Reagan’s Startling Prediction Is Closer Than Ever To Becoming True

Ronald Reagan once famously observed that “Freedom is never more than one generation away from extinction. We didn’t pass it on to our children in the bloodstream. The only way they can inherit the freedom we have known is if we fight for it, protect it, defend it, and then hand it to them with the well-taught lessons about how they, in their lifetime, must do the same.

“If you and I don’t do this, then you and I may well spend our sunset years telling our children and our children’s children what it once was like in America when men were free.”

Many fear in our day that we face the prospect of freedom being lost simply due to a lack of knowledge in how we gained it. Thousands of years ago, Moses shared the same concern for his fledgling nation and instructed the people to “lay up these words of mine in your heart and in your soul, and bind them as a sign on your hand [and your forehead]. You shall teach them to your children, speaking of them when you sit in your house, when you walk by the way, when you lie down, and when you rise up.”

History tells us that the citizens of ancient Israel eventually forget the source of their laws and their history, and suffered civil war and eventual conquest.

In modern times, the United States came into existence because the British King and Parliament forgot that the American colonists were also English citizens, guaranteed all the rights of anyone born in the Mother country. Two years before he penned the Declaration of Independence, Thomas Jefferson wrote his influential essay A Summary View of the Rights of British America. In it, he argued that the Crown was failing to recognize their rights as Englishmen, dating back to the the Magna Carta.

The central message conveyed by that document (which would become the central message of the Declaration of Independence) is that even the king is under the law. Among the specific rights secured to all British citizens on the fields of Runnymede in 1215 included no taxation without representation, trial by a jury of one’s peers, and no loss of one’s liberty or property without due process of law (i.e. all the protections against arbitrary rule guaranteed by the law).

Jefferson eloquently addressed King George III in his essay, writing: “The God who gave us life gave us liberty at the same time; the hand of force may destroy, but cannot disjoin them.” The Virginian hoped the king would “quiet the minds of your subjects in British America against any apprehensions of future encroachment” of their rights.

Avi Davis, president of the American Freedom Alliance–an organization dedicated to preserving the Western ideals of liberty–observed: “Is it any wonder that the American revolutionaries in the 1770s, in claiming their rights to reject taxation without representation, regarded themselves as doing so not as Americans at all but as British citizens, whose natural rights, they claimed, had been articulated and codified in the Magna Carta?

In an interview with Western Journalism, Davis noted the contrast in the development of countries in the former British Empire–including the United States, Canada, Australia, and New Zealand– whose citizens understood their inalienable rights, versus many nations around the world who believed, and in some instances still believe, that the “king is the law.”

He agreed with Reagan that freedom and democracies are “fragile and depend on the goodwill and respect of the citizens.” Davis believes we must keep revisiting the Magna Carta and the other sources of our liberties because they are the foundation of who we are. If we fail to do so, freedom truly is a generation away from extinction.

To that end, the American Freedom Alliance is sponsoring a two-day conference in Reagan’s hometown of Los Angeles, called Magna Carta: The 800 Year Struggle for Human Liberty. The event will take place on June 14-15 (the anniversary of the signing of the Magna Carta) and feature noteworthy speakers including European Parliament member Daniel Hannan and former Australian Prime Minister John Winston Howard. There will also be various panel discussions by experts in the field on the influence of the Magna Carta in America’s founding and in democracies around the world.

On the actual anniversary of the signing, Monday, the conference will go live to Runnymede, England, via satellite link up, to join the celebration there.

One of Ronald Reagan’s close Hollywood friends, Jimmy Stewart, played the role of Jefferson Smith in the iconic film Mr. Smith Goes To Washington. In the climactic final scene of the movie, as Smith is conducting a one-man filibuster against government corruption, he said: “Great principles don’t get lost once they come to light. They’re right here. You just have to see them again.”

The 800th anniversary of the signing of the Magna Carta offers a great opportunity to see many of those great principles again so they are not lost in our generation–and those generations yet to come.

So on one side the US is strengthening Lebanese institutions that insulate Hezbollah from the consequences of its Syria warfighting. On the other side – this is the WSJ scoop – the US is kneecapping organizations inside Lebanon that are trying to wrest control of those very institutions away from Hezbollah. The combination can’t help but feed regional fears that Washington is realigning with Tehran, and that the US’s traditional Arab allies have to go it alone.

Omri Ceren writes to draw attention to Jay Solomon’s Wall Street Journal article “U.S. Strategy in Lebanon Stirs Fears.” Omri writes:

Hayya Bina is a Beirut-based civil society NGO that – among other things – works to craft and promote an alternative Shiite identity in in opposition to Hezbollah. The WSJ reported yesterday that the State Department has just cut some of its funding. Not all of its funding, which would make sense if the organization was inefficient or corrupt.

The administration only cut the funding for programs – and this is a direct quote from a State Department letter viewed by the WSJ – “intended [to] foster an independent moderate Shiite voice.” Regional actors and folks in town are drawing the straightforward conclusion:

[T]he U.S. move feeds into an increasingly alarmed narrative held by many Arab leaders who say that U.S. and Iranian interests appear increasingly aligned—at their expense. Both Washington and Tehran are fighting Islamic State forces in Iraq and Syria, with U.S. conducting airstrikes against the militants, but notably not against Mr. Assad’s Iran-backed regime… Some pro-democracy activists in Washington also voiced concern that cutting Hayya Bina’s funding will send a message that the U.S. is tacitly accepting Hezbollah in an effort to appease Iran. “At best, the decision shows poor political judgment,” said Firas Maksad, director of Global Policy Advisors, a Washington-based consulting firm focused on the Middle East. “Coming on the heels of an expected deal with Iran, it is bound to generate much speculation about possible ulterior motives.”… the Obama administration has also cooperated with Lebanese institutions—including the armed forces and an intelligence agency—that are considered close to Hezbollah and combating Islamic State and Nusra Front, an al Qaeda-affiliated militia in Syria.

That last part of the excerpt – about the Obama administration’s cooperation with Lebanese institutions controlled by Hezbollah – has separately been getting a lot of play lately. Last week the Pentagon quietly posted a news release announcing “the State Department has made a determination approving a possible Foreign Military Sale to Lebanon for AGM-114 Hellfire II missiles” (I haven’t seen this one reported out, incidentally [1]). Yesterday State Department Press Office Director Jeff Rathke confirmed that the US will be delivering TOW missiles to the Lebanese Armed Forces (LAF) and is contemplating the delivery of six A29 aircraft [2].

That’s just since June began. The problem is that the LAF’s operations are objectively oriented toward shoring up Hezbollah’s position in Lebanon, more or less serving as a rear guard while Hezbollah fights in Syria. Hezbollah and the LAF have been fighting alongside one another on the Lebanese-Syrian border for months [3]. Inside Lebanon top politicians have long accused Hezbollah of using Lebanese security institutions to prevent blowback from Syria [4].

Tony Badran from the Foundation for Defense of Democracies already published a kind of canonical piece on how the LAF has become a domestic tool for Hezbollah last year in English-language Lebanese media [5]. The punchline on the new A29 delivery is that the administration says it’s aimed in part at helping the LAF “enforce United Nation’s security council resolutions 1559 and 1701″ [6]. Those resolutions call on the LAF to act against Hezbollah. Except the LAF doesn’t so much disrupt Hezbollah these days as de facto back its play in Syria.

Remember that in a little over two weeks the Arab countries will be making those calculations with an Iran deal in the background that puts the Iranians on a 10 year glide path to a nuclear weapon.

  • Nothing could uplift the universal image of Saudi Arabia and King Salman more than if today he issued a pardon. World leaders, including U.S. President Barack Obama, who has so far been silent on the issue, should immediately speak out — as should the media and human rights groups.
  • There was no insult of Islam, of the prophet, or of the Quran, in what Badawi wrote; and, truth be told, God, Islam and the prophet are all beyond insults, and beyond the reach of profanity that occasionally spills forth from the bigoted or tortured minds of individuals.
  • The treatment of Raif Badawi stands out, not merely for its cruelty, but how it has come to symbolize the grotesquely repulsive nature of the Saudi kingdom and what it represents behind the mask of religious austerity.

Tomorrow, Friday, the virtual death sentence by 1000 lashes, delivered “very harshly” according to the flogging order, fifty at a time, might continue for Raif Badawi, a 31-year-old Saudi blogger and father of three, for allegedly “insulting Islam.”

The flogging sentence, plus ten years in prison, was upheld last week by Saudi Arabia’s supreme court, and can now only be overturned by a pardon from King Salman.

Although Badawi, who is ill and frail, would most certainly perish, in Saudi justice there is little concern for sentences to be proportionate to the crimes for which the accused are found guilty, or for adequate legal representation. Badawi’s lawyer, Walid Abu al-Khair, was also jailed, effectively for the crime of representing him.

Badawi was accused of insulting Islam in his blog posts. In a country where thinking is forbidden, Badawi had expressed forbidden thoughts by questioning the nature of his society and going public with them.

Badawi, for instance, had written, “Muslims in Saudi Arabia not only disrespect the beliefs of others, but also charge them with infidelity — to the extent that they consider anyone who is not Muslim an infidel. They also, within their own narrow definitions, consider non-Hanbali [the Saudi school of Islam] Muslims as apostates. How can we be such people and build… normal relations with six billion humans, four and a half billion of whom do not believe in Islam?”

There was naivety in putting such thoughts in writing, as Badawi did, and drawing the attention of Saudi thought police. In another post, Badawi suggested, “Secularism respects everyone and does not offend anyone… Secularism is the practical solution to lift countries (including ours) out of the third world and into the first world.”

It appears Badawi wrote in the first blush of what seemed to have been a breath of fresh air, characterized as the “Arab Spring,” that wafted across the politically bleak landscape of the Arab world in early 2011. There had come news of a Tunisian vendor who had put lit himself on fire protesting police brutality, and had died as a result; his death sparked a movement against Arab despots.

The anguish of the Tunisian vendor, Mohammed Bouazizi, was genuine. His tragic death brought people into the streets, and the Tunisian strongman, Zine el-Abidine Ben Ali, eventually fled into exile in January 2011. The Tunisian protest stirred Egyptians to rise against their strongman, President Hosni Mubarak, and succeed in toppling him in February 2011.

The “Arab Spring,” for those brief few weeks in early 2011, held forth the promise of change for better across the Arab world. And young men like Raif Badawi could be forgiven for imagining that they, too, in Saudi Arabia, could no longer be denied freedom, democracy, and secularism — the accepted norms in the West.

But the hard realities of the Arab world turned the promise of the “Arab Spring” into the nightmare of religious terror and counter-terror. Saudi Arabia is the incubator and citadel of Islamic fascism, otherwise known as Wahhabism. And here in the land of the two holy cities of Islam — Mecca and Medina — religion and politics are inseparable, and anyone who trespasses either does so at the risk of losing his head — literally — in the public beheadings that are the hallmark of the Saudi kingdom.

Raif Badawi was arrested, and has been held in prison in Jeddah since June 2012. The arrest of Badawi and Souad al-Shammari came after they together set up the web site called Saudi Liberal Network. It was promptly closed by the authorities when Badawi posted criticism of the Saudi religious police.

The initial sentence for Badawi by the Criminal Court in Jeddah for mischief and subverting public order was for 600 lashes and seven years in prison. He appealed, and the court returned the verdict by raising the sentence to 1000 lashes and 10 years in prison. The Saudi supreme court has upheld this sentence.

In the interim Badawi was given 50 lashes in a Jeddah public square in January of this year, while further lashings were suspended on medical grounds. Badawi’s wife, Ensaf Haidar, fears the lashings will resume — according to court order the 1000 lashes are to be completed in 20 sessions in front of a mosque — and could be fatal for her husband.

There is very little the outside world can do to change the nature of the Saudi regime, or for that matter the regime in Iran, which is indistinguishable from the Saudi regime in terms of tyranny and the cruelty to which, in both countries, dissidents are subjected.

After Raif Badawi was arrested, Ensaf Haidar and her children found refuge in Quebec, Canada. Across Quebec there has been heartfelt popular support expressed for Raif Badawi, and condemnation of his punishment. Quebec has officially protested Badawi’s sentence, while demanding his release from Saudi Arabia so that he might join his family where they have settled.

In response to a Quebec National Assembly resolution, passed unanimously in February, condemning Badawi’s lashings in Jeddah in January 2015, the Saudi ambassador to Canada wrote a letter to the Quebec politicians. The same letter was also sent to the Canadian government in Ottawa.

The letter, signed by the Saudi ambassador, Naif Bin Bandir Alsudairy, was obtained by the Canadian Broadcasting Corporation (CBC). It states, “The Kingdom does not accept at all any attack on it in the name of human rights especially when its constitution is based on Islamic law, which guarantees the rights of humans and preserves his blood, money, honour and dignity.”

The stand taken by the Quebec government apparently rattled the Saudi kingdom sufficiently to have its ambassador write a letter addressed to members of a provincial legislature.

It is one of the anomalies of our age that when, by a fluke of nature, large deposits of fossil fuels are discovered in a country, as in Saudi Arabia, it is accorded attention and respect by other countries in excess of anything it has done, or achieved, or by the record of its conduct in human affairs.

Apart from the oil reserves of the kingdom, the House of Saud is indistinguishable from the House of Kim ruling North Korea, and it is as deserving of the same contempt.

Oil has not only made the difference for Saudi Arabia, it has also made the West complicit in the evil that Saudi Arabia does at home and perpetrates abroad: spreading its pre-modern and perverted culture as Islam or, more appropriately, Wahhabism; and funding terror as jihadism.

The treatment of Raif Badawi stands out, not merely for its cruelty, but how it has come to symbolize the grotesquely repulsive nature of the Saudi kingdom and what it represents behind the mask of religious austerity.

Saudi Arabia is possessed with the opposite of the “Midas touch”: wherever its money buys influence, there, the natural goodness in society is stained and corroded by its touch.

The tragedy surrounding Raif Badawi is both the savage treatment meted out to a young man by the Saudi regime for simply expressing his thoughts, and of how innocence, when it goes against the culture of Saudi intolerance, is mocked, abused, and strangled.

Raif Badawi is also the face of why “official” Islam — the one portrayed by Saudi Arabia and the other OIC member states, and to which the West routinely defers – is so terribly retarded. Freedom of thought is anathema to “official” Islam and its defenders, as it once was in the former Soviet Union; it is the defining characteristic of a closed, totalitarian society.

Raif Badawi is a young man, and the thoughts he expressed were the unsullied thoughts of the young that are at once universal in expectations and desires, as they are innocent and unburdened by the hardness of life’s experiences.

There was no insult of Islam, of the prophet, or of the Quran, in what Badawi wrote; and truth be told, God, Islam, and the prophet are all beyond insults, and beyond the reach of profanity that occasionally spills forth from the bigoted or tortured minds of individuals.

“Official” Islam is an insult to Muslims and non-Muslims alike — for “official” Islam is politics devoid of any redeeming quality found in faith, which nourishes the spiritual yearning of people and uplifts them in a broken world. Through betrayal and hypocrisy, “official” Islam insults God, Islam, and the prophet, every minute of each day, and has become a torment to Muslims.

It is “official” Islam, and Wahhabism in its most perverted expression among Sunni Muslims, that has turned God — Allah in Arabic — repeatedly invoked in the Quran as the “Most Beneficent, the Most Merciful,” into a vengeful and capricious deity.

The Quran states that on the Day of Reckoning the prophet will speak forth, “O my Lord! Lo! mine own folk make this Qur’an of no account” (25:30). In another verse, the Quran instructs the prophet to tell the wandering Arabs of the desert that they have merely submitted, but they have no belief “for the faith hath not yet entered into your hearts” (49:14). And then there is the verse stating categorically, “There is no compulsion in religion” (2:256).[1]

When religion is reduced to politics then it is the logic of politics, hence power and coercion, that takes precedence. In Albert Camus’s striking formulation, “Politics is not religion, or if it is, then it is nothing but the Inquisition.”[2] In Saudi Arabia, religion is a daily dose of inquisition, and the executioner with his sword is both the reality and the symbol of the vengeful deity that bears little resemblance to the merciful and compassionate God of the Quran.

Raif Badawi’s innocence betrayed him. Age and experience would have taught him the hard reality of his culture, veiled by the mask of “official” Islam. This hard reality of Arab culture has been best understood by Arab poets through the years of Arab and Muslim history. Here is one example of a poet’s disgust with the hard reality of his country’s culture and politics. These are lines from a poem of Nizar Qabbani (1923-98), a much-loved Syrian-Arab poet:

When a helmet becomes God in heaven
and can do what it wishes
with a citizen – crush, mash
kill and resurrect
whatever it wills,
then the state is a whorehouse,
history is a rag,
and thought is lower than boots.

When a breath of air
comes by decree
of the sultan,
when every grain of wheat we eat,
every drop of water we drink
comes only by decree
of the sultan,
when an entire nation turns into
a herd of cattle fed in the sultan’s
shed, embryos will suffocate
in the womb, women will miscarry
and the sun will drop
a black noose over our square.[3]

The Sultan’s power is vainglorious, whimsical, easily insulted, and secured by perpetrating fear, and the realm he rules by decree is by necessity a slaughterhouse.

If Raif Badawi survives the thousand lashes in the slaughterhouse that is the Kingdom of Saudi Arabia, it will be a testimony of how an individual’s courage, born of innocence, might well defy the Sultan’s decree.

Nothing could uplift the universal image of Saudi Arabia or King Salman more than if today he issued a pardon.

World leaders, including U.S. President Barack Obama, who has so far been silent on the issue, should immediately speak out — as should the media and human rights groups.

Report: CIA head was in Israel to argue for closure of IAEA nuclear probe of Iran – Israel News – Jerusalem Post.

John Brennan likely told Israeli officials that intelligence monitoring is sufficient to track possible military dimensions of Tehran’s program, according to MEMRI report.

CIA Director John Brennan likely came to Israel last week to tell Israeli officials that a final nuclear deal with Iran does not have to include a commitment by Tehran to provide access to military bases, or Iranian consent to interview its scientists, a new report by the Middle East Media Research Institute (MEMRI) said.

According to the report, written by Ayelet Savyon, director of MEMRI’s Iranian project, and Col. (res.) Yigal Carmon, President of MEMRI, Iranian Supreme Leader Ayatollah Khamenei seems to have torpedoed an arrangement under which IAEA inspectors would be allowed symbolic supervision at Iranian military sites where suspected work has been carried out on military dimensions of the nuclear program.

Khamenei reportedly also rejected proposals that would have enabled Iranian scientists to be questioned by the IAEA.

Khamenei’s rejection has led to an impasse in negotiations between the P5+1 countries, according to the report, with European Union states refusing to conclude a deal in the absence of an arrangement that would satisfy the IAEA’s investigation into Possible Military Dimensions (PMD) of Iran’s nuclear program.

“The Iranian retreat from its agreement to allow a symbolic visit in military sites and the questioning of scientists and military personnel, in exchange for closing the Possible Military Dimensions case [in the IAEA] places President Obama in a problematic situation, and the talks at an impasse, since alongside the Iranian rejection, the EU and the IAEA Director-General [Yukiya Amano] refuse to shut the PMD case,” the report said.

“Under these circumstances, it seems the head of the CIA, John Brennan, was sent to Israel to convince it – and through it, the European Union – that intelligence monitoring of every suspected instance of a military dimension in the Iranian nuclear program is a sufficient solution, and that the [IAEA’s] PMD investigation can be left aside,” Carmon and Savyon wrote.

According to a Haaretz report, Brennan visited Israel last week and met with senior security officials, including Mossad head Tamir Pardo, the head of Military Intelligence, Maj.-Gen. Herzl Halevi, Prime Minister Benjamin Netanyahu and National Security Adviser Yossi Cohen.

Israeli officials refused to comment on the report.

MEMRI cited Iranian media reports that described how Khameni apparently shot down an agreement reached between his own Iranian negotiators and the P5+1 on ways to resolve the IAEA’s investigation, which remains open due to a lack of Iranian cooperation.

According to one Iranian report, in order to reach a final agreement by the June 30 deadline, the US has shown willingness to give up on inspections at Iranian military bases and make due only with inspections at declared nuclear sites, while intelligence agencies would handle ongoing monitoring of the Iranian nuclear program. But that proposal has not satisfied the EU or the IAEA.

Iran’s refusal to answer the IAEA’s questions, and its ongoing denial of access to inspectors at sites like the Parchin military complex, has left talks at a dead end, the report said.

But being this is a .44 Magnum, the most powerful handgun in the world and would blow you head clean off, you’ve gotta ask yourself one question: “Do I feel lucky?” Well, do ya, punk?’ – LS)

As the world powers seek to conclude a ‘comprehensive agreement’ with Iran by the end of June, the onus is on Iran to reach a nuclear deal. However, under the highly imperfect deal on the table now, Iran would give up nothing and maintain its entire nuclear apparatus. Sanctions related to other aspects of Iran’s behavior, such as human-rights issues, support of terrorism and its ballistic-missile program would not be affected.

With all its inevitable additional imperfections, a sham deal that leaves Iran with an intact nuclear infrastructure; if signed, is a de facto recognition of the most dangerous terrorist state in the world as a threshold nuclear power.

Ideally, Iran’s existing enrichment facilities would be dismantled and there would be no nuclear enrichment possible for building weapons grade uranium and an atomic bomb. But it is almost certain that President Barack Obama will accept any deal, no matter how bad, and that he is eager for one to bolster his questionable legacy. Given US capitulation to Iranian demands, Obama has just triggered the countdown to war.

Irrational religious fanatics in Iran who seek the destruction of the state of Israel, support global terrorism and refuse to allow the monitoring of the supply chain and nuclear infrastructures through the UN nuclear watchdog (IAEA) cannot be trusted with advanced technology, let alone with a nuclear weapon. Even before a deal has been reached, Tehran has managed to circumvent the sanctions in key areas, such as laundering cash through Dubai.

Washington’s refusal to admit that nuclear diplomacy has failed becomes more evident as the Obama administration tries to cover up Iran-North Korea Nuclear cooperation and Iran’s violation of the interim agreement.

Overall, the Obama administration’s avowed intent to guarantee that Iran won’t get a nuclear weapon was offset by its secretly offering the Islamist regime a list of dangerous US concessions that will put Iran on the path to those weapons.

Iran’s past history of lying and cheating over its nuclear program is well documented.  Ayatollah Ali Khamenei’s attempt to deceive the public by claiming that the United States has a “real need for the negotiations”, when the truth is exactly the opposite, is another calculated lie.

Iranian unsatisfactory answers to the questions put to them by the IAEA about the possible military dimensions (PMD) of their nuclear program are cause for real worry. Make no mistake about it. Without a “uniquely intrusive inspection and verification regime” to prevent cheating and an extension of Iran’s “breakout capability” for at least a year, talking about a decade or more is an elaborate ruse designed to buy more time for Tehran to build an atomic weapon. After all, if Iran’s nuclear program is purely for civilian purposes, what prevents them from agreeing to vigorous IAEA inspections? What are they hiding?

A sanctions expert at the Foundation for Defense of Democracies, said the end of an arms embargo would allow Iran to become “one of the region’s preeminent military powers, maybe on a par only with Israel.”

Iran wants to retain part of its nuclear program so it could produce fuel in much smaller facilities that can be hidden, enabling it to produce a bomb in secret. Many people may not realize that every nuclear power plant produces plutonium. Plutonium and/or highly-enriched uranium are essential ingredients of nuclear bombs. If a single nuclear power reactor continues operating for a total of 30 years, it will have produced enough plutonium for at least 1,200 bombs.

The potential for smuggling, sabotage or theft at Arak, Isfahan, Bushehr and the heavily-fortified underground uranium enrichment Fordow facility, and other unacknowledged underground military sites would be substantial.

Even worse, the presence of uranium or plutonium in a messianic Islamist country is a potential target for terrorism. Imagine what a nuclear Iran would do as it doles out nuclear bombs to its jihadist proxies. This would place millions of innocent lives in danger and threaten the hope for world survival– and that’s enough evidence that the threat of nuclear terrorism from Iran is for real.

Iran could also use a nuclear weapon as not just a deterrent but as a way to give itself cover for bullying its neighbors and generally projecting more power in the region, where competition for influence is already high, and the stakes are enormous.

Additionally, other dangers inherent in nuclear power plants would remain: the potential for a major accident like Fukushima Daiichi nuclear meltdown in Japan and at the Chernobyl Nuclear Power Plant in Ukraine, which released large quantities of radioactive particles into the atmosphere that spread over much of the western USSR and Europe.

In this scenario, a catastrophic nuclear accident in Iran’s nuclear reactors could spread radiation throughout the Levant in the Mediterranean and the Maghreb. The accumulation of long-lived wastes from the reactors’ continuing operation is an unimaginable spillover waiting to happen in the most unstable and dangerous part of the world.

Thanks to Obama’s appeasement policy, Iran sees the fulfillment of its hegemonic ambition to export the 1979 Islamic revolution as a possibility. Nevertheless, Iran is walking a very tight rope where any miscalculation on its part could determine the ineluctable fate and survival of its clerical regime and cause untold deaths in its own country.  Israel, after all, is under no obligation to accept a nuclear framework under international legitimacy, that gives Iran the ability to retain a vast nuclear infrastructure enabling it to produce fuel for dozens of nuclear bombs with virtually no breakout time. It knows that a nuclear deal that does not cut off uranium, plutonium or block covert “pathways to a bomb” can lead to a swift war with Israel – but one that Tehran cannot possibly win.

If Iran obtained a nuclear bomb, Iran would be committing national suicide if it was used to try to wipe US ally Israel off the face of the earth and then go for the United States. With its own nuclear arsenal of an estimated 200 warheads, Israel alone could reduce Iran’s cities to radioactive rubble.

The well-established logic of nukes would make any war against other nuclear powers a loser for Iran. This is because powers such as the US and Israel have what it called “second-strike capability”, meaning that even if Iran got off a nuclear strike, Iran would still be destroyed by the retaliation.

Although the US “has designed and deployed” an upgraded GBU-57, a 30,000-pound bunker-buster bomb known as Massive Ordnance Penetrator (MOP) that has the ability to end Iran’s nuclear program, there is still doubt over whether the Pentagon has already provided MOPs to Israel.

Nonetheless, the Israelis and their Saudi allies have managed to come up with a roughly comparable substitute for the American MOAB Bunker Buster Bombs and have managed to convert a Boeing 707 tanker to a weaponized platform to carry such bombs.

The beta test was carried out on the Iranian missile base in Yemen during the recent Saudi operation Decisive storm against the Iranian proxies (Houthis) and their Islamic Revolutionary Guards (IRGC) handlers. Finally, the Israeli-Sunni coalition now has a feasible military option against the Iranian nuclear facilities.

Beyond their rhetoric the Iranian leadership understands that they cannot win a military contest against the US or [Israel], nor hold the Strait of Hormuz or the [Gulf of Aden] for longer than a few days. For Iran then, as with Israel, regional war is far from desirable.

Alternately, if Israel decides to go it alone and attack Iran, Iranian retaliation would be unlikely to produce an escalation leading to regional war.

Time is running out. And before it is too late, the Israeli leadership must act now and ask questions later. Nothing else will work. There is no other option left but a preventive strike to stop Tehran from building nuclear weapons.

Leader Khamenei Rejects Agreement Reached On Token Inspection Of Military Sites And Questioning Of Scientists; U.S. Willing To Close IAEA Dossier On Iranian PMD, To Settle For Inspecting Declared Nuclear Sites Only, And To Rely On Intelligence; EU Objects.

Introduction

This past week, members of Iran’s nuclear negotiating team revealed details about the Iran-U.S. nuclear negotiations. The negotiations were dealt a blow when Iranian Supreme Leader Ali Khamenei rejected an agreement reached by the two sides concerning a token inspection of military facilities and questioning of several nuclear scientists and “military personnel”; these were to be the response to the IAEA’s open dossier on possible military dimensions (PMD) of Iran’s nuclear program to which Iran has so far refused to respond.

Iranian reports on these developments show that in order to arrive at a comprehensive agreement, the U.S. is willing to forgo actual inspection of Iranian military facilities and to settle for inspection of declared nuclear facilities only, as set forth under the Additional Protocol, while the ongoing monitoring of Iran’s nuclear program will be left to intelligence elements.[1]

Thus, at this stage, there is a deadlock: Iran is refusing both to respond to the IAEA dossier on its PMD, and to allow actual inspection of facilities that are not declared nuclear facilities.

Furthermore, the EU has announced its objections to a comprehensive agreement with Iran in the absence of satisfactory answers from it regarding the IAEA dossier on its PMD. It said that the IAEA investigation of the PMD “will be essential” to a nuclear deal.[2] IAEA Director-General Yukio Amano has also linked the investigation of Iranian PMD to the attainment of such an agreement.

The Issue: Inspection Of Iranian Military Sites, Questioning Of Iranian Scientists

On May 25, 2015, in an Iranian television interview, Iranian Deputy Foreign Minister and head negotiator Abbas Araghchi disclosed that this issue had been agreed upon, but that when the Iranian team returned to Tehran for Khamenei’s approval, Khamenei had rejected this agreed solution out of hand (see MEMRI TV Clip No. 4928, Top Iranian Nuclear Negotiator Abbas Aragchi: We Reached Solution with P5+1 on Site Inspection, But Khamenei Rejected It, May 25, 2015 and Appendix I).[3]

It was evident also from Aragchi’s statements that after Khamenei rejected the agreed solution, Iran even reneged from what had been agreed as part of the Additional Protocol, and is now insisting that limitations and restrictions that are part of the Protocol be implemented in a way that will make future inspections difficult. As part of Iran’s backpedaling, Araghchi repeatedly emphasized that “so far, nothing has been concluded” regarding the issue of the inspections.[4]

U.S. Willingness To Disregard IAEA PMD Dossier

Statements by negotiating team member Hamid Baidinejad show that in return for willingness on Iran’s part to sign a comprehensive agreement, the U.S. was willing to forgo actual investigation of the IAEA’s open PMD dossier on Iran and instead to conduct a token inspection of military sites and questioning of Iranian nuclear scientists and military personnel. The U.S. asked Iran to carry out a number of specific steps, thereby paving the way to a comprehensive solution for this issue. These steps included inspections at several points in Iran, including two military facilities, and questioning several senior military officials and scientists (see Appendix II).

Iranian Negotiators’ Two Versions Of Events

An analysis of these statements by the Iranian negotiators shows that there are two different versions of what took place in the negotiations. According to Araghchi, the Iranian team agreed to the U.S.’s demand for a token inspection, but when the team returned to Tehran, Khamenei completely rejected this token inspection. Aragchi’s disclosure that the Iranian negotiators had arrived at an agreement with the Americans that was subsequently rejected by Khamenei caused an uproar in the Iranian political system, triggering harsh criticism against both the negotiators and the leaders of the pragmatic camp, and even leading to a public confrontation between Khamenei and pragmatic camp leader Hashemi Rafsanjani.[5]

The second version of events emerged after the uproar sparked by Aragchi’s revelations. Another negotiator, Baidinejad, in an attempt to correct Araghchi’s claim, stated that the Iranian negotiators had rejected the U.S. demands, even the demand for token inspection, but that the Americans had pressed them to present the demand to Khamenei anyway; when they did so, at the Americans’ urging, Khamenei rejected it outright.

Conclusion

Iran’s reneging on its consent to the U.S. demand for token inspections of its military facilities and questioning of some of its scientists and military personnel in exchange for the closing of the IAEA’s PMD dossier on it places President Obama in a difficult situation, and brings the negotiations to an impasse. This is because along with Khamenei’s rejection, the EU and the IAEA director-general both oppose closing Iran’s dossier in order to arrive at a comprehensive agreement.

It was apparently under these circumstances that CIA director John Brennan was secretly dispatched in early June to Israel, in order to persuade Israel, and, via Israel, the EU, that intelligence monitoring of any Iranian PMD was a satisfactory solution and that actual investigation of the PMD, which Khamenei rejected, could be waived. To this end, Brennan also underlined,on May 31, 2015 on CBS’s Face the Nation, the close U.S.-Israel security cooperation.[6]

In light of this situation, Iranian Foreign Minister Javad Zarif said on May 31, 2015 that with regard to inspection, “other solutions must be discussed.”[7]

Appendix I: Aragchi’s Version Of Events

In an interview that aired May 25, 2015 on Iran’s Channel 2 TV,Araqchi said [8]: “[Our] red lines may change under certain circumstances. This is another issue. We may change some of our red lines for a certain period of time. This is not a problem. The [leader] will give us new instructions, and the team will act accordingly. We have acted within this framework, and we will do so in the future. We will not let ourselves go beyond this framework…

“The Additional Protocol, which is the internationally accepted [control] regime, was not a red line for us. As I said before, our [negotiating] team does not determine those red lines. From the very beginning – and given that the Additional Protocol is [internationally] accepted – we were given permission to accept it during the negotiations. So far, it has not been accepted – we do not have an agreement yet – but it is one of the issues that the negotiating team has been given instructions to accept. As I said, the red lines may or may not be changed in due course, and the Additional Protocol may or may not be accepted at some point, but so far, this has not happened, and our instructions have not changed…

“If the military officials, the relevant officials, the Iranian parliament or the council appointed by Khamenei reach the conclusion that the access provided for in the Additional Protocol comes under the same category as the inspections that Khamenei banned, we will obey and will categorically not allow ‘managed access…’

“The ‘Possible Military Dimension’ [PMD] has always been a strong pretext for the [West]. We have to take this pretext away from them. We have created conditions that will enable us, within the framework of reaching the final nuclear agreement, to resolve the issue of PMD. This is possible now. In the negotiations, we discussed and reached several possible solutions, but these were not accepted in Tehran. These include [allowing the IAEA] to interview several [nuclear scientists], and allowing access to several facilities. They gave us a list and said: ‘If you let us have access to these people and these facilities, we will end the issue of PMD.’ This, however, was not accepted by Tehran, and Khamenei decisively and courageously rejected it..”

Appendix II: Baidinejad’s Version Of Events

In June 1, 2015 statements on his Instagram account that were quoted by the Iranian news agency Fars, negotiating team member Hamid Baidinejad said:[9] “One of the first principles agreed upon, already at the start of the Iran-P5+1 negotiations, was that in a future nuclear agreement, Iran would implement the Additional Protocol on a temporary and voluntary basis until the Majlis decides whether to ratify it and takes into account the other side’s implementation of its obligations…

“It is natural that after a comprehensive nuclear agreement is signed, Iran would be expected to revert to its previous decision – that is, temporarily and voluntarily implementing the Additional Protocol… Without the implementation of the Additional Protocol, even if it is on a temporary basis, the IAEA will not be able to confirm that Iran’s nuclear program is civilian, and that would mean that the process for resolving the nuclear issue will have failed…

“In no way does the Additional Protocol include a clause regarding an obligation on the part of the member states to agree to inspection of their military facilities or investigation of their nuclear scientists. The only thing that the Additional Protocol does make possible is controlled access to non-nuclear facilities, for taking [soil] samples for proving that there is no nuclear activity at facilities that are not declared [to be nuclear sites]…

“Should there be evidence of nuclear material at undeclared sites, whether they are military or civilian, the IAEA will be able to demand controlled access to them [but] only by means of a specific procedure already set out, so that an [Additional Protocol] member state will agree to the sampling in order to prove that it is not conducting nuclear activity in undeclared facilities…

“The Additional Protocol is not a special agreement between the international community and Iran; it is an important international document. Over 120 states are currently members of this protocol, and some have signed it and implemented it temporarily. Therefore, the attempt to interpret it in a way that will include an obligation on the part of [member]states to undergo inspection at [their] military facilities or to allow investigation of [their] nuclear scientists is completely mistaken…

“The discussion on the issue of [Iran’s] PMD, [that is,] Western countries’ claim that Iran has a military nuclear program for producing nuclear weapons, is historically rooted in the years prior to 2003. In recent years, U.S. and Western intelligence services have said that before 2003, Iran’s military wing – commanded by specific commanders in the country – engaged in an extensive clandestine project for producing nuclear weapons. To prove their mistaken claim, [the West] presented intelligence based on their intelligence agencies; however, Iran considers all this intelligence [data] to be faked… There is no doubt that these false accusations against Iran can only be resolved with a political agreement. Discussion of this issue, no matter how lengthy, will not remove these accusations…

“[That is why] the Iranian negotiating team proposed during the talks that Iran and the P5+1 resolve this issue, because they [i.e. the P5+1] would like, along with reaching an agreement, that the issue of the accusations [that Iran] attempted to obtain nuclear weapons will be resolved. They proposed that Iran take several specific steps and thus pave the way to a comprehensive solution to the issue… Iran announced that it considers this dossier faked… But an agreement on it depends on what steps Iran will be asked to take [in order to close the dossier]. They announced that they will discuss the issue on level of the P5+1 [alone] because of its special sensitivity, and will submit their final opinion to Iran at the appropriate time.

“In the round [of talks] that preceded the [April 2015] press release in Lausanne, the P5+1 countries presented Iran with a program that includes inspection at a few points, including two military facilities, and questioning of several senior military officials and nuclear experts whose names were noted in the IAEA reports both directly and indirectly. They claimed that [if they] were allowed access to these sites, and the IAEA was permitted to question these people, that would be the end of the matter of the [PMD] accusations against Iran. As soon as this insulting proposal was raised, Iran rejected it unequivocally… At the same time, the P5+1 asked the Iranian representatives to present the P5+1’s opinion to officials in Iran, despite their express opposition, [for the officials’ approval].

“Leader [Khamenei’s] harsh response rejecting the demand by these countries to inspect military facilities and question nuclear scientists was a completely correct and accurate response. The nuclear negotiations team is proud of having expressed the exact same position [as Khamenei] three months ago, thanks to its complete grasp of the position of the regime and of the leader… Unfortunately, there were some in Iran who were not updated on the details of this issue… and instead of praising the Iranian negotiating team, took the opportunity, while being unaware of the process by which the issue was brought up for discussion – which was reported in full to top regime officials – to launch extremely harsh attacks on the Iranian negotiating team, to plan protests, and to demand a halt to the negotiations…

“These objections and accusations will not last long, but airing these concerns to public opinion can cast doubt on the regime’s main institutions. Everyone is expected to understand Iran’s critical circumstances, and, in this Year of Empathy Between the Government and the People they must join hands in defending Iran’s basic principles and rights and must unite with senior officials in order to efficiently promote the sensitive stage of the nuclear negotiations under the guidance of top senior officials in the regime of the Islamic Republic – and especially by Leader [Khamenei] who is very closely overseeing the negotiations. This way, if an agreement is reached, it will guarantee the preservation of the great Iranian nation’s basic principles.”

He said: ‘…Perhaps under certain conditions our red lines will change, and the work [of the negotiations] will proceed according to instructions.’ This declaration regarding the possibility of changes to the red lines under certain circumstances is mistaken, for several reasons… As is evident from their names, the red lines are borders that define the basic framework of the negotiations, and without them the negotiations will reach undesirable and unexpected results.” Javanalso warned the Iranian negotiating team about deviating from the red lines: “The Iranian nation supports its negotiating team as long as it operates to realize its rights in the framework of the national interests and preserves national honor. Any withdrawal from this basis, and acceptance of being forced into humiliation by the enemy side, will be met with a popular response from the nation, and will undoubtedly go down in history as a dark and negative point.” Javan, Iran, May 26, 2015. China . . . seems to want to curry favor with Iran because of its vast oil and gas supplies, as well as to use North Korea to sell and transfer nuclear technology to both North Korea and Iran, as well as other states such as Pakistan. As Reed again explains, “China has catered to the nuclear ambitions of the Iranian ayatollahs in a blatant attempt to secure an ongoing supply of oil”.

  • China continues to transfer, through its own territory, nuclear weapons technology involving both North Korea and Iran.
  • In April, North Korea launched a ballistic missile from a submerged platform. The North Korean underwater launch test was closely related to the further development of a missile-firing submarine capable of hitting the U.S. — “a first step,” according to Uzi Rubin, “in achieving a very serious and dangerous new military capability… it will take many years to build up the missile defenses, so we had better use the time wisely.”
  • Although the Chinese profess to be against nuclear proliferation, documented evidence illustrates just the opposite — as a means of asserting Chinese hegemony, complicating American security policy and undermining American influence.
  • Unfortunately, no matter how attractive a strategy of diplomatically ending North Korea’s nuclear program might look, it is painfully at odds with China’s established record of supporting nuclear proliferation with such collapsed or rogue states as Iran, Syria, Pakistan, North Korea and Libya.
  • China’s nuclear assistance to Pakistan did not stay just in Pakistan.

North Korea appears to have made significant progress in extending its capability as a nuclear-armed rogue nation, to where its missiles may become capable of hitting American cities with little or no warning.

What new evidence makes such a threat compelling?

North Korea claims to have nuclear warheads small enough to fit on their ballistic missiles andmissiles capable of being launched from a submerged platform such as a submarine.

Shortly after North Korea’s April 22, 2015 missile test, which heightened international concern about the military capabilities of North Korea, U.S. Secretary of State John Kerry urged China and our regional allies to restart the 2003 “six-party talks” aimed at eliminating nuclear weapons from the Korean peninsula and reining in North Korea’s expanding nuclear missile program.

There are some “experts,” however, who believe that North Korea’s threat is highly exaggerated and poses no immediate danger to the United States. Consequently, many believe that, given China’s oft-repeated support for a “nuclear weapons free” Korean peninsula, time is on America’s side to get an agreement that will guarantee just such a full de-nuclearization.

But, if North Korea’s technical advances are substantive, its missiles, armed with small nuclear weapons, might soon be able to reach the continental United States — not just Hawaii and Alaska. Further, if such missile threats were to come from submarines near the U.S., North Korea would be able to launch a surprise nuclear-armed missile attack on an American city. In this view, time is not on the side of the U.S. Submarine-launched missiles come without a “return address” to indicate what country or terrorist organization fired the missile.

The implications for American security do not stop there. As North Korea is Iran’s primary missile-development partner, whatever North Korea can do with its missiles and nuclear warheads, Iran will presumably be able to do as well. One can assume the arrangement is reciprocal.

Given recent warnings that North Korea may have upwards of 20 nuclear warheads, the United States seems to be facing a critical new danger. Would renewed negotiations with China, Japan, South Korea and North Korea really be able to address this threat?

Two years ago, Andrew Tarantola and Brian Barrett said there was “no reason to panic;” that North Korea was “a long way off” — in fact “years” — before its missiles and nuclear weapons could be “put together in any meaningful way.”

At the same time, in April 2013, an official U.S. assessment by the Defense Intelligence Agency stated the U.S. had “moderate” confidence that “North Korea had indeed developed a nuclear device small enough to mount on a ballistic missile.”

That was followed up two years later, on April 7, 2015, when the commander of Northcom, Admiral Bill Gortney, one of the nation’s leading homeland security defenders, said the threat was considerably more serious. He noted that, “North Korea has deployed its new road-mobile KN-08 intercontinental ballistic missile and was capable of mounting a miniaturized nuclear warhead on it.”[1]

At a Pentagon press briefing in April, Admiral Cecil Haney, Commander of the US Strategic Command and America’s senior military expert on nuclear deterrence and missile defense, said it was important to take seriously reports that North Korea can now make small nuclear warheads and put them on their ballistic missiles.[2]

And sure enough, in April, North Korea launched a ballistic missile from a submerged platform. Media reaction to the North Korean test has been confused. Reuters, citing the analysis of two German “experts,” claimed the North Korean test was fake — a not-too-clever manipulation of video images.

The Wall Street Journal, on May 21, 2015, echoed this view, noting: “[F]or evidence of North Korea’s bending of reality to drum up fears about its military prowess,” one need look no further than a consensus that North Korea “doctored” pictures of an alleged missile test from a submarine. This, they claimed, was proof that the “technology developments” by North Korea were nothing more than elaborately faked fairy tales.

However, Israeli missile defense expert Uzi Rubin — widely known as the “father” of Israel’s successful Arrow missile defense program — explained to this author that previous North Korean missile developments, which have often been dismissed as nothing more than mocked-up missiles made of plywood, actually turned out to be the real thing — findings confirmed by subsequent intelligence assessments.

Rubin, as well as the South Korean Defense Ministry, insist that on April 22, the North Korean military did, in fact, launch a missile from a submerged platform.[3]

What gave the “faked” test story some prominence were the misunderstood remarks of the Vice Chairman of the Joint Chiefs of Staff, Admiral James Winnefeld. He had said, on May 19, that the North Korean missile launch was “not all” that North Korea said it was. He also mentioned that North Korea used clever video editors to “crop” the missile test-launch images. Apparently, that was exactly what the editors did. The Admiral, however, never claimed in his speech at the Center for Strategic and International Studies there had been no successful missile test.[4]

The same day, a high-ranking State Department official, Frank Rose — Assistant Secretary of State for Arms Control, Verification, and Compliance — told a Korean security seminar on Capitol Hill that North Korea had successfully conducted a “missile ejection” test, but from an underwater barge rather than a submarine.[5]

To confuse matters further, additional pictures were released by the South Korean media to illustrate stories about the North Korean test. Those pictures, however, were of American missiles, which use both solid and liquid propellant; as a result, one photo showed a U.S. missile with a solid propellant smoke trail and one, from a liquid propellant, without a smoke trail. These photographs apparently befuddled Reuters’ “experts,” who may have jumped to the conclusion that the photos of the North Korean test were “faked,” when they were simply of entirely different missile tests, and had been used only to “illustrate” ocean-going missile launches and not the actual North Korean test.[6]

According to Uzi Rubin, to achieve the capability to eject a missile from an underwater platform is a significant technological advancement. The accomplishment again illustrates “that rogue states such as North Korea can achieve military capabilities which pose a notable threat to the United States and its allies.”

Rubin also stated that the North Korean underwater launch test was closely related to the development of a missile-firing submarine, “a first step in achieving a very serious and dangerous new military capability.”[7]

Admiral Winnefeld and Secretary Rose, in their remarks, confirmed that the North Korean test was not the “dog and pony show” some have claimed. In other words, the U.S. government has officially confirmed that the North Koreans have made a serious step toward producing a sea-launched ballistic missile capability.

While such an operational capability may be “years away,” Rubin warns that “even many years eventually pass, and it will also take many years to build up the missile defenses, so we had better use the time wisely.”[8]

Will diplomacy succeed in stopping the North Korean threats? U.S. Secretary of State John Kerry seemed to think it worth a try; so he began the push to restart the old 2003 “six-party” talks between the United States, North Korea, Russia, China, South Korea and Japan, to bring North Korea’s nuclear weapons under some kind of international control and eventual elimination.

After all, supporters of such talks claim, similar talks with Iran appear to be leading to some kind of “deal” with Tehran, to corral its nuclear weapons program, so why not duplicate that effort and bring North Korea back into the non-nuclear fold?

What such a “deal,” if any, with Iran, will contain, is at this point unknown. Celebrations definitely seem premature. If the “deal” with North Korea is as “successful” as the P5+1’s efforts to rein in Iran’s illegal nuclear weapons program, the prognosis for the success of diplomacy could scarcely be more troubling.

Bloomberg’s defense writer, Tony Carpaccio, reflecting Washington’s conventional wisdom, recently wrote that of course China will rein in North Korea’s nuclear program: “What might be a bigger preventative will be the protestations of China, North Korea’s primary trade partner and only prominent international ally. Making China angry would put an already deeply impoverished, isolated North Korea in even more dire straits.”

Unfortunately, no matter how attractive a strategy of diplomatically ending North Korea’s nuclear program might look on the surface, it is painfully at odds with China’s established and documented track record in supporting and carrying out nuclear proliferation with such collapsed or rogue states as Iran, Syria, Pakistan, North Korea and Libya, as detailed by the 2009 book The Nuclear Express, by Tom C. Reed (former Secretary of the Air Force under President Gerald Ford and Special Assistant to the President of National Security Affairs during the Ronald Reagan administration) and Daniel Stillman (former Director of the Lawrence Livermore National Laboratory).

Far from being a potential partner in seeking a non-nuclear Korean peninsula, China, say the authors, has been and is actually actively pushing the spread of nuclear weapons to rogue states, as a means of asserting Chinese hegemony, complicating American security policy and undermining American influence.

The problem is not that China has little influence with North Korea, as China’s leadership repeatedly claims. The problem is that China has no interest in pushing North Korea away from its nuclear weapons path because the North Korean nuclear program serves China’s geostrategic purposes.

As Reed and Stillman write, “China has been using North Korea as the re-transfer point for the sale of nuclear and missile technology to Iran, Syria, Pakistan, Libya and Yemen”. They explain, “Chinese and North Korean military officers were in close communication prior to North Korea’s missile tests of 1998 and 2006”.

Thus, if China takes action to curtail North Korea’s nuclear program, China will likely be under pressure from the United States and its allies to take similar action against Iran and vice versa. China, however, seems to want to curry favor with Iran because of its vast oil and gas supplies, as well as to use North Korea to sell and transfer nuclear technology to both North Korea and Iran, as well as other states such as Pakistan. As Reed again explains, “China has catered to the nuclear ambitions of the Iranian ayatollahs in a blatant attempt to secure an ongoing supply of oil”.

North Korea is a partner with Iran in the missile and nuclear weapons development business, as Uzi Rubin has long documented. Thus, it is reasonable to believe that China may see any curtailment of North Korea’s nuclear program as also curtailing Iran’s access to the same nuclear technology being supplied by North Korea. Any curtailment would also harm the Chinese nuclear sales business to Iran and North Korea, especially if China continues to use the “North Korea to Iran route” as an indirect means of selling its own nuclear expertise and technology to Iran.

It is not as if Chinese nuclear proliferation is a recent development or a “one of a kind” activity. As far back as 1982, China gave nuclear warhead blueprints to Pakistan, according to Reed. These findings indicate that China’s nuclear weapons proliferation activities are over three decades old.[9]

Reed and Stillman also note that nearly a decade later, China tested a nuclear bomb “for Pakistan” on May 26, 1990, and that documents discovered in Libya when the George W. Bush administration shut down Libyan leader Muammar Kaddafi’s nuclear program revealed that China gave Pakistan the CHIC-4 nuclear weapon design.

Unfortunately, China’s nuclear assistance to Pakistan did not stay just in Pakistan. The nuclear technology made its way from Pakistan to North Korea. For example, high explosive craters, construction of a 50 megawatt nuclear reactor (finished in 1986) and a secret reprocessing facility begun in 1987 all were done in North Korea with major Pakistani help from the A.Q. Khan “Nukes R Us” smuggling group, as Reed and Stillman document in their book.

Reed and Stillman write that when, amid disclosures in 2003 of a major Libyan nuclear weapons program, the U.S. government sought help in shutting down the Khan nuclear smuggling ring, “Chinese authorities were totally unhelpful, to the point of stonewalling any investigation into Libya’s nuclear supply network.”

More recently, Chinese companies have now twice — in 2009 and 2011 — been indicted by the Attorney for the City of New York for trying to provide Iran with nuclear weapons technology.

The indictments document that Chinese companies were selling Iran steel for nuclear centrifuges and other banned technology. A leaked State Department cable, discussing the indictments at the time, revealed “details on China’s role as a supplier of materials for Iran’s nuclear program,” and that “China helped North Korea ship goods to Iran through Chinese airports.”

And more recently, in April 2015, the Czech government interdicted additional nuclear technology destined for Iran — the origin of which remains unknown — in violation of current sanctions against Iran.

From 1982 through at least the first part of 2015, the accumulation of documentary evidence on nuclear proliferation reveals two key facts:

First, despite literally hundreds of denials by Iran that it is seeking nuclear weapons, and amid current negotiations to end Iran’s pursuit of nuclear weapons, there is solid evidence that Iran still seeks nuclear weapons technology; and that North Korea has nuclear weapons and is advancing their capability.

Second, China continues to transfer, through its own territory, nuclear weapons technology involving both North Korea and Iran.

Although the Chinese profess to be against nuclear proliferation, their track record from the documented evidence illustrates just the opposite.

In summary, it is obvious North Korea’s nuclear weapons and ballistic missiles are a serious threat to America and its allies. And China, from its proliferation record for the past three decades, is making such a threat more widespread.

In this light, is dismissing North Korea’s advances in military technology and ignoring China’s record of advancing its neighbors’ nuclear weapons technology really best for U.S. interests?

Araqchi referred to repeated promises by U.S. officials that a final nuclear deal would last “forever” as “a worthless fallacy.”

Iran is backsliding on promises made to U.S. negotiators during previous rounds of discussions aimed at reaching an agreement to curb the Islamic Republic’s nuclear program, according to recent comments.

While senior U.S. officials have insisted Iran will agree to a deal that they describe as a “forever agreement,” a top Iranian negotiator disputed this claim in comments this week.

Iranian Deputy Foreign Minister and senior negotiator Seyed Abbas Araqchi insisted this week that any agreement reached with Western powers will only be temporary and not binding in the long term.

“If any final agreement is struck, it will last for a specified period of time and none of the measures envisaged in it will be permanent,” Araqchi was quoted as saying on Tuesday as he refuted recent comments by U.S. Deputy Secretary of State Anthony Blinken.

Araqchi referred to repeated promises by U.S. officials that a final nuclear deal would last “forever” as “a worthless fallacy.”

“Of course, the undertakings that Iran has accepted based on the international treaties, including the Non-Proliferation Treaty (NPT) will continue as long as Iran is a member of these treaties, and the American side’s resort to such issues which is done for domestic consumption or satisfying allies is just a worthless fallacy,” Araqchi was quoted as saying by Iran’s state-controlled Fars News Agency.

These comments run counter to multiple comments by Obama administration officials claiming that Iran would be subject to certain nuclear restrictions well into the future under the terms of any deal.

On April 2, for instance, Secretary of State John Kerry promised that certain measures to clamp down on Iran’s program “will be in place indefinitely.”

“I’d like also to make one more point very, very clear because it has been misinterpreted and misstated, misrepresented for much of this discussion: There will be no sunset to the deal that we are working to finalize—no sunset, none,” Kerry said in April from Lausanne, Switzerland, where ongoing talks with Iran have been taking place.

“The parameters of this agreement will be implemented in phases. Some provisions will be in place for 10 years; others will be in place for 15 years; others still will be in place for 25 years,” Kerry said. “But certain provisions, including many transparency measures, will be in place indefinitely into the future. They will never expire.”

Several days later, Energy Secretary Ernest Moniz publicly described a final deal as a “forever agreement” with Iran.

“It’s not a fixed-year agreement; it’s a forever agreement,” Moniz was quoted as telling reporters. “The access and transparency is unprecedented.”

State Department spokeswoman Marie Harf also referred to the agreement as a “forever commitment” in three consecutive press briefings from April 6 to April 8.

Again on April 30, Kerry said Iran has given assurances that a deal will be “forever, forever.”

“There are a lot of the assurances and visibility on their program that aren’t for 10 years,” Kerry said. “They’re for 15, they’re for 20, they’re for 25, and they’re forever, forever. And the forever alone gives us, we believe, the capacity to know what Iran is doing.  We will not disappoint Israel. We will have inspectors in there every single day.  That is not a 10-year deal; that’s forever there have to be inspections.”

However, Araqchi described these statement this week as “more myth than fact.”

He also pushed back against claims that Iran would permit international inspectors to have unprecedented access to Iran’s military and non-military sites.

“I have explained this many times that there is no difference between inspection and visiting the military and non-military centers, that are, in fact, non-nuclear; we don’t accept such a thing,” Araqchi said last week.

Iran will only permit limited and “managed access” to these disputed sites.

A State Department official did not respond to multiple requests for comment clarifying the gap between the United States and Iran.
