A Palestinian bid to harness their case against President Donald Trump to the US Democrats’ midterm election campaign was spurned, DEBKAfile reports exclusively. 

“Operation Democratic Party” was launched at secret sessions led by Palestinian Authority chairman Mahmoud Abbas (Abu Mazen) at his Ramallah headquarters with military precision. These sessions took place during recent weeks, before Trump landed his final blow on Friday, Sept. 14, by shutting down the last US $10 million allocation, this one dedicated to an Israeli-Palestinian friendship program. He left in place only the part for promoting relations between Israeli Arabs and Israel Jews.

For Operation Democratic Party, Abbas had assigned Palestinian officials with individually approaching any contacts they had developed with Democratic Party big shots with a proposition to target Trump’s ill-treatment of the Palestinians in their midterm election campaigns. The list was compiled by Husam Zomlot , head of the PLO’s Washington office, Foreign Minister Riad al-Malaki and senior negotiator Saeb Erekat.

Palestinian PR experts were optimistic: American public opinion was sure to rally behind the Palestinians after Trump’s outrageous treatment of the past five months, including the shutdown of the PLO consulate in Washington and the cancellation of the  $450 million allocation to UNWRA. Trump’s envoys Jared Kushner and Jason Greenblatt accused the agency of perpetuating the Palestinian refugee problem and allowing it to blow up ten times more than the original figure on its watch. And, even worse, the two envoys’ recommended setting aside the Palestinian claim for a fully-independent state and offering them semi-independent status in confederation with Jordan instead.

Abbas and his advisers had no doubt that the Democrats would buy these affronts as

fodder for their campaigns against their Republican rivals. DEBKAfile’s sources report that the Palestinian lobbyists went straight to the top, making direct calls to Senate minority leader Jack Schumer, House minority leader Nancy Pelosi, former presidential candidate Bernie Sanders, Democratic senior Senator Elizabeth Warren, as well as other influential party figures, such as President Bill Clinton and associates of Secretary John Kerry. They calculated that, even if the Democratic party per se declined to make their cause a central platform issue, at least one or two high-profile figures would adopt it.

They were in for a rude shock. All the candidates came back with the same negative response. After careful consideration, the Democratic party had concluded that there was no place for the Palestinian cause in their election campaigns because it did not reverberate with the American voter as a noteworthy issue. The party would not fight Trump and the Republican party over the Palestinians, because, they said: “It is not up to us to fight your war.”

Left high and dry by their last resort, the Palestinians threaten to turn to the UN, the International Criminal Court in the Hague or the Europeans, but they also realize they have run out of practical options for making up the US aid shortfall and keeping the wolf from the door in Ramallah.

IDF attacks Hamas posts in Gaza

IDF aircraft and tank attack posts belonging to Hamas as violent riots continue.

IDF aircraft and a tank on Friday attacked two positions belonging to the Hamas terrorist organization along the Gaza border, in response to a number of grenades and explosive devices that were hurled at IDF forces during violent disturbances along the security fence.

In addition, an IDF officer was slightly injured by shrapnel from a pipe bomb that was thrown at the soldiers. The officer was given medical treatment at the scene.

In a statement, the IDF said, “The Hamas terror organization is responsible for all events which take place in Gaza and from it.”

“The IDF will continue to thwart attempts to harm Israeli civilians and IDF troops in order to protect Israel’s borders and civilians.”

The weekly violent “March of the Return” riots continued on Friday, as they have every week since March 30.

On Friday morning, IDF troops neutralized an explosive device located near the Gaza border.

The device was discovered near the border fence separating southern Gaza from Israel. No injuries or damages were reported.

Overnight Thursday, a pipe bomb was thrown at IDF soldiers in the Rafah area in the southern Gaza Strip.

There were no injuries among the soldiers. Fire was opened towards three Palestinian Arab suspects who were identified as they crawled towards the security fence. It is unknown if they were injured by the gunfire.

The incident took place less than a day after IDF troops uncovered an explosive device placed by Gazan terrorists adjacent to the security fence in southern Gaza.

IDF troops disposed of the explosive device and thwarted the attempted attack against IDF soldiers.

No injuries were reported and no damage was caused.

Report: Israel Attacks Damascus International Airport

Israeli warplanes attacked Damascus International Airport late Saturday night, according to the Syrian Arab News Agency (SANA). Syrian government anti-aircraft defense systems were activated, with a number of anti-aircraft missiles launched in response to the attack, according to SANA.

A spokesperson for the Israel Defense Forces said Israel does not comment on foreign reports.

“Our air defenses responded to an Israeli missile attack on Damascus International Airport and shot down a number of hostile missiles,” said a Syrian Arab Army source quoted by SANA. A statement by the Syrian Arab Army posted to Facebook stated, “We have reports of a large flaming mass being seen after it was shot down, but we cannot yet confirm whether a jet was shot down or not. The above video was taken of a live interception to one of the incoming targets and was provided by a visitor to the Damascus International Fair which is currently [being] held.”

According to international military analyst Eva J. Koulouriotis, there were two separate raids by the Israel Air Force on two Iranian sites near the airport.

“Preliminary information indicates that one of the sites targeted by Israeli warplanes is a warehouse of Iranian weapons that were transferred to Syria a few days ago…,” Koulouriotis wrote at the start of a series of tweets. “Information confirms that the second target is a military cargo plane belonging to the Iranian Revolutionary Guards inside Damascus International Airport which landed hours ago… A source confirmed that the shipment of sophisticated weapons targeted was intended to be transferred and handed over to the Hezbollah Lebanese terrorist militia inside Lebanon,” she tweeted.

Local sources reported the strike was aimed at Iranian military targets near the airport, and said at least four explosions were heard, adding there appeared to be an attack on an underground compound near the airport.

How a Herman Wouk novel shaped the debate over removing an unfit president

The 25th Amendment to the US Constitution got a little inspiration from a passionate Jewish lawyer in ‘The Caine Mutiny’

WASHINGTON (JTA) — It’s hard to follow the news these last weeks without running into a reference to the 25th Amendment to the United States Constitution, which provides for the removal from office of a president unfit to serve.

Questions about Donald Trump’s capacity to govern arise in “Fear,” Bob Woodward’s chronicle of the Trump presidency that was released last week. Also last week, an anonymous senior administration official writing in an op-ed in The New York Times described a mercurial and dangerous president and said that whispers of triggering the 25th Amendment suffuse the workings of the administration.

Vice President Mike Pence, who would become president were the amendment triggered, denied that it was under consideration.

Omarosa Manigault Newman, an adviser to Trump who was fired earlier this year and has written her own book about administration dysfunction, claims that other officials tag #TFA in texts to each other about Trump’s mental peregrinations.

What’s less known is that the amendment owes its existence in part to a riveting scene of Jewish angst in a popular novel, play and movie, “The Caine Mutiny.”

Spoiler alert for the three people in the universe who have not seen an iteration of the “Mutiny” on late night TV, at their high school theater or on “The Simpsons.” Herman Wouk’s 1951 novel is about a group of Navy officers who remove a volatile captain from his command of a minesweeper when he freezes up during a typhoon. The officers are tried for mutiny and acquitted. The Pulitzer Prize-winning book, the subsequent play and the 1954 movie made “Captain Queeg” a byword for erratic leadership.

Humphrey Bogart earned an Oscar nomination for his performance as Queeg, who nervously spins a pair of ball bearings in his hand and obsesses about missing strawberries before breaking down on the witness stand.

Less well remembered is the twist at the end: At a celebration of the mutineering officers’ legal victory, Lt. Barney Greenwald, their defense lawyer, dresses them down for undermining Queeg before the typhoon. Greenwald insists that had the crew given Queeq the loyalty he deserved, he would have had the confidence to take control during the storm.

In the novel and the play, Greenwald’s Jewishness is made explicit.

“Greenwald’s Jewishness is at the moral heart of the piece, drama that rings true every moment,” a New York Times critic said in a positive review of the 1981 revival.

Men like Queeg, Greenwald tells the acquitted officers, protected the country from fascist invasion before the United States entered World War II, while the officers pursued lucrative careers until they were drafted.

The final scene of the film — Hollywood! — denudes Greenwald’s speech of its Jewish content but preserves the power of its message: The men who protected Americans from fascism deserved better consideration.

“The Germans aren’t kidding about the Jews, they’re cooking us down into soap over there,” Greenwald says in the novel. “I just can’t cotton to the idea of my mother melted down into a bar of soap … I owed [Queeg] a favor, don’t you see? He stopped Hermann Goering from washing his fat behind with my mother.”

The 103-year-old Wouk, who is Jewish, based the novel on his World War II experiences in the Navy. He served aboard two minesweepers, including the USS Zane. In addition to “The Caine Mutiny,” he wrote “The Winds of War,” a popular 1970s novel that made the plight of Europe’s Jews central to its sweeping account of US involvement in World War II. He has also written a primer on Judaism, “This is My God.”

Greenwald’s agonized plea that commanders deserve fuller consideration of their ability to lead before they are removed informed the process that led to the passage of the amendment in 1967, as The Washington Post reported last week.

John Sutherland, a Harvard law professor asked to advise on the issue, told the US House Judiciary Committee in 1956 about how he stayed up all night reading ‘The Caine Mutiny.’”

“Did you finish it in one night?” asked Emmanuel Celler, D-N.Y., the chairman of the committee, who eventually drafted the 25th Amendment with Sen. Birch Bayh, D-Ind.

“I finished it about 2 o’clock in the morning,” Sutherland said. “It is a bully novel.”

Sutherland apologetically added that he did not mean to “depreciate the solemnity” of the hearings by comparing the deliberations of Congress to a popular novel, but Celler, who was Jewish, appreciated the mention of Wouk’s work.

“It is an excellent analogy,” Celler said.

Sutherland likened a vice president who assumes the presidency simply by declaring the president incapable to Napoleon, who crowned himself emperor.

“Didn’t he seize the crown and put it on his own head?” he asked before adding that would not be acceptable to Americans.

John Feerick, a revered New York lawyer who helped draft the amendment, told the Post that the film was a “live depiction” of a constitutional crisis. The “Caine” analogy was not new to Feerick: He cited it in a 1965 book on presidential successions.

“A Vice-President would be on precarious ground in a case where a President had become insane, refused to declare himself disabled, or disagreed with the decision of the Vice-President,” he wrote at the time.

In those circumstances, Feerick wrote, a vice president might be “too reluctant to act or, if he did act, he might be labeled a usurper.”

The solution in the amendment is a complicated formula: A vice president must muster a majority of the Cabinet to declare to Congress that the president is no longer fit to govern, whereupon the vice president assumes the presidency. Should the president declare himself fit to govern, he reassumes the presidency, and the vice president and the Cabinet have four days to reassert to Congress that the president is indeed unfit. The vice president then reassumes the presidency for up to 23 days while Congress considers whether the president is fit to govern. Ousting the president requires a two-thirds majority in the Senate and the House of Representatives.

Three weeks and a two-thirds majority to consider whether a commander deserves the humiliation of ouster. Barney Greenwald would approve.

When Rosh Hashanah ended on Tuesday evening, Jews discovered that over the holiday, the Trump administration had enacted two policies – one foreign and one domestic – that on their face, don’t appear to be connected. But actually, they stem from the same rationale. And both together and separately, these two policies give Jews much to be thankful for.

First, the administration announced it is closing the Palestine Liberation Organization’s office in Washington, DC.
US National Security Advisor John Bolton explained Monday that the administration decided to close the PLO office due to the PLO’s refusal to carry out substantive negotiations towards the achievement of a peace agreement with Israel. Then too, by working to prosecute Israeli nationals at the International Criminal Court, the PLO is violating the conditions Congress set as law for the continued operation of its Washington office.

Second, Kenneth Marcus, Assistant Secretary of Education for Civil Rights determined that from now on, the US Department of Education will use the State Department’s definition of antisemitism in adjudicating all complaints regarding alleged acts of antisemitism in US educational institutions.

The State Department’s definition of antisemitism is based on the definition drafted by the International Holocaust Remembrance Alliance. The IHRA’s working definition of antisemitism explicitly states that anti-Israel activities which among other things reject Israel’s right to exist and the Jewish people’s right to self-determination; compare contemporary policies of the State of Israel to policies of Nazi Germany; and apply a standard for judging Israel’s policies and actions that is not applied to other nations and states, are all acts of antisemitism. As such, they are prohibited under the civil rights statutes that protect Americans against discrimination based on their group identity.

The common phenomenon both policies address can be referred to as “the Palestinian exception.”

The Palestinian exception was born with the Oslo process, whose 25th anniversary was marked on September 13. Ironically, the more the process failed, the more entrenched the Palestinian exception became.

The Palestinian exception involves giving the Palestinians and their supporters a pass for actions that would otherwise be illegal, simply because they are Palestinians and pro-Palestinian activists.

For instance, the Palestinian exception has afforded the PLO and its Palestinian Authority the right to enjoy US political and financial support even as they undercut the US interest of achieving peace between the Palestinians and Israel. The Palestinians have been given a pass for rejecting Israeli peace proposals. They have been given a pass for waging an unrelenting war against Israel by cultivating, encouraging and carrying out terrorist attacks against Israel; prosecuting a political war against Israel whose goal is to delegitimize its right to exist; and disseminating and cultivating hatred of Israel and the Jewish people.

Since the dawn of the peace process, every secretary of state has at one point or another said that the PLO and PA must stop abetting terrorism and supporting terrorism.

Likewise, every secretary of state has at some point paid lip service to the notion that the PLO and the Palestinian Authority must cease indoctrinating Palestinians to hate Jews and seek Israel’s destruction.

But until President Donald Trump took office, no administration took substantive action against the PA or the PLO for their destructive, racist behavior. On the contrary, until Trump’s inauguration, three successive administrations responded to aggressive behavior by the Palestinians by expanding US financial and political support for the PLO, the PA and UNRWA. The Obama administration upgraded the diplomatic status of the PLO’s office in Washington.

As for the Palestinians’ supporters in the US, successive administrations have failed to call them to task for their ever-escalating efforts to discriminate against Israel’s supporters on campuses. This repeated failure has empowered hate groups like Students for Justice in Palestine, the Muslim Students Association, Jewish Voice for Peace and hundreds of aligned groups on college campuses to escalate their anti-Jewish activities.

Trump explained the basic rationale of his decision to defund UNRWA and slash funding to the PA and other Palestinian institutions in a conference call with Jewish leaders last week ahead of Rosh Hashanah. This rationale also holds for Trump’s decision to close the PLO’s Washington office, which Bolton announced four days after the call.

Trump explained: “I stopped massive amounts of money that we were paying to the Palestinians and the Palestinian leaders… I’d say, ‘You’ll get the money, but we’re not paying you until we make a deal. If we don’t make a deal, we’re not paying.”

Trump said that he discussed conditioning US aid to the Palestinians on Palestinian actions on behalf of peace in conversations with former US peace negotiators.

“I said to some of the past negotiators, ‘Did you ever do that before? Did you ever use the money angle?’
“They said, ‘No, sir. We thought it would be disrespectful.’

“I said, ‘I don’t think it’s disrespectful at all. I think it’s disrespectful when people don’t come to the table.’”
In other words, Trump’s policy is not to extend exceptional treatment to the Palestinians. Just as he expects allied states that the US supports to support the US, so he expects the Palestinians to act in conformance with the US interest of forging peace between them and Israel.

In this vein, it is important to note that US financial support for the Palestinians, like the US decision to allow the PLO to operate a representative office in Washington, were both initiated in 1994 on the basis of the PLO’s formal commitment to work toward peace with Israel. Over the years, as Palestinian bad faith toward Israel became inarguable, Congress passed laws conditioning continued US assistance of the Palestinians on their behavior.

Yet the three previous administrations opted to ignore the law and operate instead in conformance with the Palestinian exception that gives the PA and the PLO a pass for everything – including breaking American laws.

As for the Palestinians’ supporters on US campuses, the Palestinian exception enabled them to wage a war against American Jews on campuses the likes of which the US has arguably never seen.

Over the years, as antisemitic assaults on Jewish students expanded under the headline of pro-Palestinian activism, Jewish students and groups repeatedly sought redress and corrective action from university authorities. In the many cases where those authorities refused to intervene to protect Jewish students, the students and Jewish advocacy groups turned to the Department of Education’s Office of Civil Rights (OCR) for protection, but to little or no avail.

In one notable instance, in 2011 the Zionist Organization of America filed a complaint against Rutgers University for failing to protect the civil rights of Jewish students, and the Department of Education rejected their complaint by arguing that it couldn’t prove the assault in question was antisemitic.

That year, a student group named BAKA, (Belief Awareness Kindness Action) organized a campus event that was to be “free and open to the public.” It was titled, “Never Again for Anyone.”

The title of the event made clear that its intent was to compare Israel to Nazi Germany. That is, it was on its face designed to be an antisemitic event.

As the ZOA noted in a statement this week, “When the event organizers saw how many ‘Zionists’ (aka Jews) showed up at the event, they… selectively enforced an admission fee against students who were, or were perceived to be Jewish. Jewish students reported this outrageous and painful and hurtful antisemitic discrimination to the University, which failed to address it.”

Despite the strong evidence that BAKA held an antisemitic event and then deliberately targeted Jewish students for discriminatory treatment, the OCR closed the case claiming that it lacked evidence of discrimination. The ZOA’s appeal languished unaddressed for nearly four years.

The Obama administration’s decision to turn a blind eye to anti-Jewish discrimination undertaken in the name of the Palestinians was part of a general policy of applying the Palestinian exception to pro-Palestinian activists.

This policy was made official in 2013. As Politico reported on Tuesday, in response to pressure from Kenneth Marcus, who then served as head of the Louis Brandeis Center for Human Rights and other civil rights groups, the Obama Education Department’s OCR outlined what it believed constituted actionable discrimination against Jewish students.

The OCR drew a distinction between antisemitism and political views about Israel. It released a statement stipulating that distinction.
“OCR is careful to differentiate between harassment based on an individual’s real or perceived national origin, which is prohibited… as compared to offensive conduct based on an individual’s support for or opposition to the policies of a particular nation, which is not,” the OCR explained.

In other words, in the Obama administration’s view, while it is illegal to say that Jews are murderers and carrying out genocide, it is permissible to hold an event accusing Israel of carrying out genocide against the Palestinians and then discriminating against Jewish students who try to defend Israel from slander.

Needless to say, this position enabled antisemitic assaults against Jewish students to massively expand in recent years. “Israeli Apartheid Weeks” and BDS drives spread throughout the country – even though the basic conflation of Israel with apartheid South Africa and attempts to boycott Israel are both defined as forms of antisemitism under the IHRA definition adopted by the State Department.

Now serving as head of OCR as the Assistant Secretary of Education for Civil Rights, Marcus is ending the Palestinian exception in the US education system. Marcus announced that the OCR will use the State Department’s definition of antisemitism when considering allegations of antisemitic acts on campuses in a letter to the ZOA.

The actual purpose of Marcus’s letter was to inform the organization that the OCR is considering the ZOA’s four-year-old appeal of the OCR’s decision not to take action against Rutgers for its refusal to protect Jewish students from discrimination.

Trump’s opponents insist that ending the Palestinian exception in relation to the PLO diminishes the already miniscule hope of reaching an accord between Israel and the PLO. Former peace negotiator Aaron David Miller excoriated the Trump administration’s policy in a column in USA Today on Wednesday.

Anti-Israel and far left groups like Students for Justice in Palestine and the American Civil Liberties Union argue that Marcus’s policy harms the free speech rights of pro-Palestinian groups.

These criticisms are disingenuous.

The only way that peace will ever be achieved is if the Palestinians stop their efforts to destroy Israel and embrace the cause of peace – either with the PLO or without it.

Discrimination and bigotry are not free speech issues. Allowing pro-Palestinian groups to intimidate Jewish students into silence is not about guaranteeing free speech, it is about blocking free speech and trampling the civil rights of Jews.

The Palestinian exception has made peace less likely and it has made antisemitism the only form of bigotry permitted – indeed supported – by US universities today.

The Trump administration should be thanked, not attacked, for finally discarding it.

US Congressman Ted Poe has been pushing to sanction Iranian-backed militias in Iraq. In mid-August he spoke about the need to “stand up to Iran’s proxies” in Iraq. “The country is attempting to rebuild,” he said. But the Shia militias were not disbanding and their presence was undermining the government’s authority.

Now the US risks losing in Iraq again as enemies of Washington seek to form a government coalition and Congress seeks to sanction militias that hold sway in Baghdad.

Poe is just one of many voices in Washington who have been warning about Iran’s creeping influence over Iraq.

Earlier this week, the White House warned that Tehran would be held accountable for the actions of the proxies it backs in Iraq. But the US administration is less willing to say which proxies it means.

Poe has singled out Asa’ib Ahl al-Haq and Harakat Hezbollah al-Nujaba. When Congress was debating the National Defense Authorization Act (NDAA) there was a provision to impose sanctions on them in the version of the bill presented in the House. But in the final version they weren’t specifically mentioned.

This is because Congress – and by extension the administration – is reticent to name groups because it would then mean confronting the degree of Iranian involvement in Iraq and mapping out the proxies that are not merely tied to Iran but are also part of the Iraqi government.

Militias like Al-Nujaba, Asa’ib Ahl al-Haq, Kata’ib Hezbollah and Badr grew in strength during the war against the Islamic State. Many of their leaders are not only tied to Iran and the Islamic Revolutionary Guard Corps (IRGC) but they are led by those the US has sanctioned for terrorist acts in the past.

Qaiz Khazali of Asa’ib Ahl al-Haq was once detained by the US and Abu Mahdi al-Muhandis of Kata’ib Hezbollah has been sanctioned in the past. But their militias were part of the Iraq’s Popular Mobilization Units during the war on ISIS and they were incorporated into the official Iraqi paramilitary forces between 2016 and 2018.

Some of them even managed to “borrow” tanks the US had supplied to Iraq. In November, al-Nujaba was asked about its heavy weapons. “We are not rebels or agents of chaos and we do not want to be a state within a state,” Al-Nujaba’s Hashim al-Mouasawi told reporters. It didn’t have to be a “state within a state” because it was increasingly part of the state.

When former US Secretary of State Rex Tillerson told Iraq that the militias should go home, Prime Minister Haider al-Abadi responded that they were the “hope” of Iraq.

A year later Abadi is in the middle of a tug-of-war between Washington and Tehran.Washington wants to see an amenable administration emerge in Baghdad and Iran’s influence diminished.

This is part of the Trump administration’s overall policy spelled out by the Iran Action Group formed in August. But the US doesn’t know how to wean Baghdad off the militias. Abadi has sought to reduce the power of the PMU after Hadi al-Amiri of the Fatah Alliance came in second place in elections.

Abadi’s “victory” coalition came in third. In a sense, Abadi sees himself as the person who helped lead Iraq to victory over ISIS and now the PMU leader Amiri is taking the spoils.

Abadi is also a pragmatic politician who seeks to work with Iran, Turkey, the US and Saudi Arabia.

Poe argued in August that the Iranian-backed militias “must be targeted so that those freedom- loving Iraqis who hope to rebuild their country can see that America stands with them.”

But Congress admitted in July it doesn’t even know the full extent of IRGC penetration of Iraq. In the NDAA, Congress asked the government to report on “the extent to which any forces associated with Iran’s IRGC have been incorporated into the Iraqi Security Forces.”

Another section sought to limit assistance to the government of Iraq so that funds provided to Iraq would not end up with the “IRGC-Quds Force or a state sponsor of terrorism.”

This shows the extent to which Washington has ignored the need to confront the IRGC in Baghdad. The question is whether it is too late. The Kurdish parties in Iraq, once the closest allies of the US, were dismayed last year when Washington harshly opposed their independence referendum.

Little was done to help the Kurds as Baghdad closed the airports in their region and sought to isolate them. Sunnis in Iraq also remember when the Obama administration sided with Nouri al-Maliki, a rightwing Shia leader who came in second in the 2010 elections, instead of backing Ayad Allawi, the secular centrist candidate.

Later it was revealed that Washington thought a strongman, even one allied with Tehran, would be better for Iraq.

Instead Maliki alienated Sunnis and helped cause the chaos that led to ISIS.

Today, Washington faces another challenge in Baghdad and in the Kurdish regional capital of Erbil. If it can’t help salvage a working relationship and find allies, it will have given Iran a major win.

The Khamenei Palestine book is important not in and of itself but because the regime’s obsession with Israel is a key to its foreign policy. Iran constitutes a grave threat to Neighboring Arab countries that are at least as angry about the president’s embrace of Tehran as the Israelis since their nuclear status would undermine their security. But as much as Iran is focused on regional hegemony in which Sunni states would be brought to heel, as Khamenei’s Palestine illustrates, it is the fixation on Israel and Zionism that really animates their expansionism and aid for terror groups.

As Taheri notes in his article on the book, Khamenei distinguishes his idée fixe about destroying Israel from European anti-Semitism. Rather, he insists, that his policy derives from “well established Islamic principles.” Chief among them is the idea that any land that was once ruled by Muslims cannot be conceded to non-believers no matter who lives there now. While the Muslim world seems to understand that they’re not getting Spain back, the territory that constitutes the state of Israel is something else. Its central location in the middle of the Muslim and Arab worlds and the fact that Jews, a despised minority people, now rule it makes its existence particularly objectionable to Islamists like Khamenei.

Khameini: ‘Palestine’ (2015)

The role of Shia Ulama [Islamic leaders] in the complicated issue of Palestine has steadily moved toward reaching its goal. The issue of Palestine has had many extensive, large-scale reflections all around the world. The way Shia Ulamas, [scholars] including Motaharri, dealt with the issue of Palestine was to rely on Allah internally and on Muslims externally, which enabled them to fight against the oppressors with all their might. Having this in mind, it is worth it to know how this class of Muslim scholars approached the issue of Palestine and Zionism.

Mohammd Hasan Ibn Mohammad Ibrahim Gilani, one of these scholars, who in his own time had experienced an issue of occupation, as the Israeli-Palestine issue, emphasizes Jihad as a mandatory Islamic duty on Muslims’ shoulders. He states, “If the people of darkness and blasphemy attack Muslims’ lands and try to establish a non-Islamic political system in that land, jihad becomes a compulsory religious duty for all Muslims who are able to use a weapon. Sheikh Mohammad Reza Hamedani, who lived in 19th century, in his book, Trqib Ul Musliemin Ela Difa Ul Moshrekin [Encouraging Muslims to resist non-Muslims] expressly writes, “ The purpose of jihad is to preserve the seed of Islam and granting Islam prosperity and superiority. Until reaching that goal, the duty of jihad is compulsory.”

By studying the contemporary history of Shia movements, we see how this class of Muslim scholars, even in difficult situations when the foundation of Islamic society was under attack from everywhere, led Muslims in waging jihad. They meticulously analyzed the situation and recognized the colonists’ long-term plan. In various circumstances, these scholars created obstacles in the way of the colonists and prevented them from reaching their ultimate goal. For example, in Iraq, the British Army tried to subjugate Iraqis, suppress their uprisings, and divert Iraqis’ attention from revolting against them. They created an atmosphere of fear among Iraqis, not knowing that the Iraqi Shia Ulama [Muslim religious leaders] would disappoint them. An Iraqi Muslim scholar who lived during World War I recorded his observations of Najaf Shia uprising and its causes. He wrote,

Some people believe that only because of Islam and Islamic honor the crusaders could not dominate Najaf and rule over this city, which is the center of religion and the apple of the eye of Shia Muslims. Islamic honor prevented the crusaders from placing the flag of trinity over monotheism.

Islamic sources and faith enabled the Ulama to fulfill their Islamic duty regarding the issue of Palestine. Examining the movement that Shia religious leaders initiated and comparing it with their current day position toward the issue of Palestine proves that Shia Ulamas are among the most persistent and non-compromising Islamic leaders who have shown resistance to the danger of Zionism. In response to a question from Mohammad Sabri Abedin, Agha Mohammad Hossain aul Kashif al-Quta, who was the highest-ranking Muslim scholar in Najaf, wrote, “The worst type of oppression is forgetting about Islamic duties and disrespecting the Quran by disobeying its commands.”

Regarding selling Palestine land to Jews and its Islamic ruling about these types of transactions, Kashif al Quta states, “Don’t you even realize that selling land to the Jews in general and being involved in the transaction as agents or the like is tantamount to fighting against Allah and his prophet and destroying the religion of Islam? Those who participate in such transaction are out of the religion and consequently infidels. Do not do business with those who are involved in such transactions. Do not marry them. When they die, do not let them to be buried in Muslims’ cemeteries. You should make a list of apostates, mention their names in there, and publicize it.” [Note: Being recognized apostate allows Muslim to kill the person, make his wives and children slave, and appropriate his property.]

The Ulama’s objection to the two-state Solution in the United Nations was the first formal confrontation between the Islamic scholars [Ulama] and the West, which highlighted the role of Iraqi scholars in resisting against the West. Shia leaders like, Hebbat Ul Din Shahrestani, Sayyed Mehdi Sadr, Sayyed Mohammad Mehdi Isfahani, Sheikh Razi Aul Yassin, Yusuf Ata, Habib al Ubaidi, and Ibrahim Ravi, sent a telegraph to both the United Nations and the United Kingdom Department of State, expressing,

Hereby, we the delegates of Islamic legal schools announce our dissatisfaction to the two-state solution, which is aiming to strike at the heart of Arabs and Muslims.

Ayatollah Sayyed Abul Hasan Isfahani, another high-ranking Muslim scholar, wrote a note to the Iranian Embassy in Baghdad asking Iranians to double their efforts in the United Nations for Palestinian rights. Accordingly, Kashi al-Quta wrote a letter to Malik Ghazi, the king of Iraq, encouraging him to adopt the same tactic in the United Nations and support Palestinians. He warned the king and the British officials that the only choice they have is to issue a fatwa for Jihad.

Al-Nahar, a Baghdad newspaper, reported that [in the 1950s] Muslim scholars gathered around Imam Ali’s Shrine in Najaf and discussed the possibility of issuing the fatwa of jihad. Ulama from Syria, Lebanon, Jordan, Egypt, Yemen, Turkey, Afghanistan, and Arab Gulf countries were invited and Kashif al Quta issued the fatwa for jihad. The issued fatwa stated,

O, Muslims, Arabs, brothers, and human beings! A situation in which the beheaded Palestine is trapped, is obvious. As I have said before, the issue of Palestine is not just an Arab-Muslim issue. Every human being has to wage jihad. Hereby I send a public invitation to Arabs and Muslims. Allah is my witness that if I were not old and sick, I would be the first person to make jihad against Israel.

In another fatwa, Kashif al Quta, classified the Islamic world and assigned each one of them to perform their duty of jihad regarding Palestine. The first country he addressed was Jordan. He believed, since the Hashemite family runs Jordan and they are decedents of the prophet, they are the ones who need to initiate jihad. After Jordan, he addressed Hijaz [Saudi Arabia]. He said, “Since Islam shone in that land, Saudis also should be a part of the jihad.” Kashif al Quta also assigned Syria and Egypt for the reason that they are Palestine’s neighbor.

In the 1960s, Imam Khomeini started his transparent and relentless movement, which played a pivotal role in the realm of politics and the establishment of a new wave called “Islamic Awakening.” Islamic awakening in Iran and in the Islamic world aimed to first topple the Pahlavi regime and replace it with an Islamic republic system and second, to wage Jihad in the region against Zionism in an effort to emancipate Palestine. Globally, the movement is going to confront the United States as the symbol of injustice. In one sentence, Imam Khomeini’s purpose of struggle is to emancipate Iran and the Islamic world from the superpowers’ bondage, restore honor to Islam, and establish an Islamic government based on Islamic principles.

With persistence and honesty, Imam Khomeini raised the flag of the emancipation of Quds and Palestine. The chain of resistance against Zionists is currently more evolved. Today, the resistance line starts from Iran and covers Iraq, Syria, Lebanon, Jordan, Gaza, West Bank, Egypt, Libya, Tunisia, Algeria, Sudan, Yemen, Bahrain, Pakistan, and Afghanistan. This new wave of Islamic awakening, which was initiated by Imam Khomeini, is now stronger than ever. Cutting the hand of the United States from Islamic countries, establishing Islamic government and restoring Islamic values, and emancipating the whole of Palestine are our objectives.

Dr. Ali Akbar Velayati

[Biographical Note on Ali Akbar Velayati: Velayati was born in Rostamabad village in Shemiran, Tehran, on 24 June 1945. He was admitted to Tehran University of medical sciences in 1964. Velayati finished his studies in pediatrics and moved to Johns Hopkins University for a fellowship in infectious diseases. Velayati taught at a university and was an active member of the Supreme Council of Cultural Revolution, Expediency Council and Islamic Encyclopedia Foundation. During the rule of Mohammad Reza Shah, Velayati was arrested by the intelligence service when he was only seventeen. After the Islamic Revolution, and under Mousavi, the former Iranian prime minister, Velayati served as the minister of foreign affairs. After Hashemi Rafsanjani became the president of Iran, he retained his position until 1997. Since then he has been an advisor on international affairs to the Supreme Leader of Iran. In November 2006, Argentine Judge Rodolfo Canicoba Corra issued an international arrest warrants for Velayati and six other Iranians and one Lebanese in connection with the AMIA terror attack in Buenos Aires, Argentina, which killed 85 people and seriously injured151. The attack on the Jewish Cultural Center came two years after the 1992 terrorist bombing of the Israeli embassy in Buenos Aires. Velayati has been on the official Wanted list of Interpol since March 2007 charged with “Aggravated Murder and Damages” related to the 1994 AMIA bombing case. The arrest warrant is based on the allegation that senior Iranian officials planned the attack in an August 1993 meeting, including Khamenei, the Supreme Leader, Mohammad Hejazi, Khamanei’s intelligence and security advisor, Rafsanjani, then president, Ali Fallahian, then intelligence minister, and Velayati, then foreign minister.]

We should not be satisfied with what we have [the Islamic Revolution] within our borders; we should not think we are done. Until this stinky wound and infected gland called “the Israeli Government” is in the heart of Islamic territories, we cannot feel we have won.

From the beginning of the Islamic Revolution in Iran to the present time, Palestine remains a burning issue for the Muslims of the world. The centrality of Palestine for the leadership of the Islamic Republic of Iran and the Muslim world is undeniable. Even before to the Islamic Revolution, Palestine, the Palestinian people, and the injustice they were experiencing were important issues for Imam Khomeini and the movement he led. We cannot observe and tolerate the existence and presence of the enemy who has occupied the land.

Palestine is the most important issue of the Islamic world. Palestine is the most important issue of the world of Islam. There is not any other international issue in the world of Islam more important than the issue of Palestine. The reason is that the domination of the occupiers of Palestine and Quds is the source other weaknesses and problems in the Islamic world. One might ask about the future of Palestine and Quds. Let me educate you and give you some information: As we broke down and destroyed the robust, undefeatable gates of the imperialist regime of the Shah, we can defeat the legendary power of the superpowers.

Allah’s Promise: Defeating Bani Israel [the Jewish People] Again [p.41]

We should learn from the Quran in which Allah addresses Israel saying:

“O children of Israel! Indeed, you would do mischief in land twice and you will become tyrants and extremely arrogant.” [Surah Al-Isra’ 17:4-8]

Allah’s soldiers will come to punish you for the corruption you did on Earth. Any nation that walks on the path of Allah—with the weapon of truth and justice—Allah will help him. But any nation that makes mischief, oppresses the people, and ignores humanity will be destroyed and perished.

An Infected Cancer Called “Israel,” Cause of Division Among Muslims [p.42]

Imperialists, the enemy of human beings, planted this infected cancer gland within Islamic-Arabic territory. Today this gland has grown and become the cause of division among Muslim governments. You see how the leaders of Islamic countries who call themselves Muslims do not perform their Islamic duty about the issue of Palestine. Why? Because they have been busied with internal problems. Where their problems have come from? From this infected gland named “Israel” that was created by the superpowers.

Defeating Israel by Muslims is Pivotal for Muslims’ Salvation is the World [p.43]

Today, Palestinians have risen up. The Quran in Surah 17:7 has addressed Palestinians saying, “If you do good. You have done this to yourself.” If you do jihad in the cause of Allah, if you obey Allah’s command and fight against the enemy of humanity and the religion of truth, O Palestinian Muslims, you have done a good thing that benefits you. When we create a glorious Islamic power in the region, this power can punch superpowers in the mouth. Then, the Muslim nations will never suffer from hunger, poverty, and oppression.

Supporting Palestinians is an Islamic Duty [p.44]

We, the revolutionary Muslim people of Iran—after successfully getting the attention of the entire world by punching the American imperialists in the mouth—should take another big step: We should teach Arab nations how to fight for Palestine and Palestinians rights sacrificially. As I said before, the issue of Palestine is an Islamic humanitarian issue. It is humanitarian because group of anti-human criminals, who know nothing but hegemony and trespassing, have gathered to plot against other nations and governments. Today, they help our enemies, some of whom share borders with us. Palestine is also an Islamic issue for us: Islam has obligated us to defend other Muslims and their lands; it has obligated us to fight for the rights of oppressed peoples; it has obligated us to answer to our Muslim brothers and sisters call for help with our property and lives.

Muslim Governments Ignore Palestine [p.45]

Palestinians have been calling for help from other Muslims for decades. Which one of these Arab governments has answered the call for help from their Palestinian Muslim brothers? They just used the issue of Palestine for their political advertisements, just to attract their people for political purposes. I address North African and Middle Eastern governments. I address the Gulf States. Which one of you all has done the Islamic duty of helping your Palestinian brothers?

The Possibility of Annihilation of Israel through Nations’ Determination and Resolve [p.46]

Take the issue of Quds and Palestine seriously. Bayt Ul Moqaddas was Muslims’ first Qibla [the direction that should be faced when a Muslim prays]. This [holy place] is under the control of antihuman Zionist occupiers, and needs to be emancipated. The land of Palestine has to be freed and returned to its own people. They might ask, “How would you wipe a country, which is under the protection of the superpowers, off the map?” A resolve that comes from faith eases any difficulty; it makes every miracle possible.

Islamic Revolution: A Role Model for all Islamic Revolutions [p.47]

The Islamic Revolution of Iran would become the mother of all other Islamic revolutions throughout the region. After your triumphant Revolution, the passion for Islamic values is boiling in the region. Today, many movements based on Islamic ideology are seeking freedom. This fire continues to give off flames. You should continue. You should know that those you inspire, other Revolutions, would come to your help whenever you need them. That the Islamic Revolution continues to live disappoints the United States, and has done so thusfar.

Today we face two factors to deal with. One problem is the Imperialism of the United States and its agent and proxy in the region, the Occupier Government of Israel—on which we should put pressure, and seek its destruction. This government is the expression and visualization [the agent and proxy] of the American hegemony. Another factor is the issue of inviting oppressed Arab nations to rise up against their oppressors.

Like Pebbles and Buckets of Water  [p.48]

Today—on behalf of you the people of Tehran who have gathered here in the Day of Quds [Jerusalem Day]—I tell the other nations to learn from our experience. Look at the miracle Allah has done through the Iranian people, and encourage others to move [in this direction]. As our Imam and leader mentioned, there are more than one billion Muslims around the world. This is a huge and marvelous power. If every one of us through a pebble toward Israel, this nation would be buried under a pile of pebbles.

O Muslim nations, [Quds Day] belongs to you as well. We should get ready and arm ourselves with military weapons and equipment. Improve the quality of your weapons. We have the issue of Palestine, the concern of the Imperialism of the United States, and plots and conspiracies. As Imam Khomeini said, “If Muslims were united and each one had poured a bucket of water on Israel, a flood would have taken Israel away. ”

The Importance of Palestine [p.51] [

Palestine is the most important Issue in the Islamic World. No other international issue is more important than Palestine in the World of Islam. The reason is that the occupation of Palestine and Quds, which are parts of the body of Islam, is the source of all the weaknesses and problems in the Islamic World. This painful wound on the body of Islamic society is annoying the heart of the Prophet. The heart and soul of the Prophet in paradise is full of sadness. What is the solution, then? Jihad is the answer.

See how the oppressive countries without any sympathy toward the Islamic nations are smashing [the Palestinians] underfoot. Palestine is, and will continue to be, the most important issue of the Islamic nations. This is not a joke; some occupiers have come to remove others from their homes and country and replace them with those whose hands are soaked to their elbows in blood. Palestine is the worst misery the Islamic nation has ever experienced. Those who claim the importance of human rights should be on the vanguard of this struggle and lead others.

Besides Palestine, Beit Ul Moqadas [Jerusalem] is also important. Today, Zionists wage a spectrum of plots and conspiracies aimed at the destruction of this Holy City. But Muslims never allow Zionists to carry out their plots: this city belongs to all Muslims, and is the capital of Palestine. They will resist. Palestine is an issue for the Islamic world for two reasons: One reason is that Palestine is a part of Islamic territory. All Islamic schools of thoughts agree over this. All Muslim scholars have consensus over this claim that Palestine is a part of Islamic land that has been occupied by our enemies. Everybody is religiously obligated to wage jihad to return this part of Islamic land back.

Another reason is that the establishment of this Jewish government, in other words, Zionist government, in this region was to fulfill the first stage of a bigger plan. Palestine links three continents of Asia, Africa, and Europe. The United Kingdom created this mess to prevent the emergence of another Islamic power like Ottoman Empire. Even though the Americans pushed the British away and inherited its colonialism. Therefore, the liberation of Palestine and destruction of the occupier Zionist regime is an issue that has close relationship with the security and existence of Iran and all other countries in the region. Those Muslim intellectuals who have not become puppets in the hands of the oppressive United States believe that we should fight against Israel and resist American’s hegemony.

Palestine is not a strategic but a belief issue. It is about a heart connection. It is a religious issue. For these reasons, there is an agreement between Iranian people and us over the issue of Palestine. The majority of our people care about Palestine and this motivates millions of them to come out for demonstration in the Quds Day regardless of the climate condition. The view, perspective, and analysis of our decisionmaking officials toward Palestine is religious not political, per se. We are asked why we support the people of Bahrein. We support all oppressed who rise up against their oppressors. We have been supporting Palestinians for decades. Which Islamic country has done such thing? Are the Palestinians Shia? No. How many times have our youth rushed to airports to fly to Gaza to fight against Israel? They did it many times. But we stopped them. We told them the roads to Gaza are blocked. Our people care about Palestine regardless of sectarian differences. We care about Egypt and Tunisia as well. Are they Shia? No. Enemies try to misinform others that our support of oppressed people is a sectarian issue.

Another facet of the Imam’s movement was its universality. Imam [Khomeini] believed that his mission is universal. It belongs to the Muslims around the globe; even oppressed non-Muslims could use it. Imam did not pay any attention to the critics, who said his statements were, “interfering in other independent countries’ affairs.” Our method of exporting our revolution is different from the colonialists’ method. We do not use colonialism. We are not such people. Our method is to spread the scent of this merciful phenomenon to the world. Therefore, other nations come to recognize their responsibilities. Muslim nations should know their identity, to learn how to find it. One example of this universal view was the Imam’s position regarding Palestine. He directly said, “Israel is a cancer gland.” What do people do with a cancer gland? Aside from cutting and removing it, what other treatments are available? This was his rationale, and he did not care about the criticism. This is not a slogan; it is logic.

This [Iranian] Revolution in the Islamic and Arabic worlds revived hopes. Before we successfully toppled the Shah’s regime, the Islamic world was in a hopeless, passive situation. Our position against Israel is, as always: Israel is a malignant cancer gland that needs to be uprooted. In contrast to what shallow people believe, it is not impossible to defeat Israel and the United States. Superpowers have come and gone throughout history. Materialistic powers are neither everlasting nor infinite. Yesterday, there was a power called the Soviet Union. It was one of the superpowers, but it no longer exists. Op-ed: The US president has not yet managed to achieve the ultimate deal between the Palestinians and Israel, but he has taken steps that may push the former in the right direction. His style has also had a profound impact on the culture of Israeli politics and has undermined the very reason for Yair Lapid’s political existence.

If I had to pick the man of the year in Israeli politics, I would choose one person—Donald Trump. Trump has overseen a revolution in three central areas in our lives: political culture, priorities of the political parties and policies toward the Palestinians. The decision to shut down the Palestinian diplomatic mission in Washington is only one link in the chain.

Let’s begin with the Palestinians. You may hate Trump or view him with contempt, but it cannot be said that there is no method in his actions.Trump believes that in order to solicit concessions from his opponent he must first threaten them and debase them. If they are humiliated, they will fold. If they don’t fold, they will be punished. If they grease up to Trump, he’ll furnish them with flattery.

Such behavior is quite common in the domestic affairs of other countries, including in democratic countries, but it is considered to be dangerous when it comes to foreign policy.

I don’t care about your warnings, Trump tells senior diplomats in the American political sphere and in the international arena. Your caution has led America to failure after failure. The time has come to break with convention.

It is fair to say that his attacks on foreign countries and foreign leaders, his trade wars and verbal wars, have not yet resulted in actual wars. The American economy is booming. At the same time, it may be said that his actions thus far have yet to bring about any deal, any agreement, except for a single and unexciting agreement with Mexico. The question of to where exactly Trump is leading the world with his trade wars against China, Canada, western Europe and against the big US corporations is still open to debate.

So too is the question of what he will achieve with North Korea’s Kim Jong Un, with the relationship beginning with bitter curses and so far ending with mutual flattery. The nuclear project in North Korea has still not been dismantled. The question of the nature of his relationship with Putin is also still wide open.

The same combative attitude characterizes relations between the Trump administration and the Palestinians. Trump began it in good spirit if his words are anything to go by. He appointed his son-in-law Jared Kushner as a special Mideast envoy and hosted Mahmoud Abbas in the White House. He looked for a quick deal, the deal of the century, which would prove his ingenuity as a deal maker along with the total impotence of Obama and Hillary Clinton who tried and failed.

When it became clear to him that the Palestinians were in no hurry to anywhere, especially not to submit to American-Israeli dictations, he took steps. The transfer of the US Embassy from Tel Aviv to Jerusalem is purely symbolic, but the drastic slashing of US aid to UNRWA and the demand for the cancelation of refugee status for millions of Palestinians who are currently considered to be refugees, was significant. The closure of the PLO offices in Washington is another blow.

The government of Israel saw in these steps a gift worth celebrating. The day or reckoning has come for the bad guys. The good guys have won. Long live Trump. A less exciting analysis would point to a few problems in the side of the celebrations. Firstly, the Israeli government view an adversarial relationship between the US administration and the Palestinians as a goal while Trump himself sees it that way. He is likely to flip, like he did on North Korea. Secondly, Trump is far away and we are close. The children who cannot go to UNRWA schools will be the ones who throw Molotov Cocktails at IDF soldiers on the Gaza border.

Most importantly, no one knows where frustration will lead the Palestinians, whether they will submit or launch a new intifada. No less important, is whether Trump, with all his disputes and fighting with allies and opponents alike does not make the US an irrelevant political force on the world stage. For Israel this poses a problem. We saw what happened in Syria when Trump abandoned the area to Russia and to the Iranians. We saw what happened after Trump left the Iran nuclear deal. The Europeans are now moving to compensate the Iranians. They are likely to act in the same way toward the Palestinians too.

Trump’s influence on political parties in Israel is fascinating. Yair Lapid’s central argument against Netanyahu was that the world in not prepared to accept him. I will be a softer version of Netanyahu, Lapid promised. I will be the Netanyahu that the world will be happy to embrace. Then comes the Trump era and this premise is stripped of all validity.

The world, which in Israeli eyes begins and ends with the American administration, is embracing Netanyahu with open arms and his governmental policies. Lapid has lost the very reason for his political existence. On the other hand, the feeling on the Right is that the sky’s the limit. Not only Netanyahu and the Likud, but also for Bennett and Shaked. All you have to do is tell Trump how good he is.

Trump’s most prominent area of influence by is on the political culture in Israel and on the strength of its democracy. Everyone is a Trumpist. This has been said quite a lot in the last year. There seems little point in elaborating.
