Israel’s shrinking military deterrence emboldens terrorists and hostile forces – DEBKAfile

The Palestinian shooting attack which injured seven Israelis at the Ofra junction on Sunday, Dec. 9 was not an isolated incident.  In the north meanwhile, Israel’s Operation Northern Shield against Hizballah tunnels has become a cat and mouse game.

Hamas  had every reason to celebrate another effective terrorist attack in Judea and Samaria.  Since Israel allowed Qatar’s monthly installments of $15m to pass into Hamas hands in the Gaza Strip, a month, the rockets and incendiary balloons flying against Israeli communities in southern Israel are grounded. Assured of another four monthly cash installments, Hamas is free to focus on acquiring new rockets, digging new tunnels and setting up a new wave of violence in Judea and Samaria. It is not just directed against Israelis but has the collateral benefit for Hamas of jolting security in the Palestinian Authority, which is led by the rival Fatah group.

The IDF operation against Hizballah’s cross-border tunnels may also pay a price for its declining deterrent strength.  While the Netanyahu government and military officials trumpet the importance of then action for disabling the Iranian Lebanese proxy’s “tunnel weapon” – complete with revelations of the yet another tunnel unearthed, Hizballah’s propaganda machine has contrived to turn this picture on its head and feed its distorted take to the region’s Arab media.
Both show an IDF unit working on tunnels located by intelligence as running under the border into Israel, equipped with the latest military and high-tech equipment and vehicles, and backed by armored cars, Hemmers, drones and artillery. A UNIFIL is depicted heading towards the same point from the Lebanese side of the border. The UN commander then consults the Lebanese Army for a directive to determine the location of the border. The two forces stand practically nose to nose on either side and wait for word from Beirut.

Now picture becomes absurd. Like every other unit of the Lebanese army, its intelligence division’s mapping department takes its orders from Hizballah. So, while Israeli TV films Israeli soldiers painting blue the rocks marking the border, their correspondents omit to disclose  that the soldiers are marking out a “blue line” border dictated by Hizballah. Furthermore, a short distance away, hundreds of Lebanese villagers watch the scene, some of them laughing and pointing at the Israeli soldiers. Hizballah operatives are certainly part of these groups, since they have virtually moved in on all the Shiite villages of southern Lebanon in yet another violation of UNSC Res. 1701. Israeli troops are under strict orders not to react to any provocation.

The cat and mouse game went on Monday. The Lebanese army chief Gen. Joseph Aoun informed UNIFIL head. Maj. Gen. Stefano Del Col, that permission to inspect villages suspected of harboring tunnels may be granted – but only against the submission of the IDF’s plan of operation in detail! DEBKAfile’s military sources report

Hizballah’s upside-down picture has been relayed by TV stations of the Arab world during the six days since the Israeli operation was launched. It achieved the effect which Hizballah aimed for of a Lebanese David laughing in the face of the Israeli Goliath. With this propaganda success under his belt, Hizballah’s Hassan Nasrallah could afford to “decline comment” on the Israeli operation and quietly watch another assault on IDF deterrence.

Hezbollah photographs IDF soldiers marking border

The terrorist organization is documenting Operation Northern Shield at close range; Lebanon claims IDF placed border demarcations on their side of fence; growing assessment: the operation will take several months with an escalation being only a matter of time.

The Hezbollah associated channel claimed that the Lebanese army had raised the alert on the Israeli border, near the town of Meiss Ej Jabal, after IDF soldiers tried to mark the border in the enclave without the presence of Lebanese army personnel.

According to the report, the Israeli soldiers retreated when the Lebanese soldiers approached. The IDF soldiers then proceeded to place steel border markers a few meters away from the perimeter fence. The pictures show that Hezbollah terrorists were very close to their Israeli counterparts, who apparently spent a long time on the ground in ambush before marking the enclave with the UN-established border demarcation known as the “Blue Line” (the border demarcation between Lebanon and Israel recognized by the United Nations after the IDF withdrew from Lebanon in 2000).

Later on, a “team of geographic surveyors” of the Lebanese army arrived in order to closely examine the marking of the border.

The first notable incident of the IDF’s operation occurred Saturday when IDF troops, operating in the enclave near the border, fired at three unarmed Hezbollah operatives dressed in civilian clothing, in accordance with the rules of engagement. The IDF says the suspects were trying to steal tunnel detection equipment before fleeing back into Lebanon.

There are several such enclaves along the 130 kilometers of the border with Lebanon, between Rosh HaNikra and Mount Hermon. The territory is under Israeli sovereignty, however; since these enclaves are located beyond the perimeter fence, the official borderline in these areas is unclearly defined and is subject to constant debate. From time to time, IDF troops conduct patrols in these enclaves, usually on foot, and covert activities.

These enclaves may be the focus of yet another incident between the two sides, which, if it ends in casualties to Hezbollah or the IDF, could lead to a significant escalation.

The growing assessment is that Operation Northern Shield will take several months, not several weeks, as estimated by IDF officials. Thus, one can assume that a local incident or misunderstanding with Hezbollah is only be a matter of time, despite the growing presence of inspectors from the United Nations Interim Force in Lebanon (UNIFIL), and IDF’s assessments that the Shiite organization is still studying and examining the area and seeks no escalation. In light of IDF’s increased and extensive activity on the border and its demand to operate against tunnels located on the Lebanese side, a presence of Lebanese troops in these enclaves can also result in a gunfire incident on the part of the Lebanese army, not necessarily on purpose or following instructions from higher command.

Russia gives Iranian/Hizballah forces in E. Syria first S-300 missile shield – DEBKAfile

DEBKAfile Exclusive: The Russian military in Syria transferred an S-300 air defense missile battalion from Masyaf in West Syria to Deir ez-Zour in the east 10 days ago during the G20 summit in Buenos Aires.
Accompanied by a Russian operating team, it consisted of eight launchers for 50-70 missiles. Our military sources note that this is the first time in nearly three years of Russian military intervention in Syria that Moscow has ventured to deploy its own troops in the east.

Most of all, Moscow’s step has major significance for the American military presence in eastern and northern Syria.  The newly-deployed S-300 missile battalion aims at curtailing the US Air Force’s free hand over eastern Syria. US allies, the UK, France and Germany will henceforth have to take its presence into consideration before sending their warplanes into action. For Israel, these missiles provide a shield for the very forces it has sworn to remove from Syria. Protected now are the Iranian Revolutionary Guards and Hizballah officers who are busy enlisting and training new local recruits in the east and the south. The S-300s remaining in Masyaf in the west, further provide an umbrella for the large Iranian factories going up in the center and the west for upgrading surface missiles with precision-guidance capabilities. The S-300s also provide protection for the  large-scale pro-Iranian forces stationed in the eastern Iraqi province of Anbar in the event of an Israeli air strike to prevent them from crossing into Syria.

These events scarcely bear out Prime Minister Binyamin Netanyahu’s assertion to the weekly Israeli cabinet meeting on Sunday, Dec. 9, “We are pushing Iran out of Syria with great success and we have not yet finished.” He added, “I spoke to Russian President Vladimir Putin about this on Saturday.” Whereas there is no doubt about the conversation taking place, the same cannot be said for the first part of the prime minister’s assertion.

Doctors successfully delivered the baby being carried by a 21-year-old Israeli woman late Sunday night, shortly after she was shot and critically hurt in a terrorist attack outside the West Bank settlement of Ofra.

The baby, who was delivered by Cesarean section in the 30th week of the pregnancy, was immediately transferred to the ward for premature babies at Jerusalem’s Shaare Zedek Medical Center, the hospital said, and was said to be in “stable” condition.

The woman was undergoing surgery late Sunday and was “fighting for her life,” the hospital said.

“She arrived in a state of shock and had lost a lot of blood,” said Dr. Alon Schwartz, a surgeon at the hospital. “She has a gun shot wound in the lower stomach area,” he said adding that doctors continued to operate on her.

She was hit by gunfire from a passing car as she waited, among a crowd of people, at a bus stop outside the Israeli West Bank settlement of Ofra.

The woman suffered wounds to her upper body and was rushed to Shaare Zedek, the Magen David Adom paramedic service said.

A man, 21, with moderate wounds, was taken to the same hospital as were two others who had light injuries. Army Radio said the woman’s husband was among those lightly injured.

Another person, 22, with moderate injuries, and two 16-year-old girls with light injuries, were taken to Hadassah Hospital Ein Kerem in the north of the capital, MDA said.

In security camera video of the shooting, posted to social media, a white car is seen slowing down near the bus stop, after which bullets can be seen striking the crowd who scramble for cover. The car, which comes to a stop for a few moments while the shooting apparently continues, then speeds off down the road as IDF soldiers are seen running to bus stop.

The car from which the shots were fired was believed to have at least two occupants.

The IDF launched a manhunt for the terrorists.

Paramedics who were in the MDA station nearby heard the shooting and immediately drove to the scene in an ambulance and began treating the victims.

Bus stops are also popular hitchhiking points often used by IDF soldiers looking for rides.

The northern entrance to al-Bireh, a town adjacent to Ramallah, was closed in both directions, the official Palestinian Authority news site Wafa reported as the IDF tried to locate the gunmen.

Two months ago, a Palestinian terrorist shot dead two Israelis at the Barkan Industrial Park. He is still on the run.
