The geography of the six Paris locations targeted by terrorists Friday night points to precise advance planning in support of a primary target, namely, French President Francois Hollande, while at the same time sowing bloody havoc in the French capital, frightening tourists away and shaking the French governing system to the core. The cost in lives has not been finally tallied. Estimates range from 127 to 153 with dozens of people injured.

DEBKAfile’s counterterrorism sources note that the parties who orchestrated the deadliest terrorism attack on any European capital took into account that President Hollande would be attending a friendly French-German football match at the Stade de France, presenting them with a high-quality target for assassination or capture as their hostage. Saturday, the president was the first French official to explicitly accuse ISIS of “an act of war” against France.

One of the terrorists shouted before he died, “Francois Hollande’s foreign policy is to blame!” Another was reported by a witness as shouting “This is for Syria!” while spraying gunfire in one of the targeted restaurants: The other attacks on at least six locations were a kind of vicious subplot with the dual purpose of bloody terror per se as well as a diversionary tactic to confuse French security forces and keep them running around in several directions. The president’s bodyguards were meant to be distracted by two earsplitting explosions staged by two suicide bombers outside the stadium.

The guards however quickly whisked the president out of the stadium in time to escape harm.

Whatever their primary objective, coordinating so many simultaneous terror attacks by a large team called for months of preparation, precise intelligence, a variety of weapons and a large team of dedicated killers backed by exceptional staff work and organization.

Our analysts attribute the multiple assaults to a collaborative effort between Al Qaeda and the Islamic State. Together they were capable of putting up the necessary resources which included: –

1. A group of at least 20 terrorists for executing the six attacks. The French Prosecutor’s office reported Saturday that seven died in suicide bombings and the eighth was killed by security forces when they raided the concert hall, where dozens of hostages were being killed. Others may still be at large.

At least 200 operatives at various levels were completely in the picture and directly involved in at least two months of advance planning.

The night of November 14 will be remembered for the failure of France’s Director-General for Internal Security (DGSI) and Director-General for External Security (DGSE) – or their refusal – to pick up the slightest clue to the massive preparations afoot for a horrendous, wide-scale terrorist outrage against their capital city.

Reclusive Muslim communities populate whole Paris suburbs and often practice an extremist Islamic life style which does not recognize the authority of the French Republic. When French police are forced to enter those areas they take care to have an armored military escort with automatic rifles. Rife with crime, poverty and deprivation, these communities are perfect breeding grounds for terrorist networks.

The alienation of the Paris Muslim community and the experiences of young radicals in former Islamic terrorist operations in the past two years have raised a high wall against penetration by French intelligence and police services and any attempts by them to enlist informers, undercover agents or collaborators able to whisper a warning when trouble lies ahead.

The French agencies therefore work in the almost total absence of human intelligence from Arabic speakers conversant with the local dialect, and rely almost exclusively on “signal Intelligence” (SIGINT) for warnings of a deadly threat of the kind that swept Paris Friday and is unlikely to end any time soon.

Since it could not have been the work of 200 lone wolves, but only a large organization with headquarters in Syria and Iraq and impressive multinational capabilities, it is hard to understand how the far-reaching preparations for a multiple Paris terror assault were not detected by any Western signals intelligence branches, including ECHELON, the all-seeing American digital surveillance system and its small brother, Frenchelon. This is bad news for other Western capitals, which ISIS has placed under threat.

The US drone strike Thursday night, Nov. 11, targeting the Islamic State’s infamous executioner known as “Jihad John” in the northern Syrian town of Raqqa may or may not have hit the mark – the Pentagon says it is too soon to say. The hooded, masked terrorist with the British accent has been identified as a British Muslim born in Kuwait called Mohamed Emwazi. He appeared on videos worldwide showing the cold-blooded murders of US, British, Japanese and other hostages.

The drone attack occurred shortly after the latest ISIS atrocity: Thursday night, two or three suicide bombers blew themselves up, killing 43 people and injuring at least 240 in the Hizballah stronghold of southern Beirut opposite Burj Barajneh.

Ten days earlier, the Islamic State brought down the Russian Metrojet airliner over Sinai killing all 224 people aboard. This spectacular act of terror was apparently the first strike of the jihadist group’s winter offensive. It achieved its objectives of multiple murder; mortal damage to Egypt’s tourism industry and a blow to the prestige of its president Abdel-Fatteh El-Sisi.

The attack also punished President Vladimir Putin for bringing the Russian military into the center of the Syrian conflict.

The next Islamic State assault was aimed to undermine the credibility of Jordan’s King Abdullah and his security services: On Nov. 8,  a Jordanian police captain opened fire at a high-security US training facility outside Amman, killing two American trainers, a South African and two Jordanians. The number of US personnel injured in the attack was not released. This attack was timed to coincide with the 10thanniversary of the massive al Qaeda assault on Amman’s leading hotels, all American owned, which left 61 dead.

In northern Sinai, the murder of a family of 9 Egyptians at El Arish Thursday morning raised the total of ISIS murders in less than a month to 274.

DEBKAfile’s counterterrorism sources discern three objectives in the attack Thursday night in Beirut

1. A lesson for Tehran and Hizballah’s leader Hassan Nasrallah to show them that the Islamic State is able to reach them on their home ground, no matter how many troops they deploy to fight the jihadis in Syria (Iran and Hizballah together field an estimated 13,000 soldiers in Syria). ISIS was capable of inflicting terrible casualties both on the battlefield and in their homeland, first in Beirut and eventually in Tehran.

2.  The day before, Wednesday, Nov. 11, in a speech marking the “Day of the Shahid,” Nasrallah gloated over Hizballah’s triumph in a battle outside Aleppo. He also boasted that his domestic security shield in Lebanon presented an impenetrable barrier against ISIS or Nusra Front terrorist intrusions.

The Islamic State’s tacticians determined to blow up both claims in Nasrallah’s face. He and Iran were to be shown that they could not stop ISIS or prevent the Syrian war’s spillover into Lebanon.

3.  By blowing up the Russian airliner over Sinai, the Islamists sought to underscore this point for Moscow too. Russia might send a powerful military force to Syria, but the Islamists would hit Putin from the rear at a location of its choosing anywhere in the Middle East. Moscow may have opted to defend Bashar Assad, but what can it do to protect Hizballah and its other allies?.

DEBKAfile’s counterterrorism sources note that US and Russia have taken lead roles in the broad military effort to defeat ISIS – often by means of pinpointed operations. At the same time, under their noses, the Islamist terrorists have launched their winter campaign, striking with extreme ferocity and agility in unexpected places that are outside the regular battle fronts in which the big powers are engaged.

Report: Turkish weapons found in ISIS stronghold within Iraq The Iranian media reported that in a raid on an ISIS stronghold in Iraq, Iraq found explosive materials, ammunition, and arms that were manufactured in Turkey. If the report is proven to be true, Ankara will find themselves in a difficult position due to the fact that the Turkish government vehemently denies that they are assisting the murderous terror organization.

The Fars Iranian News Agency reported this morning that Iraqi forces found explosive materials, ammunition and arms that were manufactured in Turkey within an ISIS stronghold in the Anbar Province within the country.   According to the report, the explosive materials had a “made in Turkey” sign on it alongside the weapons and the missiles.

The findings of the report puts into doubt Turkey’s policy.  Turkey claims that they are against ISIS and have joined the Western coalition against the murderous terror organization.   According to the Turkish government, they support Al Qaeda’s branch in Syria known as the Al Nusra Front but not ISIS, whom they view to be an enemy.

Despite the repeated denials from the Turkish government that they aren’t supporting ISIS, the Western and Iranian media indicate that there are a number of discoveries which prove that Turkey is helping the murderous terror organization.    According to one of the reports, Erdogan’s daughter opened up a field hospital along the Turkish-Syrian border, where members of various terror groups that were injured in the struggle against Assad receive medical treatment.

Since the beginning of the Syrian Civil War, Turkey has supported toppling Assad’s regime and has supported groups that are opposed to Assad.   However, they have refrained from supporting liberal Kurdish opposition groups due to the fear that helping them would complicate Turkey’s own issues with their Kurdish population, preferring to provide backing to Sunni Islamist groups.  Iranians who support Assad’s regime reported that the weapons Turkey provided to ISIS were given to the brutal terror organization within Syria and from there was transferred to Iraq.

According to a senior level member of a Shia militia in Iraq, the weapons were found in the murderous terror organizations’ stronghold in Tikrit within the Anbar Province, which is located within Western Iraq and extends along the border with Syria.

Intense battles raged in and around the Kweires airbase near Aleppo between government forces and Islamist militants, as the Syrian Army supported by the Russian Air Force managed to partially lift a blockade following a two-year Islamic State siege.

Gun battles as well as shelling can be seen in the incredible footage of the advance made by government forces. The dead bodies of Islamist terrorists are also visible across the battlefield.

As a result of the push by Syrian government troops, with the help of Russian airstrikes and local irregular forces, more than 900 militants were killed near the village of Telmam in Aleppo province. Intelligence regarding the locations of the terrorists’ positions around the base was partially provided by the Syrian opposition, the Russian Defense Ministry announced on Wednesday.

A spokesman for the Syrian Army and Armed Forces added that new progress in the war against Islamist militants was being made in the Latakia and Aleppo provinces. The Syrian Air Force carried out 75 sorties that destroyed 150 targets across the country.

In Aleppo province where the combat footage was filmed, the spokesman said that army units, aside from establishing control over Kweires airbase after “heavy fighting,” are now also in control of more than 250 square kilometers of the surrounding area.

According to the spokesman, the Syrian Air Force targeted three Islamic State (IS, formerly ISIS/ISIL) sites in the Aleppo countryside in addition to “fortified sites” belonging to Al-Nusra Front.

The government forces have made rapid advances against jihadist groups over the past six weeks following the start of Moscow’s air campaign. Russia has carried out over 1,600 sorties since establishing an airbase in northern Syria in September at the personal request of Syrian president Bashar Assad, who has been battling the Islamic jihadists since 2011.

Coalition forces fighting against the Islamic State of Iraq and the Levant (ISIL) jihadist group are preparing for a wide-scale aerial operation in Syria, private broadcaster CNN Türk has reported.

A number of Turkish and American fighter jets in southern Adana’s İncirlik Air Base were preparing for a “wide-scale operation” by next month, with a “boots on the ground” option set aside by the security sources in Ankara.

The coalition’s air operation could be an intensive one which lasts for days, the report added.

The aim of the operation was also to cleanse the Jarabulus, Azaz and Mare lines in northern Syria.

The U.S. Air Force’s F-15 jets, which arrived in İncirlik on Nov. 6, meanwhile would not secure Turkish airspace as previously reported, with an objective instead of securing coalition jets from possible attacks coming from Syria and Russia.

In addition, the opposition Turkmens and Arab forces in Syria will continue to work on the ground while Turkish troops will stand by on the border. Moreover, the option of a Turkish operation would only be discussed if Democratic Union Party (PYD) forces in northern Syria pass to the western banks of the Euphrates, the report said.

Turkish Prime Minister Ahmet Davutoğlu said a ground forces operation in Syria could be possible but Turkey would not conduct such an operation alone, speaking in an interview with CNN International’s Christiane Amanpour on Nov. 9.

“[A] ground forces [campaign] is something which we have to talk [about] together and share. As I told you in our last interview, there’s a need of an integrated strategy, including an air campaign and ground troops,” Davutoğlu told Amanpour on Nov. 9.

“But Turkey alone cannot take on this burden. If there’s a coalition and a very well designed integrated strategy, Turkey is ready to take part in all senses,” he added.

Davutoğlu confirmed once again that he was talking about a possible ground forces operation after Amanpour asked if the strategy also included “the ground.”

“Yes, of course,” Davutoğlu answered.

He said that without an integrated strategy for Syria, which was needed, another terrorist group could emerge apart from the Islamic State of Iraq and the Levant (ISIL).

“We have to solve the Syrian crisis in a comprehensive manner,” Davutoğlu said.

According to Turkish security sources who spoke to daily Hürriyet on condition of anonymity, it was not considered a warm option for the Turkish Armed Forces to enter Syrian territory for a land operation against ISIL without a decision taken in the international arena, either with the United Nations Security Council (UNSC) or the NATO Council. The inclusion of coalition forces in these international decisions is also being sought for Turkey to take part in a ground forces campaign, the sources said.

Since civil war erupted in Syria, sources said, Turkey has been making plans on various scenarios, which included launching a land operation, and were making the necessary changes to them according to new developments. The sources said it was “normal” for Turkey to conduct such plans.

If an attack is launched directly towards Turkey from the Syrian side, then Turkey would respond to this attack without seeking a decision from the UNSC or NATO, according to the sources.

Turkey could launch a special forces unit operation into the area in Syria where a attack on Turkey was launched from, but this would be a limited campaign and it could not be regarded as an extensive operation, the security sources said.

Sources added Turkey would be more involved in airstrikes under a coalition led by the U.S.

Turkish Foreign Minister Feridun Sinirlioğlu’s words last week in Iraq’s Arbil on the possibility of Turkey having “plans to militarily take action against ISIL” could be regarded in this perception, the sources said.

Turkey also needed to take into consideration Russia when making plans on a ground operation in Syria, they said.

Hamas and the Palestinian Authority

A television show for pre-schoolers, a theater contest at a school, hit songs that encourage the use of “cleavers and knives” – all are mediums used by the Palestinian Authority and Hamas to teach Palestinian children to hate Jews and incite them to punch, stab shoot and otherwise kill the “enemy.”

Palestinian textbooks teach their children that Israel has no right to exist; the Palestinian Authority uses sports events to glorify terrorists, naming tournaments and festivals after the most gruesome killers; Hitler is held up as the ultimate role model in PA schools and on their Facebook pages; and the PA media teaches children the pleasure and rewards of martyrdom.

In addition to all the above methods, Hamas provides military training and indoctrination for kids through their summer camps in which Palestinian children receive paramilitary training, including how [to] make a homemade rocket and how to fire guns (training uses live ammunition).

Islamic State (ISIS)

One of the stated strategies of the Islamic State is to assure the continuation of the “caliphate” and its mission by training the next generation in their methodology and dogma. The following video report (see below) by Irmi, a media outlet based in the UAE, shows the indoctrination of the “Caliphate Cubs,” the Islamic State’s children’s division.

Children are brainwashed to join the Islamic State in a number of ways. After targeting a community for takeover, the Islamic State will typically kill the men, enslave the women and girl and take the young boys to be trained killers for the caliphate.

In addition, Islamic State supporters from Arab countries as well as Europe have been encouraged to bring their young boys to Islamic State territory (a call which they have heeded) to receive training.

Boys as young as five learn how to shoot and slaughter through a variety of methods — lynching, beheading and suicide bombings.

Somalia

Al-Shabaab, the brutal Islamist terror organization responsible for the Westgate Mall attack in Nairobi, Kenya, recruits children for use as soldiers. Children are lured to join the group through the use of extremist propaganda and material rewards. Religious events in mosques provide fertile ground for recruitment as well. Mosques in the United States, in areas with a heavy Somali immigrant population, such as Minnesota, have also played roles in recruiting older boys, even those born and raised in the U.S. Al-Shabaab has also proven remarkably sophisticated in its use of the Internet to post recruitment appeals aimed directly at young Somali-Americans that feature glorified battle scenes and personal testimonials from Somali-Americans already among its ranks.

Pakistan

Although Pakistan was conceived as a homeland for Muslims whose founder envisioned equal rights for all citizens (including minorities), a study of the country’s text books shows children in Pakistani schools are being taught prejudice and intolerance of all religions except Islam. In addition, the study found that most teachers were found to view non-Muslims as “enemies of Islam.”

The finding of the study, conducted by the U.S. government, “indicate how deeply ingrained hard-line Islam is in Pakistan and help explain why militancy is often supported, tolerated or excused in the country.”

A 2011 Pew Reseach Center study found Pakistan to be the third most intolerant country in the world.

”Teaching discrimination increases the likelihood that violent religious extremism in Pakistan will continue to grow, weakening religious freedom, national and regional stability, and global security,” said Leonard Leo, the chairman of the U.S. Commission on International Religious Freedom.

A separate study by the National Commission for Justice and Peace of the Catholic Church of Pakistan also surveyed found that Pakistani textbooks for children “inculcated hatred.” The organization has called for their removal.

“Teaching hatred or harm to students is illegal,” said Peter Jacob, executive director of the Centre for Social Justice. Yet, “There are no checks on independent publishers and the material they publish. Either the government carefully monitors these publishers or it bans some of the textbooks they publish.”

Britain has been rocked by the “Trojan Horse” scandal in Birmingham and other locations where Islamist extremists have managed to take control of a number of publicly-funded schools and use them as a platform to disseminate their discriminatory views.

A report by the former head of the Metropolitan police force’s counter-terrorism division found there was a “co-ordinated, deliberate and sustained action to introduce an intolerant and aggressive Islamic ethos” into a few schools in Birmingham.”

“This has been achieved in a number of schools through gaining influence on the governing bodies, installing sympathetic head teachers or senior members of staff, appointing like-minded people to key positions, and seeking to remove head teachers who they do not feel to be sufficiently compliant with their agenda,” the report said.

Children at these schools are being encouraged to accept unquestioningly a hardline version of Sunni Islamism, leaving them vulnerable to radicalization later on, according to the report.

British Education Secretary Nicky Morgan said, “Teachers have said they fear children are learning to be intolerant of difference and diversity. Instead of enjoying a broadening and enriching experience in school, young people are having their horizons narrowed and are being denied the opportunity to flourish in a modern multicultural Britain.”

After the Islamic State succeeded in downing a Russian airliner that took off from Sharm El-Sheikh on October 31, causing the deaths of all 224 passengers and crew, the terrorist organization Monday, Nov. 9, put a US military target in its crosshairs. A captain in the Jordanian police opened fire in the cafeteria of the Special Operations Training Center outside the Jordanian capital, Amman, where American instructors train Iraqi troops to fight ISIS. Two trainers from the US and one from South Africa were initially reported killed and another six wounded, including two more Americans and four Jordanians.

A Jordanian government spokesman said later Monday that the number of fatalities had risen to eight, without specifying how many foreigners.

The gunman did not survive. He was variously reported to have committed suicide after the assault or killed by Jordanian troops.

The modus operandi resembled the “green on blue” insider attacks committed in Afghanistan by al Qaeda and Taliban “insiders” against American and British troops serving at the same base.

Jordan’s Al-Rai newspaper identified the shooter as Anwar Abu Ubayd, but other news outlets said his name was Anwar Abu Zaid.

If the downing of the Russian plane rocked the regime of Egyptian President Fattah El-Sisi, there is no doubt that Monday’s attack will shake King Abdullah’s Hashemite throne.

The attack, furthermore, demonstrated that ISIS is rapidly approaching Israel’s borders with Syria in the north, Egypt in the south and Jordan in the east. The assault gained particular attention as it was carried out just hours before the summit Monday between Israeli Prime Minister Binyamin Netanyahu and US President Barack Obama at the White House in Washington.

They met for the first time after more than a year and after a major row over the Iranian nuclear accord. Both leaders made statements strongly indicating that they had determinedly buried the hatchet and were looking to the future of strong and amicable ties and expanded US support for Israel’s security.

A large part of their two-hour conversation was undoubtedly devoted to the threat posed by ISIS, on which they concur.

Until now, Jordan had been home to the most important and secure US forward base for the war on ISIS in Iraq and Syria.  US air strikes come from bases in Turkey, but more than 10,000 ground troops and special operations forces troops are present in Jordan. The kingdom serves as a training, operations and logistical center for US missions in Iraq and Syria, and for that purpose a command center, the US Central Command Forward-Jordan, was established outside Amman.

Until now, ISIS had not managed to infiltrate Jorda for attacks capable of destabilizing Abdullah’s rule. Numerous infiltration and terrorist attacks were thwarted by Jordanian intelligence and security. The Jordanian authorities focused primarily on keeping the jihads out of the refugee camps housing Syrians and Iraqis in flight from war zones, but this came at the expense of efforts to block the threat from reaching inside the Hashemite kingdom and its security facilities.

Their first success will no doubt embolden ISIS to keep on pressing its advantage. Immediately following Monday’s shooting, Jordan’s military went into high alert nationwide and along its borders. The US, Russia, Egypt, Jordan and Israel are all boosting their vigilance as the threat from ISIS continues to grow. But no one can reliably predict where the Islamist terrorists strike next.

The last few days have been filled with a flurry of information regarding the downing of Flight 7K9268. Within the last 18 hrs we’ve received amplifying information from our sources in the country. Our sources within the Egyptian Directorate of Military Intelligence (DMI) confirmed that Russian investigators found the remnants of the explosive device we were talking about in our 03 NOV “Sinai Plane Crash Update.” Furthermore, the running theory of those investigators is that depressurization caused by an internal explosion tore off the tail section, causing the plane to flip over and send it to the ground. When we asked one of our sources if 500 grams of C4 could cause that, he answered back that it wouldn’t take much to bring a plane down, especially if the device was placed near the fuel line – which is what DMI assesses to be the case. Another source working with Russia’s Health Ministry Center for Forensic Medical Expertise confirmed that parts of an explosive device was uncovered.

As for the operative who emplaced the device on the plane, we’ve confirmed that the individual did not receive any assistance from a member of the security forces – because he’s a member of the security forces himself. The individual in question used his position to circumvent the 8 explosive detection systems and security checkpoints located at the airport in order to get to his target. DMI knew how this went down fairly quickly, although our sources couldn’t answer how this fell through the cracks, although they did imply that the security forces are plagued with serious internal issues due to the rising insider threat. However, Sharm al-Sheik Airport Chief Abdel-Wahab Ali was removed from his position due to these major security lapses. The fact that the British government aired these very same concerns LAST YEAR made the decision to remove him much easier.

Adding further weight to what we’ve been saying is that the Black Box reveals that the crash was not an accident. More importantly, the media (and some Western governments) are saying what we first mentioned in our “Sinai Plane Crash Update.” Excerpt:

European investigators who analyzed the two flight recorders from the Metrojet plane that went down last weekend in Egypt are categorically saying the crash is not an accident, CNN affiliate France 2 reported Friday.

The investigators said the cockpit voice recorder of Metrojet Flight 9268 shows an explosion and the flight data recorder confirms the explosion is not accidental — there is no sign of mechanical malfunction during the initial part of the flight, France 2 reported.

Everything is fine during the first 24 minutes, then in a fraction of a second there is a blackout and no more cockpit conversation, convincing investigators there was a bomb on board, according to France 2.

CNN Aviation Analyst Richard Quest said there would have been different data on the black boxes if there was a catastrophic failure than if there was an explosion. The key is what happened just before the data suddenly stops, he said.

“It’s this split second, and it’s a millisecond, where you hear an explosion of some description,” he said. “And you see all the parameters (on the recorders) go haywire before the power is completely lost. If this report is accurate, (investigators) have now analyzed that … heard it and they can identify it.”

If the plane had broken apart due to structural failure, there would have been more noise — and for a longer time, he said.

France’s air accident investigation agency, the BEA, told CNN that Egyptian officials will make an announcement about the crash investigation within the next 24 hours.

This wasn’t the first time WS gained access to an Egyptian airport either. Last year they recruited an employee at Cairo International Airport who provided Team Baghdadi with schematics of the facility, locations of guard postings and security procedures. Fortunately, DMI found out and arrested him before the attack plan was set into motion – which was the same plan carried out in Sharm al-Sheik. This was one of a long list of incidents – many of which were never reported by the country’s media outlets – that led to GEN Sisi authorizing the DMI to lead the crackdown on the insider threat within the security forces. From MAY 15 – JUL 15 several junior and mid-level officers within the Army were detained for either being sympathizers or full-fledged members of WS. There’s also been an increase in military personnel refusing to carry out missions against WS – not because they’re “scared” – because they “didn’t want to kill their Muslim Brothers” (which is a red flag since most Muslims would never consider IS as their “Muslim Brothers”). For the most part the military has been the main advocate for moderate Islam and secularism. Unfortunately, that all changed when the Muslim Brotherhood’s Muhammad Morsi rose to power, where he quickly began to sack “problematic” (read-those of moderate Islam or secular leanings) officers. Then he began to fill the ranks with those he reflected his values – in other words, guys with extremist views. The result was a new breed of officers in the junior and mid-level ranks who were very sympathetic to the ideologies of al-Qaida (of which the MB is closely-aligned) and IS. WS’ increase in capability is a good indicator of the success they’ve had in recruiting personnel with formal military experience (Check out “ISIS-Sinai Beheads Croatian Hostage – Just the Beginning” for additional info).

The bombing of that Russian airliner is the beginning of WS and IS’ Libya affiliate entering into a new phase of Team Baghdadi’s overall global campaign of conducting high-profile attacks outside of Syria and Iraq. WS followed up the plane bombing with another attack targeting an officer’s club that killed three policemen. But that’s just the start – WS fully intends to expand their operations to targeting Russians and Western tourists to both cripple Egypt’s tourism industry (which would result in significant economic damage) and retaliating for Russia’s Syria intervention. The indicators were all there with the sharp increase in the frequency and scale of attacks carried out by WS in Sinai throughout the year and this past summer in particular (Reference – “Sinai Under Siege Rising capabilities of Wilayat Sinai”). That said, the first real indicators of WS’ increased capabilities was seen as early as JAN 14 when they shot down an Egyptian military helicopter in the Sinai with a MANPAD that was traced back to one of the Qaddafi regime weapons depots that was raided by so-called “moderates” during the early days of the “Arab Spring.” In AUG 15 another attempt was made by WS to bring down an aircraft – this time a Thomson Airways airliner – as it was heading to Sharm al-Sheik Airport. Fortunately the pilot was able to perform evasive maneuvers and avoid being brought down (See the Guardian’s article titled, “Sharm el-Sheikh flight from Stansted dodged missile in August” and our initial piece on the Sinai crash, “Islamic State Claims to Have Shot-Down Russian Plane in Sinai – But Did They?”).

WS also wanted to show Baghdadi that they’re an effective force capable of achieving the objectives of his external operations campaign, but also to justify that their request for additional funding. This was also a bid for obtaining heavier weaponry from IS’ Libya affiliate, who sends weapons and supplies to Syria – some of which goes through Sinai (Check out “The Strategic Importance of Egypt to ISIS,” “2015: The Year of ISIS Expansion From Gaza to North Africa” and “The ISIS Expansion Into North Africa” for more details). We don’t think Libyan IS Emir Abu Nail will satisfy that request until after he seizes Darnah – which IS was driven out of back in JUN 15. As of this writing, IS-Libya has been busy consolidating its forces in the al-Fatayeh-area located Southeast of the city. That area is the likely staging-area from which the offensive to retake the town will be launched. The Libyan affiliate is facing a tough fight as they’re forced to take on several other opposition groups of varying jihadist flavors as well as the forces of the Egypt-back Libyan GEN Khalifa Haftar.

IS’ Libya affiliate is the terror organization’s most-developed branch and has become a critical part of Baghdadi’s vision of being able to project power outside of Syria/Iraq. Its worth noting that the Libya affiliate has been tasked with providing material support to other affiliates in North Africa in addition to WS and the main effort in Syria. WS actually receives a great deal of their financial support from the Libya affiliate. In fact so much influence has been placed on bolstering the Libya affiliate that some foreign fighters have actually been diverted there. Our sources report the presence of fighters from France, Germany, Egypt, Algeria, Sudan, Saudi Arabia, Canada and one unconfirmed report of Americans serving among the ranks. Recent reporting also suggests that a group of Indonesian jihadists are projected to be entering the country for this same purpose – other sources imply that they may have already arrived. Not only is Libya an alternative for foreign fighters who aspire to wage jihad but can’t make the trip to Syria, its a training ground for select personnel who get sent back to their countries of origin to establish their own attack networks and conduct the cell-based external operations that the IS leadership has been transitioning to over the last few months (For more info on this transition to cell-based external OPs, check out “Neil Prakash and Friends – an Update” and “Nail in the Coffin: ISIS’ Anwar al-Awlaqi BN Sends Fighters to Europe”). Think of it as IS’ way of “diversifying their terror portfolio” for their goal of launching such attacks in the West.

With all this happening, what’s next for Vlad? Make no mistake, he’s going to respond – and when he does, people are either going to die or “disappear.” The big mistake the IS mothership in Syria and the Sinai affiliate made is thinking that Vlad is as soft and flaccid as President Obama. They’re going to find out real quick just how big of a mistake they made once he expands his intervention in Syria (although there will be challenges-more on that in another article) followed by enhanced collaboration with the Sisi regime – which has been steadily moving away from America and getting closer to Russia for well over a year (Check out “Egypt Atmospherics” for more details). On the flip side we assess that IS’ Caucasus affiliate (made up mostly of remnants of Imarat Kavkaz or “IK”) are going to become very active in launching attacks inside Russia itself. Although the media seized on the fact that Syria is one of Vlad’s client states, what didn’t get any real coverage are the 2,500-3,000 Russian nationals currently fighting under the IS banner in Syria – many of which are of Chechen/Dagestani/Tajik ethnicity (Reference the following for additional info – “Russia Poised to Increase Military Presence in Middle East in Response to Islamic State’s Strength,” “Islamic State’s Expansion into the Caucasus Region,” “Gulmurod Khalimov Update – His Militant Views May Not Be a Recent Development” and “Introducing Tajik Special Police COL Gulmurod Khalimov: Islamic State Defector”). At some point those foreign fighters are going to return to Mother Russia. A few already have. So if you thought this high-profile attack was an “isolated incident” that only affects Egypt, you thought wrong.

The US Department of Homeland Security announced new security measures on Friday at some foreign airports for flights into the US, and Russia suspended all air travel to Egypt, amid mounting intelligence that a bomb brought down the Russian passenger plane that crashed last Saturday in the Sinai, killing all 224 people aboard.

A day earlier, the United Kingdom suspended all flights over the restive Sinai Peninsula, following French carrier Air France and Germany’s Lufthansa, both of which banned flights to the area last week.

The Islamic State terror group in Egypt, also known as Wilayat Sinai, has claimed responsibility for bringing down the plane, claiming that it was an act of retribution for Russian air strikes against the group in Syria.

The White House said the US would ask for increased security for less than 10 airports, all in the Middle East, according to a Reuters report.

White House spokesman, Josh Earnest, said the new measures were a “prudent response” to the incident.

An investigation into the crash has been ongoing, with Egypt and Russia initially dismissing the Islamic State’s claims of responsibility. But US and UK officials, including President Barack Obama and Prime Minister David Cameron have said that there were strong indications an explosive device brought down the aircraft.

Sources close to the probe said Friday that an analysis of black boxes from the plane which took off from Sharm el-Sheik en route to St.Peteresburg pointed to a “violent end” in the form of bomb attack.

The flight data and voice recorders showed “everything was normal” until both failed at 24 minutes after takeoff, pointing to “a very sudden explosive decompression,” one source said.

The data “strongly favors” the theory a bomb on board had brought down the plane, he added.

Another source said the plane had gone down suddenly and violently.

The Times newspaper reported Friday that electronic communications intercepted by British and US intelligence suggested a bomb may have been carried onto the plane.

Satellites uncovered chatter between militants in Egypt’s Sinai Peninsula and Syria, it said.

“The tone and content of the messages convinced analysts that a bomb had been carried on board by a passenger or a member of the airport ground staff,” the newspaper reported, without giving a source.

Meanwhile, British airlines were scrambling to evacuate passengers in Sharm el-Sheikh after cancelling flights to the Red Sea resort from which the doomed Airbus had taken off Saturday.

One of the black boxes recovered from the crash site showed that the plane suffered “a violent, sudden” end, a source close to the case in Paris told AFP.

The flight data recorder showed that “everything was normal during the flight, absolutely normal, and suddenly there was nothing.”

Russian President Vladimir Putin ordered flights halted on the recommendation of his security chief, the Kremlin said, although Moscow had previously downplayed reports that a bomb caused the crash.

At an emergency meeting, the head of Russia’s FSB security service, Alexander Bortnikov, said it would be prudent to halt flights for now.

“Until we have determined the true reasons for what happened, I consider it expedient to stop flights by Russian aviation to Egypt,” he said.

According to Reuters, which cites the Russian Travel Industry Union, there are an estimated 50,000 Russian tourists currently in Egypt.

With international concerns mounting, European airlines prepared to bring home thousands of tourists from the Red Sea resort, which has been a jewel in Egypt’s tourism crown.

A first flight landed at London’s Gatwick airport Friday afternoon, after a lengthy delay to its departure. Another plane was also headed for Britain.

There were angry scenes at the airport as thousands of anxious Britons, who had also hoped to fly home, were sent back to their hotels after Egypt blocked several other repatriation flights.

British Ambassador John Casson was heckled as he announced the news.

Egyptian Aviation Minister Hossam Kamal said only eight of 29 flights would take off because the airport could not cope with all the luggage left behind.

In a sign of mounting fears about the security of baggage handling in Egypt, Dutch carrier KLM announced that it had banned check-in luggage on an early flight from Cairo, mirroring moves taken by several European airlines.
