It’s been a busy two hours, but some clarity is starting to emerge about the Iranian seizure of a cargo vessel in the Strait of Hormuz. The vessel is the M/V Maersk Tigris and sails under a Marshall Islands flag. It was intercepted by Iranian navy patrol crafts earlier today and sent a distress call, and which point it was contacted by US naval assets who streamed to the area to monitor the confrontation. The vessel was ordered to sail into Iranian waters and refused, at which point the Iranians fired shots across her bow, and the master complied. It’s now in the Iranian port of Bandar Abbas.

There is a dispute over whether the M/V Maersk Tigris was in international waters when it was initially intercepted. The Pentagon seems to have told journalists this morning that it was transiting through Iranian territorial waters. Defense analysts are posting maps showing otherwise (https://twitter.com/PatMegahan/status/593073911786377216).

A few things you’re likely to be hearing as the afternoon kicks off:

(1) The U.S. is treaty-bound to defend the security of the Marshall Islands. To what extent will the US be obligated to act in response to functionally unspinnable Iranian aggression? Keep in mind that in two weeks the President will be personally in a room floating security assurances to the Gulf, promising that the U.S. will protect them from future Iranian aggression.

The Republic of the Marshall Islands (RMI) is a sovereign nation. While the government is free to conduct its own foreign relations, it does so under the terms of the Compact. The United States has full authority and responsibility for security and defense of the Marshall Islands, and the Government of the Marshall Islands is obligated to refrain from taking actions that would be incompatible with these security and defense responsibilities. (2) The administration just wrapped up a week of insisting that under no circumstances would it allow Iran to interfere with shipping in the area. It’s unclear how that can be reconciled with what the Iranians just did.

State Department Spokesperson Marie Harf, April 21: “I think the Defense Department may have already addressed this in their briefing today, but there were reports about these U.S. ships that have been moved. And I want to be very clear, just so no one has the wrong impression, that they are not there to intercept Iranian ships, to do issues like that; that the purpose of moving them is only to ensure the shipping lanes remain open and safe. Pentagon spokesman Col. Every day, everywhere around the world, a silent referendum is going on about the state of American power. President Obama has consistently failed that test. By demanding that Bashar Assad leave power and then letting him stay; by letting Assad cross a “red line” on chemical weapons with impunity; by talking big about ISIS (“degrade and destroy”) and doing little; by standing by as Iran expanded its power into Iraq, Syria, and Yemen, as Russia seized chunks of Ukrainian territory, and as China intimidated its neighbors to claim sovereignty over disputed island, the president has dissipated the most precious commodity in the world—American credibility.

Today comes yet another test of American resolve. Details remain in dispute, but it appears that Iranian Revolutionary Guard gunboats seized the Maersk Tigris, a container ship traversing the Persian Gulf either through international waters or through a small section of Iranian waters that it would be allowed to traverse under the international legal doctrine of “innocent passage.” Instead of allowing the ship to go on its way, the IRGC fired a shot across its bow and detained the ship along with its crew. This is a vessel flagged in the Marshall Islands, a U.S. protectorate, owned by the Maersk line (a company with substantial American operations that is headquartered in Denmark, a NATO ally), and chartered by Rickers Ship Management, the Singapore-based subsidiary of a German company (two more U.S. allies).

The Iranian action may well be an indirect response to the U.S. decision to deploy an aircraft carrier strike group in order to intimidate Iran into turning back a cargo of supply ships reportedly bringing weapons to Iranian-backed Houthi fighters in Yemen. But whatever caused the Iranian action, it is a direct threat to freedom of navigation, which the U.S. Navy has defended around the world for centuries.

In the Persian Gulf, the U.S. commitment to that doctrine led President Reagan to order U.S. Navy ships to escort tankers and protect them from Iranian attacks, precipitating a short and sharp conflict (the Tanker War of 1987-88) between the U.S. and Iran. This was the last time, incidentally, that the U.S. used force to respond to Iranian attacks and it was an unqualified success—the Iranians lost some oil platforms and boats that they had been using to harass shipping. Finally the accidental shootdown of an Iranian airliner in 1988 by the USS Vincennes (an unintended and unfortunate consequence of these operations) helped convince the Iranian leadership to end their war with Iraq.

Today the U.S. still remains committed, at least on paper, to protecting freedom of navigation in the Persian Gulf. In 2011, a 5th Fleet spokesman put it well: “The free flow of goods and services through the Strait of Hormuz is vital to regional and global prosperity. Anyone who threatens to disrupt freedom of navigation in an international strait is clearly outside the community of nations; any disruption will not be tolerated.”

Thus if the Obama administration were, in fact, to “tolerate” this disruption of the free flow of shipping it would send a dangerous signal, or to be more accurate, to reinforce a signal already sent: The U.S. lacks the will to stand up to predators in the international system, and in particular to Iran. Put another way, it would signal to the entire region that the president is so invested in reaching a deal with Iran that no Iranian misconduct—not the dropping of barrel bombs on Syrian civilians, not the takeover of Yemen, not the ethnic cleansing of Sunni communities in Iraq, and now not the seizure of a Western cargo ship—will be allowed to interfere with his objective.

The fate of the Maersk Tigris does not matter much in and of itself, but it will say much about this administration’s commitment to maintaining America’s traditional security responsibilities.

An analyst with close ties to the Iranian defense ministry has said that Iranian, Syrian, and Hezbollah officials will meet shortly to discuss their combined response to recent attacks in Syria that have been attributed to Israel.

Amir Mousavi, director of the Center for Strategic and International Relations in Tehran and a former advisor to the Iranian Ministry of Defense, quoted (Arabic link) a knowledgeable source saying that the recent attacks were “the straw that broke the camel’s back.” He said Iran would respond to the attacks in Syria:

I have emphasized, again and again, in many media outlets, that the Iranian leadership will not remain silent about the Israeli terrorist entity attacks which aimed to help its stepdaughters – the terrorist groups in Syria.

The term “terrorist groups” refers to the rebels fighting the government of Syrian President Bashar al-Assad.

Mousavi did not rule out the possibility that Iran’s Shiite militias will make the area between Damascus and the Golan Heights “an open military zone with the Zionist enemy.” In this case, he explained, the Syrian leadership will move from Damascus to Latakia and Tartus and manage the affairs of state from there. He threatened that Iran has “big surprises” that Israel has not anticipated.

Reuters, quoting the official Syrian news agency SANA, reported that Syrian defense minister Fahad Jassim al-Freij was meeting with his Iranian counterpart Hossein Dehghan to discuss “strengthening coordination and cooperation between the two armies … especially in the face of terrorism and common challenges in the region.”

Arab media reported on at least two raids in Syria in the past week attributed to the Israeli air force that targeted arms shipments to the Iran-backed terror organization Hezbollah. On Sunday, the Israel Air Force spotted and struck a group of four infiltrators laying an explosive device on the Israel-Syria border. The four were killed by an Israeli air strike.

WASHINGTON – Iranian forces boarded a Marshall Islands-flagged cargo ship in the Gulf on Tuesday after patrol boats fired warning shots across its bow and ordered it deeper into Iranian waters as it was traveling through the Strait of Hormuz, the Pentagon said.

The ship, the MV Maersk Tigris, initially ignored Iranian patrol boats that ordered it deeper into Iranian territorial waters but complied after the vessels fired several warning shots, U.S. Army Colonel Steve Warren said.

U.S. forces in the region responded to distress calls from the Maersk Tigris, sending the destroyer USS Farragut to monitor the situation along with reconnaissance aircraft. No U.S. citizens were aboard the cargo ship, Warren said.

The only question now is:  when could an attack on Iran be carried out? At this point, Israel can’t afford NOT to make a strike, as the policy of the current nuclear negotiations with Iran has changed from prevention, to containment.  Indeed, all have come to agree that if the military option isn’t utilized by either the US or Israel, a nuclear Iran is simply a fait accompli.

If a preventative strike on Iran’s nuclear facilities is going to happen, it must be both before the P5+1 negotiating deadline of June 30th, and before the Russian S-300 anti-aircraft missiles are delivered and setup on Iranian soil. Indeed, if and when that eventuality comes into play, Israel may be forced to destroy that weapons convoy on route to Iran. I’m pretty sure this threat has already been issued.

As a rule, I don’t usually get involved in war scenarios, but after seeing the Israeli Air Force (IAF) jets put on their brilliant display this week for Israel Independence Day, I was inspired.  I was thinking: what if they just continued flying southwest? There’s an important point that I want to make here.

Sooner rather than later, Israel will be forced to make that raid. You know the one. It’s the BIG one. It will make the 1981 precision strike on Iraqi’s Osirak reactor, otherwise known as Operation Raid on the Sun, look like a walk in the park. Back then (just like now), when some argued that the attack would alienate both the United States and Europe, Ariel Sharon allegedly quipped “If I have a choice of being popular and dead or unpopular and alive, I choose being alive and unpopular.” Prime Minister Begin ultimately agreed and the rest of the cabinet fell in behind him. The only question now is:  when could an attack on Iran be carried out? At this point, Israel can’t afford NOT to make a strike, as the policy of the current nuclear negotiations with Iran has changed from prevention, to containment.  Indeed, all have come to agree that if the military option isn’t utilized by either the US or Israel, a nuclear Iran is simply a fait accompli.

Indeed, if and when that eventuality comes into play, Israel may be forced to destroy that weapons convoy on route to Iran. I’m pretty sure this threat has already been issued. Effectively, we’re looking at a window of opportunity of a little over 2 months to initiate an attack that could take many hours, if not days to carry out, with hundreds or even thousands of missile strikes per day.  Simply put, if there is no attack now, Israel must prepare for the day after – a new, grim reality in the Middle East.

However, here’s an interesting point. If the arms shipment isn’t destroyed, there may be another answer to the S-300. Israel’s Defense Ministry sent a Letter of Request to Congress in 2003 asking for authorization to purchase “up to” 75 brand new, top of the line jet fighters that have significant new counter-missile capabilities. In 2010, it signed a deal with the US-based Lockheed-Martin aeronautical company for 19 F-35As, with the first few aircraft set to arrive in late 2016. The total cost of that deal was $2.75 billion, a spokesman for Lockheed-Martin said, out of which $475 million was for non-recurrent costs for the incorporation of upgraded Israeli technology. It’s interesting to note that the approximate cost of the aircrafts was (a staggering) $120 million. Each! These are stealth fighters with highly advanced radar, which will see its targets before it is seen.  Armed with the intelligence of where the surface to air missile systems are located, the IAF will then take the necessary measures to first avoid the S-300 systems, then destroy them.  What other choice is there – finding the Ark of the Covenant and using that, as in biblical times? True, the planes are insanely expensive, but obviously quite necessary!

On April 15 at Yad Vashem, and echoing his recent, now-famous address to Congress, PM Netanyahu said: “Even if we are forced to stand alone against Iran, we will not fear…”  Well folks, I dare say that we have reached that point.  Everyone knows by now that where the negotiations are concerned, the US no longer considers use of force in the cards, and quite the contrary, President Obama has indicated that even sanctions have become negotiable. People here in Israel feel that the State Dept. may even act AGAINST Israel if it unilaterally attempts a pre-emptive attack.  Besides the obvious existential threat to Israel, one of the other problems is that Iran seeks to “dominate the region” (Netanyahu’s words), and impose a Khomeini-style revolution in the Middle East.  We now see clearly that they are doing just that in places like Yemen, Syria, Lebanon, and even here in Gaza. Whether Israel sees a right-wing government emerge in the coming weeks, or even a broad-based coalition with the Left, all agree at the end of the day that it’s just a matter of time before Iran breaches their side of an already bad deal, and action will need to be taken, whether backed by the US or not.

What most Israeli’s don’t realize is that once a breach in the agreement is discovered (publicly), there is simply no way the US will neutralize Iranian capabilities with a military strike.  Obama won’t do it, and the reason why he won’t do it is because he is not prepared to cast and label Iran as an Enemy of the State. To him, those days are over and it doesn’t lie in synch with his doctrine. In fact, the US President apparently vetoed a potential Israeli attack on Iran’s nuclear facilities back in 2012. Is it so hard to see why? Back door negotiations were going on even then between the US and Iran, as Hillary Clinton recently admitted herself.  It is crystal clear that the White House CAN forcibly bring the Iranian nuclear program to a halt, it simply chooses not to do so. Will this change after, let’s say – an Iranian nuclear test?  Perhaps, but unlikely.

As such, practically speaking, can Israel attack Iran with any real success? Is it worth it? The following are some salient points to consider.

We know that Saudi Arabia has already given tacit permission for Israel to use its airspace to reach the Iranian military targets because as a Sunni Muslim state, they are considered as ‘infidels’ to Iran, who are Shiite Muslims. In fact, they have more to worry about than Israel does, and as a result of the framework agreement that was signed in Vienna, they are demanding the same rights to nuclear capabilities that Iran is apparently going to get. Credible sources state that Pakistan is now prepared to ship a nuclear package to the Saudis. As for Iran, it already has the ballistic missile capability that could hit Saudi Arabia with a warhead at the push of a button. And they know it. So does Jordan.

The truth is that Israel has sufficient nuclear and conventional power to destroy the Islamic Republic in one day in the event of any war. In this case though, we’re talking about a surprise attack (more or less). As mentioned above, Israel is believed to have a fully prepared plan to launch a strike, which by necessity, would likely involve some 80 planes, and perhaps up to several hundred aircraft according to some military experts. In reality, this has been in the planning for over 10 years. Israel possesses the advanced midair refueling capabilities required for carrying out sorties over multiple Iranian targets situated between 1,500 and 2,000 km away from home. Possible targets could include uranium-enrichment sites at Natanz and Qom, the uranium-conversion plant at Isfahan, and a heavy water reactor in Arak suspected of being used to pursue a plutonium-based nuclear arms program, as well as additional facilities. The mission would require the use of powerful, penetrating warheads, otherwise known as bunker-buster bombs, as well as possible repeated strikes to ensure success. According to a Newsweek article from September of last year, the US Congress signed and transferred 55 such bombs to Israel. Further, the attack would likely be coordinated with the assistance of Israeli intelligence satellites that could provide real time detailed images from the battle arena, as well as Airborne Warning and Control (AWAC) aircraft. It could also involve the use of a fleet of giant Heron 2 drones, which are the size of 737 commercial airliners. The UAVs form the first line of defense against an expected Iranian counterstrike, involving the launch of long-range Shihab 3 missiles, or worse.   These drones can reportedly reach Iran and hover over missile launch sites. Israel’s Arrow missile defense shield would undoubtedly also come into play to intercept missiles heading into Israeli airspace.

In terms of other forms of weaponeering capabilities, Israel maintains (at least) two elite special forces units dedicated to assisting with air strikes, one dedicated to laser target designation (Sayeret Shaldag/Unit 5101) and one to real time bomb damage assessment (Unit 5707).  These units are extremely well-trained and could potentially be infiltrated to the target zone prior to attack.  While it would be both difficult and risky to deploy these units inside Iran, they would be very useful in aiding the strike package, particularly in bad weather.

Obviously, such a strike would touch off conflict with Iran’s proxy in southern Lebanon, Hezbollah, which is armed with thousands of rockets, as well as Hamas in Gaza, and possibly with Syria. The resulting chain of events could easily lead to a major regional war and long-term instability, so much so that some senior Israeli defense figures have reportedly been rejecting the idea of attacking Iran for years.  Assuming that a military strike is issued in the near future, Israel cannot hope to destroy Iran’s entire nuclear infrastructure, as facilities are distributed across the country and there are simply too many sites to plan to attack them all.  To have a reasonable chance of success, both in the mission and in the ultimate goal of rendering Iran’s nuclear program impotent, the target set must be narrowed to concentrate on the critical nodes in Iran’s nuclear infrastructure, which seems to be growing by the day!

The main focus of an imminent strike must be to target the Natanz facility first.  Natanz is by far both the most difficult and most important target to destroy.  The main enrichment facility apparently has two large (25,000-32,000 m2) halls located 8 to 23m underground and protected by multiple layers of concrete.  The combination of large size and target hardening mean that only a very robust strike could hope to destroy or at least render unusable the centrifuges within.  In order to ensure penetration of a target with these high levels of hardening, one technique is to use the bunker busters targeted on the same aimpoint but separated slightly in release time to ‘burrow’ into the target. What happens essentially, is that one bomb hits the crater made by the previous weapon, a technique contemplated by the U.S. Air Force in the first Gulf War.  This takes advantage of the extremely high accuracy of bombs in combination with a penetrating warhead.  The IAF appears to have purchased these with this technique in mind. In fact, Gen. Eitan Ben-Eliyahu, former commander of the IAF (and a participant in the Osirak strike), commented on this method of attacking hardened facilities in Jane’s Defense Weekly: “Even if one bomb would not suffice to penetrate, we could guide other bombs directly to the hole created by the previous ones and eventually destroy any target.”

Has the point been made yet? This is just the tip of the proverbial iceberg on Israel’s military capability, and there is no doubt that the IAF can pull off an attack and get the job done. And let’s not forget about our Dolphins (nuclear subs) in the Gulf.  The factor that complicates matters so much is that, unlike in 1981 where the mission was so secret that the pilots themselves only learned of their target the day before, the US government must be notified before an attack of this magnitude.

On that note, the Obama administration has been exerting great pressure in the back halls for some time now in order to convince (even by means of veiled threats to withhold their veto power in the UN), their Israeli counterparts to refrain from issuing an attack order on Iran.  The only problem is that if Israel chooses again to wait it out and not attack, the world is bound to lie in dread of a new, powerful Iranian nuclear regime – to shake under their threat, similar to the way the world was just 70 years ago regarding the appeasement of Germany. Saudi Arabia will then look to the US for advice, and to provide an umbrella defense mechanism. Needless to say, a third world war might just emerge (heaven forbid).  This scenario is actually already depicted in the Zohar, the Midrash and other traditional Jewish texts in reference to the future world war of ‘Gog and Magog.’  Let’s pray it doesn’t come to that! In our lifetimes, or our offspring.

What bothers me the most right now though, is that even as the West is negotiating with a fanatical, expansionist Islamic regime in those posh Viennese boardrooms, the people on Tehran’s streets are chanting: “Death to the US; death to Israel” (in that order). The recent military parade echoed the same rhetoric.  HELLO…… isn’t someone paying attention over there? This is the reason why Israel shouldn’t just flex its military muscles for display to the Mullahs. It must attack. And it must attack now. This is precisely what the IDF was created for! Ben Gurion knew it. Menachem Begin knew it, and now Netanyahu knows it too. At this juncture in time, Iran cannot be trusted, and we know this to be an undeniable and unfortunately, well proven fact. Especially since, as of last week, the world discovered that Iran’s intent to destroy Israel is “non-negotiable.”  I believe that the citizens living in Israel (like myself) should, and will, accept the inevitable consequences that come with protecting our beautiful country.

A raid on Iran? My point here is:  The best defense is a good offense.

Undersecretary of State Wendy Sherman warns it will be ‘tough to stand up for Israel at UN’ otherwise

American Undersecretary of State Wendy Sherman warned Jewish leaders that if the new Israeli government under Prime Minister Benjamin Netanyahu backs down from its commitment to a two-state solution, it would be difficult for the United States to stand-up for the Jewish state at the United Nations.

Speaking at a conference of the Religious Action Center of Reform Judaism in Washington, Sherman stated that “the US has stood up to efforts to single out Israel internationally” but that “the US will be watching closely how the new Israeli government will address the issue of the two-state solution.”

Sherman warned that the United States, which has stood up against efforts to single out Israel, will have a much tougher time “standing up for Israel internationally” if Netanyahu’s new government should back down from a commitment from a two-state solution.

Secretary of State John Kerry said in March that US President Barack Obama has has remained “committed” to a two-state solution for Israel and Palestinians.

“The position of the United States with respect to our long expressed hope, the Republicans and the Democrats alike (and) many presidents of the last 50 years or more, has always been for peace and President Obama remains committed to a two-state solution.”

Obama told reporters at a joint White House news conference that “we believe that two states is the best path forward for Israel’s security, for Palestinian aspirations and for regional stability.

“That’s our view and that continues to be our view. And Prime Minister Netanyahu has a different approach.”

Obama said the United States still backs the creation of a Palestinian state alongside Israel, and that he would take the issue up with Netanyahu’s government once it is formed.

“This is a matter of figuring out how we get through a knotty policy difference that has great consequences for both countries and the region,” he said.

Since Netanyahu’s party won Israel’s March 17 election, not a day has passed without a US comment — official or otherwise — on the implications of his hardline rhetoric.

During campaigning he said he would block a Palestinian state and on polling day raised the specter of an Israeli Arab rush to the polls to drum up right-wing votes saying “the rule of the right wing is in danger: Arab voters are going to the polls in droves.”

Although Netanyahu has since tried to back-track — denying he reneged on the idea of a two-state solution and apologizing for giving offense — the damage has been done.

In addition to Obama’s stern reminder, US officials have been feeding criticism of Israel’s tactics to the American media.

Some in Israel, however, see the accusations and criticism coming from Washington as sour grapes from a US administration who would have liked to have seen Netanyahu’s coalition fall.

Just hours after President Obama used his appearance at the White House Correspondents’ Dinner to call for the release of an American journalist held prisoner in Iran, another American held at the same prison was taunted by Iranian prison guards who told him the president did not mention his name, his family said.

The prisoner, Marine Corps veteran Amir Hekmati, called his mother over the weekend from the notorious Evin prison in Tehran, terrified that gaining his release is not a priority for the U.S. government, his family said. Now, in an emotional letter to the White House, Amir’s sister is demanding to know why the president has never said her brother’s name in public. He has been imprisoned for nearly four years.

“He has already been mistreated, abused, and tortured,” writes Sarah Hekmati, Amir’s sister, in a letter to White House counter-terrorism advisor Lisa Monaco. “Now the mental torture continues as he is made to feel that the country he put his life on the line for, the one he defended, and the president he voted for has left him behind and are not actively trying to secure his freedom.”

Of the three Americans known to be imprisoned in Iran, Hekmati has been held the longest. He was arrested in 2011 when, according to his family, he was visiting his ailing grandmother in Iran. He was sentenced to death in January 2012 for “espionage, waging war against god and corrupting the earth.”

President Obama spoke out for the release of American journalist Jason Rezaian at the White House Correspondents’ Dinner and earlier this year he spoke out for the release of Pastor Saeed Abedini at the National Prayer Breakfast. The Hekmati family said they have repeatedly asked the White House to push for Amir Hekmati’s release.

“Why has President Obama yet to utter the name Amir Hekmati?” his sister wrote. “Why on days significant for Amir — Memorial Day, Veteran’s Day, the anniversary of his death sentence, the anniversary of his imprisonment — President Obama cannot say the name Amir Hekmati out loud, but he can say it for Jason Rezaian and he can say it for Pastor Abedini? Why when we make a request is it ignored? Why am I forced to write this email to you AGAIN, the same subject AGAIN, the same plea AGAIN?”

ABC News posed her questions to the White House today and was told by Press Secretary Josh Earnest that “each case and the efforts that we’re undertaking to secure their release is treated independently.”

“Certainly when considering how best to secure the release of these individuals, a calculation is made about the wisdom of the publicity that surrounds the efforts to secure their release,” Earnest said.

The president did mention Hekmati in a March written statement about the U.S. citizens detained or missing in Iran and has personally raised Hekmati’s case during a phone call with Iranian PresidentHassan Rouhani in September 2013, but he has never mentioned his name or his case in any of his public remarks.

“The concern for the well-being of those individuals is shared by everybody here at the White House. We’ve made clear what those concerns are to the Iranian government. And we’re going to continue the effort to try to secure the release and safe return of these individuals,” Earnest said.

Meanwhile, the Hekmati family waits for answers.

“Please spare us this dignity and give us a straightforward answer as to why in nearly 4 years President Obama has [not] raised Amir’s plight individually outside of the context of the others imprisoned. Not even once. Not even when he was sentenced to death. The only question at this point is why,” Sarah Hekmati wrote.

The Hekmati family plans to bring attention to Amir’s plight on Capitol Hill later this week with television personality Montel Williams, who has championed their cause. Rep. Dan Kildee, D-Mich., is also working with the family and has arranged meetings with fellow lawmakers about the case.

The two rockets or mortar shells from Syria which exploded on the Golan at noon Tuesday, April 28, followed by alerts along the Galilee border with Syria, were timed to coincide exactly with the arrival in Tehran of a large Syrian military delegation led by Defense Minister Fahad Jassim al-Freij. High on the agenda of his consultations with Iranian leaders was no doubt the explosive situation developing on the Syrian-Israeli border.

Syrian President Bashar Assad and Hizballah’s leader Hassan Nasrallah are reported by debkafile’s intelligence sources to have held urgent discussions in the last few days on how to react to the two Israeli air strikes reported by Arab media to have been conducted Wednesday, April 22 and Friday, April 24, on their Qalamoun mountain missile bases.

Both needed to hear from Tehran how far they could count on Iranian support in the eventuality of a military showdown with Israel.
Israeli military spokesmen have gone out of their way to play down the risk of any further security deterioration. After the fragments of at two rockets or mortar shells were discovered Tuesday on the land of Kibbutz Ein Zivan near the border fence opposite Quneitra, military sources tried to calm people by attributing them to “spillover” from the fighting on the Syrian side of the border. The farmers were nonetheless advised to stop work in the apple and cherry orchards, and were not surprised when  the Syrians kept up their cross-border fire to provide “background music” for their defense minister’s discussions in Tehran.
The IDF also omitted mentioning that the squad of four terrorists which tried Sunday, April 26, to plant an explosive device near an Israeli border post in this same area – and was liquidated by the Israeli Air Force – were Druze militiamen, recruited and trained by Hizballah and given their assignment by Syria’s southern intelligence chief, Wafeeq Naser.

debkafile’s military sources calculate that the coming hours may be critical for Israel’s northern front against Syria and Hizballah. If Tehran gives the nod, both are liable to ratchet up their assaults on northern Israel’s Golan and Galilee regions.
They won’t have to wait for Gen. Al-Freij’s return to learn about this decision. The appropriate directives may be flashed directly from Tehran to the Iranian officers based at Syrian staff headquarters in Damascus and serving in the military facilities in southern Syria and opposite the Golan.
Assad may welcome this outlet to vent his frustration as his army licks its wounds from the loss Saturday, April 25, of the strategic town of Jisr al-Shukjhour in the northern Syrian Idlib province, to a coalition of opposition forces calling itself the Army of Conquest. This puts the rebels in position to threaten one of Assad’s most important strongholds, Latakia. The Syrian ruler, if he wants to survive, can’t hope to weather both the Idlib defeat and Israeli air strikes in less than a week, without hitting back.

The likely agreement between Iran and the P5+1, based on the parameters announced by the US State Department on April 2, 2015 after the talks in Lausanne, is problematic but not necessarily the worst case scenario that could emerge in the context of Iran’s nuclear program.

The starting point for comparing the various scenarios is not one in which Iran has zero nuclear capabilities, but one in which Iran has been – however illegitimately – a nuclear threshold state since the beginning of the current decade. Iran possesses a nuclear infrastructure it constructed over the last 10 years, i.e., the components and know-how to put together a nuclear bomb. Iran has 19,000 centrifuges, of which 9,000 enrich uranium, 10 tons of low grade enriched uranium (enough fissile material for 7-8 bombs after enrichment to a higher grade), two underground enrichment facilities, a power reactor in Bushehr also capable of producing plutonium, a heavy water plutonium reactor under construction in Arak, and an infrastructure of know-how, R&D, and covert activity dedicated to weapons development. The emerging agreement does not permit Iran to develop nuclear weapons, neither in 10-25 years, nor thereafter. An Iranian decision to develop nuclear weapons in 2025 or 2030, when most restrictions imposed by the agreement are scheduled to be lifted, would still represent a violation of the agreement and of the Nuclear Non-Proliferation Treaty, obligating a forceful international response.

Israel views Iran with nuclear weapons as a threat to its security of the highest order, if not an outright existential threat. Already today, before an agreement between Iran and the world powers has been signed, Iran is only 2-3 months away from the bomb, should it decide to break out to nuclear weapons. Therefore, an acceptable agreement with Iran would have to keep it at least 2-3 years away from the bomb. It thus behooves Israeli policy to focus, first and foremost, on improving the parameters of the emerging agreement.

At the same time, Israel must work with the United States to promote agreements and a coordinated plan of action, and perhaps also to anchor understandings in a formal agreement that would provide solutions to the problematic scenarios and dangers inherent in an Iranian breakout, with or without a final agreement. In particular, Israel must strive to receive guarantees that there will be suitable solutions to the risks that an agreement with Iran poses to it, and to reach an agreement with the United States about strengthening Israel’s security and political standing in case the optimistic scenario envisioned by the US administration does not materialize.

An analytical model to guide the respective leaders of the United States and Israel – leaders who view Iran armed with nuclear bombs as unacceptable – is one that focuses on the question that must be asked at every point in time: have we reached “the junction” where we must choose between two problematic alternatives, each replete with negative outcomes and appalling ramifications – accepting Iran with nuclear arms or taking military action to prevent Iran from arming itself with nuclear weapons? If we believe that we have not yet reached such a decision making junction and that there are alternatives that can keep Iran from producing nuclear weapons that are neither “the bomb” nor “bombardment,” they are to be preferred. Such alternatives could take the form of a reasonable agreement, extreme sanctions that would change the balance of Iran’s calculus, secret activity against the Iranian nuclear program, or regime change in Tehran.

I believe that if Prime Minister Netanyahu determines we are at the point where a decision must be made on accepting a military nuclear Iran or stopping it using military force, he would do what it takes to stop Iran militarily. I also assume that if President Obama or any other subsequent US president realizes that the Iranians are in fact breaking out to the bomb, he or she will stand behind Obama’s promise to prevent Iran from attaining nuclear weapons and prefer “prevention” over “containment.” However, United States enthusiasm for reaching an agreement has severely weakened the administration’s position in the negotiations, and therefore this second assumption must be validated. The reasoning used by administration spokespeople to justify the interim agreement signed with Iran and the parameters for the final agreement that were made public greatly eroded the US commitment whereby “all options are on the table.” Based on their statements, it was possible to understand that if the administration assessed it was at the crucial junction, there would be little likelihood it would choose to bomb Iran rather than see Iran with the bomb.

Below are six scenarios. Three assume a failure to reach an agreement by the target date of June 30, 2015, and three assume an agreement is reached. For each of the six scenarios, the essay describes different projected Iranian conduct, with the understanding that this is the most difficult variable to predict. For every scenario, the essay attempts to analyze the circumstances whereby the difficult junction of the “the bomb” or “to bomb” decision is reached, and the extent to which each of the scenarios is either preferable or less desirable than the current situation in which Iran already possesses nuclear threshold capabilities. The analysis assumes that an agreement will include all the parameters made public by the State Department, with requisite improvements in limiting nuclear R&D in Iran and with the addition of full transparency regarding the nuclear program’s military dimensions, as well as full verification of Iranian nuclear conduct at every site and at any time, as stipulated by the agreement.

The Talks Fail

Scenario 1: The interim agreement de facto becomes the permanent agreement. The failure to reach a final agreement would stem from the gaps between the sides in their interpretations of the Lausanne parameters. An Iranian insistence on the immediate lifting of the sanctions, limited supervision, continued aggressive R&D, and the refusal to provide satisfactory answers to questions about the military dimensions of the nuclear program would necessarily lead to a breakdown of the talks. Nonetheless, the underlying assumption of this scenario is that both sides would be careful not to create a profound crisis and would declare their commitment to the spirit of the interim agreement – the Joint Plan of Action (JPOA) concluded in November 2013 and implemented in January 2014 – while continuing the talks in some format or another. In practice, the interim agreement would evolve into a permanent agreement. In this situation, Iran would be closer to the bomb (2-3 months away) than in an agreement based on the Lausanne parameters (1 year away from the bomb for the first 10 years after the agreement is signed); there would be no restrictions on developing advanced centrifuges and operating them; and there would be no restrictions on the construction of additional reactors. Supervision would be partial and not involve implementation of the International Atomic Energy Agency’s Additional Protocol. The key question in this scenario is Iran’s ability to function under the existing sanctions regime, i.e., to continue to pay the price of the sanctions. This scenario could be realized only if the US Congress adopts a moderate approach when it comes to legislating further sanctions and if the Iranians decide they can continue to absorb the burden of the current sanctions while hoping that as time passes, they can bypass them and/or the current sanctions regime will dissolve.

The Israeli government must ask itself if this scenario is preferable to an agreement. If it is assessed that Iran can preserve its nuclear program given the current sanctions, this scenario is more problematic than an agreement. While Iranian nuclear activity will not be granted legitimacy and the sanctions imposed on it will not be lifted so that the Iranians will not receive more resources for their negative Middle East activity, the fact is that an illegitimate Iran under sanctions still managed to develop a much more extensive and dangerous infrastructure than Iran will have under the Lausanne agreement parameters. Moreover, it is doubtful that in this scenario, the US administration would feel it had arrived at “the junction”; it is doubtful it would increase pressure on Iran or take military action against it. Even though the Israeli government initially denounced the interim agreement in 2013, by the following year it readily accepted extension of the agreement and continued talks with the Iranians, given the more problematic alternatives such as resumed Iranian progress toward the bomb or a bad agreement. Thus technically speaking and in terms of the breadth and depth of the Iranian nuclear program, an agreement based on the Lausanne parameters is better than the interim agreement becoming the de facto permanent agreement. If the JPOA remains in force, the Iranians will be left with a significant reserve of 10 tons of uranium enriched to 3.5 percent, as well as 19,000 centrifuges, which means a very short breakout time. The only strategic rationale for preferring this alternative would be an assessment that the current sanctions will continue to hurt Iran so much that it will be forced to accept even more restrictive parameters of their nuclear program.

Scenario 2: The talks fail while Iran withdraws from the JPOA and expands its nuclear infrastructure though still without breaking out to the bomb. In this scenario, Iran ends its commitment to the interim agreement and renews the full scope of expanding and improving its nuclear program but still without denying its commitment to the NPT. Iran would operate advanced centrifuges, enlarge its stockpile of enriched material, resume enrichment to the 20 percent grade, not implement the Additional Protocol, and begin operating the heavy water reactor in Arak. As a result, its breakout time would be reduced to zero as early as 2016, rather than 2028 as estimated by President Obama in his interview with National Public Radio. Such conduct on Iran’s part would most assuredly lead to harsher sanctions on Iran, but it is safe to assume that the President would still not define this moment as “the junction” for making the fateful decision. The US administration has already demonstrated that it can live with extensive Iranian nuclear capabilities as long as in practice the Iranians do not break out toward the bomb. For Israel, which has determined it cannot live with an Iran capable of breaking out to the bomb on short notice, this would be a very problematic scenario and would support the assessment that Israel was already at the decision making junction. This scenario would appear to be more problematic for Israel than a formulation of an agreement based on the Lausanne parameters (with the requisite amendments). In any case, before taking action, Israel would have to consider the effectiveness of the added sanctions that would be imposed on Iran, their chances of bringing Iran back to the negotiating table, and the prospects for generating a better agreement in those renewed talks.

Scenario 3: The talks fail and Iran decides to break out to the bomb, to withdraw from the NPT, and/or to work covertly to attain the bomb.

In response to the failure to reach an agreement and to the subsequent harsher sanctions, Iran would announce its withdrawal from the NPT and/or decide to produce nuclear weapons. One may assume the Iranians would justify this step by claiming that nuclear weapons are their only way to ensure Iranian security and that as a rising world power it is their right to have the same weapons possessed by the world powers and other nations in Iran’s vicinity. This is a severe crisis scenario that would immediately position both the United States and Israel at the decision making “junction.” Judging whether this scenario is preferable to an agreement would depend on a comparison between future outcomes of an agreement with Iran on the one hand (see the next three scenarios), and the effectiveness and outcomes of an attack that would be carried out to block Iran’s access to the bomb, on the other.

The Talks End in an Agreement

Scenario 4: The negotiations conclude on the basis of the Lausanne parameters, a positive dynamic develops between Iran and the world powers, and over the next 10-15 years Iran grows more moderate and stops working toward nuclear weapons.

This is the optimistic scenario that the US administration hopes will materialize. In this scenario, Iran would gradually be welcomed back into the fold of the family of nations and would uphold the letter and the spirit of the agreement it made with the world powers, on the basis of an understanding that nuclear weapons are not an asset but a burden. Although Iran, even after a decade, would remain just one year away from the bomb, the tracks to a nuclear bomb – the uranium track, the plutonium track, and the covert track – would be blocked and tightly supervised. In this scenario, Iran could, after 10 years, expand its nuclear infrastructure in Natanz, but according to the agreement would not enrich to a grade above 3.67 percent, would not amass materials above a negligible amount of 300 kg, would not operate the Fordow enrichment site, and would persuade the international community it was a nation with civilian nuclear capabilities maintaining the principles of the NPT and effectively supervised by the IAEA’s expanded Additional Protocol.

If the world powers were also capable of preventing nuclear proliferation in other Middle East nations, this scenario is undoubtedly preferable to the current state of affairs in which Iran is already only a few months away from the bomb, and certainly to a situation in which it will have a much expanded nuclear infrastructure in 2030 without an agreement. This scenario would relieve the necessity of choosing among two bad alternatives – “the bomb” or “bombardment” – at the fateful decision making junction.

Scenario 5: Iran keeps the agreement but does not concede its strategic objective, namely, having the ability to develop the bomb at any given time and on as short notice as possible.

The underlying assumption of this scenario is that there will be no change in the regime and that Iran, in addition to continuing its negative activities in the Middle East (striving for regional hegemony, being involved in subversion, supporting terrorism, and working to destroy Israel), will also cling to the desire to be able to decide, at a moment’s notice, to develop a nuclear bomb without the world being able to do anything about it. At the end of the 10 years of restrictions imposed by the agreement, Iran reassembles – legitimately, according to the agreement – all 13,000 centrifuges dismantled by the agreement, and sets a goal of achieving 54,000 centrifuges (including advanced models) – the full capacity of the Natanz facility – by year 15 of the agreement. In this scenario, Iran installs the thousands of advanced centrifuges it has developed during the years of the agreement, and prepares 3,000 advanced centrifuges in Fordow in year 15 of the agreement, which allows it to return to full activity in this well-fortified site. In year 15 of the agreement, Iran can also start amassing enriched material above the 300 kg limit and increase the grade of enrichment to 20 percent. It is clear that exactly as President Obama predicted in his NPR interview, the breakout time would be very close to zero already in year 13 year of the agreement, and certainly by year 15. In 2025, the Israeli Prime Minister and the US President would undoubtedly be much closer to “the junction” and would have to decide whether or not to act before the scope and immunity of the Iranian nuclear program would leave the decision on the development of nuclear arms solely in the hands of a problematic, hostile Iranian regime. The decision to act would be difficult because the Iranians would not have deviated from the agreement, while at the same time it would be clear that non-action on the part of the world powers would mean an Iranian bomb in virtually no time at all and at a time considered optimal from the regime’s point of view.

The most important question is: will the United States, hopeful that the optimistic fourth scenario is realized but in reality encountering the problematic fifth scenario, be capable of acting against Iran without Iran having violated the agreement and before it has gone the last mile to the bomb, i.e., activity focused on high grade enrichment and the development of bomb delivery systems? By contrast, Israel would presumably be free to act because it is not a party to the agreement. Moreover, counter-intuitively, in this scenario military action against the Iranian nuclear program in 2025 would in all probability not be much more complicated or difficult than in 2015. Before the Iranian nuclear infrastructure is expanded over the duration of the agreement, between 2025 and 2027, the Iranian program will be reduced compared to what it is today, intelligence about it will be better, and it will be less immune than it is at present. On the other hand, in another 10-12 years, it may be that the Iranians will have developed new aerial defense systems and additional fortifications that would pose a challenge to an Israeli military operation.

Scenario 6: Iran operates covertly in violation of the agreement, whittles away at it, and in the extreme case breaks out toward the bomb.

In this scenario, either before or after the end of the agreement, the Iranians are caught cheating, acting in violation of their commitment to the NPT or the dictates of the agreement, and working toward achieving the bomb. Developing weapon systems and/or enriching to a high grade could be carried out either overtly or covertly. In such a case, it would seem that both Israel and the United States would find themselves at the decision making “junction,” i.e., either acquiescing to Iran armed with nuclear weapons or taking counter-action. If both nations cling to their mantra that all options are on the table and that they will not allow Iran to have the bomb, it is clear that this scenario offers them the legitimacy to act in virtually any situation before 2027 (the earliest by which Iran is expected to return to its 2015 capabilities). Again, the military mission would not be more complex than it is in 2015; perhaps the opposite would be the case: the Iranian program would be more exposed and less extensive than it is now, and the Israeli and US intelligence and offensive capabilities would be better than they are at present.

Conclusion
The six scenarios analyzed here indicate that an agreement between the world powers and Iran on the Iranian nuclear program based on the Lausanne parameters with necessary improvements (a detailed addition to refer to R&D, responses to the weapons aspects of the program, and supervision of every site at any time) is preferable to the current situation, even if it is not “a good deal.” The alternative to the improved Lausanne agreement would consist of severe and effective sanctions that may possibly result in a better agreement but might also lead to the realization of the dangers inherent in a failure of the talks, Iran’s continued nuclear activity, and even a decision by the Tehran regime to break out to the bomb. By contrast, an agreement would make it possible in another 10-12 years to gauge whether the Iranian regime has become more moderate or has stayed exactly the same and is still vying for nuclear arms. If that happens, it would be possible to take action against the nuclear program under improved operational conditions and possibly also under conditions of enhanced legitimacy. Perhaps the possibility of a special defense agreement between Israel and the United States should be investigated, one that would be limited to the Iranian nuclear issue alone, thereby bypassing the obstacles preventing the signing of a comprehensive defense agreement between the two countries.

In case an agreement based on the Lausanne parameters is achieved, the worst scenario is not necessarily the one in which Iran violates the agreement or breaks out toward the bomb, but rather the one in which Iran maintains the letter of the agreement and does not provide the United States with a legitimate reason for preventing Iran from being zero time away from a bomb, backed by a large, advanced, and immune nuclear program. In that scenario, only the Israeli government, which is not a party to the agreement, would be at the difficult decision making juncture – the same crossroads it is at today unless an agreement is reached.

That said, Israel is running out of time to formulate a strategy until either an agreement is signed or the talks end in failure. Therefore, it is recommended that the Prime Minister discuss the strategy of action required by each of the scenarios analyzed above, and urgently formulate a corollary agreement with the United States that would include understandings for each of the scenarios. These understandings would have to relate to the clarifications required for the Lausanne parameters as well as a promise that there would be no further concessions to Iranian demands, as was hinted at after the public presentation of the document of principles formulated in Lausanne. Other topics requiring clarification and policy formulation are how to deal with Iran’s negative non-nuclear activity of and how future demands for other nuclear programs in Middle East states would be handled, restricted, and supervised. Such demands are another strategic danger that will develop if an agreement with Iran, based on the parameters of the Lausanne declaration, is signed.

The scenarios analyzed in this essay can serve as the foundation for a comprehensive, professional strategic discussion that should be held now between Israel and the United States. Analyzing the complex ramifications, as detailed above, should allow the formulation of the required components of a final future agreement and the construction of the bilateral strategy most appropriate to the problematic scenarios and crisis situations. These difficult situations are highly likely to develop after an agreement is reached between the world powers and Iran in various contexts of the Iranian nuclear program.

Israel has attacked missile transports and weapon depots in Syria more than ten times since the war in Syria started.

According to Arab media, the Israeli Air Force attacked several missile depots in Syria last week. Al-Arabiya reported that a first strike took place on Wednesday when two missile depots were targeted.

On Saturday, Divisions 155 and 65 of the Syrian army were targeted. Both divisions possess Assad’s “strategic weapons.”  According to al-Arabiya, the targets were Scud missile depots housed in military bases.

Al Jazeera reported on Saturday that several explosions were heard in Kteife, Yabrud, and Kalamun in the Qalamoun mountains. The area is known for housing weapon depots and missile launchers.

On Sunday, the Israeli air force killed four Hezbollah terrorists who crossed the Israeli border on the Golan Heights and intended to carry out an attack with an explosive device.

IDF spokesman Col. Peter Lerner said the cell hit Sunday night consisted of four people who were “identified while clearly laying a mine and were shot by an Israeli Air Force aircraft.”

On Sunday night, Arab media again reported an Israel air strike in the Qalamoun mountains, northeast of Damascus. Later, unnamed Israeli sources told the Hebrew news site Ynet that Israel was not involved in the attack. They claimed Jabhat al-Nusra, the Al Qeada offshoot in Syria, was responsible for the new assault. It could be that Israel tried to defuse tensions by spinning the news. This reporter noticed unusual activity by the Israeli air force at the time of the strike.

Israel has attacked missile transports and weapon depots in Syria more than ten times since the war in Syria started. The last strike took place in January, when the IAF bombed a Hezbollah convoy on the Syrian side of the border with Israel in the Kuneitra area on the Golan Heights. Several high-ranking Iranian and Hezbollah commanders were killed in that airstrike.

Nine days later, Hezbollah retaliated with an attack with two advanced Kornet missiles on two Israeli Humvees in the Har Dov area, killing 2 IDF soldiers and wounding seven others.

Almost all IAF strikes in Syria were directed at Hezbollah-bound weapon deliveries by Iran. Iran has tried to deliver its own version of the Russian S-300 air missile defense system and other missiles such as the Fateh 110 rocket to Hezbollah. In 2013 alone, the IAF prevented the delivery of this advanced missile five times.

Israeli Defence Minister Moshe Yaalon said on Sunday that Iran is in the midst of an effort to arm Hezbollah and Hamas. “Israel will not tolerate the transfer of advanced weaponry to its enemies,” he added.

Last week, Israel’s Commander in Chief of the Air Force,  Amir Eshel, warned that Hezbollah is dragging Lebanon toward a “very harsh war” and has deployed its military machine in houses in civilian areas in South Lebanon.

Homes where missiles have been deployed by Hezbollah, Eshel warned, “are essentially military bases… and we’ll hit them.

“Lebanese civilians who live in or close to those homes have to know one thing,” he said. If conflict erupts, “they should get out as soon as they can.”

If Hezbollah, with which Israel fought a bitter war in 2006, sparks another conflict, Eshel said, “Lebanon will go through an experience whose dimensions it cannot imagine. I wouldn’t trade places with a single Lebanese.”

Hezbollah responded by publishing an article on its website al-Manar in which unnamed Israeli analysts were quoted as saying that a war with Hezbollah was considered Israel’s most serious challenge in 2015. In the same article, Hezbollah bragged about its 100,000 missiles that “will destroy the Israeli infrastructure, power facilities, the residential buildings and Zionist military command headquarters.”

Hezbollah leader Hassan Nasrallah has repeatedly used this threat in an attempt to deter Israel. The Hezbollah leader has warned Israel that his organization now possesses guided missiles that can hit strategic installations in Israel everywhere, even in the Negev desert in southern Israel.

If the Arab media reports about the IAF attacks in Syria are correct, it is another indication that Israel has drawn new red lines vis-à-vis Iran’s activities in Syria.

Syrian Scud missiles pose no direct threat to Israel. Assad’s army is bogged down in the Syrian civil war, and the Syrian dictator will certainly not be interested in a confrontation with the IDF at this point.

So why did Israel decide to launch the air strikes?

The answer is that the attacks on Assad’s Scud missiles could be a signal to Hezbollah and Iran that the rules of the game have changed–and that Israel will do everything it can to stop an Iranian takeover of Syria.

Just like Saudi Arabia and Egypt decided to interfere in the civil war in Yemen in order to stop Iran’s rush for regional hegemony, Israel appears to be doing the same in Syria now–albeit on a smaller scale.

Israel is no longer trying to stop the shipment of missiles for the sake of prevention, but to deter the enemy from using Syria as a beachhead for an assault on the Jewish state. Some Israeli commentators said that the attack on the Syrian divisions was the result of intelligence that indicated that a new Hezbollah missile strike at the Golan Heights was imminent.

In light of this assessment, it is also important to take a look at what is going on in the Gaza strip. As Western Journalism reported last week, Hamas and Iran are cooperating again; and Iran is apparently supplying Hamas with weapons, cash, and machinery to dig tunnels.

In the south and north of the Gaza Strip, Hamas is condoning the formation of new Iranian-backed factions other than Islamic Jihad. In Rafah in the south, Salafists supporting al-Qaeda are helping terrorists cross from Sinai via tunnels.

In the north, Hezbollah in Gaza has reappeared. The group is called Harakat as-Sabeereen Natzran Le-Palastin (“The Patient Ones’ Movement for the Liberation of Palestine”), which sometimes goes by the acronym of Hesn (“fortification”). Their flag is almost a mirror image of the Hezbollah banner, with the small addition of a map of greater Palestine.

The new Hezbollah branch is opposed to any hudna (interim cease-fire) with Israel and has been pressuring Hamas to renew its rocket fire on Israel. On its Facebook page, the group claimed as theirs a terror attack in the West Bank some two weeks ago, in which two IDF soldiers were stabbed.

The news about Iran’s renewed support of terrorist activity in the Gaza strip coincided with the first rocket attack on Israel from Gaza since the end of Operation Protective Edge last summer. On Independence Day, sirens went off in southern Israel; and a rocket fell in the area of the town of Sederot. The IDF immediately retaliated with tank fire on a Hamas terror site near Beit Hanoun in the northern Gaza Strip.
