Pakistan’s intelligence agency paid a Taliban-affiliated terror group in Afghanistan to perpetrate one of the deadliest attacks on the CIA in the agency’s history, according to inferences made in recently-declassified U.S. government cables and documents.

On December 30, 2009, a Jordanian suicide bomber blew himself up in Camp Chapman in Khost, Afghanistan, located near the border with Pakistan, killing seven CIA employees. The bomber, a Jordanian doctor and double agent, tricked the Americans, telling them he would lead them to Ayman al-Zawahri, now head of al-Qaeda and, at the time, second in command.

A document dated January 11, 2010 , issued less than two weeks after the bombing, reports how the head of the Haqqani network, a Taliban-allied organization designed as terrorist by the U.S., met twice with senior officials of Pakistan’s intelligence agency (the Inter-Services Intelligence or ISI) the month of the bombing.

During the first meeting, funding for “operations in Khowst [Khost] province” were discussed. “Funds were later provided to tribal elders in Khowst province for their support of the Haqqani network,” according to the cable.

At the second meeting, ISI officials gave “direction to the Haqqanis to expedite attack preparations and lethality in Afghanistan.”

Although heavily redacted, a cable issued the following month specified the head of the Haqqani network as well as another individual were given $200,000 “to enable the attack on Chapman.” The cable specifically mentions a number of individuals involved in the operation, including an Afghan border commander who was given money “to enable a suicide mission by an unnamed Jordanian national.”

The Jordanian mentioned is assumed to be the suicide bomber, Humam al-Balawi, whom the CIA had cultivated as an al-Qaeda informant. Codenamed “Wolf,” al-Balawi turned out to be a double agent, perpetrating the deadliest attack against the CIA in the 15-year history of the war in Afghanistan.

Although each document states, “This is an information report not finally evaluated intelligence,” Admiral  Mike Mullen (former chairman of the Joint Chiefs of Staff) terms the Haqqani network a “veritable arm” of Pakistan’s intelligence agency. The U.S. has long-documented the connection between the ISI and the Haqqani terrorist organization.

The documents were the first public disclosure connecting the attack on Camp Chapman to the Pakistani ISI. They were released in connection with a Freedom of Information Act request. The U.S. had previously blamed al-Qaeda for the attack.

I am sorry to report that the IRS practice described in this recent FORBES headline is not new. It’s an old story that continues to shock most — but not all — Americans:

            “IRS admits it encourages illegals to steal Social Security numbers”

Imagine my surprise when I found a pile of IRS 1040 tax returns among the tons of trash at a “lay-up site” used by illegal border jumpers near the Mexican border west of Douglas, Arizona. There are dozens of such places where the thousands of border invaders change clothes, discard trash and wait to be taken by their “coyote” to their pick-up location for moving on to Phoenix or El Paso or Houston.

The IRS 1040 forms were filled out and had been used. Hey, who says illegal aliens don’t pay taxes?

I collected the 1040 forms and we noticed all had claimed Earned Income Tax Credits and all also had claimed around nine deductions for children. The average refund was around $4,000. It occurred to me only much later that the American taxpayer may be funding the coyote’s $1,500 fees for smuggling poor Mexicans, Salvadorans — and Iraqis and Vietnamese — across our southwest border.

When I sent the 1040 forms to the Social Security Administration and the IRS, I was told that the practice described in the FORBES article was the one being followed in dealing with these returns. I tried to amend the appropriations bills for the IRS to be the practice, but I got nowhere. My Republican colleagues didn’t want to hear about it and were ticked at me for bringing it up.

Illegal aliens use “the system” to report income and also gain every possible “refund” the tax law — and IRS collusion — allows. Who can blame them when the welcome sign is in bright green neon letters?

This FORBES headline should not shock anyone. The IRS collusion with illegal alien tax fraud is not a secret. Over the past decade, there have been regular news stories exposing tax fraud by illegal aliens– and IRS indifference to the scandal.

The shocking thing is that the FORBES headline is not an exaggeration. The IRS knows illegal aliens are using stolen Social Security numbers and is glad they are doing it. But that is only the tip of the iceberg called illegal alien tax fraud.

IRS Commissioner John Koskinen made the revelation in congressional testimony this past week, but no one was really shocked. The IRS wants illegal aliens working illegally to file tax returns and pay taxes on their illegal earnings like everyone else. So, the government figures it is a smart thing to make it easy for them to do so. The government doesn’t care whether the Social Security number used is stolen or not, it’s the tax filing itself that is important to the IRS.

  • When asked why the agency has a policy to ignore notifications from the Social Security Administration that a number does not match the name used on the tax filing, the agency replies, literally, “That’s not our job.”
  • The IRS deliberately and unapologetically avoids telling you when your SSN is being used unlawfully by another person — or ten or twenty other people.
  • Efforts in Congress to fix that problem are criticized as “racist.”

But as I said, that IRS scandal is only the beginning of the story of tax fraud by millions of illegal aliens. Millions of illegal workers are filing tax forms not to pay their taxes but to claim and then receive refundable tax credits– that is, cash refunds– and those cash payments run into the billions annually.

It’s politically correct in Washington, DC, to say that illegal aliens are willing, even anxious, to “pay their fair share of taxes.” It’s part of the mythology of the noble “undocumented worker” seeking the American dream. Even the Republican National Committee believes it.

This week the RNC sent a fundraising letter to a few million prospective donors using the tired gimmick of a “poll” on critical issues. One question asked voters if they support legalization for illegal aliens if they meet a number of tests, one of them being “paying back taxes.” We all know illegal aliens are anxious to do that to prove they have earned the right to stay here and contribute to the economy.

The problem is they already have a way to pay back taxes if they want to do it, but millions are doing just the opposite. Millions of illegal aliens are collecting refundable tax credits– that is, cash — by filing fraudulent claims. And the IRS doesn’t care.

An April 2012 investigative report by an Indiana television station found numerous cases of tax fraud in the Child Tax Credit and Additional Child Tax Credits programs.

  • Four illegal alien tax filers had used the same address and claimed a total of 20 children for refundable tax credits of up to $1,000 for each child. Only one child actually lived at the address, and the other 19 lived in Mexico and had never even visited the United States.
  • That aspect of the fraud is in fact not really illegal: the child you claim on the tax form does not have to live in the United States. the child can be living with Aunt Rosa in Peru or Grandpa Felix in Algeria.
  • The IRS response to the fraudulent payments? They refused to comment or to confirm any investigation and refused to meet with reporters to answer questions.

IRS refusal to act on documented fraud by illegal aliens is legendary. For a decade the agency’s own Inspector General has complained of inaction by agency managers.

  • According to reports of the Treasury Inspector General for Tax Administration (TIGTA), millions of illegal aliens are filing tax forms in order to claim refundable tax credits and receive billions in tax dollars — even if they have never paid one dollar in federal income taxes.
  • Illegal aliens are accessing not only the Earned Income Tax Credit (EITC) but the Child Tax Credit (CTC) and Additional Child Tax Credit ACTC) to the tune of billions annually.
  • And according to testimony of the Treasury Department’s Inspector General, the IRS has refused to take steps to curtail illegal aliens cashing in on these programs.

You may be thinking that the government surely would take action if the tax fraud is costing the Treasury millions of dollars. It’s fraud on a small scale, right? Nope. It’s costing billions, not millions.

While I was in Congress back in 2007, I tried to blow the whistle on this IRS partnership with schemes costing taxpayers billions.

  • A brave IRS employee in one of the agency’s Western regional offices called my office and met with my staff clandestinely at a restaurant in the capital of one of our southwestern states. He offered concrete, credible information and internal reports that showed there was a huge problem– and that it was being ignored by agency management.
  • His regional office team had studied a random sample of Child Tax Credit claims by tax filers using “ITIN” numbers– tax ID numbers given lawfully to persons who do not qualify for Social Security numbers but are employed and need to file tax returns.
  • Their sample revealed a high rate of fraud which suggested widespread fraud involving hundreds of millions of dollars. But he and his regional colleagues could get no action from headquarters to investigate it further.

Can you guess who blocked any congressional action to demand the IRS investigate illegal alien abuse of these “refundable tax credit” programs? The Congressional Hispanic Caucus threatened massive protests against “discriminatory practices” if the IRS pursued the issue.

At that time, Democrats were in the majority in the House and the Senate and thus controlled the committees, so no investigation was ever conducted. But did Republicans undertake to clean up the mess when they gained the majority in the 2010 election? No.

There is no evidence the problem of tax fraud by illegal aliens is something the IRS cares about.

  • A December 2014 report by Watchdog.org revealed that an IRS audit documented a 24 percent error rate in claims made under the EITC — a loss of $14.2 billion in unlawful tax refunds in the year 2012.
  • A similar audit of the Additional Child Tax Credit program in 2012 revealed erroneous payments in the range of 25 percent to 31 percent.
  • But did the audits result in corrective actions? No.

Adding all of the fraud rates together from three separate refundable tax credit programs suggests total tax fraud in the realm of several billion dollars. Of course, not all of the fraud is by illegal aliens. But the lack of IRS interest in curtailing illegal alien abuse of these tax credit programs tells us the problem will only get worse in the years ahead.

Let’s add the shameful, willful taxpayer-funded philanthropy toward illegal workers to the many reasons why IRS Commissioner Koskinen should be impeached and a new management team put into the agency to conduct a thorough house cleaning.

What are the odds of that happening under President Hillary Clinton? Or President John Kasich?

The Israeli cabinet holds its weekly session Sunday April 17, on the Golan. Prime Minister Benyamin Netanyahu will visit Moscow on Thursday, April 21 to meet with Russian President Vladimir Putin and to launch the most important battle of his political career, and one of Israel’s most decisive contests of the last 10 years: the battle over the future of the Golan Heights.

DEBKAfile’s intelligence sources and its sources in Moscow report exclusively that Israel’s top political leaders and military commanders were stunned and shocked last weekend when they found out that US President Barack Obama and Russian President Vladimir Putin have agreed to support the return of the Golan to Syria. The two presidents gave their top diplomats, Secretary of State John Kerry and Foreign Minister Sergei Lavrov, the green light to include such a clause in a proposal being drafted at the Geneva conference on ending the Syrian civil war.

Israel captured the Golan from the Syrian army 49 years ago, during the Six-Day War in 1967 after the Syrian army invaded Israel.

In 1981, during the tenure of then Prime Minister Menachem Begin, Israel passed a law defining the Golan as a territory under Israeli sovereignty. However, it did not state that the area belongs to Israel.

While Israel was preparing for a diplomatic battle over the future of Jerusalem, Judea and Samaria, Obama and Putin decided to deal a diplomatic blow to Israel and Netanyahu’s government on an unexpected issue, the Golan.

It is part of an endeavor by the two powers to use their diplomatic and military cooperation regarding Syria to impose agreements on neighboring countries, such as Israel, Turkey, Saudi Arabia and Jordan.

For example, Washington and Moscow are trying to impose an agreement regarding the granting of independence to Syrian Kurds, despite Ankara’s adamant opposition. The two presidents are also pressuring Riyadh and Amman to accept the continuation of Syrian President Bashar Assad’s rule, at least for the immediate future.

DEBKAfile’s sources report that just like the other diplomatic or military steps initiated by Obama and Putin in Syria, such as those for Assad’s eventual removal from power, the two powers see a resolution of the Golan issue as a gradual process that may take a long time, perhaps even years. But as far as they are concerned, Israel will have to withdraw from the Golan at the end of that process.

It should be noted that Prime Minister Netanyahu is not traveling to Washington to discuss the Golan issue with Obama. The frequent trips by the prime minister, senior officials and top IDF brass to Moscow in recent months show where the winds are blowing in the Middle East.

However, Moscow is not Washington, and Israel has no lobby in the Russian capital defending its interests.

It should be made very clear that the frequent trips by senior Israeli officials to Moscow have not created an Israeli policy that can influence Putin or other senior members of the Russian leadership. Putin has made occasional concessions to Israel on matters of minimal strategic importance, but on diplomatic and military steps regarding Syria and Iran he has shown little consideration of Jerusalem’s stance.

It should also be noted that there has been no basis for the enthusiasm over the Russian intervention in Syria shown by Netanyahu, Israeli ministers and senior IDF officers.

All of the calls by a number of Russia experts, mainly those of DEBKAfile, for extreme caution in ties with Putin have fallen on deaf ears among the political leadership in Jerusalem and the IDF command in Tel Aviv.
Amid these developments, three regional actors are very pleased by Washington and Moscow’s agreement to demand Israeli withdrawal from the Golan: Syrian President Assad, the Iranian leadership in Tehran and Hizballah leader Hassan Nasrallah.

Now, they do not need to risk a military confrontation with Israel over the Golan because Obama and Putin have essentially agreed to do the dirty work for them.

A Russian fighter jet flew dangerously close to a U.S. RC-135 reconnaissance aircraft on Thursday in the latest military provocation by Moscow over the Baltic Sea, the U.S. European Command said Saturday.

“On April 14, a U.S. Air Force RC-135 aircraft flying a routine route in international airspace over the Baltic Sea was intercepted by a Russian Su-27 in an unsafe and unprofessional manner,” said Navy Capt. Danny Hernandez.

“This intercept comes shortly after the unsafe Russian encounters with USS Donald Cook,” he added. “There have been repeated incidents over the last year where Russian military aircraft have come close enough to other air and sea traffic to raise serious safety concerns, and we are very concerned with any such behavior.”

Hernandez said the U.S. aircraft, a militarized Boeing 707 jet, was operating in international airspace “and at no time crossed into Russian territory.”

“This unsafe and unprofessional air intercept has the potential to cause serious harm and injury to all aircrews involved,” he said. “More importantly, the unsafe and unprofessional actions of a single pilot have the potential to unnecessarily escalate tensions between countries.”

According to Hernandez, the Su-27 carried out “erratic and aggressive maneuvers” by approaching the RC-135 at a high rate of speed from the side.

The Russian jet “then proceeded to perform an aggressive maneuver that posed a threat to the safety of the U.S. aircrew in the RC-135U,” the spokesman said.

“More specifically, the SU-27 closed within 50 feet of the wing-tip of the RC-135 and conducted a barrel roll starting from the left side of the aircraft, going over the top of the aircraft and ended up to the right of the aircraft,” he said.

The U.S. government is protesting all the incidents this week to the Russian government through diplomatic channels, he said.

The RC-135U, an electronic intelligence-gathering aircraft, is normally operated by five air crew and up to 16 electronic warfare officers and six or more regional specialists.

The dangerous aerial incident came two days after a simulated Russian aerial assault against the guided missile destroyer USS Donald Cook in the Baltic Sea. Washington called the simulated assault a military provocation, and said it nearly caused an international shootout.

Two Russian fighter-bombers, identified as Su-24s, made close passes over the Cook, including one jet that came within 30 feet of the warship.

A Navy officer said the buzzing was the most reckless flyover of a U.S. warship by either a Russian or Chinese warplane since the Cold War. “I’ve been in a lot of those situations and I’ve never seen any plane come that close,” the officer said.

The aerial harassment appears to be part of a Russian military campaign of intimidation against the United States and NATO.

Moscow has adopted hostile military policies toward the United States over U.S. deployment of missile defenses in Europe, which Moscow says threaten its missile forces. The Russians also have been upset by Western sanctions against its military annexation of Ukraine’s Crimea.

Strategically, Russian leader Vladimir Putin has been seeking to regain control and influence over what Moscow calls the “near abroad”—former Soviet republics and Eastern Bloc nations along the periphery of Russia’s borders in Eastern Europe.

The policy has led to military aggression against the Republic of Georgia in 2008 and Ukraine in 2014, where Russian troops took over the Crimean peninsula and are continuing to fuel separatist activity in eastern Ukraine.

In response, the United States and NATO are bolstering U.S. and allied military forces in Eastern Europe, with a specific emphasis of increasing military forces and troops near the Baltic states of Latvia, Estonia and Lithuania, as well as in Poland.

The recent Russian military provocations coincide with military activities by Moscow in the Russian enclave of Kaliningrad, which remains a major subject of U.S. monitoring. Russia in the past has threatened to deploy nuclear-capable Iskander short-range missiles in the enclave on the Baltic Coast between Poland and Latvia.

Earlier this week, Brian McKeon, principal undersecretary of defense for policy, told a House subcommittee hearing that Russia has prevented U.S. and allied flights over Kaliningrad that are allowed under the Open Skies Treaty.

Mark Schneider, a former Pentagon strategic forces analyst who specializes in Russian affairs, said the recent incidents over the Baltic Sea, including the simulated attack of a U.S. warship, are fundamentally different from past Russian provocations.

“It is a major escalation of Russian aggressiveness although it fits into a pattern of Russian activity that goes back years,” Schneider said. “The Russian Defense Ministry reaction was blatantly dishonest.”

Schneider said the likely U.S. response to these provocations are what former Pentagon official Richard Perle once dubbed “demarche-mellows,” or very weak, pro forma protests.

“If so, incidents like this will probably continue to escalate,” Schneider said.

Thursday’s aerial encounter involving the RC-135 was at least the second time this year that Russian jets have conducted a dangerous intercept of a reconnaissance aircraft.

On Jan. 25, a Russian Su-27 came within 20 feet of an RC-135 over the Black Sea in what Navy Capt. Daniel Hernandez said was an “unsafe and unprofessional” action.

Unlike Thursday’s encounter, the Russian jet in January did not do a barrel roll, but instead made an aggressive, high-speed banking turn away from the intelligence aircraft.

The maneuver disturbed the pilot’s control of the RC-135.

The dangerous Su-24 overflight of the Cook on April 12 came a day after two other Russian Su-24s flew over the ship 20 times, including a dangerous pass as an allied helicopter was being refueled, causing a delay in flight operations until the Su-24s left the area.

The same day, a Russian Ka-27 Helix helicopter flew around the Cook, which had finished a port visit to Poland and had a Polish helicopter on board.

“The Russian aircraft flew in a simulated attack profile and failed to respond to repeated safety advisories in both English and Russian,” the European Command said in a statement.

The Pentagon released video of the encounter showing the close pass, which created a wake in the water.

Secretary of State John Kerry on Thursday criticized the Russian military provocation, though he declined to say what steps the United States would take in response.

The State Department lodged formal protests with Russia.

“We condemn this kind of behavior. It is reckless. It is provocative. It is dangerous. And under the rules of engagement that could have been a shoot-down,” Kerry told CNN and the Miami Herald.

“People need to understand that this is serious business and the United States is not going to be intimidated on the high seas. … We are communicating to the Russians how dangerous this is and our hope is that this will never be repeated,” Kerry said.

The Cook is equipped with anti-aircraft defenses including the Close-In Weapons System, an automated air defense gun that can destroy aircraft with 25-millimeter rounds. The weapon was not readied because the ship was operating under the U.S.-Russian agreement not to illuminate each other’s aircraft.

“We have deep concerns about the unsafe and unprofessional Russian flight maneuvers,” the European command said in a statement.

“These actions have the potential to unnecessarily escalate tensions between countries, and could result in a miscalculation or accident that could cause serious injury or death.”

Kerry on Friday discussed the Cook incident with Russian Foreign Minister Sergey Lavrov, a State Department spokesman said.

Moscow sought to play down the incident involving the Cook. Russian Defense Ministry spokesman Igor Konashenkov told the state-run Interfax news agency that the Russian pilots acted within safety guidelines.

The incidents violated the bilateral U.S.-Russian agreement designed to prevent incidents at sea. The accord prohibits conducting simulated attacks and also limits the use of automated anti-aircraft guns.

Other incidents in recent months included a near collision between a Russian fighter and an RC-135 over the Black Sea on May 30, and on April 7, 2015, a Su-27 flew within 20 feet of an RC-135 over the Baltic Sea.

Additionally, last October, two Russian Tu-142 bombers made low passes near the aircraft carrier USS Reagan as it sailed in the Sea of Japan near the Korean peninsula. And on July 4, 2015, two Tu-95 nuclear-capable bombers approached within 40 miles of the California coast and radioed a “happy birthday” message to intercepting U.S. pilots.

The July 4 provocation occurred the same day President Obama held a telephone call with Putin.

Russia also has sent Tu-95 bombers to circle the Pacific island of Guam several times. The island is a major military hub and central to the U.S. military’s pivot to Asia.
