Education Minister Naftali Bennett on Thursday said Israel should start kidnapping senior Hamas members to gain leverage in its bit to secure the release of two Israeli civilians and two bodies of IDF soldiers held in the Gaza Strip.

The Jewish Home party leader has been strident in his criticism of the government’s failure to bring back the remains of Lt. Hadar Goldin and Sgt. Oron Shaul, and voted against a rapprochement deal with Turkey that was criticized for not guaranteeing pressure from Ankara on Hamas.

 “My policies are consistent over the years,” he said in a Radio Darom interview on Thursday, “complete opposition to disproportionate deals to free terrorists, and certainly in exchange for bodies.”

“Once, in a situation like this, we would go and kidnap from the other side,” Bennett, a former commando, said, apparently suggesting the kidnapping of senior Hamas officials.

In the past, he said, Israel would kidnap Syrian officers in order to gain diplomatic bargaining chips. Bennett said the military shouldn’t sit on its hands and “wait for the release of prisoners. We need to be aggressive and operate for ourselves.”

Bennett was an officer in the elite Sayeret Matkal commando unit, which abducted two senior Lebanese terrorists — Abdel Karim Obeid in 1989 and Mustafa Dirani in 1994 — in order to use as bargaining chips to trade for missing Israeli Air Force serviceman Ron Arad.

“We need to create leverage in order to free the bodies of our soldiers, and not release terrorists,” he said.

Bennett opposed the deal to reestablish diplomatic ties with Turkey, which stipulated Israel would pay $20 million in compensation to the families of 10 Turks killed in an IDF raid on a ship attempting to run the blockade on the Gaza Strip in 2010.

“Reconciliation with Turkey is important at this time and is in the interest of the State of Israel,” Bennett said before the cabinet voted on the deal at the end of June. “But at the same time paying compensation to the perpetrators of terrorist acts is a dangerous precedent that the State of Israel will regret in the future. Israel must not pay compensation to terrorists who tried to harm the IDF.”

The rapprochement agreement faced sharp criticism from the families of the Israeli soldiers whose remains are held by Hamas in Gaza, as well as the families of two Israeli citizens believed to be captive in the coastal enclave.

The parents of Shaul, killed in Israel’s 2014 war in the Strip and whose body is being held there, and family of Avraham Abera Mengistu, who disappeared into the Strip later in 2014 and who is believed to be still alive, had long petitioned for the agreement with Turkey to included a demand that their loved ones be returned to Israel. The parents of Goldin, also killed the 2014 war and whose body is also help by Hamas, have joined the protest against the deal.

The father of Hisham al-Sayed, the second Israeli held in Gaza, has called on the other families to cease their campaigns to pressure the government.

Bennett has recently called for aggressive measures to crack down on Palestinian terrorism in the wake of last week’s deadly terror attacks in the West Bank.

Suggestions included in his plan, he said, were the imprisonment or expulsion of terrorists’ families; the arrest of all Hamas operatives in the West Bank; the destruction of thousands of illegally built homes in the West Bank; the complete closure of the villages of assailants; resumption of full military activity in West Bank areas that are under the control of the Palestinian Authority; preventing Palestinian vehicles from traveling on Route 60 — the West Bank’s main north-to-south road; and disabling the internet in the entire Hebron region.

Two terrorists from the Gaza Strip have been arrested for smuggling cash earmarked for Hamas activities in Judea and Samaria – in their shoes.

The two are Faiz Attar (65) of Beit Lahia, and Itallah Sarhan of Jabalia. Both towns are in the Gaza Strip

Attar was arrested last week after it was discovered that he was using his transit permit – issued for work purposes – to act as a courier for cash to fund the terrorism activities of Hamas in Judea and Samaria. The money was hidden in specially designed shoes. He was able to complete the transfer several times, with the total sum of money smuggled amounting to tens of thousands of Euros.

A Shin Bet investigation found that Attar’s family has ties with Hamas, taking part in operations against IDF forces and digging of terror tunnels. Attar’s sons have also hosted Hamas meetings in his house.

The investigation also turned up information regarding tunnel entrances – some of which are located under residential buildings, housing many innocent civilians who have no ties to terror groups, and mosques – and missile launch pads located near residential buildings, endangering the civilian population.

The second terrorist, Sarhan, was arrested last month at the Erez crossing while trying to smuggle 10,000 Euro in his shoes for Hamas in Judea and Samaria.

Sarhan, who received his transit permit only two weeks before his arrest, recounted under questioning that he was approached by a Hamas policeman working the Gazan side of the crossing on his, Sarhan’s, first day of leaving the Gaza strip. The Hamas man tried to interest him in smuggling cash into Judea and Samaria

After Sarhan expressed his willingness to cooperate, the Hamas policeman introduced him to other Hamas terrorism operatives who paid him in advance for his services, supplied him with specially fitted shoes in which the money was hidden, and pledged to provide him with support should he be caught.

Sarhan had already completed a transfer the day before he was arrested. It became clear during the investigation that he knew that the money was intended for funding Hamas activities. The Shin Bet also discovered that Sarhan has been working as a truck driver for a company that clears away dirt from terror tunnel digging sites run by Hamas and Islamic Jihad.

As a result of this work, Sarhan had seen many of the tunnels. He provided Israeli security agencies with much information, including the location of the tunnels, the extent of the progress made in each tunnel, and identity of the terror group behind each tunnel.

The Shin Bet have noted that the information obtained in this investigation shows once again how willing Hamas are to make cynical use of Israel’s decision to allow people to cross out of the Gaza Strip in order to help them financially.

“Hamas uses the bearers of these permits to promote terrorist activity and thus harms the civilian population of Gaza”, Shin Bet representatives commented.

“Israel allows thousands of Gaza residents to cross into Israeli territory monthly, for humanitarian, medical, and other reasons. The terror groups take advantage of this for illegal purposes including the transfer of funds for terror. This is a serious issue which will be dealt with severely.”

Speaking to Arutz Sheva today (Sunday), Education Minister Naftali Bennett, a member of the Security Cabinet, commented on the series of resolutions aimed at countering the murderous spike in terror attacks over the past few days, which were adopted at last night’s Cabinet meeting.

Bennett opened the interview by speaking about the late Michael Mark, who was murdered on Friday. The Minister said that Mark was, “a very central figure in southern Har Hevron, in Otniel, and in Judea and Samaria society as a whole. He was a man who radiated great light. This is a serious blow, and the town of Otniel has absorbed several of those in the past few years.

“We will continue to support the town not only in terms of security, but in other spheres such as education, where progress has already been made.”

Terrorist’s families must stop getting pensions from the PA

As to the Cabinet meeting, the Minister said there was a very serious and thorough discussion, and he was happy that many of the proposals that he raised were adopted. “Now the test is in the implementation,” Bennett added, “and we’ll follow proceedings and make sure the resolutions are indeed implemented.”

In describing the resolutions themselves, Bennett first addressed the decision to prevent the transfer of funds from the Palestinian Authority to the terrorist’s family. “The family of Hallel Ariel’s murderer is supposed to receive a very large stipend from the PA in perpetuity. This is obscene. That’s the way it worked until now. We’ve decided this will simply not happen anymore.”

When asked if prevention is practicable, seeing as the transfer of the funds is simply done directly from one bank account to another, the Minister said that it is certainly possible. “We can and must stop it. The country that pulled off the Entebbe operation can stop money from arriving at a bank account. It’s key to make sure that happens.”

‘Viral Terror’

“We’re dealing with a ‘viral terror’ which is very different from the terror of the 2nd intifada”, said Bennett, referring to the period of terror characterized by suicide bombing from 2000-2005. “This is not terror that’s organized from the top by commanders who recruit someone, equip him, and send him to commit an attack. Rather, in this case, there is a systematic web of incitement from the top, through social and other media, resulting in individuals with various issues deciding that rather than just simply commit suicide by themselves, they should go and murder Jews, without anyone really controlling and commanding them.”

In the face of this kind of terror, Bennett thinks, the response needs to focus on two plains: destroying the glory to which the terrorist aspires, and making sure his family is harmed rather than benefits. “We need to employ new tools to change the equation for any potential terrorist. As things stand, it pays to commit a terrorist attack as a terrorist attains everlasting glory and his family is financially set for life. Through social media we can damage the glory element, by making sure to show publicly that the terrorist doesn’t get a burial among other things, and we can make sure that the family doesn’t benefit and in fact even suffers.”

Bennett also suggested that family members who specifically express knowledge of or praise for an attack should be punished more severely.

‘We need to build much more’

The Minister claims that these are all practical measures that have already been legally examined and shouldn’t encounter resistance from the Supreme Court or other judicial bodies.

Later in the interview, Bennett was asked about the announcement that 42 new housing units are to be built in Kiryat Arba, and claims that this represents the mere recycling of old building tenders, rather than anything new tailored to deal with the new reality.

“There is indeed a recycling, which is why we’re pushing for much more broad construction,” he acknowledged.

“The thing that will most deter terrorists from acting would be the knowledge that for every murder they commit another neighborhood or town will be built.

“The power of Jewish Home in the government is limited, but we’re exerting all the pressure we can. We need to build far more than 42 new housing units. More proposals are on the table and the matter is still open for discussion.”

‘If these decisions are implemented, things will change’

Finally, Bennett was asked if he sees a shift in attitude from the new Defense Minister Avigdor Liberman as compared to his predecessor, Moshe Yaalon.

Policy has changed in the realm of returning the bodies of terrorists for burial, for example. Yaalon was in favor of returning the bodies as a way of trying to calm tensions with the Palestinians, whereas under Liberman, it appears that the bodies will not be returned.

“I don’t give grades to Defense Ministers,” Bennett answered, “what’s important is that what was decided upon actually happens. I think that if the new resolutions are carried out, we’ll see a change. Not everything that I proposed was adopted and that’s OK, that’s the nature of a Cabinet, but many things were decided upon and I want us to meet in a week to see that things were implemented, that the terrorist’s families did not receive any funds. It’s good that the terrorist’s family has already been arrested, we’ll follow matters and see.”

A rocket fired from the Gaza Strip on Friday night exploded outside a preschool in the border town of Sderot, causing damage to property.

There were no direct casualties in the attack.

 A second rocket exploded in an open area in the Sha’ar Hanegev region, causing no damage.

The launches set off warning sirens throughout Sderot as well as other communities in the area.

Residents then reported hearing two loud explosions.

Channel 2 News reported several people in the vicinity of the Sderot impact site suffered from shock.

It was the first rocket attack reported in June. Earlier in the month Hamas test-fired dozens of short-range rockets in Gaza, with Israeli sources estimating that at least 30 projectiles were launched.

The rockets were aimed at areas not under Israeli control,

Israel has seen sporadic fire from the Gaza Strip, usually claimed by small Salafi groups engaged in a power struggle with Hamas, which is the de facto ruler of the strip.

Israel has said repeatedly that it views Hamas as solely responsible for such attacks. It regularly responds to rocket-fire with airstrikes on Hamas targets.

Jewish Home chairman and Education Minister Naftali Bennett on Friday presented a plan to stop the latest terror wave against Israelis.

Prime Minister Binyamin Netanyahu announced that the Security Cabinet will convene on Saturday night at 10:00 p.m. following the shooting attack south of Hevron.

Bennett’s plan for stopping the terror is as follows:

1. Arrest and imprisonment for the families of the terrorists and perhaps even deportation. Justice Minister Ayelet Shaked has been working to promote the issue.

2. Immediately demolish the thousands of illegal Arab buildings which have been approved for demolition.

3. Impose a total curfew on the village from which the terrorists came and its surroundings.

4. Shut down Facebook, the internet and 3G in the entire Hevron area as preventive and not punitive action. Facebook is a central incitement tool in this viral wave of terrorism, noted Bennett.

5. Stop all Hamas activists in Judea and Samaria, as the IDF did during Operation Brother’s Keeper, after the kidnapping of the three yeshiva students two years ago.

6. Prevent the transfer of funds to the families of terrorist murderers, effective immediately.

7. Re-arrest terrorists freed in the Shalit deal who committed offenses in the past two years.

8. Resume the IDF’s military activities in Areas A and B.

9. Build two Jewish neighborhoods in Kiryat Arba.

10. A Mini “Operation Defensive Shield” in the Hevron area.

11. Stop Palestinian traffic on Highway 60.

“Viral terrorism cannot be stopped with a closure,” Bennett said Friday afternoon. “No barrier will stop terrorists who see that the family of the murderer is not paying the price. We cannot settle for the imposition of closures or stopping the funds to the Palestinian Authority as the family of the terrorist continues to receive payments. Without action, the family of the murderer of Hallel Ariel will receive its pension on the first of August.”

Bennett’s plan was presented hours after an Israeli was murdered in yet another shooting attack at the Adorayim Junction south of Hevron in Judea.

The attack came just hours after an attempted stabbing at the Tomb of the Patriarchs in nearby Hevron.

In that incident, a female Arab terrorist was shot dead when she drew a knife and attempted to stab Israeli soldiers guarding the holy site. There were no Israeli casualties in that incident.

A Palestinian MUSLIM terrorist fatally stabbed Hallel Yaffa Ariel, (photo right) a 13-year-old girl in her home in Judea-Samaria today before being shot dead by security guards. The army said the Muslim savage killed  in her bed after breaking into her home in Kiryat Arba, outside the city of Hebron.

CNN  Hallel Yaffa Ariel was sleeping when a Palestinian teenager entered the house in the settlement near Hebron and killed her, authorities said. The girl was a dual national of Israel and the United States.

 Security guards on the settlement entered the home and found the suspect still inside, the IDF said. During a fight, one security guard was stabbed, and the intruder was shot and killed.

“Just like any teenager on summer holiday, my daughter was asleep, calm, relaxed. A terrorist murderer came and murdered her in her bed,” her mother, Rena Ariel, told Israel’s Channel 2.

The Palestinian Ministry of Health identified the attacker as Mohammed Tarayra, 17, from Bani Naim, a village east of Hebron.  In response to the attack, the IDF sealed off access to Bani Naim to everyone except humanitarian and medical workers.

Prime Minister Benjamin Netanyahu called on the world to condemn the attack.  “The horrifying murder of a young girl in her bed underscores the bloodlust and inhumanity of the incitement-driven terrorists that we are facing. The entire nation deeply identifies with the family’s pain and declares to the murderers: You will not break us. We will continue to take strong and determined action against terrorism everywhere and at all times,” he said in a statement.

Netanyahu said he would revoke work permits for members of Tarayra’s family and has started the process of seeking approval to demolish Tarayra’s home, a not uncommon practice by Israeli authorities.

Sari Bashi, Israel-Palestine director of Human Rights Watch, said “the killing provides no legal justification for the Israeli government to punish the alleged attacker’s family members.”

Obama insisted that PA terror boss Abbas had “renounced violence”. This was news to Abbas who had said on television that he was just like Hamas.

“I have to commend President Abbas. He has been somebody who has consistently renounced violence, has consistently sought a diplomatic and peaceful solution that allows for two states, side by side, in peace and security; a state that allows for the dignity and sovereignty of the Palestinian people and a state that allows for Israelis to feel secure and at peace with their neighbors,” Obama said.

Around the time that Obama visited him, Abbas gave an interview to Putin’s RT in which he claimed that he was just like Hamas.

“As far as I am concerned, there is no difference between our policies and those of Hamas. So why are they labeled as terrorists? In my opinion, [the EU] can remove Hamas [from the list], why not?”

The Palestinian Authority terrorist organization promotes and funds terrorism against Americans and Israelis. This includes the latest terror attack in which a Muslim terrorist stabbed a 13-year-old girl to death in her bedroom. The core Fatah organization quickly declared the Muslim man who was shot after murdering the young girl a martyr as Palestinian Media Watch reported.

Fatah’s official Facebook page immediately posted his picture, declaring him a Martyr – “Shahid,” the highest honor achievable in Islam according to the Palestinian Authority.

WAFA, the official PA news agency, likewise honored the terrorist, referring to him as a Martyr – “Shahid.”

According to Palestinian Authority law, the family of today’s murderer will immediately start receiving a monthly PA stipend that the PA pays to the families of all the “Martyrs.”

All of this is funded by the US and overseen by Abbas, the president who won’t run for election, who renounced violence.

Turkish Foreign Minister Mevlut Cavusoglu declared today (Thursday) that his country will not back down from the condition it set for the signing of an reconciliation agreement- the lifting of the siege on Gaza.

Cavusoglu’s statement comes after it was reported by Turkish news agencies that the two sides have reached a compromise, according to which Israel will allow Turkish aid for building hospitals and restoring infrastructures into the Gaza Strip. It was also reported that all shipments will be channeled through the Israeli port of Ashdod before entering Gaza.

According to the reports, the reconciliation agreement between the countries is expected to become official on Sunday. However, Cavusoglu’s statement today is expected to change the understandings that were agreed upon so far because Israel has never agreed to lift the blockade in the past.

Israel is planning to build a massive concrete wall which will extend below ground along the Gaza Strip border, Yedioth Ahronoth newspaper has revealed. The barrier is aimed at combating the threat posed by Hamas tunnels crossing into the country from Gaza.

RT  Similar to the “West Bank barrier” or security fence that Israel began building in 2002 to separate Israelis from violent Palestinians in Judea and Samaria, this newest wall is intended to protect Israelis living along or near the border from infiltration via terror tunnels as well as defend against cross-border fire.

The wall, which will stretch along the 96km (60 mile) border around the Gaza Strip, will extend several dozen meters below the ground, and will also be present above the ground. It is estimated to cost US$568 million. The costly plan – aimed at tackling Hamas terror tunnels – was cleared for publication by Israel’s military censor, according to Ynet, a website affiliated with Yedioth Ahronoth.

The wall will be the third defense system of its kind to be erected along the border. The first 60km (37 mile) barrier was constructed in 1994, following the Oslo Accords. The second was built following Israel’s decision to disengage from Gaza in 2005. However, neither system proved successful in combating the threat of attack tunnels.

Israel’s plan comes after two Hamas tunnels spanning from Gaza to Israel were discovered in April and May. Hamas has confirmed it is building tunnels, and residents in southern Israel communities bordering Gaza have reported hearing digging sounds under their homes, i24 reported.

Hamas has previously used tunnels to avoid or carry out attacks, store weapons, and enter Israel. It says, however, that the tunnels are needed to defend against Israeli fire.

Meanwhile, Foreign Policy reported in March that Israel is building an ‘Underground Iron Dome,’ a system that could detect and destroy cross-border tunnels. The government has spent more than $250 million on the project since 2004, according to Israel’s Channel 2 TV station.

The Thursday report comes just one day after a senior Defense Ministry official said that Israel has “no desire to rule over Gaza, and as long as there is no alternative government there, we have no business being there…but on the other hand, we cannot conduct a constant war of attrition.”

“Therefore the next conflict has to be the last conflict in terms of Hamas ruling the Strip. We are not looking for an adventure, but a confrontation with Hamas is inevitable. It is an ongoing and growing threat and we need to be prepared for it,” he added.

In February, Israeli Prime Minister Benjamin Netanyahu vowed to build barriers to “defend ourselves against wild beasts.”

“We are preparing a multi-year project to encircle Israel with a security fence, to defend ourselves in the Middle East as it is now, and as it is expected to be,” Netanyahu said in a statement at the time.

“At the end, in the State of Israel, as I see it, there will be a fence that spans it all,” he added. “I’ll be told, ‘This is what you want, to protect the villa?’ The answer is yes. Will we surround all of the State of Israel with fences and barriers? The answer is yes. In the area that we live in, we must defend ourselves against the wild beasts.”
