The cross-border incident on the Golan Wednesday, Aug. 27, in which an Israeli officer was injured by stray fire from the fighting between Syrian army and rebel forces near Quneitra, put this battle zone on the front pages. However,DEBKAfile’s military sources report that this incident, fought by only 300 combatants on each side backed by 10 tanks, had no real military importance for the Syrian conflict at large. The Syrian army, helped by Iran and Hizballah, is winning and the rebel side is crumbling.

The battle for Qoneitra, fought 200 meters from the Israeli border, is much more important as a touchstone in quite a different setting, that concerns not only Israel but the complicated US posture against the many-headed Al Qaeda peril in the Middle East.

The US, Jordan and Israel are quietly backing the mixed bag of some 30 Syrian rebel factions which Tuesday, Aug. 26, seized control of the Syrian side of the Quneitra crossing, the only transit point between Israeli and Syrian Golan. However – here comes the rub – Al Qaeda elements have permeated all those factions.

The crossing is formally under the control of UNDOF, an international peacekeeping force, which too is falling apart as contingents are recalled by their governments.

Damascus hit back at the rebels Thursday, Aug. 28, by sending the Syrian air force to destroy the new rebel positions. This was a flagrant contravention of Israel-Syrian armistice agreements. The Israeli air force might have been justified in scrambling to combat the Syrian air incursion, but was not ordered to do so.

This appeared to contradict a fact which Israel has kept very dark: The 30 or so Syrian rebel offensive to wrest Quneitra would have stood no chance without Israel’s aid – not just in medical care for their injured, but also in limited supplies of arms, intelligence and food. Israel acted as a member, along with the US and Jordan, of a support system for rebel groups fighting in southern Syria. Their efforts are coordinated through a war-room which the Pentagon established last year near Amman. The US, Jordanian and Israeli officers manning the facility determine in consultation which rebel factions are provided with reinforcements from the special training camps run for Syrian rebels in Jordan, and which will receive arms.

All three governments understand perfectly that, notwithstanding all their precautions, some of their military assistance is bound to percolate to Al Qaeda’s Syrian arm, Jabhat Al-Nusra, which is fighting in rebel ranks. Neither Washington or Jerusalem or Amman would be comfortable in admitting they are arming Al Qaeda’s Nusra Front in southern Syria.

And not only Nusra: It turned out in this week’s incident that some of the rebel fighters come from the terrorist group Ansar Beit al-Maqdis, a coalition of Al Qaeda contingents based in the Egyptian Sinai Peninsula and Gaza Strip. Another piece of this dissonant jigsaw is Al Maqdis’ close alignment for its violent operations with the Palestinian Hamas ruling Gaza, with which Israel has just been locked in a deadly 50-day war.

Wednesday night, at his news conference to sum up that war, Prime Minister Binyamin Netanyahu included in his list of Israel’s diplomatic successes, the winning over of world opinion to the perception that Hamas and Al Qaeda belong to the same family of terrorists and share the same fundamentalist ideology, which must be fought.

As he spoke, Al Qaeda fighters, intermingled with Syrian rebel factions, fetched up just yards from Israel’s northern border fence.

DEBKAfile’s military sources say that Washington, Amman and Jerusalem can expect to keep the embarrassing fact fairly quiet only until the first black Al Qaeda flag is raised over a rebel position at the Quneitra crossing or a captured Syrian post opposite the line of Israeli positions on the Golan. Israel will then face a new dilemma on this sensitive front, which will take some explaining.

In the Golan, fierce battles between pro-and anti-Syrian government forces close to the border with Israel on Wednesday prompted the army to evacuate residents and tourists from certain areas close to the northern and southern ends of the frontier, Israel’s Channel 2 reported.

Latest reports from Syria indicate that several hundred fighters of the al-Qaeda-linked al Nusra Front have managed to overtake the southern Quneitra Crossing from Syrian government forces. Israel Radio, however, quoted Syrian sources as saying that the victors were from the more secular Free Syrian Army.

A Syria TV and Iranian Press TV reporter on the Syrian side of the border, speaking with Israel’s i24 News, said ISIS/ISIL personnel were also among those fighting (see video link below).

“…there is huge fighting between the ISIS and the Syrian army, and also the Israeli army. There are three teams … three armies that are fighting now,” according to Hamat Awidat.

He asserted that both ISIS and al-Nusra had been in the vicinity for “a few months,” and said that there were casualties.

Claiming that the strategic situation “was worse than Gaza” for Israel, Awidat charged that ISIL “was a cancer” that would destabilize the region.

Both Israel and Syria have coordinated with the United Nations to use the crossing – the sole connection between the countries – for transferring humanitarian aid and discreet goodwill gestures, including shipping apples grown by kibbutzim and Druze farmers in the vicinity, into Syria.

“From what we know, opposition forces overran the Syrian regime forces on the Syrian side of the Quneitra crossing, some of those including the Al-Nusra Front, which ultimately leave the crossing in the opposition forces’ hands,” IDF Spokesman Lieutenant Colonel Peter Lerner told AFP.

He says there had been “extensive fighting” on the Syrian side of the ceasefire line since early Wednesday which had resulted in several instances of “errant fire.”

At the northern end of the Golan, a 52-year-old Israeli man sustained minor wounds from a Syrian Army tank shell that was fired at Kibbutz Ein Zivan Wednesday afternoon, Israel Radio said. Several mortars also hit the area throughout the day, according to the report.

Earlier, an IDF medical officer “was moderately wounded as a result of errant fire from the internal fighting in Syria,” according to the IDF, adding that he was evacuated for medical treatment.

“The Israeli officer injured in the Golan Heights by stray fire from Syria earlier today has been transferred by helicopter to Rambam Health Care Campus in Haifa,” the hospital said in a statement.

“The 28-year-old IDF military doctor was shot in the chest, but is in stable condition. His wounds are moderate, and he is due to be operated on today,” according to the hospital.

In response, the IDF confirmed two retaliatory hits by Israeli artillery on two Syrian military positions. It is unclear if the IDF has responded to the second cross-border attack.

A visitor to Ein Zivan told The Algemeiner on Wednesday that, “since we arrived [0n Monday], we’ve heard booms, the war going on in Syria.

“[Wednesday] morning, it was just one after another after another, I mean, boom, boom, boom,” Josh Hasten, a radio talk show host, said.

An employee at a B&B where they were staying on the kibbutz, told him that outdoor activities for guests were curtailed, apparently, due to “a [mortar] shell that fell in the orchard there.”

“As we were leaving, it was crazy; [security authorities] closed route 98 – they wouldn’t let anyone go north … there were ambulances and firetrucks, and a whole lot of army,” he said.

It is important to note that these cease-fire demands are not part of Hamas’s or Islamic Jihad’s overall strategy, namely to have Israel wiped off the face of the earth.

Many foreign journalists who came to cover the war in the Gaza trip were under the false impression that it was all about improving living conditions for the Palestinians by opening border crossings and building an airport and seaport. These journalists really believed that once the demands of Hamas and the Palestinian Islamic Jihad are accepted, this would pave the way for peace between the Israelis and the Palestinians.

To understand the true intention of Hamas and its allies, it is sufficient to follow the statements made by their leaders after the cease-fire announcement this week. To his credit, Ismail Haniyeh, Hamas’s leader, has never concealed Hamas’s desire to destroy Israel.

Hamas and its allies see the war in the Gaza Strip as part of there strategy to destroy Israel. What Hamas and its allies are actually saying is, “Give us open borders and an airport and seaport so we can use them to prepare for the next war against Israel.”

Statements made by Hamas and Islamic Jihad leaders and spokesmen following the announcement of the long-term cease-fire agreement with Israel this week serve as a reminder of their true intentions and strategy.

Over the past two months, the two groups, together with several armed factions in the Gaza Strip, repeatedly announced that their main goal was to end the “siege” on the Gaza Strip and build their own airport and seaport.

During the cease-fire talks in Cairo, the Palestinian groups repeatedly and stubbornly insisted that complying with these demands, along with opening all the border crossings with the Gaza Strip, was the only way to end the violence and achieve a long-term cease-fire with Israel.

However, it is important to note that these cease-fire demands are not part of Hamas’s or Islamic Jihad’s overall strategy, namely to have Israel wiped off the face of the earth.

Hamas and its allies in the Gaza Strip are not only fighting for an airport and seaport. Nor are they fighting only for the reopening of all border crossings with Israel and Egypt.

During this war, many seem to have forgotten that Hamas and Islamic Jihad are actually fighting to “liberate Jerusalem and all Palestine.” The two groups have never recognized Israel’s right to exist and continue to oppose any attempt to make peace with the “Zionist entity.”

Many foreign journalists who came to cover the war in the Gaza Strip were under the false impression that it was all about improving the living conditions of the Palestinians in the Gaza Strip by opening border crossings and building an airport and seaport. These journalists really believed that once the demands of Hamas and Islamic Jihad are accepted, this would pave the way for peace between Israel and the Palestinians.

Yet these journalists, like many others in the international community, failed to look at the bigger picture or take into consideration the context of conflict. Moreover, most of them did not even seem to be listening to what Hamas and Islamic Jihad have been stating before and after the war — that their real goal is to “liberate all Palestine.”

Operation Protective Edge may have ended, but the dream to destroy Israel is still alive. Even if Hamas and Islamic Jihad eventually get their own airport and seaport, it is obvious that the two groups are now more determined than ever to pursue their fight to eliminate Israel, especially in light of the fact that they feel they have emerged from the war triumphant.

The Egypt-brokered cease-fire may achieve some calm for Israelis and Palestinians in the foreseeable future, particularly in the aftermath of the severe blow Hamas and Islamic Jihad suffered as a result of Israel’s massive military operation.

Indeed, Hamas and its allies will now be busy rebuilding the damage in the Gaza Strip. But they will also continue to raise new generations of Palestinians on glorification of terrorism and jihad, with the hope of achieving the destruction of Israel, which they view as an alien body planted by colonialist powers in the Middle East.

To understand the true intentions of Hamas and its allies, it is sufficient to follow the statements made by their leaders after the cease-fire announcement earlier this week. Evidently, these statements show that Hamas and Islamic Jihad see their “victory” in the Gaza Strip as a first step toward “liberating all Palestine.” They also show that these groups intend to use the new cease-fire to continue preparations and amass more weapons for what they call “the mother of all battles – liberating Palestine.”

Islamic Jihad leader Ramadan Shalah was one of the first figures to spell out his organization’s real intentions. Hours after the cease-fire announcement, the Lebanon-based Shalah declared: “The war is not over. It will continue in other means and methods.”

He went on to warn Palestinians against resuming negotiations with Israel, saying the Oslo Accords were now “buried under the rubble of the Gaza Strip” and Palestinians should as of now only endorse the “path of resistance.”

The following day, Hamas leader Ismail Haniyeh crawled out of the bunker he had retreated to during the war to declare that “Gaza is now preparing for the battle of comprehensive liberation.”

He told Hamas supporters during a “victory” rally in Gaza City that “Gaza has paved the way for reaching Jerusalem and Al-Aqsa Mosque.”

To his credit, Haniyeh has never concealed Hamas’s desire to destroy Israel. Only days before the war, he said in a speech before schoolchildren attending a Hamas summer camp that his movement’s strategy “is to liberate the land of Palestine.” He added: “Whether we are in the (Palestinian) government or outside, we will continue to educate and call for the liberation of all Palestine and the establishment of a Palestinian state on all the land of Palestine.”

For those who do not know, Haniyeh is in fact just repeating Hamas’s charter, which does not accept Israel’s right to exist on any part of what is perceived as Muslim-owned land.

Another Hamas leader, Mahmoud Zahar, went even farther by calling for the establishment of a “Palestine Liberation Army” in wake of the “victory” scored by his movement and other Palestinian groups during the war.

Further evidence that this war was not about border crossings or improving living conditions of Palestinians in the Gaza Strip was also provided by a spokesman for Hamas and several Palestinian groups that participated in the fighting against Israel.

At a press conference one day after the cease-fire announcement, Abu Obaida, spokesman for Hamas’s armed wing, Izaddin al-Qassam, declared: “Gaza won because it has revived the hopes of 1.5 billion Arabs and Muslims that the road to Jerusalem is now open and all we need is to be united and have a will.”

So for Hamas and its allies, the war in the Gaza Strip is not just about the closure of border crossings or freedom of movement. Instead, they see the war in the Gaza Strip as part of their strategy to destroy Israel. What they are actually saying is, “Give us open borders and an airport and seaport so we can use them to prepare for the next war against Israel.”

My most salient reason for translating this piece is the author’s attempt to grapple with the problem of evil.

Leon de Winter recognises an unrelativised objective morality, absolute at least in the sense that it is necessary for life. He recognises morality (limit) as an objective and complementary opposite of instinctuality or passion; that is, if one partner in the pair is eliminated, in this case morality, then the instinctual partner finds direct expression in blood lust where violence and sexuality are inseparable. An analogous phenomenon occurs in the autonomic nervous system: if the parasympathetic system fails to impose limits on the sympathetic system, death results from high blood pressure and overexcitement. It should not surprise us to find a similar pattern of complementarity on the psychic or spiritual level, and without implying that the spiritual is an epiphenomenon of biology.

If the two complementary opponents operate in balance, a tertium non datur results, a third factor not given by either of the first two alone. And Mr. de Winter calls that third factor “civilisation”. Therefore it is not the instinctual part of our nature which is inherently evil; rather, evil results from a disturbance of the internal equilibrium caused by possession (“possessed by jihad”); that is, by identification with either “the desires of their heart” or the “law written in their hearts” (Rom. 1:24 and 2:15, Vulgate).

About the Author

Leon de Winter was born in 1954 in the city of ’s-Hertogenbosch in the southern Netherlands, the son of orthodox Jewish parents. Today he lives in Amsterdam with his wife Jessica Durlacher, who is also a writer. He has two children. He attended film school in the 1970s, but today he is admired as an author in both Germany and the Netherlands. He is known for various genres: novels, novellas, short stories, columns, theatre and film. Mr. De Winter had his breakthrough in 1981 with his novel Looking for Eileen W. His latest novel, A Good Heart, appeared in 2013 (Sources: niederlandenet and Frankfurter Allgemeine).

For years Leon de Winter has given talks and interviews and has written essays on Islam in Europe. As recently as January of 2014, an interview with Mr. de Winter appeared on Gates of Vienna. It is called “Avoiding the Unpleasant Questions”.

Note: In his remark that “in the Western world of today every form of aggression is directly sanctioned as early as kindergarten”, Leon de Winter appears to suggest that there remains only a small level of inhibition separating the West from the attraction of jihadism. This reference to the field of education is the only allusion which Mr. de Winter makes in his essay to the contribution of the Left to his discussion of Islam. In regard to the Left, on Paul Weston’s LibertyGB, there is a short piece by Enza Ferreri which is somewhat harmonious with Leon de Winter’s essay; perhaps it even complements it. It is called “What’s the Alternative to the Left’s Programme?”. Ferreri speaks of reclaiming convictions “supplanted by leftist barbarism”, an “alternative to Islam” and “an answer to sexual relativism, pansexualism and radical feminism…”

Andrei Tarkovsky’s “Andrei Rublev” is among the masterpieces of cinema. It tells the true life story of an inspired icon painter and priest. The film is set against the background of 15th century Russia. In one scene, Tartars raid the city of Vladimir. They slaughter whomever crosses their path: they mutilate, rape, steal. Tarkovsky shows masterfully the feeling with which these Asiatic hordes apply their procedure — they kill with great abandon.

In the close-ups of the murderers, we look in horror at the ardent excitement in their faces. These men, having discarded all civilising inhibitions, can yield to the most primitive of their urges and impulses. They have achieved the ultimate liberation. Because they are completely unfeeling and because they reduce other men to objects of lust and subjugation, they have reached the zenith of their sexual potency and are able to act quite openly like beasts.

The current television images and the jihad videos on YouTube remind me of this scene, one of the most arresting in the history of cinema. If we ask ourselves how the Bedouin of the Arabian Peninsula in the seventh century or the Mongols in the thirteenth century conquered and plundered the world — the “Islamic state” (IS) shows us how they proceeded. They were driven by the wild desire to destroy and conquer everything which fell to their inclination.

The liberating Jihad

The regular armies of modern times must discipline the destructive energies of young men and direct them into organised paths. The provisions of the laws of war are to be observed; one must not engage in brutal behaviour unnecessarily, and commanders must be aware of the proportionality of means and avoid collateral damage. None of these things are of any concern to the fighters of the “Islamic State”. By committing themselves to jihad, they throw off the bonds of civilized behaviour. We facing the gratified visage of naked savagery.

Whoever is possessed by jihad has exceptional power. In an orgiastic fever he can rape, kill and plunder. Owing to the brainwashing which he encountered, he knows that this course of action is legitimised by his religion. And when he dies, he will go straight to heaven, where seventy-two virgins are waiting to attend upon him for all eternity. The IS fighters are an incarnation of everything that was channelled [kanalisiert] in the course of becoming civilised; namely, the sexual and destructive energies of young men. Jihad, as we have come to see, can turn this process around, and the energies and urges which young men must suppress in a civilised society are given a new focus.

In the Western world of today every form of aggression is directly sanctioned as early as kindergarten. Our sons are constrained to grow up as placid girls and are allowed to act out their (sexual) energy only in sport and with aggressive computer games, during which they kill dozens of virtual enemies day after day. Jihad liberates young men from these restrictions, which is precisely why it is so appealing to young men even in the West.

No Respect for the Dignity of Others

Instead of sitting in front of the screen, they can live out their fantasies in real life, in real time, in a real theatre of war and under the banner of a divine mandate. Instead of sublimating the untrammelled reign of everything that is brutish — of everything that permits them to conquer, to kill, to destroy and to rape — jihad makes it possible for the believer to abandon himself completely to his ecstasy. The so-called unbeliever is only an object with which the jihadist can do as he pleases according to his whim.

There is no debating with jihadists, and that is why they frighten us. They speak of their divine mandate — the establishment of a worldwide caliphate — but their means go far beyond this objective. Their practise denies the humanity of the other and allows the ultimate victory of the perpetrator over the victim, of the believer over the unbeliever, of man over woman, of the lord over his slaves. The victim is deprived of all his rights: — he can only hope for mercy, a gesture from the all-powerful victor which is calculated to humiliate. Such mercy can be given in certain cases, when the victim converts to Islam; which is tantamount to a psychic rape.

Nowadays, these hordes appear not on horses, but in all-terrain vehicles and with grenade launchers, but the earth still trembles when they come. They hoist black flags and love death more than life; but only after they have tasted the flesh of enslaved women. They blow up statues, churches, everything that falls into their hands: the dignity of the other is not respected.

Moral Imperatives do not Apply

Their motives elude our understanding. Young men with solid future prospects join the jihadists. They abjure education and marriage in favour of fighting a war in which the beheading of the victim, his ultimate humiliation, becomes an initiation ritual. Young men who wield a sword no longer entertain any doubts, know no pity, no hesitation, and in so doing they free themselves from their last inhibitions. Dozens of jihadist videos provide evidence for this brutal Stone Age ritual.

The bystanders who witness this decisive moment — which breaks through all limitations — are nervous, because the killer is not always secure, and perhaps his hand still trembles. They cry “Allahu Akhbar” to strengthen him in throwing overboard, once and for all, the last remaining doubt that may still be in him. He guides the knife and makes of the prisoner a butchered animal. Henceforth nothing binds him any longer to a moral world. Now he can kill and find satisfaction in it, and his companions respect him. He has burst the bonds of civilization.

The English philosopher, writer and cultural critic George Steiner once remarked that the Jews are hated because they invented conscience and the ideal of moral and ethical wholeness [Vervollkommnung]. Man hates them for it, because he keeps trying to fulfil these moral imperatives, but he continually fails. He fails, because no one can fulfil these high moral commandments [Geboten]. The Islamic Jihad circumvents this existential problem.

The Ultimate Fighter

Jihad allows the believers to switch off the voice of reason and conscience. They can henceforth practise raw sexual violence. The voice of the horde is the voice of orgiastic lust. These hordes slaughter men and boys and turn girls and women into sex slaves. Once again man is as defenceless as he was for the tens of thousands of years before we abolished human sacrifice and began the slow and painful process of overcoming our brutal nature.

Jihad has so much power because it can disconnect the hard-won limits which we have internalised during the process of becoming civilised. Jihad brings to the world the ultimate fighter who no longer admits of any limitations. These people require no political or religious programme. They are not driven by any kind of social or economic disadvantage. Their absurd notion of a world-spanning Caliphate is just as much of a pretext as all the other senseless ideas which demand the killing of unbelievers so that a paradise of pure believers can arise. No, it is only about the wish to rape and destroy. Our culture has a name for that: evil.

BEIRUT (AP) — As the U.S. strikes Islamic State targets in Iraq, extremists belonging to the same militant group across the border in Syria are capturing new territory and becoming bolder by the day.

There, in its power base, the Islamic State group controls thousands of square kilometers (miles) of territory, including most of Syria’s oil-producing region. In the areas under its control, it has established an elaborate governing system that oversees every aspect of people’s lives.

The U.S. has begun surveillance flights over Syria as a possible precursor for airstrikes against Islamic State targets there. U.S. Army Gen. Martin Dempsey, chairman of the Joint Chiefs of Staff, has said the group cannot be defeated “without addressing that side of the organization which resides in Syria.”

A look at the Islamic State group in Syria:

SCOPE AND SIZE

By some estimates, the Islamic State group occupies up to 35 percent of Syria, or about a third of the country. It has consolidated its hold over an impressive stretch of territory from its westernmost end on the outskirts of the city of Aleppo, across northern Syria and most of the east. It spreads into most of the Sunni-dominated areas of northern and western Iraq, right up to the edges of Baghdad. That terrain includes the oil fields of Syria’s eastern Deir el-Zour province and parts of Hassakeh. It also includes parts of Aleppo province, including the major towns of Manbej and al-Bab, where the group’s black flags flutter over government buildings and main squares. Because it controls territory on both sides of the border, the group can move fighters, weapons and goods between Iraq and Syria with relative ease.

CALIPHATE CAPITAL

The Islamic State’s declared capital is Raqqa, a city in northeastern Syria along the Euphrates River. With a population of 500,000, Raqqa is the group’s power base. Foreign fighters, some with their families, have flocked there from all over the world. Although it always has been a conservative city with strong tribal presence, Raqqa was once a diverse, thriving commercial center. Today, it is patrolled 24 hours a day by vice squads known as the Hisba — armed fighters in long robes who make sure their strict interpretation of Islam is observed. The militants have banned music and smoking, and have forced women to cover up. They have carried out beheadings in the main square for violators of Shariah, or Islamic law. People who were killed have had their bodies hung from crosses. The group recently imposed a curriculum in Raqqa schools, scrapping subjects such as philosophy and chemistry.

RESOURCES AND GOVERNING

The group controls virtually all major oil fields of eastern Syria, including the Omar oil field, Syria’s largest, with a capacity to produce 75,000 barrels a day. According to several activists, the group has resumed some pumping and has secured revenue by selling crude oil at lower-than-market prices and exporting to Iraq and Turkey through middlemen with tankers. The group also enjoys other assets, such as three major border crossings, grain silos and the al-Furat dam, Syria’s largest. In the past two years, the group has become entrenched in parts of Syria, establishing a governing system that includes administrative offices, Islamic courts and traffic police.

MILITARY STRENGTH

The group is a formidable fighting force in Syria, battling anyone who stands in its way. Since about the beginning of the year, the group has been engaged in a war of attrition with Western-backed rebels, overwhelming their outposts and picking off towns and villages one by one through force and intimidation. Hundreds of people have been killed in the fighting, which has detracted from the rebellion’s main goal of toppling President Bashar Assad. More recently, the jihadists have turned their attention to Assad’s forces, seizing a series of military bases, including the Tabqa airfield in Raqqa province. Following its blitz in Iraq, the group has moved tanks, cannons, Humvees and surface-to-surface missiles into Syria, parading the hardware recently in Raqqa. Most of the group’s leaders are believed to be in Syria, including Omar al-Shishani, a Chechen and one of its most prominent military figures.

ASSAD’S ACTIONS

Assad has recently stepped up airstrikes against strongholds of the Islamic State group, perhaps to try to ward off U.S. involvement, to show he can do the job himself and to portray himself as a partner for the international community. The Syrian government has opened the door for potential cooperation with the U.S. to contain the Islamic State group but says any strikes should be done in coordination with Damascus. That’s a problem for the U.S., which risks appearing on the same side as Assad, whose ouster the Obama administration has sought for years. U.S. strikes against the Islamic State group in Syria may help Assad by legitimizing his government at the expense of those seeking to topple him. Any U.S. airstrikes would likely focus on areas near the Iraqi border and militant targets such as training camps in Raqqa, where Assad’s air defense capabilities are almost nonexistent.

COMPLICATIONS

U.S. airstrikes in Syria against the Islamic State group would be much more complicated than in Iraq, where they are sanctioned by Baghdad and where battle lines are more clearly drawn. The picture in Syria is more complex, with a host of military players operating in close proximity to each other, including the Islamic State group, the al-Qaida-linked Nusra Front, Western-backed rebels and pro-government forces. While the Western-backed rebels have urged the U.S. to extend airstrikes to target the Islamic State group, more hard-line groups in Syria oppose any U.S. involvement.

We are back to a medieval world of theater, in which the audience is global. Theater, when the actors are well-trained, can be among the most powerful and revelatory art forms. And nothing works in theater as much as symbols which the playwright manipulates. A short knife, a Guantanamo jumpsuit, a black-clad executioner with a British accent in the heart of the Middle East, are, taken together, symbols of power, sophistication, and retribution. We mean business. Are you in America capable of taking us on?

The beheading of American journalist James Foley by the Islamic State in Syria and Iraq was much more than an altogether gruesome and tragic affair: rather, it was a very sophisticated and professional film production deliberately punctuated with powerful symbols. Foley was dressed in an orange jumpsuit reminiscent of the Muslim prisoners held by the United States at Guantanamo Bay. He made his confession forcefully, as if well rehearsed. His executioner, masked and clad in black, made an equally long statement in a calm, British accent, again, as if rehearsed. It was as if the killing was secondary to the message being sent.

The killing, in other words, became merely the requirement to send the message. As experts have told me, there are more painful ways to dispatch someone if you really hate the victim and want him to suffer. You can burn him alive. You can torture him. But beheading, on the other hand, causes the victim to lose consciousness within seconds once a major artery is cut in the neck, experts say. Beheading, though, is the best method for the sake of a visually dramatic video, because you can show the severed head atop the chest at the conclusion. Using a short knife, as in this case, rather than a sword, also makes the event both more chilling and intimate. Truly, I do not mean to be cruel, indifferent, or vulgar. I am only saying that without the possibility of videotaping the event, there would be no motive in the first place to execute someone in such a manner.

In producing a docu-drama in its own twisted way, the Islamic State was sending the following messages:

  • We don’t play by your rules. There are no limits to what we are willing to do.
  • America’s mistreatment of Muslim prisoners at Guantanamo Bay comes with a “price tag,” to quote a recently adopted phrase for retribution killings. After all, we are a state. We have our own enemy combatants as you can see from the video, and our own way of dealing with them.
  • Just because we observe no limits does not mean we lack sophistication. We can be just as sophisticated as you in the West. Just listen to the British accent of our executioner. And we can produce a very short film up to Hollywood standards.
  • We’re not like the drug lords in Mexico who regularly behead people and subsequently post the videos on the Internet. The drug lords deliver only a communal message, designed to intimidate only those people within their area of control. That is why the world at large pays little attention to them; in fact, the world is barely aware of them. By contrast, we of the Islamic State are delivering a global, meta-message. And the message is this: We want to destroy all of you in America, all of you in the West, and everyone in the Muslim world who does not accept our version of Islam.
  • We will triumph because we observe absolutely no constraints. It is because only we have access to the truth that anything we do is sanctified by God.

Welcome to the mass media age. You thought mass media was just insipid network anchormen and rude prime-time hosts interrupting talking heads on cable. It is that, of course. But just as World War I was different from the Franco-Prussian War, because in between came the culmination of the Industrial Age and thus the possibility of killing on an industrial scale, the wars of the 21st century will be different from those of the 20th because of the culmination of the first stage of the Information Age, with all of its visual ramifications.

Passion, deep belief, political protests and so forth have little meaning nowadays if they cannot be broadcast. Likewise, torture and gruesome death must be communicated to large numbers of people if they are to be effective. Technology, which the geeky billionaires of Silicon Valley and the Pacific Northwest claim has liberated us with new forms of self-expression, has also brought us back to the worst sorts of barbarism. Communications technology is value neutral, it has no intrinsic moral worth, even as it can at times encourage the most hideous forms of exhibitionism: to wit, the Foley execution.

It has been said that the murder of Czar Nicholas II and his family in 1918 in Ekaterinburg by Lenin’s new government was a seminal crime: because if the Bolsheviks were willing to execute not only the Czar but his wife and children, too, they were also capable of murdering en masse. Indeed, that crime presaged the horrors to come of Bolshevik rule. The same might be said of the 1958 murder of Iraqi King Faisal II and his family and servants by military coup plotters, and the subsequent mutilation of the body of Iraqi Prime Minister Nuri Said by a Baghdad mob — events that presaged decades of increasingly totalitarian rule, culminating in Saddam Hussein. The theatrical murder of James Foley may appear as singular to some; more likely, it presages something truly terrible unfolding in the postmodern Middle East.

To be sure, the worse the chaos, the more extreme the ideology that emerges from it. Something has already emerged from the chaos of Syria and Iraq, even as Libya and Yemen — also in chaos — may be awaiting their own versions of the Islamic State. And remember, above all, what the video communicated was the fact that these people are literally capable of anything.

Qatar, a dedicated supporter of the Muslim Brotherhood and Hamas, will fund a flotilla to Gaza spearheaded by a Turkish group with reported terrorist ties, according to an Israeli media report.

A report by the Israeli news site NRG quoted in the Algemeiner stated that Qatar and IHH, the Turkish group that bills itself as humanitarian, signed a cooperation agreement on Monday.

The Jerusalem Post also reported on the cooperation agreement but did not state that a new flotilla was part of the agreement.

IHH was the key group behind the 2010 Gaza flotilla, which tried to break Israel’s sea blockade of Gaza instituted to stop the flow of weapons to Hamas.

Instead, the Israel Defense Forces boarded one of the vessels, the Mavi Marmara, before it reached Gaza. Upon boarding, the soldiers were attacked by Islamist IHH activists wielding knives and metal bars, the IDF ultimately killing nine activists in response.

“The organization will send another flotilla after they receive permission from the government in Ankara that Turkish naval forces will defend the flotilla and its participants,” IHH leader Bulent Yildirim said, according to the Algemeiner.

Turkey had initially expressed support for a new flotilla but reversed course.

Yildirim is under investigation for financial ties to Al-Qaeda, Turkish media have reported, the Algemeiner noted.

Israeli government officials, including Prime Minister Benjamin Netanyahu, in recent weeks have lambasted the Qatari government for its support of Hamas. Al Jazeera is owned and funded by Qatar, leading to criticism in Israel of its coverage of the 50 days of violence between Hamas and Israel.

On Tuesday, a cease-fire was announced, putting an end at least for now to the 4,450 rockets that were fired into Israeli communities since July by Hamas and other terrorist groups and the IDF’s response to the launchings.

In May, the father of one of those killed on the Mavi Marmara was invited to accompany the Turkish prime minister on his visit to Washington, D.C.

The father of Furkan Dogan, a 19-year-old with both Turkish and U.S. citizenship who had expressed his desire for “martyrdom,” had a breakfast meeting with Secretary of State John Kerry during the same trip, an event touted by the Turkish foreign minister on Twitter.

At least 12 Hamas operatives, including a senior leader and others convicted of murder, have enjoyed safe haven in Turkey, a country that regional experts say is quickly becoming “a very hospitable environment” for Hamas terrorists to plan operations.

Turkey’s ties to Hamas have come under scrutiny in recent weeks after it came to light that a senior Hamas leader accused of planning the kidnapping of three Israeli teens is being sheltered in the country with the government’s knowledge.

In addition to top Hamas official Saleh Al-Arouri, Turkey has provided shelter to at least 11 other Hamas militants, two of whom have murdered Israelis and are known to the Turkish authorities, according to data published by the Palestinian National Information Center.

While Turkey’s support for Hamas has attracted concern in prominent foreign policy circles, the State Department has not expressed concern about the developments and is going forward with weapons shipments to Ankara.

Jonathan Schanzer, a former terrorism finance analyst at the U.S. Treasury Department, warned that Turkey and Hamas are only growing closer.

“It appears that there are at least two convicted murderers running around Turkey right now with the full acknowledgment of the government in Ankara. But because their victims were Israelis, there does not appear to be a lot of concern about a possible threat to public safety,” said Schanzer, who recently exposed the full list of Hamas operatives believed to be residing in Turkey.

“It is entirely unclear how many Hamas figures are based in Turkey right now, but it is clear that the country has become a very hospitable environment for leaders such as Saleh Arouri, but also some of the rank-and-file,” warned Schanzer, the vice president for research at the Foundation for Defense of Democracies.

Israel released into Turkey 10 Hamas militants as part of its 2011 deal to free kidnapped soldier Gilad Shalit. Others were released to Syria and Qatar, Hamas’ chief financier.

Since that time, Hamas members have enjoyed unfettered access to Turkey, where members such as Al-Arouri have hatched terror plots to overthrow the Palestinian government in the West Bank and replace it with Hamas terrorists.

In the time since the Shalit deal, “Hamas men have come and gone” from Turkey, Schanzer wrote in Foreign Policy. “But one thing is clear:The Hamas members who remain in Turkey are active. They attend local universities, join Turkish organizations, and play a role in its politics, and also appear to travel freely into and out of the country.”

Other seasoned Hamas terrorists resident in Turkey include Mahmoud Attoun, who was sentenced to life in prison for kidnapping a 29-year-old Israeli father before he was released during the 2011 Shalit deal.

Attoun, who publicly acknowledges that he lives in Turkey, is now “a rising star within Hamas,” according to Schanzer, who noted in his piece that Attoun “advocates for Hamas around the region” and has appeared on television to honor Hamas terrorists.

“Attoun is also actively involved with the Hikmet Bilim Dostluk ve Yardimlasma Dernegi (HIKMET), a Turkish NGO associated with the Muslim Brotherhood, and has spoken at one of their events,” Schanzer wrote in his report.

Taysir Suleiman, another Hamas militant now residing in Turkey, was sentenced to life in prison for murdering an Israeli soldier in 1993. He also was set free under the 2011 prisoner release.

“Today, he openly notes on his Facebook profile that he lives in Istanbul, and he appeared alongside Hamas political bureau leader Khaled Meshaal in a video dated March 2012 in the city,” according to Schanzer.

“That same summer, he traveled to Southeast Asia and Tunisia, where he presented slide shows to students about the al-Qassam Brigades,” he wrote. “In October 2013, Suleiman was featured in an hour-long special on the al-Quds TV station celebrating his release from Israeli prison.”

Officials at the Turkish Embassy in Washington said they had no information on the issue and therefore could not comment.

Turkey has been criticized in the past for acting as a leading hub for terrorists and has made moves to strengthen its alliance with Iran.

Turkey and Iran were found to be engaging in a scheme to skirt U.S. sanctions on Tehran by trading gold for oil.

A number of UN peacekeepers stationed on the Israel-Syria border have been kidnapped by Syrian rebel forces, Al Arabiya reported on Thursday.

A coalition of Syrian rebel groups including al-Qaida offshoot Jabhat al-Nusra, seized the Quneitra crossing on Wednesday, forcing Syrian government troops to withdraw after heavy clashes.

Islamist factions Ahrar a-Sham and Jama’a Bait al-Maqdis, and Free Syrian Army  Brigades were also involved in the capture of the post, according to the Facebook page of one of the Free Syrian Army factions, Liwa Falujah-Houran.

Rebels on Thursday claimed to be holding the border post despite attempts by the Syrian Arab Army to dislodge them with air strikes.

UNDOF monitors the area of separation between Israel and Syria, a narrow strip of land running 45 miles (70 km) from Mount Hermon on the Lebanese border to the Yarmouk River frontier with Jordan.

A senior Fatah official said on Thursday that the Palestinians will seek UN Security Council approval for a specific timetable mandating Israel’s withdrawal from the disputed territories which it captured in the Six-Day War.

The official, Nabil Shaath, told the Ma’an news agency that “if our demand is not accepted, Fatah will ask the International Criminal Court in The Hague to try Prime Minister Binyamin Netanyahu, Defense Minister Moshe Ya’alon, and other senior officials over the military offensive against the Gaza Strip.”

The Palestinians also intend to form a permanent unity government that has the complete backing of Hamas in hopes that such a government would expedite the rehabilitation of the Gaza Strip.

“In cease-fire discussions, Israel was forced to give up on its demand that Hamas decommission its weapons, and this was due to American pressure,” Shaath told Ma’an.

Netanyahu and Palestinian Authority President Mahmoud Abbas met secretly in Amman prior to the announcement Tuesday of the cease-fire which ended 50 days of fighting between Israel and armed factions in Gaza, Jordanian daily Al-Ghad reported on Wednesday.

The paper quoted diplomatic sources as saying that the meeting of senior Israeli and Palestinian officials that  is believed to have included Netanyahu and Abbas took place a few days before the cease-fire.

The Palestinian Authority is expected to have a major role in rebuilding Gaza after Operation Protective Edge, as is outlined in the parameters of the cease-fire deal.

The PA will lead coordination of the reconstruction effort in Gaza with international donors, including the European Union, Qatar, Turkey and Norway. Saudi Arabia is also likely to be a major donor, with the expectation in Jerusalem being that unlike Qatar, it will take pains to ensure that its funds will not be directed to Hamas, but rather to build up the PA.

Channel 2 reported that a three-person committee made up of Maj.-Gen. Yoav Mordechai, the coordinator of government activities in the territories, UN Mideast envoy Robert Serry and PA Prime Minister Rami Hamdallah will supervise the process and determine what goods are allowed in.

Asked if he felt that Abbas was a partner for peace, Netanyahu said in his first press conference following the ceae-fire on Wednesday that the Palestinian leader “needs to choose what side he is on.”

Netanyahu said he hopes Abbas will continue to want a diplomatic process with Israel and an eventual agreement, and if he did then Israel would want him and his forces in control of Gaza.
