congress.

The ODNI bureaucracy has also burdened intelligence agencies with unnecessary reports, regulations, and foreign travel by ODNI staff.

Aside from being an attempt to improve the sharing of information between intelligence agencies in the aftermath of the 9/11 intelligence failures, the ODNI also was created because some believed it is impossible for the CIA director to both manage the CIA and oversee the rest of the U.S. Intelligence Community.

I have long believed that these reasons are false. The CIA director, as the director of central intelligence (DCI), worked well for decades as the head of all U.S. intelligence agencies. The failure to share intelligence between U.S. intelligence agencies prior to the 9/11 terrorist attacks could have been addressed without creating the DNI position and its huge and plodding bureaucracy. Moreover, intelligence agencies have failed to share crucial information despite the creation of the ODNI.

For example, the Senate Select Committee on Intelligence (SSCI) issued a damning report in 2010 on how U.S. intelligence agencies failed to share information that could have prevented Umar Farouk Abdulmutallab — the 2009 “underwear bomber” — from boarding a plane from Europe that he almost blew up over the city of Detroit. The report found that U.S. intelligence agencies had the information to stop Umar Farouk Abdulmutallab from boarding a plane to the United States but had failed to cooperate with each other and share intelligence. According to the report, “no one agency saw itself as being responsible” for assessing such threats. The report identified 14 specific failures by intelligence agencies which included a bureaucratic process for adding names to terror watch lists that was too complicated and too rigid to address quickly emerging terrorist threats.

Concerning the argument that the CIA director can’t simultaneously manage the CIA and the rest of the intelligence community, if the president can manage the White House and the entire U.S. government, there’s no reason why we can’t have the CIA director in charge of his home agency and overseeing other U.S. intelligence agencies.

Eliminating the ODNI and rolling its duplicative organizations into the CIA would save at least $1 billion and could make U.S. intelligence more efficient and nimble. Such a move should include eliminating the huge number of redundant ODNI managers and officials such as those mentioned above.

More needs to be done to streamline U.S. intelligence and fix problems caused by earlier reforms and reorganizations.

For example, CIA director Brennan carried out a huge and controversial reorganization in 2015 that many critics believe created a confusing and bloated bureaucratic structure that will hurt long-term analysis and create security risks. This reorganization needs to be carefully reviewed by the next CIA director and possibly reversed.

There also are redundant units in multiple intelligence organizations that perform identical missions that should be streamlined. More of these crop up every year.

For example, U.S. intelligence agencies have increased their efforts to counter cyberwarfare over the last few years by creating large, separate organizations to address this issue. These include:

  • The ODNI Cyber Threat Intelligence Integration Center, created in 2015.
  • The U.S. Cyber Command, created in 2009, to defend Department of Defense networks, systems and information, to defend the homeland against cyberattacks, and to provide support to military and contingency operations.
  • The Department of Homeland Security National Cybersecurity and Communications Integration Center, created in 2009, to monitor cyber threats across government agencies and critical infrastructure.
  • The CIA Directorate of Digital Innovation, created in 2015.

There are many other examples of such duplication and redundancy, especially concerning counterterrorism.

To the greatest extent possible, these types of offices should be streamlined into a single inter-agency entity with one agency having the lead.

A reconstituted DCI should also take the lead in doing a better job of encouraging cooperation between intelligence agencies by pressing intelligence officers to take temporary assignments in other agencies. Having worked as an analyst with CIA and DIA, I know their analysis missions are very similar and would greatly benefit from closer collaboration, possibly by creating a joint CIA/DIA intelligence analyst service.

Managers and experts need to be brought in from outside the U.S. intelligence community to challenge the groupthink and analysis-by-committee that has gripped our intelligence agencies in the aftermath of the 9/11 and Iraq WMD intelligence failures. To deal with emerging security threats, we need more out-of-the-box and “competitive” analysis that provides policymakers with alternative assessments of global threats. There also is a great need for better strategic analysis of future threats.

U.S. intelligence agencies also need to improve their efforts to analysze and collect against new technological developments and challenges, including social media, big data, and hostile actors utilizing increasingly powerful encryption.

Outside managers and experts could also help counter the politicization of intelligence by intelligence officers who don’t like President Trump. This was a serious problem for previous Republican presidents. Recent leaks to the press by intelligence officers about Trump’s daily briefings suggest this problem has already resurfaced.

Implementing intelligence reforms to make U.S. intelligence agencies into the innovative and effective institution they once were will take strong leaders in top intelligence positions who will act independently and are not beholden to the intelligence community. These officials must have the full backing of the president.

President-elect Trump, by appointing Mike Pompeo as CIA director, General Mike Flynn as National Security advisor, and KT McFarland as deputy national security advisor, is off to an excellent start to implementing these kinds of intelligence reforms to make American intelligence great again.

President-elect Donald Trump continues to defy convention and ruffle institutional feathers. In a wide-ranging interview with Chris Wallace on “Fox News Sunday,” Trump indicated he will delegate daily intelligence briefings to subordinates. From the Daily Mail:

“I get it when I need it,” [Trump] said on Fox News of the top-secret briefings sessions, adding that he’s leaving it up to the briefers to decide when a development represents a “change” big enough to notify him.

“I’m, like, a smart person. I don’t have to be told the same thing in the same words every single day for the next eight years,” Trump said.

Read in excerpt like that, Trump’s remarks may come across as arrogant. He presumes that he will be in office for two terms, touts his own intellect, and downplays the importance of a critical presidential role.

However, when viewed in context [below], Trump’s position proves much less provocative. His “smart person” comment comes off less as a reference to some exclusive ability, and more like the standard capacity most of us have to remember something when first told. He could have just as easily said, “I’m not an idiot. I don’t have to be told the same thing in the same words.”

Trump went on to note that his generals and Vice President-elect Mike Pence will receive routine daily briefings, presumably including the redundancies he seeks to avoid. This is consistent with his articulated tendency to delegate tasks to “the best people.”

Trump also addressed bipartisan concerns regarding Russia’s influence in the election.

“It’s ridiculous,” Trump said of the CIA’s assessment [that that Russia tried to interfere with the presidential election].

Trump’s incoming chief of staff, Reince Priebus, shrugged off allegations that Russia helped Trump win.

He said: “The Russians didn’t tell Clinton to ignore Wisconsin and Michigan.”

The Democratic candidate was expected to win in these two states but they went to Trump instead.

“She lost the election because her ideas were bad. She didn’t fit the electorate. She ignored states that she shouldn’t have and Donald Trump was the change agent,” Priebus said on ABC’s ‘This Week’.

Priebus may be overstating the case when he says the election results “had nothing to do with the Russians.” But those claiming Russia’s influence was decisive likewise overstate their case.

It remains unclear what actionable conclusions could emerge from investigations into suspected Russian hacking. Indeed, given the likely role Hillary Clinton’s private email server played in any such hacking, Democrats might be wise to let the issue go.

Breitbart News National Security editor Dr. Sebastian Gorka, author of the best-selling book Defeating Jihad: The Winnable War, joined SiriusXM host Raheem Kassam on Friday’s Breitbart News Daily to talk about the final act of the secretary of state drama, beginning with Rep. Dana Rohrabacher’s idea of working with former U.N. Ambassador John Bolton as a “dynamic duo” at the State Department.

Dr. Gorka said he has heard the idea of Bolton serving as Rohrabacher’s deputy secretary of state “floated by people who were involved with the Reagan administration, the pre-neocon establishment that so many people miss today.”

“So it’s not an isolated incident, and it’s a very interesting offer,” Gorka said. “I have no idea if the people on the 26th floor in Trump Tower are responding to it, but it’s intriguing.”

He thought some of the drama over the prolonged secretary of state selection process was a matter of “pushback” against Mitt Romney, when it seemed likely he would get the nod, but also due to “a realization that outside of the vice president, this is the most visible embodiment or representation of a presidency, the position of most senior diplomat.”

“As a result, I think they’ve come to the realization in Trump Tower there’s really no hurry,” he said. “If you compare the choice of principals, of cabinet members, chronologically to prior transition teams, the Trump transition team has done very, very well. They’re putting a lot of people in place much faster than Reagan or even Nixon did. So they’ve realized this is a really important one; let’s get it right. Who do we want to be the face of the administration outward to the rest of the world? And as a result, they just slightly enlarged the decision tree with some additional candidates. I, for one, am very glad they’ve done so.”

Gorka agreed with Kassam that the hand-wringing over Trump having too many generals in his cabinet was “a bunch of baloney.”

“I’d like to recognize the fact that after eight years of Pajama Boys, it’s time for the alpha males to come back,” he added. “How appropriate that we’ve got three Marines from the same division, legendary figures in uniform, to represent three of the key posts in the new administration! The fact is, having met Donald Trump a long time ago, and talking about national security issues, one of the first things that was clear to me from this businessman, this very special businessman, is that he understands we are at war, Raheem. He gets it. And he wants to win that war. He knows he’s not going to do it with limp-wristed Pajama Boys. Who better than a bunch of legendary Devil Dogs to do it? So yeah, it’s baloney, and it’s very cool in my opinion.”

Kassam turned to a discussion posted at The Gorka Briefing, in which Dr. Gorka argued that “Europe is collapsing.”

“I think it’s patently obvious that the Trump Train was the result, in part, a reflection of, the general rejection of centralized federative bureaucracy, and as a result, we have Brexit foreshadow the future of what used to be called Project Europe,” Gorka elucidated. “And the fact is, people are waking up. They’re rejecting faceless bureaucracy. We see it all across the continent. Brexit isn’t a uniquely British phenomena. As a result, we will see more and more people say, ‘Enough is enough. We want national sovereignty. We want national security most important of all.’ And as a result, I think Project Europe is on the ropes.”

Kassam countered that Europe is not the same thing as the European Union, and asked, “If the European Union collapses, does that necessarily mean that Europe, constituted of its nation-states, goes down with it – or will it actually be the reverse? Will it be a European resurgence if this happens?”

“It really depends upon all those politicians you mentioned, and whether their successors listen to the people,” Gorka replied. “Let’s just address this word ‘populism.’ A lot of people, that leaves a bad taste in their mouths. How about we talk about the resurgence ofdemocracy? I’ve got a funny accent now, but I’m an American. Let me tell you, 1776 could be described as virulent populism, and you know what? I like it. So the idea that the popular vote, the populist sentiment, is recalibrating politics so that its focus is on the sovereign issues of that community – if you don’t like that, you’re a globalist, and if people aren’t voting for you, tough luck.”

Kassam brought up the growing criticism of Saudi Arabia for financing proxy wars across the Middle East and radical mosques in Europe. He saluted British Foreign Secretary Boris Johnson for speaking clearly on the issue, and asked, “Why do you think it’s so difficult for Number 10 Downing Street, and indeed your own State Department, to look Saudi Arabia in the eye and talk about these things?”

“I think it’s because we’ve forgotten, at least the last eight years here in America, how to do diplomacy,” Gorka replied. “We manufacture a narrative, and everything must protect the narrative. The narrative has been for far too long, if somebody says they are our allies, theyare our ally, and we’re going to stand by that – as opposed to analyzing relationships in the cold light of day, as Mr. Johnson seems to be doing.”

“We have a problem here. We have to address it,” he continued. “And even if it’s not the Saudi government, it is clearly elements of it that are problematic, in terms of the support of the international Salafist movement. The disparity between narrative and reality, I think both of our nations have suffered from that for far too long. It’s time for a healthy dose of common sense.”

We ignore the ideology of the Tehran regime and its long-term goals at our peril. President-Elect Trump needs strategists who think outside the box, one reason I am thrilled by the appointments of Lt. General Mike Flynn as National Security advisor and General James T. Mattis as Secretary of Defense.

President-Elect Trump will be tested by the Islamic state of Iran soon after taking office on January 20. It could come the very day of his inauguration with an enormous (if superficial) head-fake, as they gave President Reagan by releasing our U.S. diplomat-hostages the very minute he swore the oath of office. Or it could come later, in a less benign form.

But this much is certain: that test will come, and the foreign policy establishment in Washington will fail to see it coming and mistakenly interpret it once it occurs. Again.

Establishment analysts focus on Iran’s actions. In itself, that is not a bad thing, but it’s kind of like buying a peach at an American supermarket because of its wonderful good looks, only to cut it open at home to find it wooden and tasteless.

In addition to examining Iran’s actions, we need to pay close attention to what the Islamic regime’s leaders say. We need to understand their ideology, and their goals. Above all, we must not assume – as most analysts do – that they think using the same cost-benefit calculus we do.

This is a regime driven by ideology, fueled on a vision of the end times just as our sun is fueled by its magma. Only rarely does the fuel erupt and become a measurable “event,” although when that happens, it can be deadly. Scientists have warned for years that our electric power grid is vulnerable not only to man-made Electromagnetic Pulse (EMP), but to a massive coronal ejection from the sun.

In the same way, the United States remains vulnerable to a massive event, potentially devastating, caused by the confluence of the Iranian regime’s ideology and its military capabilities. Like EMP or a massive coronal ejection, such an occurrence will be a low probability-high impact event. Will we detect that confluence before it happens? If the past record of our intelligence community and our political leaders is any guage, the answer is a resounding no.

Here’s why.

Even the best analysts of the foreign policy establishment limit their analysis to the actions and capabilities of the regime. They note, for example, that when the United States Navy retaliated by sinking Iranian warships after the regime’s unpredicted and confusing decision to lay mines in the Strait of Hormuz, the regime leadership backed off.  Operation Praying Mantis is still viewed as a resounding success.

They mistakenly took this to mean that the ruling clerics and the fanatical Islamic Revolutionary Guards Corps (IRGC) who serve them respected American power; specifically, that they can be deterred.

They discount the chants of “Death to America” the regime leaders have instilled in the generations of the revolution as so much hot air. It’s just bombast. Nothing to see here. Move along, the analysts say.

As proof there is nothing to this relentless inculcation of the regime’s ultimate goal they point to similar claims involving the military. For decades, military leaders have claimed they were building indigenous fighter jets, helicopters and tanks; none have ever moved beyond a few prototypes.

Iranians are prone to exaggeration, they say. How can you tell an Iranian is lying? Because his lips are moving. I have heard respected U.S. intelligence analysts make such a silly – and dangerous – claim.

And of course, Iranians are prone to exaggeration. That much is true. But even in those exaggerations, they reveal their goals and aspirations, and we simply dismiss them as hot air.

For nearly thirty-five years, IRGC leaders and their clerical puppet-masters have boasted they would drive the United States from the Middle East.

“I can remember my father telling me after the Beirut attack on the U.S. Marines that Iran had won,” the son of former IRGC commander Maj. Gen. Mohsen Rezai told me after he defected to the United States. “He said, with a single bomb, we have forced the Americans to pull out of Lebanon. With a few more bombs, we will force them out of the region entirely.”

Such was their goal at that time, and it remains their goal today—except that they are a lot closer to fulfilling it. What once was a long-term aspiration, which nobody in the Washington policy establishment believed, has become a tactical goal whose accomplishment Iran’s leadership can see on the near horizon.

Ever since October 1983 when the regime ordered its proxies to murder 242 U.S. Marines, they have been probing our weaknesses. That is the only way you can explain the outrageous violation of international law in January 2016 when IRGC gunboats captured U.S. sailors gone adrift at sea and humiliated them in front of cameras.

That’s the only way you can understand the installation of Chinese made C-802 ship-killing missiles on the Red Sea coast of Yemen, where IRGC crews actually fired on a U.S. warship in October.

They are testing us, probing our defenses and our willingness to accept pain. They are constantly evaluating our political resolve to resist their goal of driving us from the region.

Under Obama, of course, they found us sorely lacking. From his first days in office, President Obama told the Iranians openly he would end the long-standing U.S. “hostility” toward the Islamic regime. He wanted to “open a channel” for talks, and did.

Iran’s ruling mullahs quickly decided to test Mr. Obama. When three million Iranians took to the streets of Tehran and other cities to protest the stolen “re-selection” of President Mahmoud Ahmedinejad as President, they held up signs in English for the CNN cameras. “Obama are you with us?” they said.

When Obama failed to respond or provide even lip-service to the yearning for freedom of the Iranian people, the regime responded on cue. Regime officials went on state television, pointing to photos of the U.S. president.“Obam’ast,” they said, turning his name into a play on words. “He’s with us.”

And Obama showed by his actions that he was with them. As Congress imposed an ever-rigorous set of sanctions aimed to reducing Iran’s oil exports and access to international financing, Obama initially waived their application. Only a relentless bi-partisan push-back caused him to allow the sanctions go into force – with devastating impact on Iran’s economy.

By 2014, the regime was scrambling, fearful that income from reduced oil exports would not be enough to cover subsidies on basic foodstuffs to the poor, leading their most faithful supporters to revolt.

That is when Obama carried out the most astonishing, unnecessary, unilateral capitulation since Chamberlin went to Munich in 1938, offering to remove the sanctions for a temporary reduction in Iran’s nuclear programs.

The traditional foreign policy establishment and its ally, the pro-Tehran lobby, is holding seminars and writing opeds and whispering into whatever ears they can find that President-Elect Trump must hold on to the nuclear deal.

Why? It’s all about actions, and can be measured. They do not want the President-Elect or his advisors focusing on the intentions and goals of Iran’s clerical leaders and their IRGC enforcers. Because to do so would reveal not just the folly, but the tremendous danger inherent in the nuclear deal, which legitimizes the Islamic state of Iran as a nuclear power ten years down the road.

What’s ten years, when you are staring at all eternity? That’s how Ayatollah Khamenei and the IRGC generals think. That’s how their successors will think, if the current regime remains in power.

Their goal was and remains to erase Israel from the map (or “from the pages of history,” if you want to get literal), and to bring about Death to America. And yet, if there’s any effort underway to measure their progress toward those goals in our intelligence and policy establishment, none of our political leaders have taken it seriously.

We ignore the ideology of the Tehran regime and its long-term goals at our peril. President-Elect Trump needs strategists who think outside the box, one reason I am thrilled by the appointments of Lt. General Mike Flynn as National Security advisor and General James T. Mattis as Secretary of Defense.

The Iranians know there’s not a moment to lose. Do we?
