Looks like it, but he is still not in Ankara , there is still a lot of fighting going on, and in a coup situation it is of the utmost importance of a goverment to show the country who is in charge , true or not.

Turkish authorities have detained 2,839 military personnel across the country, according to the Turkish Prime Minister. It was reported earlier that at least 29 colonels and five generals were among those arrested. Rear Admiral Nejat Atilla Demirhan and General Memduh Hakbilen, Chief of Staff of the Turkish military’s Aegean command, were said to be among them.

The government will consider changing the constitution to restore the death penalty, PM Yildirim noted later on Saturday.

The coup attempt marks Turkey’s first military uprising since 1997, when several influential army generals forced Islamist Prime Minister Necmettin Erbakan to resign. The army demanded secular institutions be restored and religion be separated from state.

Nice lorry attack: More arrests as ISIL claims massacre
Police arrest four people as ISIL claims responsibility for the attack that killed 84 people on Bastille Day.

Four people have been in arrested in France in connection with a lorry attack that killed at least 84 people in the city of Nice, as the Islamic State of Iraq and the Levant (ISIL) claimed responsibility for the carnage on the country’s main national holiday.

A judicial source told the AFP news agency on Saturday that police had arrested four people believed to be linked to Mohamed Lahouaiej Bouhlel, the man suspected of ramming a lorry on Thursday night through a large crowd celebrating Bastille Day. Bouhele was shot dead by police.

One of the men being held was arrested on Friday and three others on Saturday morning, the source added. The estranged wife of the Bouhlel is also still being held by authorities.
