Iran’s Leader Urges Palestinians to Launch Violent Uprising, Investigative Project on Terrorism, February 21, 2017

Ayatollah Khamenei’s latest call for the Jewish state’s destruction is much more than political bluster. His remarks are a direct signal to ignite widespread terrorist violence.

Iranian Supreme Leader Ayatollah Ali Khamenei is urging Palestinians to launch another violent “intifada” targeting Israelis, Reuters reported.

Speaking at a recent conference in Tehran, Khamenei called for Israel’s destruction and referred to the Jewish state as a “cancerous tumor.”

“… by Allah’s permission, we will see that this intifada will begin a very important chapter in the history of fighting and that it will inflict another defeat on that usurping regime,” Khamenei said, according to a transcript of the remarks featured on his website.

“The Palestinian intifada continues to gallop forward in a thunderous manner so that it can achieve its other goals until the complete liberation of Palestine,” the Ayatollah added.

For years, senior Iranian figures have called for Israel’s destruction. These statements, however, are not just rhetoric to invigorate domestic audiences. Iran has invested considerable resources to prop up terrorist proxies, including Hamas and Hizballah, to militarily confront Israel. Iran also finances and explicitly encourages Palestinians to engage in individual terrorist initiatives.

Sanctions relief in the 2015 Iran nuclear enabled Iran to enhance terrorist operations and increase funding for Palestinians who attack Israelis. Last year, the Iranian ambassador to Lebanon confirmed that every Palestinian terrorist’s family will receive $7,000 for attacking Israelis and $30,000 if a family’s home is demolished by the Israel Defense Forces. Financial transfers would be distributed through the Palestinian branch of Iran’s 25-year-old “Shahid Institutions.”

“The martyrs’ blood will release the entire Palestine, from the river to the sea,” Ambassador Mohammad Fathali said.

In January 2016, Hizballah’s Unit 133 tried to coordinate a Palestinian terrorist cell in the West Bank, sending the operatives $5,000 to buy weapons to kill Israeli soldiers. Similar to previous Hamas attempts, Hizballah was trying to escalate Palestinian violence into a full-fledged uprising, seeking to introduce an organized element to a phenomenon that was largely characterized by individual acts.

Acting on Iranian orders, Hizballah was able to direct and coordinate dozens of Palestinian terrorist cells during the second Intifada. From 2002 to 2007, Iran’s Revolutionary Guard Corps (IRGC) and Hizballah directed and coordinated dozens of Palestinian terrorist networks, mostly cells that were part of Fatah’s Al-Aqsa Martyrs Brigades. Throughout the 1990s and beginning of 2000s, Hizballah sent Lebanese operatives with foreign passports to Israel via Europe in order to support Hamas and other Palestinian terrorist groups devoted to sabotaging the Oslo Peace Process and damage the Palestinian Authority.

TEL AVIV — There is fear that further advances by the Syrian army, assisted by the Iran-backed Hezbollah and elite Iranian troops, may turn the Israel-Jordan-Syria border area into an Iranian proxy base, an Arab intelligence officer said.

“It’s not so much the possibility that it happens, but the prospects of an Israeli retaliation if Iranian forces come near its border,” he said. “Israel made it clear, publicly and behind the scenes, that it would not tolerate Hezbollah and Revolutionary Guards’ presence along its border.”

“Iran has exploited the campaign against Nusra Front and the Islamic State to take root in the border area,” he said. “Jordan and Israel too would like to see these organizations out, but not to the point that Hezbollah and Iran fill the void.”

Lately, Israel and Jordan have cooperated closely on the matter, he stated. “Israel knows that Jordan needs to act against extremist elements but both want to prevent Iran from taking advantage of it.”

“It is also in [Syrian President Bashar] Assad’s best interest to keep the Iranians out,” the official contended. “True, he has stated that the Golan Heights would be liberated by force, and he relies heavily on Hezbollah and Iran. But at some point he’d wish to rule over his own border areas, which is something Jordan can live with. But not Iran.”

He added that the Iranian Revolutionary Guards tried several times in the past to gain a foothold in Jordan. “But these cells were unveiled and dismantled before they became operational.”

He added that the joint operation room of the Syrian opposition groups has become almost completely inactive.

“Its activity has been dramatically reduced,” he said of the operation room. “There are no more operational and tactical plans and directives. The world wants first and foremost to remove the jihadist threat, but the elements in the region believe that the jihadi threat will be replaced by an Iranian one.”

He said that Jordan has rebuffed Iranian proposals to increase economic cooperation despite the financial dire straits in which the Kingdom finds itself. “They want to prevent Iran from having any kind of foothold in the kingdom.”

Introduction

On January 30, 2017, U.S. sources announced that Iran had conducted a failed test of a new ballistic missile, the Khorramshahr. According to reports, the missile exploded after a 965-km flight.[1] Both Iranian Foreign Minister Zarif (on January 31) and Defense Minister Dehghan (on February 1) stressed that Iran “asks permission from no one in the matter of its defense program.”[2]

It should be emphasized that contrary to statements by Iranian regime spokesmen who say that Iran’s missile program is defensive, missiles with a 2,000-km range are strictly offensive and strategic. This is why Iran has faced constant demands to stop developing them.

In the years that preceded the U.S.-Iran nuclear talks, Iran developed ballistic missiles with ranges of 2,500-5,000 km that threaten Europe and even the U.S.

Dr. Hassan Abbasi, theoretician of Iran’s Islamic Revolutionary Guards Corps (IRGC) and director of the IRGC Center for Borderless Security Doctrinal Analysis, said in 2004: “We have a strategy drawn up for the destruction of Anglo-Saxon civilization and for the uprooting of the Americans and the English.

“Our missiles are now ready to strike at their civilization, and as soon as the instructions arrive from Leader [Ali Khamenei], we will launch our missiles at their cities and installations… And because of Khatami’s policies and dialogue between the civilizations, we have been compelled to freeze our plan… and now we are [again] about to carry out the program… The global infidel front is a front against Allah and the Muslims, and we must make use of everything we have at hand to strike at this front, by means of our suicide operations or by means of our missiles.”[3]

The London-based Saudi daily Al-Sharq Al-Awsat also reported, on June 14, 2004, that the Shihab 4 and Shihab 5 long-range missile projects had been revived, on orders from Iranian Supreme Leader Ali Khamenei.[4]

It should be noted that a December 14, 2013 report on Iran’s missile program published by the IRGC-affiliated Mehr news agency immediately following the Geneva Agreement provided details on the various Shihab models. According to the report, Shihab 3D missiles, with a range of 2,200-3,000 km, “can easily reach the occupied territories [Israel]… and cover their entire area.” The report also stated that the Shihab 4 has a range of 3,000 km and the ability to launch satellites into orbit, and that “very little information” has been published about the Shihab 5. The diagrams in the article also feature a Shihab 6 model.[5]

U.S. Approves Iranian Development Of Missiles With A Range Of Only 2,000 km – That Is, Capable Of Reaching Israel

However, after U.S.-Iran negotiations began, and at the end of their first stage, in Geneva in November 2013, Iranian officials began reporting that Iran’s missile program for missiles with ranges above 2,000 km was being restricted.

Thus, for example, immediately after the interim agreement was reached in Geneva, on December 10, 2013, and in reference to it, IRGC commander Mohammad Ali Jafari said that Iran is capable of producing missiles with a range of over 2,000 km but that Khamenei had restricted the IRGC to a 2,000-km range: “We want to increase the range of the IRGC’s missiles, but despite this, the Leader [Khamenei] has restricted us to a range of 2,000 km. We have the capability to increase the range of our missiles, and our missiles should obviously reach Israel… The regime’s red lines were not crossed during the nuclear talks with the P5+1 [Group] and in the Geneva Agreement.”[6]

Indeed, IRGC commanders stressed that the most important thing for the regime was missiles capable of striking Israel; see, for example, comments by IRGC Aerospace and Missile Division director Amir Ali Hajizadeh, who said following a 2016 missile launch: “For us, Israel’s evil is totally clear, and the 2,000-kilometer range of our missiles [is intended] to confront the distant Zionist regime.”[7]

On November 17, 2014, the IRGC-affiliated Tasnim news agency posted a diagram explaining that Iran “makes do” with a range of 2,000 km, which it considers “desirable” and which covers all of Israel: “On the Firing Line – The commanders of the army of the Islamic Republic [of Iran] have said several times that with its attainment of long-range missiles with a range of up to 2,000 km, Iran has arrived at the range ceiling that it considers desirable, and that ‘in the meantime’ there is no need to increase this range. Although the U.S. is 11,000 km from Iran, in recent years it has approached the borders of Iran, [and therefore] its military bases, equipment, and forces are a target for Iran’s missiles.

“Likewise, the Zionist regime is the most important enemy of Iran in the region, and is less than 1,200 km away. Therefore, short- and medium-range missiles are sufficient to strike U.S. bases near Iran, and long-range missiles are sufficient to strike the occupied territories [Israel]. The diagram shows several of these American bases and [also] the missiles that are counting [down] to the moment [when they will be able to] strike them.”[8]

Additionally, Defense Minister Hossein Dehghan said on August 18, 2015 in response to a reporter’s question on the manufacture of missiles with a range greater than 2,000 km: “We do not produce missiles with ranges greater than 2,000 km.”[9]

Is U.S. Permission For Iran To Develop Missiles With Ranges Up To 2,000 km – Which Reach Israel – A Secret Annex Of The JCPOA, Or Simply Unwritten Consent?

In statements, IRGC officials hinted that restrictions on the range of Iranian missiles so that they reach Israel but not Europe were part of the Iran deal. Thus, for instance, IRGC commander Mohammad Ali Jafari referred to the IRGC’s November 2, 2015 consent to UN Security Council Resolution 2231, saying: “One of the points in this resolution was the matter of restrictions, which some military elements feared. Therefore, we held meetings in [Iran’s] Supreme National Security Council, and also went to the Leader [Khamenei]. The [Iranian] negotiating team told the Westerners that we do not agree to these restrictions. They [the Westerners] said that these issues must be included in the resolution. Even when I met with the Leader, he said that there were no restrictions on developing defensive capabilities. The only restriction relates to nuclear missiles, which, obviously, we never wanted.”[10]

The next day, on November 3, 2015, Iranian Army chief of staff Hassan Firouzabadi referred to Jafari’s remarks, saying: “I confirm statements by the IRGC commander that Iran’s missile activity is not restricted. We will follow two restrictions: The first is mentioned in the JCPOA, in the matter of no nuclear planning, and the second is the range of 2,000 km, which has already been noted previously by all elements in Iran.”[11]

It should be noted that the Hebrew version of this news, which IRIB published on November 4, 2015 explicitly mentioned, in both the headline and the text, that the JCPOA allows Iran to possess ballistic missiles of a range of 2,000 km. The Hebrew news item read:

“Firouzabadi: The Nuclear Agreement Promises Iran Missiles With 2,000-km Range

“The chief of staff of Iran’s armed forces, Maj.-Gen. Hassan Firouzabadi, stressed that the state, under orders from the general commander [i.e. Khamenei] of the IRGC, undertakes, inter alia, to restrict nuclear planning, but that it is entitled to produce missiles with a range of 2,000 km.

“Firouzabadi made these statements yesterday (Tuesday) to a group of Islamic regime leaders and officials, and referred to [statements by] the IRGC general commander emphasizing that Iran would commit to the sections of the nuclear agreement with the West that include a restriction on nuclear planning, and that in addition, Iran is entitled to possess missiles with a range of 2,000 km.”[12]

These statements indicate that although the permission given to Iran to develop missiles capable of striking Israel is likely not a secret annex of the JCPOA, it still constitutes unwritten consent that is an integral part of the nuclear deal. It is convenient for both sides not to publish this understanding in written form – for Iran because it rejects any public reference to its missile program, which it defines as defensive but is in fact offensive; and for the Obama administration, because there would be repercussions if it were to be revealed that it had given Iran permission to develop missiles capable of striking Israel.

It should be noted that UN Security Council Resolution 2231 (2015) constitutes an additional concession by the Obama administration to Iran, in comparison with the previous resolution 1929 (2010). This concession has two components:

One, UNSCR 1929 banned Iran from conducting any activity concerning missiles capable of carrying nuclear warheads, while UNSCR 2231 replaced the word “capable,” which refers to objective specifications, with the word “intended,” which concerns fluid political matters.

Two, while UNSCR 1929 banned Iran from conducting any missile activity, UNSCR 2231 rescinds this ban.

Following Iran’s May 9, 2016 missile test, which took place after the JCPOA’s Implementation Day – and which embarrassed the Obama administration – IRGC Aerospace and Missile Division director Amir Ali Hajizadeh said: “The Americans are telling [us]: ‘Don’t talk about missile affairs, and if you conduct a test or maneuver, don’t mention it.'”[13]

In speeches and lectures that have been uploaded to the Internet in the past year, Mehdi Taeb, who directs the Ammar Strategic Base that advises Iranian Supreme Leader Ali Khamenei, has expressed antisemitic views. In his statements, Taeb has claimed that the Jews aim to control the world and therefore are obligated to kill anyone who is not willing to accept this control, particularly Muslims. He reiterated the antisemitic canard about the Jews controlling the global economy and the media, and stated that they hatch plots and sow division, strife and wars, especially among Muslims, in addition to creating and taking advantage of terrorism worldwide so as to ensure their global dominance. The Jews, he implied, even have power over God Himself. He urged his audience to awaken and act against the Jews, as instructed in the Koran, and to remove the cancerous growth of Israel, as commanded by the father of Iran’s Islamic Revolution, Ayatollah Ruhollah Khomeini.

This report will focus on two of Taeb’s speeches, a 2011 audio recording[1] and a 2014 video,[2] that in the past few months have been posted online several times. The 2011 recording is part of a series of lectures by Taeb, and the 2014 clip is from a Friday sermon in which he referred to a video of statements by an Israeli rabbi with bogus Farsi subtitles added as “proof” of anti-Shi’ite Jewish plots and terrorist actions aimed at preventing the Mahdi – the Hidden Imam, who is the Shi’ite Messiah – from coming to save the world from the Jews.

Taeb In “Know Your Enemy” Lectures: “No One In The World Wants To Control It As Badly As The Jew, Who Says ‘Either Be My Servant Or Be Destroyed'”

In an hour-long audio recording dated September 23, 2011, which was part of a lecture series titled “Know Your Enemy,” Taeb explained why the Koran warned about the Jews and their global role. The Jews, he said, have special capabilities and they are using them to take over the world. To this end, the Jews have divided the world’s population into three categories: themselves, destined to control the world; another group, destined to serve the Jews; and a third group, comprising those who oppose Jewish rule, and which the Jews are working to exterminate. The Jews need atom bombs and weapons of mass destruction to destroy those who oppose them – that is, 1.4 billion Muslims – and they did not establish the State of Israel before conducting a nuclear test.

“He added that the Jews were keeping the Mahdi from arriving, saying: “The Koran speaks much of the Jews, and often warns about them… Surat Al-Maida [the fifth Surah of the Koran]… states that the Jews are your worst enemy… This surah says that you will ultimately realize this, whether you like it or not, but that if you are willing [to understand] and to avoid [falling for the Jewish deceit], then you will be saved. However, if you are remiss and are not willing [to understand], then one day they [the Jews] will awaken you. In the end, being remiss regarding [the Jews] will also bring about [your] awakening… but after you awaken, you will find yourselves in a grave already dug [for you] by the Jews… Why does the Koran warn so about the Jews? Why is it said that the world is a pawn in the hands of the Jews? … The reason the Koran warns so about the Jews is because they have [special] capabilities, and are the most hostile to us [Muslims, more so than] others. The Jews also know how to attack better than anyone else. They are No. 1 in four ways, and that is why Islam states that we must confront them…

“The Jews want the entire world [for themselves], saying ‘the whole world belongs to us’ and ‘God gave it to us and He cannot take it back.’ If you think about the Star of David, you will realize that the Jews want… to take over the world in three stages: The first stage is Jerusalem… the second stage is from the Nile to the Euphrates, and the third stage is the whole world. The Star of David has six points. This symbol is meant to shine in the [Jewish] Temple [in Jerusalem]. Its two upper lines symbolize [the territory] from the Nile to the Euphrates, [and once they control that] then the six points of the Star of David will spread across the world and connect up with each other… in controlling the whole world.

“They have divided humanity into three categories… The first class is the Jews, who are supposed to conquer the world… and as long as they do not take over the entire world, God’s hands are tied… The second class is those who are not descendants of Jacob, but who agree that the Jews are the first class… These people are entitled to live, but must serve the Children of Israel… The third class is those who are not Children of Israel and who do not agree to the supremacy of the Children of Israel, and reject their rule… The Talmud [of the Jews] states that such people should be killed as cheaply as possible – [that is], if you can kill them with a rock, don’t kill him with a sword, because that will dull the blade…

“According to this, under the global Jewish regime, the Muslims need to be killed… Who needs an atom bomb? … The Jews! They are the only ones who need weapons of mass destruction in order to control the world, because there are 1.4 billion Muslims and none of them agree to Jewish supremacy… In order to control the world, the Jews must kill 1.4 billion Muslims… and therefore need atom bombs… Until the Jews carried out an atomic bomb test, they did not establish the State of Israel… No one in the world wants to control it as badly as the Jew, who says ‘Either be my servant or be destroyed’… For 3,000 years, the Jews have been preparing the ground for this. Today, the world’s wealth is in Jewish hands… The world hates the Americans because of their relationship with the Zionists…

“The Imam [Khomeini] once said that the Jews say Iran purchased weapons from Israel – because [the Jews] know how lowly they are, and how they are hated, and know that anyone with a connection to Israel will be hated as well. They want Iran to be hated, so they say that it purchased weapons from Israel…

“America is not severing ties with Israel because 80% of American wealth belongs to Israel… Wherever there is fire and fighting in the world, such as in India and Pakistan, the reason for it should be investigated among the Jews. The same goes for Africa…

A video dated July 18, 2014 and posted online several times in recent months shows Taeb giving a Friday sermon in which he refers to a July 8, 2014 video of Israeli rabbi Amnon Yitzhak giving a speech to a Jewish audience. Although in the video the rabbi is discussing the biblical story of Abraham’s hospitality to three visitors in Chapter 18 of Genesis, the Farsi subtitles show him talking about Jewish plans to sow divisions among the Shi’ites so as to delay the arrival of the Mahdi. Taeb says that the rabbi’s statements prove that a Jewish trick is preventing the arrival of the Mahdi.

Following are Taeb’s statements to his audience of worshippers about what he claims the rabbi is saying:

“The Koran states that the worst hostility towards the [Muslim] believers comes from the Jews… That is, if the Imam Mahdi cannot arrive, it is because of them. ‘Go break his [the Jew’s] hands’…

“This is the first time a clip of a Jewish rabbi in a Jewish synagogue has been leaked. He gives a speech, and [in it] says that [the Jews] should do something so that they [the Shi’ites] are not able to bring their Imam Mahdi [because the Jews fear]… that if their Imam Mahdi arrives, he will dismantle our entire [Jewish] enterprise…

“[This rabbi says:] We [Jews] created Sarkhi[3] so that [the Shi’ites] would be preoccupied. We promote world soccer, so do something in order for them [the Shi’ites] to be preoccupied with soccer, sports, and the like. Do something so that they fail and turn on each other…

“This [speech by the rabbi] reveals that they [the Jews] created ISIS so that we are preoccupied with each other and so that the coming of the Imam Mahdi will be delayed. These are the explicit statements by that Jewish rabbi.”

Prime Minister Benjamin Netanyahu has made it clear that one of the top items on his agenda for consultation with U.S. President Donald Trump in Washington next month is countering Iranian aggression. With good reason. The net result of the Joint Comprehensive Plan of Action has been to foster Iran’s rise to regional hegemon.

While the JCPOA suspended a part of Iran’s nuclear weapons program for a few years, the ayatollahs see it as providing time to advance their centrifuge capability and regional sway.

In a Hoover Institution paper published this month, Professor Russell Berman and Ambassador Charles Hill call Iran a “de facto Islamic caliphate,” and the Islamic Revolutionary Guard Corps an “Iranian expeditionary force for invading strategic Arab spaces.”

They call former President Barack Obama’s declared goal — of finding and bolstering so-called moderates in Tehran via the JCPOA — an “illusion.” Iran is not a polity of moderates and hard-liners, they write. It is a revolutionary theocracy masquerading as a legitimate state actor. So the first thing Trump must do is recognize the consistently hostile character of the regime.

Alas, Obama was obsessed from the advent of his presidency with making nice to Iran, and was willing to subordinate much of American foreign policy in service of that goal. He sent many secret letters to Supreme Leader Ayatollah Ali Khamenei that recognized the prerogatives of the Islamic republic and foreswore regime change. He cut funding to anti-regime groups and abandoned Iranian moderates during the early days of the Green Revolution in 2009, after the regime fixed an election. He effectively conceded Syria as within Iran’s sphere of influence.

In his penetrating book, “The Iran Wars: Spy Games, Bank Battles, and the Secret Deals That Reshaped the Middle East,” Wall Street Journal reporter Jay Solomon exposes the money trail that accompanied this strategic sellout to Iran. In exchange for talking, Obama gave the Iranians hundreds of millions of dollars monthly, stabilizing their economy. And in the end, Obama offered Iran a deal that legalized full-blown uranium, plutonium, and ballistic missile work on a timeline, and did not force the country to disclose its previous nuclear cheating. The deal also released roughly a hundred billion dollars to Iran; had American officials traveling to drum up business for Iran; and removed restrictions on a range of Iranian terrorists.

Along the way, the administration abandoned the powerful sanctions leverage it had over Iran. Solomon chronicles the ramp-up of severe banking sanctions on Iran that were having a disastrous impact on the Iranian economy. “Iran’s economy was at risk of disintegrating, the result of one of the most audacious campaigns in the history of statecraft. The country was months away from running short on hard currency. The budget had a $200 billion black hole. And the U.S. Treasury Department had made sure Iran had no way to recover. Iranian ships and airplanes were not welcome beyond Iran’s borders, and oil revenue was frozen in overseas accounts.”

And then, behold, Obama backed off. Administration officials all of a sudden claimed that tightening the noose on the Iranian economy would cause the sanctions policy to collapse! And Secretary of State John Kerry was sent to cut a sweet deal with Iran; a deal that squandered — and then reversed — a decade’s worth of effort to constrain Iran.

Now Trump must act to constrain Iran all over again.

Over the past year, Iran has intensified a pattern of aggression and increased its footprint across the region. Iranian advisers with Shiite militias from as far away as Afghanistan have flooded Syria, giving Tehran a military arc of influence stretching to the Mediterranean.

Khamenei says that Iran’s massive military presence (alongside Hezbollah) in Syria is a supreme security interest for the regime — a front line against Israel — and that Iran has no plans to leave.

This has grave implications for Israel. Netanyahu must demand of Trump (and Putin) to include the removal of all foreign forces, especially Iran, in any future agreement regarding Syria. This will be very difficult — especially since Russia has just signed a long-term agreement to greatly enlarge its military presence in Syria, including the port in Tartus and air base in Latakia.

Iran, too, is aggressively expanding its naval presence in the Red Sea region and eastern Mediterranean. Since 2011, it has been sending warships through the Suez Canal, and has used maritime routes to send arms shipments to Hizballah and Hamas. (Israel has intercepted five of these armament ships.) And in the Strait of Hormuz, IRGC speedboats have repeatedly engaged in provocative encounters with American warships, including the conduct of surprise live rocket fire exercises in proximity to U.S. Navy vessels.

Then there is Iranian terrorism. IRGC agents have been caught planning attacks on Israeli, American, British and Saudi targets in Kenya. Over the past five years, Iranian agents were exposed while planning to attack Israeli diplomats in Azerbaijan, Cyprus, Georgia, India, Nigeria, Thailand and Turkey. Hezbollah operatives supported by Iran carried out the bus bombing of Israeli tourists at the Burgas airport.

Also: The detailing of Iranian terrorism in Arab countries such as Egypt, Jordan and Saudi Arabia could fill this entire newspaper.

Then there is Iran’s ballistic missile program. In December, U.S. Senator Ted Cruz sent a seven-page letter to three senior officials of the Obama administration, detailing his well-founded concerns that North Korea and Iran might be working together on developing nuclear missiles. (Not surprisingly, the Obama officials never answered.)

Cruz’s basic question was: Why does Iran, having promised not to make nuclear weapons, continue to pour resources into developing long-range ballistic missiles, including numerous missile tests this past year? If not for nuclear weapons, then for what?

The intrepid analyst Claudia Rosett continually has raised the suspicion that North Korea’s nuclear program is secretly doubling as a nuclear backshop for Iran. It’s very possible that the $1.7 billion in air-freighted cash that Obama granted Iran is being used to finance nuclear weapons and missile research in North Korea. It’s even possible that Iran may be bold enough to buy warheads from North Korea.

Only Washington can stop this, by re-isolating and pressuring Iran. Netanyahu should travel to Trump with a comprehensive plan to influence U.S. policy toward Iran, as well as plans for joint action against Tehran.

This should include an end to the secrecy surrounding many sections of the JCPOA. All side agreements should be disclosed relating to Iranian technology acquisitions, raw material quantities, uranium and plutonium enrichment levels, sanctions relief and financial transfers. Loopholes and exceptions made surreptitiously by Obama should be closed.

Penalties should be set firmly in place for Iran’s prohibited missile programs. (Such penalties do not exist in the JCPOA or in U.N. Security Council Resolution 2231.)

U.S. and Israeli resources should be pooled, in a renewed and formal U.S.-Israel agreement, to uncover and eliminate any undisclosed sites within Iran connected to nuclear weapons technology; to counter Iranian terror threats across the region; and to subvert any Iranian bases in Syria and Lebanon.

In fact, the U.S. and Israel should reach an accord on a basket of responses to Iranian violations and aggressions, including the placement of a military option against Iran’s nuclear program back on the table.

Trump and Netanyahu must together promulgate an approach for combating the malign influence and hegemonic ambitions of Iran.

On January 18 Israel launched the Arrow-3 interceptor, which gives the Israeli Air Force the capability to shoot down missiles from space. Arrow-3 joins Arrow-2, David’s Sling, and Iron Dome as part of the country’s multi-layered anti-ballistic missile shield.

Israel’s new anti-ballistic missile shield is designed to protect the country from Hamas and Hezbollah’s mid-range missiles as well as Iran’s long-range missiles. This upgraded missile defense shield should also be able to protect Israel from an electromagnetic pulse (EMP) attack.

An EMP is a burst of electromagnetic energy that comes in three waves. The initial burst from an EMP wave is known as E1. It is faster than lighting and will damage control systems necessary for operations of things such as the electric grid. It essentially fries some components of small electric circuitry. The second wave (E2) is as fast and strong as lighting so it can be stopped with lighting protection, but many homes and businesses lack lightning protection. An E3 wave is the slowest, but also has the most energy and is capable of causing high-voltage transformers to melt. HV transformers are a necessary component of sub-stations and enable electricity to be carried across large areas.

An EMP strike can be achieved by detonating a nuclear weapon between 30 and 400 kilometers above the Earth’s surface, according to the Congressional Report on EMP attacks. This is high enough to avoid any physical or radiological damage to people and infrastructure, but low enough for an EMP burst that will shut down electronics in a radius of 600 to 2,000 km.

This is a realistic scenario based on intelligence community projections of Iran’s weapons capabilities. If Iran was to detonate a nuclear bomb in the atmosphere the resulting EMP would cover the whole of Israel. The resulting bursts would shut-down Israel’s vital infrastructure and render technology-dependent army largely inoperable leaving the country open to invasion.

There are thousands of Iranian fighters in Syria and Iraq, including members of Iran’s Revolutionary Guard, helping to prop-up their governments. A posture of provocative weakness for Israel under these conditions is definitely a driver of destabilization.

The U.S. cannot guarantee that Iran does not have a nuclear weapon. Right now Iran could place such a nuclear weapon on ballistic missiles, but those can be shot down using Israel’s Arrow-2. The system cannot intercept ICBMs, which leaves Israel to an EMP attack from an ICBM missile.

Iran has already demonstrated the ability to fire satellites into space with the Safir rocket. For the Safir to be used as an ICBM its second stage has to be heavily modified and have a reentry vehicle. If Safir were to be used for an EMP attack it would not require a reentry vehicle.

All that would be necessary is for the Safir to have its second stage modified and then fired towards US and Israel.

However, Arrow-3 interceptors have exo-atmospheric strike capabilities allowing it to shoot down ICBMs from space. This would allow Arrow-3 to shoot down the Safir. So with Arrow-3 Israel should be able to safeguard itself from an ICBM based EMP attack.

Just 24 hours after US President Donald Trump spoke in his inaugural address about the need to eradicate radical Islamic terrorism, Prime Minister Benjamin Netanyahu put a brief video clip on social media aimed at placing the Iranian threat squarely back on the international agenda.

“I plan to speak soon with President Trump about how to counter the threat of the Iranian regime, which calls for Israel’s destruction,” Netanyahu said in the two-and-a-half minute video addressed directly to the Iranian people.

“This ruthless regime continues to deny you your freedom,” Netanyahu said in the English video, accompanied by Farsi subtitles.  “It prevents thousands of candidates from competing in elections, it steals money from your poor to fund a mass murderer like [Syrian President Bashar] Assad. By calling daily for Israel’s destruction, the regime hopes to instill hostility between us. This is wrong. We are your friend, not your enemy.”

This was the first video of this sort Netanyahu has put out in months, after putting out several in the spring and summer that addressed issues such as Palestinian incitement and the settlements. It is also the first time in a while that he has exclusively addressed the Iranian issue, other than in a  couple of sentences in public appearances here and there.

The release of the video now, just 24-hours after Trump took over from Barack Obama, is an obvious effort to get the world’s leaders – first and foremost Trump – to one again focus on the Iranian regime.

Trump has come out squarely against the Iranian nuclear deal.  The sense among sources close to Netanyahu is that when dealing with the new administration, Netanyahu will not only have a more receptive ear regarding the dangers that the Iranians pose, but also find an administration more willing to shine the light on Iran’s part in the spread of radical Islamic terrorism, and more vigilant in ensuring that Tehran lives up to its commitments under the nuclear deal.

“We’ve always distinguished between the Iranian people and the Iranian regime,” Netanyahu said in the video.

“The regime is cruel, the people are not; the regime is aggressive, the people are warm. I yearn for the day when Israelis and Iranians can once against visit each other freely – in Tehran and Isfahan, in Jerusalem and Tel Aviv,” he said. “The fanatics must not win, their cruelty must not conquer our compassion. Our two peoples can work together for a more peaceful and hopeful future for both of us. We must defeat terror and tyranny, and we must ensure that freedom and friendship win the day.”

Netanyahu referenced the Iranian student protests of 2009, which some say was a golden opportunity for change in Iran which was squandered by a lack of unequivocal moral and material support by Obama in the early days of his presidency.

“I will never forget the images of brave young students , hungry for change, gunned down in the streets of Tehran in 2009,” Netanyahu said. “And I will never forget beautiful Neda Soltan – gasping for her last breath on that sidewalk.”

This was a reference to Iranian student Neda Agha-Soltan, whose shooting-death during the protests was caught on video and went viral.

“You have a proud history, you have a rich culture,” Netanyahu said. “Tragically, you are shackled by a technocratic tyranny. In a free Iran you will once again be able to flourish without limit , but today a cruel regime is trying to keep you down.”

While Netanyahu said he will speak to Trump about Iran soon, no announcement has yet been made about when their first meeting will be held, though there have been recent reports it could be as early as the first week in February. Government officials said that the issue will be determined in the coming days.

Netanyahu congratulated Trump on his inauguration in a tweet Friday afternoon: “Congratulations to my friend President Trump,” he wrote. “I look forward to working closely with you to make the alliance between Israel and America stronger than ever. Shabbat Shalom.”

Iran is also attempting to intimidate Donald Trump from taking a tough stance against Iran. Trump ought to be wary of falling into Iran’s tactical game of fear-mongering. For Iran, US concessions and silence in the face of Iran’s threats mean weakness and fear. On the other hand, when Iran sees that the US is taking a robust stance and that the military option is always on the table, Tehran retreats.

As long as Iran’s Supreme Leader is alive and as long as the ruling clerics preserve the political establishment, Iran will maintain the core pillars of its foreign policies and revolutionary principles: these are anchored in anti-Israeli, anti-American and anti-Semitic politics. Iranian politicians across the political spectrum totally agree on these fundamentals.

Iran’s threats against Israel and the US are becoming bolder and louder. Iran’s Supreme Leader, Ayatollah Ali Khamenei, is now repeatedly threatening Israel’s annihilation relatively soon.

According to Iran’s Press TV, Khamenei recently stated:

“The Zionist regime — as we have already said — will cease to exist in the next 25 years if there is a collective and united struggle by the Palestinians and the Muslims against the Zionists.”

In addition, Iranian officials are warning President-elect Donald Trump that if he makes any wrong move, it would lead to a World War, wiping Israel from the face of earth and destroying the smaller Gulf states.

Iranian leaders are adopting their classic tactics and strategy of threatening in advance — and frequently — probably to obtain concessions, push the next US administration to pursue policies of appeasement, and, more importantly, to drive the US to abandon Israel.

In addition, through anti-Israeli and incendiary statements, Khamenei and Iran’s Islamic Revolutionary Guards Corps (IRGC) are inciting Palestinians and the Muslim world to use violence against the Israeli nation. As a result, Khamenei heightens even further his anti-Israeli and anti-Semitic sentiments. Many who follow his beliefs consider it their Islamic duty to fulfill his policies, religious doctrines and prophesies.

Ahmad Karimpour, a senior adviser to the Revolutionary Guards’ elite unit, the Quds Force, previously said that Iran is ready to follow Khamenei’s orders once the leader gives the green light. According to the semi-official Fars News Agency, Karimpour said, “If the Supreme Leader’s orders [are] to be executed, with the abilities and the equipment at our disposal, we will raze the Zionist regime in less than eight minutes.”

In order to project himself as the leader of the Muslim world (both Shia and Sunni) and to mobilize opposition to Israel and the US, Khamenei reaffirmed the Islamic Republic’s support for groups that stand against Israel and America:

“Despite being engaged in certain regional issues, the Islamic Republic has always announced explicitly that Palestine is the number one issue in the Muslim world and has fulfilled its obligations in this regard.”

Iran’s leader then went on to lash out at the United States as “the most arrogant [power] and the Great Satan.”

Khamenei is correct that his generals and he have previously threatened Israel’s destruction.

In July 2016, the deputy commander of the (IRGC) warned that Iran possesses tens of thousands of missiles outside Iran to hit Israel. According to Iran’s state-owned news agency Tasnim, General Hossein Salami pointed out:

“Hezbollah has 100,000 missiles ready to hit Israel to liberate the occupied Palestinian territories if the Zionist regime repeats its past mistakes… today, the grounds for the annihilation and collapse of the Zionist regime are (present) more than ever.”

In addition, Khamenei has already published a 9-point plan on how to destroy Israel. In September 2015, he called on violence and jihad against Israel, until it is completely destroyed:

“En Sha’a Allah [God willing], there will be no such thing as a Zionist regime in 25 years. Until then, struggling, heroic and jihadi morale will leave no moment of serenity for Zionists.”

Beside exploiting people’s grievances and inciting violence against Israel, Khamenei primarily relies on Hezbollah, Hamas and the IRGC to pursue his anti-Israel agenda.

Hassan Nasrallah, the leader of Lebanon’s Hezbollah, previously disclosed that Iran is lifeline of Hezbollah. In a speech broadcast by the Shiite party’s Al-Manar TV station, he said:

“We do not have any business projects or investments via banks… We are open about the fact that Hezbollah’s budget, its income, its expenses, everything it eats and drinks, its weapons and rockets, come from the Islamic Republic of Iran. We have no money in Lebanese banks, neither in the past nor now. We do not transfer our money through the Lebanese banking system…. We totally reject this [U.S.] law until the Day of Judgment. … Even if the law is applied, we as a party and an organizational and jihadi movement, will not be hurt or affected”.

Nasrallah also insisted that, “as long as Iran has money, we have money… Just as we receive the rockets that we use to threaten Israel, we are receiving our money. No law will prevent us from receiving it.”

Notably, there are no differences across Iran’s political spectrum when it comes to opposing and threatening Israel. Moderates, reformist, principalists [in Farsi, Osolgarayan: ultra revolutionary and conservatives] and hardliners all pursue the core anti-Israel pillar of the Islamic Republic’s foreign policy.

The so-called moderate Iranian president, Hassan Rouhani, said previously:

“The Zionist regime (Israel) is a regional base for America and the global arrogance … Disunity and discord among Muslim and terrorist groups in the region … have diverted us from the important issue of Palestine… We stand with the dispossessed Palestinian nation.”

Iranian leaders believe that arming groups and people who oppose Israel is critical. Khamenei tweeted that “I announced and it will absolutely happen that, just like #Gaza, the #WestBank must also be armed…”

Iran is also attempting to intimidate Trump from taking a tough stance against Iran. Trump ought to be wary of falling into Iran’s tactical game of fear-mongering. For Iran, US concessions and silence in the face of Iran’s threats mean weakness and fear. The fact is that whenever the US surrenders to Iran’s threats, Iranian leaders become louder and bolder in their threats. On the other hand, when Iran sees that the US is taking a robust stance and that military option is always on the table, Tehran retreats.

Finally, at least as long as Iran’s Supreme Leader is alive, and as long as the ruling clerics preserve the political establishment, the Islamic Republic of Iran will maintain the core pillars of its foreign policies and revolutionary principles: these are anchored in anti-Israel, anti-American and anti-Semitic politics. Iranian politicians across the political spectrum totally agree on these fundamentals.

The United States did not abandon Israel by its abstention from vetoing the UN Security Council resolution condemning settlements that was passed Friday, Dec. 23, 2016.

The one who abandoned Israel was US President Barack Obama – and not for the first time. During his eight years in office, Obama let Israel down at least three times on issues that jeopardized its security:

One of the first consequences of his 2011 “Arab Spring” initiative was the overthrow of Hosni Mubarak as Egyptian president and his direct promotion of the Muslim Brotherhood’s takeover of power in Cairo.

Four years later, Obama turned his back on Israel to award Iran favored status. Iran was allowed to retain the infrastructure of its military nuclear program as well as continuing to develop ballistic missiles, with the help of an infusion of $250 billion in US and European sanctions relief.

The horror of the carnage in Syria overshadowed the fact that President Obama allowed Tehran to pump Revolutionary Guards forces into the country through Iraq in order to fight for the brutal Assad regime. The president made no effort to halt the influx of pro-Iranian Shiite groups, including the Lebanese Hizballah, into Syria, as though it was perfectly natural and his policies had nothing to do with bringing Israel’s arch-foes to its back door.

In 2015, too, when Obama tried to wash his hands of the Middle East at large, he opened the war for the Islamic State and its leader Abu Bakr Al-Baghdadi to walk in and commandeer large swathes of Iraq and Syria virtually unopposed.

From those vantage points, the jihadists sent out a tentacle to Egyptian Sinai – close to another Israeli border.

Of late, the Obama has claimed he was not aware of ISIS’ potential for expansion, implying that US intelligence was at fault.

All the same, Obama never tired of emphasizing that he had done more than any US president before him to support Israel’s security, mainly in the form of advanced US weapons systems supplied for its defense. Because of the close military and intelligence ties between the two countries, no voice was raised to contradict him.

It is now time to point to the hypocrisy of the incumbent president’s posture: Had he invested less in granting benefits and free rein to the Jewish state’s closest enemies, Israel would perhaps have been less dependent on American hardware.

In the latest UN Security Council resolution, Israel is reprimanded on the score that “all Israeli settlement activities in the Occupied Palestinian Territory, including east Jerusalem, are illegal under international law and constitute a major obstacle to the achievement of peace on the basis of the two-state solution.”

Before anyone else, Barack Obama and his Secretary of State John Kerry are in a position to attest to the falseness of this equation.

On Nov. 25, 2009, Prime Minister Binyamin Netanyahu announced that Israel would impose a 10-month freeze on construction in the West Bank and east Jerusalem as a concession to ease the US peace initiative. Israel gave way further on its demand for direct negotiations, when Palestinian leader Mahmoud Abbas dug his heels in against meeting Israeli officials face to face. John Kerry was forced to engage in shuttle diplomacy.
Even after those concessions for peace, the Obama initiative fell flat when it came up against Palestinian resistance.

The departing US president seems determined to use his last weeks in office to teach the Israeli prime minister a painful lesson he won’t forget in a hurry after his White House exit on Jan. 20.

But he is getting it wrong one more time. The UN SC resolution will soon be reduced to a piece of paper. The Palestinians will wave it gladly in the face of the international community, but Israel won’t remove a single settlement or stop building new housing estates in Jerusalem. The Prime Minister’s Office made it clear that Israel is not bound by the resolution and rejects it.
The only concrete result will be to make peace more elusive than ever

The notion that Donald Trump will come riding to Israel’s rescue as soon as he moves into the Oval Office is foolish. He was elected to rebuild America as a global power. That would necessarily include restoring US influence in the Middle East, but how he proposes to accomplish this is not generally known.

If he decides to call on Israel for support and assistance, it stands to reason that he will introduce radical changes in Obama’s steps – especially the nuclear deal with Iran and the peace process with the Palestinians.

Not all those changes can be achieved peacefully. They may well entail the use of military force by the United States and Israel. In this sense, Security Council Resolution 2334 may turn out to be the real obstacle to peace, tending rather to promote belligerence in the Middle East, because the Palestinians and other hardliners and rejectionists will use the resolution as their justification for bashing Israel and more acts of terror.

Israeli officials are thrilled with the national security team that US President-elect Donald Trump is assembling. And they are right to be.

The question now is how Israel should respond to the opportunity it presents us with.

The one issue that brings together all of the top officials Trump has named so far to his national security team is Iran.

Gen. (ret.) John Kelly, whom Trump appointed Wednesday to serve as his secretary of homeland security, warned about Iran’s infiltration of the US from Mexico and about Iran’s growing presence in Central and South America when he served as commander of the US’s Southern Command.

Gen. (ret.) James Mattis, Trump’s pick to serve as defense secretary, and Lt.-Gen. (ret.) Michael Flynn, whom he has tapped to serve as his national security adviser, were both fired by outgoing President Barack Obama for their opposition to his nuclear diplomacy with Iran.

During his video address before the Saban Forum last weekend, Prime Minister Binyamin Netanyahu said that he looks forward to discussing Obama’s nuclear Iran nuclear deal with Trump after his inauguration next month. Given that Netanyahu views the Iranian regime’s nuclear program – which the nuclear deal guaranteed would be operational in 14 years at most – as the most serious strategic threat facing Israel, it makes sense that he wishes to discuss the issue first.

But Netanyahu may be better advised to first address the conventional threat Iran poses to Israel, the US and the rest of the region in the aftermath of the nuclear deal.

There are two reasons to start with Iran’s conventional threat, rather than its nuclear program.

First, Trump’s generals are reportedly more concerned about the strategic threat posed by Iran’s regional rise than by its nuclear program – at least in the immediate term.

Israel has a critical interest in aligning its priorities with those of the incoming Trump administration.

The new administration presents Israel with the first chance it has had in 50 years to reshape its alliance with the US on firmer footing than it has stood on to date. The more Israel is able to develop joint strategies with the US for dealing with common threats, the firmer its alliance with the US and the stronger its regional posture will become.

The second reason it makes sense for Israel to begin its strategic discussions with the Trump administration by addressing Iran’s growing regional posture is because Iran’s hegemonic rise is a strategic threat to Israel. And at present, Israel lacks a strategy for dealing with it.

Our leaders today still describe Hezbollah with the same terms they used to describe it a decade ago during the Second Lebanon War. They discuss Hezbollah’s massive missile and rocket arsenal.

With 150,000 projectiles pointed at Israel, in a way it makes sense that Israel does this.

Just this week Israel reinforced the sense that Hezbollah is more or less the same organization it was 10 years ago when – according to Syrian and Hezbollah reports – on Tuesday Israel bombed Syrian military installations outside Damascus.

Following the alleged bombing, Defense Minister Avigdor Liberman told EU ambassadors that Israel is committed to preventing Hezbollah from transferring advanced weapons, including weapons of mass destruction, from Syria to Lebanon.

The underlying message is that having those weapons in Syria is not viewed as a direct threat to Israel.

Statements like Liberman’s also send the message that other than the prospect of weapons of mass destruction or precision missiles being stockpiled in Lebanon, Israel isn’t particularly concerned about what is happening in Lebanon.

These statements are unhelpful because they obfuscate the fact that Hezbollah is not the guerrilla organization it was a decade ago.

Hezbollah has changed in four basic ways since the last war.

First, Hezbollah is no longer coy about the fact that it is an Iranian, rather than Lebanese, organization.

Since Iran’s Revolutionary Guards founded Hezbollah in Lebanon in 1983, the Iranians and Hezbollah terrorists alike have insisted that Hezbollah is an independent organization that simply enjoys warm relations with Iran.

But today, with Hezbollah forming the backbone of Iran’s operations in Syria, and increasingly prominent in Afghanistan and Iraq, neither side cares if the true nature of their relationship is recognized.

For instance, recently Hezbollah commander Hassan Nasrallah bragged, “We’re open about the fact that Hezbollah’s budget, its income, its expenses, everything it eats and drinks, its weapons and rockets are from the Islamic Republic of Iran.”

What our enemies’ new openness tells us is that Israel must cease discussing Hezbollah and Iran as separate entities. Israel’s next war in Lebanon will not be with Hezbollah, or even with Lebanon. It will be with Iran.

This is not a semantic distinction. It is a strategic one. Making it will have a positive impact on how both Israel and the rest of the world understand the regional strategic reality facing Israel, the US and the rest of the nations of the Middle East.

The second way that Hezbollah is different today is that it is no longer a guerrilla force. It is a regular army with a guerrilla arm and a regional presence. Its arsenal is as deep as Iran’s arsenal.

And at present at least, it operates under the protection of the Russian Air Force and air defense systems.

Hezbollah has deployed at least a thousand fighters to Iraq where they are fighting alongside Iranian forces and Shi’ite militia, which Hezbollah trains. Recent photographs of a Hezbollah column around Mosul showed that in addition to its advanced missiles, Hezbollah also fields an armored corps. Its armored platforms include M1A1 Abrams tanks and M-113 armored personnel carriers.

The footage from Iraq, along with footage from the military parade Hezbollah held last month in Syria, where its forces also showed off their M-113s, makes clear that Hezbollah’s US platform- based maneuver force is not an aberration.

The significance of Hezbollah’s vastly expanded capabilities is clear. Nasrallah’s claims in recent years that in the next war his forces will stage a ground invasion of the Galilee and seek to seize Israeli border towns was not idle talk. Even worse, the open collaboration between Russia and Iran-Hezbollah in Syria, and their recent victories in Aleppo, mean that there is no reason for Israel to assume that Hezbollah will only attack from Lebanon. There is a growing likelihood that Hezbollah will make its move from Syrian territory.

The third major change from 2006 is that like Iran, Hezbollah today is much richer than it was before Obama concluded the nuclear deal with the ayatollahs last year. The deal, which canceled economic and trade sanctions on Iran, has given the mullahs a massive infusion of cash.

Shortly after the sanctions were canceled, the Iranians announced that they were increasing their military budget by 90%. Since Hezbollah officially received $200 million per year before sanctions were canceled, the budget increase means that Hezbollah is now receiving some $400m. per year from Iran.

The final insight that Israel needs to base its strategic planning on is that a month and a half ago, Hezbollah-Iran swallowed Lebanon.

In late October, after a two-and-a-half-year fight, Saad Hariri and his Future Movement caved to Iran and Hezbollah and agreed to support their puppet Michel Aoun in his bid for the Lebanese presidency.

True, Hariri was also elected to serve as prime minister. But his position is now devoid of power.

Hariri cannot raise a finger without Nasrallah’s permission.

Aoun’s election doesn’t merely signal that Hariri caved. It signals that Saudi Arabia – which used the fight over Lebanon’s presidency as a way to block Iran’s completion of its takeover of the country – has lost the influence game to Iran.

Taken together with Saudi ally Egyptian President Abdel Fattah al-Sisi’s announcement last week that he supports Syrian President Bashar Assad’s remaining in power, Aoun’s presidency shows that the Sunnis have accepted that Iran is now the dominant power in Iraq, Syria and Lebanon.

This brings us back to Hezbollah’s tank corps and the reconstruction of the US-Israel alliance.

After the photos of the US-made armored vehicles in Hezbollah’s military columns were posted online, both Hezbollah and the Lebanese Armed Forces insisted that the weapons didn’t come from the LAF.

But there is no reason to believe them.

In 2006, the LAF provided Hezbollah with targeting information for its missiles and intelligence support. Today it must be assumed that in the next war, the LAF, and its entire arsenal will be placed at Hezbollah-Iran’s disposal. In 2016 alone, the US provided the LAF with $216m. in military assistance.

From Israel’s perspective, the most strategically significant aspect of Hezbollah-Iran’s uncontested dominance over all aspects of the Lebanese state is that while they control the country, they are not responsible for it.

Israeli commanders and politicians often insist that the IDF has deterred Hezbollah from attacking Israel. Israel’s deterrence, they claim, is based on the credibility of our pledge to bomb the civilian buildings now housing Hezbollah rockets and missiles in the opening moments of the next conflict.

These claims are untrue, though. Since Hezbollah- Iran are not responsible for Lebanon despite the fact that they control it through their puppet government, Iranian and Hezbollah leaders won’t be held accountable if Israel razes south Lebanon in the next war. They will open the next war not to secure Lebanon, but to harm Israel. If Lebanon burns to the ground, it will be no sweat off their back.

The reason a war hasn’t begun has nothing to do with the credibility of Israel’s threats. It has to do with Iran’s assessment of its interests. So long as the fighting goes on in Syria, it is hard to see Iran ordering Hezbollah to attack Israel. But as soon as it feels comfortable committing Hezbollah forces to a war with Israel, Iran will order it to open fire.

This then brings us back to the incoming Trump administration, and its assessment of the Iranian threat.

Trump’s national security appointments tell us that the 45th president intends to deal with the threat that Iran poses to the US and its interests.

Israel must take advantage of this strategic opening to deal with the most dangerous conventional threat we face.

In our leaders’ conversations with Trump’s team they must make clear that the Iranian conventional threat stretches from Afghanistan to Israel and on to Latin America and Michigan. Whereas Israel will not fight Iran in Iraq and Afghanistan, or in the Americas, it doesn’t expect the US to fight Iran in Lebanon. But at the same time, as both allies begin to roll back the Iranian threat, they should be operating from a joint strategic vision that secures the world from Iran’s conventional threat.

And once that it accomplished, the US and Israel can work together to deal with Iran’s nuclear program.
