Hamas official says those who expect Islamist group to stop rocket fire should turn to PA to pay Gaza clerks’ salaries

A rocket and a mortar round hit southern Israel from Gaza early Saturday after terrorists fired 20 projectiles on Friday.

Both struck open ground in the Eshkol region. A soldier was lightly wounded in the mortar fire.

The persistent rocket fire came despite Egyptian efforts to broker a renewed truce between Israel and Hamas in and around Gaza following a flare-up of cross-border violence since the abduction and murder of three Israeli teenagers on June 12.

Former military intelligence chief, Amod Yadlin, now director of the Institute for National Security Studies, said Saturday that Hamas was weary of launching rockets at Beersheba or central Israel, which indicated that Israel has not lost its deterrent power.

“There is no doubt that we are facing another round [of violence] with Hamas. We will take action when Hamas crosses the line and the next round will be significant, and will involve ground and air campaign,” he said.

A Hamas official, who did not give his name to Palestinian news agency Sawa, said overnight Friday-Saturday that “those who expect Hamas to stop the rocket fire [on Israel], should to turn [Palestinian Authority Prime Minister] Rami Hamdallah.”

The official was alluding to the fact that the salaries of 40,000 Hamas clerks in Gaza were still unpaid, which was reportedly a key Hamas demand since agreeing to the unity government deal with the Palestinian Authority.

The salaries issue was a focus of tension between Hamas and Fatah after the reconciliation agreement was signed, and banks in the Gaza Strip were closed for six days after the Hamas worker’s salaries were not transferred.

The Palestinian Authority has reportedly refused to pay the salaries, pointing out that the agreement stipulated that a special committee would be set up to examine the issue and decide whether the employment of all 40,000 would continue.

Hamas’s Al-Aqsa TV reported that the office of Hamas prime minister Ismail Haniyeh would resume operations if the salaries were not paid by next week.

Haniyeh resigned as prime minister in early June, ahead of the swearing in of the Palestinian unity government.

Osama Hamdan, a Hamas official abroad, said Saturday that the Islamist group would not agree to a truce without the removal of the blockade on Gaza.

Before the last of the rocket fire at around 2:00am Saturday morning, the Israeli Air Force carried out a series of air strikes on militant targets in the Gaza Strip. The army said it hit three Hamas targets, but did not give further details. Palestinian officials did not report any casualties in the strikes.

The seemingly limited Israeli response to the continuing rocket salvos appeared to indicate that Jerusalem was waiting to see whether Hamas would curb the rocket-fire as reports proliferated of an impending ceasefire agreement.

While the Israeli government appeared interested in de-escalation, not all of its members seemed to agree that restoring calm was the best course of action.

“The idea that ‘quiet will be answered with quiet’ is a serious mistake,” Foreign Minister Avigdor Liberman said on a visit to Sderot on Friday, adding that he believed Israel must now strike Hamas hard.

“It cannot be that after the kidnapping and murder of three teenagers and two consecutive weeks of rockets fall, the approach of Israel will be ‘quiet is answered with quiet,’” he said. “There can not be an agreement with Hamas. Ignoring the problem or being afraid to deal with it will lead us to a situation in which thousands of missiles are fired at us, not hundreds.

“We cannot to accept a situation in which Hamas controls the pace of events and dictates when it flares up the region, and all we do is respond,” he added.

Sirens had wailed in Israel’s southern city of Sderot, the Eshkol Region, Sdot Negev and the Sha’ar Hanegev Regional Council, warning of incoming rocket fire from Gaza, from early in the morning Friday.

On Friday morning, Egyptian and Palestinian sources confirmed to The Times of Israel that a ceasefire was set to be declared between Israel and Hamas, but the exact timing has yet to be set. The truce was mediated by Egyptian intelligence officials, as has been the case in similar negotiations in the past.

According to the sources, the understanding that the Egyptians reached with Israel and Hamas is that “quiet will be met with quiet.”

“Neither side is interested in an escalation,” the sources told The Times of Israel.

The sources also reported that the Egyptians passed messages from Israel to the deputy head of Hamas’s political desk, Moussa Abu Marzouk, based in Cairo. Israeli sources said they were waiting for an answer from Hamas. “The ball is in Hamas’s court,” an official told the Ynet news site.

Commentators in Gaza attributed the escalation in rocket fire over the past 48 hours to the feeling in Hamas that Israel was looking to avoid a fight, and that a cease-fire was impending.

According to the commentators, Hamas is trying to achieve a public relations victory in the eyes of the Gaza public, to be seen as unafraid of an escalation. But, they said, Hamas is itself uninterested in a deterioration into a larger conflict.

Israel on Thursday reportedly issued a 48-hour ultimatum to Hamas in Gaza to halt the incessant fire or face a massive Israeli strike.

Foreign Minister Avigdor Liberman (Yisrael Beytenu) released harsh criticism against the government’s response to Hamas on Friday, amid a constant barrage of rocket fire and rumors of peace being brokered through Egypt.

“These quiet messages we send to Hamas offering a ceasefire are a huge mistake,” Liberman said Friday while visiting the city of Sderot. “Answering this [terror] with silence is a serious mistake and we in Yisrael Beytenu reject this approach.”

“How can it be that, after we have three boys kidnapped and murdered, and two consecutive weeks of rocket fire, Israel’s approach is: silence will be met with silence?” he asked. “Even while we visit here, Hamas continues to grow stronger, and produce an eight inch diameter rocket that can reach Tel Aviv and Gush Dan.”

“We must accept the reality that this is a mistake,” he added. “Instead of dealing with the problem, we are rejecting the problem.”

Liberman than laid out a plan, saying “we must first destroy the terrorist infrastructure and stop rocket production today,” noting that rockets now “are capable of reaching Netanya.”

He also proposed a ground assault.

“It is impossible to destroy terrorist infrastructures only from the air,” he dismissed. “Most of these plants for missile production are under schools, clinics, and mosques.”

“We need to get our hands on all those who committed and supported the kidnapping and murder of children,” he continued, calling for the targeting of Hamas leaders.

“That also includes the Ismail Haniyeh and Khaled Mashaal, the heads of Hamas; and all those who came out, encouraged and supported [the abduction] – and it does not matter if they sit in Qatar or Gaza,” he stated. “The money comes from Qatar – and Hamas, Khaled Mashaal and Azmi Bishara are sitting in Qatar. Bishara sits there and puts money in operations in Israel.”

Liberman added that he has high hopes for US involvement in the situation.

“I spoke with the chairman of the Subcommittee of the Foreign Affairs Committee of the U.S. Congress, Ileana Ros-Lehtinen about it,” he said. “Hamas is a terrorist organization even by American law. One of the [abducted] boys was a US citizen [Naftali Frenkel hy”d; ed.] and I hope that Congress will act against the Qataris.”

“I look forward to seeing that Jewish communities and organizations in the US have their say in this matter,” he added.

Liberman has been particularly vocal about launching another ground assault into Gaza, and even more so since the horrific abduction and murder of yeshiva students Eyal Yifrah (19), Gilad Sha’ar (16), and Naftali Frenkel (16) last month.

Earlier this week, Liberman proposed – and not for the first time – that Israel should “consider” retaking Gaza, noting that a “limited” operation in Judea and Samaria against Hamas could prove ineffective.

“We have to decide whether we are going to explore the alternative of full occupation of the Gaza Strip,” Liberman said. “We saw that a limited operation only strengthens Hamas in the end; the alternative is clear.”

Friday’s remarks surface in the wake of rumors of a ceasefire being negotiated with Hamas through Cairo, although Israel has yet to confirm those rumors.

In the meantime, several top-ranking officials have noted that Hamas’s time during the 48-hour ultimatum to stop the rocket fire is dwindling, and the IDF is preparing for a strike.

he world has moved from ignoring kidnapped and murdered Jewish boys directly to blood libels. It wasn’t enough for the world to go silent about the seizure and murders of Eyal Yifrach, 19; Gilad Shaar, 16; and American citizen Naftali Frenkel, 16. It wasn’t enough for the United States to continue sending $400 million worth of funding to their murderers, the Hamas-Palestinian Authority-Islamic Jihad unity government.

Now the Obama administration and the media are determined to establish a moral equivalence between those who murder Jewish boys and the Jews themselves. On Tuesday evening, news outlets across the world screamed that a “revenge killing” had taken place: the body of Muhammad Abu Khdeir, 17, had been found in Jerusalem Forest, abducted and murdered.

The State Department rushed to condemn the killing in terms it never used for the killing of the three Jewish boys: “condemns in the strongest possible terms the despicable and senseless abduction and murder…It is sickening…There are no words to convey adequately our condolences to the Palestinian people.” (By way of contrast, the State Department response to the kidnapping of the three Jewish boys was restricted to “strongly condemns the kidnapping.”)

But the State Department went further, with Secretary of State Kerry explaining, “Those who undertake acts of vengeance only destabilize an already explosive and emotional situation….The world has too often learned the hard way that violence only leads to more violence.”

Only one problem: there is not a single shred of evidence beyond speculation linking Jews to the murder. And the only evidence that has emerged so far suggests that the boy may have been killed by Arabs. Police spokesman Micky Rosenfeld stated that the boy’s body was burned, and that police are “investigating previous attempts to kidnap members of Abu Khdeir’s family, stemming from a personal dispute.” An ex-police official told Arutz Sheva that the murdered kid was known by police, as was the family: “it’s a problematic family with internal clashes that have been ongoing for many years.” This morning, Arutz Sheva noted that Channel Two in Israel had reported that the boy’s parents had reported the attempted kidnapping of Khdeir’s brother earlier this week – and that the father had told police that Arabs tried to kidnap the son.

Should it turn out that Jews did perform this disgusting atrocity, the State of Israel will find, prosecute, and give the harshest possible penalty to the perpetrators. That in and of itself destroys any attempted moral equivalence between Israel and her enemies, given that the Hamas-unity government itself stands behind the murder of the three Jewish boys, that the Hamas-unity government propagandized in celebration of their kidnappings and deaths, and that Palestinians celebrated their deaths.

But no matter who performed this act, what we are watching right now is a blood libel. Slandering Jews for the murder of children without evidence is blood libel. The world has performed this atrocity in the recent past with Mohammad Al Dura in 2000, when the entire world condemned Israeli troops for the staged, hoax killing of a 12-year-old Palestinian boy. Khdeir, tragically, was murdered – and whomever did it should pay the ultimate penalty. But to this point, nobody has provided any evidence it was “settlers” or “right-wing Jews” or anything of the sort. And that is certainly not stopping Hamas from directly invoking the blood libel – today, a Hamas-affiliated newspaper stated:

The settlers used the body of 17-year-old Muhammad Abu Khdeir, from Shuafat in northern Jerusalem, to carry out their sacred [act of] vengeance by torturing him and burning him to death, in a crime reminiscent of their holy matzas that became part of their history of betrayal and murder – for the culture of violence and blood grew among the Jews to such an extent that it seeped into their sacred rites and prayers.

It should be no surprise to see the Jew-hating Obama administration backing such monstrosities, both by implication and by signing checks.

Housing Minister Uri Ariel (Jewish Home) visited the city of Sderot on Thursday, hours after a barrage of rockets from Gaza hit the city, one of which exploded near a building and caused it damage.

On Thursday morning, a Kassam rocket fired by terrorists in Gaza hit a summer day camp in the city, moments before children were set to arrive.

“At this time when [terrorists] are trying to harm civilians in Sderot, we should follow the rule known as ‘kill those who come to kill you,'” said Ariel, who called for action against Hamas immediately – not after a tragedy occurs.

“We just have to act against the enemy and against terrorism,” he stressed, adding that he will work to strengthen the city of Sderot.

“We’re going to market another 100 housing units in the coming months and continue to strengthen the city in different ways,” said Ariel.

“Unfortunately we are delayed because of a lack of a budget for further protection in Sderot and the area,” he added. “I hope the funds are released soon and we can continue to work and provide protection for the excellent citizens who live in this city and the region.”

Around 100 residents of Sderot protested at the entrance to the city earlier Thursday, in response to the rapidly deteriorating security situation.

Protesters bore signs reading “destroy the Hamas regime in Gaza,” “let the IDF win,” and “kill first the one who comes to kill you,” a precept of the Jewish sages. They called on the government to launch a wide-ranging military mission in Gaza to cease the constant rocket fire.

Four Israeli soldiers were sent to prison this morning after posting facebook protest photos calling to eliminate the terrorists. The four fighters from the Haredi Nahal unit of the Yehuda Battalion of the Kafir Brigade were sent to prison for ten days because they allegedly “violated discipline.” The pictures of the soldiers declare, “Bibi, let us eliminate the terrorists.”

“The military tried to take care of an online protest in the wrong way and decided to hold the wrong soldiers accountable,” Adi Kedar, an attorney from the organization Honenu, stated. “The things that the fighters raised cause no offense. These are the best fighters and exemplary soldiers. We urge the authorities to end the military disciplinary proceedings against them and to return them as soon as possible to operational activities.”

The head of Honenu Shmuel Medad stated in response that “Israel sends her soldiers to the front, but she does not understand or wants to understand the situation so instead they judge them, punish them, and doesn’t back them up.” Medad explained that the reason for this conduct is “in order to appear nice to foreign officials, some of whom are real anti-semites, all at the expense of its soldiers.”

Deputy Defense Minister Danny Danon and Finance Minister Yair Lapid visited Sderot on Thursday, shortly after a Kassam rocket fired by terrorists in Gaza hit a summer day camp moments before children were set to arrive.

The building was the second to be directly hit in Sderot since Wednesday night, as the rocket barrage from the Hamas enclave continues to escalate.

An Arutz Sheva correspondent was on hand at Sderot to film Danon and Lapid’s calls from the heavily-hit southern town.

Lapid noted that he had just been at the home of Naftali Frenkel (16), who along with Eyal Yifrah (19) and Gilad Sha’ar (16) was abducted and murdered by Hamas terrorists on June 12.

Connecting the incidents, Lapid indicated the Sderot wreckage, saying “this is a house in which five children live in and which was bombarded by Hamas missiles during the night.”

“Any sane country will not tolerate a situation in which their kids are being killed on a daily basis,” remarked Lapid, threatening the terrorist organization Hamas with a firm response.

For his part, Danon called on the government to “do whatever is necessary to protect Israel even if it means that the children will be in shelters for the next two months, the people of Sderot are ready to do it” in order to achieve long term stability.

When asked about the possibility of an IDF ground operation in Gaza, Danon repeated that Israel must “do whatever is necessary…from the air, from the sea, from the ground, whatever is necessary.”

“Do whatever it takes to destroy the Hamas organization,” emphasized Danon.

The statements comes as Israel carried out a troop deployment of reserve officers at the “headquarter, not field level” near the Gaza border on Thursday, and as rockets from the Hamas enclave continue to fall in a recent escalation of attacks.

Sderot has been particularly hard-hit by the recent Gaza rocket escalation; on Thursday a rocket hit open area right next to the Sderot industrial area, causing no injuries.

Sderot’s industrial area took a harsh blow on Saturday night, when a direct hit was recorded on a plastics factory, burning it completely to the ground.

According to multiple reports, the parents of the murdered Arab youth gave contradictory statements to the police and media on Wednesday. Israel’s Arutz Sheva documented the recent development:

In a little-noticed report on Channel Two Wednesday night, analyst and reporter Moshe Nussbaum presented information which could upend the police inquiry into the murder of Muhammad Abu Khadr, the Beit Hanina youth whose burned body was found in the Jerusalem Forest early Wednesday.

In the report, Nussbaum cites contradictory statements by the youth’sparents, who both told police different stories about another attempted kidnapping – that of Muhammad’s nine year old brother – that may or may not have taken place.

Speaking on Israel Radio Thursday, Mohammed’s father said he had called police at about 4 a.m. Wednesday to tell them that his son was being kidnapped, and said that they could trace his cellphone, which was still active. Police have not commented on the content of the call Mohammed’s father said he made.

However, Nussbaum said, police were quite definitive that another call the family made to police on Tuesday turned out not to be the emergency the Abu Khadrs claimed it was. On Tuesday, police said, the mother called police to say that “settlers” had tried to kidnap her younger son. She said that individuals had stopped a car in front of her house where she was sitting with her son, and that they tried to grab him. She managed to hold onto him, she said, and they left, at which point she called police.

Officers arrived a few minutes later to take her statement, in which she said “settlers” had tried to kidnap her son, but could give no details. However, a few minutes later the father arrived, and he disputed his wife, saying that it was Arabs who tried to kidnap the son.

Police asked the father if he was positive regarding the identity of the would-be kidnappers, and he said he was. When they asked him to file a police complaint, he said he would, but that he would come down to the police station later on to do so in order to be able to comfort his son. He never showed up, police said, who contacted him several times asking him to file the complaint – but to no avail.

When asked on Israel Radio as to the identity of the kidnappers, Mohammed’s father said he did not know – but that it should be an easy matter for police to figure it out, because their images were captured on video by one of the many security cameras in the area.

“All they have to do is put the pictures on TV and I am sure someone will identify them,” he said.

An Israeli official also spoke to Arutz Sheva and refuted the idea that Israelis carried out a revenge attack:

Speaking to Arutz Sheva Wednesday, a senior former police official opined that the abduction and murder of Al Khadr was most likely a criminal act, rejecting the claim that Jewish “revenge” for the murdered Israeli teens lay behind it. The official noted that the family of the murdered 16-year-old was well known to police sources in Jerusalem.

“It’s a problematic family with internal clashes that have been ongoing for many years. I have no doubt that as time passes it will be clarified that the murder was criminal and nothing more,” the ex-official said, speaking to Arutz Sheva on condition of anonymity.

Police, for their part, have refused to speculate over the motive for the killing and say that at the moment they are pursuing all possible leads – both nationalistic and criminal.

Many officials, including John Kerry, rushed to condemn the murder and cited the potential “revenge” motive although legitimate evidence remains absent.

Al-Quds reports that a crowd of angry rioters descended on a Palestinian Arab man during anti-Israel riots on Wednesday, beating him with their hands and with sticks until IDF forces physically rescued him from his compatriots.

According to the news outlet, the rioters were convinced that their victim – fellow rioter 40 year-old Yousef Abu Badria – was an undercover police officer.

Badria was treated for his injuries and later escorted out of the neighborhood by IDF and security forces, after determining that he was Palestinian Arab and did not have Israeli citizenship.

Danger of deterioration?

Rioting and unrest have exploded in Jerusalem Wednesday in reaction to the murder of 16-year-old Mohammed Abu Khder, who was found in the Jerusalem Forest earlier Wednesday after allegedly being forced into a black car outside Beit Hanina.

Israeli leaders – including the mayor of Jerusalem and Prime Minister Netanyahu – rushed to condemn the murder, after rumor circulated that it was the work of Jewish extremists looking for “revenge” over the abduction and murder of three Israeli teens Naftali Frenkel, Gilad Sha’ar and Eyal Yifrah.

Palestinian Authority (PA) Chairman Mahmoud Abbas, as well as some in the international media, have since repeated those claims as fact. But Israeli police have said it is far from clear at this point whether the attack was “nationalistic” or “criminal” in nature, and urged “responsibility” over reporting on it, without specifying further. It is worth noting that very little information is available about any of the circumstances behind the murder.

Meanwhile, the situation has been worsening throughout the day, with rioters throwing pipe bombs, Molotov cocktails, and rocks at Israeli forces and the press.

Late Wednesday, Jerusalem City Councilman Aryeh King warned that the situation in Jerusalem could deteriorate, noting that the entire situation is likely the work of anti-Israeli elements looking to foment incitement in the wake of the funeral for the Israeli teens.

amas political leader Khaled Mashaal has again denied his movement’s involvement in the killing of three Israeli teenagers on June 12, and tried via the Turkish prime minister to dissuade Israel from launching a massive strike on the Gaza Strip, Sky News Arabia reported on Wednesday.

Unnamed sources told the British channel that Mashaal has attempted to convey a message to Israel through the Turks saying that Hamas is uninterested in escalation, and continues to adhere to a ceasefire agreement reached with Israel following Operation Pillar of Defense in November 2012. Mashaal also said that “Hamas had no involvement or knowledge” of the kidnapping.

Mashaal’s statements came amid a military escalation in the Gaza Strip, with Hamas claiming responsibility on Monday night for the firing of rockets into southern Israel. The Israeli Air Force struck 34 targets in the Gaza Strip early Tuesday, carrying out “precision strikes” against Hamas and Islamic Jihad structures, the IDF said in a statement.

Hamas media reported a phone call between Mashaal and Turkish Prime Minister Recep Tayyip Erdogan late Monday night, in which Mashaal updated his counterpart on “the Israeli escalation against the West Bank and the Gaza Strip.”

Prime Minister Benjamin Netanyahu has accused Hamas of standing behind the kidnapping and murder of Gil-ad Shaar, Eyal Yifrach and Naftali Fraenkel, whose bodies were found in a field outside Hebron on Monday. The two suspected kidnappers, Amer Abu Aysha and Marwan Kawasme — still at large — are known members of Hamas in Hebron.

Mashaal has already publicly denied knowledge of the kidnapping. In an interview with Qatari news channel Al-Jazeera on June 23, the Hamas leader said that in the absence of information on the youths’ whereabouts, he could “neither confirm nor deny” Hamas’s involvement.

“Blessed be the hands that captured them,” Mashaal added, however. “This is a Palestinian duty, the responsibility of the Palestinian people. Our prisoners must be freed; not Hamas’s prisoners — the prisoners of the Palestinian people.

Hamas is continuing to threaten Israel even as concern grows in Palestinian circles over Israeli retaliation for the kidnapping and murder of three teens. Hamas official Mushir al-Masri in Gaza warned Israel against an escalation in the Gaza Strip, adding that Hamas possesses rockets and missiles capable of reaching Tel Aviv and the densely populated Gush Dan area.

“Hamas will continue kidnapping soldiers and Israelis until the last Palestinian in Israeli prison is freed,” Masri said.

A senior Palestinian official in Ramallah told Israel Hayom that despite the threats, Hamas is not interested in a violent escalation. The official said the Hamas leadership is holding intensive talks with the heads of other Palestinian groups in Gaza in an attempt to calm tensions and to prevent more rockets from being fired at Israel.

He also said the other Palestinian groups in Gaza are also not interested in an escalation, and that the number of rockets being fired from Gaza will decrease in the coming days.

According to Palestinian reports, messages delivered from Israel to Hamas by a third party said that Israel would not continue to suffer the rocket attacks and would retaliate. An official in Ramallah said that messages to Hamas from Israel are delivered via the Palestinian Authority and officials in Qatar.

Hamas spokesman Sami Abu Zuhairi confirmed in an interview on Lebanese television that his organization is not interested in escalation.

“We are not interested in another war with Israel,” he said. “However, if Israel continues to attack and sets fire to our territory, Hamas will have a strong reaction. I suggest that Israel not test Hamas’ patience.”

Meanwhile in Ramallah, frantic appeals are being made to international organizations to prevent Israel from carrying out a “disproportionate response” to the kidnapping and murder of the teens.

Palestinian media reported that Palestinian Authority President Mahmoud Abbas and his officials are holding talks with officials in Washington, Europe and Western countries regarding concerns over possible Israeli retaliation in the West Bank and Gaza Strip and collective punishment of Palestinians in Hebron.

It was also reported that Abbas reached out to the Arab League, asking to hold an emergency conference on the issue.

Arab League Deputy Chairman Muhammad Sabich confirmed the reports, and in interviews given to Arabic press, blamed Israel for the situation. “Israel is the one that caused all the tension because of the ongoing arrests in the Palestinian territories,” he said.

Meanwhile, Israel has revived a long-lapsed policy of destroying suspected militants’ homes, following the finding of the teens’ bodies on Monday.

Israeli forces destroyed the homes of Marwan Qawasmeh and Amer Abu Aisheh, two Palestinian terrorists suspected of abducting and killing the teens.
