Throughout the negotiation process, Iran’s government has been more forthright and more reliable in characterizing the parties’ interim agreements than the Obama administration. So it is worth noting what the Iranians say the deal entails. This is from FARS, Iran’s news agency:

Iran’s President Hassan Rouhani said his country has achieved all its four goals in the agreement that his foreign minister Zarif signed with the six world powers in Vienna on Tuesday.

President Rouhani said his nation started talks with the world powers in a bid to remove all sanctions while maintaining its nuclear program and nuclear progress as two main goals.

All sanctions, including the financial, banking, energy, insurance, transportation, precious metals and even arms and proliferation sanctions will be, not suspended, but terminated according to the Tuesday agreement as soon as the deal comes into force, he said, adding that Iran will only be placed under certain limited arms deal restrictions for five years.

Meantime, Iran will inject gas into its highly advanced IR8 centrifuge machines, continue its nuclear research and development, and keep its Arak Heavy Water Facility and Fordo and Natanz enrichment plants under the agreement, he said, elaborating on Iran’s gains.

Another goal, Rouhani said, was taking Iran off Chapter Seven of the UN Charter, “and we did it”.

More details on the deal:

The agreement, the Joint Comprehensive Plan of Action (JCPOA), will be presented to the United Nations Security Council (UNSC), which will adopt a resolution in seven to 10 days making the JCPOA an official document.

Based on the agreement, which has been concluded with due regard for Iran’s red lines, the world powers recognize Iran’s civilian nuclear program, including the country’s right to the complete nuclear cycle.

The UNSC sanctions against the Islamic Republic, including all economic and financial bans, will be lifted at once under a mutually agreed framework and through a new UN resolution.

None of the Iranian nuclear facilities will be dismantled or decomissioned.

Furthermore, nuclear research and development activities on all types of centrifuges, including advanced IR-6 and IR-8 machines, will continue.

The nuclear-related economic and financial restrictions imposed by the United States and the European Union (EU) targeting the Iranian banking, financial, oil, gas, petrochemical, trade, insurance and transport sectors will at once be annulled with the beginning of the implementation of the agreement.

The arms embargo imposed against the Islamic Republic will be annulled and replaced with certain restrictions, which themselves will be entirely removed after a period of five years.

Additionally, tens of billions of dollars in Iranian revenue frozen in foreign banks will be unblocked.

I have now read the agreement in its entirety–you, too, can read it here–and I think the Iranians’ description is accurate. I also agree with what Paul wrote earlier today.

Some aspects of the agreement are technical and can’t be well understood without knowledge of nuclear engineering or the history of various sanctions that have been imposed. But those details are immaterial. Loopholes could make the agreement slightly worse, but no technical interpretation can save it.

The mullahs may cheat on the agreement, or they may not. They may decide to walk away from the agreement at some point and openly develop nuclear weapons, or they may not. It makes very little difference. There are no undertakings in the agreement that go beyond 10 years (in most instances) or 15 years (in a few). The Ayatollah takes the long view: ten or fifteen years are nothing. In the meantime, what does Iran get?

First, and most important, it gets in excess of $100 billion in currently-frozen assets. This will happen in the near future, on or about the agreement’s Implementation Date. I think this prospect is what is making Iran’s leaders so jubilant. With that money, they can step up their support for allies in Syria, Yemen and Iraq, and their support for terrorism everywhere. (By way of perspective, the entire United States military budget for the current fiscal year is only $560 billion.) To the extent that they spend some of it at home, it will help cement their position domestically.

Second, the agreement grants Iran international legitimacy. Since the revolution of 1979 and the seizure of America’s embassy in Tehran, Iran has been treated as a rogue state. Under the agreement, that status comes to an end. Investment in Iran will be permitted and likely will flourish. Sanctions will be removed and Iran’s nuclear program will not only be tolerated, it will be explicitly recognized and to some degree supported by the international community. The agreement contemplates that upon implementation, “the Iranian nuclear programme will be treated in the same manner as that of any other non-nuclear-weapon state party to the NPT [non-proliferation treaty].” It is hard to overstate how important this legitimacy is to the regime.

The third benefit to Iran’s rulers is perhaps the most important, and is closely linked to the first two. The agreement guarantees that, at least for the foreseeable future, the mullahs will remain in power. Realistically, the only way Iran could be denied a nuclear arsenal in the long term is through regime change. Early in the Obama administration, that seemed like a plausible scenario, but the administration declined to aid, or even encourage, anti-regime forces when such support might have made a difference. Now, with the mullahs both flush with cash and blessed with international legitimacy, their grip on power is probably stronger than ever. Nuclear weapons will follow, sooner or later, at a time of the regime’s choosing. And in the meantime, Iran’s ability to make mischief in the Middle East and around the world (e.g., through its newfound alliance with Venezuela) has been greatly enhanced.

The deal the Obama administration cut today with the Iranian terrorist regime signals once and for all that the Obama administration considers both the United States and Israel to be the key threats to peace in the world.

Why else would the American president have lifted sanctions and granted the Iranian mullahs decades of American cover in the face of overwhelming evidence they support anti-Western, anti-Semitic, and anti-Sunni terror across the region and the globe?

President Obama’s statements today about the strength of this deal carry no weight, given that he has coordinated with the Iranian regime – which is responsible for the deaths of hundreds of Americans over the past few years – in Iraq, has allowed them to prop up Bashar Assad in Syria, has allowed them to continue their subjugation of Lebanon, watched in silence as they flexed their muscle in Yemen, and attempted to cut off weapons shipments to Israel in the midst of its war with Iranian proxy terror group Hamas.

Obama wants Iran to be a regional power, because Obama fears Israel more than he fears Iran. The same day that Obama announced his deal, “moderate” Iranian President Hassan Rouhani tweeted, “To our neighbours: Do not be deceived by the propaganda of the warmongering Zionist regime. #Iran & its power will translate into your power.”

Obama’s counting on it.

Obama had one motivation in this deal: he believes that any Western attempt to stop Iran’s nuclear development with force is more dangerous and less moral than Iran’s elevated terror support and even its eventual nuclear development.

America and the West, in Obama’s global worldview, are so dangerous that he wouldn’t even make minor requests of Iran, such as releasing American prisoners, if that meant the minute possibility of actual Western action on the horizon. Obama doesn’t care if Iran is lying. To him, that risk is acceptable when compared with the certainty of Western action, no matter how constrained, against Iran.

Obama consistently posed the choice about his nuclear deal as one between diplomacy and war, as though a military strike against Iran would have precipitated World War III. But this deal is far more calibrated to provoke World War III than any targeted strike by Israel, the United States, or anyone else.

The deal pats itself on the back with wording about ensuring that “Iran’s nuclear programme will be exclusively peaceful,” and how the deal will be a “fundamental shift” in the international community’s relationship with Iran. Then it gets to details. And the devil isn’t just in the details; the devils in Iran wrote them.

The deal “will produce the comprehensive lifting of all UN Security Council sanctions as well as multilateral and national sanctions related to Iran’s nuclear programme, including steps on access in areas of trade, technology, finance and energy.” Those sanctions end on the first day of the deal: “The UN Security Council resolution will also provide for the termination on Implementation Day of provisions imposed under previous resolutions.” The EU “will terminate all provisions of the EU Regulation.”

Money will now move between “EU persons and entities, including financial institutions, and Iranian persons and entities, including financial institutions.” Banking activities will resume abroad. Full trade will essentially resume. After five years, the arms embargo against Iran will end. After eight years, the missile embargo against Iran will end.

The deal explicitly acknowledges that Iran is gaining benefits no other state would gain under the Non-Proliferation Treaty. In terms of its nuclear development, instead of dismantling Iran’s nuclear program, that program is now protected:

Iran will continue to conduct enrichment R&D in a manner that does not accumulate enriched uranium. Iran’s enrichment R&D with uranium for 10 years will only include IR-4, IR-5, IR-6 and IR-8 centrifuges as laid out in Annex I, and Iran will not engage in other isotope separation technologies for enrichment of uranium as specified in Annex I. Iran will continue testing IR-6 and IR-8 centrifuges, and will commence testing of up to 30 IR-6 and IR-8 centrifuges after eight and a half years, as detailed in Annex I.

We have no way of knowing what Iran has done additionally, however, since the deal has no provisions forcing them to turn over information about what they’ve already done. There is no baseline.

So who will implement this deal? A “Joint Commission” comprised of the UK, France, Germany, Russia, China, the United States and Iran is charged with monitoring all developments under the agreement – meaning that all the signatories, all of whom have an interest in preserving a deal they signed, will be the “objective” monitoring agents.

The International Atomic Energy Agency will monitor and verify Iran’s nuclear program. But not everywhere. Only at key nuclear facilities will the IAEA have access – military sites were not included in the deal in any real way – and even then, the process for access is extraordinarily regulated:

74. Requests for access pursuant to provisions of this JCPOA will be made in good faith, with due observance of the sovereign rights of Iran, and kept to the minimum necessary to effectively implement the verification responsibilities under this JCPOA. In line with normal international safeguards practice, such requests will not be aimed at interfering with Iranian military or other national security activities, but will be exclusively for resolving concerns regarding fulfillment of the JCPOA commitments and Iran’s other non-proliferation and safeguards obligations. The following procedures are for the purpose of JCPOA implementation between the E3/EU+3 and Iran and are without prejudice to the safeguards agreement and the Additional Protocol thereto. In implementing this procedure as well as other transparency measures, the IAEA will be requested to take every precaution to protect commercial, technological and industrial secrets as well as other confidential information coming to its knowledge.

75. In furtherance of implementation of the JCPOA, if the IAEA has concerns regarding undeclared nuclear materials or activities, or activities inconsistent with the JCPOA, at locations that have not been declared under the comprehensive safeguards agreement or Additional Protocol, the IAEA will provide Iran the basis for such concerns and request clarification.

76. If Iran’s explanations do not resolve the IAEA’s concerns, the Agency may request access to such locations for the sole reason to verify the absence of undeclared nuclear materials and activities or activities inconsistent with the JCPOA at such locations. The IAEA will provide Iran the reasons for access in writing and will make available relevant
information.

77. Iran may propose to the IAEA alternative means of resolving the IAEA’s concerns that enable the IAEA to verify the absence of undeclared nuclear materials and activities or activities inconsistent with the JCPOA at the location in question, which should be given due and prompt consideration.

78. If the absence of undeclared nuclear materials and activities or activities inconsistent with the JCPOA cannot be verified after the implementation of the alternative arrangements agreed by Iran and the IAEA, or if the two sides are unable to reach satisfactory arrangements to verify the absence of undeclared nuclear materials and activities or activities inconsistent with the JCPOA at the specified locations within 14 days of the IAEA’s original request for access, Iran, in consultation with the members of the Joint Commission, would resolve the IAEA’s concerns through necessary means
agreed between Iran and the IAEA. In the absence of an agreement, the members of the Joint Commission, by consensus or by a vote of 5 or more of its 8 members, would advise on the necessary means to resolve the IAEA’s concerns. The process of consultation with, and any action by, the members of the Joint Commission would not exceed 7 days, and Iran would implement the necessary means within 3 additional days.

Obama and Secretary of State John Kerry wrote into the deal provisions designed to hamstring Congress and local authorities:

If a law at the state or local level in the United States is preventing the implementation of the sanctions lifting as specified in this JCPOA, the United States will take appropriate steps, taking into account all available authorities, with a view to achieving such implementation. The United States will actively encourage officials at the state or local level to take into account the changes in the U.S. policy reflected in the lifting of sanctions under this JCPOA and to refrain from actions inconsistent with this change in policy.

And if Iran cheats, the United States and EU will have to take the matter to dispute resolution rather than re-implementing sanctions, as Obama has lied:

The U.S. Administration, acting consistent with the respective roles of the President and the Congress, will refrain from re-introducing or re-imposing the sanctions specified in Annex II that it has ceased applying under this JCPOA, without prejudice to the dispute resolution process provided for under this JCPOA. The U.S. Administration, acting consistent with the respective roles of the President and the Congress, will refrain from imposing new nuclear-related sanctions. Iran has stated that it will treat such a re-introduction or re-imposition of the sanctions…

Obama is already moving on this front. While calling for an open conversation on the Iran deal, President Obama has already said he will veto any attempts to curb the deal by Congress. So feel free to chat, gang, so long as you don’t attempt to do anything.

In brief, the agreement trades enormous amounts of cash for Iran’s pinkie swear that they will not develop nuclear weapons now, and the blind hope that Iran’s regime will magically moderate over the next five to ten years – a hope made even more distant by the fact that this deal reinforces the power and strength of the current Iranian regime. The West has no interest in holding Iran to an agreement since, to do so, they would have to repudiate the deal they cut in the first place. Anything short of actual nuclear aggression will draw no response from the West. No wonder Prime Minister of Israel Benjamin Netanyahu called the deal a “historic mistake for the world,” explaining:

Far-reaching concessions have been made in all areas that were supposed to prevent Iran from obtaining nuclear weapons capability. In addition, Iran will receive hundreds of billions of dollars with which it can fuel its terror machine and its expansion and aggression throughout the Middle East and across the globe… One cannot prevent an agreement when the negotiators are willing to make more and more concessions to those who, even during the talks, keep chanting: ‘Death to America.’ We knew very well that the desire to sign an agreement was stronger than anything, and therefore we did not commit to preventing an agreement.

So here’s what happens next in the region.

Israel Waits. The chances of an Israeli strike on Iran are now somewhere between slim and none. Obama’s deal prevents Israel from taking action without risking sanctions from the European Union and the United States for endangering this sham deal.

Nothing would make Obama happier than to levy sanctions against the Jewish State – and should Israel act in its own interests, undercutting Obama’s Epitaph Achievement, Obama will react harshly. Israel will be busy enough handling all the Iranian proxies on its borders who will now see cash and resources flow to them, all sponsored by the West.

Hezbollah and Hamas Are Strengthened. Terrorist groups across the Middle East rejoice today, knowing that the money Iran just gained through lifting of sanctions will end up restocking their rocket supply. Hezbollah has already destroyed Lebanon as Iran’s arm; Hamas has already taken over Gaza. Both routinely threaten war on Israel, firing ordinance into Israeli territory.

Now they will not only be emboldened – after all, what happens if Israel retaliates against them, Iran threatens to get involved, and the world, seeking to preserve its newfound magical relationship with Iran, puts pressure on Israel? – they will be empowered. Obama just made the next war between Israel and its terrorist neighbors a certainty.

Saudi Arabia and Egypt Go Nuclear. President Obama came into office touting “America’s commitment to seek the peace and security of a world without nuclear weapons.” Given that Iran is months from a bomb, and that there are no real verification techniques and no real consequences for violation, Iran’s enemies will quickly seek to go nuclear in order to establish a deterrent, not just to Iran’s nuclear capabilities, but to their expanded conventional capabilities.

Iran has the largest active military in the Middle East, along with its massive paramilitary terror groups. They’ve built that in the midst of heavy sanctions. With Iran getting active on the borders of Egypt and Saudi Arabia, those regimes would be foolhardy not to attempt to develop a nuclear capacity – especially given that Obama has shown there are no detriments to doing so. What’s he going to do, threaten Egypt’s General Al-Sisi? He’s been doing that for years already.

Bashar Assad Stays In Power. Remember the time Obama said Syrian dictator Bashar Assad needed to go? That’s not happening anytime soon, given that Assad is Iran’s tool in Syria. When Obama drew a red line against Syria based on Assad’s use of chemical weapons, he apparently meant that Assad should stay forever, and that his sponsor state should be rewarded with billions of dollars in relieved sanctions. No wonder Assad called the deal a “major turning point” in world history, adding, “We are confident that the Islamic Republic of Iran will support, with greater drive, just causes of nations and work for peace and stability in the region and the world.”

Iraq Splits Permanently Between Iran and ISIS. Supposedly, the United States opposed Shia exclusionary policy against Sunnis in Iraq, and blamed such policy for the breakdown of security there. The Iranian Revolutionary Guard has now taken over the southern half of the country; the new Iraqi Prime Minister is an Iranian proxy. Meanwhile, Sunnis, seeking some sort of security against the Iranians and having no secular American-backed regime to rely upon, have been turning in increasing numbers to the barbarians of ISIS. President Obama has made ISIS a permanent feature of the world landscape, and has turned Iraq into an Iranian proxy state, just like Syria and Lebanon.

Iran Will Foray Into Iran [?? — DM], Afghanistan. Iran’s expansionist ambitions have been increased exponentially by this deal. The deal does nothing to demand Iran stop its military activities abroad, of course, which means that their sponsorship of the Houthis in Yemen and terrorist groups in Afghanistan will continue apace. Al Jazeera has even speculated at sectarian unrest in Pakistan.

Obama’s defenders today ask his detractors, “If the deal works, isn’t it a good deal?”

Sure. If the Munich Agreement had worked, it would have been a masterpiece of diplomacy.

But promising a unicorn in a diplomatic negotiation isn’t quite the same thing as delivering one. And delivering billions of dollars, international legitimacy, and a protective shield around a terrorist regime in exchange for that unicorn makes you either a fool or an active perpetuator of that terrorist regime.

Because of this deal we will for the first time be in a position to verify all of these commitments. That means this deal is not built on trust. It is built on verification. Inspectors will have 24/7 access to Iran’s nuclear facilities. Iran will have access to Iran’s entire nuclear supply chain, its uranium mines and mills, its conversion facility and its centrifuge manufacturing and storage facilities.

Because of this deal, inspectors will also be able to access any suspicious location — put simply, the organization responsible for the inspections, the IAEA, will have access where necessary, when necessary. That arrangement is permanent. And the IAEA has also reached an agreement with Iran to get access that it needs to complete its investigation into the possible military dimensions of Iran’s past nuclear research.

After two years of negotiations, the United States, together with our international partners, has achieved something that decades of animosity has not: a comprehensive long-term deal with Iran that will prevent it from obtaining a nuclear weapon.

This deal demonstrates that American diplomacy can bring about real and meaningful change, change that makes our country and the world safer and more secure.

This deal is also in line with a tradition of American leadership. It’s now more than 50 years since President Kennedy stood before the American people and said, “Let us never negotiate out of fear, but let us never fear to negotiate.” He was speaking then about the need for discussions between the United States and the Soviet Union, which led to efforts to restrict the spread of nuclear weapons.

In those days, the risk was a catastrophic nuclear war between two superpowers. In our time, the risk is that nuclear weapons will spread to more and more countries, particularly in the Middle East, the most volatile region in our world.

Today, because America negotiated from a position of strength and principle, we have stopped the spread of nuclear weapons in this region. Because of this deal, the international community will be able to verify that the Islamic Republic of Iran will not develop a nuclear weapon.

This deal meets every single one of the bottom lines that we established when we achieved a framework this spring. Every pathway to a nuclear weapon is cut off, and the inspection and transparency regime necessary to verify that objective will be put in place. Because of this deal, Iran will not produce the highly enriched uranium and weapons-grade plutonium that form the raw materials necessary for a nuclear bomb.

Because of this deal, Iran will remove two thirds of its installed centrifuges, the machines necessary to produce highly enriched uranium for a bomb and store them under constant international supervision. Iran will not use its advanced centrifuges to produce enriched uranium for the next decade. Iran will also get rid of 98 percent of its stockpile of enriched uranium.

To put that in perspective, Iran currently has a stockpile that could produce up to 10 nuclear weapons. Because of this deal that stockpile will be reduced to a fraction of what would be required for a single weapon. This stockpile limitation will last for 15 years.

Because of this deal, Iran will modify the core of its reactor in Arak so that it will not produce weapons grade plutonium and it has agreed to ship the spent fuel from the reactor out of the country for the lifetime of the reactor. For at least the next 15 years Iran will not build any new heavy water reactors.

Because of this deal we will for the first time be in a position to verify all of these commitments. That means this deal is not built on trust. It is built on verification. Inspectors will have 24/7 access to Iran’s nuclear facilities. Iran will have access to Iran’s entire nuclear supply chain, its uranium mines and mills, its conversion facility and its centrifuge manufacturing and storage facilities.

This ensures that Iran will not be able to divert materials from known facilities to covert ones. Some of these transparency measures will be in place for 25 years.

Because of this deal, inspectors will also be able to access any suspicious location — put simply, the organization responsible for the inspections, the IAEA, will have access where necessary, when necessary. That arrangement is permanent. And the IAEA has also reached an agreement with Iran to get access that it needs to complete its investigation into the possible military dimensions of Iran’s past nuclear research.

Finally Iran is permanently prohibited from pursuing a nuclear weapon under the Nuclear Nonproliferation Treaty, which provided the basis for the international community’s efforts to apply pressure on Iran.

As Iran takes steps to implement this deal, it will receive relief from the sanctions that we put in place because of Iran’s nuclear program, both America’s own sanctions and sanctions imposed by the United Nations Security Council.

This relief will be phased in. Iran must complete key nuclear steps before it begins to receive sanctions relief.

And over the course of the next decade, Iran must abide by the deal before additional sanctions are lifted, including five years for restrictions related to arms and eight years for restrictions related to ballistic missiles.

All of this will be memorialized and endorsed in a new United Nations Security Council resolution. And if Iran violates the deal, all of these sanctions will snap back into place. So there is a very clear incentive for Iran to follow through and there are very real consequences for a violation.

That’s the deal. It has the full backing of the international community. Congress will now have an opportunity to review the details and my administration stands ready to provide extensive briefings on how this will move forward.

As the American people and Congress review the deal it will be important to consider the alternative. Consider what happens in a world without this deal. Without this deal, there is no scenario where the world joins us in sanctioning Iran until it completely dismantles its nuclear program. Nothing we know about the Iranian government suggests that it would simply capitulate under that kind of pressure and the world would not support an effort to permanently sanction Iran into submission.

We put sanctions in place to get a diplomatic resolution and that is what we have done. Without this deal there would be no agreed-upon limitations for the Iranian nuclear program. Iran could produce, operate and test more and more centrifuges. Iran could fuel a reactor capable of producing plutonium for a bomb and we would not have any of the inspections that would allow us to detect a covert nuclear weapons program.

In other words, no deal means no lasting constraints on Iran’s nuclear program. Such a scenario would make it more likely that other countries in the region would feel compelled to pursue their own nuclear programs, threatening a nuclear arms race in the most volatile region of the world.

It would also present the United States with fewer and less effective options to prevent Iran from obtaining a nuclear weapon.

I have been president and commander in chief for over six years now. Time and again I have faced decisions about whether or not to use military force. It’s the greatest decision that any president has to make.

Many times, in multiple countries, I have decided to use force. And I will never hesitate to do so when it is in our national security interest. I strongly believe that our national security interest now depends upon preventing Iran from obtaining a nuclear weapon, which means that, without a diplomatic resolution, neither I nor a future U.S. president would face a decision about whether or not to allow Iran to obtain a nuclear weapon or whether to use our military to stop it.

Put simply, no deal means a greater chance of more war in the Middle East. Moreover, we give nothing up by testing whether or not this problem can be solved peacefully. If, in a worst-case scenario, Iran violates the deal, the same options that are available to me today will be available to any U.S. president in the future.

And I have no doubt that 10 or 15 years from now, the person who holds this office will be in a far stronger position with Iran further away from a weapon and with the inspections and transparency that allow us to monitor the Iranian program.

For this reason, I believe it would be irresponsible to walk away from this deal. But on such a tough issue, it is important that the American people and the representatives in Congress get a full opportunity to review the deal.

After all, the details matter. And we’ve had some of the finest nuclear scientists in the world working through those details. And we’re dealing with a country — Iran — that has been a sworn adversary of the United States for over 35 years.

So I welcome a robust debate in Congress on this issue and I welcome scrutiny of the details of this agreement. But I will remind Congress that you don’t make deals like this with your friends. We negotiated arms control agreements with the Soviet Union when that nation was committed to our destruction and those agreements ultimately made us safer.

I am confident that this deal will meet the national security interests of the United States and our allies. So I will veto any legislation that prevents the successful implementation of this deal. We do not have to accept an inevitable spiral into conflict. And we certainly shouldn’t seek it. And precisely because the stakes are so high this is not the time for politics or posturing. Tough talk from Washington does not solve problems. Hard-nosed diplomacy, leadership that has united the world’s major powers offers a more effective way to verify that Iran is not pursuing a nuclear weapon.

Now that doesn’t mean that this deal will resolve all of our differences with Iran. We share the concerns expressed by many of our friends in the Middle East, including Israel and the Gulf states, about Iran’s support for terrorism and its use of proxies to destabilize the region.

But that is precisely why we are taking this step, because an Iran armed with a nuclear weapon would be far more destabilizing and far more dangerous to our friends and to the world.

Meanwhile we will maintain our own sanctions related to Iran’s support for terrorism, its ballistic missile program and its human rights violations. We will continue our unprecedented efforts to strengthen Israel’s security, efforts that go beyond what any American administration has done before.

And we will continue the work we began at Camp David, to elevate our partnership with the Gulf States to strengthen their capabilities to counter threats from Iran or terrorist groups like ISIL.

However, I believe that we must continue to test whether or not this region, which has known so much suffering, so much bloodshed, can move in a different direction.

Time and again I have made clear to the Iranian people that we will always be open to engagement on the basis of mutual interests and mutual respect. Our differences are real and the difficult history between our nations cannot be ignored. But it is possible to change.

The path of violence and rigid ideology, a foreign policy based on threats to attack your neighbors or eradicate Israel, that’s a dead end. A different path, one of tolerance and peaceful resolution of conflict, leads to more integration into the global economy, more engagement with the international community and the ability of the Iranian people to prosper and thrive. This deal offers an opportunity to move in a new direction. We should seize it.

We have come a long way to reach this point: decades of an Iranian nuclear program, many years of sanctions, and many months of intense negotiation.

Today, I want to thank the members of Congress, from both parties, who helped us put in place the sanctions that have proven so effective as well as the other countries who joined us in that effort. I want to thank our negotiating partners — the United Kingdom, France, Germany, Russia, China, as well as the European Union — for our unity in this effort, which showed that the world can do remarkable things when we share a vision of peacefully addressing conflict. We showed what we can do when we do not split apart.

And finally, I want to thank the American negotiating team. We had a team of experts working for several weeks straight on this, including our secretary of energy, Ernie Moniz. And I want to particularly thank John Kerry, our secretary of state, who began his service to this country more than four decades ago when he put on our uniform and went off to war. He is now making this country safer through his commitment to strong, principled American diplomacy.

History shows that America must lead, not just with our might, but with our principles. It shows we are stronger, not when we are alone, but when we bring the world together. Today’s announcement marks one more chapter in this pursuit of a safer and more helpful, more hopeful world.

The new Iranian demand to lift the United Nations arms embargo is getting a lot of talk, and probably a bit more than it deserves. It’s not that the concession wouldn’t be devastating – it would light up the region in so many different ways that they’re difficult to catalogue – but it just doesn’t seem possible that the Americans can give ground on this.

As we remain on the final countdown to the full catastrophe taking place in Vienna, Omri Ceren helps us keep track of the details. In his second email update this morning, Omri draws attention to Andrew Bowen’s Daily Beast column Give the mullahs ballistic missiles?” (quoted below). Omri writes:

The last few hours have been a flurry of bilateral and trilateral meetings – Kerry/Zarif, Kerry/Zarif/Mogherini, Hammond/Lavrov, Lavrov/Zarif, etc – and a full P5+1/Iran meeting will probably take place this evening. That plenary is presumably supposed to serve as something of a final meeting: the negotiators will send the deal text back to the capitals, they’ll get pro forma approval, and in the morning there will be a formal announcement.

In the meantime, the new Iranian demand to lift the United Nations arms embargo is getting a lot of talk, and probably a bit more than it deserves. It’s not that the concession wouldn’t be devastating – it would light up the region in so many different ways that they’re difficult to catalogue – but it just doesn’t seem possible that the Americans can give ground on this. What’s the sales pitch to Congress going to be? “Not only are we giving Iran $150 billion to bolster its military, but we’re also lifting arms restrictions to make it easier for them to buy next-generation cruise missiles they’ll use against the U.S. military and our allies.”

But just for the sake of argument, because some pro-Iran voices have taken to publicly suggesting otherwise, yes of course lifting the arms embargo would detonate American national security:

Rather, the real threat from increased Iranian military might lies elsewhere. The Islamic Revolutionary Guard Corps (IRGC)… does not hesitate to remind the world through its harassment of commercial shipping, military exercises, and frequent rhetoric that it can control or shut the Strait of Hormuz, through which 30 percent of the world’s petroleum supplies passes. Keeping the Strait open depends on the U.S. Navy being able to keep up with effective counter measures against improved Iranian cruise missiles… and so Tehran has invested in weapons such as cruise missiles, mines, submarines, and even swarming armed speedboats to specifically target U.S. naval vulnerabilities… Lifting the conventional arms embargo would allow Russia or China to sell Iran the latest generation cruise missiles and drones, which only increase Tehran’s ability to frustrate or harass America’s protectorate of this vital waterway… Moreover, Iranian ballistic missiles outfitted with Russian or Chinese quality precision-guidance munitions could be devastating for U.S. and GCC naval and air bases if there are further relaxations on Iran’s acquisition of missile technology.

The article is by Andrew Bowen, the Director of Middle East Studies at the Center for the National Interest. He goes on to list several other ways Iran would exploit lifting the arms embargo, including by providing advanced missiles to terror proxies to use against U.S. allies such as Israel and Jordan.

The demand is so delusional that some people are speculating the Iranians just brought it up to gain leverage. Whether that’s true or not, the stunt will make it more difficult for the Obama administration to justify the deal to Congress. If Kerry agrees to drop the arms embargo, it’s difficult to see Congress accepting the agreement. If Kerry gets the Iranians to give up on the the demand, Congress will want to know what he had to trade away to do it.

Good Monday from Vienna, where we’re now into day 17 of the current round of negotiations and yet summer continues to surprise us.

The JPOA is again set to expire at midnight after having been extended a few days ago. Just about everyone is saying that another short-term extension is not being considered. Of course the parties always say that, until they don’t, but this time the comments feel a little bit different. The Europeans could not be more frustrated – they don’t understand why the Americans and the Iranians can’t get their nonsense together – and the Russians and Chinese actually have things they need to take care of. Rouhani was even scheduled to speak on TV today, though the Iranians are now saying he’ll wait until there’s a formal announcement.

The conventional wisdom is that negotiations will wrap up today and a ceremony will be held tomorrow.

As for what the parties are still talking about: Reuters has been saying all week that sanctions remain unresolved, and today the wire piled on with “among the biggest sticking points in the past week has been Iran’s insistence that a United Nations Security Council arms embargo and ban on its ballistic missile program dating from 2006 be lifted immediately… Other problematic issues are access for inspectors to military sites in Iran” [1]. The Associated Press report from this morning also identified those two areas as key disagreements, and added that there are complications due to a new Iranian demand “that any U.N. Security Council resolution approving the nuclear deal be written in a way that stops describing Iran’s nuclear activities as illegal” [2].

As far as the UNSCR gambit goes, it seems like a not-very-sophisticated attempt to craft language that would later be used to undermine the IAEA’s authority to inspect Iranian facilities. The Iranians have successfully pulled off similar tricks throughout the talks: they inserted vague language into Geneva that they interpreted as a right to enrich, and they did the same thing at Lausanne so they could later claim that the arms embargo has to be lifted. U.S. negotiators have proven less than adept in detecting how and when the Iranians are laying traps for them.

As far as the arms embargo goes, there are multiple Iranian motives. The most obvious is that the Iranians are engaged in four hot wars across the region against traditional American allies, and they’re eager to purchase Russian weapons to fight in those wars. David Ignatius to MSNBC this morning: “Israel will see that as a direct threat, as it will arm the people Israel is fighting. The Sunni Arabs, as you said, will see this as a major capitulation by the U.S.” The more subtle reason has to do with how the Iranians conduct their illicit nuclear trade. The Iranians have an interest in weakening international restrictions against arms transfers in in general, because they then use newly-legitimized procurement channels to violate whatever restrictions remain. I’m [linking] below an article published yesterday by Benjamin Weinthal – a Berlin-based fellow for Foundation for Defense of Democracies (FDD) – on how Iran has been violating UNSC nuclear sanctions over the last few months:

While U.S.-led world powers hold talks with Iran in Vienna to curb Tehran’s illicit nuclear weapons program, the Islamic Republic’s spies have been seeking atomic and missile technology in neighboring Germany as recently as last month, according to German intelligence sources… Iran has a long history of illegally obtaining nuclear technology from within Germany and transporting it in ways that circumvent international sanctions. German companies have shown an eagerness to legally tap the Iranian market, though none are accused of abetting illegality in the latest efforts by Iran.

Of course there’s also what ought to be the major diplomatic scandal of the Iranians cheating on nuclear sanctions even as nuclear negotiations continue [reported by Benjamin Weinthal in the linked story]. But the Iranians have been caught cheating throughout the talks: they’ve violated UNSC resolutions in exactly this way and they’ve violated the JPOA by busting through oil caps, testing advanced centrifuges, and failing to convert excess enriched gas into dioxide. In literally every case the Obama administration has found a reason to publicly play Iran’s lawyer by spinning away those violations.

Why negotiations are shaping up to be a win-win for the Mullahs

The mainstream media have ignored and overlooked the Islamic Republic’s recent moves, which threatened regional security. The Islamic Republic’s search for regional hegemony has also been overshadowed by President Obama’s prioritization of signing a nuclear deal.

Iranian leaders and media outlets have given an estimate of how much they have so far gained from the nuclear talks. The Iranian leaders and state-owned media have recently boasted about receiving approximately $12 billion in assets over the period of the nuclear talks by July 7th.

The ruling clerics in the Islamic Republic and Iran’s Revolutionary Guard Corps have also unveiled and are celebrating the deployment of a new and second long-range Ghadir radar. According to an Iranian state-owned outlet, Brigadier General Farzad Esmaili, commander of the Islamic Revolutionary Guards Corps’ (IRGC) air defense force, who unveiled the Ghadir phased-array radar, pointed out that “Discovering and tracking micro aerial vehicles (MAV)… is one of the special qualities of the Ghadir radar system.”

This is part of long-range and air defense system. The Islamic Republic is attempting to completely shield its nuclear facilities when it is close to obtaining nuclear weapons. Russia has also made a deal with the Islamic Republic to ship the S-300 advanced missile system to Iran.

The Islamic Republic also continues to receive billions of dollars due to the nuclear talks. One recent example includes a side deal that the Islamic Republic worked out at the nuclear talks with the Obama administration, which would give Tehran 13 tons of gold worth about $700 million.

The winners of these nuclear talks are primarily President Obama, the Iranian government, Shiite proxies in the region, Iran’s Revolutionary Guard Corps, President Rouhani, the Syrian government and Bashar Al Assad, and Western corporations and companies.

President Obama desires to seal and achieve his final legacy. President Obama and his administration are creating the narrative that the deal is a historic and good one.

On the other hand, the easing of sanctions creates a whole array of other winners in the Islamic Republic including the IRGC, office of the Supreme Leader, and the Quds force (elite branch of IRGC which operates in extraterritorial landscapes).

As the economic power of the IRGC and the Quds force increases, Iran’s Shiite proxies in the region will benefit from the trickling down of these funds. Al Assad can also be more assured and confident that the Islamic Republic will continue supporting his government financially, economically, militarily, and through intelligence and advisory roles.

Entities or governments which will not benefit from these nuclear talks or latest developments are countries which are threatened by extremist militia groups in the region and are concerned with Iran’s hegemonic ambitions, it’s search for regional preeminence and supremacy, Iran’s attempts to tip the balance of power in its favor.

The Islamic Republic fuels extremism in the region, gives birth to militias and is the major root of atrocities, terrorism, human rights abuses and the vicious cycle we are witnessing in the Middle East and beyond. In fact, there is a powerful correlation between the Islamic Republic’s rising military buildup and the rising power of extremism and terrorism in the region.

As Israeli Prime minister Benjamin Netanyahu stated, the Islamic State (IS) threat is nothing in comparison to the Islamic Republic’s threat.

The Iranian government is also scoring further victories with regard to the nuclear talks. When we comprehensively and meticulously look at the deal, the agreement will not only maintain Iran’s nuclear ambitions, but it will create whole new security and geopolitical concerns in the region. The agreement is not final but temporary, broadly speaking. After 10 years, economic sanctions will have lifted, Iran’s breakout capacity will be nearly complete, and Iran can reinitiate its program with full speed.

As a result, Iranian leaders will have it both ways.

President Obama is treating the Islamic Republic completely differently from groups such as the Islamic State. He calls Iran a successful regional player.

Obama fails to recognize the fact that any victory or military capability that the Islamic Republic gains is a step towards more militarization, terrorism, violence and regional insecurity. As Israeli PM Benjamin Netanyahu stated, “Obviously no one thinking with a clear mind would consider giving Islamic State nuclear weapons,” and he adds, “But in the negotiations taking place now with Iran, this extreme state that spreads terrorism around the world is being given the ability to develop a nuclear weapons arsenal with many nuclear bombs, together with the means to deliver them… We should not strengthen one at the expense of the other…We need to weaken both and prevent the aggression and military buildup of both of them.”

It is the time to pay closer attention to the Islamic Republic’s covert military buildup and treat it the same way the international community treats the Islamic State, not as a successful regional player.

US foreign policy in the Middle East is focused on two things right now: containing ISIS and preventing Iran from acquiring nuclear weapons. These are both worthy goals, but if sanctions are lifted on Iran as part of a nuclear deal, whether or not it gets the bomb, Tehran will certainly have more money and resources to funnel to Hezbollah, the Assad regime, Iraq’s Shia militias, the Houthis in Yemen, and—perhaps—to Saudi Arabia’s disaffected Shia minority. The region will become even less stable than it already is. ISIS and al-Qaeda will likely grow stronger than they already are.

The chattering class has spent months bickering about whether or not the United States should sign on to a nuclear deal with Iran, and everyone from the French and the Israelis to the Saudis has weighed in with “no” votes. Hardly anyone aside from the Saudis, however, seems to recognize that the Iranian government’s ultimate goal is regional hegemony and that its nuclear weapons program is simply a means to that end.

What do these shatter zones have in common? The Iranian government backs militias and terrorist armies in all of them. As Kaplan writes, “The instability Iran will cause will not come from its implosion, but from a strong, internally coherent nation that explodes outward from a natural geographic platform to shatter the region around it.”

That’s why Iran is a problem for American foreign policy makers in the first place; and that’s why trading sanctions relief for an international weapons inspection regime will have no effect on any of it whatsoever.

Iran has been a regional power since the time of the Persian Empire, and its Islamic leaders have played an entirely pernicious role in the Middle East since they seized power from Mohammad Shah Reza Pahlavi in 1979, stormed the US Embassy in Tehran, and held 66 American diplomats hostage for 444 days.

In 1982, they went international. When the Israelis invaded Lebanon to dislodge Yasir Arafat’s Palestine Liberation Army, Iranian Revolutionary Guard Corps commanders forged a network of terrorist and guerrilla cells among their coreligionists in Lebanon’s Shia population.

Hezbollah, the poisoned fruit of these efforts, initially had no name. It was a hidden force that struck from the shadows. It left a hell of a mark, though, for an organization of anonymous nobodies when it blew up the American Embassy in Beirut and hit French and American peacekeeping troops—who were there at the invitation of the Lebanese government—with suicide truck bombers in 1983 that killed 368 people.

When Hezbollah’s leaders finally sent out a birth announcement in their 1985 Open Letter, they weren’t the least bit shy about telling the world who they worked for. “We are,” they wrote, “the Party of God (Hizb Allah), the vanguard of which was made victorious by God in Iran . . . We obey the orders of one leader, wise and just, that of our tutor and faqih [jurist] who fulfills all the necessary conditions: Ruhollah Musawi Khomeini. God save him!”

The Israelis fought a grinding counterinsurgency against Hezbollah for 18 years in southern Lebanon before withdrawing in 2000, and they fought a devastating war in 2006 along the border that killed thousands and produced more than a million refugees in both countries. Hezbollah was better armed and equipped than the Lebanese government even then, but today its missiles can reach Tel Aviv, Jerusalem, and even the Dimona nuclear power plant all the way down in the southern part of the country. 

Until September 11, 2001, no terrorist organization in the world had killed more Americans than Hezbollah. Hamas in Gaza isn’t even qualified as a batboy in the league Hezbollah plays in.

Hezbollah is more than just an anti-Western and anti-Jewish terrorist organization. It is also a ruthless sectarian Shia militia that imposes its will at gunpoint on Lebanon’s Sunnis, Christians, and Druze. It has toppled elected governments, invaded and occupied parts of Beirut, and, according to a United Nations indictment, assassinated former Lebanese Prime Minister Rafik Hariri.

Hezbollah is, for all intents and purposes, the foreign legion of Iran’s Revolutionary Guard Corps. The parts of the country it occupies—the northern Bekaa Valley, the Israeli border region, and the suburbs south of Beirut—constitute a de facto Iranian-controlled state-within-a-state inside Lebanon. 

After the United States demolished Saddam Hussein’s Sunni-dominated regime in 2003, Iran’s rulers duplicated their Lebanon strategy in Iraq by sponsoring a smorgasbord of sectarian Shia militias and death squads that waged war against the Iraqi government, the American military, Sunni civilians, and politically moderate Shias. 

Unlike Lebanon—which is more or less evenly divided between Christians, Sunnis, and Shias—Iraq has an outright Shia majority that feels a gravitational pull toward their fellow Shias in Iran and a revulsion for the Sunni minority that backed Hussein’s brutal totalitarianism and today tolerates the even more deranged occupation by the Islamic State, also known as ISIS. 

The central government, then, is firmly aligned with Tehran. Iran’s clients don’t run a Hezbollah-style state-within-a-state in Iraq. They don’t have to. Now that Hussein is out of the way, Iraq’s Shias can dominate Baghdad with the weight of sheer demographics alone. But Iran isn’t content with merely having strong diplomatic relations with its neighbor. It still sponsors sectarian Shia militias in the center and south of the country that outperform the American-trained national army. They may one day even supplant Iraq’s national army as the Iranian Revolutionary Guard Corps has more or less supplanted the Iranian national army. Iraq’s Shia militias are already the most powerful armed force outside the Kurdish autonomous region and ISIS-held territory.

When ISIS took complete control of the city of Ramadi, the capital of Anbar Province, in May of 2015, the Iraqi soldiers tasked with protecting it dropped their weapons and ran as they had earlier in Mosul, Tikrit, and Fallujah. So Iraq’s central government tasked its Iranian-backed Shia militias with taking it back. 

On the one hand, we can hardly fault Baghdad for sending in whatever competent fighting force is available when it needs to liberate a city from a psychopathic terrorist army, but the only reason ISIS gained a foothold among Iraq’s Sunnis in the first place is because the Baghdad government spent years acting like the sectarian dictatorship that it is, by treating the Sunni minority like second-class citizens, and by trumping up bogus charges against Sunni officials in the capital. When ISIS promised to protect Iraq’s Sunnis from the Iranian-backed Shia rulers in Baghdad, the narrative seemed almost plausible. So ISIS, after being vomited out of Anbar Province in 2007, was allowed to come back.

Most of Iraq’s Sunnis fear and loathe ISIS. They previously fought ISIS under its former name, al-Qaeda in Iraq. But they fear and loathe the central government and its Shiite militias even more. They’d rather be oppressed by “their own” than by “the other” if they had to choose. But they have to choose because Iran has made Iraq its second national project after Lebanon.

It doesn’t have to be this way. At least some of the tribal Sunni militias would gladly fight ISIS as they did in the past with American backing. If they did, residents of Ramadi, Fallujah, and Mosul would view them as liberators and protectors rather than potential oppressors, but Tehran and Baghdad will have none of it.

“All attempts to send arms and ammunition must be through the central government,” Adnan al-Assadi, a member of Parliament, told CNN back in May. “That is why we refused the American proposal to arm the tribes in Anbar. We want to make sure that the weapons would not end up in the wrong hands, especially ISIS.”

That may appear reasonable on the surface, but ISIS can seize weapons from Shia militias just as easily as it can seize weapons from Sunni militias. The real reason for the government’s reluctance ought to be obvious: Iraq’s Shias do not want to arm Iraq’s Sunnis. They’d rather have ISIS controlling huge swaths of the country than a genuinely popular Sunni movement with staying power that’s implacably hostile to the Iranian-backed project in Mesopotamia.

The catastrophe in Iraq is bad enough, but the Iranian handiwork in Syria is looking even more apocalyptic nowadays. ISIS wouldn’t even exist, of course, if it weren’t for the predatory regime of Bashar al-Assad, and the close alliance that has existed between Damascus and Tehran since the 1979 revolution that brought the ayatollahs to power.

Syria’s government is dominated by the Alawites, who make up just 15 percent of the population. Their religion is a heterodox blend of Christianity, Gnosticism, and Shia Islam. They aren’t Shias. They aren’t even Muslims. Their Arab Socialist Baath Party is and has always been as secular as the Communist Party was in the Soviet Union (and it was in fact a client of the Soviet Union). A marriage between an aggressively secular Alawite regime and Iran’s clerical Islamic Republic was hardly inevitable, but it’s certainly logical. The two nations had a common enemy wedged between them in Saddam Hussein’s Iraq, and both have been threatened by the region’s Sunni Arab majority since their inception. 

Hezbollah is their first child, and the three of them together make up the core of what analyst Lee Smith calls the Resistance Bloc in his book, The Strong Horse. The Party of God, as it calls itself, wouldn’t exist without Iranian money and weapons, nor would it exist without Damascus as the logistics hub that connects them. And it would have expired decades ago if Syria hadn’t conquered and effectively annexed Lebanon at the end of the Lebanese civil war in 1990.

Every armed faction in Lebanon, including Hezbollah, signed on to the Syrian-brokered Taif Agreement, which required the disarmament of every militia in the country. But the Assads governed Lebanon with the same crooked and cynical dishonesty they perfected at home, and as the occupying power they not only allowed Hezbollah to hold onto its arsenal, but also allowed Hezbollah to import rockets and even missiles from Iran.

“For Syria,” historian William Harris wrote in The New Face of Lebanon, “Hezbollah could persist as both a check on the Lebanese regime and as a means to bother Israel when convenient.”

The Party of God is now a powerful force unto itself, but it rightly views the potential downfall of the Assad regime as the beginning of its own end. The fact that Assad might be replaced by the anti-Shia genocidaires of ISIS compelled its fighters to invade Syria without an exit strategy—with the help of Iranian commanders, of course—to either prop up their co-patron or die.

Rather than going all-in, the Iranians could have cut their losses in Syria and pressured Assad into leaving the country. ISIS would be hiding under rocks right now had that happened. Hardly any Sunnis in Syria would tolerate such a deranged revolution if they had no one to revolt against. But the Resistance Bloc will only back down if it’s forced to back down. If ISIS devours Syria and Iraq as a result, then so be it.

And while the Resistance Bloc is fighting for its survival in the Levant, it’s expanding into the Arabian Peninsula.

The Shia-dominated Houthi movement took control of Yemen’s capital, Sanaa, earlier this year following the revolution that toppled former President Ali Abdullah Saleh, and its fighters are well on their way to taking the port city of Aden, in the Sunni part of the country.

The Houthis, of course, are backed by Iran.

They’re no more likely to conquer every inch of that country than Iran’s other regional proxies are to conquer every inch of anywhere else. Shias make up slightly less than half of Yemen’s population, and their natural “territory” is restricted to the northwestern region in and around the capital. Taking and holding it all is likely impossible. No government—Sunni, Shia, or otherwise—has managed to control all of Yemen for long. 

And the Saudis are doing their damnedest to make sure it stays that way. Their fighter jets have been pounding Houthi positions throughout the country since March.

Saudi Arabia is more alarmed at Iranian expansion in the region than anyone else, and for good reason. It’s the only Arab country with a substantial Shia minority that hasn’t yet been hit by Iranian-backed revolution, upheaval, or sectarian strife, although events in Yemen could quickly change that.

In the city and province of Najran, in the southwestern corner just over the Yemeni border, Shias are the largest religious group, and they’re linked by sect, tribe, and custom to the Houthis.

Not only is the border there porous and poorly defined, but that part of Saudi Arabia once belonged to Yemen. The Saudis conquered and annexed it in 1934. Najran is almost identical architecturally to the Yemeni capital, and you can walk from Najran to Yemen is a little over an hour. 

Will the Houthis be content to let Najran remain in Saudi hands now that they have Iranian guns, money, power, and wind at their back? Maybe. But the Saudis won’t bet their sovereignty on a maybe.

Roughly 15 percent of Saudi Arabia’s citizens are Shias. They’re not a large minority, but Syria’s Alawites are no larger and they’ve been ruling the entire country since 1971. And Shias make up the absolute majority in the Eastern Province, the country’s largest, where most of the oil is concentrated. 

Support among Yemen’s Sunnis for al-Qaeda in the Arabian Peninsula—the most dangerous branch of al-Qaeda on earth—is rising for purely sectarian reasons just as it has in Syria and Iraq. Iran can’t intervene anywhere in the region right now without provoking a psychotic backlash that’s as dangerous to Tehran and its interests as it is to America’s.

If Iranian adventurism spreads to Saudi Arabia, watch out. Everywhere in the entire Middle East where Sunnis and Shias live adjacent to one another will have turned into a shatter zone.

US foreign policy in the Middle East is focused on two things right now: containing ISIS and preventing Iran from acquiring nuclear weapons. These are both worthy goals, but if sanctions are lifted on Iran as part of a nuclear deal, whether or not it gets the bomb, Tehran will certainly have more money and resources to funnel to Hezbollah, the Assad regime, Iraq’s Shia militias, the Houthis in Yemen, and—perhaps—to Saudi Arabia’s disaffected Shia minority. The region will become even less stable than it already is. ISIS and al-Qaeda will likely grow stronger than they already are.

We’re kidding ourselves if we think that won’t affect us. It’s not just about the oil, although until every car in the world is powered by green energy we can’t pretend the global economy won’t crash if gasoline becomes scarce. We also have security concerns in the region. What happens in the Middle East hasn’t stayed in the Middle East now for decades. 

The head-choppers of ISIS are problematic for obvious reasons. Their leader, Abu Bakr al-Baghdadi, said, “I’ll see you in New York,” to American military personnel when they (foolishly) released him from Iraq’s Camp Bucca prison in 2004. But the Iranian-led Resistance Bloc has behaved just as atrociously since 1979 and will continue to do so with or without nuclear weapons.

US involvement in Syria and Iraq is minimal now, but even the little we are doing makes little sense. We’re against ISIS in both countries, which is entirely fine and appropriate, but in Iraq we’re using air power to cover advances by Shia militias and therefore furthering Iranian interests, and in Syria we’re working against Iranian interests by undermining Assad and Hezbollah. Meanwhile, the nuclear deal Washington is negotiating with Tehran places a grand total of zero requirements on Iran’s rulers to roll back in their necklace of shatter zones.

We don’t have to choose between ISIS and Iran’s revolutionary regime. They’re both murderous Islamist powers with global ambitions, and they’re both implacably hostile to us and our interests. Resisting both simultaneously wouldn’t make our foreign policy even a whit more complicated. It would, however, make our foreign policy much more coherent.

In 1980 Malcolm Kerr, the distinguished Middle East studies scholar who served as AUB president, wrote a gentlemanly but devastating critique of Orientalism in which he mentions almost forty excellent scholars whose work Said ignored because noting their contributions would undermine his thesis that Western scholarship on the Middle East was uniformly reductionist and racist. Four years after writing his review, Kerr was assassinated near his AUB office by members of Islamic Jihad.

How utterly appropriate: Steven Salaita will be the Edward W. Said Chair of American Studies at the American University of Beirut (AUB) for the 2015/16 academic year. A supposed expert on Native Americans whose anti-Semitic attacks on Israel cost him a job at the University of Illinois at Urbana-Champagne, Salaita will assume a chair named for the late Columbia University English professor whose 1978 book Orientalism contributed more than any other work to the systemic intellectual decadence that still characterizes Middle East studies.

Salaita is Said’s equal when it comes to producing polemical revisionist history that relies more upon postcolonial victimization studies than upon rigorous research. Although Illinois expected him to teach American Indian studies and he’ll teach American studies at AUB, all six of his books deal with modern Arab studies, Arab Americans, or Israel.

In the through-the-looking-glass historiography of Salaita and his academic allies, these disparate fields are connected by a typology of the victim that is easily transferred from antiquity to the present, so that Canaanites are Native Americans and ancient Hebrews are modern Zionists. It’s a handy way of attacking the entire history of a people or civilization without having to bother with facts, research, doubt, unanswerable questions, or the human agent at the heart of all genuine historical research.

According to the latest reports stemming from the P5+1 talks, Iran is now insisting that UN sanctions on its ballistic missile program be lifted as part of a long-term nuclear accord.

In addition to further complicating already fraught negotiations, this development highlights the importance Tehran attaches to its missile arsenal, as well as the need to answer unresolved questions about possible links between its missile and nuclear programs.

Iran is believed to have the largest strategic missile force in the Middle East, producing short- and medium-range ballistic missiles, a long-range cruise missile, and long-range rockets. Although all of its missiles are conventionally armed at present, its medium-range ballistic missiles could deliver a nuclear weapon if Iran were to build such a device.

Early in the P5+1 negotiations, US officials stated that “every issue,” including the missile program, would be on the table. In February 2014, however, Undersecretary of State for Political Affairs Wendy Sherman stated, “If we are successful in assuring ourselves and the world community that Iran cannot obtain a nuclear weapon,” then that “makes delivery systems … almost irrelevant.”

Yet many observers remain concerned that personnel and facilities tied to Iran’s missile program were, and may still be, engaged in work related to possible military dimensions (PMD) of the nuclear program. These concerns underscore the need to effectively address the missile issue as part of the UN Security Council resolution that will backstop the long-term nuclear accord now being negotiated, if it will not be dealt with in the accord itself.

Deterrence, warfighting, and propaganda

The Iran-Iraq War convinced Tehran that a strong missile force is critical to the country’s security, and it has given the highest priority to procuring and developing various types of missiles and rockets. Missiles played an important role throughout that war and a decisive role in its denouement.

During the February-April 1988 “War of the Cities,” Iraq was able to hit Tehran with extended-range missiles for the first time. Iranian morale was devastated: more than a quarter of Tehran’s population fled the city, contributing to the leadership’s decision to end the war.

Since then, missiles have been central to Iran’s “way of war,” which emphasizes the need to avoid or deter conventional conflict while advancing its anti-status quo agenda via proxy operations and propaganda activities.

Iran’s deterrence triad rests on its ability to (1) threaten navigation through the Strait of Hormuz, (2) undertake terrorist attacks on multiple continents, and (3) conduct long-range strikes, primarily by missiles (or with rockets owned by proxies such as Hezbollah).

Yet the first two options carry limitations.

Closing the strait would be a last resort because nearly all of Iran’s oil exports go through it and Tehran’s ability to wage terror has atrophied in recent years (as demonstrated by a series of bungled attacks on Israeli targets in February 2012). Therefore, Iran’s missile force is the backbone of its strategic deterrent.

Missiles enable Iran to mass fires against civilian population centers and undermine enemy morale. If their accuracy increases in the future, they could further stress enemy defenses (as every incoming missile would have to be intercepted) and enable Iran to target military facilities and critical infrastructure.

Although terrorist attacks afford a degree of standoff and deniability, missiles permit a quicker, more flexible response in a rapidly moving crisis — for example, after an initial series of preplanned terrorist attacks, Tehran or its proxies might need weeks to organize follow-on operations. Missile salvos can also generate greater cumulative effects in a shorter period than terrorist attacks.

Indeed, missiles are ideally suited to Iran’s “resistance doctrine,” which states that achieving victory entails demoralizing one’s enemies by bleeding their civilian population and denying them success on the battlefield. In this context, rockets are as important as missiles, since they yield the same psychological effect on the targeted population.

The manner in which Hezbollah and Hamas used rockets in their recent wars with Israel provides a useful template for understanding the role of conventionally armed missiles in Iran’s warfighting doctrine.

Missiles are also Iran’s most potent psychological weapon. They are a central fixture of just about every regime military parade, frequently dressed with banners calling for “death to America” and declaring that “Israel should be wiped off the map.”

They are used as symbols of Iran’s growing military power and reach. And as the delivery system of choice for nuclear weapons states, they are a key element of Iran’s nascent doctrine of nuclear ambiguity and its attempts at “nuclear intimidation without the bomb.”

Finally, while most nuclear weapons states created their missile forces years after joining the “nuclear club” (due to the significant R&D challenges involved), Iran will already have a sophisticated missile force and infrastructure in place if or when it opts to go that route.

This ensures that a nuclear breakout would produce a dramatic and rapid transformation in Iran’s military stature and capabilities.

Iran’s missle force

Iran has a large, capable missile force, with a likely inventory of more than 800 short- and medium-range ballistic missiles.

These include single-stage liquid-fuel missiles such as the Shahab-1 (300 km range), Shahab-2 (500 km), Qiam (500-750 km), Shahab-3 (1,000-1,300 km), and Qadr (1,500-2,000 km).

Nearly all of them can reach US military targets in the Persian Gulf, and the latter two can reach Israel. These missiles, which include several subvariants, are believed to be conventionally armed with unitary high-explosive or submunition (cluster) warheads.

Additionally, Iran has tested a two-stage solid-fuel missile, the Sejjil-2, whose range of over 2,000 km would allow it to target southeastern Europe — though it is apparently still not operational. In a June 28, 2011, press statement, Tehran claimed that it was capping the range of its missiles at 2,000 km (sufficient to reach Israel but not Western Europe), implicitly eschewing the development of intercontinental ballistic missiles in a presumed bid to deflect US and European concerns.

Yet its Safir launch vehicle, which has put four satellites into orbit since 2009, could provide the experience and knowhow needed to build an ICBM. (According to a May 2010 report by the International Institute for Strategic Studies, the Safir struggled to put a very small satellite into low-earth orbit and has probably reached the outer limits of its performance envelope, so it could not serve as an ICBM itself.) In 2010, Iran displayed a mockup of a larger two-stage satellite launch vehicle, the Simorgh, which it has not yet flown.

Tehran has also claimed an antiship ballistic missile capability that it probably intends for potential use against U.S. aircraft carriers: the Khalij-e Fars and its derivatives, the Hormuz-1/2, each with a claimed range of 300 km. Yet it is not clear that these systems are sufficiently accurate or effective to pose a credible threat to U.S. surface elements in the Gulf.

In addition, Iran recently unveiled the Soumar land-attack cruise missile, which is reportedly a reverse-engineered version of the Russian Raduga Kh-55. It has a claimed range of 2,500-3,000 km, though it may not be operational yet.

The Kh-55 was the Soviet air force’s primary nuclear delivery system.

Iran also fields a very large number of rockets, including the Noor 122 mm (with a range of 20 km), the Fajr-3 and -5 (45 and 75 km), and the Zelzal-1, -2, and -3 (with claimed ranges of 125 to 400 km). During the Iran-Iraq War, rockets played a major role in bombarding Iraqi cities along the border, and they are central to the “way of war” of Iranian proxies and allies such as Hezbollah and Hamas.

Tehran has built this massive inventory so that it can saturate and thereby overwhelm enemy missile defenses in any conflict. It would likely use such tactics whether its missile force remains conventional or becomes nuclear-armed, since conventional missiles could serve as decoys that enable nuclear missiles to penetrate defenses. Numbers would also enable Iran to achieve cumulative strategic effects on enemy morale and staying power by conventional means.

Finally, many of Iran’s missiles are mounted on mobile launchers, and a growing number are based in silo fields located mainly in the northwest and toward the frontier with Iraq.

This mix of launch options is likely intended to impede preemptive enemy targeting of its missile force. The resources invested in this effort are unprecedented for a conventionally armed force, which indicates that at least some of these missiles would likely be nuclear armed if Iran eventually goes that route.

Nuclear connections

In the annex of a November 8, 2011, report regarding the nuclear program’s possible military dimensions, the International Atomic Energy Agency said it possessed credible information and documents connecting Iran’s missile and nuclear programs. These indicated that, prior to the end of 2003, Iran had:

  • conducted engineering studies on integrating a spherical payload (possibly a nuclear implosion device) into a Shahab-3 reentry vehicle (RV);
  • tested a multipoint initiation system to set off a hemisphere-shaped high-explosive charge whose dimensions were consistent with the Shahab-3’s payload chamber; and
  • worked on a prototype firing system that would enable detonation upon impact or in an airburst 600 meters above a target (a suitable height for a nuclear device).

Moreover, in 2004, Iran began deploying triconic (or “stepped”) RVs — a design almost exclusively associated with nuclear missiles — on its Shahab variants.

Some experts (including Uzi Rubin and Michael Elleman) believe that Iran may have deployed the triconic RV to enhance the stability and thus the accuracy of its conventional warheads, and perhaps to achieve higher terminal velocities that could reduce reaction time for missile defenses.

But if Iran were able to build a miniaturized nuclear device, its experience in designing, testing, and operating missiles with triconic RVs could expedite deployment of this weapon. Indeed, David Albright claimed in his 2010 book Peddling Peril that members of the A. Q. Khan nuclear smuggling network possessed plans for smaller, more advanced nuclear weapon designs that might have found their way to Iran, though most experts doubt the regime’s ability to build such a compact device at this time.

Could Iran have smuggled in a nuclear bomb?

These reports underscore why Washington and its partners must insist that Tehran respond to the IAEA’s questions about past engineering studies, design work, tests, and other elements of the PMD file prior to the lifting of sanctions.

They also highlight the need for a UN Security Council resolution (as called for in the Lausanne parameters) that would impose limitations on Iran’s missile R&D work and threaten real consequences for those who assist Iran’s missile program.

Failure to do so would signal tacit acceptance of activities that could enable Iran to deploy its first nuclear weapon atop a medium-range missile — an achievement that took most nuclear weapons states, including the United States and Soviet Union, about a decade to accomplish.

This development would in turn magnify the destabilizing impact of an Iranian breakout, while incentivizing other regional states to either take preventive action or move toward nuclear capabilities of their own before Iran crosses that threshold.
