The White House-supported international nuclear talks with Iran that are scheduled to finish this month face world-wide criticism for potentially setting up a new regional dynamic in which Tehran, unfettered by punitive economic sanctions and flush with new resources, would be able to pursue an activist agenda through its proxies in and around the Middle East. Tehran’s growing ties to the Taliban is another sign of that, these critics say.

U.S. officials declined to comment specifically about closer Iran-Taliban ties, but have said that its diplomacy with Iran doesn’t alter its concerns about Iran’s destabilizing influence in the region. Director of National Intelligence James Clapper said in a recent letter to lawmakers that Iran was the “foremost state sponsor of terrorism.”

“Iran supplies us with whatever we need,” he said.

Afghan and Western officials say Tehran has quietly increased its supply of weapons, ammunition and funding to the Taliban, and is now recruiting and training their fighters, posing a new threat to Afghanistan’s fragile security.

Iran’s strategy in backing the Taliban is twofold, these officials say: countering U.S. influence in the region and providing a counterweight to Islamic State’s move into the Taliban’s territory in Afghanistan.

The Taliban’s aggressive military push and the new momentum toward peace negotiations between them and Kabul also raises the possibility that some of their members could eventually return to power.

“Iran is betting on the re-emergence of the Taliban,” said a Western diplomat. “They are uncertain about where Afghanistan is heading right now, so they are hedging their bets.”

Iranian officials didn’t respond to requests for comment, but Tehran has repeatedly denied providing financial or military aid to the Taliban in conversations with Afghan and Western officials. “Whenever we discussed it, they would deny it,” a former senior Afghan official said.

The developing Iran-Taliban alliance represents a new complication in Mr. Obama’s plans for both the Middle East and the future of Afghanistan, where the U.S. has been working to curb the Taliban’s role ahead of a planned withdrawal of all but 1,000 U.S. troops at the end of his presidency in 2016. At its peak in 2011 there were 100,000 U.S. troops.

Rep. Ed Royce (R., Calif.), chairman of the House Foreign Affairs Committee, said Iran’s support to the Taliban could increase if a nuclear deal is signed and Iran wins sanction relief.

“Across the region, Iran is stepping up its support for militants and rebel groups,” Mr. Royce said. “With billions in sanctions relief coming, that support goes into overdrive.”

Sen. John McCain (R., Ariz), chairman of the Armed Services Committee, said Iran’s increased support to the Taliban is a continuation of its aggressive behavior in Yemen, Syria, Iraq and Lebanon. “This is further evidence of the administration’s continued willful disregard for the facts on the ground in light of Iranian aggression in the region,” he said.

The Taliban have long used Pakistani territory as their main recruiting base and headquarters. But Afghan and Western officials say Iran, through its elite Revolutionary Guard Corps, has emerged as an important ally for the Taliban.

What’s more, they say, Tehran is turning to Afghan immigrants within its borders—a tactic it has also used to find new recruits to fight in support of President Bashar al-Assad’s regime in Syria.

Mr. Abdullah is one of those Iranian-backed Taliban fighters. After being detained for working as an illegal laborer in the Iranian port city of Bandar Abbas, Mr. Abdullah said he was approached by an Iranian intelligence officer.

“He asked me how much money I made, and that he would double my salary if I went to work for them in Afghanistan,” he said.

Mr. Abdullah said smugglers hired by Iran ferry supplies across the lawless borderlands where Iran, Afghanistan and Pakistan meet and deliver them to Taliban units in Afghan territory. He said his fighters receive weapons that include 82mm mortars, light machine guns, AK-47 rifles, rocket-propelled grenades and materials for making roadside bombs.

Military and intelligence officials see Iran’s support to the Taliban as an alliance of convenience. Historically, relations between Iran, a Shiite theocracy, and the hard-line Sunni Taliban have been fraught. Iran nearly went to war against the Taliban regime in 1998 after 10 of its diplomats were killed when their consulate in the northern Afghan city of Mazar-e Sharif was overrun.

Iran didn’t oppose the overthrow of the Taliban in 2001, and it has since maintained friendly relations with the Western-backed government in Kabul.

But Iran has long been uneasy with the U.S. military presence on its doorstep, and the Revolutionary Guard Corps have been delivering weapons to the Taliban since at least 2007, according to an October 2014 report by the U.S. Department of Defense.

Iran’s alliance with the Taliban took a new turn in June 2013 when Tehran formally invited a Taliban delegation to participate in a conference on Islam and to meet senior Iranian officials.

By the fall of that year, Afghan security officials said they had clear evidence that Iran was training Taliban fighters within its borders. Tehran now operates at least four Taliban training camps, according to Afghan officials and Mr. Abdullah, the Taliban commander. They are in the Iranian cities of Tehran, Mashhad and Zahedan and in the province of Kerman.

“At the beginning Iran was supporting Taliban financially,” said a senior Afghan official. “But now they are training and equipping them, too.”

The drawdown of U.S. and allied troops has made it easier for Taliban fighters and smugglers to cross the porous border undetected. “In the past, the U.S. had significant surveillance capabilities,” said Sayed Wahid Qattali, an influential politician from the western city Herat, where Iran has long had influence. “But now that the Americans have left, Iran is a lot freer.”

Iran formalized its alliance with the Taliban by allowing the group to open an office in Mashhad, maintaining a presence there since at least the beginning of 2014, a foreign official said. The office has gained so much clout that some foreign officials are now referring to it as the “Mashhad Shura,” a term used to describe the Taliban’s leadership councils.

One of the main points of contact between Tehran and the insurgency is head of the Taliban’s Qatar-based political office, Tayeb Agha, Afghan and foreign officials said. His most recent trip to Iran was in mid-May, the insurgent group said. The Taliban deny they receive support from Iran or any other foreign country, but say they want good relations with Afghanistan’s neighbors.

Iran’s backing of the Taliban has a strategic rationale. Tehran is already battling Islamic State, also known as Daesh, in Syria and Iraq, and it is wary of a new front line emerging close to its eastern border, Afghan officials say.

“Iran seeks to counter Daesh with the Taliban,” said an Afghan security official.

For the Taliban, Islamic State militants represent a threat of a different kind: they are competitors. Since an offshoot of Islamic State announced plans to expand in Afghanistan and Pakistan earlier this year, the new group has been actively recruiting fighters, many of whom are disaffected Taliban, say residents and Afghan officials.

This has pitted the two rival jihadist groups against each other, with clashes erupting between them in provinces including Helmand in the south, Nangarhar in the east and specifically involving Iran-backed Taliban in Farah, near Iran’s border, Afghan officials say.

Iranian funding gives more options to the militant group, support that is beginning to have an impact on the battlefield.

“If it wasn’t for Iran, I don’t think they would’ve been able to push an offensive like they are doing now,” said Antonio Giustozzi, a Taliban expert who has tracked Iran’s involvement in Afghanistan.

In recent months, security in Afghanistan’s west and north deteriorated sharply compared to last year, as Taliban fighters amassed in large numbers, testing the ability of Afghan troops to hold their ground.

It’s unclear, however, how far Iran will go to promote the Taliban.

“They wouldn’t want the Taliban to become too strong,” said a second foreign official. “They just want to make sure that they have some levers in their hands, because if the Taliban would win, God forbid, then they would lose all their leverage.”

The Saudi Air Force Commander Lt. Gen. Muhammad bin Ahmed Al-Shaalan was killed in a Scud missile cross-border attack by Yemeni Houthi rebels on the big King Khalid Air Base at Khamis Mushayt in the southwestern Asir region of Saudi Arabia, DEBKAfile reports. The attack took place on June 6, but his death was concealed under a blanket of secrecy until Wednesday, June 10.

The largest Saudi air base, it is from there that the kingdom has for last two and a half months waged its air campaign to end the Yemeni insurgency. Saudi and coalition air strikes, directed against the Iranian-backed Houthi rebels, their allies from the Yemeni army and from local tribes, have killed an estimated 2,000 people, some of them civilians, including women and children.

DEBKAfile’s military sources in the Gulf remarked that even the tardy official disclosure of Gen. Al-Shaalan’s death Wednesday left more questions than answers. The terse three-line announcement said: “The Commander of Saudi Royal Air Forces Lieutenant General Mohammed bin Ahmed Al-Shaalan died Wednesday during a working trip outside the kingdom from a heart attack.”

No information was provided about the nature of his putative “working trip,” its destination and purpose – or even the date of his funeral.

Our military sources report that the Houthis’ Scud attack caught the Saudis unawares. The only reaction from the air base came from the American teams operating Patriot counter-missile batteries. They tried to shoot down the incoming missiles and managed to intercept only two or three out of a barrage of 15.

The US has deployed Patriots at Khamis Mushayt to shield the special operations units and drones fighting Al Qaeda in Arabia (AQIP). But since the start of the Yemen civil war, American drones have been feeding the Saudi Air Force with intelligence about Houthi targets and movements.

The Yemen assault on the Saudi air base represented a major escalation in the Yemeni war, with effect on the complex US relationship with Iran in the context of the Yemen conflict.

DEBKAfile’s military sources assert that the Houthi Scud crews undoubtedly received precise data from Iranian intelligence about the whereabouts of Gen. Al-Shalaan and his top staff on the day of their attack. With this information, they were able to time their attack for 3 am before dawn and target the base’s living quarters and aircraft hangars.

Tehran most likely put the Houthis up to the Scud attack, both to damage the base from which air strikes are launched against them and as payback for the intelligence US drones are providing for those strikes.

Riyadh concealed the circumstances of the air chief’s death to avoid affecting the morale of Saudi combatants taking part in the Yemen war. The Obama administration also had in interest in drawing a discreet veil over the incident so as not to jeopardize the nuclear negotiations with Iran as they enter the final lap before the June 30 deadline.

Obama had campaigned vocally against the Kyl-Lieberman Amendment which designated Iran’s Revolutionary Guard, the hidden force behind Asaib Ahl al-Haq and much of the Shiite terrorist infrastructure, a terrorist organization. He had accused its sponsors of “foolish saber rattling.”

While we focused on ISIS, its Shiite counterparts were building their own Islamic State by burrowing from within to hollow out the Iraqi institutions that we had put into place. ISIS is a tool that Iran is using to force international approval of its takeover of Iraq and its own nuclear program.

Like ISIS, its Shiite counterparts envision an apocalyptic struggle in which the other branch of Islam will be destroyed, along with all non-Muslims, leading to regional and global supremacy. Iraq is only one of the battlefields on which this war is being fought and Obama’s inept mix of appeasement and regime change, abandoning allied governments while aiding enemy terrorists has helped make it possible.

Staff Sgt. Ahmed Altaie was the last American soldier to come home from Iraq. His body was turned over by Asaib Ahl al-Haq or The League of the Righteous; a Shiite terrorist group funded and trained by Iran.

Altaie had been kidnapped, held for ransom and then killed.

It was not Asaib Ahl al-Haq’s only kidnapping and murder of an American soldier. A year after Altaie’s kidnapping, its terrorists disguised themselves as Americans and abducted five of our soldiers in Karbala. The soldiers were murdered by their Shiite captors after sustained pursuit by American forces made them realize that they wouldn’t be able to escape with their hostages.

Asaib Ahl al-Haq’s obsession with American hostages was a typically Iranian fixation. Iran’s leaders see the roots of their international influence in the Iran hostage crisis. Its terrorist groups in Lebanon had abducted and horrifically tortured Colonel William R. Higgins and William Francis Buckley.

Higgins had been skinned alive.

Most Americans have never heard of Asaib Ahl al-Haq, sometimes referred to as the Khazali Network after its leader, even though it has claimed credit for over 6,000 attacks on Americans. Its deadliest attacks came when the Democrats and their media allies were desperately scrambling to stop Bush from taking out Iran’s nuclear program. Asaib Ahl al-Haq’s ties to Iran were so blatant that the media could not allow it to receive the kind of coverage that Al Qaeda did for fear that it might hurt Iran.

Nancy Pelosi joined the Democratic Party’s pro-Iranian turn, rejected a vote on the amendment and sneered that if the kidnapping and murder of American soldiers was “a problem to us and our troops in Iraq, they should deal with it in Iraq.” Earlier that year, she had visited Syria’s Assad to stand with him against President Bush even while Assad was aiding the terrorists massacring American soldiers.

Once Obama took power, coverage of the war was scaled down so that Americans wouldn’t realize that the rising power of ISIS and Asaib Ahl al-Haq were already making a mockery of his withdrawal plans.

But Asaib Ahl al-Haq was not merely an anti-American terrorist group; it was an arm of the Shiite theocracy. As a Shiite counterpart to what would become ISIS, it had most of the same Islamic goals.

While Obama was patting himself on the back for the end of the Iraq War and gay rights, Asaib Ahl al-Haq was throwing those men and women it suspected of being gay from the tops of buildings.

When buildings weren’t available, it beat them to death with concrete blocks or beheaded them.

Its other targets included shelters for battered women, which the Islamist group deemed brothels, men who had long hair or dressed in dark clothing. And even while its Brigades of Wrath were perpetrating these atrocities, Obama and the Shiite Iraqi government embraced the murderous terrorist group.

Qais al-Khazali, the leader of Asaib Ahl al-Haq, and his brother Laith al-Khazali along with a hundred other members of the terror group were freed during Obama’s first year in office. (But to provide equal aid and comfort to the other side, Obama also freed the future Caliph of ISIS in that same year.)

“We let a very dangerous man go, a man whose hands are stained with US and Iraqi blood. We are going to pay for this in the future,” an unnamed American officer was quoted as saying. “This was a deal signed and sealed in British and American blood.”

“We freed all of their leaders and operatives; they executed their hostages and sent them back in body bags.”

The releases were part of Obama’s grand strategy of reconciliation for Iraq. The miserable reality behind the upbeat language was that Obama was handing over Iraq to ISIS, Iran and its Shiite militias.

Last year, Maliki had made Asaib Ahl al-Haq and other Shiite terror groups into the Sons of Iraq that were to protect and defend Baghdad. Asaib Ahl al-Haq and its leader were now the Iraqi security forces. The Shiite death squads were in charge even while they continued carrying out ISIS-style massacres.

Obama belatedly decided to respond to ISIS, but his war strategy depends on Asaib Ahl al-Haq.

Officially his strategy is to provide training and air support for the Iraqi military. But the Iraqi military’s Shiite officers conduct panicked retreats in the face of ISIS attacks while abandoning cities and equipment. The goal of these retreats is to make Asaib Ahl al-Haq and other Shiite militias into the only alternative to ISIS for the United States. Even though he pays lip service to Sunni and Kurdish resistance to ISIS, Obama shows that he has accepted Iran’s terms by refusing to arm and support them.

While we focused on ISIS, its Shiite counterparts were building their own Islamic State by burrowing from within to hollow out the Iraqi institutions that we had put into place. ISIS is a tool that Iran is using to force international approval of its takeover of Iraq and its own nuclear program.

An Iraqi official last year was quoted as saying that Asaib Ahl al-Haq’s men give orders to the police and military. “Before they were just around, now they are high-ranking officers in the military.”

Some defense experts wonder if the Iraqi military even exists. The bulk of the forces in Tikrit were Shiite Jihadists and they are armed with American weapons that they receive from the Iraqi government. Asaib Ahl al-Haq boss Qais al-Khazali claims that soldiers and Shiite militia members both wear Iraqi military uniforms.

The capture of Tikrit became an opportunity for the Shiite terrorist groups and Qasem Soleimani, their Iranian terror boss, to boast about their victory and loot and terrorize the local Sunni residents.

Obama’s official plan to arm and train the Iraqi military and security forces is a dead end because like the mythical moderate Syrian rebels, they are fronts for moving money and weapons to Jihadists. We are arming ghost armies and funding fake political institutions and the money and weapons end up going to bands of Islamic terrorists, militias and guerrillas that are actually calling the shots.

By aiding Shiite militias in Iraq and Sunni militias in Syria, we’re backing both sides of an Islamic civil war.

Obama turned over Iraq to the Shiites and then backed the Muslim Brotherhood’s efforts to force the Shiites out of power in Syria. The Sunni-Shiite civil wars tearing the region apart were caused by those two decisions. His solution to the wars is to continue backing the same forces responsible for them.

Despite assorted denials, Obama’s real ISIS strategy is to have Iran do the fighting for him in Iraq.

But Obama is backing one ISIS against another ISIS. Why is a Shiite Islamic state that kidnaps and kills Americans, throws gays off buildings and massacres women better than a Sunni Islamic state that does the same things? Not only is the Obama strategy morally dubious, but it’s also proven to be ineffective.

The rise of ISIS has helped Iran tighten its hold on Shiite areas in Iraq and Syria. Iran does not need to beat ISIS. Its interests are best served by maintaining a stalemate in which ISIS consolidates Sunni areas while Iran consolidates Shiite areas. The more Obama aids Iran and its terrorist forces as a counterweight to ISIS, the more Iran sees keeping ISIS around as being vital to its larger strategy.

By aiding Iran, Obama is really aiding ISIS.

Despite depending on our air support, Asaib Ahl al-Haq and its leaders are threatening to attack American planes and soldiers making it clear that they view the fight against ISIS and for Assad as part of a larger struggle for achieving Iran’s apocalyptic Shiite ambitions for the region and the world.

Iran’s Supreme Leader, Ayatollah Ali Khamenei recently gave a speech in which he warned that, “We must prepare the country’s conditions, the region’s conditions, and, Allah willing, the world’s conditions for the reappearance [of Imam Mahdi] will spread justice.”

Like ISIS, its Shiite counterparts envision an apocalyptic struggle in which the other branch of Islam will be destroyed, along with all non-Muslims, leading to regional and global supremacy. So on one side the US is strengthening Lebanese institutions that insulate Hezbollah from the consequences of its Syria warfighting. On the other side – this is the WSJ scoop – the US is kneecapping organizations inside Lebanon that are trying to wrest control of those very institutions away from Hezbollah. The combination can’t help but feed regional fears that Washington is realigning with Tehran, and that the US’s traditional Arab allies have to go it alone.

Omri Ceren writes to draw attention to Jay Solomon’s Wall Street Journal article “U.S. Strategy in Lebanon Stirs Fears.” Omri writes:

Hayya Bina is a Beirut-based civil society NGO that – among other things – works to craft and promote an alternative Shiite identity in in opposition to Hezbollah. The WSJ reported yesterday that the State Department has just cut some of its funding. Not all of its funding, which would make sense if the organization was inefficient or corrupt.

The administration only cut the funding for programs – and this is a direct quote from a State Department letter viewed by the WSJ – “intended [to] foster an independent moderate Shiite voice.” Regional actors and folks in town are drawing the straightforward conclusion:

[T]he U.S. move feeds into an increasingly alarmed narrative held by many Arab leaders who say that U.S. and Iranian interests appear increasingly aligned—at their expense. Both Washington and Tehran are fighting Islamic State forces in Iraq and Syria, with U.S. conducting airstrikes against the militants, but notably not against Mr. Assad’s Iran-backed regime… Some pro-democracy activists in Washington also voiced concern that cutting Hayya Bina’s funding will send a message that the U.S. is tacitly accepting Hezbollah in an effort to appease Iran. “At best, the decision shows poor political judgment,” said Firas Maksad, director of Global Policy Advisors, a Washington-based consulting firm focused on the Middle East. “Coming on the heels of an expected deal with Iran, it is bound to generate much speculation about possible ulterior motives.”… the Obama administration has also cooperated with Lebanese institutions—including the armed forces and an intelligence agency—that are considered close to Hezbollah and combating Islamic State and Nusra Front, an al Qaeda-affiliated militia in Syria.

That last part of the excerpt – about the Obama administration’s cooperation with Lebanese institutions controlled by Hezbollah – has separately been getting a lot of play lately. Last week the Pentagon quietly posted a news release announcing “the State Department has made a determination approving a possible Foreign Military Sale to Lebanon for AGM-114 Hellfire II missiles” (I haven’t seen this one reported out, incidentally [1]). Yesterday State Department Press Office Director Jeff Rathke confirmed that the US will be delivering TOW missiles to the Lebanese Armed Forces (LAF) and is contemplating the delivery of six A29 aircraft [2].

That’s just since June began. The problem is that the LAF’s operations are objectively oriented toward shoring up Hezbollah’s position in Lebanon, more or less serving as a rear guard while Hezbollah fights in Syria. Hezbollah and the LAF have been fighting alongside one another on the Lebanese-Syrian border for months [3]. Inside Lebanon top politicians have long accused Hezbollah of using Lebanese security institutions to prevent blowback from Syria [4].

Tony Badran from the Foundation for Defense of Democracies already published a kind of canonical piece on how the LAF has become a domestic tool for Hezbollah last year in English-language Lebanese media [5]. The punchline on the new A29 delivery is that the administration says it’s aimed in part at helping the LAF “enforce United Nation’s security council resolutions 1559 and 1701″ [6]. Those resolutions call on the LAF to act against Hezbollah. Except the LAF doesn’t so much disrupt Hezbollah these days as de facto back its play in Syria.

So on one side the US is strengthening Lebanese institutions that insulate Hezbollah from the consequences of its Syria warfighting. On the other side – this is the WSJ scoop – the US is kneecapping organizations inside Lebanon that are trying to wrest control of those very institutions away from Hezbollah. The combination can’t help but feed regional fears that Washington is realigning with Tehran, and that the US’s traditional Arab allies have to go it alone. Remember that in a little over two weeks the Arab countries will be making those calculations with an Iran deal in the background that puts the Iranians on a 10 year glide path to a nuclear weapon.

  • There was no insult of Islam, of the prophet, or of the Quran, in what Badawi wrote; and, truth be told, God, Islam and the prophet are all beyond insults, and beyond the reach of profanity that occasionally spills forth from the bigoted or tortured minds of individuals.
  • The treatment of Raif Badawi stands out, not merely for its cruelty, but how it has come to symbolize the grotesquely repulsive nature of the Saudi kingdom and what it represents behind the mask of religious austerity.

Tomorrow, Friday, the virtual death sentence by 1000 lashes, delivered “very harshly” according to the flogging order, fifty at a time, might continue for Raif Badawi, a 31-year-old Saudi blogger and father of three, for allegedly “insulting Islam.”

The flogging sentence, plus ten years in prison, was upheld last week by Saudi Arabia’s supreme court, and can now only be overturned by a pardon from King Salman.

Although Badawi, who is ill and frail, would most certainly perish, in Saudi justice there is little concern for sentences to be proportionate to the crimes for which the accused are found guilty, or for adequate legal representation. Badawi’s lawyer, Walid Abu al-Khair, was also jailed, effectively for the crime of representing him.

Badawi was accused of insulting Islam in his blog posts. In a country where thinking is forbidden, Badawi had expressed forbidden thoughts by questioning the nature of his society and going public with them.

Badawi, for instance, had written, “Muslims in Saudi Arabia not only disrespect the beliefs of others, but also charge them with infidelity — to the extent that they consider anyone who is not Muslim an infidel. They also, within their own narrow definitions, consider non-Hanbali [the Saudi school of Islam] Muslims as apostates. How can we be such people and build… normal relations with six billion humans, four and a half billion of whom do not believe in Islam?”

There was naivety in putting such thoughts in writing, as Badawi did, and drawing the attention of Saudi thought police. In another post, Badawi suggested, “Secularism respects everyone and does not offend anyone… Secularism is the practical solution to lift countries (including ours) out of the third world and into the first world.”

It appears Badawi wrote in the first blush of what seemed to have been a breath of fresh air, characterized as the “Arab Spring,” that wafted across the politically bleak landscape of the Arab world in early 2011. There had come news of a Tunisian vendor who had put lit himself on fire protesting police brutality, and had died as a result; his death sparked a movement against Arab despots.

The anguish of the Tunisian vendor, Mohammed Bouazizi, was genuine. His tragic death brought people into the streets, and the Tunisian strongman, Zine el-Abidine Ben Ali, eventually fled into exile in January 2011. The Tunisian protest stirred Egyptians to rise against their strongman, President Hosni Mubarak, and succeed in toppling him in February 2011.

The “Arab Spring,” for those brief few weeks in early 2011, held forth the promise of change for better across the Arab world. And young men like Raif Badawi could be forgiven for imagining that they, too, in Saudi Arabia, could no longer be denied freedom, democracy, and secularism — the accepted norms in the West.

But the hard realities of the Arab world turned the promise of the “Arab Spring” into the nightmare of religious terror and counter-terror. Saudi Arabia is the incubator and citadel of Islamic fascism, otherwise known as Wahhabism. And here in the land of the two holy cities of Islam — Mecca and Medina — religion and politics are inseparable, and anyone who trespasses either does so at the risk of losing his head — literally — in the public beheadings that are the hallmark of the Saudi kingdom.

Raif Badawi was arrested, and has been held in prison in Jeddah since June 2012. The arrest of Badawi and Souad al-Shammari came after they together set up the web site called Saudi Liberal Network. It was promptly closed by the authorities when Badawi posted criticism of the Saudi religious police.

The initial sentence for Badawi by the Criminal Court in Jeddah for mischief and subverting public order was for 600 lashes and seven years in prison. He appealed, and the court returned the verdict by raising the sentence to 1000 lashes and 10 years in prison. The Saudi supreme court has upheld this sentence.

In the interim Badawi was given 50 lashes in a Jeddah public square in January of this year, while further lashings were suspended on medical grounds. Badawi’s wife, Ensaf Haidar, fears the lashings will resume — according to court order the 1000 lashes are to be completed in 20 sessions in front of a mosque — and could be fatal for her husband.

There is very little the outside world can do to change the nature of the Saudi regime, or for that matter the regime in Iran, which is indistinguishable from the Saudi regime in terms of tyranny and the cruelty to which, in both countries, dissidents are subjected.

After Raif Badawi was arrested, Ensaf Haidar and her children found refuge in Quebec, Canada. Across Quebec there has been heartfelt popular support expressed for Raif Badawi, and condemnation of his punishment. Quebec has officially protested Badawi’s sentence, while demanding his release from Saudi Arabia so that he might join his family where they have settled.

In response to a Quebec National Assembly resolution, passed unanimously in February, condemning Badawi’s lashings in Jeddah in January 2015, the Saudi ambassador to Canada wrote a letter to the Quebec politicians. The same letter was also sent to the Canadian government in Ottawa.

The letter, signed by the Saudi ambassador, Naif Bin Bandir Alsudairy, was obtained by the Canadian Broadcasting Corporation (CBC). It states, “The Kingdom does not accept at all any attack on it in the name of human rights especially when its constitution is based on Islamic law, which guarantees the rights of humans and preserves his blood, money, honour and dignity.”

The stand taken by the Quebec government apparently rattled the Saudi kingdom sufficiently to have its ambassador write a letter addressed to members of a provincial legislature.

It is one of the anomalies of our age that when, by a fluke of nature, large deposits of fossil fuels are discovered in a country, as in Saudi Arabia, it is accorded attention and respect by other countries in excess of anything it has done, or achieved, or by the record of its conduct in human affairs.

Apart from the oil reserves of the kingdom, the House of Saud is indistinguishable from the House of Kim ruling North Korea, and it is as deserving of the same contempt.

Oil has not only made the difference for Saudi Arabia, it has also made the West complicit in the evil that Saudi Arabia does at home and perpetrates abroad: spreading its pre-modern and perverted culture as Islam or, more appropriately, Wahhabism; and funding terror as jihadism.

The treatment of Raif Badawi stands out, not merely for its cruelty, but how it has come to symbolize the grotesquely repulsive nature of the Saudi kingdom and what it represents behind the mask of religious austerity.

Saudi Arabia is possessed with the opposite of the “Midas touch”: wherever its money buys influence, there, the natural goodness in society is stained and corroded by its touch.

The tragedy surrounding Raif Badawi is both the savage treatment meted out to a young man by the Saudi regime for simply expressing his thoughts, and of how innocence, when it goes against the culture of Saudi intolerance, is mocked, abused, and strangled.

Raif Badawi is also the face of why “official” Islam — the one portrayed by Saudi Arabia and the other OIC member states, and to which the West routinely defers – is so terribly retarded. Freedom of thought is anathema to “official” Islam and its defenders, as it once was in the former Soviet Union; it is the defining characteristic of a closed, totalitarian society.

Raif Badawi is a young man, and the thoughts he expressed were the unsullied thoughts of the young that are at once universal in expectations and desires, as they are innocent and unburdened by the hardness of life’s experiences.

There was no insult of Islam, of the prophet, or of the Quran, in what Badawi wrote; and truth be told, God, Islam, and the prophet are all beyond insults, and beyond the reach of profanity that occasionally spills forth from the bigoted or tortured minds of individuals.

“Official” Islam is an insult to Muslims and non-Muslims alike — for “official” Islam is politics devoid of any redeeming quality found in faith, which nourishes the spiritual yearning of people and uplifts them in a broken world. Through betrayal and hypocrisy, “official” Islam insults God, Islam, and the prophet, every minute of each day, and has become a torment to Muslims.

It is “official” Islam, and Wahhabism in its most perverted expression among Sunni Muslims, that has turned God — Allah in Arabic — repeatedly invoked in the Quran as the “Most Beneficent, the Most Merciful,” into a vengeful and capricious deity.

The Quran states that on the Day of Reckoning the prophet will speak forth, “O my Lord! Lo! mine own folk make this Qur’an of no account” (25:30). In another verse, the Quran instructs the prophet to tell the wandering Arabs of the desert that they have merely submitted, but they have no belief “for the faith hath not yet entered into your hearts” (49:14). And then there is the verse stating categorically, “There is no compulsion in religion” (2:256).[1]

When religion is reduced to politics then it is the logic of politics, hence power and coercion, that takes precedence. In Albert Camus’s striking formulation, “Politics is not religion, or if it is, then it is nothing but the Inquisition.”[2] In Saudi Arabia, religion is a daily dose of inquisition, and the executioner with his sword is both the reality and the symbol of the vengeful deity that bears little resemblance to the merciful and compassionate God of the Quran.

Raif Badawi’s innocence betrayed him. Age and experience would have taught him the hard reality of his culture, veiled by the mask of “official” Islam. This hard reality of Arab culture has been best understood by Arab poets through the years of Arab and Muslim history. Here is one example of a poet’s disgust with the hard reality of his country’s culture and politics. These are lines from a poem of Nizar Qabbani (1923-98), a much-loved Syrian-Arab poet:

When a helmet becomes God in heaven
and can do what it wishes
with a citizen – crush, mash
kill and resurrect
whatever it wills,
then the state is a whorehouse,
history is a rag,
and thought is lower than boots.

When a breath of air
comes by decree
of the sultan,
when every grain of wheat we eat,
every drop of water we drink
comes only by decree
of the sultan,
when an entire nation turns into
a herd of cattle fed in the sultan’s
shed, embryos will suffocate
in the womb, women will miscarry
and the sun will drop
a black noose over our square.[3]

The Sultan’s power is vainglorious, whimsical, easily insulted, and secured by perpetrating fear, and the realm he rules by decree is by necessity a slaughterhouse.

If Raif Badawi survives the thousand lashes in the slaughterhouse that is the Kingdom of Saudi Arabia, it will be a testimony of how an individual’s courage, born of innocence, might well defy the Sultan’s decree.

Nothing could uplift the universal image of Saudi Arabia or King Salman more than if today he issued a pardon.

World leaders, including U.S. President Barack Obama, who has so far been silent on the issue, should immediately speak out — as should the media and human rights groups.

North Korea appears to have made significant progress in extending its capability as a nuclear-armed rogue nation, to where its missiles may become capable of hitting American cities with little or no warning.

What new evidence makes such a threat compelling?

North Korea claims to have nuclear warheads small enough to fit on their ballistic missiles andmissiles capable of being launched from a submerged platform such as a submarine.

Shortly after North Korea’s April 22, 2015 missile test, which heightened international concern about the military capabilities of North Korea, U.S. Secretary of State John Kerry urged China and our regional allies to restart the 2003 “six-party talks” aimed at eliminating nuclear weapons from the Korean peninsula and reining in North Korea’s expanding nuclear missile program.

There are some “experts,” however, who believe that North Korea’s threat is highly exaggerated and poses no immediate danger to the United States. Consequently, many believe that, given China’s oft-repeated support for a “nuclear weapons free” Korean peninsula, time is on America’s side to get an agreement that will guarantee just such a full de-nuclearization.

But, if North Korea’s technical advances are substantive, its missiles, armed with small nuclear weapons, might soon be able to reach the continental United States — not just Hawaii and Alaska. Further, if such missile threats were to come from submarines near the U.S., North Korea would be able to launch a surprise nuclear-armed missile attack on an American city. In this view, time is not on the side of the U.S. Submarine-launched missiles come without a “return address” to indicate what country or terrorist organization fired the missile.

The implications for American security do not stop there. As North Korea is Iran’s primary missile-development partner, whatever North Korea can do with its missiles and nuclear warheads, Iran will presumably be able to do as well. One can assume the arrangement is reciprocal.

Given recent warnings that North Korea may have upwards of 20 nuclear warheads, the United States seems to be facing a critical new danger. Would renewed negotiations with China, Japan, South Korea and North Korea really be able to address this threat?

Two years ago, Andrew Tarantola and Brian Barrett said there was “no reason to panic;” that North Korea was “a long way off” — in fact “years” — before its missiles and nuclear weapons could be “put together in any meaningful way.”

At the same time, in April 2013, an official U.S. assessment by the Defense Intelligence Agency stated the U.S. had “moderate” confidence that “North Korea had indeed developed a nuclear device small enough to mount on a ballistic missile.”

That was followed up two years later, on April 7, 2015, when the commander of Northcom, Admiral Bill Gortney, one of the nation’s leading homeland security defenders, said the threat was considerably more serious. He noted that, “North Korea has deployed its new road-mobile KN-08 intercontinental ballistic missile and was capable of mounting a miniaturized nuclear warhead on it.”[1]

At a Pentagon press briefing in April, Admiral Cecil Haney, Commander of the US Strategic Command and America’s senior military expert on nuclear deterrence and missile defense, said it was important to take seriously reports that North Korea can now make small nuclear warheads and put them on their ballistic missiles.[2]

And sure enough, in April, North Korea launched a ballistic missile from a submerged platform. Media reaction to the North Korean test has been confused. Reuters, citing the analysis of two German “experts,” claimed the North Korean test was fake — a not-too-clever manipulation of video images.

The Wall Street Journal, on May 21, 2015, echoed this view, noting: “[F]or evidence of North Korea’s bending of reality to drum up fears about its military prowess,” one need look no further than a consensus that North Korea “doctored” pictures of an alleged missile test from a submarine. This, they claimed, was proof that the “technology developments” by North Korea were nothing more than elaborately faked fairy tales.

However, Israeli missile defense expert Uzi Rubin — widely known as the “father” of Israel’s successful Arrow missile defense program — explained to this author that previous North Korean missile developments, which have often been dismissed as nothing more than mocked-up missiles made of plywood, actually turned out to be the real thing — findings confirmed by subsequent intelligence assessments.

Rubin, as well as the South Korean Defense Ministry, insist that on April 22, the North Korean military did, in fact, launch a missile from a submerged platform.[3]

What gave the “faked” test story some prominence were the misunderstood remarks of the Vice Chairman of the Joint Chiefs of Staff, Admiral James Winnefeld. He had said, on May 19, that the North Korean missile launch was “not all” that North Korea said it was. He also mentioned that North Korea used clever video editors to “crop” the missile test-launch images. Apparently, that was exactly what the editors did. The Admiral, however, never claimed in his speech at the Center for Strategic and International Studies there had been no successful missile test.[4]

The same day, a high-ranking State Department official, Frank Rose — Assistant Secretary of State for Arms Control, Verification, and Compliance — told a Korean security seminar on Capitol Hill that North Korea had successfully conducted a “missile ejection” test, but from an underwater barge rather than a submarine.[5]

To confuse matters further, additional pictures were released by the South Korean media to illustrate stories about the North Korean test. Those pictures, however, were of American missiles, which use both solid and liquid propellant; as a result, one photo showed a U.S. missile with a solid propellant smoke trail and one, from a liquid propellant, without a smoke trail. These photographs apparently befuddled Reuters’ “experts,” who may have jumped to the conclusion that the photos of the North Korean test were “faked,” when they were simply of entirely different missile tests, and had been used only to “illustrate” ocean-going missile launches and not the actual North Korean test.[6]

According to Uzi Rubin, to achieve the capability to eject a missile from an underwater platform is a significant technological advancement. The accomplishment again illustrates “that rogue states such as North Korea can achieve military capabilities which pose a notable threat to the United States and its allies.”

Rubin also stated that the North Korean underwater launch test was closely related to the development of a missile-firing submarine, “a first step in achieving a very serious and dangerous new military capability.”[7]

Admiral Winnefeld and Secretary Rose, in their remarks, confirmed that the North Korean test was not the “dog and pony show” some have claimed. In other words, the U.S. government has officially confirmed that the North Koreans have made a serious step toward producing a sea-launched ballistic missile capability.

While such an operational capability may be “years away,” Rubin warns that “even many years eventually pass, and it will also take many years to build up the missile defenses, so we had better use the time wisely.”[8]

Will diplomacy succeed in stopping the North Korean threats? U.S. Secretary of State John Kerry seemed to think it worth a try; so he began the push to restart the old 2003 “six-party” talks between the United States, North Korea, Russia, China, South Korea and Japan, to bring North Korea’s nuclear weapons under some kind of international control and eventual elimination.

After all, supporters of such talks claim, similar talks with Iran appear to be leading to some kind of “deal” with Tehran, to corral its nuclear weapons program, so why not duplicate that effort and bring North Korea back into the non-nuclear fold?

What such a “deal,” if any, with Iran, will contain, is at this point unknown. Celebrations definitely seem premature. If the “deal” with North Korea is as “successful” as the P5+1’s efforts to rein in Iran’s illegal nuclear weapons program, the prognosis for the success of diplomacy could scarcely be more troubling.

Bloomberg’s defense writer, Tony Carpaccio, reflecting Washington’s conventional wisdom, recently wrote that of course China will rein in North Korea’s nuclear program: “What might be a bigger preventative will be the protestations of China, North Korea’s primary trade partner and only prominent international ally. Making China angry would put an already deeply impoverished, isolated North Korea in even more dire straits.”

Unfortunately, no matter how attractive a strategy of diplomatically ending North Korea’s nuclear program might look on the surface, it is painfully at odds with China’s established and documented track record in supporting and carrying out nuclear proliferation with such collapsed or rogue states as Iran, Syria, Pakistan, North Korea and Libya, as detailed by the 2009 book The Nuclear Express, by Tom C. Reed (former Secretary of the Air Force under President Gerald Ford and Special Assistant to the President of National Security Affairs during the Ronald Reagan administration) and Daniel Stillman (former Director of the Lawrence Livermore National Laboratory).

Far from being a potential partner in seeking a non-nuclear Korean peninsula, China, say the authors, has been and is actually actively pushing the spread of nuclear weapons to rogue states, as a means of asserting Chinese hegemony, complicating American security policy and undermining American influence.

The problem is not that China has little influence with North Korea, as China’s leadership repeatedly claims. The problem is that China has no interest in pushing North Korea away from its nuclear weapons path because the North Korean nuclear program serves China’s geostrategic purposes.

As Reed and Stillman write, “China has been using North Korea as the re-transfer point for the sale of nuclear and missile technology to Iran, Syria, Pakistan, Libya and Yemen”. They explain, “Chinese and North Korean military officers were in close communication prior to North Korea’s missile tests of 1998 and 2006”.

Thus, if China takes action to curtail North Korea’s nuclear program, China will likely be under pressure from the United States and its allies to take similar action against Iran and vice versa. China, however, seems to want to curry favor with Iran because of its vast oil and gas supplies, as well as to use North Korea to sell and transfer nuclear technology to both North Korea and Iran, as well as other states such as Pakistan. As Reed again explains, “China has catered to the nuclear ambitions of the Iranian ayatollahs in a blatant attempt to secure an ongoing supply of oil”.

North Korea is a partner with Iran in the missile and nuclear weapons development business, as Uzi Rubin has long documented. Thus, it is reasonable to believe that China may see any curtailment of North Korea’s nuclear program as also curtailing Iran’s access to the same nuclear technology being supplied by North Korea. Any curtailment would also harm the Chinese nuclear sales business to Iran and North Korea, especially if China continues to use the “North Korea to Iran route” as an indirect means of selling its own nuclear expertise and technology to Iran.

It is not as if Chinese nuclear proliferation is a recent development or a “one of a kind” activity. As far back as 1982, China gave nuclear warhead blueprints to Pakistan, according to Reed. These findings indicate that China’s nuclear weapons proliferation activities are over three decades old.[9]

Reed and Stillman also note that nearly a decade later, China tested a nuclear bomb “for Pakistan” on May 26, 1990, and that documents discovered in Libya when the George W. Bush administration shut down Libyan leader Muammar Kaddafi’s nuclear program revealed that China gave Pakistan the CHIC-4 nuclear weapon design.

Unfortunately, China’s nuclear assistance to Pakistan did not stay just in Pakistan. The nuclear technology made its way from Pakistan to North Korea. For example, high explosive craters, construction of a 50 megawatt nuclear reactor (finished in 1986) and a secret reprocessing facility begun in 1987 all were done in North Korea with major Pakistani help from the A.Q. Khan “Nukes R Us” smuggling group, as Reed and Stillman document in their book.

Reed and Stillman write that when, amid disclosures in 2003 of a major Libyan nuclear weapons program, the U.S. government sought help in shutting down the Khan nuclear smuggling ring, “Chinese authorities were totally unhelpful, to the point of stonewalling any investigation into Libya’s nuclear supply network.”

More recently, Chinese companies have now twice — in 2009 and 2011 — been indicted by the Attorney for the City of New York for trying to provide Iran with nuclear weapons technology.

The indictments document that Chinese companies were selling Iran steel for nuclear centrifuges and other banned technology. A leaked State Department cable, discussing the indictments at the time, revealed “details on China’s role as a supplier of materials for Iran’s nuclear program,” and that “China helped North Korea ship goods to Iran through Chinese airports.”

And more recently, in April 2015, the Czech government interdicted additional nuclear technology destined for Iran — the origin of which remains unknown — in violation of current sanctions against Iran.

From 1982 through at least the first part of 2015, the accumulation of documentary evidence on nuclear proliferation reveals two key facts:

First, despite literally hundreds of denials by Iran that it is seeking nuclear weapons, and amid current negotiations to end Iran’s pursuit of nuclear weapons, there is solid evidence that Iran still seeks nuclear weapons technology; and that North Korea has nuclear weapons and is advancing their capability.

Second, China continues to transfer, through its own territory, nuclear weapons technology involving both North Korea and Iran.

Although the Chinese profess to be against nuclear proliferation, their track record from the documented evidence illustrates just the opposite.

In summary, it is obvious North Korea’s nuclear weapons and ballistic missiles are a serious threat to America and its allies. And China, from its proliferation record for the past three decades, is making such a threat more widespread.

In this light, is dismissing North Korea’s advances in military technology and ignoring China’s record of advancing its neighbors’ nuclear weapons technology really best for U.S. interests?

EXCLUSIVE: Iran has launched a space satellite using  technology that could “contribute to” the development of a ballistic missile capable of delivering nuclear weapons, according to a United Nations-appointed panel of experts monitoring the issue.

Tehran intends to launch more such satellites,  the panel said.

The most recent  launch came last February 15, the experts noted, adding that the Iranian government has already announced plans to conduct three additional satellite launches before March 2016.

The vehicle used in the February launch—from a military base in northern Iran– was based on a “space launch vehicle” that is  variant of Iran’s Shahab-3 ballistic missile, which has a range of about 1,000 miles. The Shahab-3 is one of two Iranian missiles that the experts say  “are believed to be potentially capable of delivery of nuclear weapons.”

The experts noted that the future satellites will be boosted aloft “from more powerful launchers and on the back of bigger carriers.”

Iran’s missile development—peaceful or not– is one of the murkier and more contentious  issues surrounding the ongoing negotiations between the Islamic Republic and the world’s major powers—precisely because ballistic missiles have been shunted to the side of a  potential deal centered on nuclear enrichment activities that the Obama Administration is pushing hard to conclude by June 30.

U.N. Security Council resolutions that have sanctioned Iran for its nuclear weapons development have also banned Iranian work on ballistic missile programs that could deliver the weapons. But missiles were not mentioned in the interim deal between Iran and the P5+1 powers struck last November, which has so far unfrozen billions in Iranian assets and which is supposed to be turned into a final agreement by June 30.

Last year, Supreme Leader Ayatollah Ali Khamenei called  any Western expectations that Iran would restrain its missile development program “stupid and idiotic,” and called for the country to mass produce such weapons.

Even so, a 7-member U.N. expert panel which is monitoring Iran’s behavior on the proliferation issue while negotiations continue noted in its June 1, 2015 report that Iran’s officials and news media “have not been reporting any new ballistic missile developments” such as the “unveiling or testing of new types of ballistic missiles,” or tests of medium-range missiles it is already known to possess.

Satellite  launches, however,  are another matter. The experts noted that the February 15 satellite payload weighed 110 lbs. and was designed for “collecting imagery.” It was only a limited success:  the satellite fell back into the earth’s atmosphere after just 23 days, even though it was apparently intended to stay aloft for 18 months.

Nonetheless, the experts added, it was Iran’s first satellite launch since two failures in 2012. They also observed cryptically that “the details of this case present similarities with the launch of another satellite by a Safir space launch vehicle in 2011” and  analyzed in one of their  previous reports.

And according to that earlier document, a majority of the expert panel concluded that “the satellite launch was related to ballistic missiles capable of delivering nuclear weapons,” and the Safir satellite launch vehicle itself “made use of ballistic missile technology.”

It’s not that they’re likely to cheat. Even the Obama administration admits that much, but their answer has been that the deal will have strict requirements for verification. That’s the problem. If the Obama administration won’t call out cheating that actually takes place now, why would anyone trust that they’ll call out violations that take place after a deal is cut — when those violations will make Obama and other world leaders look like saps?

How tough will the Obama administration be on Iran when it comes to holding them to the terms of a deal on nuclear development? If the track record on reporting sanctions violations gives any indication, we’re all in big trouble. Sanctions violations have become so brazen that even the United Nations wonders why other countries are not reporting Iran. They even have pictures showing the head of the Quds force flouting a travel ban to meet up with Tehran’s proxies, Bloomberg reports:

“The current situation with reporting could reflect a general reduction of procurement activities by the Iranian side or a political decision by some member states to refrain from reporting to avoid a possible negative impact on ongoing negotiations” between Iran and six world powers, said a panel of experts for the UN committee on Iran sanctions in its latest report, dated June 1 and made public Tuesday.

While the panel found that Iran “implemented its commitments” under an interim framework easing economic sanctions in return for curbs on its nuclear activities, the report raised questions about whether countries, including the U.S. and its European allies, have looked the other way on some sanctions violations.

No country reported that General Qassem Suleimani, commander of the elite Quds force of the Islamic Revolutionary Guard Corps, violated a UN-mandated travel ban despite “a number of media reports with photographs and videos” showing him in Iraq, Syria and Lebanon, “reportedly organizing and training militia and regular forces in those countries.” The report included examples of such photos.

The Quds force operates the proxies by which Iran invests in terrorism in the region. Thats why the UN placed a travel ban on Suleimani as part of the overall sanctions on Iran, a sanction that applied directly to their support for international terrorism. Nor is that the only blatant violation cited by the UN; Iran has also established a “nuclear procurement network” linked to UN-blacklisted firms, a violation that the UK did report.

In short, the UN report establishes that Iran intends on continuing its nuclear-weapons program and expanding its proxy terror operations. Why are other nations remaining silent about this? It seems as though Barack Obama isn’t alone in desiring his Neville Chamberlain moment.  Small wonder that Israel has declined to quietly play the role of Czechoslovakia in this replay of Munich:

The report provides fresh ammunition for critics, including Israeli Prime Minister Benjamin Netanyahu and members of both parties in the U.S. Congress who say that President Barack Obama and America’s allies are too eager for a deal with Iran. The Islamic Republic, they say, is likely to cheat on any nuclear accord reached in negotiations that face a self-imposed June 30 deadline.

It’s not that they’re likely to cheat. Even the Obama administration admits that much, but their answer has been that the deal will have strict requirements for verification. That’s the problem. Even if the Iranians don’t build a nuclear weapon, the lifting of sanctions will keep Suleimani et al busy enough spending the windfall of cash Iran will receive on expanded terror operations. Joint Chiefs chair Gen. Martin Dempsey told Israelis on his recent visit to expect that outcome, but they’ll just have to prepare for it:

U.S. General Martin Dempsey, on a visit to Israel, said he shared a core Israeli fear that sanctions relief for Iran following a nuclear agreement would allow Tehran to give more money to its military and its guerrilla proxies.

“My assessment is that I share their concern. If the deal is reached and results in sanctions relief … it’s my expectation that it’s not all going to flow into their economy,” he said.

“I think that they will invest in their surrogates. I think they will invest in additional military capability,” Dempsey, the chairman of the Joint Chiefs of Staff, told a small group of reporters in Jerusalem.

But Dempsey said the long-term prospects were “far better” with an Iran that was not a nuclear weapons power.

Sure, but that assumes that sanctions relief precludes nuclearization. That would only happen if the West provides dire consequences for violations of the deal. Given the track record, it looks much more likely that Iran will get both the cash and the nuclear weapons, prospects that are far worse than what we had a year ago, both in the near- and long-term.

Significantly, the most insidious synergy of all could involve a rudimentary failure to understand that belligerent enemy intentions ultimately depend for their efficacy upon confused, partial, or inadequately thoughtful Israeli responses.

To best serve Israel, the country’s strategic studies community should favor more conceptual or “molecular” assessments of expected security perils. Going forward therefore, it will not suffice for this community to operate in ways that are roughly comparable to the purely reportorial activities of journalists and pundits, that is, of ordinary observers who focus exclusively on current personalities and events. With this timely warning in mind, the following brief essay explains and argues for a specifically enhanced Israeli consideration of enemy “synergies.”

For the most part, the concept of synergy is already familiar to capable scientists and scholars. It signifies, above all, that the usually binding axioms of geometry can sometimes be overridden by various intersecting phenomena. Applied to Israel, this concept suggests that certain identifiable threats to the Jewish State should no longer be considered as wholly separate or discrete, but instead, as more-or-less interpenetrating and mutually-reinforcing.

The most obvious and portentous example of pertinent synergy for Jerusalem is represented by Iranian nuclear weapons and Palestinian statehood.[1]

At first, any such talk of “synergy” may sound needlessly pretentious, or at least more contrived, concocted, or complicated than is really the case. In medicine, after all, it would already seem plain that the dangers of smoking cigarettes and drinking alcohol together must exceed either one behavior without the other. This is because the synergistic effect is presumptively much greater than those consequences ascertained by merely adding these two injurious activities together.

For Israeli planners, the still-widely-unrecognized synergy between Iranian nuclearization and “Palestine” should finally be treated with a more emphatic intellectual regard.[2] Notwithstanding the declared assumptions of virtually all acknowledged national strategists, Iran and Palestine,[3] as “negative force multipliers,”[4] do not represent thoroughly separate or unrelated hazards to Israel. To continue to assess each one independently of the other would be a serious conceptual error. It would be to consciously obscure what is potentially most revealing and most ominous.

Israel’s main security policies must involve carefully nuanced considerations of active defense, as well as of deterrence, preemption, and war-fighting. The country’s multilayered missile defenses are central to national survival. As long as incoming rocket aggressions from Gaza, West Bank, and/or Lebanon (Hezbollah) were to remain “only” conventional, the inevitable leakage could still be tolerable. But once these rockets were fitted with chemical and/or biological materials, such porosity could quickly prove “unacceptable.[5] This means, among other things, that the projected harms of rocket attacks upon Israel would depend not only upon the inherent dangers posed by a particular weapon system, but also upon the ways in which these individual harms would intersect.[6]

Once facing Iranian nuclear missiles, Israel’s “Arrow” ballistic missile defense system would require a fully 100% reliability of interception. To achieve any such level of reliability, however, would be impossible. Now, assuming that the prime minister has already abandoned any residual hopes for a cost-effective eleventh-hour preemption against pertinent Iranian nuclear assets , this means that Israeli defense planners must prepare instead, and longer-term, for stable deterrence.[7]

Theory is a net. Only those who cast, can catch.[8] Because of the expectedly corrosive interactive effects involving Iranian nuclear weapons and Palestinian statehood, for example, Israel will need to update and refine its existing theories of deterrence.

Looking ahead, there are various antecedent issues of theoretical concern. For one, Israel’s leaders will have to accept that certain more-or-less identifiable leaders of prospectively overlapping enemies might not necessarily satisfy the complex criteria of rational behavior in world politics. In such partially improbable but still conceivable circumstances, assorted Jihadist adversaries in Palestine, Iran, Syria, Iraq, Lebanon, or elsewhere might sometime refuse to renounce certain still-contemplated aggressions against Israel.[9]

By definition, these irrational enemies could exhibit such more-or-less plausible refusals even in anticipation of fully devastating Israeli reprisals. But, would they still remain subject to alternative threats or forms of deterrence? And might an entire state sometime exhibit such non-rational orientations, thereby becoming, in essence, a suicide terrorist writ large?

These utterly core questions can no longer be ignored. Sooner rather than later, and facing new and prospectively incalculable synergies from Iranian and Palestinian aggressions, Israel will need to take appropriate steps to assure that: (1) it does not become the object of any non-conventional attacks from these enemies; and (2) it can successfully deter all possible forms of non-conventional conflict. To meet this ambitious but indispensable goal, Jerusalem, inter alia, absolutely must retain its recognizably far-reaching conventional superiority in pertinent weapons and capable manpower, including effective tactical/operational control over the Jordan Valley.

In this connection, a Palestinian state could make Israeli military and civilian targets more opportune for Iranian rockets. It could simultaneously undermine the Jewish State’s critical early-warning systems.

Maintaining a qualitative edge in conventional war-fighting capacity could reduce Israel’s overall likelihood of ever actually having to enter into a chemical, biological, or even nuclear exchange with regional adversaries. CorrespondinglyIsrael should plan to begin to move incrementally beyond its increasingly perilous posture of “deliberate nuclear ambiguity.”[10] By preparing to shift toward prudently selective and partial kinds of “nuclear disclosure” – in other words, by getting ready to take its “bomb” out of the “basement,” but in carefully controlled phases[11] – Israel could best ensure that its relevant enemies will remain sufficiently subject to Israeli nuclear deterrence.

In matters of defense strategy, truth may emerge through paradox. Israeli planners, it follows, may soon have to acknowledge that the efficacy and credibility of their country’s nuclear deterrence posture could sometime vary inversely with enemy perceptions of Israeli nuclear destructiveness. However ironic or counter-intuitive, enemy views of a too-large or too-destructive Israeli nuclear deterrent force, or of an Israeli force that is not sufficiently invulnerable to first-strike attacks,[12] could substantially undermine this deterrence posture.

Here, too, carving “Palestine” out of the still-living body of Israel (whatamounts to the unhidden Palestinian Authority plan for a “one state solution”), could impact the Iranian nuclear threat, and vice-versa. Once again, Israel’s defense planning must account for possible and prospectively prohibitive synergies.

Also critical, of course, is that Israel’s current and future adversaries will always acknowledge the Jewish State’s nuclear retaliatory forces as “penetration capable.” This suggests forces that will seem “assuredly capable” of penetrating any Arab or Iranian aggressor’s active defenses. Naturally, a new state of Palestine would be non-nuclear itself, but it could still present a new “nuclear danger” to Israel by its probable impact upon the prevailing regional “correlation of forces.”[13] Palestine, therefore, could represent an indirect but nonetheless markedly serious nuclear threat to Israel. Here, yet again, is an example of the need for Israeli planners to think synergistically.

More remains to be done. Israel should continue to strengthen its active defenses, but Jerusalem must also do everything possible to improve each critical and interpenetrating component of its nuanced deterrence posture. In this bewilderingly complex and dialectical[14] process of strategic dissuasion, the Israeli task may require more incrementally explicit disclosures of nuclear targeting doctrine, and, accordingly, a steadily expanding role for cyber-defense and cyber-war.

Even before undertaking such delicately important refinements, Israel will need to more systematically differentiate between adversaries that are presumably rational,[15] irrational, or “mad.”[16]

Overall, the success of Israel’s national deterrence strategies will be contingent, inter alia, upon an informed prior awareness of enemy preferences, and of specific enemy hierarchies of preferences. In this connection, altogether new and open-minded attention will need to be focused on the seeming emergence of “Cold War II” between Russia and the United States. Any such emergence, of course, could have meaningful effects upon both Israeli and adversarial military postures.[17]

If, within a pattern of “Cold War II,” a newly-formalized state of Palestine does not find itself in the same ideological orbit as Iran, the net hazard to Decision-makers will then need to explore and acknowledge what amounts, paradoxically, to a geometry of chaos. Israel could still exceed the sum of relevant intersecting threats. While attempting to survive amid growing regional disorder, therefore, Israel’s leaders should learn to understand the profound strategic limits of normal “geometry”—where, quite mundanely, the whole is always expected to equal to the sum of its parts—and to augment an enhanced understanding with certain new geometric orthodoxies. In essence, these decision-makers will then need to explore and acknowledge what amounts, paradoxically, to a geometry of chaos.

Still, even this long-hidden geometry could reveal a discernible sense of symmetry and form, including the precise shape of certain critically interwoven enemy threats. Wherever the belligerent whole might add up to more than the sum of its constituent parts, Israel’s leaders could discover lethal hazards of adversarial synergies. Significantly, the most insidious synergy of all could involve a rudimentary failure to understand that belligerent enemy intentions ultimately depend for their efficacy upon confused, partial, or inadequately thoughtful Israeli responses.

When Pericles delivered his famous Funeral Oration, with its meticulously elaborate praise of Athenian civilization, his geostrategic perspective was applicable to more than the particular struggle at hand. Recorded by Thucydides, Pericles had expressed confidence in a military victory for Athens (a confidence, of course, that turned out to be misplaced), but also grave concern for any self-imposed limitations along the way: “What I fear more than the strategies of our enemies,” he had warned, “is our own mistakes.” However unforeseen, there is a vital lesson here for present-day Israel: In observing enemy preparations for war and terror, never forget that the ultimate success of these preparations will depend upon Israel’s selected responses.

There exists an overarching or determinative synergy between certain individual or intersecting enemy preparations and Israel’s own prepared policies and reactions.

In all world politics, but especially in the Middle East, we are present at the gradual unveiling of a “big picture,” but the nucleus of meaning—the essential truth of what is taking place—involves what is left out. For the foreseeable future, Israel’s enemies will continue with their ardent preparations for every form of war and terrorism. Unaffected by any civilizing expectations of international law of comity, these calculated preparations will proceed largely on their own track, culminating, if left suitably unobstructed, in new and ever more serious aggressions against Israel. The Jewish State must remain vigilant of such an emergent “big picture,” but also of every imaginable intersection or pattern of intersections between its component parts.

Always, Israel’s leaders and planners must reflect, core dangers to national security are profoundly synergistic.

Always, Israeli policy must recall, these fundamental dangers are potentially much greater than the additive sum of their  respective parts.

Always, Jerusalem must insightfully recognize, even a bewildering geometry of chaos has potentially meaningful sense and form.

Always, it must be Israel’s consuming task, to discover this synergistic truth.

Acknowledging that western philosophy has always oscillated between Plato and Nietzsche, between rationalism and irrationalism, we have all routinely cast our psychological lot with the Greek thinkers and their inheritors. Significantly, however, Israel is now up against a steadily transforming ordering of the geostrategic universe; now, Israel’s strategists might sometimes be better advised to read Dostoyevsky and Kafka, than to dwell too fixedly on Platonic rationalism.

While the most recent Women’s Studies annual conference did focus on foreign policy, they were only interested in Palestine, a country which has never existed, and support for which is often synonymous with an anti-Israel position. Privately, feminists favor non-intervention, non-violence and the need for multilateral action, and they blame America for practically everything wrong in the world.

Feminists strongly criticize Christianity and Judaism, but they’re strangely reluctant to oppose Islam — as if doing so would be “racist.” They fail to understand that a religion is a belief or an ideology, not a skin color.

Oh, how the feminist movement has lost its way. And the deafening silence over ISIS’s latest brutal crimes makes that all too clear.

Fifty years ago, American women launched a liberation campaign for freedom and equality. We achieved a revolution in the Western world and created a vision for girls and women everywhere.

Second-wave feminism was an ideologically diverse movement that pioneered society’s understanding of how women were disadvantaged economically, reproductively, politically, physically, psychologically and sexually.

Feminists had one standard of universal human rights — we were not cultural relativists — and we called misogyny by its rightful name no matter where we found it.

As late as 1997, the feminist majority at least took a stand against the Afghan Taliban and the burqa. In 2001, 18,000 people, led by feminist celebrities, cheered ecstatically when Oprah Winfrey removed a woman’s burqa at a feminist event — but she did so safely in Madison Square Garden, not in Kabul or Kandahar.

Six weeks ago, Human Rights Watch documented a “system of organized rape and sexual assault, sexual slavery, and forced marriage by ISIS forces.” Their victims were mainly Yazidi women and girls as young as 12, whom they bought, sold, gang-raped, beat, tortured and murdered when they tried to escape.

In May, Kurdish media reported, Yazidi girls who escaped or were released said they were kept half-naked together with other girls as young as 9, one of whom was pregnant when she was released. The girls were “smelled,” chosen and examined to make sure they were virgins. ISIS fighters whipped or burned the girls’ thighs if they refused to perform “extreme” pornography-influenced sex acts. In one instance, they cut off the legs of a girl who tried to escape.

These atrocities are war crimes and crimes against humanity — and yet American feminists did not demand President Obama rescue the remaining female hostages nor did they demand military intervention or support on behalf of the millions of terrified Iraqi and Syrian civilian refugees.

An astounding public silence has prevailed.

1355The National Organization for Women (NOW) apparently doesn’t think ISIS is a problem.

The upcoming annual conference of the National Organization for Women (NOW) does not list ISIS or Boko Haram on its agenda. What is going on?

Feminists are, typically, leftists who view “Amerika” and white Christian men as their most dangerous enemies, while remaining silent about Islamist barbarians such as ISIS.

Feminists strongly criticize Christianity and Judaism, but they’re strangely reluctant to oppose Islam — as if doing so would be “racist.” They fail to understand that a religion is a belief or an ideology, not a skin color.

The new pseudo-feminists are more concerned with racism than with sexism, and disproportionately focused on Western imperialism, colonialism and capitalism than on Islam’s long and ongoing history of imperialism, colonialism, anti-black racism, slavery, forced conversion and gender and religious apartheid.

And why? They are terrified of being seen as “politically incorrect” and then demonized and shunned for it.

The Middle East and Western Africa are burning; Iran is raping female civilians and torturing political prisoners; the Pakistani Taliban are shooting young girls in the head for trying to get an education and disfiguring them with acid if their veils are askew — and yet, NOW passed no resolution opposing this.

Twenty-first century feminists need to oppose misogynistic, totalitarian movements. They need to reassess the global threats to liberty, and rekindle our original passion for universal justice and freedom.
