IDF forces on Sunday night eliminated a terrorist cell as it was trying to place an explosive on the Israeli-Syrian border on the Golan Heights.

Reportedly four terrorists were killed in the incident; no IDF soldiers were wounded in the exchange.

A senior IDF source said that an army surveillance patrol located the terrorists who had arrived at the border from Syria, and tracked them as they advanced.

When they reached the border and placed an explosive on it, IAF aircraft fired missiles at them, taking out every single terrorist member of the cell.

The IDF reports that the incident took place on Israeli territory just east of the security barrier.

The last security incident involving an attempted border bombing similar to this one took place last March, when an explosive was placed on the border. As a result of the explosion, an IDF paratrooper officer was critically wounded.

Earlier on Sunday Defense Minister Moshe Ya’alon (Likud) warned that Israel will strike Iranian attempts to smuggle advanced weapons to the Hezbollah terrorist organization in Lebanon, following Arab reports that an IAF airstrike the day before took out a Scud missile depot in Syria transferring weapons to Hezbollah.

According to the reports in Arabic media, a Scud depot in the Qalamoun mountain region rife with smuggling to Hezbollah was targeted, after a weapons convoy was hit last Wednesday.

“Iran continues to try and arm Hezbollah, even in these very days, and it hopes to equip the Lebanese terrorist organization with advanced and precise weapons,” said Ya’alon. “We won’t allow Iran and Hezbollah to establish a terrorist infrastructure on our border with Syria, and we will know to put our hands on all those who threaten citizens of Israel, along all our borders and even far from them.”

Unofficial sources in Syria and Lebanon, cited by the Arab TV channels Al Jazeera and Al Arabiya, reported Saturday, April 25, that the Israeli Air Force struck Hizballah and Syrian military targets in the Qalamoun mountains on the Syrian-Lebanese border from Wednesday, April 22, to Friday night April 24. There is no official word on these reports from Israel or Syria.

In the Wednesday attack, one person was said to have been killed.

The picture taking shape from these reports shows the targets to have been the 155th, 65th and 92nd Brigades of the Syrian army and Hizballah, two Hizballah arms convoys and Syrian long-range missile bases or batteries.

DEBKAfile’s military sources add that it is hardly credible that Israeli air raids spread over three days went unnoticed by the Syrian and Lebanese media. The Arab TV reports if confirmed may therefore be exaggerated in scope.

Friday, our own sources reported that Syrian and Hizballah forces under Iranian Revolutionary Guards officers were fighting to flush out the last rebel pockets on the strategic Qalamoun mountains, to clear the highway to Lebanon for unhindered military movements – most importantly, the weapons and personnel flowing regularly across the border between the two allies.

In past reports, DEBKAfile disclosed that Hizballah had transferred the bulk of its personnel and a large store of missiles from northern Lebanon to a protected enclave in Qalamoun under its control. The Iranian-backed Lebanese militia calculated that this base would be safer from Israeli attack than in Lebanon. And, in the event of war, Israel would be obliged to extend its front to Syria. According to Western intelligence sources, long-range missiles are part of the store Hizballah relocated to the Syrian mountains, whence they can be aimed at Israel.

The putative Israeli air strikes this week would therefore have aimed at thwarting Hizballah’s scheme to set up another war base in the Syrian-Lebanese mountains area.

Another likely target would be Hizballah’s first air strip for drones established in the northern Lebanese Beqaa Valley south of Hermel.

Jane’s, a British publication specializing in military affairs, this week ran satellite images showing the airstrip to be 670 m long and 20 m wide, too short for most transport aircraft, excepting the Iranian Revolutionary Guards short take-off An-74T-200 transports, which carry arms for Hizballah – although landing with a load on this mountain strip would be considered dangerous. The runway was apparently built to accommodate drones, such as the Ababil-3 and Shahed-129 types which Iran has delivered to Hizballah.

Obama’s foreign policy legacy will be to have tied America’s fortunes to an imperial and nuclear Iran governed by an ambitious and ruthless anti-American regime.

Last week, the Obama administration urged Saudi Arabia to halt its air campaign against the Iranian-backed Houthi rebels who have wrested control of the Yemeni capital Sanaa. The White House’s professed concern was that Riyadh’s Operation Decisive Storm was killing too many civilians. Unfortunately, that’s hardly surprising since Iranian proxies, like Hezbollah and Hamas, typically stash their missiles and rockets in civilian areas. Presumably, the Houthis have read from the same playbook. The effect of the administration’s diplomatic efforts, then, was to protect Iranian arms in Yemen. And this, in turn, the administration no doubt believes, protects Obama’s nuclear agreement with Iran.

In public, Obama is eager to show that the United States still stands by its traditional allies, like Riyadh. But behind the scenes, it’s clear that the White House’s real priority is partnering with Iran. Sure, the White House dispatched an aircraft carrier to the Arabian Sea, but this was not to stop Iran from shipping arms to the Houthis. As Obama himself explained, America’s blue-water Navy was present to ensure freedom of navigation in the Persian Gulf. The notion that the White House really intended to interdict Iranian arms shipments beggars belief. For more than four years Obama has done nothing to stop Bashar al-Assad from killing nearly a quarter of a million people in Syria, lest he endanger his nuclear agreement with Iran. With a deal so close, Obama is certainly not going to risk what he sees as the capstone of his foreign policy legacy by disarming Iranian allies in Yemen.

The problem is that by protecting his nuclear agreement with Iran, the president has protected and empowered the Islamic Republic. Tehran may boast of controlling four Arab capitals, but the reality is that its regional position is a house of cards. Pull out one of those Arab capitals, or the nuclear program, and Iran’s burgeoning empire quickly collapses. It’s Obama who is propping it up.

It’s interesting to imagine how these last six years might have gone for the Islamic Republic had the White House not been so determined to have a nuclear deal. Perhaps the Tehran regime would have been toppled when the Green Movement took to the streets in June 2009 to protest a fraudulent election if the American government had decided to back the opposition early, openly, and resourcefully. Perhaps another administration would at least have seen that uprising as an opportunity to gain leverage over the Iranian regime. Not Obama. He wanted a nuclear deal with the existing regime.

Another White House might have backed the Syrian rebels in order to bring down Assad. Indeed, a good portion of Obama’s cabinet counseled as much. To topple Tehran’s key Arab ally would have been the biggest strategic setback to Iran in 20 years, said Gen. James Mattis. Obama chose to leave Assad alone, and even ignored his own red line against the use of chemical weapons. Instead of the airstrikes he threatened on Syrian regime targets, Obama made a deal to ostensibly remove the chemical weapons that Assad is still employing.

As Assad’s position became weaker, Hezbollah entered the Syrian war to prop him up. The Iranian-backed militia was stretched thin between Syria and Lebanon, but the Obama administration helped the terrorist organization cover its flank by sharing intelligence to keep Sunni car bombs out of Hezbollah strongholds in Beirut. Another administration might have understood this as an opportunity to weaken Iran’s position in Damascus and Beirut, but not Obama. He had his eyes on the prize.

In sum, over the last six years, almost all of Iran’s advances in the region, including its move into Iraq to fill the vacuum in Baghdad after the American withdrawal from that country, has taken place with either the overt or tacit assistance of Obama. The White House brags about it. Israel might have attacked Iranian nuclear facilities, as one administration official told the press, but we deterred Prime Minister Benjamin Netanyahu from striking. If the Iranians strut with confidence these days, that’s because they understand who has their back.

The nuclear deal, as the president has explained, means that within a little more than a decade, Iran’s breakout time will be down to zero—which is a nice way of saying the clerical regime will have the bomb. The likely result is that the agreement will ensure Iran’s regional position long after Obama’s presidency is around to safeguard it. It will strengthen the hand of the hardliners. It is not Rouhani or Zarif or other so-called moderates who hold the nuclear file, but Khamenei and the Revolutionary Guard Corps. And in the future, American policymakers will have a vital interest in ensuring there are no internal regime fights over who controls the bomb.

In other words, Obama’s foreign policy legacy will be to have tied America’s fortunes to an imperial and nuclear Iran governed by an ambitious and ruthless anti-American regime.

Israel’s status as a regional superpower is unusual for its lacking a reliable set of local allies. Even where security ties with Egypt, Jordan and Saudi Arabia might be strong, the country is forced to keep those ties in the background. Regardless, it exerts a degree of influence just by its own strategic value. While ties are not public, they are also not available for public scrutiny, perhaps enhancing the relationship opportunities with the above mentioned countries as well as other Arab states.

“Rather than a charm offensive,” asserts Robert Kappel of the German Institute of Global and Area Studies, “Israel needs an assertive regional foreign policy” in order to gain more allies.

But is that really true?

“I don’t think that it’s either-or,” says Professor Eytan Gilboa of Bar Ilan University. “I think Israel has a regional policy. We don’t see it but it collaborates with Arab countries and the Persian Gulf, especially on Iran and much more on counter-terrorism. It has a regional policy but it’s undercover.”

Solving the Israeli-Palestinian Conflict is not a Condition for an Alliance

Turning back specifically to Kappel, Gilboa states “I think he means to use it to deal with the Palestinian issue; then comes the Arab Peace Initiative. The assumption is the PA is unable, unable, to reach an agreement with Israel.”

Gilboa sees an Arab desire to expand relations with Israel in spite of the conflict with the Palestinians. Thus, the Arab Peace Initiative might be evidence the Arab countries are eager to reach out with a public offer that would allow them to open the door for Jerusalem without necessarily having to seal a deal on the conflict.

“I reject one claim: that resolution of the Israeli-Palestinian issue is a condition for a regional alliance. The reason for this is simple – all these countries couldn’t care less about the Palestinians. They have an interest in blocking Iran and extremist Islamic organizations. They made all kinds of statements to the contrary but that is not the issue. I don’t think there’s a linkage here.”

Pressing his point, Gilboa says “There’s much less opportunity for regional pressure on the Palestinians than most people think. ‘Collaboration’ is a euphemism for security cooperation on ‘negative interests.’”

Those negative interests are opposition to common regional security challenges like the above mentioned Iran and Islamist terrorist organizations. But to create an alliance, you need much more than common enemies, says Gilboa – you need common interests.

“Turkey ambivalent to ISIS – they share an ideology but still see it as a competitor. Erdogan would like to revive the Ottoman Empire where a non-Arab country leads the Arab world. Where you see this kind of geopolitics, there are a lot of opportunities for collaboration with these countries.”

And actually, “there’s criticism of Israel for not exploiting the situation,” says Gilboa.

New Countries?

When Arutz Sheva asked if Israel’s chances for regional alliances might actually increase if Syria were to collapse into several smaller states or the Iraqi Kurdish Regional Government (KRG) were to become a full-fledged independent state, Gilboa sees the idea as having validity.

“I think this is a valid point. I am only hearing that Israel is collaborating with the Kurds there and you can do a little bit more, but it is a lot more than it used to be. The alliance with Turkey had prohibited close collaboration with the Kurds. But now that the relationship is bad, this condition is nonexistent. I think indeed they could do more.”

Focusing on the much more developed autonomy, infrastructure and ambitions of the Iraqi Kurds than other groups that could emerge in Syria, Gilboa says Kurdistan could definitely become a game-changer in the region’s mixture of waxing and waning alliances. Most significantly, it could be something that does not necessarily replace Arab states as a reliable ally, but actually enhances the chances of a strong alliance between those Arab countries and Israel.

“I also think there is room for a strategic alliance between Israel and pro-US Arab states. Not just potential between Israel and the non-Arab groups, but collaboration with Israel, non-Arab states and those emerging new political entities in the Middle East. It could be done on a bilateral basis first – perhaps between Israel and Kurdistan – or multilateral. Once you gain influence with a group like the Kurds, you could translate that into the other (multilateral) type of alliance.”

Israel and Kurdistan have a long history of both covert and overt relations, especially on security. Kurdistan might then be an example of an emerging country where Israel could carry more influence than the Saudis (assuming Kurdistan is able to gain more autonomy or full sovereignty). Saudi Arabia’s diplomatic and military clout is still behind that of Israel, according to Gilboa.

“Saudi Arabia’s power is limited to its ability to manipulate oil markets, but their strength is precarious as major importers like the United States become self-sufficient in that realm. Even their military strength might turn out to be limited as its operation in Yemen is one of the largest it has ever undertaken. The assumption the Saudis might have strong influence over Pakistan and could persuade Islamabad to sell Riyadh a nuclear bomb to pull ahead of the Iranians has been thrown into doubt by Pakistan’s decision not to join the military operation against the Houthis.”

Ultimately, it might be Israel’s power that the Saudis need more.

Anything but a Saudi win (in Yemen) would not be good for Saudi Arabia,” emphasizes Gilboa. On the other hand, “Israel is much stronger diplomatically, militarily and its society is much more vibrant.”

Many Arabs have expressed deep concern over the nuclear deal that was reached last week between Iran and the world powers, including the US.

Arab leaders and heads of state were polite enough not to voice public criticism of the agreement when President Barack Obama phoned them to inform them about it. But this has not stopped Arab politicians, political analysts and columnists reflecting government thinking in the Arab world from lashing out at what they describe as “Obama’s bad and dangerous deal with Iran.”

The Arabs, especially those living in the Gulf, see the framework agreement as a sign of US “weakness” and a green light to Iran for Iran to pursue its “expansionist” scheme in the Arab world.

“Some Arab countries are opposed to the nuclear deal because it poses a threat to their interests,” said the Egyptian daily Al-Wafd in an article entitled, “Politicians: (President Barack) Obama’s deal with Iran threatens Arab world.” http://www.alwafd.org/838527

The newspaper quoted Hani al-Jamal, an Egyptian political and regional researcher, as saying that the deal means that the international community has accepted Iran as a nuclear power. He predicted that the framework agreement would put Iran and some Arab countries such as Saudi Arabia and Egypt on a course of collision.

Al-Jamal advised the Arab countries to form a “Sunni NATO” that would guarantee Pakistan’s status as a nuclear power Arab ally in face of the “Iranian and Israeli threat.”

Jihad Odeh, an Egyptian professor of political science, said that Obama’s “achievements are designed to dismantle the Arab world. Obama wants to make historic achievements before the end of his term in office by destroying Al-Qaeda, seeking rapprochement with Cuba and reaching a nuclear agreement with Iran.”

Although Saudi Arabia, which is currently waging war on Iranian-backed Houthi militiamen in Yemen, “welcomed” the nuclear agreement, it has privately expressed concern over the deal.

Similarly, several Gulf countries that initially welcomed the agreement are beginning to voce concern over its repercussions on the region. For the past several months, the Arabs have been warning against Iran’s ongoing effort to take control over their countries.

“The US surely does not want to see a more powerful Iranian hegemony in the region, but at the same time, it does not appear to mind some kind of Iranian influence in the region,” said Nasser Ahmed Bin Gaith, a United Arab Emirates researcher. “Iran has been seeking to reclaim its previous role as the region’s police.”

Bin Gaith said that it was clear that a Western recognition of Iranian regional influence would come at the expense of the Gulf countries.

“The Gulf states should build strategic partnerships with the regional powers of Pakistan and Turkey, who share the Gulf nations’ fears of Iranian ambitions in the region,” he added.

Echoing widespread fear among Arabs of Iran’s territorial ambitions in the Middle East, political analyst Hassan al-Barari wrote in Qatar’s daily Al-Sharq against the policy of appeasement toward Tehran.

“Iran has tried to intervene in Iraq, Lebanon and Syria and it is seeing that it’s not paying any price; on the contrary, there are attempts by the big powers to reach understandings with Iran,” al-Barari pointed out. There is also a feeling in Tehran that the US is avoiding a military confrontation with the Iranians and their proxies. The Gulf countries have learned from the lessons of the past in various areas. The policy of appeasement has only led to wars. Any kind of appeasement with Iran will only lead it to ask for more and probably meddle in the internal affairs of the Arab countries and increase its arrogance.”

Even Jordanians have joined the chorus of Arabs expressing fear over Iran’s growing threat to the Arab world, especially in wake of the nuclear deal with the US and the big powers.

Salah al-Mukhtar, a Jordanian columnist, wrote an article entitled, “Oh Arabs wake up, your enemy is Iran,” in which he accused the US of facilitating Tehran’s wars against the Arab countries.

Describing Iran as “Eastern Israel,” al-Mukhtar said that the most dangerous aspect of the framework agreement is that allows Iran to continue with its “destructive wars” against the Arabs. “This is a dangerous agreement, particularly for Saudi Arabia and the opposition forces in Iraq and Syria,” the Jordanian columnist cautioned. This agreement provides Iran with what it needs most to pursue its wars and expansionism against the Arabs: funds. Lifting the sanctions is America’s way of backing the dangerous and direct wars against Arabs; the lifting of the sanctions also provides the Iranians with the funds needed to push with their Persian advancement. The US wants to drain Saudi Arabia and the Arab Gulf countries in preparation for dividing them.”

Lebanon’s English language The Daily Star newspaper also voiced skepticism over the nuclear deal. “For all the talk of this deal contributing to making the world safer, if Obama is truly concerned with his legacy, especially in the Middle East, he must now work with Iran to encourage it to become a regular member of the international community once again, and not a country which sponsors conflict, whether directly or via proxies, across the region,” the paper editorialized. “Otherwise, this deal could just leave Iran emboldened in its expansionist designs.”

In addition to the Arabs, Iranian opposition figures have also come out against the nuclear deal.

Maryam Rajavi, an Iranian politician and President of the National Council of Resistance, commented that the a “statement of generalities, without spiritual leader Khamenie’s signature and official approval, does not block Tehran’s path to a nuclear bomb nor prevent its intrinsic deception.

“Continuing talks with religious fascism in Iran – as part of a policy of appeasement – will not secure the region and world from the threat of nuclear proliferation,” Rajavi warned. “Complying with UN Security Council resolutions is the only way to block the mullahs from obtaining nuclear weapons. Leniency and unwarranted concessions by the P5+1 to the least trustworthy regime in the world today only grants it more time and further aggravates the dangers it poses to the Iranian people, to the region and to the wider world.”

Iraq’s defense minister Khalid al-Obeidi is claiming victory over ISIS forces in the city of Tikrit, which ISIS had captured last summer as its forces advanced across large swaths of territory in northern and western Iraq. “We have the pleasure, with all our pride, to announce the good news of a magnificent victory,” Obeidi said. The Pentagon and a spokesman for the U.S.-led coalition were a bit more cautious, noting some residual ISIS resistance. However, they too reported that significant progress had been made in wresting control of Saddam Hussein’s birthplace from ISIS’s grip.

The next strategic military objective in pushing ISIS back from the territories it controls in Iraq is to re-take Iraq’s second largest city, Mosul.

Iran supplied significant military support to the Shiite militia forces, who were a major part of the Iraqi counter-offensive on the ground. At the same time, U.S. air strikes seemed to have helped in supporting the Iraqi ground forces’ advance into Tikrit. The precise extent of any behind-the-scenes direct or indirect coordination between the U.S. and Iran is unknown at the present time. However, according to DebkaFile {March 26, 2015), “In the last two weeks of the Tikrit operation, liaison between the US and Iranian military in Iraq was routed through the office of the Iraqi Prime Minister in Baghdad.”

There is little question that without the Iranian-backed Shiite militia and substantial military support on the ground from Iran, ISIS would most likely still be in control of Tikrit today. U.S. airstrikes may have been necessary to soften ISIS’s resistance, but only ground troops with Iran’s support could dislodge them.

The downside to playing on the same team as the Iranian regime, even in just this one military campaign against ISIS, is that we are helping to enable a far more dangerous power than ISIS to extend its hegemonic dominance throughout the entire region.

As General David Petraeus, who certainly knows something about Iraq, told the Washington Post recently:

In fact, I would argue that the foremost threat to Iraq’s long-term stability and the broader regional equilibrium is not the Islamic State; rather, it is Shiite militias, many backed by — and some guided by — Iran… Longer term, Iranian-backed Shia militia could emerge as the preeminent power in the country, one that is outside the control of the government and instead answerable to Tehran.

Without downplaying ISIS’s horrific acts, its rapid-fire successes in Syria and Iraq (even with the setback in Tikrit), and its growing allegiances in Libya, Nigeria and areas further away from its home base including Afghanistan, the fact is that ISIS’s ambitions far exceed its current means for achieving them.  ISIS is proficient in using social media for recruitment, propaganda and intimidation purposes, but that can only take ISIS so far.

Iran, by contrast, has built up its military capabilities to the point that it can back up its aggressive threats in the region. And that’s even without the nuclear arms capability that President Obama seems to be willing to risk allowing Iran to achieve in order to secure his legacy with a deal.

As a result, America’s traditional Sunni allies in the region such as Saudi Arabia and other Persian Gulf states are doubting whether they can continue to count on the United States for support. And they are taking matters into their own hands, including a decision to form a multinational Arab military force to respond to Iranian aggression and other perceived threats.

As explained by Gamal Abdel Gawad Soltan, a political scientist at the American University in Cairo and quoted by the New York Times: “The U.S. is much less trusted as an ally, as an insurance policy towards the security threats facing the governments in the region, and so those governments decide to act on their own.”

These governments know their neighborhood well and see Iran as a much graver threat to regional peace and security than ISIS. Iran’s military and financial support of the Shiite Houthi rebels in taking control of major parts of Yemen was the last straw. Saudi Arabia on its own initiative decided to launch an air campaign against Houthi positions in Yemen and has not ruled out a ground attack along with the military forces of other Arab countries.

In response to the air and sea blockade of Yemen that Saudi Arabia is imposing on Yemen, Iran’s supreme leader Ayatollah Ali Khamenei decided to dispatch “two naval task forces to sail to the Red Sea,” according to DebkaFile (March 31, 2015). “The naval task forces are being sent to draw a sea shield around the Houthi forces to defend them against Saudi-Egyptian assaults. This maneuver was orchestrated by the Al Qods Brigades chief Gen. Qassem Soleimani,” DebkaFile reported.

Soleimani certainly gets around. Earlier this month he popped up in Iraq to lead the Shiite militias in their fight against ISIS. Now the man who fought on the same side as us against ISIS in Iraq is apparently coordinating Iran’s fight to hold onto the Houthis’ gains in Yemen where they forced the American and Saudi Arabian-backed president to flee.

Soleimani is “the puppet master controlling numerous Iranian surrogates in various countries,” said Jim Phillips, Middle East analyst for the Heritage Foundation. “His organization is drenched in American blood,” Phillips added. “It’s infused with an anti-American philosophy and a cooperation with him or his followers would not be on a sustainable basis. The U.S. would regret it.”

The Obama administration is now scrambling to catch up with Iran’s multi-pronged offensives, some of which are under Soleimani’s coordination. Thus, President Obama decided to support the Sunni Gulf coalition and Egypt against Iranian-backed action by the Shiite Houthi rebels to take control of Yemen.

However, the Obama administration’s reactive tactics in dealing with the crisis in Yemen are too little too late. Saudi Arabia is reportedly looking to Pakistan for help in acquiring its own nuclear arms to counter the Saudis’ well-founded suspicions that any deal negotiated by the Obama administration with Iran will not prevent Iran from becoming a nuclear armed power. And while Obama finally lifted the arms freeze he imposed against Egypt two years ago, clearing the way for the delivery of F-16 aircraft, Harpoon missiles and tanks, he also decided to end Egypt’s ability to finance purchases of American arms by drawing credits in advance based on future aid Egypt expects to receive starting in the 2018 fiscal year. Obama also wants to reduce Egypt’s flexibility in what it can purchase with the future military aid. Thus, the Egyptian government can be expected to continue on its course to find other sources for military aid and weapons including Russia, because of doubts that the U.S. will remain a reliable supplier.

The Obama administration has been willing to sacrifice the confidence of its Arab allies, not to mention the United States’ historically close alliance with Israel, in a vain effort to lure the Iranian regime into acting as a responsible party in the Middle East that can help stabilize this volatile region. Instead, Obama should listen to the expert on Iraq, General Petraeus, whose surge victory Obama undermined completely with his precipitous withdrawal of all U.S. troops from Iraq in 2011:

The current Iranian regime is not our ally in the Middle East. It is ultimately part of the problem, not the solution. The more the Iranians are seen to be dominating the region, the more it is going to inflame Sunni radicalism and fuel the rise of groups like the Islamic State…Iranian power in the Middle East is thus a double problem. It is foremost problematic because it is deeply hostile to us and our friends. But it is also dangerous because, the more it is felt, the more it sets off reactions that are also harmful to our interests — Sunni radicalism and, if we aren’t careful, the prospect of nuclear proliferation as well.

We can rejoice in the pushback of ISIS out of Tikrit. Perhaps it is a sign of more victories over ISIS to come. However, we should not delude ourselves into thinking that we have more in common with the Iranian regime in combatting ISIS in Iraq or Syria than the Iranian regime ultimately has in common with ISIS. They may be bitter enemies in the struggle over which set of fanatical jihadists should get to rule the global Islamic ummah or caliphate they both fantasize about. However, both fervently believe in the fundamental ideological goal of universal Islamic supremacy. And both are willing to sacrifice the lives of millions of people to reach that goal, no matter how long it takes them. The difference is that a nuclear-armed Iran would be much more capable of carrying out its jihadists’ apocalyptic vision than ISIS and in a much shorter period of time.

[B]y the U.S. being so concentrated on a nuclear deal and President Obama being so focused on leaving behind a historic legacy regarding a nuclear deal with Iran, the unintended consequences of such an inefficient foreign policy are being ignored and overshadowed. Although the U.S. has military bases in the region, it has evidently chosen to ignore Iran’s military expansion.

Often, scholars and politicians have made the argument that regional powers in the Middle East are opposed to a nuclear deal between Iran and the six world powers due to the nuclear technicalities of the deal or restoring relationships between Tehran and the U.S. Nevertheless, this premise fails to shed light on the underlying concerns, nuances and intricacies of such a nuclear deal as well as Iran’s multi-front role in the region.

The underlying regional concerns are not primarily linked to the potential reaching of a final nuclear deal with the Islamic Republic or easing of ties between the West and Tehran. At the end of the day, regional powers would welcome and be satisfied with a nuclear deal that can ratchet down regional tension, eliminate the possibility of the Islamic Republic to become a nuclear state, and prevent a nuclear arms race.

But what is most worrying is the expanding empire of the Islamic Republic across the Arab world from Beirut to Baghdad, and from Sanaa to Damascus, as the nuclear talks reach the final stages and as no political will exists among the world powers to cease Iran’s military expansion.

Establishing another proxy in Yemen

Iran’s Quds forces have long being linked to the Houthis. The Islamic Republic continues to fund and provide military support to the Houthis (by smuggling weapons such as AK-47s, surface-to-air missiles as well as rocket-propelled grenades) in order to establish another proxy in the Arab world.

Iran’s long-term strategic and geopolitical objectives in Yemen are clear. The Islamic Republic’s attempt to have a robust foothold near the border of Saudi Arabia, as well as in the Gulf Peninsula, will tip the balance of power in favor of Tehran.

By empowering the Houthis, Tehran would ensure that Saudi Arabia is experiencing grave national security concerns, the possibility of conflict spill-over, and internal instability. In addition, by influencing Yemeni politics through the Houthis, Iranian leaders can pressure Saudi Arabia to accept Iran’s political, strategic and economic dominance in Iraq, Syria, and Lebanon as well.

The latest advancement of the Houthis supported the interests of the Islamic Republic until recently. There was a need for robust action against Iran’s hegemonic ambitions. Nevertheless, the West was resistant to act.

From geopolitical, strategic and humanitarian perspective, the robust military action, Operation Decisive Storm, is a calculated and intelligent move to send a strong signal to the Islamic Republic that its interference in another Arab state will not be overlooked. In other words, Arab states do not have to wait for the West to act against Iran’s covert activities and support for Shiite loyalist-militias in the region.

The tightening grip over another Arab capital

As the nuclear talks between Britain, China, France, Russia and the United States – the five permanent members of the Security Council – plus Germany (P5+1) and the Islamic Republic appear to show progress towards a final agreement to curb Iran’s nuclear ambitions, the world powers (specifically the United States) have chosen to turn a blind eye on Iran’s military expansion in the Arab states, and particularly in Yemen.

Iran’s long term strategic and geopolitical agenda should not be overlooked. Iranian leaders’ hegemonic ambition is to consolidate and strengthen its grip on the Arab states, and to have control over Arab capitals from Beirut to Baghdad and from Sanaa to Damascus.

The Islamic Republic’s ambitions to expand its empire during the nuclear talks and regional insecurities are carried out through several platforms. Central figures, such as Quds Force commander General Qassem Soleimani, hardliners such as Ali Reza Zakani, Tehran’s representative in the Iranian parliament and a close figure to the Iranian supreme Leader Ayatollah Ali Khamenei, and the Supreme Leader himself, play a crucial role in fulfilling Iran’s regional hegemonic ambitions.

Iranian leaders are not even concerned about repercussions from boasting about their grip over Arab capitals. Zakani recently bragged about having control over Arab capitals, “Three Arab capitals have today ended up in the hands of Iran and belong to the Islamic Iranian revolution”. He added that Sanaa will soon be under the grip on the Islamic Republic as well. According to him, most of Yemen’s territories will soon be under the power of the Shiite group, the Houthis, supported by the Islamic Republic.

The second platform that the Islamic Republic utilizes is sponsoring, financing, equipping, training and advising loyalist and heterodox Shiite groups across the region. The number of these militia groups is on the rise and they operate as a pawn to serve the geopolitical, strategic, economic, ideological and national interests of the ruling clerics.

America’s lack of political willingness to act

As the Islamic Republic creates such Shiite groups across the region to “protect” Arab capitals, Tehran centralizes its power across the region. In addition, after the creation of new Shiite groups, the elimination of these proxies will not be a simple task, for they will be ingrained in the socio-political and socio-economic fabric of the society.

In addition, these loyalist militia groups are game changers in the region, tipping the balance of power further in favor of the Islamic Republic and its regional hegemonic ambitions.

The expansion of Iran’s military and loyalist-militia groups in the region transcends Tehran’s political ambitions. The ideological tenet of this expansion and of Tehran’s overall growing regional empire (under the banner of Popular Mobilization Forces: an umbrella institution of Shiite armed groups) are crucial facets to analyze.

More fundamentally, as the final nuclear deal approaches, and as Tehran witnesses the weakness of Washington and other powers when deciding to overlook Iran’s militaristic and imperialistic activities in the region, Tehran has become more emboldened and vocal when it comes to its military expansion.

Iranian leaders boast about their role in Arab states projecting Tehran as a savior for the Arab world. As Zakani stated, according to Iran’s Rasa new agency “had Hajj Qassem Soleimani not intervened in Iraq, Baghdad would have fallen, and the same applies to Syria; without the will of Iran, Syria would have fallen”.

Nevertheless, by the U.S. being so concentrated on a nuclear deal and President Obama being so focused on leaving behind a historic legacy regarding a nuclear deal with Iran, the unintended consequences of such an inefficient foreign policy are being ignored and overshadowed. Although the U.S. has military bases in the region, it has evidently chosen to ignore Iran’s military expansion.

The concerns of regional countries about the nuclear deal is not solely linked to the nuclear technicalities of the deal or Iran-West rapprochement, but are primarily related to Iran’s growing empire as well as the consequences of such a nuclear deal leading Tehran to apply more assertive and expansionist foreign policy in the region.

Regional robust actions such as Operation Decisive Storm are sometimes required in order to set limits to Iran’s hegemonic, imperialistic objectives, and interference in other Arab states’ affairs, as well as in order to prevent the destabilizing effects emanating from the growing militia rebels sponsored by the Islamic Republic.

As Max Boot explained Wednesday in The Wall Street Journal, the administration’s animosity toward Israel is a function of Obama’s twin strategic aims, both evident since he entered office: realigning US policy in the Middle East toward Iran and away from its traditional allies Israel and the Sunni Arab states, and ending the US’s strategic alliance with Israel.

Obama has reached a point in his presidency where he is prepared to give full expression to his plan to end the US’s strategic alliance with Israel.

He thinks that doing so is both an end to itself and a means of succeeding in his bid to achieve a rapprochement with Iran.

On Wednesday the Jerusalem Municipality announced it is shelving plans to build 1,500 apartments in the Har Homa neighborhood. Officials gave no explanation for its sudden move. But none was needed.

Obviously the construction of apartments for Jews in Jerusalem was blocked in the hopes of appeasing US President Barack Obama.

But is there any reason to believe he can be appeased? Today the White House is issuing condemnations of Israel faster than the UN.

To determine how to handle what is happening, we need to understand the nature of what is happening.

First we need to understand that the administration’s hostility has little to do with Israel’s actions.

As Max Boot explained Wednesday in The Wall Street Journal, the administration’s animosity toward Israel is a function of Obama’s twin strategic aims, both evident since he entered office: realigning US policy in the Middle East toward Iran and away from its traditional allies Israel and the Sunni Arab states, and ending the US’s strategic alliance with Israel.

Over the past six years we have seen how Obama has consistently, but gradually, taken steps to advance these two goals. Toward Iran, he has demonstrated an unflappable determination to accommodate the terrorism supporting, nuclear proliferating, human rights repressing and empire building mullahs.

Beginning last November, as the deadline for nuclear talks between the US and its partners and Tehran approached, Obama’s attempts to accommodate Tehran escalated steeply.

Obama has thrown caution to the winds in a last-ditch effort to convince Iranian dictator Ali Khamenei to sign a deal with him. Last month the administration published a top secret report on Israel’s nuclear installations. Last week, Obama’s director of national intelligence James Clapper published an annual terrorism threat assessment that failed to mention either Iran or Hezbollah as threats.

And this week, the administration accused Israel of spying on its talks with Iran in order to tell members of Congress the details of the nuclear deal that Obama and his advisers have been trying to hide from them.

In the regional context, the administration has had nothing to say in the face of Iran’s takeover of the Bab el-Mandeb Strait and the Gulf of Aden this week. With its Houthi-proxy now in charge of the strategic waterway, and with its own control over the Straits of Hormuz, Iran is poised to exercise naval control over the two choke points of access to Arab oil.

The administration is assisting Iranian Shi’ite proxies in their battle to defeat Islamic State forces in the Iraqi city of Tikrit. It has said nothing about the Shi’ite massacres of Sunnis that come under their control.

Parallel to its endless patience for Tehran, the Obama administration has been treating Israel with bristling and ever-escalating hostility. This hostility has been manifested among other things through strategic leaks of highly classified information, implementing an arms embargo on weapons exports to Israel in time of war, ending a 40-year agreement to provide Israel with fuel in times of emergency, blaming Israel for the absence of peace, expressing tolerance and understanding for Palestinian terrorism, providing indirect support for Europe’s economic war against Israel, and providing indirect support for the BDS movement by constantly accusing Israel of ill intentions and dishonesty.

Then there is the UN. Since he first entered office, Obama has been threatening to withhold support for Israel at the UN. To date, the administration has vetoed one anti-Israel resolution at the UN Security Council and convinced the Palestinians not to submit another one for a vote.

In the months that preceded these actions, the administration exploited Israel’s vulnerability to extort massive concessions to the Palestinians.

Obama forced Benjamin Netanyahu to announce his support for Palestinian statehood in September 2009. He used the UN threat to coerce Netanyahu to agree to negotiations based on the 1949 armistice lines, to deny Jews their property rights in Jerusalem, Judea and Samaria, and to release scores of terrorist murderers from prison.

Following the nationalist camp’s victory in last week’s election, Obama brought to a head the crisis in relations he instigated. He has done so for two reasons.

First, next week is the deadline for signing a nuclear agreement with Iran. Obama views Netanyahu as the prospective deal’s most articulate and effective opponent.

As Obama sees it, Netanyahu threatens his nuclear diplomacy with Iran because he has a unique ability to communicate his concerns about the deal to US lawmakers and the American people, and mobilize them to join him in opposing Obama’s actions. The letters sent by 47 senators to the Iranian regime explaining the constitutional limitations on presidential power to conclude treaties without Senate approval, like the letter to Obama from 367 House members expressing grave and urgent concerns about the substance of the deal he seeks to conclude, are evidence of Netanyahu’s success.

The second reason Obama has gone to war against Israel is because he views the results of last week’s election as an opportunity to market his anti-Israel and pro-Iranian positions to the American public.

If Netanyahu can convince Americans to oppose Obama on Iran, Obama believes that by accusing Netanyahu of destroying chances for peace and calling him a racist, Obama will be able to win sufficient public support for his anti-Israel policies to intimidate pro-Israel Democratic lawmakers into accepting his pro-Iranian policies.

To this end, Obama has announced that the threat that he will abandon Israel at the UN has now become a certainty. There is no peace process, Obama says, because Netanyahu had the temerity to point out that there is no way for Israel to risk the transformation of Judea and Samaria into a new terror base. As a consequence, he has all but made it official that he is abandoning the peace process and joining the anti-Israel bandwagon at the UN.

Given Obama’s decision to abandon support for a negotiated peace between Israel and the Palestinians, modes of appeasement aimed at showing Israel’s good faith, such as Jewish building freezes, are no longer relevant. Scrapping plans to build apartments in Jewish neighborhoods like Har Homa will make no difference.

Obama has reached a point in his presidency where he is prepared to give full expression to his plan to end the US’s strategic alliance with Israel.

He thinks that doing so is both an end to itself and a means of succeeding in his bid to achieve a rapprochement with Iran.

Given this dismal reality, Israel needs to develop ways to minimize the damage Obama can cause.

Israel needs to oppose Obama’s policies while preserving its relations with its US supporters, including its Democratic supporters. Doing so will ensure that it is in a position to renew its alliance with the US immediately after Obama leaves office.

With regards to Iran, such a policy requires Israel to act with the US’s spurned Arab allies to check Iran’s expansionism and nuclear progress. It also requires Israel to galvanize strong opposition to Obama’s goal of replacing Israel with Iran as America’s chief ally in the Middle East and enabling it to develop nuclear weapons.

As for the Palestinians, Israel needs to view Obama’s abandonment of the peace process as an opportunity to improve our diplomatic position by resetting our relations with the Palestinians. Since 1993, Israel has been entrapped by the chimerical promise of a “two-state solution.”

By late 2000, the majority of Israelis had recognized that there is no way to achieve the two-state solution. There is no way to make peace with the PLO. But due to successive governments’ aversion to risking a crisis in relations with Washington, no one dared abandon the failed two-state strategy.

Now, with Obama himself declaring the peace process dead and replacing it with a policy of pure hostility toward Israel, Israel has nothing to gain from upholding a policy that blames it for the absence of peace.

No matter how loudly Netanyahu declares his allegiance to the establishment of a Palestinian state in Israel’s heartland, Obama will keep castigating him and Israel as the destroyer of peace.

The prevailing, 23-year-old view among our leadership posits that if we abandon the two-state model, we will lose American support, particularly liberal American support. But the truth is more complicated.

Inspired by the White House and the Israeli Left, pro-Israel Democrats now have difficulty believing Netanyahu’s statements of support for the establishment of a Palestinians state. But those who truly uphold liberal values of human rights can be convinced of the rightness of Israel’s conviction that peace is currently impossible and as a consequence, the two-state model must be put on the back burner.

We can maintain support among Republicans and Democrats alike if we present an alternative policy that makes sense in the absence of an option for the two-state model.

Such a policy is the Israeli sovereignty model. If the government adopts a policy of applying Israeli sovereignty over Judea and Samaria in whole – as I recommend in my book The Israeli Solution: A One- State Plan for Peace in the Middle East, or in part, in Area C, as Economy Minister Naftali Bennett recommends, our leaders will be able to defend their actions before the American people, including pro-Israel Democrats.

Israel must base its policy of sovereignty on two principles. First, this is a liberal policy that will ensure the civil rights of Palestinians and Israelis alike, and improve the Palestinians’ standard of living.

Second, such a policy is not necessarily a longterm or permanent “solution,” but it is a stable equilibrium for now.

Just as Israel’s decision to apply its laws to united Jerusalem and the Golan Heights in the past didn’t prevent it from conducting negotiations regarding the possible transfer of control over the areas to the Palestinians and Syrians, respectively, so an administrative decision to apply Israeli law to all or parts of Judea and Samaria will not block the path for negotiations with the Palestinians when regional and internal Palestinian conditions render them practicable.

The sovereignty policy is both liberal and strategically viable. If the government adopts it, the move will rebuild Israel’s credibility and preserve Israel’s standing on both sides of the aisle in Washington.

Never before has Israel had to deal with such an openly hostile US administration. Indeed, until 2009, the very notion that a day would come when an American president would prefer an alliance with Khamenei’s Iran to its traditional alliances with Israel and the Sunni Arab states was never even considered. But here we are.

Our current situation is unpleasant. But it isn’t the end of the world. We aren’t helpless. If we act wisely, we can stem Iran’s nuclear and regional advance. If we act boldly, we can preserve our alliance with the US while adopting a policy toward the Palestinians that for the first time in decades will advance our interests and our liberal values on the world stage.

The West’s weakness and apathy toward Iran and the perilous predicament it has created in Yemen again prove the flimsy nature of those security and defense treaties. This lesson justifies Israel’s approach, which is based on the ability to defend itself on its own. In the meantime, following the Houthi takeover, Saudi Arabia has decided to deploy a massive military force along the border with Yemen. The first shot is in the chamber and the finger is already on the trigger.

Shiite Iran’s increasing involvement in Iraq, Syria and Lebanon, while exploiting the Shiite elements of the population in those target countries, is causing a great deal of concern among leaders of Arab Gulf states. The trauma of Iran’s attempt to topple the regime in Bahrain, where most of the population is Shiite, under the claim that Bahrain is Iran’s 14th province, is still fresh in their minds. The Iranian goal of using Bahrain as a bridgehead from which to spread across the Arabian Peninsula is still in play, despite Iran’s first effort being blocked in March 2011, when some 1,000 Saudi troops and 500 policemen from the United Arab Emirates entered Bahrain to save its regime.

Ever since Saddam Hussein’s sudden invasion of Kuwait, the Gulf states — Saudi Arabia, Oman, Kuwait, Qatar, Bahrain and the UAE — realized the need for a type of “Al Jazeera defense force” to pose a strategic deterrent against Iranian machinations on the peninsula. Their effort has not been a success. Through its latest intervention, via the mobilization of Shiite Houthi tribesmen to capture key targets in Yemen, including the primary port cities and airports in the south of the country leading to control of the Gulf of Aden, Iran is clearly reiterating its ambition of acquiring the straits of Hormuz and Bab el-Mandeb, which will allow Iran to paralyze the Red Sea and Persian Gulf waterways.

Arab stagnation combined with the West turning a blind eye to this Iranian aggression, alongside the willingness of Western powers to sign a deal allowing Iran to acquire a nuclear bomb, is causing sleepless nights among those Arab leaders who are again pushing the need to upgrade the capabilities of the “Al Jazeera defense force.”

Considering the lack of trust in the West and Yemen’s expected fall to the Houthis, the leaders of the Arab Gulf states are again working, feverishly, to build the military capability to curb Iran. As early as December 2009, with the goal of protecting the integrity of Arab territories situated in the Arabian Peninsula, the Arab League decided to establish a massive, unified, heavily funded, rapid-reaction military force comprising hundreds of thousands of troops and naval capabilities, capable of posing a deterrent and striking a decisive blow on the battlefield. Morocco and Jordan were also added to this coalition, as strategic depth, but the initiative ultimately failed to gain traction.

The recent gathering of these partner states in Riyadh gave birth to a multitude of agreements, including support and aid to Egypt, which is considered the strongest true military force in the Sunni Arab Middle East. Additionally, Saudi Arabia has lobbied for Pakistani support in the aftermath of Yemen’s inevitable fall, or worse, when Iran completes its nuclearization with American consent.

As the West falls victim to the fraud peddled by Mohammad Javad Zarif, Iran’s foreign minister, the Arabs (and Israel) have no illusions about Iran’s true intentions. Even as the Bahrain crisis was unfolding, the threats issued by many of Iran’s highest-ranking defense establishment officials — whether in the regime, the military or the Shura (parliament) — reflected the hostile nature of Iran’s foreign policy, and removed any doubt in the minds of neighboring Arab leaders.

Many of the Gulf states with signed security and defense pacts with the West, namely the United States, are currently feeling abandoned. Ever since the events in Bahrain, and to a greater degree following the recent developments in Yemen, the realization is growing in the Gulf that Iran’s aggressive goals and ambitions regarding the Arabian Peninsula have not changed and that they must take care of themselves.

The Arabs have recently come to the realization that not only will they not receive aid from the West in their hour of need, but that the West is forging a deal with Iran at their expense — a deal that will pose the greatest threat to their security. The situation that has been created provides an opportunity for Israel, even if clandestinely, to play a part in the geostrategic plans being formulated by states in the region, and which could help lead to an agreeable deal on the Palestinian issue — which is rather secondary in the current pan-Arab context.
