It’s not the time for business as usual with Russia because of Ukraine and Syria, US State Department spokesman John Kirby claimed, commenting on recent talks on a World War II peace treaty between Moscow and Tokyo.

“Again, we still maintain that, broadly speaking, it’s not time for business as usual with Russia on Ukraine,” Kirby said when addressed the issue during a daily briefing by the State Department on Thursday.

The fact that Russian airstrikes against Islamic State (IS, formerly ISIS/ISIL) are now making headlines “doesn’t mean we’ve turned a blind eye to Ukraine and to what Russia continues to do there,” he stressed.

However, the spokesman acknowledged that “there seems to be some efforts in the right direction here on Minsk [peace treaty] by both sides, and we want to encourage that.”

The verbal intervention comes despite the fighting has practically stopped in eastern Ukraine in recent weeks, following more than a year of a bloody conflict between Kiev forces and rebels demanding self-governance, in which nearly 8,000 people died.

Kirby refused to get into the specifics of the Russia-Japanese talks, calling them “sovereign discussions” and advising journalist to address Tokyo for further details.

Earlier on Thursday, the Russian Foreign Ministry said that Moscow and Tokyo have agreed to continue contacts on the issue of the peace treaty, which the two countries never signed after the end of World War II.

Japanese Foreign Minister Fumio Kishida visited Moscow in September to discuss bilateral relations.

The southern Kuril Islands remain the main obstacle to signing the peace treaty, as Japan doesn’t agree with the decision taken by Soviet, US and UK leaders to hand all of the Kuril Islands over to the USSR after World War II.

Tokyo claims the islands of Iturup, Kunashir, Shikotan and Habomai, calling them Japan’s “Northern Territories.”

    if the russians and japanese reach a mutually satisfactory conclusion; that will be ANOTHER important relationship with ANOTHER long time US ally lost during the epically abysmal tenure of this RIDICULOUS CLOWN of a so-called, “President”.

    The ignorance, the wilfull neglect, embedded within American Liberalism has emasculated every aspect of America’s former greatness.

    The “TOOL”, President and his, “Tool” voters drift along, whimsically, oblivious to the destruction of American sovereignty, wealth, power, and ultimately (perhaps, America’s existence, itself), wrought by this

    The “destruction of American sovereignty,wealth,power,and ultimately ( perhaps,America’s existence,itself),wrought by this sorry-assed administration”, did not begin with this current administration.The destructive process started with the Bush senior administration followed by the subsequent administrations irrespective of political party.

    Of course the electorate undoubtedly have responsibility because of their selection of these presidents.But I would also add to the list the military leadership, the Congress, and the intelligence agencies.They are all beholden to someone or somebodies.The worse enemy the USA has today is the rot that has set from within its institutions that has culminated in the possible loss of the attributes I have quoted from you above.

      no, it comes from much earlier than Bush’s years in the White House.
      Probably from the 60’s.
      Here are three quotes from one of the guys that has had REAL power.

    I’ve heard before about the CFR, and the TLC. The malfeasances identified with them may be justifiably attributable. I really don’t know. Would David Rockefeller, Henry Kissinger, and the others who’ve sat around the conference table with them have given nukes to Iran? Would they have instigated the Arab Spring? Would they have created Jihadi no-go zones throughout the non-Islamic world? I’m inclined to believe that those, and other, “projects” are unique to a different genre of social engineering! In the end, it doesn’t matter if I’m wrong, or right. The world has been turned on it’s head, “Humpty dumpty has had a great fall”. All the King’s horses and all the kings men may try to reconstruct Humpty. I don’t know if they can. Thank you for indulging me.
