Yesterday in West Bend, Wisconsin, Donald Trump delivered a speech that was described as being on law and order. True enough, but it was much more than that. Trump powerfully wove together his campaign’s themes in a direct appeal for African-American votes. You can read the speech here. Of course, Trump didn’t deliver it exactly as written, but it was close, with no notable deviations that I noticed. Excerpts are below. This is the video of the speech in its entirety:

This is from the law and order portion of the speech:
The violence, riots and destruction that have taken place in Milwaukee is an assault on the right of all citizens to live in security and peace.
Law and order must be restored. It must be restored for the sake of all, but most especially the sake of those living in the affected communities.
The main victims of these riots are law-abiding African-American citizens living in these neighborhoods. It is their jobs, their homes, their schools and communities which will suffer as a result.
There is no compassion in tolerating lawless conduct. Crime and violence is an attack on the poor, and will never be accepted in a Trump Administration.
The narrative that has been pushed aggressively for years now by our current Administration, and pushed by my opponent Hillary Clinton, is a false one. The problem in our poorest communities is not that there are too many police, the problem is that there are not enough police.
More law enforcement, more community engagement, more effective policing is what our country needs.
Just like Hillary Clinton is against the miners, she is against the police. You know it, and I know it. Those peddling the narrative of cops as a racist force in our society – a narrative supported with a nod by my opponent – share directly in the responsibility for the unrest in Milwaukee, and many other places within our country.
They have fostered the dangerous anti-police atmosphere in America.
Every time we rush to judgment with false facts and narratives – whether in Ferguson or in Baltimore – and foment further unrest, we do a direct disservice to poor African-American residents who are hurt by the high crime in their communities.
Those words are true, and they will be welcomed by something like 85% of voters. The Democrats’ association with Black Lives Matter, with rioters and with anti-police elements generally is deeply unpopular.
Trump appealed directly to African-American voters. These excerpts are drawn from different portions of his speech:
The war on our police is a war on all peaceful citizens who want to be able to work and live and send their kids to school in safety.
Our job is not to make life more comfortable for the rioter, the looter, the violent disruptor. Our job is to make life more comfortable for the African-American parent who wants their kids to be able to safely walk the streets. Or the senior citizen waiting for a bus. Or the young child walking home from school.

The Hillary Clinton agenda hurts poor people the most.There is no compassion in allowing drug dealers, gang members, and felons to prey on innocent people. It is the first duty of government to keep the innocent safe, and when I am President I will fight for the safety of every American – and especially those Americans who have not known safety for a very, very long time.
I am asking for the vote of every African-American citizen struggling in our country today who wants a different future.
It is time for our society to address some honest and very difficult truths.
The Democratic Party has failed and betrayed the African-American community. Democratic crime policies, education policies, and economic policies have produced only more crime, more broken homes, and more poverty.
Let us look at the situation right here in Milwaukee, a city run by Democrats for decade after decade. Last year, killings in this city increased by 69 percent, plus another 634 victims of non-fatal shootings. 18-29-year-olds accounted for nearly half of the homicide victims. The poverty rate here is nearly double the national average. Almost 4 in 10 African-American men in Milwaukee between the ages of 25-54 do not have a job. Nearly four in 10 single mother households are living in poverty. 55 public schools in this city have been rated as failing to meet expectations, despite ten thousand dollars in funding per-pupil. There is only a 60% graduation rate, and it’s one of the worst public school systems in the country.
To every voter in Milwaukee, to every voter living in every inner city, or every forgotten stretch of our society, I am running to offer you a better future.
The Democratic Party has taken the votes of African-Americans for granted. They’ve just assumed they’ll get your support and done nothing in return for it. It’s time to give the Democrats some competition for these votes, and it’s time to rebuild the inner cities of America – and to reject the failed leadership of a rigged political system.

We reject the bigotry of Hillary Clinton which panders to and talks down to communities of color and sees them only as votes, not as individual human beings worthy of a better future. She doesn’t care at all about the hurting people of this country, or the suffering she has caused them.The African-American community has been taken for granted for decades by the Democratic Party. It’s time to break with the failures of the past – I want to offer Americans a new future.
It is time for rule by the people, not rule by special interests.
Every insider, getting rich off of our broken system, is throwing money at Hillary Clinton. The hedge fund managers, the Wall Street investors, the professional political class.
It’s the powerful protecting the powerful. Insiders fighting for insiders. I am fighting for you.

The Democratic Party has run nearly every inner city in this country for 50 years, and run them into financial ruin.They’ve ruined the schools.
They’ve driven out the jobs.
They’ve tolerated a level of crime no American should consider acceptable.
Violent crime has risen 17% in America’s 50 largest cities last year. Killings of police officers this year is up nearly 50 percent. Homicides are up more than 60% in Baltimore. They are up more than 50% in Washington, D.C.
This is the future offered by Hillary Clinton. More poverty, more crime, and more of the same. The future she offers is the most pessimistic thing I can possibly imagine.
It is time for a different future.
That is powerful stuff. The Democrats can only hope that the press doesn’t let their urban voters hear Trump’s message.
Trump wove his trademark immigration issue into the narrative:
First, on immigration. No community in this country has been hurt worse by Hillary Clinton’s immigration policies than the African-American community. Now she is proposing to print instant work permits for millions of illegal immigrants, taking jobs directly from low-income Americans. I will secure our border, protect our workers, and improve jobs and wages in your community. We will only invite people to join our country who share our tolerant values, who support our Constitution, and who love all of our people.
Trump is right on the facts, and polls indicate that his policies are extremely popular with African-American voters. Trump also came out for school choice and merit pay for teachers:
Hillary Clinton would rather deny opportunities to millions of young African-American children, just so she can curry favor with the education bureaucracy.
That’s true. And it isn’t just Hillary, it is the entire Democratic Party, at every level.
There was much more, especially on corruption. But the bottom line is that Donald Trump did exactly what conservatives have been saying for years that Republican politicians should do. He asked for African-American votes, explicitly and aggressively. He called out the Democrats for their failed policies. Urban American has been voting Democrat for a century, and how has that worked out? Badly. Democrats count on African-American votes, but their policies on public safety, immigration, education and trade (here I think Trump is mostly wrong), among others, consistently screw black Americans. Why not try something different?
If Trump keeps giving this speech, and variants on it, for the next 90 days he will win the election. He needs, above all, to maintain message discipline. Yesterday, he riffed a bit here and there, but not substantively. He stuck to his script and delivered his message powerfully. He needs to keep that up until Election Day.
One more thing about Trump’s Wisconsin speech is notable: He was introduced by Scott Walker, and Reince Preibus and Rudy Giuliani were prominently in attendance. Trump is inherently more powerful when he speaks in the context of approval by luminaries like those who showed up to support him in West Bend. It is time, I think, with all due respect to those who have resisted Trump as the Republican standard bearer, for the party to unite behind its nominee.
Finally: the title of this post ends with an asterisk. Speeches like the one Trump gave in Wisconsin will win him the presidency, but only if voters hear them or otherwise learn about them. The Democratic Party media will do everything possible to prevent that from happening.
So, for example, the liberal media led this morning not with stories about Trump’s speech, which would have damaged their preferred candidate, but rather with stories about his campaign staff shakeup. Trump needs to circumvent the liberal media in a manner that was not necessary when they largely cheered him on during the primary season. In that respect the debates, when voters will see Trump unfiltered by his enemies, likely will be critical.

If you said Baltimore mayor Stephanie Rawlings-Blake, you understand the modern Democratic party very well. Rawlings-Blake formally opened the proceedings in place of the deposed Debbie Wasserman-Schultz.
Readers will recall that, as rioting commenced in Baltimore, Rawlings-Blake stated:
It’s a very delicate balancing act because while we try to make sure that they were protected from the cars and the other things that were going on, we also gave those who wished to destroy space to do that as well, and we work very hard to keep that balance and to put ourselves in the best position to de-escalate.
(Emphasis added)
Later on, when rioting ran rampant, Rawlings-Blake had the police stand down.
Under Rawlings-Blake, the Baltimore police force has become hugely demoralized. The force is shrinking and the murder rate is soaring.
Kent Scheidegger of the Crime and Consequences blog writes:
If the Democratic Party wanted to make this election all about who is on the criminals’ side and who is on the law-abiding people’s side, with themselves being the wrong side, it could hardly have chosen a more effective face to put forward to open its convention.
We know that Donald Trump wants to make the election in significant part about who is on the criminals’ side. During his acceptance speech, Trump declared himself “the law and order candidate.”
He is. By default.

In elections generally – but this one in particular – things are not always what they seem. Take the apparent exculpation of Hillary by FBI director James Comey. The Democrats responded with a statement that the issue had now been “resolved” because the target had not been indicted. But not so fast. The failure to indict was not an exoneration, and what the public witnessed – the secret meeting between the head of Justice and the target’s husband, the job offer to her would-be prosecutor, and the FBI’s dossier of her misdeeds – was in effect a second trial, and it came with a conviction. The former Secretary of State had lied to Congress and the public, and not about private matters like sexual escapades with interns. She had lied about national security matters, and was reckless in handling secrets that affect the safety of all Americans. Worse, the fact she appeared to be getting away with a serious crime was a dramatic confirmation of Trump’s campaign narrative: the system is corrupt, the fix is in, I will change all this.
The Comey episode also turned a lot of Republican heads – most notably Paul Ryan’s – that had been openly skeptical of Trump’s candidacy, and lukewarm in endorsing his campaign. Until that moment, the failure of some Republicans to rally behind the Republican nominee, indeed to refrain from seconding Democrat attacks, has been the chief weakness of Trump’s candidacy. When Trump objected to an obviously biased judge – a member of “La Raza” and opponent of securing the border – Ryan and other Republicans joined the Democrats in the ludicrous charge that Trump was a racist. (What Republican candidate in the last thirty years have the Democrats not slandered as racist?) But Ryan is not attacking Trump now. Instead he is calling on officials to remove Hillary’s security clearance – a strong signal to voters that she is not fit to be commander-in-chief, and a powerful reinforcement of Trump’s campaign theme.
At the moment, Trump is in a virtual dead heat with Hillary, which is remarkable considering the slanderous attacks on his character not only by Democrats but by the chorus of #NeverTrump Republicans who have also called him a sexist and xenophobe, and have compared him to Mussolini and Hitler. These negatives have hurt him but will ultimately fail for the same reason that the anti-Trump attacks in the primary failed. Trump is not an unknown quantity. He has been in front of the American public for thirty or forty years. Nothing in the public record would validate the charge Trump is a racist, let alone Hitler. Consequently these negatives are unlikely to over-ride the actual issues when voters make the judgments that will determine the election. At the same time, the obviousness of the slanders merely serves to confirm Trump’s narrative that corrupt elites fear him and will do anything to prevent him from upsetting their applecarts.
The reason Trump will win in November is that national security is at the top of voter concerns and Trump has been a strong advocate on this front. Beginning with his promise to build a wall, made national security issues – vetting Syrian Muslim refugees, rebuilding the military, “bombing the sh-t” out of ISIS and naming the enemy – have been centerpieces of his campaign. Of course he has also had help from the terrorists who carried out the attacks in Paris and San Bernardino and Orlando, and from a feckless Obama who refuses to recognize the Islamist threat. But so did Mitt Romney, who had Benghazi and Fort Hood and the same feckless commander-in-chief to work with. Romney, however, chose not to do so. He took the war issue off the table when he embraced Obama’s foreign policy in the third presidential debate and never tried to make it central again.
Since World War II no Republican has won the popular vote in a presidential election where national security has not been a primary issue. The one seeming exception is Bush’s victory in 2000. But Bush did not win the popular vote even though he was able to get the necessary majority in the electoral college. In this election, Trump has instinctively seized the high ground on national security. He has put the disasters of Obama’s Middle East retreats front and center, and challenged the crippling denial of the commander-in-chief and his failure to take appropriate measures to defeat our enemies at home and abroad.
Thanks to nearly eight years of a party in power that refuses to secure our borders and is more interested in disarming law-abiding Americans than confronting the terror threat in our midst, national security is now a primary issue on the minds of all Americans. Donald Trump speaks to those concerns in a way that the damaged and compromised Hillary cannot. Her fingerprints are all over the disastrous Obama policies in the Middle East. National security is an issue that crosses party lines and also gender lines. Even more important, it is an issue that unifies the Republican coalition, whose current disunity is Trump’s greatest weakness. With the fallout from Hillary’s server fail as a backdrop, Trump should be able to bring his party together at the upcoming convention, and go on to secure a victory in November.

The Department of Homeland Security (DHS) is quietly transporting illegal immigrants from the Mexican border to Phoenix and releasing them without proper processing or issuing court appearance documents, Border Patrol sources tell Judicial Watch. The government classifies them as Other Than Mexican (OTM) and this week around 35 were transferred 116 miles north from Tucson to a Phoenix bus station where they went their separate way. Judicial Watch was present when one of the white vans carrying a group of OTMs arrived at the Phoenix Greyhound station on Buckeye Road.
The OTMs are from Honduras, Colombia, El Salvador and Guatemala and Border Patrol officials say this week’s batch was in custody for a couple of days and ordered to call family members in the U.S. so they could purchase a bus ticket for their upcoming trip from Phoenix. Authorities didn’t bother checking the identity of the U.S. relatives or if they’re in the country legally, according to a Border Patrol official directly involved in the matter. American taxpayers pick up the fare for those who claim to have a “credible fear,” Border Patrol sources told JW. None of the OTMs were issued official court appearance documents, but were told to “promise” they’d show up for a hearing when notified, said federal agents with firsthand knowledge of the operation.
A security company contracted by the U.S. government is driving the OTMs from the Border Patrol’s Tucson Sector where they were in custody to Phoenix, sources said. The firm is called G4S and claims to be the world’s leading security solutions group with operations in more than 100 countries and 610,000 employees. G4S has more than 50,000 employees in the U.S. and its domestic headquarters is in Jupiter, Florida. Judicial Watch is filing a number of public records requests to get more information involving the arrangement between G4S and the government, specifically the transport of illegal immigrants from the Mexican border to other parts of the country. The photo accompanying this story shows the uniformed G4S guard that transported the OTMs this week from Tucson to Phoenix.
Outraged Border Patrol agents and supervisors on the front lines say illegal immigrants are being released in droves because there’s no room to keep them in detention. “They’re telling us to put them on a bus and let them go,” said one law enforcement official in Arizona. “Just move those bodies across the country.” Officially, DHS denies this is occurring and in fact earlier this year U.S. Customs and Border Protection Commissioner R. Gil Kerlikowske blasted Border Patrol union officials for denouncing this dangerous catch-and-release policy. Kerlikowske’s scolding came in response to the congressional testimony of Bandon Judd, chief of the National Border Patrol Council, the labor union that represents line agents. Judd told lawmakers on the House Judiciary Committee that illegal immigrants without serious criminal convictions can be released immediately and disappear into the shadows. Kerlikowske shot back, telling a separate congressional committee: “I would not stand by if the Border Patrol was — releasing people without going through all of the formalities.”
Yet, that’s exactly what’s occurring. This report, part of an ongoing Judicial Watch investigation into the security risks along the southern border, features only a snippet of a much broader crisis in which illegal aliens are being released and vanishing into unsuspecting American communities. The Senate Subcommittee on Immigration and the National Interest addressed this issue just a few weeks ago in a hearing called Declining Deportations and Increasing Criminal Alien Releases – The Lawless Immigration Policies of the Obama Administration. Judd, the Border Patrol Union chief, delivered alarming figures at the hearing. He estimated that about 80% of apprehended illegal immigrants are released into the United States. This includes unaccompanied minors who are escorted to their final destination, family units and those who claim to have a credible fear of persecution in their native country. Single males that aren’t actually seen crossing into the U.S. by Border Patrol agents are released if they claim to have been in the country since 2014, Judd added.

In a stunning rebuke to the Department of Justice Thursday, U.S. District Judge Andrew Hanen ordered annual ethics classes for the DOJ attorneys who were “intentionally deceptive” during the course of executive amnesty litigation. At issue was whether the DOJ intentionally misled the judge into believing that Obama’s DACA amnesty program would be halted until he made a ruling on a lawsuit brought by 26 states.
From November of 2014 until February of 2015, while the judge was still deciding the case, the Department of Homeland Security gave more than 108,000 illegal immigrants three-year reprieves. They did this after DOJ lawyers led him to believe that they would halt the program during that period. The 26 states who filed a lawsuit were thus misled into “foregoing a request for a temporary restraining order,” Hanen wrote in his blistering decision. “Such conduct is certainly not worthy of any department whose name includes the word ‘Justice.'”
The facts of the deception are not in doubt, Hanen emphasized. “[DOJ] has now admitted making statements that clearly did not match the facts,” he said in the May 19 opinion, first noted by the National Law Journal. “It has admitted that the lawyers who made these statements had knowledge of the truth when they made these misstatements … This court would be remiss if it left such unseemly and unprofessional conduct unaddressed.”
As punishment, Justice Department attorneys who wish to appear in any state or federal court within the 26 states that brought the lawsuit have to undergo annual ethics training. “At a minimum, this course (or courses) shall total at least three hours of ethics training per year,” he wrote.
In another case, such “egregious conduct” would lead him to strike the government’s pleadings, but Hanen decided not to take that step because the Supreme Court heard oral arguments in the case in April.
“The national importance of the outcome of this litigation outweighs the benefits to be gained by implementing the ultimate sanction,” Hanen wrote. “Striking the government’s pleadings would not only be unfair to the litigants, but also unfair, and perhaps even disrespectful, to the Supreme Court as it would deprive that Court of the ability to thrash out the legal issues in this case.”
Hanen cited multiple instances in which Justice Department attorneys claimed that Department of Homeland Security directive announced in November of 2014 would not be implemented until February 18, 2015, even though they knew that DHS had begun implementing a portion of the order that pertained to the original “deferred action for childhood arrivals” policy announced in 2012.
Justice Department attorney Kathleen Hartnett told Judge Hanen during a January 2015 hearing that nothing would be happening with regard to DACA until Feb. 18, 2015. On Feb. 16, 2015, Hanen sided with the states and issued a preliminary injunction blocking Obama’s actions. Then he found out that the reprieves and work permits had been continuing all along.
That March, the exasperated judge chastised Hartnett for lying to him in January. “Like the judge, the states thought nothing was happening,” Hanen said. “Like an idiot, I believed that”:
A flustered Hartnett repeatedly apologized to Hanen for any confusion related to how the reprieves and work permits were granted.”We strive to be as candid as possible. It truly became clear to us there was confusion on this point,” she said.
Hanen seemed genuinely disappointed that he could not disbar the DOJ attorneys who lied to him, but he did ban them from practicing law in Texas:
The court does not have the power to disbar the counsel in this case, but it does have the power to revoke the pro hac vice status of out-of-state lawyers who act unethically in court. By a separate sealed order that it is simultaneously issuing, that is being done.
In the meantime, perhaps the court-ordered ethics classes will help the “confused” lawyers understand the concept of “justice” a little better.
