The Jerusalem Post reports:

The Permanent Court of Arbitration in The Hague announced on Tuesday that the State of Palestine has joined it, becoming its 118th member state.

It is unclear how significant an achievement joining the PCA is with the Palestinians likely to brandish it as supporting their joining the International Criminal Court and Israel likely to underplay it.

At press time, the Palestinian Authority had not responded to inquiries and the Foreign Ministry responded, “this is a legal body which is not among the more important ones. What a waste that the Palestinians continue to invest efforts to be accepted into these kinds of bodies instead of returning to the negotiating table.”

Israel opposes any recognition of Palestine as a state outside of bilateral negotiations.

The ICC Prosecution in January 2015 accepted Palestine as a state for purposes of opening an examination of the 2014 Gaza war crimes allegations and of the settlements enterprise, but Israel has been trying to convince it to back away from this position.

Tuesday’s news only complicates Israel’s efforts, even as the PCA is much less prominent now than the ICC.

Republican presidential candidate Donald Trump stated that he sees Israel as the victim in the Israeli-Palestinian conflict and he would “100%” come to its defense if it was attacked in an interview broadcast on Monday’s “Hannity” on the Fox News Channel.

Trump was asked about his comments that he would be “neutral” in the conflict between Israel and Palestine, and whether he sees “that Israel is the victim in this?” Trump said that he does and that he’s “a great friend of Israel.”

He added that making a deal between Israel and Palestine would be “the ultimate deal” if it was possible, and “I have been told by people, very high level people, it’s impossible, because the hatred, especially on the one side, I won’t even say which side –”

After host Sean Hannity cut in with, “On the Palestinian side.” Trump continued, “is so intense. It’s so incredible, and from the time they’re 2 years old they’re told to hate, to hate, to hate. It’s got to be taken away.”

Trump concluded that if Israel was attacked, “100% I’d come to their defense. 100%. Now, you know that under the Iran deal… but under the Iran deal, if Israel ends up attacks Iran because they’re — they see they’re doing the nuclear, or if it’s the other way around, we have to fight with Iran. By the way, that’s not happening, folks. I don’t care. Deals are meant to be broken in some cases, all right?”

TEL AVIV – Israeli Prime Minister Benjamin Netanyahu is reportedly concerned that the Obama administration may attempt to impose a solution to the Israeli-Palestinian conflict before Obama leaves office.

Citing an Army Radio report on Sunday, the Times of Israel writes that Netanyahu believes Obama may make his move during his “lame duck” period between the American presidential elections and the new president’s inauguration.

His concerns focus on the UN, where rumors have been flying that an upcoming Security Council resolution will define the parameters of a two-state solution based on the 1967 borders, effectively handing the Palestinians the concessions they want from Israel without any reciprocity.  The 1967 borders refer to the West Bank, Gaza Strip and eastern sections of Jerusalem.

Such resolutions are not uncommon at the UN, but the United States has long exercised an “automatic veto” on them, holding that the conflict must be resolved by direct negotiations between the two sides.

The Times also reports that Israeli media has speculated that the UN moves will be coordinated with a renewed push for peace by Secretary of State John Kerry. If the initiative fails, writes the Times, “the Obama administration might try to impose some kind of accord.”

The State Department has denied the reports.

Israeli opposition leader Isaac Herzog appeared to confirm at least party of the report, saying that Kerry – who he met with last week – may make another push for negotiations. If Netanyahu does not respond, he said, “We’ll have an accord imposed upon us.”
