Pentagon Report: China Deploys MIRV Missile

The biggest surprise in the Pentagon’s latest annual report on Chinese military power is the claim that China’s ICBM force now includes the “multiple independently-targetable re-entry vehicle (MIRV)-equipped Mod 3 (DF-5).”

This is (to my knowledge) the first time the US Intelligence Community has made a public claim that China has fielded a MIRVed missile system.

If so, China joins the club of four other nuclear-armed states that have deployed MIRV for decades: Britain, France, Russia and the United States.

For China to join the MIRV club strains China’s claim of having a minimum nuclear deterrent. It is another worrisome sign that China – like the other nuclear-armed states – are trapped in a dynamic technological nuclear arms competition.

A Little Chinese MIRV History

There have been rumors for many years that China was working on MIRV technology. Some private analysts have even claimed – incorrectly – that China had developed MIRV for the DF-31 ICBM and JL-2 SLBM.

Fifteen years ago, CIA’s National Intelligence Estimate on foreign missile developments concluded that “China has had the technical capability to develop multiple RV payloads for 20 years. If China needed a multiple-RV (MRV) capability in the near term, Beijing could use a DF-31-type RV to develop and deploy a simple MRV or multiple independently targetable reentry vehicle (MIRV) for the CSS-4 in a few years.” (For a review of earlier information and assessments, see here.)

The Pentagon echoed this conclusion in July 2002, when it stated that any Chinese multiple warhead capability will “most likely [be] for the CSS-4.”

Chinese MIRVing of a mobile ICBM such as the DF-31 “would be many years off” the CIA told Congress. This was also the conclusion of the CIA’s National Intelligence Estimate in 2001, which concluded that “Chinese pursuit of a multiple RV capability for its mobile ICBMs and SLBMs would encounter significant technical hurdles and would be costly.”

In an exchange with Senator Cochran in 2002, CIA’s Robert Walpole explained that MIRVing a mobile ICBM would require a much smaller warhead and possibly require nuclear testing:

Sen. Cochran. How many missiles will China be able to place multiple reentry vehicles on?

Mr. Walpole. In the near term, it would be about 20 CSS-4s that they have, the big, large ICBMs. The mobile ICBMs are smaller and it would require a very small warhead for them to put multiple RVs on them.

Sen. Cochran. … [D]o you think that China will attempt to develop a multiple warhead capability for its new missiles?

Mr. Walpole. Over time they may look at that. That would probably require nuclear testing to get something that small, but I do not think it is something that you would see them focused on for the near term.

What makes the Pentagon’s report on the MIRVed DF-5A payload noteworthy is that it was not included in several other intelligence assessments published in the past few months: the prepared threat assessment by the Director of National Intelligence; the prepared threat assessment by the Defense Intelligence Agency; and STRATCOM’s prepared testimony.

Nor were a MIRVed DF-5A mentioned in the Pentagon’s report from 2014 or the Air Force National Air and Space Intelligence Center (NASIC) report from July 2013.

The Pentagon report also repeats an earlier assertion that “China also is developing a new road-mobile ICBM, the CSS-X-20 (DF-41), possibly capable of carrying MIRVs.” STRATCOM commander Admiral Cecil Haney also mentioned this, saying China is “developing a follow-on mobile system capable of carrying multiple warheads.”

“Possibly capable of” and “capable of” are not equal assessments; the first includes uncertainty, the second does not. Assuming CIA’s prediction from 15 years ago is correct, the DF-5 MIRV payload might consist of three warheads developed for the DF-31/31A.

Whatever the certainty, the MIRVed version of the DF-5 – which I guess we could call DF-5B – is not thought to be loaded with warheads under normal circumstances. In a crisis, the warheads would first have to be brought out of storage and mated with the missile.

Moreover, The Pentagon lists two versions of the DF-5 deployed: the DF-5A (CSS-4 Mod 2) and the new DF-5 MIRV (CSS-4 Mod 3). So only a portion of the 20 missiles in as many silos apparently have been equipped for MIRV.

Why Chinese MIRV?

The big question is why the Chinese leadership has decided to deploy MIRV on the silo-based, liquid-fuel DF-5A.

Chinese officials have for many years warned, and US officials have predicted, that advanced US non-nuclear capabilities such as missile defense systems could cause China to deploy MIRV on some of its missiles. The Pentagon report repeats this analysis by stating that China’s “new generation of mobile missiles, with warheads consisting of MIRVs and penetration aids, are intended to ensure the viability of China’s strategic deterrent in the face of continued advances in U.S. and, to a lesser extent, Russian strategic ISR, precision strike, and missile defense capabilities.”

Conclusions

Chinese MIRV on the DF-5 ICBM is a bad day for nuclear constraint.

Seen in the context of China’s other ongoing nuclear modernization programs – deployment of several types of mobile ICBMs and a new class of sea-launched ballistic missile submarines – the deployment of a MIRVed version of the DF-5 ICBM reported by the Pentagon’s annual report strains the credibility of China’s official assurance that it only wants a minimum nuclear deterrent and is not part of a nuclear arms race.

MIRV on Chinese ICBMs changes the calculus that other nuclear-armed states will make about China’s nuclear intensions and capacity. Essentially, MIRV allows a much more rapid increase of a nuclear arsenal than single-warhead missile. If China also develops MIRV for a mobile ICBM, then it would further deepen that problem.

To its credit, the Chinese nuclear arsenal is still much smaller than that of Russia and the United States. So this is not about a massive Chinese nuclear buildup. Yet the development underscores that a technological nuclear competition among the nuclear-armed states is in full swing – one that China also contributes to.

Although it is still unclear what has officially motivated China to deploy a MIRVed version of the DF-5 ICBM now, previous Chinese statements and US intelligence assessments indicate that it may be a reaction to the US development and deployment of missile defense systems that can threaten China’s ability to retaliate with nuclear weapons.

If so, how ironic that the US missile defense system – intended to reduce the threat to the United States – instead would seem to have increased the threat by triggering development of MIRV on Chinese ballistic missiles that could destroy more US cities in a potential war.

The deployment of a MIRVed DF-5 also raises serious questions about China’s strategic relationship with India. The Pentagon report states that in addition to US missile defense capabilities, “India’s nuclear force is an additional driver behind China’s nuclear force modernization.” There is little doubt that Chinese MIRV has the potential to nudge India into the MIRV club as well.

Indian weapons designers have already hinted that India may be working on its own MIRV system and the US Defense Intelligence Agency recently stated that “India will continue developing an ICBM, the Agni-VI, which will reportedly carry multiple warheads.”

If Chinese MIRV triggers Indian MIRV it would deepen nuclear competition between the two Asian nuclear powers and reduce security for both. This calls for both countries to show constraint but it also requires the other MIRVed nuclear-armed states (Britain, France, Russia and the United States) to limit their MIRV and offensive nuclear warfighting strategies.

Iran claimed Sunday that its warships had “shooed away” American and French military forces in the Gulf of Aden.

US and French “reconnaissance planes, helicopters and warships approached the Iranian warships in a provocative move” on Saturday night, the semi-official FARS news agency reported. “The vessels and aircraft then received a warning from Iranian Destroyer ‘Alborz,’ apologized and rapidly changed direction.”

The agency said the same thing happened last Monday, when “a US warship and military planes changed their direction as they were patrolling in the Gulf of Aden after they came close to an Iranian naval fleet and were warned to move away.”

The report said the Iranian Navy’s 34th fleet, comprising the Alborz destroyer and Bushehr helicopter-carrier warship, is conducting three months of “anti-piracy patrols” in the Gulf of Aden and the Red Sea. It quoted the flotilla’s commander, Mostafa Tajeddini, saying, “Checking foreign warships in the international waters and surveillance of potential threats to Iran’s national interests is our essential responsibility.”

The report came amid a spate of belligerent anti-US rhetoric by Iranian leaders and military chiefs, and as US President Barack Obama seeks to reassure Gulf leaders unnerved by the emerging US-backed nuclear deal with Iran. Obama is holding a summit at Camp David on Thursday with Gulf Cooperation Council countries — Saudi Arabia, Kuwait, United Arab Emirates, Qatar, Bahrain and Oman.

Two top Iranian generals on Thursday had taunted the United States, saying the much-discussed military option to destroy Iran’s nuclear facilities is “ridiculous,” that Washington knows it can’t be done, and that their country “welcomes war with the US.”

Brigadier General Hossein Salami, the deputy commander of the Revolutionary Guard Corps, said in an interview on state-run television that a battle with the US would only serve to highlight Iran’s strengths.

“We welcome war with the US as we do believe that it will be the scene for our success to display the real potentials of our power,” he said, according to a report by the semi-official Fars news agency. “We have prepared ourselves for the most dangerous scenarios and this is no big deal.”

Salami threatened that Iran would strike any airbase used as a launchpad for a strike on his country.

“We warn their pilots that their first flight [to attack Iran] will be their last one and no one will be allowed to go back safe and sound,” he warned.

The commander of the Revolutionary Guard Corps, Major General Mohammad Ali Jafari, gave a similarly belligerent warning during a ceremony in the city of Semnan, in the north of the country. Jafari reasoned that if the West really thought it could attack Iran at will, it would have done so already; instead world powers “kneel” before Iranian might, he boasted.

“The military option that the Westerners speak of constantly is ridiculous and they know that if the military option could have produced any result, they would have already used it many times, and today they have shifted their focus to other types of threats and to the soft war front,” Jafri said.

“Today, the Islamic Iran’s pride and might has made the world’s biggest materialistic and military powers kneel down before the Islamic Republic,” he proclaimed.

Iranian officials have recently ramped up their war of rhetoric in what local media said is a response to threats by US officials to bomb their country.

Iran’s supreme leader Ali Khamenei bragged Wednesday that the US “can’t do a damn thing” to harm his country’s nuclear facilities.

Negotiations between Iran and six world powers — the US, Britain, France, Russia, China and Germany — are scheduled to resume on May 12 in Vienna, the European Union and Tehran said last week. The political leaders of the other world powers involved in the negotiations are to join the talks on May 15.

Iran and the world powers want to turn a framework accord reached in Switzerland on April 2 into a full agreement by June 30.

Israeli officials, led by Prime Minister Benjamin Netanyahu, have harshly criticized the framework agreement, saying it paves the way to Iranian nuclear weapons.

Washington (CNN)The Department of Defense raised the level of security conditions at U.S. military bases Thursday night to “Bravo,” because of the growing concern of a terrorist threats in the United States.

But what does the “Bravo” level specifically mean?

The Force Protection Condition, or FPCON, is a threat level system that is overseen and decided by the Department of Defense. It has various levels that show security concern in the country. According to the list, the Antiterrorism Program “provides guidance and establishes standards for implementing the levels” in the Department of Defense. Local commanders decide which level is appropriate.

A U.S. Air Force document describes level “Bravo” as when “an increased and more predictable terrorist threat activity exists.”

The document also states that level “Bravo” means there is information that suggests probable violence in the United States, and there must be extra precaution to deter terrorist planning.

Another government document states “Bravo” is a medium threat level that means there is an increased or more predictable threat level of terrorist activity.

The change could mean more checks of vehicles entering military bases and identity checks of all personnel.

The level change comes after FBI Director James Comey made comments about Elton Simpson, one of the two Texas attackers of the Prophet Muhammad exhibit in Garland, Texas who was killed Sunday by a guard when they opened fire.

“I know there are other Elton Simpsons out there,” Comey said, adding that the FBI has hundreds of investigations in the U.S. of possible extremists influenced by known ISIS recruiters.

“No big deal.”

Those were the three words an Iranian general used to discuss a hypothetical war with the United States.

“We have prepared ourselves for the most dangerous scenarios and this is no big deal and is simple to digest for us; we welcome war with the US as we do believe that it will be the scene for our success to display the real potentials of our power,” Islamic Revolutionary Gaurds Corps Brigadier General Hossein Salami said in a Wednesday interview, according to the semi-official Fars News Agency.

The top general reportedly added that Iran would set fire to any airbase used by enemies to strike the country.

“We warn their pilots that their first flight [to strike Iran] will be their last one and no one will be allowed to go back safe and sound and they should call their flights as their last flight,” he said.

Salami also warned that a war against Iran would likely result in Muslims declaring worldwide war on the U.S.

“When the arrogant powers grow united in different directions to weaken the Islamic community, we should use our different capacities to fight against the enemy, and the Islamic Iran has gained many experiences in fighting against the enemy so far,” Salami recently said, according to the Fars News Agency.

The news came as Secretary of State John Kerry reiterated that it is unacceptable for Iran to obtain a nuclear weapon. A framework agreement with the Islamic Republic was announced in April between the U.S., Iran and five other world powers.

Russian Tank Crew Cries ‘May Day’ While Rehearsing for May Day Parade

Russia’s new high-tech battle tank has ground to a halt during a rehearsal for 9 May Victory parade in Moscow, prompting speculation of a breakdown.

One of T-14 Armata tanks suddenly stopped on Red Square, and the driver raised a red flag – apparently to signal that he had problems.

(A white flag would have been more appropriate. – LS)

A tow vehicle was brought in, but the tank later managed to drive on.

The parade announcer said the stoppage had been planned to show how to “evacuate weaponry”.

This prompted laughter from the crowds who gathered to watch the rehearsal in the Russian capital, Reuters reports.

Alexei Zharich, deputy head of the Uralvagonzavod tank producing factory, later wrote on Twitter (in Russian) that the tank “was in full working order and left on its own”.

Russia’s military was responsible for the rehearsal, Mr Zharich added, and any questions should be addressed to it.

The T-14 Armata has been the most talked-about innovation in Russia’s new armoury ahead of the 9 May World War Two Victory parade.

It has a remotely controlled cannon and offers additional protection to its crew, Russian military experts say.

And Russia’s RT news says the Armata could “evolve into a fully robotic battle vehicle”.

The experts also claim the tank is superior to the T-90 – the current mainstay of the Russian army – and also to all Western analogues.

Iranian Pirates Release Ship After Taking Booty

TEHRAN, Iran — A Marshall Islands-flagged cargo ship seized by Iran has been released and the crew members are all in good condition, according to the ship’s operator.

Rickmers Ship Management told The Associated Press in an e-mail Thursday that the MV Maersk Tigris was released following a court order. It will now continue its scheduled voyage to Jebel Ali, in the United Arab Emirates, where it will be met by representatives from Rickmers and others.

Iranian forces seized the ship April 28 as it traversed the Strait of Hormuz. It was taken to Bandar Abbas, the main port of Iran’s navy, under escort by Iranian patrol boats.

Iran claimed that the Danish shipping company that chartered the ship, Maersk Line, owed money to an Iranian firm. Rickmers’ spokesman Cor Radings would not comment on whether any money was paid to settle the case with Iran, saying in a telephone interview from Amsterdam “that is up to Maersk and the Iranian authorities, our responsibility is with the vessel and crew.”

He said his company had confirmed that the ship had left the Iranian port with all 24 crew members on board and all of its cargo, and that it was expected to arrive in Jebel Ali late Thursday night or early Friday morning.

Iran’s Ports and Maritime Organization said in a statement that the government had received the appropriate assurances from Maersk Line. The Danish company had, “ensured the provision of a letter of guarantee for the enforcement of the judicial decision,” the statement said.

In Copenhagen, Maersk Line spokesman Michael Storgaard told AP that the case “is not over yet,” but confirmed that the company was committed to covering the $163,000 debt claimed by the Iranian firm, if necessary. “We have said we would be willing to pay the $163,000 but for now we have not paid anything,” he said.

Storgaard said lawyers from both sides will now begin looking into the matter.

Denmark’s Foreign Minister Martin Lidegaard made reference to an apparent role by his government in the negotiations, saying it was “gratifying that our joint efforts” had led to the release of the ship.

“For Denmark as a seafaring nation, it is obviously a priority that international obligations are complied with and that ships can sail in the Persian Gulf,” Lidegaard said in a statement. “We have also made that clear in our contact with the Iranian authorities.”

The incident came at a critical time in Iran’s relations with the West, as talks on Tehran’s contested nuclear program continue and frictions rise amid a U.S.-backed campaign by a Saudi-led coalition carrying out airstrikes against Iranian-backed Shiite rebels in Yemen.

Following the Maersk incident, Washington adopted a policy change, allowing any U.S.-flagged ship to be accompanied by Navy warships through the narrow strait, which includes Iranian territorial waters. Navy ships are positioned nearby and are ready to respond if needed, but they do not actually escort a vessel.

The Strait of Hormuz is the route for about a fifth of the world’s oil and is only about 33 kilometers (21 miles) wide at its narrowest point.

When armed terrorists attacked Charlie Hebdo headquarters over Muhammad cartoons on January 7, unarmed police officers were forced to flee for their lives. When armed men attacked people gathered in Garland, Texas, on May 3 over Prophet Muhammad cartoons, armed police cut them down — and the Daily Mail reported that the body of one was left lying the street while police searched for explosives.

The difference between Garland and Paris can be summed up in one word: guns.

On January 7, CBS News relayed reports from Britain’s Telegraph newspaper that the first two officers to arrive “were apparently unarmed” and “fled after seeing gunmen armed with automatic weapons and possibly a grenade launcher.” The UK’sIndependent reported that “three policemen arrived on bikes but had to leave because [the attackers] were armed.”

BBC reported the Paris gunmen killed 12 in their attack on Charlie Hebdo headquarters; that number includes 8 Charlie Hebdo “eight journalists, two police officers, a caretaker and a visitor.”

Moreover, the terrorists were able to continue their attack at different points in and around the city for the next 48 hours.

On January 19, Breitbart News reported that French police were demanding more guns as well as guns that were more powerful.  The Charlie Hebdo attack was very lopsided — in favor of the terrorists — because of policing and arms policies, and had revealed a very important point: Gun control was not working.

Fast forward to Garland, Texas on Sunday, where approximately 75 attendees gathered in the Curtis Culwell Center to attend a contest for the best cartoon of Muhammad. The contest was sponsored by New York-based American Freedom Defense Initiative.

Just before the contest ended, two armed men allegedly drove up near the Culwell Center and shot and wounded a security guard before both were killed by heavily-armed Garland PD.

According to a City of Garland May 3 press release:

As today’s Muhammad Art Exhibit event at the Curtis Culwell Center was coming to an end, two males drove up to the front of the building in a car. Both males were armed and began shooting at a Garland ISD security officer. The GISD security officer’s injuries are not life-threatening. Garland Police officers engaged the gunmen, who were both shot and killed.

There was no prolonged, two-day pursuit of attackers, nor were there unarmed police officers dodging bullets on their bicycles. But there were plenty of guns in the hands of good guys who were keeping watch over the cartoon contest and who were charged with stopping any bad guys with guns who might show up.

OFFICER AND TWO SUSPECTS DOWN IN GUNFIGHT AT ISLAMIC CARTOON CONTEST IN TEXAS, POSSIBLE EXPLOSIVES FOUND

UPDATE, 9:56 PM: In an interview with Breitbart News Sunday on Sirius XM, Breitbart Texas Director Brandon Darby speculated that the shooting was timed for the end of the conference so that the gunmen could target the crowd flooding out into the parking lot. The event went longer than expected, which potentially prevented further casualties. The event was initially scheduled to end at 7 PM.

UPDATE, 9:49 PM: The wounded officer was reportedly shot in the leg, according to The Telegraph, which was swift to attribute its disapproval of the event to “critics”:

Two gunmen have been shot dead after opening fire at an art exhibition in Texas where caricatures of the Prophet Mohammed were being displayed.

Police said the suspects, allegedly armed with explosives, were killed outside the Curtis Culwell Centre in Garland, which was hosting an art show of drawings of the Prophet.

An officer was also reportedly injured after being shot in the leg.

The event was billed as a “free speech event” by its sponsor, the American Freedom Defense Initiative, which has been criticised by opponents for being anti-Islam.

UPDATE, 9:45 PM: Cops are herding people back into the building, while buses help to evacuate the attendees.

Two men have been shot by police outside the Curtis Culwell Center in Garland, Texas Sunday afternoon, Garland police have confirmed. Police said two men pulled up in a vehicle and shot a Garland ISD Police officer outside the building. The men were then shot and killed by Garland police. The officer who was shot remains in a local hospital with non-life threatening injuries. Businesses near the area were evacuated, including a nearby Walmart. Police are preparing to search vehicles parked outside for explosives.

 

UPDATE, 9:20 PM: The car may contain explosives, according to WFAA8: 

 

Two men were shot and killed in a parking lot outside the Curtis Culwell Center in Garland Sunday afternoon, SWAT officials told News 8. The two suspects drove up and opened fire on the center, which was hosting a Muhammad Art exhibit, and hit a Garland ISD officer. That officer suffered non-life threatening injuries, according to a spokesman for Garland Police. Police were searching the area for a vehicle that had explosives in it. SWAT members were already at the scene for the art event.Rowlett/Sachse Scanner reported on Facebook that a suspect was inside a nearby Walmart, off Garland Avenue and Naaman Forest Boulevard, with a hand grenade. A 1,000-foot radius around the Walmart was shut down and the Academy Store was evacuated, according to that page.

 

UPDATE, 9:14 PM: Garland Police have reportedly evacuated a nearby WalMart and are searching the car the suspects allegedly drove to the event. 

UPDATE, 9:06 PM: A local NBC reporter says the two suspects are dead.

UPDATE, 8:59 PM: Police have the area blocked off and have removed reporters for up to half a mile away. Helicopters are patrolling the skies and police are standing in the intersection, blocking the roads and are armed with M-16s. 

UPDATE, 8:51 PM: A senior officer has said that the officer taken to the hospital will be OK, and that the two suspects will not be OK. The 100 people being held inside singing the Star-Spangled Banner to comfort themselves. 

UPDATE, 8:45 PM: Police appeared to have escorted a few individuals through a conference room, and continue to patrol the perimeter. 

UPDATE: Suspects had two AK-47’s according to police on the scene. The officer has been transported to the hospital. The suspects are still on the ground at the scene. They are not moving and are not being touched at this time until a bomb squad checks out their bodies.

Approximately 100 people are being held by police in a secured facility inside the event.

GARLAND, Texas — Armed police officers rushed in to the Mohammed Art Exhibit and Contest and quickly removed Pamela Geller and whisked her away to safety after a gunfight erupted outside of the event. A law enforcement officer and two suspects are reportedly down, according to police on the scene. Three Breitbart Texas reporters are locked down inside of the event. The officers on the scene said that possible explosives were found. The extrication of Geller occurred during a live video interview with Breitbart Texas.

The attendees to the exhibit were forced into lockdown by police. Several officers entered to exhibit and informed the attendees that an officer was down, two suspects had been shot, and that possible explosives were found.
